PRESENT, DISCUSS ANY ACTION NECESSARY OR INFORMATION REGARDING THE COVID-19 PANDEMIC.THANK YOU, MAYOR AND COUNCIL, UH, JUST A BRIEF UPDATE THAT THIS EVENING, GOVERNOR GREG HABITS, JULY 2ND, EXECUTIVE ORDER REQUIRING ALL TEXANS TO WEAR FACE MASKS OR FACE COVERINGS OVER THE NOSE AND MOUTH AND PUBLIC SPACES IS STILL IN EFFECT.
SO PLEASE REMEMBER THAT THE GOVERNOR'S PROCLAMATION GIVING MAYORS AND COUNTY JUDGES, THE ABILITY TO IMPOSE RESTRICTIONS ON SOME OUTDOOR GATHERINGS OF OVER 10 PEOPLE.
UM, IT'S ALSO STILL IN EFFECT.
SO WE'RE TRYING TO MAKE SURE THAT PEOPLE ARE AWARE THAT, UH, TOWN FACILITIES ARE STILL OPERATING UNDER THE MINIMUM HEALTH STANDARD PROTOCOLS THAT A STATE HAS OUTLINED FOR US.
AND WE'RE DOING THIS IN AN EFFORT TO SAFELY SERVE OUR RESIDENTS.
SO SERVICES ARE STILL BEING OFFERED VIRTUALLY AND IN PERSON SERVICES, CANDY PROVIDED BY APPOINTMENT AS SO IF ANYBODY HAS ANY QUESTIONS ABOUT HOW TO INTERACT WITH A MEMBER OF THE STAFF TO TALK AND SET UP AN APPOINTMENT THAT PAUL, WE CAN HELP ARRANGE THAT AND HAPPY TO DO WHATEVER WE CAN TO CONTINUE TO SERVE OUR, OUR RESIDENTS.
SO, UM, EVERYBODY'S ADJUSTING, I KNOW THE SCHOOLS ARE GETTING BACK INTO THE SWING OF THINGS.
SO, UM, THAT WAS COUNTY'S NUMBERS RELATED TO, UH, THE COVID-19 INFECTION RATE IS SHOWING A POSITIVE, POSITIVE TREND DOWNWARD.
UH, BUT I BELIEVE PEOPLE STILL NEED TO REMAIN VIGILANT, UH, SO THAT IT DOESN'T REVERSE THAT TREND DOESN'T REVERSE.
AND ESPECIALLY AS WE SEE KIDS GO BACK TO SCHOOL, UM, HERE IN THE NEXT FEW WEEKS, NEED TO BE AWARE OF THAT AS WELL.
THINGS ARE POSITIVE RIGHT NOW.
THAT'S ALL I HAVE ON THAT MATTER AT THIS TIME, I'M WONDERING HOW MANY APPLICANTS I HAVE TO APPLY FOR THAT.
THE AS IS EVERYBODY WILL, MAY REMEMBER THE ORIGINAL DEADLINE TO CLOSE THAT APPLICATION PROCESS WAS THE END OF JULY, AND WE NEEDED TO OPEN THAT UP AGAIN, OR MAYBE IT WAS A LITTLE BIT LATER INTO, INTO AUGUST, BUT THAT WE OPEN THAT UP AGAIN.
AND THE DEADLINE OF THE NEW DEADLINE FOR THAT IS AUGUST 28TH.
SO I DON'T HAVE THE NUMBERS RIGHT NOW BECAUSE THAT APPLICATION PROCESS IS NOT CLOSED YET, BUT I'M HAPPY TO SHARE THOSE AS SOON AS THERE ARE ANY MORE QUESTIONS THOUGH.
[2. Present and Discuss a Progress Update on the Trails Master Plan. ]
BECAUSE OF PROGRESS UPDATES ON THE TRAILS MASTER PLAN AGENDA, MAYOR AND COUNCIL JAN SAID, WELL, DIRECTOR OF PARKS AND RECREATION, I'M BRINGING BEFORE.[00:05:02]
LET'S TRY THAT AGAIN.MAYOR AND COUNCIL, JANET TOOK WELL DIRECTOR OF PARKS AND RECREATION.
I'M BRINGING BEFORE YOU THIS EVENING AND UPDATE ON THE TRAILS MASTER PLAN IN FEBRUARY OF 2020, COUNCIL APPROVED A RESOLUTION AND TRUST PROFESSIONAL PLANNING SERVICES WITH MIG TO CREATE THIS PLAN FOR THE CITY.
