PRESENT, AND DISCUSS THE DEVELOPMENT OF THE CIRCLE PARK FISHING PLAN.

JANET TIDWELL, DIRECTOR OF PARKS AND RECREATION.

THE PROJECT THAT WE'RE BRINGING FORWARD TO YOU THIS EVENING TO LOOK AT IS THE DEVELOPMENT OF A VISION PLAN FOR ADDISON CIRCLE PARK.

THE BEGINNING OF THIS PROJECT BEGAN IN 2019 WHEN WE FORMULATED THE PARKS, RECREATION AND OPEN SPACE MASTER PLAN THAT WAS ADOPTED BY COUNCIL, DEVELOPING A VISION FOR ADDISON CIRCLE PARK, IN CONJUNCTION WITH THE DEVELOPMENT OF THE TOD DEVELOPMENT WAS IDENTIFIED AS A GAME CHANGING INITIATIVE FOR THE TOWN OF ADDISON TO PROVIDE SOME BACKGROUND ON THE HISTORY OF THIS PROJECT.

, WHAT THAT NOISE IS, .

UM, SORRY, WE'RE ALL DISTRACTED, AREN'T WE? SO, TO PROVIDE SOME BACKGROUND, UM, ON HOW THE PROJECT MOVED FORWARD FROM BEING IN THE MASTER PLAN TO BECOMING A REAL PROJECT DEVELOPED, UM, BY OUR CONSULT CONSULTANT, OJB IS, UM, STAFF IDENTIFIED THIS AS A PROJECT IN THE BUDGET REQUEST, COUNCIL PROVIDED FUNDING TO HIRE A CONSULTANT TO MOVE FORWARD WITH THE PROJECT, AND THE TOWN SENT OUT AN RFQ WHERE WE INTERVIEWED, UM, WE SOLICITED RFQ OR PROPOSALS FROM CONSULTANT TEAMS AND RECEIVED SEVEN PROPOSALS TO REVIEW.

UM, WE INTERVIEWED THREE OF THE TEAMS THAT PROPOSED ON THE PROJECT, UM, AND WERE ABLE TO NARROW DOWN, UM, THE OFFICES OF JAMES BURNETT AS BEING THE MOST QUALIFIED CONSULTANT TO MOVE FORWARD WITH THE PROJECT.

WHY OJB ROSE TO THE TOP IN OUR SELECTION AND OUR RECOMMENDATIONS THAT WE MADE TO COUNCIL, UM, IS BECAUSE THEY HAD DEVELOPED, THEY HAD A TRACK RECORD FOR DEVELOPING A SERIES OF OUTDOOR ACTIVATED PARKS THAT WERE SIMILAR TO THE ELEMENTS THAT WE WERE LOOKING FOR IN THE DEVELOPMENT OF ADDISON CIRCLE PARK.

AND THEY ALSO HAD STAFF ON HAND THAT HAD EXTENSIVE EXPERIENCE OPERATING AND ACTIVATED PARK IN DOWNTOWN AREAS, AND ALSO SOME OF GENERATING REVENUE.

AND THOSE WERE THE THREE COMPONENTS THAT WE WERE LOOKING FOR, UM, IN HIRING A CONSULTANT TEAM.

AS WE MOVE FORWARD WITH THE PROJECT WITH OJB, WE'VE GONE THROUGH A EXTENSIVE SERIES OF INFORMATION GATHERING.

IT'S HAS BEEN IMPORTANT TO US FROM DAY ONE THAT THE PROJECT, THE UNIQUE TO ADDISON AND IT BE DEVELOPED FROM THE THINGS THAT ARE IMPORTANT TO ADDISON IN WHICH OUR, OUR CITY EVOLVED, OR OUR TOWN EVOLVED.

AND SO I'M GONNA TURN THE, UM, PRESENTATION OVER TO TARA GREEN WITH OJB, AND SHE'S GOING TO WALK YOU THROUGH HOW THE VISION PLAN WAS DEVELOPED.

WE'RE GONNA DIVIDE THIS PRESENTATION INTO TWO PIECES.

UM, WE'RE GONNA TALK ABOUT THAT DEVELOPMENT OF THE VISION PLAN FIRST, AND THEN WE'LL STOP AND ASK SOME QUESTIONS.

UM, AND THEN AFTER THAT, WE WILL MOVE ON TO A SECOND PHASE OF THE PRESENTATION WHERE WE WILL GET INTO KIND OF THE OPERATIONS ASPECT OF HOW DO WE GET, BEGIN TO MAKE THAT VISION HAPPEN.

