I NOW CALL THE REGULAR MEETING OF THE ADDISON PLANNING AND ZONING COMMISSION TO ORDER.

IT IS TUESDAY, NOVEMBER 19TH, 2024.

WE ARE AT THE ADDISON CONVENTIONS CONFERENCE CENTER.

EXCUSE ME.

UH, WE HAVE A QUORUM OF FIVE COMMISSIONERS PRESENT IN PERSON.

AND, UH, COMMISSIONER COPELAND IS JOINING US VIA, UH, ZOOM OR VIDEO, WHATEVER FORM.

UM, AS WE DO WITH EVERY MEETING, LET PLEASE AND JOIN FOR THE LEDGE OF ALLEGIANCE.

OKAY, NEXT, UH, THE PURPOSE STATEMENT FOR THE PLANNING AND ZONING COMMISSION.

THE PLANNING AND ZONING COMMISSION FULFILLS AN ADVISORY ROLE FOR THE TOWN BY EVALUATING, PLANNING, ZONING AND SUB SUBDIVISION PROPOSALS AND MAKING RECOMMENDATIONS TO CITY COUNCIL ON LA LAND USE AND DEVELOPMENT POLICY.

THE PURPOSE OF THE COMMISSION IS TO PROVIDE GUIDANCE ON THE RESPONSIBLE LAND USE AND DEVELOPMENT THROUGH THE ADHERENCE OF THE GOALS AND THE PRINCIPLES OF PLANNING, POLICY AND ADMINISTRATION OF THE ZONING AND SUBDIVISION REGULATIONS, WHICH AIMS TO PROMOTE THE SAFETY AND WELLBEING OF OUR RESIDENTS WORKFORCE AND VISITORS.

Case 1926-SUP/5100 Belt Line Road, Suite 700 (La Parisienne). ]

UH, THIS REQUEST IS A SPECIAL USE PERMIT TO ALLOW A NEW RESTAURANT AS WELL AS THE SALE OF ALCOHOL FOR ON-PREMISE CONSUMPTION AND, UM, EXISTING, UH, SPACE WITHIN VILLAGE ON THE PARKWAY.

UM, THIS IS INCLUDES THE COMBINATION OF TWO EXISTING SUITES, SUITE 700, AS WELL AS 7 0 4.

UM, THE SPACE WAS FORMALLY USED AS A JEWELRY STORE.

IT'S NOT PREVIOUSLY BEEN USED AS A RESTAURANT.

UM, AND SO THIS REQUEST THIS EVENING IS TO CONSIDER THE APPROPRIATENESS OF ADDING ANOTHER RESTAURANT AT VILLAGE ON THE PARKWAY.

UH, THIS PARTICULAR SITE WAS, UH, REZONED IN 66 FROM LOCAL RETAIL TO PLAN DEVELOPMENT, UM, FOR THE MUCH OF THE EXISTING SITE IMPROVEMENTS IN 2012, THERE WAS A PLAN DEVELOPMENT TO SUPPORT THE REDEVELOPMENT OF VILLAGE ON THE PARKWAY, INCLUDING EXPANDING THE WHOLE FOODS AREA, UM, AND THE, THE FAR NORTHWEST CORNER.

IN 2020, THERE WAS A ANOTHER PD AMENDMENT TO ALLOW A MIXED USE PARKING RATIO TO ALLOW EXPANDED RESTAURANT ENTERTAINMENT USES WITHIN THE CENTER.

UM, AND THEN IN 2023, WE SAW ANOTHER MAJOR REDEVELOPMENT WITH ANOTHER PD AMENDMENT TO ALLOW THE EXPANSION OF BLOCK 900, INCLUDING A THREE STORY OFFICE AND RETAIL BUILDING.

UM, THIS REQUEST THIS EVENING IS ANOTHER SPECIAL USE PERMIT, UH, TO EXPAND THE VARIETY OF, OF RESTAURANT AND ENTERTAINMENT USES WITHIN THE CENTER.

THE PROPOSED RESTAURANT, UH, LA FRENCH BISTRO IS A FULL SERVICE RESTAURANT.

THEY'RE OFFERING TO PROVIDE BRUNCH, LUNCH, DINNER, AS WELL AS DAILY TEA.

UM, AT THIS LOCATION, UM, THEY WOULD TAKE THE TWO SUITES, UH, TO PROVIDE APPROXIMATELY 4,800 SQUARE FEET OF INTERIOR FLOOR SPACE, UM, WITH A COUPLE OF DIFFERENT DINING AREAS IN THE, UH, KITCHEN AND SERVICE AREAS, PRIMARILY LOCATED IN THE CENTER OF THE RESTAURANT.

THEY'RE ALSO PROPOSING TO EXPAND, UM, ON THE EXTERIOR WITH A 600 SQUARE FOOT PATIO SPACE ON THE WEST SIDE.

UM, SO ON THIS PARTICULAR FLOOR PLAN, UM, NORTH IS TO THE LEFT.

THEY'RE ALSO WITH THAT, UM, THEY WOULD RELOCATE THE PRIMARY ENTRANCE TO THE NORTH FACADE TO ALLOW AN ENCLOSED PATIO.

THEY WOULD PROVIDE SEATING ON SITE, UH, FOR 191 INDIVIDUALS.

UM, THAT INCLUDES, UH, 151

SEATS INDOORS AND, UH, 40 SEATS ON THE EXTERIOR.

THEY WOULD, UM, IN ADDITION TO, UH, PROVIDING FOOD SERVICE, UH, WITH A VARIETY OF OF FRENCH AMERICAN FAIR, THEY WOULD ALSO, UH, OFFER ALCOHOL, UM, FOR ON-PREMISE CONSUMPTION.

