UM, THOSE ALL WENT TO COUNCIL THE LAST MEETING, UM, WHICH I BELIEVE WAS THE EIGHTH, OCTOBER 8TH, AND ALL FOUR OF THEM GOT APPROVED.

SO THAT WAS A SPECIAL USE PERMIT FOR HACHI SUSHI AT, UH, TOWN HALL SHOPPING CENTER, UM, AT SUP AMENDMENT FOR TOASTED YOLK, UH, FOR A NEW PATIO COVER.

UH, THEN TWO NEW RESTAURANTS AT VILLAGE ON THE PARKWAY, UM, LANDMARK AND, UH, NEW BO.

SO ALL OF THOSE ARE MOVING FORWARD.

AND THEN ONE OTHER QUICK ANNOUNCEMENT, UM, I, I SENT OUT A CALENDAR INVITE FOR OUR NEXT EMPLOYEE MERIT LUNCHEON ON NOVEMBER 14TH.

STATUS UPDATES AND ANNOUNCEMENTS.

AND I'LL HAVE OUR CONFERENCE OF PLANNING MANAGER, JADE BROAD INTRODUCE, UM, OR PROVIDE SOME UPDATES ON A COUPLE OF OUR LARGER PROJECTS.

GOOD EVENING COMMISSION, JADE BROAD NEXT ON THE COMPREHENSIVE PLANNING MANAGER.

MOST OF Y'ALL KNOW ME ALREADY, BUT IT'S NICE TO, UH, MAKE VICTOR'S ACQUAINTANCE TONIGHT.

UM, AS LESLIE MENTIONED, I'M JUST GONNA GIVE A QUICK UPDATE OF THE, UM, STATUS OF TWO MAJOR PROJECTS BEING THE COMPREHENSIVE PLAN AND THE UNIFIED DEVELOPMENT CODE.

SPOILER ALERT, WE ARE ON SCHEDULE.

SO FOR BOTH OF THESE, WE DO HAVE A CONSULTANT TEAM WHO IS DRAFTING EACH OF THESE DOCUMENTS.

UM, FOR THE UNIFIED DEVELOPMENT CODE IS A COMBINATION OF ESSENTIALLY PLANNERS AND ATTORNEYS WHO ARE, UM, VETTING THAT TO MAKE SURE WE'RE IN GOOD LEGAL STANDING AND ARE PURSUING BEST PRACTICES FROM A PLANNING PERSPECTIVE, AS WELL AS FROM THE COMPREHENSIVE PLAN SIDE OF THINGS.

WE HAVE A COMBINATION OF ACCREDITED PROFESSIONALS WHO ARE CERTIFIED PLANNERS AND CERTIFIED WITH THE CONGRESS OF NEW URBANISM AND ARE ALSO PROFESSIONAL ENGINEERS FIRST WITH THE COMP PLAN.

SO THE PROJECT TIMELINE IS SEEN ON THE SCREEN.

WE ARE IN PHASE FIVE CURRENTLY, SO WE JUST RECEIVED, UH, THE FIRST SECTION OF THE FULL COMP PLAN DRAFT TODAY.

IT'S IN STAFF'S HANDS CURRENTLY.

WE'LL BE REVIEWING THAT JUST TO MAKE SURE THERE'S NO MAJOR ISSUES.

AND THEN WE'LL BE PREPARING THAT, UM, FOR THE NEXT CPAC MEETING IN NOVEMBER.

ONCE THAT'S COMPLETED, WE WILL MOVE INTO PUBLIC REVIEW.

SO PUBLIC REVIEW BEING THE FINAL SECTION OF THE OVERALL PROJECT, AND WE WILL BE ADOPTING IN APRIL OF NEXT YEAR.

SOME SPECIFIC THINGS TO JUST EITHER MENTALLY BOOKMARK OR TO TAKE A PICTURE OR TO REFER TO THE SLIDES LATER.

UM, I WILL SEND ANY IMPORTANT INFORMATION OUT TO Y'ALL VIA EMAIL WITH, UM, DIRECTIVES FOR P AND Z REVIEW RELATED TO THE COMPREHENSIVE PLAN IN FULL.

SO WE ARE PREPARING, AS MENTIONED FOR THE NEXT SET OF, UM, REVIEWS IN ANTICIPATION OF ADOPTION.

SO THAT BEING THE CPAC MEETING ON NOVEMBER 6TH.

