UM, SO THE ANTICIPATION IS FOR THAT MEETING FOR US TO, TO CONVENE AND, UM, YOU ALL HAVE AN OPPORTUNITY TO DISCUSS AND ULTIMATELY MAKE A RECOMMENDATION. UM, THE INTENT WOULD BE THAT THAT RECOMMENDATION WOULD THEN MOVE FORWARD AND BE PRESENTED TO THE PUBLIC AS WELL AS THE PLANNING ZONING COMMISSION CITY COUNCIL AS WE MOVE THROUGH THE REMAINDER OF THE PROCESS, WHICH, UM, YOU SEE THERE ON THE SCREEN. UH, SHORTLY FOLLOWING THAT WOULD BE THE COMMUNITY MEETING ON JANUARY 16TH, AND THAT WOULD REALLY BE THE FIRST OPPORTUNITY FOR THE GENERAL PUBLIC TO REVIEW, UM, THE ENTIRETY OF THE PLAN AND HOPEFULLY, UH, HAVE YOUR BLESSING ON THAT AS WELL. OKAY. UM, SO JUST A, A BRIEF REVIEW. YOU GUYS ARE FAMILIAR WITH THE PROCESS AND ALL THE, ALL OF THE DIFFERENT STEPS THAT WE WENT THROUGH, BUT, UM, THESE ARE KIND OF THE BUILDING BLOCKS, UH, FOR THE PLAN THAT YOU GUYS, UM, ARE GONNA BE LOOKING AT. IF, UM, I DON'T KNOW, UH, WE'LL GET INTO HOW MANY OF YOU HAVE HAD A CHANCE TO EVEN DIVE INTO IT YET? BUT WE WENT THROUGH THE PROCESS. YOU KNOW, WE STARTED OUT WITH THE DATA COLLECTION AND THE BASELINE AND ALL THE ANALYSIS OF JUST EXISTING CONDITIONS. THEN WE WENT THROUGH THE PROCESS OF GETTING, UM, THE COMMUNITY IDENTITY, THE, THE VALUES, THE ASSETS, THE ASPIRATIONS THAT WENT INTO THE VISION STORY, UM, THAT I WOULD JUST SUM UP, SUM, SUMMARIZE BY A WALKABLE AND CONNECTED ADDISON, UM, NEIGHBORHOOD CENTRIC. UM, AND, AND WALKABILITY WERE, WERE TWO THEMES THAT CAME OUT OF THAT, THAT THEN ALL WORKED TOGETHER INTO THE DECISION MAKING PRINCIPLES. I THINK THERE'S FIVE OF THEM, UM, IN THE PLAN. THESE ARE KIND OF BROAD STATEMENTS THAT EVERYTHING THAT WE DID WITH THE RE REMAINDER OF THE PLAN, THE WAY THE PLAN THAT WAS WRITTEN, THE DECISIONS, THE STRATEGIES THAT ARE IN THERE ALL GO BACK TO THOSE KIND OF KEY DECISION MAKING PRINCIPLES. UM, AND THEN IN THE ACTUAL PLANNING COMPONENTS, WE HAVE THE LAND USE AND DEVELOPMENT CHARACTER, WHICH IS REALLY THE, THE BIGGEST, UM, COMPONENT. WE HAVE HOUSING AND NEIGHBORHOODS IN THERE, AND THEN THERE'S A MOBILITY COMPONENT. UM, YOU'RE GONNA SEE SOME INFORMATION IN THERE ON RELATED PLANS. WHAT WE'VE TRIED TO DO WITH THIS DOCUMENT IS SET UP A FRAMEWORK SO THAT IT IS TRULY A, AN OVERARCHING COMPREHENSIVE PLAN WHERE ALL OF THE OTHER PLANS THAT THE CITY HAS DONE OR THAT THE TOWN HAS DONE CAN KIND OF FIT WITHIN THAT. SO, FOR EXAMPLE, THE MASTER TRANSPORTATION PLAN, YOU, THAT WAS DONE IN 2016. THEY'RE ABOUT TO UNDERGO, UM, A COMPLETE UPDATE TO THAT PLAN. AND SO THERE'S SOME KIND OF EDUCATIONAL GUIDING CONTENT IN OUR DOCUMENT THAT THEN WHEN THE, THE MASTER PLAN IS DONE HERE IN THE NEXT, UH, YEAR, THEY'LL FLESH OUT MORE