THE WORK THAT'S BEING IMPLEMENTED AT AFFIRM, UM, IS IT HAS BEEN BROKEN INTO FOUR PHASES.
AND CURRENTLY TWO PHASES OF THE PROJECT ARE BEING COMPLETED.
THE PROJECT INITIATION AND THE PROJECT, VISION GOALS AND STRATEGIES.
WE FELT LIKE THIS WAS A GOOD TIME TO GIVE COUNCIL AN UPDATE ON THE INPUT THAT WE'VE HEARD FROM OUR ADVISORY COMMITTEE, THE INPUT THAT WE'VE HEARD FROM THE COMMUNITY, AND ALSO GIVE YOU AN UPDATE ON WHAT SOME OF OUR NEXT STEPS WILL BE FOR THE PROJECT I HAVE WITH ME THIS EVENING, JAY RINCON, THAT'S A PRINCIPAL, UM, WITH THE DENVER OFFICE OF MIG AND KOCH KELLER, THAT IS A SENIOR ASSOCIATE.
THEY WILL BE MAKING THEIR PRESENTATION FOR YOU.

YOU WOULD GIVE THEM AN OVERVIEW OF THE INFORMATION THAT WE'VE HEARD FROM OUR COMMUNITY AND THE ADVISORY PANEL, AND THEN DISCUSS WHAT THE NEXT STEPS ARE FOR THE PROJECT.

UM, UH, SO AS JANET SAID, WE'RE GOING TO GIVE YOU A LITTLE OVERVIEW AND BASICALLY KIND OF CATCH YOU UP ON WHERE WE ARE AT.
UM, IT'S REALLY GREAT TO BE SPEAKING WITH YOU ALL AGAIN.
UM, AND WE WANT TO MAKE SURE THAT WE ALLOW PLENTY OF TIME FOR QUESTION AND ANSWER COMMENTS AT THE END.
SO WE'LL DIVE RIGHT IN, UH, THE PURPOSE OF THE MASTER PLAN.
UM, AS JANA, I BELIEVE PROBABLY POINTED OUT TO YOU, UH, COLIN, I WORKED ON THE PARKS AND RECREATION MASTER PLAN AS WELL.
AND THROUGH THAT PROCESS, UH, WE HEARD OVER AND OVER AGAIN IN THE COMMUNITY HOW IMPORTANT TRAILS ARE.
AND SO WHILE WE WERE ABLE TO ADDRESS THAT TO A CERTAIN DEGREE IN THE PARKS AND RECREATION MASTER PLAN, UH, THERE, IT BECAME PRETTY OBVIOUS, UH, THROUGH THAT PROCESS, THAT TRAY OF HOSTS AND, UH, A GREATER ATTENTION TO DETAIL IT WITHIN THAT SORT OF TRAIL REALM WAS REALLY TO ENSURING THAT ADDISON CONTINUED TO MEET THE NEEDS OF RESIDENTS, WORKERS, AND VISITORS.
ONE OF THE INTERESTING THING, WHEN YOU THINK ABOUT A TRAILS MASTER PLAN AND A LOT OF COMMUNITIES THAT'S FOCUSED JUST ON THOSE PAVED PATHWAYS, THAT MIGHT BE GOING THROUGH A, A NATURAL AREA OR ALONG THE RIVER GREENWAY.
UM, AND WE QUICKLY REALIZED THAT, UH, EVEN ADDISON IN ORDER TO CREATE A COMPLETE TRAIL NETWORK, IT WAS GOING TO REQUIRE THINKING ABOUT ON STREET AND OFF STREET FACILITIES.
UM, SO THINGS THAT YOU SEE ON HERE INCLUDE WIDE WALKING PATHS ALONG THE STREET, UH, BIKE LANES, POTENTIALLY WITHIN CERTAIN STREETS, IF THAT'S A SAFE ENOUGH ENVIRONMENT, UM, CYCLE TRACKS, UH, WHICH IS IN THE UPPER, RIGHT.
UM, THAT IS A FACILITY THAT WOULD BE SEPARATED.
A LOT OF TIMES THERE ARE TWO WAYS, UM, IN ONE FACILITY, UH, BUT WITHIN THE STREET RIGHT AWAY FROM KIRBY OCCURRED, UM, WE COULD CREATE MULTI-USE PATHS, UM, RAISED OUT FROM THE STREET, LIKE A LOWER LEFT.

UM, THEN WE HAVE THOSE MORE TRADITIONAL OPSTREAM MALTESE PATHS AND UNPAVED, UM, TRAILS.UH, SO OUR PHASE IS JUST STARTED BACK IN MARCH.