WE ARE THE LANDSCAPE ARCHITECTS FOR KALEIDOSCOPE PARK THAT JUST OPENED IN FRISCO, CLYBURN PARK IN DOWNTOWN DALLAS.

WE HAVE PARKS IN OMAHA THAT JANA AND I HAD A CHANCE TO TOUR AS WELL AS CARRY NORTH CAROLINA.

BUT WHAT ARE WE HERE TODAY? WHAT IS A VISION PLAN? IT'S TO HELP GUIDE, INSPIRE, AND PROVIDE A ROADMAP.

IT IS TO TAKE YOUR PARK MASTER PLAN, A COMPONENT OF WHICH WAS TO REIMAGINE ADDISON CIRCLE PARK.

THAT'S WHAT THIS VISION PLAN IS INTENDED TO DO, TO START TO SHEPHERD THAT PROCESS.

THE OBJECTIVES WERE VERY CLEAR IN THE RFP PROCESS.

CREATE A COHESIVE UNIT WITH THIS BUILDING AND THE PARK, CREATE THE PARK AS A CENTRAL HUB TO IMPROVE THE SOUTHERN EDGE OF THE PARK, TO TAKE ADVANTAGE OF THE OPPORTUNITY THAT'S COMING WITH THE TRANSIT ORIENTED DEVELOPMENT, TO PRIORITIZE GATHERING SPACES, TO, TO SUPPORT YOUR SIGNATURE EVENTS AND LOOK AT DAILY ACTIVATION OPPORTUNITIES.

SO WITH THAT, WHAT WE WANTED TO DO WAS LOOK AT WHAT IS AUTHENTICALLY

ADDISON.

AND WITH THAT, I'M GONNA TURN IT OVER TO KATIE AND LET HER START TO, TO, UH, NAVIGATE THE DESIGN PROCESS.

SO WE LOOKED AT, YOU KNOW, WHAT DOES IT MEAN TO BE AUTHENTICALLY ADDISON? AND THE THREE WORDS THAT KIND OF KEPT COMING UP FOR US WERE, UH, ADDISON IS ABOUT COMMUNITY.

IT DEEPLY VALUES ITS SENSE OF COMMUNITY, AND WE WANT THE PARK TO REPRESENT AND EMBODY THAT ADDISON IS A PLACE OF INNOVATION.

UM, HISTORICALLY IT HAS REALLY LED THE WAY IN URBAN DESIGN INNOVATION.

AND SO WE THINK, AGAIN, THIS IS SOMETHING THAT SHOULD BE PART OF THE DNA OF ADDISON CIRCLE PARK.

AND THE NATURE ADDISON PLACES A HIGH VALUE ON NATURE CHAMPION CHAMPIONING, UH, TREE PRESERVATION.

WHEN YOU COME INTO ADDISON, YOU KNOW IT BECAUSE OF THE TREE CANOPY.

AND SO THESE ARE THREE, UM, THREE THINGS THAT WE SAW IN ADDISON THAT WE FEEL SHOULD REALLY, UH, BE EMBODIED IN ADDISON CIRCLE PARK.

AND SO WHAT ARE THE ADJACENCY OF ADDISON CIRCLE PARK? THIS REALLY MATTERS, UM, TO HELP KIND OF DEFINE WHAT ARE, WHAT'S THE PROGRAM AND WHAT'S HAPPENING IN THE PARK.

UM, AND I THINK, YOU KNOW, THE TRANSIT ORIENTED DEVELOPMENTS COMING IN ALONG THE SOUTH SIDE.

UM, WE'VE GOT MIXED USE, UH, DEVELOPMENT HAPPENING AROUND IT.

AND THEN OF COURSE, THE, THE CAMPUS THAT WE'RE IN RIGHT NOW.

AND SO I WILL LET TARA TALK A LITTLE BIT ABOUT WHAT WE HEARD FROM THE COMMUNITY.

UH, WE DID POP-UP EVENTS, WE DID STAKEHOLDER SURVEYS, WE HAD MULTIPLE WORK SESSIONS WITH THE STAFF, AND IT WAS A ROBUST CALENDAR.

WE WANNA THANK YOUR MARKETING TEAM FOR HELPING GET THE WORD OUT ABOUT WHAT WAS GOING ON, TO TELL THE COMMUNITY WHAT IS A VISION PLAN, WHAT IS GOING ON, HOW CAN THEY PARTICIPATE, EVEN SIGNAGE IN THE PARK.

WE LOOKED AT DIGITAL OPPORTUNITIES, ANALOG OPPORTUNITIES.