AND THEN WHAT WE'LL DO IS AN ONLINE REVIEW WITH YOUR CONVEO.

SO FOR THOSE OF Y'ALL WHO SERVED ON THE UDC COMMITTEE, UM, YOU WILL, YOU'LL HOPEFULLY BE FAMILIAR WITH THAT PLATFORM, BUT IT'S JUST FULLY DIGITAL REVIEW TO STREAMLINE THAT PROCESS.

SO ONCE WE GET TO THAT STAGE, AGAIN, I'LL SEND AN EMAIL OUT AND Y'ALL CAN JUST, UM, LOG INTO THE DOCUMENT AND ISSUE COMMENTS THAT WAY.

SO THERE'S A SERIES OF REVIEWS TO WHERE, UM, WE AS STAFF P AND Z COUNCIL WILL VET THE DOCUMENT BEFORE IT'S SENT OUT PUBLICLY.

SO PREPARE FOR THAT IN NOVEMBER.

FOLLOWING THOSE REVIEWS, WE WILL HAVE A COUPLE OF WORK SESSIONS.

YOU HAVE DEDICATED TIME TO REVIEW COMMENTS, AND WE CAN REACH A CONSENSUS AMONG THE COMMISSION.

SO WE'RE MOVING TOWARDS APRIL 8TH AS ADOPTION OF THE FULL COMPREHENSIVE PLAN NEXT YEAR.

FOR THE UDC, WE ARE IN PHASE THREE.

SO WE DID RECEIVE THE CONSOLIDATED DRAFT LAST MONTH AS STAFF WENT THROUGH THAT FULLY FOR THE FIRST TIME.

AND CLARION THE CONSULTANT IS COMPILING ALL STAFF COMMENTS RIGHT NOW.

WE'RE EXPECTING THAT TO BE SENT BACK TO US, UM, IN THE NEXT FEW WEEKS OR MONTH OR SO.

UM, AGAIN, PREPARING FOR PUBLIC CONSUMPTION AND ADOPTION.

SO SPECIFIC DATES RELATED TO THAT.

UM, WE WILL HAVE ALL COMMENTS RETURNED TO US NOVEMBER 4TH FROM CLARION.

AND THEN WE WILL DO THROUGH THE SAME PLATFORM A REVIEW WITH STAFF P AND Z AND COUNCIL.

THAT IS AN OPPORTUNITY FOR ALL OF US TO VET THE DOCUMENT BEFORE IT'S RELEASED PUBLICLY.

UM, AND THEN WITH THE UDC, WHAT THE PUBLIC REVIEW WILL REALLY LOOK LIKE IS PUBLIC HEARINGS, UM, PREDOMINANTLY.

SO WE ARE TRYING TO STREAMLINE THIS PROCESS A BIT SINCE IT'S GONE ON FOR FIVE YEARS, UM, TO GET IT ACROSS THE FINISH LINE BEFORE, UM, TO MAKE SURE WE HAVE CONTINUITY OF CURRENT ELECTED AND APPOINTED OFFICIALS SO THAT, UM, WE CAN MOVE INTO ADOPTION IN ADVANCE OF THE COMPREHENSIVE PLAN.

SO THE ADOPTION DATE IS SET FOR MARCH 25TH WITH COMMENTS AND QUESTIONS FOR BOTH DOCUMENTS.

THERE IS A PROJECT HUB THAT'S BEEN CREATED.

SO AGAIN, IT'S CONVEY O BUT YOU CAN SEE BOTH PROJECTS ON THE WEBSITE LINKED THERE.

UM, ONCE THE DOCUMENTS ARE READY FOR Y'ALL TO COMMENT ON, AGAIN, I'LL SEND AN EMAIL.

UM, ALL RIGHT.

SO MOVING ON TO ITEM THREE OF THE WORK SESSION, AND THAT'S DISCUSS ITEMS ON THE REGULAR AGENDA FOR TONIGHT.

UM, THE FIRST IS THE, UM, MINUTES FROM THE LAST MEETING, SEPTEMBER 17TH.

ARE THERE ANY EDITS FROM YOU ALL? GREAT.

AND THEN, UH, WE HAVE TWO ITEM PUBLIC, PUBLIC HEARING ITEMS. THE FIRST IS A SPECIAL USE PERMIT REQUEST FOR A NEW RESTAURANT.

IT'S CALLED THE OFFICE BAR.

UM, THIS IS A NEW RESTAURANT AT, UM, QUORUM TWO, THE QUORUM TWO SHOPPING CENTER, UM, AT 49 50 BELTLINE ROAD.