I THINK WE'VE TALKED TO MOST OF YOU ALL IN A KIND OF A MAY OR JUNE TIMELINE.
UM, AND WE ARE ROUNDING THE CORNER, UH, IN SORT OF MOVING FROM OVERALL VISION GOALS AND STRATEGIES INTO LOOKING AT A POTENTIAL, UH, TRAIL NETWORKS AND TRAIL RECOMMENDATIONS.
SO WE WANTED TO GIVE YOU A LITTLE HIGHLIGHT OF THE EXISTING SYSTEM, AS WELL AS SOME OF THE EXISTING RECOMMENDATIONS THAT WERE OUT THERE.
UH, JUST SO WE HAVE KIND OF LEVEL SETTING ACROSS THE BOARD.
I, WE WILL OBVIOUSLY BE LOOKING AT NEW ALTERNATIVES, UH, TESTING THE FEASIBILITY OF SOME OF THESE RECOMMENDATIONS AND THEN PUTTING IT ALL TOGETHER INTO A PREFERRED PLAN, UH, SIMILAR TO WHAT WE DID IN THE PARKS AND RECREATION MASTER PLAN.
WE DO WANT TO THINK ABOUT EVEN WITH A SMALL FOOTPRINT, THAT ADDISON HAS THE DIFFERENT AREAS, BECAUSE THERE ARE DIFFERENCES WHEN IT COMES TO, UH, THE ACTUAL AGE OF THIS, UH, DIFFERENT AREAS, UH, THE TYPES OF DEVELOPMENT AND LAND USES THAT ARE THERE AS WELL AS THE DEMOGRAPHICS.
SO OF THOSE EIGHT AREAS, UH, WE KNOW THAT THE EIGHTH AREA IS THE AIRPORT.
UH, SO NOT A LOT OF DEMOGRAPHICS THERE BEYOND, UM, LIMITED NUMBER OF EMPLOYEES.
UH, SO LOOKING AT, UM, NORTH ADDISON, ADDISON CIRCLE, BELTLINE, UH, LOCKED, UH, SOUTH KORN EAST DATA CENTER IN VITRUVIAN PARK, YOU CAN SEE THERE'S QUITE A VARIETY OF, UH, DIFFERENT, UH, COMPOSITIONS IN TERMS OF THE DAYTIME POPULATION.
UM, AND THEN THE RESIDENT POPULATION, OR WE CONSIDER THAT NIGHTTIME POPULATION.
UM, WHEN IT GOES, WHEN YOU LOOK AT NECESSITY AND RACE, UH, THERE TENDS TO NOT THAT LARGE OF A DIFFERENCE IN TERMS OF PEOPLE'S INTEREST IN TRAILS, UH, BUT ACCESS TO TRAILS.
UM, AND WHEN WE LOOK ACROSS THE ENTIRE COUNTRY AND ACROSS THE TEXAS, UH, THERE ARE SOME DIFFERENCES.
SO WE WANT TO BE COGNIZANT OF WHERE THOSE DIFFERENT DEMOGRAPHICS ARE AND MAKING SURE THAT WE'RE REALLY SERVING ALL RESIDENTS, STARTING WITH THE EXISTING TRAIL NETWORK.
YOU CAN SEE THAT THERE'S SOME POCKETS, PARTICULARLY OUT OF THE LATE, A LOT MIDWAY MEADOWS VITRUVIAN WAY AREA, UH, BUT ALSO EAST STATUS AND, UH, THAT HAVE REALLY GREAT TRAIL NETWORKS.
BUT WHEN YOU THINK ABOUT THEM, COMMUNITY-WIDE, THEY DON'T DO A FANTASTIC JOB OF CONNECTING TO EACH OTHER OR CONNECTING RESIDENTS TO OTHER TRAIL AMENITIES OR INDUSTRIAL AMENITIES ACROSS THE REGION.
SO A LITTLE OVER HALF OF THE 11.2 MILES OF OFF STREET TRAIL THAT EXISTS TODAY, UH, IS ACTUALLY WITHIN PARKS AND WITHIN PUBLIC SPACES ON THAT WE HAVE THE GREENBELT TRAILS ACCOUNT FOR ABOUT FIVE, A LITTLE OVER FIVE MILES, AND THEN THERE ARE SOME ENHANCED PEDESTRIAN PATHWAYS ARE CURRENTLY ON OAKS, NORTH DRIVE, SPRING VALLEY ROAD VITRUVIAN.
