Public Comment. The City Council invites citizens to address the City Council on any topic not already scheduled for Public Hearing. Please fill out a City Council Appearance Card and submit it to a city staff member prior to Public Participation. Speakers are allowed up to three (3) minutes per speaker with fifteen (15) total minutes on items of interest or concern and not on items that are on the current agenda. In accordance with the Texas Open Meetings Act, the City Council cannot take action on items not listed on the agenda. The Council may choose to place the item on a future agenda.
Consent Agenda: Items 3-5 All items listed under the Consent Agenda are considered routine by the City Council and will be enacted by one motion with no individual consideration. If individual consideration of an item is requested, it will be pulled from the Consent Agenda and discussed separately.

Discuss, consider and take action regarding Ordinance Number O15-014 approving a Special Use Permit for a restaurant and a Special Use Permit for the sale of alcoholic beverages for on-premises consumption only on the property located at 14854 Montfort Drive, on application from Kelly Architects, represented by Mr. George Kelly.
Update regarding the North Texas Emergency Communications Center (NTECC).
Discuss, consider, and take action awarding a construction contract to Pavecon Public Works, LP, for the rehabilitation of Addison Road for an amount not to exceed $1,516,355.89.
Present, discuss, and take action regarding a Discretionary Service Agreement with Oncor Electric Delivery Company, LLC to replace existing overhead electric distribution facilities to comparable underground electric distribution facilities along Belt Line Road from Marsh to Midway for an estimated amount of $4,600,000.
Present, discuss, consider and take action regarding an agreement with Garver, LLC, to provide professional engineering service related to the Runway 33 Localizer Improvements at Addison Airport in the amount not to exceed $115,000.
Executive Session Closed (executive) session of the Addison City Council pursuant to Section 551.071, Tex. Gov. Code, to conduct a private consultation with its attorney(s) on a matter in which the duty of the attorney(s) to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551, Tex. Gov. Code, pertaining to wind turbines on the water tower located at the intersection of Arapaho Road and Surveyor Boulevard.
