HERE'S A QUICK UPDATE ON FOUR MAJOR INFRASTRUCTURE PROJECTS UNDERWAY ACROSS ADDISON KELLER SPRINGS AIRPORT PARKWAY, QUORUM DRIVE, AND MONTFORD DRIVE, EACH DESIGNED TO STRENGTHEN AGING SYSTEMS AND SUPPORT THE TOWN'S LONG-TERM VISION.
THE RECONSTRUCTION OF KELLER SPRINGS KICKED OFF IN MARCH OF LAST YEAR, FOLLOWING VOTER APPROVAL AS PART OF THE 2019 BOND ELECTION ORIGINALLY CONSTRUCTED IN 1979.
THE CORRIDOR IS NOW UNDERGOING A FULL INFRASTRUCTURE UPGRADE FROM ADDISON ROAD TO THE DALLAS NORTH TOLLWAY.
IMPROVEMENTS INCLUDE REPLACING OF AGING WATER, SANITARY SEWER, AND STORM DRAINAGE SYSTEMS, ALONG WITH NEW PAVING, STREET LIGHTING, LANDSCAPING,

AND OTHER ENHANCEMENTS THAT ALIGN WITH THE TOWN'S MASTER TRANSPORTATION PLAN.A KEY COMPONENT OF THE PROJECT IS DRAINAGE CONSTRUCTION INCLUDES A DOUBLE BOX CULVERT SYSTEM DESIGNED TO MEET THE GOALS OF THE MASTER DRAINAGE PLAN, AND SIGNIFICANTLY IMPROVES STORM WATER CAPACITY IN THE AREA AS THE MASTER PLAN ELEMENTS ARE IMPLEMENTED THROUGHOUT THE DRAINAGE BASIN.
UNDERGROUND UTILITY WORK IS CURRENTLY THE FOCUS.
NEW WATER AND SANITARY SEWER LINES ARE BEING INSTALLED IN PHASES WITHIN A VERY CONGESTED UTILITY CORRIDOR TO MINIMIZE SERVICE DISRUPTIONS DURING CONSTRUCTION, SEVERAL UNKNOWN OR UNMARKED UTILITIES HAVE BEEN DISCOVERED REQUIRING ADDITIONAL TIME TO INVESTIGATE, AND IN SEVERAL CASES, REDESIGN OR RELOCATE BEFORE WORK CAN SAFELY CONTINUE.
WATER AND SANITARY SEWER IMPROVEMENTS ARE ANTICIPATED TO BE COMPLETED THIS SUMMER.
DRAINAGE WORK WILL FOLLOW AND IS EXPECTED TO TAKE APPROXIMATELY SIX MONTHS.
AS CONSTRUCTION ADVANCES THROUGH EACH PHASE, TRAFFIC PATTERNS WILL SHIFT TO ACCOMMODATE THE WORK.
OVERALL COMPLETION IS SCHEDULED FOR SUMMER 2027.
THE TOTAL PROJECT COST IS $16.9 MILLION, AND THE TOWN ALSO RECEIVED A GRANT FROM DALLAS COUNTY IN THE AMOUNT OF $3.9 MILLION TO SUPPORT THE IMPROVEMENTS.
THIS PROJECT WILL REVITALIZE THE AIRPORT PARKWAY CORRIDOR FROM ADDISON ROAD TO THE DALLAS NORTH TOLLWAY SERVICE.
ROAD IMPROVEMENTS INCLUDE REPLACEMENT OF AGING WATER, SANITARY SEWER, AND STORM DRAINAGE SYSTEMS, ALONG WITH NEW PAVING, STREET LIGHTING, LANDSCAPING, AND OTHER ENHANCEMENTS THAT WILL ALIGN WITH THE TOWN'S MASTER TRANSPORTATION PLAN.