UM, AND THEN WE'RE VERY AWARE OF THE MIDWAY, UM, NAN'S PEDESTRIAN PATH THAT IS, UH, IN PROGRESS NOW.
SO THIS ALSO ANOTHER WAY TO LOOK AT THINGS WHEN WE LOOK ACROSS THOSE EIGHT DIFFERENT AREAS OF THE COMMUNITY, UH, HOW MANY MILES OF TRAIL EXISTS TODAY, AND IT RANGES ANYWHERE FROM ZERO AT THE AIRPORT.
UM, AND THEN, UH, 0.3 IN THE SOUTH FORUM AREA, UH, ALL THE WAY UP TO 4.2 MILLION BLOCKS.
UM, AND THEN, WELL, NO, AT THE BOTTOM OF THE SCREEN THERE, YOU CAN SEE JUST ABOUT 1% OF TRAILS ARE SOFT SURFACE TRANS.
WE DO WANT TO THINK ABOUT THE DIFFERENT WAYS THAT PEOPLE WOULD LIKE TO USE TRAILS.
UM, SO RUNNERS HAVE DIFFERENT INTERESTS THAN PEOPLE WALKING WITH A STROLLER OR IN A WHEELCHAIR, UM, DIFFERENT INTERESTS THAN BICYCLISTS.
UM, AND THEN EVEN WITHIN EACH OF THOSE CATEGORIES, YOU HAVE PEOPLE WHO ARE REALLY SKILLED AND, OR, YOU KNOW, USING THIS FOR RECREATION AND OTHER PEOPLE WHO ARE USING IT JUST TO GET THEM APPOINTED, LOOKING AT THE FUTURE NETWORK.
WE ALSO WANT TO ACKNOWLEDGE THAT WE'RE NOT STARTING FROM SCRATCH.
SO WHAT WE'VE DONE HERE IS COMPILED THE RECOMMENDATIONS THAT HAVE ALREADY BEEN SET FORTH IN A HANDFUL OF DOCUMENTS.
SO THE FIRST OF THOSE IS ACTUALLY THE MASTER TRANSPORTATION PLAN, WHICH IS PRETTY RECENT.
IT WAS ADOPTED IN 2016, UM, LOOKS PRIMARILY ON STREET OR KIND OF NEXT TO THE STREET FACILITIES, BUT DIDN'T INCORPORATE THE EXISTING TRAIL NETWORK, UH, WITHIN THAT LOOK AT ACTIVE TRANSPORTATION.
AND THEN, UH, WHEN COLE AND I WORKED ON THE PARTS RECREATION, OPEN SPACE MASTER PLAN, UH, WE PULLED SOME OF THOSE ALIGNMENTS FORWARD, ALSO RECOMMENDED A FEW NEW ALIGNMENTS, BUT REALLY THROUGH THAT LENS OF HOW DO WE CREATE RECREATION

OPPORTUNITIES FOR PEOPLE WHO DON'T HAVE ANY NEARBY OR DON'T HAVE A PARK NEARBY? HOW COULD THEY GET THERE IN A REALLY SAFE PEDESTRIAN BICYCLE ENVIRONMENT? SO THAT PROPOSED SYSTEM, UM, AND PROPOSED IS, YOU KNOW, BASED ON PREVIOUSLY ADOPTED PLANS, UM, WOULD HAVE AN ACCOUNT OR WOULD AMOUNT TO PHONE 0.6 MILES OF OFF STREET TRAILER ALIGNMENT.AND THEN SOUTH OF ME IN THAT WITH A PRETTY SIGNIFICANT, UH, ON STREET OR IN THE RIGHT OF WAY, UH, TYPE OF FACILITY, WHICH WOULD INCLUDE, YOU KNOW, WINE, PEDESTRIAN PATHWAYS, SOME ACTIVE TRANSPORTATION CORRIDOR, THE PIPE DEDICATED BIKE FACILITIES, OF COURSE, SIX MILES GETTING US TO ABOUT 27.2 MILES.
SO HERE'S JUST A COMPARISON, UH, BASED ON THOSE PREVIOUS RECOMMENDATIONS.
SO WE ARE GOING THROUGH ALL OF THESE WITH A FINE TOOTH COMB TO FIGURE OUT CAN THOSE FACILITIES THAT WERE, I RECOMMEND IT ACTUALLY FIT WITH THE BRAND.