UH, WE GATHERED A ROBUST AMOUNT OF INFORMATION TO HELP INFORM THE DESIGN.

SO WE HAD MULTIPLE SESSIONS HERE IN THIS BUILDING, STARTING WITH OUR VERY FIRST COMMUNITY MEETING WHERE WE WERE JUST SIMPLY GETTING INPUT.

WHAT WOULD YOU LIKE TO SEE? WHAT IS YOUR VISION? WHAT ARE THE OPPORTUNITIES THAT YOU THINK COULD BE MAXIMIZED? AND MEETING TWO, WE CAME BACK AND SAID, LET'S START DESIGNING A PARK.

LET'S JUST TAKE THE OPPORTUNITY TO LAY IT OUT ON THE TABLE AND YOU, EVERYONE THAT PARTICIPATED BECOME LANDSCAPE ARCHITECTS WITH US.

HELP US SHAPE WHAT THE FUTURE LOOKS LIKE.

HELP US BUILD ON THAT AUTHENTICITY OF PLACE.

HELP US PROTECT THE HISTORY, CAPTURE THAT, CELEBRATE IT, AND THEN MOVE FORWARD.

SO WHAT DID ALL OF THAT FEEDBACK TELL US? BASICALLY, A LOT OF PEOPLE ARE LOOKING FOR ADDITIONAL FOOD AND BEVERAGE OPPORTUNITIES, FOOD TRUCKS, PARK CAFE.

THE TOP TWO OPTIONS THAT IS IN SUPPORT OF JAVA HOPS THAT IS NOT IN REPLACE OF THAT IS ADDITIONAL FOOD AND BEVERAGE OPPORTUNITIES.

THAT IS AN ACTIVATION TOOL TO BRING PEOPLE TO THE PARK.

SHADE STRUCTURES, WE HEARD THAT TIME AND TIME AGAIN.

WE WANNA COME TO THE PARK, WE WANNA PICNIC, BUT WE NEED MORE SHADE.

WE NEED MORE PLACES TO SIT, PLAY FOR ALL AGES.

WE TALKED ABOUT CHILDREN'S PLAY, WE TALKED ABOUT ADULT FITNESS, WE TALKED ABOUT RECREATION.

SO PLAY FOR ALL AGES WAS REALLY IMPORTANT.

AND YOU'RE GONNA SEE THESE ELEMENTS REFLECTED BACK IN THE DESIGN THAT WE ARE BRINGING FORWARD AS A TRUE JUST A CONCEPT VISION.

THEN WE SAID, WHAT WAS THE TOP PROGRAM? WHAT WERE THE DESIGN MOVES THAT PEOPLE WANTED TO SEE? AND THEN WHAT WAS THE TOP PROGRAMMING THAT VERB, THAT ACTION, THAT ACTIVITIES AND EVENTS THAT PEOPLE WOULD LIKE TO SEE IN THE PARK.

FARMER'S MARKETS, CONCERTS, MOVIE NIGHTS.

AND I DO WANNA SAY THAT YOU'RE DOING A FANTASTIC JOB OF GETTING STARTED NOW.

THE TREE LIGHTING CELEBRATION WAS A GREAT ACTIVATION OPPORTUNITY.

THE BARKS AND BEATS EVENTS, THE YOGA EVENTS, DOING THOSE NOW ARE SHOWING THE COMMUNITY WHAT THIS PARK CAN DO AND HOW IT CAN BE USED IN UNIQUE WAYS.

AND THEN ULTIMATELY, WE GAVE THREE DIFFERENT DESIGN OPTIONS.

AND WE SAID, OF THESE THREE OPTIONS, WHICH ONE RESONATED MOST WITH YOU? AND THEN OVERALL, WHEN WE PRESENTED THE FINAL TO THE COMMUNITY, DID YOU LIKE IT? AND OF THE RESPONSES THAT WE GATHER, THOSE COMMENT CARDS, OVERWHELMINGLY THEY SAID, YES, WE LIKE WHAT WE SEE, WE LIKE WHAT WE'RE HEARING, WE LIKE THE DIRECTION THIS IS MOVING IN.

AND SO SOME OF THE COMMENT CARD RESPONSES, UM, THIS IS NOT ALL OF THE COMMENTS, BUT WE CAPTURED AS MANY AS WE COULD.

WE THINK IT LOOKS GREAT.

IT'S NICE TO HAVE A CENTRAL GATHERING

UM, IT WILL NEED VERY GOOD SIGNAGE.

WHERE TO GO IN THE PARK, IT'S, THERE'S A LOT OF BLIND SPOTS.