ADDISON HAS ACQUIRED ALL THE RIGHT OF WAY NEEDED FOR THE RECONSTRUCTION OF AIRPORT PARKWAY, AND WE ARE WORKING WITH ELECTRICITY, GAS, AND COMMUNICATIONS COMPANIES ON NEEDED RELOCATION.
SO THE $9.4 MILLION PROJECT CAN GET UNDERWAY AS SOON AS KELLER SPRINGS HAS CONTINUOUS TRAFFIC FLOW IN ONE DIRECTION FOLLOWING A PROJECT VISIONING PROCESS.
CITY COUNCIL IN NOVEMBER OF 2025 GAVE DIRECTION ON A VARIETY OF DESIGN ELEMENTS AND THE QUORUM DRIVE REVITALIZATION PROJECT IS AGAIN MOVING FORWARD.
THE PROJECT WILL REVITALIZE QUORUM DRIVE JUST NORTH OF ARAPAHOE ROAD, SOUTH PAST BELTLINE ROAD TO DALLAS PARKWAY WORK INCLUDES REPLACING AGING WATER, SANITARY SEWER, AND STORM DRAINAGE SYSTEMS, ALONG WITH UPGRADED PAVING, LIGHTING, LANDSCAPING, AND PEDESTRIAN AMENITIES.
AT THE LANDMARK INTERSECTION, THE EXISTING TRAFFIC CIRCLE WILL BE REPLACED WITH A RECONFIGURED INTERSECTION TO IMPROVE TRAFFIC FLOW AND INTRODUCE A NEW TRIANGLE PARK WITH A PAVILION.
THE SUNSET AT QUORUM SCULPTURE WILL BE REMOVED, RESTORED, AND REINSTALLED WITHIN THE NEW PARK SPACE.
THE CURRENT PROJECT BUDGET IS $27.1 MILLION, AND THE TOWN HAS APPLIED FOR A $750,000 GRANT FROM DALLAS COUNTY TO SUPPORT THE IMPROVEMENTS.
FINAL DESIGN HAS RESUMED AND IS ANTICIPATED TO BE COMPLETED BY WINTER 2027.
CONSTRUCTION IS EXPECTED TO BEGIN IN SUMMER OF 2027 AND LAST APPROXIMATELY TWO YEARS.
THE MONFORT DRIVE REVITALIZATION PROJECT WILL UPGRADE INFRASTRUCTURE ALONG THE CORRIDOR, INCLUDING REPLACEMENT OF AGING WATER, SANITARY SEWER, AND STORM DRAINAGE SYSTEMS, AS WELL AS NEW PAVING STREET LIGHTING, TRAFFIC SIGNAL IMPROVEMENTS AND LANDSCAPING.
CONSISTENT WITH THE MASTER TRANSPORTATION PLAN WITH BOTH DALLAS AND ADDISON, CITY COUNCIL'S APPROVING THE BOUNDARY ADJUSTMENT.
THE CORRIDOR IS NOW FULLY INCORPORATED INTO THE TOWN OF ADDISON.
PROJECT LIMITS EXTEND FROM THE SOUTH SIDE OF THE BELTLINE INTERSECTION TO THE SOUTH SIDE OF THE CELESTIAL ROAD.
INTERSECTION DESIGN HAS RESUMED AND IS ANTICIPATED TO BE COMPLETED BY FALL 2026.
CONSTRUCTION IS EXPECTED TO BEGIN IN SPRING 2027 AND LAST APPROXIMATELY 24 MONTHS.
THE TOTAL PROJECT BUDGET IS ESTIMATED AT $14.6 MILLION.