DO THEY CONNECT PEOPLE TO THE PLACES THAT THEY'D LIKE TO GO? DO THEY CREATE LOOPS, WHICH YOU'VE BEEN HEARING A LOT ABOUT COLDWELL SPEAK TO, UH, IN THE SECOND HALF OF THE PRESENTATION.
UM, SO NOT TO SAY THAT WE'RE GOING TO END UP WITH 27.2 MILES EXACTLY PROPOSED TRAILS, BUT JUST BASED ON THE EXISTING RECOMMENDATION THAT ADOPTED PLANS WERE OVER TO HELP THEM WITH THE EXISTING SYSTEM.
UM, AND THEN HE WAS A FINAL MAC HERE.
YOU'RE LOOKING AT THE PROPOSED KILL NETWORK.
UM, WE'RE JUST TRYING TO COMPILE ALL THE DIFFERENT THINGS THAT WE'VE HEARD, NOT JUST FROM THOSE THREE BASICALLY ADOPTED PLANS, BUT ALSO THROUGH THIS PROCESS.
SO THESE ARE ALL KIND OF CANDIDATE ALIGNMENTS, BUT WE'RE LOOKING AT THESE ON THE GROUND.
WHERE DID THEY ACTUALLY GO? DOES IT MAKE SENSE AS FAR AS WHERE THEY CROSS A MAJOR STREET WHERE THEY MIGHT HAVE TO NAVIGATE OR GET JASON TO A PRIVATE PROPERTY, UM, AND THEN LOOKING AT THE OVERALL NETWORK THAT IS CREATED AND HOW THEY CONNECT OUTSIDE OF ADDISON, AS WELL AS WE'RE DOING THAT, WE'RE GOING TO BE THINKING ABOUT DIFFERENT TYPES OF FACILITIES.
ONE THAT YOU'VE PROBABLY SEEN, UM, AROUND THE DALLAS AREA IS, YOU KNOW, JUST TYPICAL BIKE LANES.
WELL, THOSE ON-STREET BIKE LANES CAN BE ENHANCED, UH, WITH A BUFFER.
UH, SOMETIMES THAT IS JUST A STRIPED BUFFER.
UH, WE ALSO HAVE SOME EXAMPLES HERE ON THE NEXT SLIDE WHERE YOU SEE SOME RAISED PLANTERS THAT COULD, OR EVEN SOME CURVES THAT CAN BE ADDED TO KOREA, PROVIDE EVEN MORE SAFETY.
UM, THAT CAN BE ONE WAY AND, YOU KNOW, GOING ALONG IN THE SAME DIRECTION AS TRAFFIC OR A TWO WAY FACILITY, IF SPACE IS CONSTRAINED AND THEN YOU CAN DO SOMETHING THAT'S A MUCH MORE ELABORATE AND PROBABLY MORE AESTHETICALLY PLEASING TO A LOT OF PEOPLE ALSO ARE EXPENSIVE.
SO WE'RE GOING TO HAVE TO WAIT COSTS OUT.
WE'RE GONNA HAVE TO THINK ABOUT WHAT THINGS CAN WE DO IN THE SHORT TERM THAT ARE LOW HANGING FRUIT, AND MAYBE THEY DON'T IT NOW WITH THE FULL BUILDOUT WITH RICK PAVER EDGING AND PLANTING RIGHT AWAY.
BUT, YOU KNOW, WE CAN TAKE THOSE STEPS TO GET THERE.
SO WE'LL BE WORKING WITH THE COMMUNITY, WORKING WITH YOU ALL THROUGHOUT THE REST OF THIS PROCESS.
I HAVE TO FIGURE OUT NOT JUST WHERE THOSE PREFERRED ALIGNMENT SIDE, BUT ALSO WHAT IS THE RIGHT TREATMENT, BOTH IN THE SHORT TERM AND LONG TERM, ALONG THOSE ALIGNMENTS.
A COUPLE OF OTHER EXAMPLES HERE REALLY QUICKLY OFF STREET SHARED USE TO HAVE A LOT OF THESE ARE ALREADY IN ADDISON IS ONLY LOOK AT THE OVERALL NETWORK.
A GOOD PERCENTAGE ARE THESE OFF STREET SHARED THESE PATHS.
UM, BUT WHEN WE MAY BE ABLE TO SEE YOU ENHANCE SOME OF THOSE LOOKING AT ARE CREATING SOME DEDICATED SPACE FOR DIFFERENT USES, WHICH AS DEMAND INCREASES, THIS TENDS TO OCCUR WHERE YOU, UH, BECAUSE PEOPLE ARE REALLY LIKE THE FACILITIES AND WANT TO USE THEM A LOT.