UH, WE'D LOVE IT.

WE WOULD LOVE TO SEE THE SWINGS IN THE PARK.

THINK ABOUT MOVING THE FOOD TRUCKS TO A DIFFERENT PLACE.

UM, AND THEN WE HAD CONVERSATIONS.

WE HAD ORAL HISTORY THAT WE GATHER.

WE HAD FEEDBACK DIRECTLY.

WE HAD PEOPLE EMAILING US, CALLING US, PULLING US ASIDE AFTER A MEETING.

SAFETY, ONE OF THE NUMBER ONE CONCERNS, UNDERSTANDING WHAT ACTIVATION MEANS, HAVING PLACES FOR EVENTS OF DIFFERENT SIZES, NOT JUST THE BIG SIGNATURE EVENTS, BUT SMALL THINGS, PERHAPS EVEN WEDDINGS OR RENTALS IN THE PARK.

AND THEN UNDERSTANDING KIND OF THE SCALE OF THE DESIGN MOVES THAT WE'RE RECOMMENDING.

AND SO WITH THAT, WE, WE, ONE OF THE OBJECTIVES WAS CREATE A VISION PLAN STATEMENT.

THAT WAS ONE OF OUR DELIVERABLES.

AND THEN THE SETUP, IF YOU CAN IMAGINE TAKING AN 18 WHEELER ALONG THE STREET, BUT THEN A BOX TRUCK INTO THAT, THAT SHADY STRUCTURE, THAT SHADE STRUCTURE AREA, IT IS A MUCH EASIER INGRESS AND EGRESS FOR EQUIPMENT TO ON THE WEST BRING IT WHERE IT IS.

BUT YOU COULD STILL HAVE EVENTS, SMALLER EVENTS FACING THIS EASTERN SIDE WOULD BE A GREAT OPPORTUNITY AND WE THINK THAT IS A GOOD OPPORTUNITY TO BALANCE.

SO YOU COULD HAVE A FESTIVAL WITH SOMETHING GOING ON AT THE SHADE STRUCTURE, A SMALLER CONCERT, AND THEN THE MAIN STAGE AND BE ABLE TO JUST MOVE BACK AND FORTH.

UPON CONTACT, OFFICERS OBSERVED A FEMALE SLEEPING IN THE VEHICLE'S DRIVER'S SEAT.

THE FEMALE WAS SLURRING HER WORDS, AND THEY BELIEVED SHE WAS INTOXICATED.

ONCE THE FEMALE WAS REMOVED FROM THE VEHICLE, HER LEVEL OF ALERTNESS CONTINUED TO WORSEN.

SHORTLY AFTER SHE BECAME UNCONSCIOUS, OFFICERS QUICKLY REMOVED NARCAN FROM THEIR PATROL BAG AND ADMINISTERED IT IN HER NASAL CAVITY.

THE OFFICERS OBSERVED AN IMMEDIATE SEMI-CONSCIOUS RESPONSE FROM HER.

THE FEMALE SOON RECEIVED, A SECOND DOSE OF NARCAN, WAS TRANSPORTED TO THE HOSPITAL.

OFFICER SIDWELL AND TING YU'S PROACTIVE POLICING AND AWARENESS SAVED THIS FEMALE'S LIFE.

HAD OUR OFFICERS NOT TAKEN THE TIME TO INVESTIGATE A SEEMINGLY BENIGN SITUATION, THE FEMALE MOST LIKELY WOULD'VE DIED IN HER VEHICLE ALONE.

WE ALL OWE GRATITUDE TO OFFICER SIDWELL AND TING YU FOR THEIR PROFESSIONALISM AND DEDICATION TO THE COMMUNITY THAT THEY SERVE.

SIDWELL AND CARLOCK ARRIVED ON SCENE, GRABBED THEIR NARCAN DEVICES AND SPRINTED INTO THE HOTEL ROOM.

ONCE INSIDE, OFFICER SIDWELL LOCATED THE UNCONSCIOUS MALE AND IMMEDIATELY DELIVERED THE FIRST DOSE OF NARCAN, WHICH HAD LITTLE EFFECT.

OFFICER CARLOCK ASSISTED IN DELIVERING THE SECOND DOSE, AND AFTER APPROXIMATELY 30 SECONDS, THE MALE BEGAN TO REGAIN CONSCIOUSNESS AND COULD ANSWER QUESTIONS.

IT WAS LEARNED THAT THE MALE HAD INGESTED FENTANYL AND HAD OUR OFFICERS NOT ADMINISTERED NARCAN, THAT MOST LIKELY WOULD'VE DIED.

