THE FISCAL YEAR 2026, BUDGET CONTINUED, CONTINUES ADDISON'S TRADITION OF RESPONSIBLE INVESTMENT IN PEOPLE AND INFRASTRUCTURE. AND RATHER THAN ME GOING THROUGH LINE BY LINE, WHICH WOULD BE VERY BORING, UH, LET'S TAKE A QUICK LOOK AT THE MAJOR HIGHLIGHTS AND THE COMMUNITY INVESTMENTS INCLUDED IN THIS YEAR'S BUDGET. WITH THIS VIDEO, EVERY BUDGET IS A ROADMAP IN ADDISON'S FISCAL YEAR 2026 BUDGET. THAT ROADMAP POINTS US TO A STRONGER AND SAFER, MORE CONNECTED COMMUNITY. THIS ISN'T JUST A FINANCIAL PLAN, THIS IS HOW WE ARE NAVIGATING THE FUTURE TOGETHER. OUR TOTAL BUDGET FOR THIS FISCAL YEAR IS $118.2 MILLION, GUIDED BY A STEADY TAX RATE, WHICH IS A SLIGHT DECREASE FROM LAST YEAR. THE CERTIFIED TAXABLE VALUE FOR THIS FISCAL YEAR IS $6.68 BILLION, AN INCREASE OF ABOUT $207 MILLION FROM LAST YEAR. THIS INCLUDES NEARLY $85 MILLION IN NEW PROPERTIES ADDED TO THE TAX ROLL. FOR HOMEOWNERS. THE AVERAGE TAXABLE VALUE OF A SINGLE FAMILY HOME IS NOW OVER $501,000. A INCREASE OF JUST UNDER 6% OF THE TOWN'S TOTAL TAX RATE. A PORTION IS DEDICATED TO MAINTENANCE AND OPERATIONS, AND A PORTION GOES TOWARDS DEBT SERVICE PRIMARILY TO COVER VOTER APPROVED BONDS. BUT WHAT MAKES THIS JOURNEY POSSIBLE IS HOW WE USE EVERY RESOURCE. BUT THANKS TO OUR RESOURCE MAXIMIZATION COMMITTEE, WE'VE BEEN ABLE TO SAVE OVER $425,000, AND OVER THE [00:10:01] PAST TWO YEARS, NEARLY $900,000. THOSE SAVINGS ARE LIKE FAVORABLE WINS, HELPING US MOVE FORWARD TO CONTROL COSTS AND MAINTAIN SERVICE. THAT'S WHY THIS YEAR'S BUDGET INTRODUCES A NEW APPROACH TO ECONOMIC DEVELOPMENT FUNDING. FIRST, THE PORTION OF THE PROPERTY TAX DEDICATED TO THE ECONOMIC DEVELOPMENT FUND INCREASES SLIGHTLY. THAT SHIFT PROVIDES A DEDICATED RECURRING BOOST OF MORE THAN $80,000 IN THE 2026 FISCAL YEAR. SECOND, ADDISON WILL NOW TRANSFER 25% OF ANY YEAR-END GENERAL FUND SAVINGS INTO THE ECONOMIC DEVELOPMENT FUND IN FISCAL YEAR 2025. THAT MEANS A PROJECTED $400,000 TRANSFER A DIRECT REINVESTMENT OF ADDISON'S SUCCESS INTO ITS FUTURE. TOGETHER THESE CHANGES GIVE ECONOMIC DEVELOPMENT A STRONGER, MORE RELIABLE FOUNDATION AND TO STEER THESE EFFORTS FORWARD, THE BUDGET ADDS ONE NEW POSITION AT ECONOMIC DEVELOPMENT COORDINATOR. THE ONLY NEW ROLE IN THIS YEAR'S BUDGET DEDICATED TO ATTRACTING INVESTMENT AND STRENGTHENING ADDISON'S BUSINESS COMMUNITY STRONG INFRASTRUCTURE IS THE BACKBONE IN OUR JOURNEY. IN THIS FISCAL YEAR, WE'RE INVESTING MORE THAN $35 MILLION INTO PROJECTS THAT KEEP US MOVING FORWARD. KELLER SPRINGS ROAD IS ALREADY UNDER CONSTRUCTION, BUT BEHIND THE SCENES PROGRESS IS BEING MADE FOR THE RECONSTRUCTION OF QUORUM AND MUMFORD DRIVES SYSTEM-WIDE TRAFFIC SIGNAL IMPROVEMENTS SHOW COMMITMENT TO MAINTAINING AND IMPROVING EXISTING ASSETS AND INTRODUCING A NEW WAYFINDING SIGNAGE SYSTEM TO MAKE IT EASIER THAN EVER TO EXPLORE ADDISON. THESE PROJECTS AREN'T JUST CONCRETE AND STEEL, THEY'RE GUIDEPOSTS ON OUR JOURNEY. ENSURING ADDISON IS BUILT FOR THE FUTURE. ALONG EVERY JOURNEY, THERE ARE DESTINATIONS THAT MAKE THE TRIP WORTHWHILE. AT LAX POND, PHASE TWO IS NEARLY COMPLETE IMPROVING WATER QUALITY WILDLIFE HABITAT, AND THE VISITOR EXPERIENCE. BOSQUE PARK IS RECEIVING UPGRADES THAT WILL BREATHE NEW LIFE INTO THIS NEIGHBORHOOD. NEW AMENITIES ARE BEING ADDED FOR WALKERS, RUNNERS AND CYCLISTS, AND WE'RE INVESTING IN THE PLACES AND EVENTS THAT KEEP ADDISON MOVING FORWARD. THE BUDGET INCLUDES $685,000 FOR THE ADDISON PERFORMING ARTS CENTER FACILITY IMPROVEMENTS, SO WE CAN CONTINUE TO EXPAND PROGRAMMING AND ATTRACTING VISITORS WITH WORLD CUP. COMING TO DFW IN 2026, ADDISON PLANS TO CAPTURE SOME OF THE VISITORS BY INVESTING A HUNDRED THOUSAND DOLLARS FOR WORLD CUP RELATED EVENTS AND PROGRAMS. AND TONIGHT WE ARE DEBUTING ADDISON'S NEW TOWN HALL. WE TRANSFORM THE OLD CONFERENCE CENTER, A NEW HUB FOR CIVIC LIFE TODAY AND TOMORROW THE 2026 BUDGET IS ADDISON'S MAP TO THE FUTURE. THE BIGGEST INVESTMENT IN THIS YEAR'S BUDGET IS THE IMPLEMENTATION OF A STEP PLAN FOR OUR PUBLIC SAFETY PERSONNEL. THIS IS REALLY AN IMPORTANT TOOL THAT HELPS US ATTRACT AND RETAIN TOP OFFICERS. THE CITY COUNCIL RECENTLY APPROVED CONTRACTS FOR NEXT GENERATION PUBLIC SAFETY TECHNOLOGY, REPLACING CAMERAS AND TASERS, ADDING AI POWERED LANGUAGE TRANSLATION, AND UPGRADING OUR LICENSE PLATE READERS WITH A CLOUD-BASED SYSTEM FUNDED 80% BY GRANTS. LASTLY, WE FORMED A BOND ADVISORY COMMITTEE TO EVALUATE AND RECOMMEND A LONG-TERM SOLUTION FOR OUR POLICE AND COURTS FACILITIES, INCLUDING WHETHER TO BUILD, RENOVATE, OR PURCHASE AN EXISTING PROPERTY.