YOU HAVE, YOU KNOW, PEAK TIMES JUST LIKE YOU DO WITH THE TRACKS GETTING TO WORK AND THAT SORT OF THING DURING A NORMAL TIME.
AND SO WE WANT TO CREATE SAFE ENVIRONMENTS AND DECREASE POTENTIAL CONFLICTS.
UM, AND THEN FINALLY THERE'S OP STREET TRAIL, LIKE, YOU KNOW, ART AS WELL, THAT COULD BE UNPAVED OR NATURAL, UH, SORT OF ENVIRONMENT.

SO WE'RE GOING TO HAVE TO COME UP WITH A HUNDRED THOUSAND DOLLARS MORE THAN WE INITIALLY ANTICIPATED.
HOWEVER, UH, THE ENGINEERS HAVE REVIEWED THE BID AND I BELIEVE THEY HAVE IDENTIFIED POTENTIAL COST SAVINGS THAT WE CAN PURSUE AFTER BID.
OR WE CAN'T DO THIS AS A CHANGE ORDER BEFORE THE BID IS AWARDED.
UH, WE'D HAVE TO REBID IF WE DID THAT, THAT WOULD BE IN VIOLATION OF TEXTILE RULES, BUT THE POTENTIAL COST SAVINGS INCLUDE SOME DRAINAGE MODIFICATIONS, WHICH INCLUDES REMOVING A DROP INLET AND SOME PIPING.
AND INSTEAD A SLOPING CONCRETE RAMP TO HAVE SHEET FLOW DRAINAGE.
AND THAT'S $21,400 POTENTIAL SAVINGS THERE.
AND THE BASE COURSE UNDERNEATH MOST OF THE CONCRETE WAS ORIGINALLY SPECKED AS LINE FLOORS BID HAS A REALLY A GOOD PRICE ON GEOGRID FABRIC.
UH, BOTH ARE ACCEPTABLE BASE, UH, CONSTRUCTION METHODS.
SO GOING WITH THE GEO GRID FABRIC INSTEAD OF THE LIME WOULD, UH, REDUCE THE COST BY NEARLY $75,000.
SO THOSE TWO POTENTIAL SAVINGS COULD, UH, ALMOST NET US BACK A HUNDRED THOUSAND DOLLARS.
SO THE FUNDING SOURCES, AGAIN, WE HAVE $600,000 IN THE NINE NON-PRIMARY ENTITLEMENT GRANT.
UH, WE HAVE CASH FUNDING FROM THE AIRPORT OF A MILLION WATER AND $67,457 AND 58 CENTS.
WE'VE ALREADY SENT THEM THE 66,667.
AND NOW WE NEED TO SEND THE REMAINING $1,100,790 FROM 58 CENTS.
IT'S WORTH NOTING THAT THE UNEXPENDED FUNDS AFTER THIS PROJECT IS CLOSED OUT, A 100% WILL BE RETURNED TO ADDISON.

PARENT COUNCIL, JANET TIDWELL, DIRECTOR OF PARKS AND RECREATION AT THE JULY 14TH, 2020 MEETING COUNCIL OR AT STAFF PRESENTING COUNSEL, A REVIEW OF THE CURRENT NAMING AND RECOGNITION POLICY, WHICH WAS ADOPTED IN NOVEMBER OF 2017.
THE REASON FOR THE PRESENTATION WAS BECAUSE THE NAMING AND RECOGNITION POLICY, THOSE ARE REALLY GOOD JOB ADDRESSING THE NAMING OR RENAMING OF STRUCTURES, PARKS, TRAILS, AND OTHER TOWN OWNED FACILITIES

THAT THE CURRENT POLICY GIVES GUIDELINES FOR THE NAMING OF A FACILITY TO RECOGNIZE A CONTRIBUTION.HOWEVER, IT NEEDS TO INCLUDE MORE DIRECTION REGARDING SEVERAL POINTS AND WE MADE OUR PRESENTATION OVER THIS PLACE.
I'M GOING TO BRING THAT PRESENT PORTION OF THAT PRESENTATION BACK FOR YOU, JUST FOR, UM, TO BACKTRACK JUST FOR A SECOND.
THIS GIVES YOU AN OVERVIEW OF THE, KIND OF THE HISTORY OF OUR NAMING AND RECOGNITION POLICY.