SO THIS IS THE SAME SHOPPING CENTER WHERE THERE'S, UH, LIKE THE IMPROV COMEDY CLUB, UM, AS WELL AS SOME OTHER, UH, RESTAURANTS.

SO THIS REQUEST IS A BIT UNIQUE IN THAT THE SUITE ITSELF, UH, WAS FORMALLY COMBINED WITH THE ADJACENT SUITE, WHICH IS CURRENTLY, UM, TASTY TALES, IF YOU'RE FAMILIAR WITH, WITH THAT AREA.

HOWEVER, UM, THAT WAS WITH THE PREVIOUS OCCUPANT.

WHEN TASTY TAILS CAME IN, IT GOT SUBDIVIDED AND THIS PORTION, UH, WHICH IS ABOUT 1900 SQUARE FEET, GOT LEFT OVER.

AND SO THERE, BUT SOME OF THE ISSUES IS, IS THERE WAS, THE ONLY THING THAT WAS FINISHED OUT WITH WAS A BAR AND A RESTROOM.

THERE WAS NO KITCHEN FACILITIES.

UM, SO THIS REQUEST WOULD COME IN, UM, OCCUPY THE REMAINDER OF THAT SUITE, WHICH WAS AT ONE TIME A RESTAURANT.

HOWEVER, IT IS NOW KIND OF LEFTOVER AND DOESN'T HAVE ALL THE FACILITIES.

UM, THEY WOULD FINISH IT OUT TO INCLUDE A, A KITCHEN AND ALL THE OTHER COMMERCIAL FACILITIES REQUIRED TO OPERATE A RESTAURANT, UM, AND USE THAT SPACE.

THE RESTAURANT IS ALSO PROPOSING, UH, THE SALE OF ALCOHOL AS WELL AS, UM, TO OFFER HOOKAH ON SITE.

SO JUST A LITTLE BIT MORE ABOUT THE RESTAURANT ITSELF.

THERE IS A FLOOR PLAN PROVIDED.

UH, THEY'RE PROVIDING SEATING FOR ABOUT 67 INDIVIDUALS.

UM, PROPOSED HOUR HOURS OF OPERATION ARE 2:00 PM EXCUSE ME, THAT 2:00 PM TO 2:00 AM EXCUSE ME, THAT'S A TYPO.

UM, SEVEN DAYS A WEEK.

SO, UM, THERE'S NO PROPOSED EXTERIOR CHANGES TO THIS SITE, OR LIKE PARKING, LANDSCAPING, THE FACADE.

UM, THEY WILL HAVE TO INSTALL A NEW GREASE TRAP, BUT THAT WON'T GENERALLY AFFECT ANY OF THE, UM, EXISTING CONDITIONS LIKE PARKING OR LANDSCAPING.

AND THEN THE NEXT SPECIAL USE PERMIT IS A, AN AMENDMENT TO A PREVIOUSLY APPROVED SPECIAL USE PERMIT FOR WESTWOOD MONTESSORI SCHOOL.

SO THIS CAME BEFORE YOU ALL, UM, I BELIEVE IT WOULD'VE BEEN MARCH TIMEFRAME, UH, MARCH, 2024 FOR, UH, A PRIVATE SCHOOL AT MIDWAY ATRIUM.

SO THE SCHOOL IS, UM, TAKING AN EXISTING OFFICE FOUR STORY OFFICE BUILDING, CONVERTING IT INTO A PRIVATE SCHOOL.

UM, IN THE PRESENTATION, I'M GONNA REVIEW JUST SOME OF THE BACKGROUND FOR THOSE OF YOU THAT MAY HAVE FORGOT WHAT, WHAT'S BEING PROPOSED.

UM, BUT THE AMENDMENT REALLY COMES DOWN TO, UH, JUST TWO MAIN POINTS.

UM, THERE ARE SOME MINOR MODIFICATIONS TO THE APPROVED DEVELOPMENT PLANS, AND THAT REALLY HAS TO, UM, AFFECT THE DROP OFF LANE AS WELL AS SOME OF THE TREE MITIGATION.

UM, SO THEY'RE PROPOSING TO PRESERVE A COUPLE MORE TREES THAN THEY PREVIOUSLY WERE.

UM, AND THEN THE OTHER ITEM, WHICH IS A LITTLE BIT MORE SUBSTANTIAL IS, UM, ADDING THREE TEMPORARY STORM SHELTERS ON SITE.