UM, THOSE TO ADDRESS VARIOUS THINGS LIKE MIXED PARKING RATIOS AND, UM, EXTENDED DEVELOPMENT THROUGHOUT THE CENTER, SUCH AS THE NEW, UM, OFFICE AND RETAIL BUILDING.

UH, THIS REQUEST IS, AS I MENTIONED, FOR A SPECIAL USE PERMIT ALONG WITH THESE MANY OTHER, UH, SPECIAL USE PERMITS FOR THE OTHER RESTAURANTS THAT EXIST, UM, AT VILLAGE ON THE PARKWAY TODAY.

UM, SO, UH, THIS PARTICULAR RESTAURANT, UH, LA PRIEN IS A NEW, UH, WELL, IT'S A, AN ADDITION TO AN EXISTING CONCEPT.

THEY HAVE ANOTHER LOCATION AT THE STAR IN FRISCO THAT OPENED ABOUT 18 MONTHS AGO.

UM, THIS IS A RESTAURANT THEY OFFER BRUNCH, UH, LUNCH AND DINNER AS WELL AS, UH, DAILY TEA SERVICE AS WELL.

UM, THEY, UH, PROPOSE, AS I MENTIONED, TO COMBINE TWO EXISTING SUITES AND THAT WOULD, UH, PROVIDE THEM APPROXIMATELY 4,800 SQUARE FEET OF INTERIOR AREA.

THEY'RE ALSO PROPOSING TO USE, UM, EXISTING EXTERIOR HARD HARDSCAPE, UM, AND FENCE THAT IN TO BE USED AS A 600 SQUARE FOOT PATIO ADJACENT TO THEIR SPACE AS WELL.

UM, THEY WOULD HAVE SEATING FOR 191 PATRONS THAT INCLUDES, UM, UH, 151 INDOORS AS WELL AS 40 SEATS OUTDOORS ON THE PATIO.

UM, THEY WOULD HAVE SALE, UH, THE SALE OF ALCOHOL ON FOR ON-PREMISE CONSUMPTION.

UM, THEY HAVE, UH, THEIR HOURS OF OPERATION ARE PROPOSED TO BE, UM, MONDAY THROUGH THURSDAY, 11:00 AM TO 9:00 PM FRIDAY, 11:00 AM TO 10:00 PM SATURDAY, UM, AND SUNDAY BOTH OPENING AT 9:00 AM AND CLOSING AT 10 AND

[01:05:01]

8:00 PM RESPECTIVELY THOSE DAYS.

THERE ARE NO PROPOSED MODIFICATIONS TO PARKING WITHIN VILLAGE ON THE PARKWAY FOR THIS, WITH THIS APPLICATION.

HOWEVER, WITH THE INCREASE OF EXTERIOR PATIO SPACE, UM, THE, UH, DEMAND PARKING REQUIREMENT DOES INCREASE, UM, BY A FEW SPACES.

HOWEVER, UM, THE CENTER STILL CURRENTLY EXCEEDS THE PARKING REQUIREMENT THAT WAS ESTABLISHED WITHIN THE PLAN DEVELOPMENT IN 2012.

ADDITIONALLY, THERE ARE IS SOME MINOR, UH, MODIFICATIONS TO LANDSCAPING.

SO THERE IS A SMALL PLANTING BED ON THE EXTERIOR.

UM, AT THE EDGE OF THE, WHAT WOULD BE THE PROPOSED PATIO SPACE THEY'RE PROPOSING TO RETAIN THE EXISTING TREE THAT'S LOCATED THERE.

AND THEY WOULD CREATE, UM, A SMALL TREE WELL, UM, THERE FOR THAT TREE TO REMAIN AS IS TO PROVIDE SHADE FOR THE PATIO.

THEY WOULD, HOWEVER, THEY WOULD REMOVE SOME OF THE GROUND COVER THAT IS, UM, ON EITHER SIDE OF THAT TREE, UH, WHICH IS SHOWN IN THIS, UM, LANDSCAPING DEMOLITION PLAN ON THE SCREEN BEFORE YOU.

AND THIS ENSURES THAT ANY WASTEWATER THAT IS A BYPRODUCT OF ANY INDUSTRIAL, UM, PROCESSES ARE NOT, UH, DISCHARGED INTO OUR SANITARY SEWER SYSTEM.

AND, UH, ESSENTIALLY TAKE ANY HARMFUL THINGS SUCH AS HEAVY METAL, HEAVY METALS OR OTHER, UM, HARMFUL THINGS INTO, UM, ULTIMATELY THE TRINITY RIVER.