SPECIFICS ON DIFFERENT PROJECTS AND SOME OF THE FUNDING FOR THOSE PROJECTS. UM, THE PARKS MASTER PLAN, THE TRAILS MASTER PLAN, ARE TWO NEWER PLANS THAT HAVE A LOT OF GREAT STUFF IN THERE. SO WE TRIED TO INTEGRATE THOSE IN, UM, AS WELL. SO IT SETS UP A STRUCTURE FOR THE TOWN TO KIND OF WORK WITH THE OTHER MASTER PLANS AND THEN THE SMALL AREA PLANS THAT HAVE BEEN DONE. UM, AND ALL TIE IT BACK TO THIS IDEA OF A, A WALKABLE CONNECTED ADDISON. UM, SO I JUST KIND OF WENT OVER THIS FOR YOU, BUT THERE'S, THERE'S REALLY THREE MAIN PARTS IN THE PLAN. THE FIRST SECTION IS THE INTRODUCTION. UM, THINK ABOUT THIS OF EXISTING CONDITIONS, BUT YOU'RE ALSO GONNA SEE A LOT OF EDUCATIONAL CONTENT IN THERE. WE'VE, WE'VE TALKED ABOUT A LOT OF THINGS THROUGH THIS PROCESS OF, YOU KNOW, THE FOUR ELEMENTS OF WALKABILITY, FOR EXAMPLE. UH, WE TALKED ABOUT THE VALUE OF LAND AND, AND VALUE PER ACRE. UH, WE TALKED ABOUT AFFORDABILITY. WE TALKED ABOUT THE, THE IMPORTANCE OF A DIVERSE MIX OF HOUSING, UH, FOR PEOPLE OF DIFFERENT AGES AND STAGES OF LIFE. UM, SOMETHING THAT WE HEARD FROM A LOT OF DIFFERENT RESIDENTS WAS, WAS THE IMPORTANCE OF NEIGHBORHOODS WAS THE IMPORTANCE OF WALKABILITY AND BEING ABLE TO SAFELY MOVE AROUND YOUR, UH, YOUR NEIGHBORHOOD AND THE COMMUNITY TO INTERACT WITH, UH, WITH YOUR NEIGHBORS. UM, THAT KNOWING YOUR NEIGHBORS AND INTERACTING WITH NEIGHBORS IN PUBLIC SPACES IS SOMETHING THAT MAKES ADDISON UNIQUE AND SPECIAL. AND SO BEING ABLE TO DO EVEN MORE OF THAT GOING FORWARD WAS, WAS IMPORTANT. SO THAT WHOLE FRONT SECTION IS REALLY INTENDED FOR EDUCATIONAL PURPOSE. A LITTLE BIT OF, OF EXISTING CONDITIONS. BUT FOR, YOU KNOW, SAY TWO YEARS FROM NOW, SOMEONE NEW COMES INTO TOWN, A NEW COUNCIL MEMBER, A NEW STAFF PERSON, THAT'S A REALLY GOOD CHAPTER THAT THEY CAN READ TO GET UP TO SPEED WITH KIND OF THE, THE IDEAS BEHIND, UH, THE PLAN ITSELF. AND THEN THE SECOND SECTION IS THOSE PLANNING COMPONENTS THAT I, THAT I TALKED ABOUT. UM, IN THE DOCUMENT THAT WE PREPARED, YOU SEE THOSE FIRST THREE, AND THEN THERE'S A RELATED PLAN SECTION IN THE FUTURE. THERE COULD BE MORE COMPONENTS IN THERE. SO YOU COULD SEE A PARKS AND OPEN SPACE COMPONENT IN THERE. YOU COULD SEE A FACILITIES COMPONENT FOLD IN THERE. UM, AND THEN THE LAST PART IS IMPLEMENTATION. THIS IS WHERE WE HAVE A WHOLE MATRIX OF RECOMMENDATIONS OF ACTIONS, OF TIMING, OF RESOURCES. SOME ARE, SOME, SOME ARE SPECIFIC, SOME ARE BROAD, MORE BROAD. UM, WE'VE TRIED TO ORGANIZE THOSE IN A WAY THAT, UM, [00:10:01] THERE'S SOME THINGS FOR, UH, FOR A COMMUNITY LIKE ADDISON THAT'S SMALLER AND YOU HAVE A SERIES OF NEIGHBORHOODS, THERE'S A PROCESS FOR, UH, FOR LIKE A NEIGHBORHOOD ASSESSMENT. SO