THEIR REVIEW INCLUDED BUILDING CAPACITY, MAINTENANCE HISTORY, SECURITY FEATURES, AND COMPLIANCE WITH CURRENT A DA FIRE, ELECTRICAL, AND STORM SHELTER STANDARDS.
THE COMMITTEE ALSO TOURED OTHER PUBLIC SAFETY FACILITIES IN NORTH TEXAS ON JANUARY 13TH, 2026.
THE COMMITTEE RECOMMENDED THAT COUNCIL CALL A BOND ELECTION FOR A CAPITAL PROJECT IN AN AMOUNT NOT TO EXCEED $55 MILLION.
ON FEBRUARY 10TH, 2026, THE CITY COUNCIL APPROVED AN ORDINANCE OFFICIALLY CALLING FOR A BOND ELECTION.
IN MAY, ACCORDING TO THE BALLOT LANGUAGE, VOTERS WILL BE ASKED TO CONSIDER WHETHER THE ADDISON CITY COUNCIL SHOULD BE AUTHORIZED TO ISSUE GENERAL OBLIGATION BONDS IN THE AMOUNT OF $55 MILLION.
THE BONDS WOULD FUND PERMANENT PUBLIC IMPROVEMENTS RELATED TO POLICE FACILITIES, INCLUDING DESIGNING, DEVELOPING, CONSTRUCTING, ACQUIRING, IMPROVING, EXPANDING, AND EQUIPPING POLICE FACILITIES, INCLUDING THE POSSIBLE ACQUISITION OF LAND.
AS PART OF THE EVALUATION PROCESS, SEVERAL POTENTIAL APPROACHES TO THE PROJECT WERE REVIEWED.
THESE INCLUDED RENOVATING THE EXISTING POLICE FACILITY, RENOVATING ANOTHER EXISTING BUILDING WITHIN THE TOWN, OR DESIGNING AND CONSTRUCTING A NEW POLICE FACILITY.

THE BONDS MAY BE ISSUED OVER TIME AND STRUCTURED AS PERMITTED BY LAW.
ADDISON CONSTRUCTED THE CURRENT POLICE AND COURTS BUILDING IN 1984.
THE NEARLY 30,000 SQUARE FOOT FACILITY HOUSES 75 POLICE DEPARTMENT EMPLOYEES AND FIVE MUNICIPAL COURT EMPLOYEES.

DART ALSO PROVIDES PARATRANSIT SERVICE FOR ELIGIBLE RIDERS FROM 1984 THROUGH 2025.
THE TOTAL DOLLAR AMOUNT ADDISON HAS CONTRIBUTED TO DART HAS INCREASED AS SALES TAX REVENUE HAS GROWN.
THE DEDICATED RATE HAS REMAINED 1% OF LOCAL SALES TAX DURING THIS PERIOD.

IF A MAJORITY OF ADDISON VOTERS CHOOSE TO WITHDRAW FROM DART, DART SERVICES WILL END AFTER THE ELECTION IS CANVASSED.
DART WOULD CONTINUE TO COLLECT THE 1% LOCAL SALES TAX FOR APPROXIMATELY THREE YEARS UNTIL ADDISON'S FINANCIAL OBLIGATION HAS BEEN MET.

THOSE PRIORITIES INCLUDE MAINTAINING PARATRANSIT SERVICE, ENSURING RELIABLE LOCAL CIRCULATION WITHIN ADDISON, CREATING EFFICIENT CONNECTIONS TO NEARBY TRANSIT HUBS, ESTABLISHING REASONABLE WAIT TIMES AND HOURS OF OPERATION, OFFERING EASY SCHEDULING THROUGH MOBILE APPS AND PHONE OPTIONS, AND CONSIDERING SERVICES THAT SUPPORT BUSINESSES AND ENTERTAINMENT AREAS.
COUNCIL IS EXPECTED TO CONSIDER APPROVAL OF A REPLACEMENT TRANSIT CONTRACT AT ITS MARCH 24 MEETING.
IF VOTERS CHOOSE TO REMAIN A MEMBER OF DART, THE TOWN WOULD CONTINUE ITS CURRENT MEMBERSHIP AND DART WOULD CONTINUE PROVIDING TRANSIT SERVICE IN ADDISON UNDER EXISTING ARRANGEMENTS FUNDED IN PART BY THE DEDICATED SALES TAX.

AND IF YOU LOOK AT A ORGANIZATION BY THE NAME OF SAFE WISE, THEY MONITOR AND EVALUATE THE SAFETY AND SECURITY OF THE 323 TOWNS AND CITIES IN THE STATE OF TEXAS.
AND THAT NUMERICAL NUMBER FOR ADDISON IS 318.
AND THE HIGHER THE NUMBER, THE WORSE IT IS.
I BELIEVE THAT OUR POLICE DEPARTMENT NEEDS MORE STAFF IN THE PATROL AREA.
IT HASN'T GROWN ANYTHING OR VERY LITTLE, I I'M GONNA SAY IN THE, THE WHOLE EXISTENCE, BUT IN THE LAST 15 YEARS IT HAS GROWN ONLY 39%.