UM, SO THEY ARE, THE INTENT IS THEY'RE PROCESSED ON SITE BEFORE THEY ENTER INTO, UM, THAT SYSTEM.

SO WHAT THIS ORDINANCE UPDATES IS GENERALLY MODERNIZES IT.

SO IT, UM, PROVIDES UPDATED TERMINOLOGY, UPDATED FRAMEWORK.

IT MORE CLEARLY DEFINES ROLES OF BOTH THE TOWN AS WELL AS TRA.

SO TRA SETS THE REGULATIONS.

UM, HOWEVER, THE TOWN IS THE ENFORCEMENT MECHANISM AND WE WORK CLOSELY WITH TRA TO ENFORCE THOSE, UM, PRIMARILY THROUGH OUR ENVIRONMENTAL HEALTH DIVISION.

THIS ITEM TONIGHT WOULD ESTABLISH THE COMMITTEE TO BE CALLED THE COMMUNITY PARTNERSHIP COMMITTEE.

THE PURPOSE OF THIS COMMITTEE WOULD BE TWOFOLD.

ONE, TO WORK WITH STAFF ON DEVELOPING A NEW PROCESS AND CRITERIA TO EVALUATE AND RECOMMENDING FUNDING SUPPORT TO NONPROFIT ORGANIZATIONS AND ENSURE FUNDING FOR PERFORMING ARTS, ORGAN PERFORMING ARTS ORGANIZATIONS THAT ALIGN WITH THE GOALS OF THE THEATER STUDY.

IT WOULD ALSO UPON COUNCIL APPROVAL, THE COMMITTEE WOULD REVIEW APPLICATIONS AND MAKE RECOMMENDATIONS TO COUNCIL AS A PART OF THE ANNUAL BUDGET PROCESS.

AS FOR THE DURATION OF THE COMMITTEE, IT WOULD SERVE AS AN ADVISORY COMMITTEE AND COULD BE TERMINATED OR DISCONTINUED BY COUNCIL AT ANY TIME.

THE MEMBERSHIP OF THIS COMMITTEE WILL BE MADE UP OF THREE COUNCIL MEMBERS, AND THE COMMITTEE SHALL APPOINT A PRESIDING OFFICER WITH INITIAL APPOINTMENTS MADE BY THE RESOLUTION.

I'M GONNA GO THROUGH THIS RELATIVELY QUICKLY.

WE DON'T HAVE TOO MANY CHANGES TO OUR LEGISLATIVE, UM, PRIORITIES THAT WE'VE HAVE PROPOSED FOR COUNCIL, AND THEN WE CAN OPEN FOR DISCUSSION.

SO A LITTLE BIT OF BACKGROUND.

YOU CAN SEE THE INFORMATION ON THE TEXAS HOUSE AND SENATE.

OBVIOUSLY WE KNOW THAT LIEUTENANT GOVERNOR LEADS THE SENATE.

WE DO NOT KNOW WHO THE SPEAKER OF THE HOUSE IS YET IN TEXAS.

UM, OUR REP, OUR DELEGATION, WE HAVE TAM PARKER IN THE SENATE.

WE HAVE A NEW REPRESENTATIVE IN THE HOUSE.

CASSANDRA HERNANDEZ WON HER ELECTION, SO SHE NOW REPRESENTS US IN THE HOUSE.

UM, LEGISLATIVE SESSION, IF YOU'RE NOT AWARE, THEY MEET EVERY OTHER YEAR.

AND SO IT STARTS JUST THIS JANUARY FOR THEIR, UM, EVERY OTHER YEAR MEETING.

AND REALLY RIGHT NOW AS WE'RE IN THERE IN HIGH GEAR OF GETTING ALL THEIR BILLS IN.

AND THIS IS A BUSY TIME IN NOVEMBER, DECEMBER AS A LEAD UP TO JANUARY.

AND SPECIAL SESSIONS ARE A COMMON OCCURRENCE, AS YOU'LL SEE ON THE NEXT SLIDE.

UM, JUST A RECAP OF LAST YEAR.

THEY HAD THEIR REGULAR SESSION FOR 140 DAYS, AND AS I'M SURE YOU'RE AWARE, THERE WERE ADDITIONAL FOUR SPECIAL SESSIONS, UM, FROM THE GOVERNOR, UM, ON THOSE ITEMS THAT WERE LISTED THERE, THE NEXT SESSION STARTS JANUARY 14TH.

SO THAT'S WHAT WE ARE, UM, PREPARING FOR HERE.