UM, THE ORIGINAL POLICY WAS ADOPTED IN SEPTEMBER, 2007, AND THERE'S BEEN SEVERAL UPDATES WITH THE LAST ONE, UM, BEING THE NOVEMBER, 2017, WE ALSO HAVE VERY SPECIFIC POLICY NAMING POLICIES RELATED TO THE THEATER CENTER AND BULLDOG PARK AFTER JULY 20TH OR AT THE JULY 14TH, 2020 MEETING STAFF LAID OUT THESE ISSUES THAT WE WERE SEEING THAT WERE OCCURRING WITH THE CURRENT NAMING POLICY.
THERE IS A LACK OF CLARITY REGARDING ACCEPTANCE AND RECOGNITION OF SMALLER NATIONS THAT ARE NOT ASSOCIATED WITH THE NAMING OF A FACILITY.
IT DOES NOT ALIGN AND SUPPORT CURRENT FUNDRAISING METHODS IMPLEMENTED BY NONPROFITS, SUCH AS THE ABSENT ARTWORK FOUNDATION AND THE LEGACY FOUNDATION TO SOLICIT FUNDS ON BEHALF OF THE TOWN.
IT DOES NOT ADDRESS HOW THE NAMING OF A PARK AFTER AN INDIVIDUAL IS RECOGNIZED OR SIGNIFICANT SERVICES RECOGNIZE THAT THERE ARE STANDARDS THAT ARE CURRENTLY BEING IMPLEMENTED AND IT NEEDS MORE DETAIL IN DEFINING THE PROCESS FOR NAMING AND RENAMING OF FACILITIES.
AT THAT MEETING, WE ACTUALLY PRESENTED, UM, AN UPDATED VERSION OF THE NAMING POLICY AND, UM, FOR COUNCIL TO REVIEW AND AS A RESULT OF REVIEWING THAT POLICY COUNSEL MADE SEVERAL REQUESTS OF STAFF.
AND THE FIRST ONE WAS TO ENSURE OTHER TOWN POLICIES DO NOT CONFLICT WITH THE PROPOSED NAMING RECOGNITION POLICY.
SO AS A RESPONSE TO THAT, WE INCLUDED IN THEIR PROPOSED TEXT UNDER THE PURPOSE, YOU'LL SEE THE BLUE LINE LANGUAGE OF YOU'RE LOOKING AT YOUR RED LINE.
THE POLICY DOES NOT REPLACE THE THEATER CENTER, NAMING POLICY IN SCHOOL, DOG PARK, NAMING POLICIES.
SO WE WERE VERY CLEAR THAT THIS POLICY DOESN'T SUPERSEDE THAT.
SO WE INCLUDED THAT LANGUAGE INTO THE PROPOSED DRAFT THAT WE SHARED WITH YOU.
UM, DURING THE PRESENTATION COUNSEL ALSO REQUESTED THAT STAFF CONSIDER HOW OTHER RECOGNITION ITEMS CURRENTLY IMPLEMENTED IN TOWN WOULD FIT IN THIS POLICY AND THE ITEMS THAT WERE REFERRED TO WHERE THE WATER TOWER THEATER, BRICKS STREET SIGNS, FIRE STATION, LIBERTY, BELL PAVERS AROUND THE LIBERTY, BELL AND PLAQUES ON THE FIRE STATION.
SO THE FIRST ONE IS THE WATER TOWER THEATRE ENGRAVED BRICK DONORS.
THEY'RE LOCATED NEAR ADDISON CIRCLE DRIVE AND THEY DO COMPLY WITH WHAT WE'VE PROPOSED.
UM, IN THE POLICY OF SECTION THREE, WE DID MAKE A SMALL EDIT BECAUSE, UM, I, WHAT WE HAD PRESENTED TO YOU PREVIOUSLY SAID THAT IT NEEDED TO BE AT THE LOCATION THAT IT'S BEING RECOGNIZED AND THE WATER TOWER THEATER BRICKS ARE ACTUALLY NEAR THE THEATER, BUT THEY'RE NOT ADDED.

SO ALL OF THOSE ELEMENTS WERE STAFF LED AND THEN COUNCIL REQUESTED THAT STAFF CONSIDER THE PLAQUE MEASUREMENTS TO DETERMINE IF THEY ARE NOT TOO PRESCRIPTIVE.
UM, IF YOU REMEMBER, WE HAD A DISCUSSION THAT NAMED HER DEATH DEDICATED FACILITIES OR NAMED FACILITIES WOULD BE RECOGNIZED WITH THE PLAQUE NOT TO EXCEED 24 BY 36 INCHES AND THEN AN AREA WITHIN A FACILITY.