WHERE YOU COULD GO INTO A NEIGHBORHOOD, YOU COULD DO AN ASSESSMENT AND SAY, WHAT, WHAT ARE THINGS THAT'S MISSING IN THIS NEIGHBORHOOD THAT WOULD MAKE IT MORE COMPLETE? YOU KNOW, WHAT ARE SOME OF THE COMMERCIAL USES THAT YOU NEED? OR WHAT ARE DIFFERENT KINDS OF HOUSING YOU NEED? OR MAYBE, MAYBE IT'S SIDEWALKS OR STREET CONNECTIONS, OR SIDEWALK CONNECTIONS OR OPEN SPACE, WHATEVER IT MAY BE. THERE'S A PROCESS THERE THAT YOU CAN ASSESS THE NEIGHBORHOOD WITH THE FOLKS THAT LIVE THERE. YOU CAN IDENTIFY KIND OF SOME OF THE NEXT PROJECTS OR NEXT THINGS THAT COULD BE DONE IN THAT, UH, IN THAT NEIGHBORHOOD. AND THEN YOU GO IMPLEMENT THEM AND KIND OF, AND IT'S KIND OF CYCLICAL. SO WE LAY OUT KIND OF THOSE STEPS, UH, BUT STILL GIVE STAFF THE, THE FREEDOM TO KIND OF EXECUTE THOSE NEIGHBORHOOD BY NEIGHBORHOOD. SOME OF THE RECOMMENDATIONS FROM THE, UH, LIKE THE TRAILS MASTER PLAN, FOR EXAMPLE, THE TRAILS MASTER PLAN HAS VERY SPECIFIC PROJECTS, TRAIL CONNECTIONS THAT THE TOWN IS WORKING ON MAKING. SO WE WANTED TO INTEGRATE THOSE IN. SO WE, WE TOOK A LOT OF TIME TO TRY TO, WE DIDN'T WANT TO DUPLICATE OR REPLICATE WORK THAT HAD ALREADY BEEN DONE IN OTHER PLANS, BUT WE DID WANT TO INTEGRATE IT INTO THIS SO THAT THERE'S KIND OF STRUCTURE ON HOW THESE ARE GONNA CONNECT TOGETHER AND HOW STAFF CAN WORK TOGETHER, UM, ON TRACKING IMPLEMENTATION. UM, ANY QUESTIONS ON THE STRUCTURE OF THE DOCUMENT? HOW, RAISE YOUR HAND. HOW MANY OF YOU WOULD HAVE A CHANCE TO EVEN LOOK AT IT AT ALL YET? OKAY. ANY, UM, SIR, THE IMPLEMENTATION STEPS ARE VERY SPECIFIC AND WITH, UH, CALENDARIZATION, UM, YOU MENTIONED THAT YOU TRIED TO INTEGRATE WITH EXISTING WORK PRODUCT. CAN YOU DO A LITTLE BROADER OVERVIEW FOR ME OR US OF HOW THESE WERE DEVELOPED? HOW HAVE YOU INTERACTED WITH STAFF, UH, TIMING ISSUES, PRIORITIZATION, JUST A LITTLE OVERVIEW BACKGROUND. SURE, SURE. YEAH, SO A LOT OF THE, THE INPUT THAT WE GOT OVER THE PROCESS, SOME OF IT WAS WORKSHOPS WITH YOU ALL, SOME OF IT WAS SOME OF THE INTERACTIONS WITH PUBLIC, WITH THE PUBLIC THERE ALONG THE WAY, THERE WAS INPUT THAT KIND OF LENT ITSELF TO, YOU KNOW, AN IMPLEMENTATION RECOMMENDATION OR AN ACTION OF SOME TYPE. SO WE HAD A LAW, A LONG, BIG LIST OF THOSE THAT WE KIND OF DUMPED INTO, UM, A MASTER MATRIX, AND THEN WE STARTED TO FILTER THOSE AND CONSOLIDATE AND ORGANIZE 'EM. UM, THERE IS STILL, I, I WOULD SAY THAT PART OF THE PLAN IS YOU'RE GONNA SEE SOME, UH, A LITTLE BIT OF REVISIONS AND ITERATIONS ON THAT. I KNOW WE'VE ALREADY HAD A LITTLE BIT OF INTERACTION WITH JADE AS FAR AS SOME OF THE TIMING ON CERTAIN PROJECTS. UM, SO THAT'S, I I WOULDN'T SAY THAT'S COMPLETELY SET IN STONE RIGHT NOW, BUT WE