SO, UH, WE ALL KNOW VOP IS A VERY, UH, BUSY LOCATION, UM, AND FALLS EXACTLY INTO WHAT AN URBAN VILLAGE IS. UM, AND ON THE SPECTRUM OF CHANGE MAP AS WELL, IT IS IN AN AREA THAT IS CONSIDERED TO ENHANCE, AND THAT IS TO ENCOURAGE REDEVELOPMENT WITH INFILL DEVELOPMENT AND CONTINUING TO MAKE SURE THAT, UH, WE HAVE A WALKABLE AND PEDESTRIAN FRIENDLY, UM, UH, ENVIRONMENT. SOME OF THOSE EXAMPLES ARE, UM, UH, BAT BOX AND PUT SHACK AND FLIGHT CLUB. UM, THE DIFFERENCE THOUGH IS THAT ALL THREE OF THOSE LOCATIONS DO HAVE A RESTAURANT ATTACHED TO THEM, AND THAT IS HOW THEY WERE, UH, APPROVED VIA SPECIAL USE PERMITS. UH, WHEREAS THE, UH, ESCAPE ROOM WOULD NOT HAVE A RESTAURANT ATTACHED TO IT, WHICH IS WHY THE AMENDMENT FOR THE PD IS NECESSARY. THERE ARE NO CHANGES FOR PARKING OR LANDSCAPING PROPOSED. UM, SO THAT DOES NOT, UM, SO THEY'RE STILL IN COMPLIANCE, UH, AS A CENTER FOR BOTH OF THOSE ITEMS. AND THERE ARE MINOR CHANGES TO THE EXTERIOR OF THE BUILDING, MAINLY JUST WITH PAINT , UM, WITH A BLACK AND A RED, UM, UH, THEME. HOWEVER, UM, JUST AS A, AS A NOTE, IT'S BLOCKED A LITTLE BIT. THIS FOR, UH, THE RECOMMENDATION FROM YOU GUYS IS ONLY FOR ZONING ENTITLEMENTS. UM, SO SHOULD THEY BE APPROVED, SHOULD THE PD AMENDMENT BE APPROVED BY CITY COUNCIL, THEN THEY WOULD BEGIN THE BUILDING PERMIT PROCESS WHERE FIRE AND BUILDING CODES WOULD BE REVIEWED. AND STAFF HAS REVIEWED THE APPLICATION AND IT DOES COMPLY WITH ALL OF OUR REGULATIONS. ANY QUESTIONS? SO THOSE TYPES OF BUS BUSINESSES CAN MOVE IN WITH ZERO, UH, OPERATION, HOURLY OPERATION RESTRICTIONS. YEAH. THE USE UDC DOES NOT, UH, RESTRICT THE HOURS OF OPERATIONS FOR THOSE TYPE OF ESTABLISHMENTS ONLY FOR, UH, RESTAURANTS. AND WAS THAT PLANNED OR WAS THAT AN OVERSIGHT? MANY OF THE CONCERNS INCLUDED, UM, NOISE LIGHTING, TRAFFIC, UM, CIRCULATION AND ACCESS. UM, AND I DO HAVE A, UM, A SLIDE WITH THE PREVIOUS PLAN. SO YOU CAN SEE THE SIGNIFICANT VARIATION. UM, I GUESS I DIDN'T, I MENTIONED IT IN THE WORK SESSION, DIDN'T MENTION IT, UM, DURING THE REGULAR MEETING, THIS, UM, WESTERN BOUNDARY IS APPROXIMATELY 700 FEET IN LENGTH. UM, AND SO THAT WOULD BE REQUIRED TO HAVE, I BELIEVE, 19 TREES BEING ADDED TO THAT, TO THAT AREA. UM, SO FOR A COUPLE OF REASONS. ONE THAT THE, THERE ARE EXISTING ATHLETIC FACILITIES THAT HAVE MADE FULLY FULL COMPLIANCE CHALLENGING, UM, AS WELL AS THE, THE COST FOR THE ADDITIONAL FACILITIES, OR EXCUSE ME, THE ADDITIONAL LANDSCAPING HAS ALSO BEEN A CHALLENGE FOR THE APPLICANT. SO, UM, STAFF DID WORK VERY CLOSELY WITH THE APPLICANT TO TRY TO ACHIEVE THE BEST WE COULD OR, UM, WHAT WE FELT LIKE WAS THE BEST COMPROMISE TO ACHIEVE A GOOD LANDSCAPE BUFFER ON THAT. UM, THAT TREE BUFFER LINE ON THE WEST EDGE, WHICH IS WHAT WE PRESENTED TO YOU THIS NIGHT TONIGHT. UM, I'D BE HAPPY TO TAKE ANY QUESTIONS AND I KNOW THE APPLICANT IS ALSO PRESENT. UM, IF I HAD TO PUT A NUMBER ON IT, UM, I WOULD SAY PROBABLY 85 TO 90% OF THE CONCERNS WERE ABOUT THE ACCESS DRIVE. UM, I'M NOT, DEFINITELY NOT SAYING THAT THERE WERE NOT OTHER CONCERNS SHARED 'CAUSE THERE DEFINITELY WILL. UM, DEFINITELY WERE, BUT THAT WAS THE, UH, MOST PROMINENT CONCERN THAT WAS SHARED. UM, THERE WAS NOT A DESIRE TO HAVE, UM, WHETHER THAT BE, YOU KNOW, TRAFFIC FROM THE ATHLETIC FACILITIES PICK UP, DROP OFF, UM, THERE WAS CONCERNS ABOUT VEHICLES NOISE, THE TRAFFIC [00:55:01] THAT CLOSE TO THE, TO THE HOMES. AND THEN IF YOU ALSO CAN SEE IN THIS PLAN, UM, BECAUSE OF HOW THAT ACCESS DRIVE WAS IN RELATION TO THE EXISTING SOFTBALL FACILITY, THERE WAS GOING TO BE ALMOST NO ROOM FOR, UH, LANDSCAPE BUFFERING AS WELL. SO THOSE WERE A LOT OF THE CONCERNS THAT WERE SHARED. NOW, IN ADDITION TO THAT, THERE WERE ALSO SOME CONCERNS ABOUT SHARED ABOUT, UM, JUST NOISE IN GENERAL FROM THE ATHLETIC FACILITY, UM, AND LIGHTING FROM THE, THE ATHLETIC FACILITIES AS WELL.