UH, SO WE ABSOLUTELY RECOMMEND APPROVAL OF THIS ITEM.
AND, UH, THIS WAS JUST ONE LAST IMAGE JUST SHOWS GEORGE HADDAWAY BEFORE THE RECONSTRUCTION STARTED.

UM, WHEN THE PAVEMENT WAS REMOVED, IT WAS DONE ONE LANE AT A TIME AND THE FUEL TRUCKS WERE REQUIRED TO DRIVE RIGHT NEXT TO THE EXISTING FENCING THAT WAS OUT THERE.
AND IT WAS DISCOVERED THAT THERE WAS A BARBED WIRE FENCING THAT WAS, UH, AT THE TOP THAT WAS ANGLED OVER INTO THE DRIVE PATH OF THE VEHICLES.
IT WAS DEEMED TO BE UNSAFE AND A SAFETY ISSUE.
SO WE ASKED THE CONTRACTOR TO REMOVE THAT AS WELL WHEN THEY WERE MOVING THE PAVEMENT, UM, THROUGH, FOR GEORGE HATTAWAY, UH, PORTIONS OF THE MOST STRIP UNDERNEATH THE FENCE WERE MISSING OR DAMAGED AND NEEDED TO BE REPLACED.
SO THOSE TWO MINOR ITEMS ARE ALSO INCLUDED IN THE CHAIN, A QUANTITY, QUANTITY.
THE, THE OTHER PORTION OF THE, UH, THE CHANGE ORDER IS JUST A RECONCILIATION OF THE PAY ITEMS. AS YOU GO THROUGH THE PROJECT, WE HAVE THE ENGINEERS ESTIMATE WHAT'S ON PAPER, THEN WHAT'S ACTUALLY ON THE GROUND THAT WAS RECONCILED IN THIS PROJECT AS WELL.
AND THAT RESULTED IN MORE MONEY BACK TO THE TOWN.

UH, THEIR NEW PROGRAM IS CALLED A STRATEGIC HEDGING PROGRAM, WHICH WILL USE AN ULTRA COMPETITIVE, UM, PURCHASING, UH, AND, AND COMPETITIVE BID PROCESS TO PURCHASE, UH, THE ELECTRIC, THE ELECTRICITY, UH, AT THE MOST ADVANTAGEOUS TIMES, UH, IN THE MARKET TO PROVIDE, UH, THE USERS, UH, THE LOWEST POSSIBLE RATE GIVEN THE MARKET CONDITIONS.

WHAT WE FOUND GOING BACK FOUR YEARS AGO WAS THIS PATTERN STARTED TO EMERGE BECAUSE WE ARE DOING SO WELL IN NATURAL GAS AND OTHER, UM, YOU KNOW, FUELS AND OIL.
AND SO WHAT YOU SEE IS IN THE TWO YEAR DIP.
SO TWO YEARS FROM NOW, SO FOR US RIGHT NOW IN 20, UM, 23, AND THAT'S WHAT WE'RE LOOKING AT, THAT'S WHY WE'RE GOING TO START PURCHASING THE POWER IN 21 OF THE MARKET DIPS ON THIS CHART, IT SAYS 22, THE MARKET DIPS TO ITS LOWEST PRICE.
UM, AND THEN WHEN YOU START GOING INTO THOSE OUT YEARS, THAT'S WHEN THE PRICES START GOING UP.
AND THE REASON THEY GO UP IS BECAUSE NO ONE KNOWS WHAT THOSE OUT YEARS ARE GONNA DO.
THEY DON'T KNOW WHAT THE MARKET'S GOING TO DO.
SO THEY ADD PRICE PREMIUMS ON THAT.
WHEN YOU GET A LONGTERM CONTRACT, YOU'RE ACTUALLY GETTING FIVE, ONE YEAR CONTRACTS, AND THEN THE PRICE IS AVERAGED.
AND SO THERE'S PRICE PREMIUMS ARE ROLLED INTO THAT FIVE YEAR CONTRACT.
THIS PROGRAM THAT WE'VE BROUGHT FORTH IS BUYING ONE YEAR AT A TIME ROLLING FORWARD FOR FIVE YEARS.
SO WHAT WE'RE GOING TO DO IS GO OUT INTO THE MARKET EVERY MONTH AND JUST BUY A LITTLE BIT.
SO AGAIN, STILL TRYING TO GET, MAKE SURE THAT WE'RE GETTING THE BEST PRICE.
WE'RE GOING TO GO OUT FOR RFPS EVERY MONTH.