HAVE MADE A FIRST PASS THROUGH AS FAR AS WHO, WHO WOULD THE CHAMPION ORGANIZATION BE, OR DEPARTMENT WHO ARE THE SUPPORT DEPARTMENTS. UM, YOU KNOW, THE TIMING, IF THERE WAS TIMING FROM SOME OF THE OTHER MASTER PLAN PROJECTS, WE TRIED TO GET THAT, UM, YOU KNOW, INCORPORATED IN THERE. UM, DOES THAT MAKE SENSE, DAVE, ARE YOU ASKING SPECIFICALLY ABOUT TIME TIMING ON ANY WELL, IT'S A VERY, SORRY. IT'S A VERY DETAILED WORK PRODUCT, AND I'M JUST CURIOUS HOW ALL OF THE PARTS WERE ASSEMBLED YEAH. PRIORITIZED AND DEVELOPED. SO, YEAH, SO SOME, SOME OF IT'S BUILDING ON STUFF THAT'S ALREADY IN THE WORKS. THINGS LIKE THE, THE UNIFIED DEVELOPMENT, UM, CODE THAT JADE IS WORKING ON RIGHT NOW. WE, WE KNOW THAT'S, THERE'S SOME THINGS THROUGH THIS PLAN OF, OF THAT THAT WE HEARD THAT AS FAR AS, YOU KNOW, BEING ABLE TO ALLOW, UM, DIFFERENT TYPES OF DENSITY OR DIFFERENT TYPES OF PRODUCTS OR, OR MAKING SOME CHANGES WITH LANDSCAPING OR PARKING OR, OR WHAT HAVE YOU THAT, UM, ARE ALREADY IN THE WORKS WITH THE DEVELOPMENT CODE. SO WE'RE, UM, WHEN THIS IS ADOPTED, WE'LL BE ABLE TO SAY THAT THE CODE, YOU KNOW, HAS BEEN ADOPTED. I THINK THERE'S SOME LANGUAGE IN A FEW PLACES THAT TALK ABOUT THE CODE KIND OF BEING IN PROCESS RIGHT NOW. UM, BUT TRYING TO SYNC UP A LOT OF THE, THE EFFORTS THAT ARE IN PROCESS, UM, OR IN PROGRESS, PUTTING A FIRST SHOT OUT THERE AT TIMING FOR SOME OF THESE. UM, BUT I THINK THERE, THERE STILL DOES NEED TO BE A, A VETTING WITH ALL OF THE STAFF DEPARTMENTS AND WITH COUNCIL AND BUDGET, JUST TO MAKE SURE THAT, YOU KNOW, WE'RE NOT OVER PROMISING IN TERMS OF THINGS, YOU KNOW, BEING PROMISED TOO SOON. UM, BUT I GUESS THE LAST THING I WOULD SAY ON THE IMPLEMENTATION APPROACH IS TRYING TO, WE'VE TRIED AS MUCH AS POSSIBLE TO BREAK THINGS DOWN SPECIFICALLY SO THAT THEY'RE, THEY'RE SMALLER INCREMENTAL STEPS. WE'RE NOT PROPOSING A LOT OF BIG MOONSHOT THINGS THAT ARE GONNA TAKE A LONG TIME WITH A, WITH A TON OF MONEY. IT'S MORE WHAT ARE THE, WHAT ARE THE FIRST STEPS THAT YOU CAN DO TO START TO HAVE CONVERSATIONS AND MOVE THINGS, UH, FORWARD A LITTLE BIT. UM, THAT SAID, ONE OF THE THINGS I'VE LEARNED IN THE TIME WORKING HERE ON THIS PROJECT IS ADDISON MOVES REALLY, REALLY FAST. , Y'ALL, UNLIKE A LOT OF CITIES THAT TEND TO TAKE A LONG TIME TO GET THINGS DONE, STUFF HAPPENS REALLY, REALLY QUICKLY HERE. SO WE'VE DONE OUR BEST TO TRY TO KEEP UP WITH THE PLANS AS [00:15:01] THEY'VE COME IN AND THE PROJECTS THAT ARE, THAT ARE COMING IN. UH, BUT ULTIMATELY BEFORE, YOU KNOW, WHEN THIS GOES, THE FINAL VERSION GOES IN, UH, FOR ADOPTION, WE'LL TRY TO GET THAT IMPLEMENTATION PLAN DIALED IN A A LITTLE BIT MORE IN TERMS OF THE, THE TIMING.