SO ON THIS PLAN, WHICH, UM, NORTH IS TO THE RIGHT OF THE SITE PLAN, UM, THE STORM SHELTERS ARE LOCATED AT THE BOTTOM OF THE PLAN, UH, WHICH IS, WOULD BE TECHNICALLY ON THE EAST PROPERTY LINE.

SO THE REASON THAT THIS HAS COME TO BE, UH, A, A NECESSITY IS THERE WAS SOME PHASING, UM, NEEDED IN ORDER TO COMPLETE THE GYM.

SO THE, UM, AS EXPECTED, THE CONVERSION OF THE OFFICE BUILDING TO A SCHOOL WENT MUCH MORE QUICKLY THAN THE CONSTRUCTION OF A BRAND NEW BUILDING.

AND SO NOW THE SCHOOL IS TRYING TO OCCUPY THE OFFICE BUILDING, HOWEVER, TO MEET THE INTERNATIONAL CODE COUNCIL, UM, REQUIREMENTS FOR SCHOOLS, WHICH REQUIRES A STORM SHELTER.

THEY'RE NOT ABLE TO GET A CERTIFICATE OF OCCUPANCY WITHOUT THE GYMNASIUM BUILDING BEING COMPLETED, WHICH WILL ALSO SERVE AS A STORM STRUCTURE, STORM SHELTER, EXCUSE ME.

SO TO FILL THAT GAP, WHICH THE APPLICANT IS ANTICIPATING TO BE NINE MONTHS, THEY'RE PROPOSING THREE TEMPORARY STORM SHELTERS TO BE ADDED ON SITE TO SERVE AS THE REQUIRED STORM SHELTER TO MEET THE ICC 500 CODE SO THAT THEY CAN GET A CERTIFICATE OF OCCUPANCY AND UTILIZE THE OFFICE BUILDING.

THE GYM BUILDING, WHICH WILL EVENTUALLY SERVE AS A STORM STRUCTURE STRUCTURE WILL BE UNDER CONSTRUCTION DURING THAT TIME.

UM, OBVIOUSLY THIS DOES, SORRY, HERE'S AN IMAGE OF THE PROPOSED STORM STRUCTURES.

STORM SHELTERS, EXCUSE ME.

UM, THEY WOULD NEED THREE, WHICH PROVIDES AN OCCUPANCY, UH, FOR 399 INDIVIDUALS.

SO THEY'RE PROPOSING THREE OF THE 10 FOOT BY 40 FOOT STRUCTURES.

UM, THEY WOULD OCCUPY 21 EXISTING PARKING SPACES.

SO THOSE PARKING SPACES WOULD COME OFFLINE, OBVIOUSLY DURING THE CONSTRUCTION PERIOD WHILE, UM, THESE ARE OCCUPYING THOSE SPACES.

UH, THE ONE THING THAT I WILL NOTE IS THAT THIS IS A TEMPORARY CONDITION.

AND SO IT'S LIKELY THAT THE, I'M GONNA CALL IT THE OVERFLOW PARKING, WHICH IS OUTSIDE OF WHAT WE BELIEVE THEY WILL USE ON A REGULAR BASIS FOR SCHOOL ACTIVITIES, IS LIKELY NOT GOING TO BE AFFECTED BECAUSE WHERE THIS PARKING IS REALLY NEEDED IS WHEN THERE'S EVENTS AT THE GYMNASIUM BUILDING.

SO THE INTENT IS THAT THESE WOULD, ONCE THE GYM'S DONE, THEY CAN REMOVE THESE, THEY NO LONGER NEED THEM, SO THEY ARE INTENDING TO RENT THESE STRUCTURES.

UM, SO WE DON'T HAVE A WHOLE LOT OF, UM, CONCERN THAT THEY WILL CONTINUE TO KEEP THEM ON SITE AND BE PAYING TO RENT THEM IF THE GYM IS, IS COMPLETED.

UM, ONCE AGAIN, SO JUST LOOKING AT A COUPLE OF THE OTHER CHANGES THAT HAD SOME EFFECTS, THE SHIFT IN THE DROP OFF LANE DID DECREASE THE PARKING BY 14 SPACES.

SO PREVIOUSLY THERE WAS, UM, A ROW OF PARKING AT THE DROP OFF LANE, AND THEN THE DROP OFF LANE WAS BEHIND IT ON THE, UH, EAST SIDE.