AGAIN, BILL FILING, UH, STARTED IN NOVEMBER.

SO WHY DO WE HAVE LEGISLATIVE, UM, PRIORITIES REALLY TO EXPRESS? WHAT ARE THE PRIORITIES AND POLICY, UH, SIGNAL OUR POLICY AREAS, UH, FOR THE TOWN OF ADDISON, WHAT'S IN OUR INTEREST? UM, AND IT PROVIDES US A POSITION ON THOSE TOPICS THAT COULD BE CONSIDERED.

AND IT GIVES US, IF, IF SOMETHING COMES UP, WHICH IT CAN AS, AS WE ARE CONSTANTLY FOLLOWING BILLS, IF SOMETHING COMES UP QUICKLY, WE CAN REACT QUICKLY FROM A STAFF PERSPECTIVE AND CAN LEAN ON THE PRIORITIES AND ANY OF THOSE ACTIONS THAT WE WOULD BRING TO COUNCIL.

UM, AND THEN OUR EXPECTATIONS FROM STAFF DURING THE LEGISLATIVE SESSION.

CERTAINLY WE'RE PROMOTING OUR PRIORITIES.

WE WORK CLOSELY WITH TML, WHO'S A, A RESOURCE TO MUNICIPALITIES ACROSS THE STATE, THE COG AND OUR OTHER PARTNERS THAT WE HAVE ON OUR LEGISLATIVE PRIORITIES.

AND WE'LL CERTAINLY BE GIVEN COUNCIL UPDATES ALONG THE WAY.

SO WE'LL GO THROUGH THE PRIORITIES IN THE NEXT FEW SLIDES.

UM, I'M JUST GONNA MOSTLY HIGHLIGHT THE CHANGES.

WE ONLY HAVE A, WE HAVE VERY FEW CHANGES FROM OUR PREVIOUS, UM, PREVIOUS PRIORITIES.

AND THIS FIRST SLIDE, I WON'T GO THROUGH EACH OF THESE, BUT LOCAL CONTROL IS A PRIORITY FOR US EACH AND EVERY LEGISLATIVE SESSION.

UM, O REALLY OVER THE PAST, AT LEAST FOUR OR FIVE LEGISLATIVE SESSIONS, UM, THE STATE HAS BEEN GOING CHIPPING AWAY AT LOCAL CONTROL FOR, FOR CITIES.

AND SO WE'RE ALWAYS GONNA ADVOCATE FOR TRYING TO KEEP LOCAL CONTROL SO WE CAN MAKE THE DECISIONS ABOUT WHAT HAPPENS IN ADDISON.

AND SO THAT IS CERTAINLY WHAT YOU SEE REFLECTED HERE.

YOU WILL SEE PIECES OF THAT REFLECTED AS WE GO THROUGH ALL OF OUR PRIORITIES THOUGH, BECAUSE, UM, TO BE FRANK, WE'RE USUALLY ON DEFENSE WHEN WE'RE AT THE STATE, UM, AND TRYING TO TO KEEP OUR LOCAL CONTROL.

UM, SO THAT'S WHAT YOU SEE THERE IN THE LOCAL AUTHORITY.

AGAIN, NO CHANGES OTHER THAN JUST SOME LANGUAGE CHANGES, BUT ALL THE, UM, THE, THE, UM, THE PRIORITIES ARE THE SAME THERE.

WE CAN GO TO THE NEXT SLIDE.

SO REVENUE AND FINANCE, AGAIN, THIS, A LOT OF THIS IS LOCAL CONTROL, TRYING TO SUPPORT, UM, US MAKING OUR OWN TAXATION DECISIONS.

YOU CAN SEE THE INTRO, UM, THE, THE NEW ITEM THAT WE PUT HERE, INTRODUCING SUPPORT LEGISLATION THAT WOULD PROHIBIT HOUSING FINANCE CORPORATIONS FROM TAKING ACTION THAT WOULD REMOVE PROPERTY FROM THE TAX ROLLS WITHOUT APPROVAL OF THE GOVERNING BODY OF THE JURISDICTION IN WHICH THE PROPERTY IS LOCATED.

THIS IS A SIGNIFICANT PRIORITY FOR US.

UH, WE HAVE HIRED A LOBBYIST ON THIS ITEM IN PARTICULAR, UM, SO THAT WE CAN ENSURE THAT THE, THAT THE LEGISLATURE TAKES AN ACTION TO CORRECT THIS.