THEY DO HAVE ANOTHER LOCATION.

THIS WILL BE THE SECOND CONCEPT.

UM, AND THE, THEIR OTHER LOCATION OPENED ABOUT 18 MONTHS AGO, UM, IN, UH, AT THE STAR IN FRISCO.

THE PROPOSED HOURS OF OPERATION, UM, ARE ON THE SCREEN BEFORE YOU, BUT, UM, MONDAY THROUGH THURSDAY, 11:00 AM TO 9:00 PM FRIDAY, 11:00 AM TO 10:00 PM AND SATURDAY 9:00 AM TO 10:00 PM AND SUNDAY 9:00 AM TO 8:00 PM WITH THIS REQUEST, THERE ARE NO PROPOSED MODIFICATIONS TO THE PARKING.

SO AS I MENTIONED EARLIER, THERE IS A PD, UM, ON SITE, WHICH ALLOWS A MIXED USE PARKING RATIO FOR ALL RETAIL AND RESTAURANTS OF ONE PER 225 SQUARE FEET, UH, WITH THE EXCEPTION OF THEATERS, WHICH ARE, UM, FIGURED DIFFERENTLY SPECIFICALLY FOR THE A-C-M-A-M-C, EXCUSE ME.

AND THEN, UM, SO WITH THIS REQUEST, THE CENTER DOES STILL MEET THAT PARKING REQUIREMENT.

UH, SO CURRENTLY, IF YOU INCLUDE ALL THE ENTITLEMENTS AS WELL AS THOSE AREAS WHICH ARE CURRENTLY UNDER CONSTRUCTION, SPECIFICALLY REFERRING TO BLOCK 900, AS WELL AS A RECENT SUP THAT WAS APPROVED FOR LANDMARK, WHICH PROPOSED REMOVING FOUR ADDITIONAL PARKING SPACES AS WELL.

UM, THE CENTER WOULD PROVIDE 2,256 PARKING SPACES.

AND BASED UPON THE CURRENT USES ON SITE, UH, THE PARKING DEMAND IS 2,147.

SO THEY'RE STILL EXCEEDING, UH, THE PARKING REQUIREMENTS BY MORE THAN A HUNDRED SPACES THROUGH BOTH SURFACE, AS WELL AS THE GARAGE PARKING IN THE FAR SOUTHWEST CORNER FOR THE OPEN SPACE AND LANDSCAPING.

THERE ARE SOME MINOR MODIFICATIONS.

SO THERE IS, AT THE FRONT OF THE SITE, A SMALL LANDSCAPE BED.

THERE IS A TREE IN THE CENTER OF THAT, AS WELL AS SOME GROUND COVER ON EITHER SIDE.

AND THIS WOULD BE ON THE FAR WEST EDGE OF THE PATIO SPACE.

THEY'RE PROPOSING TO REMOVE THE LANDSCAPE BED WITH THE GROUND COVER.

UM, AS YOU CAN SEE IN THIS IMAGE IN THE, THE BOTTOM RIGHT HAND CORNER OF THE SLIDE, THE GROUND COVER SHOWN IN RED, THEY'RE PROPOSING TO REMOVE, UM, THE GROUND COVER AND WOULD, UH, REPLACE THAT WITH, UM, A HARDSCAPE SURFACE.

THEY WOULD RETAIN THE EXISTING TREE THAT'S THERE TODAY, UM, FOR, UH, SHADE ON THE PATIO WITHIN A SMALL LIKE LANDSCAPE BED AREA.

FOR THE EXTERIOR APPEARANCE HERE IS SOME PROPOSED RENDERING, SO, UM, WITH THE PATIO SPACE SPECIFICALLY, UM, SO THEY WOULD OBVIOUSLY ADD THAT 600 SQUARE FOOT PATIO AS WELL AS THE, UM, FENCE DELINEATION IN THAT AREA TO SEPARATE THE PATIO SPACE FROM THE, UM, PUBLIC SPACE, IF YOU WILL, ON THE, ON VILLAGE, ON THE PARKWAY.

AND THE PRIMARY ENTRANCE, WHICH IS CURRENTLY LOCATED ON THAT FACADE WOULD BE, UM, KIND OF RELOCATED ON THE NORTH FACADE, WHICH YOU CAN SEE IN THE BOTTOM IMAGE ON THE FAR LEFT.

UM, ADDITIONALLY, THERE WOULD BE SOME VERY MINOR COSMETIC ENHANCEMENTS TO THE BUILDING, INCLUDING ADDING NEW SIGNAGE, WHICH WOULD BE A PART OF A SIGN PERMITTING PROCESS AND NOT A PART OF ZONING.

UM, BUT GENERALLY THERE PROPOSING TO LEAVE THE REMAINING FACADE AS IS TODAY, INCLUDING, UM, THE EXISTING, UH, COLOR AS WELL AS THE AWNINGS, WHICH YOU SEE IN BLACK OVER THE WINDOWS.

THOSE ARE EXISTING TODAY AS WELL.

UM, STAFF PROVIDED NOTICE TO ALL PROPERTY OWNERS WITHIN 200 FEET OF THE SITE THAT INCLUDED EIGHT RECIPIENTS.

SO WE HAVE NOT RECEIVED, RECEIVED ANY RESPONSES TO THAT NOTICE.

UM, AND WITH THAT, STAFF RECOMMENDS APPROVAL OF THE REQUEST, UM, TO ADD ANOTHER, ANOTHER RESTAURANT, UH, AT VILLAGE ON THE PARKWAY.