BUT THEY HAVE SHIFTED THE DROP OFF LANE, UM, JUST OUTSIDE THE FIRE LANE, WHICH HAS REMOVED THAT PARKING.

UM, LOOKING AT THE ANALYSIS THAT WAS COMPLETED, THE TRAFFIC IMPACT ANALYSIS, THE SCHOOL ONLY ANTICIPATES TO OCCUPY ABOUT 70 SPACES PER SCHOOL DAY, AND THAT INCLUDES FACULTY AS WELL AS THOSE STUDENTS THAT ARE OF DRIVING AGE AT THE SCHOOL.

'CAUSE THE SCHOOL DOES PROVIDE, UM, SCHOOLING OR PROGRAMMING FOR, UM, PRESCHOOL THROUGH 12TH GRADE.

SO THERE IS A VERY SMALL PERCENTAGE OF THE SCHOOL THAT ACTUALLY HAS STUDENTS THAT

ARE DRIVING AGE.

UM, ONCE AGAIN, A COUPLE OF THE ADDITIONAL TREES WE'RE BE ABLE TO PRESERVE, UH, EAST OF THE NEW DROP OFF LANE.

THAT IS, THAT IS PROPOSED, UH, ULTIMATELY, UM, REDUCING THE TOTAL AMOUNT OF CALIPER INCHES TO BE REMOVED.

UM, AND THEN THEREFORE DECREASING THE AMOUNT OF TREE MITIGATION FUND DOLLARS BEING REQUIRED.

UM, THERE'S NO PROPOSED, UH, LIKE MODIFICATIONS TO THE FACADE PLANS, UH, THOSE WILL REMAIN CONSISTENT.

UM, A LOT OF THIS IS JUST CLARIFICATION OF WHAT WAS PREVIOUSLY APPROVED.

UM, NOT A LOT OF CHANGES.

UH, ONE ADDITIONAL CHANGE IS THERE WILL BE A SLIGHT REDUCTION IN VEHICLE STACKING.

SO WITH THE REDU REDUCTION OF THE DROP OFF LANE, UM, THERE WILL BE, IT'S ESSENTIALLY THE EQUIVALENT OF ONE CAR REDUCTION.

UM, SO IT WAS AT 39 VEHICLE STACKING PROVIDED ON SITE AND IT'S REDUCED TO 38.

HOWEVER, THIS IS STILL WELL WITHIN WHAT IS ANTICIPATED.

I BELIEVE THE SURPLUS WAS, UM, LIKE THE MINIMUM SURPLUS WAS LIKE 14 VEHICLES.

SO THERE'S STILL A SUFFICIENT SURPLUS OF, OF VEHICLE STACKING ON SITE.

UM, STAFF HASN'T RECEIVED ANY RESPONSES TO, TO THIS REQUEST.

UM, A COUPLE OF THINGS I WANTED TO MENTION ABOUT THE RECOMMENDATION IS, UM, WE'VE, I'VE BEEN HAVING MANY CONVERSATIONS WITH THE SCHOOL AT WESTWOOD AND THEY HAVE CHANGED THE INTENT OF THEIR PERIMETER PLAYGROUND SCREENING AND UH, THIS WAS CARRIED FORWARD FROM THE PREVIOUS DISCUSSION ABOUT HAVING A, UM, AN IRON FENCE.

HOWEVER, BASED UPON THEIR, WHAT THEY FEEL IS BEST PRACTICES, THEY FEEL IT'S MORE APPROPRIATE TO HAVE A SOLID FENCE INSTEAD OF AN IRON FENCE.

UH, SO THEY'RE PROPOSING A DIFFERENT MATERIAL THAN IRON.

UM, THEY HAVEN'T SETTLED ON A SPECIFIC MATERIAL , BUT THEY HAVE, UM, EXPLORED LIKE A STONE CONCRETE WOOD OR AN ALUMINUM FENCE.

SO, UM, I AT THIS POINT, UM, STAFF'S ASKING FOR CONSIDERATION TO, UM, MODIFY THE SECOND CONDITION, UH, TO EXPAND THE MATERIAL OPTIONS SO THAT THEY CAN HAVE A SOLID FENCE.

UH, THEY FEEL IT PROVIDES ADDITIONAL SCREENING FOR THE PLAYGROUND SPECIFICALLY, UM, AND NOT THE ENTIRE PERIMETER OF THE SITE.

ALRIGHT, THAT'S ALL.