UM, I BELIEVE THIS WILL HAVE A POSITIVE RECEPTION AT THE LEGISLATURE AND WE HAVE GOTTEN POSITIVE

FEEDBACK TO THIS POINT, BUT THIS IS OUR MOST, UM, MOST PRESSING INDIVIDUAL ITEM THAT WE'LL BE FOCUSED ON IN THE LEGISLATIVE SESSION.

UM, BECAUSE OF THE IMPACTS IT COULD HAVE ON THE ENTIRE TOWN AND CERTAINLY OUR TAX BASE.

UH, YOU CAN SEE THE REMAINDER OF THOSE HAVE NOT CHANGED.

UM, BUT AGAIN, MOST OF THEM TOUCH ON, UH, ALLOWING US TO HAVE LOCAL CONTROL OVER OVER OUR REVENUE DECISIONS.

ECONOMIC DEVELOPMENT.

WE'VE ADDED TWO, AND I'LL JUST SAY HIGH LEVEL, BASICALLY THESE ARE SAYING MAINTAIN THE ECONOMIC DEVELOPMENT TOOLS THAT WE HAVE RIGHT NOW AT PREVIOUS LEGISLATIVE SESSIONS, THERE HAVE BEEN DISCUSSIONS AT THE LEGISLATURE OF LIMITING THE ECONOMIC DEVELOPMENT TOOLS THAT WE HAVE.

SO WE WANT TO CONTINUE TO, UM, HAVE LEGISLATION THAT SUPPORTS OR BE READY TO, UH, SPEAK AGAINST ANY LEGISLATION THAT WOULD TAKE AWAY THE ECONOMIC DEVELOPMENT TOOLS THAT WE HAVE.

TRANSPORTATION, MOBILITY, AND AVIATION.

AGAIN, MOST OF THESE ARE THE SAME THAT WE'VE HAD PREVIOUSLY.

WE COULD CERTAINLY ANSWER ANY QUESTIONS ON THOSE.

YOU'LL SEE WE ADDED AN ADDITIONAL ONE THAT IS STATED, OPPOSE LEGISLATION THAT IMPEDES LOCAL AUTHORITY FROM ADOPTING, ADOPTING, IMPLEMENTING, OR CONSIDERING ORDINANCES THAT REGULATE TRAFFIC CONTROLS AND SAFETY IN THEIR COMMUNITIES.

THIS IS JUST SOMETHING THAT WE'RE ON THE WATCH OUT FOR, UM, THAT WE ARE SOMEWHAT CONCERNED AND HOPEFULLY, UM, NOT, BUT THAT THE STATE LEGISLATURE COULD LOOK AT LIMITING WHAT WE CAN DO FOR TRANSPORTATION.

AN EXAMPLE WOULD BE THEY SAY YOU CANNOT HAVE SPEED LIMITS AT 25 MILES PER HOUR IN SOME PLACES THERE AS A HIGHER MINIMUM.

THAT WOULD BE SOMETHING THAT WE WOULD WANT TO HAVE THE LOCAL CONTROL TO SAY WHAT THE SPEED LIMIT SHOULD BE ON CITY ROADS.

UM, SO AGAIN, GOES BACK TO THE LOCAL CONTROL PIECE, WHICH YOU SEE IN ALMOST EVERY ONE OF OUR LEGISLATIVE PRIORITIES.

SO THAT'S IT FOR OUR PRIORITIES.

THE DRAFT PRIORITIES.

WE CERTAINLY ARE OPEN TO ANY FEEDBACK TODAY.

UM, BASED ON THE DIRECTION FROM COUNCIL, WE'LL BRING A FORMAL, UM, RESOLUTION FOR COUNCIL TO ADOPT ON JANUARY 14TH.

UM, BUT IN THE MEANTIME, BASED ON COUNCIL DIRECTION, WE'LL CERTAINLY HAVE A GOOD, UH, PLAN FROM NOW UNTIL THEN, SO OPEN FOR ANY QUESTIONS.

TWO LAST QUESTIONS, JUST ONE QUICK ONE, DAVID.

SO THE LOBBYISTS THAT WE'VE HIRED FOR THE TOWN OF ADDISON IS AT THE SAME LOBBYIST THAT OTHER COMPARATOR CITIES WOULD BE USING TO MAKE A FIST.

ARE WE HIRING INDIVIDUAL LOBBYISTS? YEAH, THE LOBBYISTS THAT WE HIRED IS ALSO HIRED BY OTHER CITIES FOR THE EXACT LEGISLATION THAT WE'RE, THAT WE'RE PUSHING FORWARD REGARDING HOUSING FINANCE CORPORATIONS.
