UM, THIS REQUEST IS A SPECIAL USE PERMIT, UM, FOR A SUITE LOCATED WITHIN AN EXISTING SHOPPING CENTER.
THE, UM, TOWN HALL SQUARE SHOPPING CENTER, WHICH IS ON THE SOUTH SIDE OF UM, BELTLINE ROAD.
UH, THIS REQUEST IS FOR A NEW RESTAURANT, UH, AS WELL AS THE ABILITY TO SERVE ALCOHOL FOR ON-PREMISE CONSUMPTION.
UH, SO THIS PARTICULAR SITE, UH, WAS APPROVED FOR THE EXISTING PLAN DEVELOPMENT IN THE, UH, 1979, WHICH IS STILL ZONED UNDER THAT PLAN DEVELOPMENT ORDINANCE NUMBER 4 96.
UM, THEN THE SHOPPING CENTER WAS LATER CONSTRUCTED THE FOLLOWING YEAR AND HAS GENERALLY REMAINED, UM, SINCE THAT TIME WITH SOME MINOR IMPROVEMENTS THROUGHOUT.
UM, AND THIS REQUEST WOULD ADD ANOTHER RESTAURANT ON SITE IF APPROVED.
SO THE REQUEST THIS EVENING IS TO UTILIZE AN EXISTING 2,600 SQUARE FOOT SUITE PLUS AN ADDITION OF A APPROXIMATELY 750 SQUARE FOOT PATIO, UM, AT THE FRONT OF THE SUITE.
THAT WOULD OCCUPY, UM, I BELIEVE FOUR, FOUR TO FIVE PARKING SPACES, UH, AND TO UTILIZE THOSE AS THE NEW PATIO.
UM, AS I MENTIONED, THIS WOULD ALSO, UH, HAVE SALE THE SALE OF ALCOHOL FOR ON-PREMISE CONSUMPTION.
UM, SEATING FOR APPROXIMATELY 89 INDIVIDUALS, BOTH INTERIOR AND EXTERIOR ON THE PATIO.
AND THE HOURS OF OPERATION ARE PROPOSED TO BE SEVEN DAYS A WEEK, 5:00 PM TO 11:00 PM FOR THE PARKING.
UM, AS I MENTIONED, THERE WOULD BE THE REMOVAL OF FIVE PARKING SPACES IN ORDER TO ACCOMMODATE THE NEW PATIO.
HOWEVER, THE SITE CURRENTLY EXCEEDS THE PARKING REQUIREMENT, UM, FAIRLY SUBSTANTIALLY BY 58 PARKING SPACES, UM, EVEN WITH THE REMOVAL OF THE FIVE SPACES.
SO STAFF FEELS VERY CONFIDENT THAT THE SITE WILL BE ABLE TO MAINTAIN THE PARKING DEMAND, UH, WITH THE CURRENT MIXTURE OF USES, BOTH, UM, HAVING DIFFERENT PEAK TIMES, UM, AND THE EXCESS PARKING THAT CURRENTLY EXIST FOR THE OPEN SPACE AND LANDSCAPING.
THERE ARE VERY MINOR MODIFICATIONS AS MOST OF THE AREA BEING MODIFIED IS CURRENTLY PARKING, WHICH IS A JUST PAVED CONCRETE SURFACE.
UM, WITH THE NEW PATIO, THEY ARE PROPOSING A, UM, KIND OF SURROUNDING BARRIER THAT WILL HAVE SOME PLANTING WITHIN IT ALONG THE PERIMETER, WHICH WILL ALSO ACT AS SCREENING AND IMPROVE THE AESTHETIC.
UM, AND THEY WILL MODIFY AN EXISTING LANDSCAPE ISLAND, WHICH CURRENTLY HOUSES A FIRE HYDRANT THAT WILL HAVE TO BE RELOCATED, WHICH HAS BEEN, UH, APPROVED BY OUR PUBLIC WORKS AND FIRE DEPARTMENT AND TO MAKE ROOM FOR THE PATIO AS WELL.
THE EXTERIOR APPEARANCE OF THE SUITE WILL CHANGE QUITE DRASTICALLY COMPARED TO WHAT IS CURRENTLY THERE.
UM, BOTH THE FACADE OF THE EXISTING BUILDING AND WITH THE ADDITION OF THE NEW PATIO STRUCTURE.
THE PRIMARY MATERIALS, UH, WILL INCLUDE, UM, NEW WINDOW GLAZING, WOOD, PLASTER AND STUCCO ELEMENTS.
STAFF NOTIFIED ALL PROPERTY OWNERS WITHIN 200 FEET OF THE SITE, UH, THAT INCLUDED NINE RECIPIENTS AND WE DID NOT HAVE ANY RESPONSES TO THAT NOTICE.
AND THE PLANNING AND ZONING COMMISSION UNANIMOUSLY, UH, APPROVED THIS ITEM AT THE LAST MEETING.
STAFF DOES RECOMMEND APPROVAL OF THIS REQUEST.
UH, IT'LL CONTINUE TO ACTIVATE THE SITE AS WELL AS PROVIDE ADDED REINVESTMENT WITH THE PATIO AS WELL.

THEY HAVE AN EXISTING LOCATION IN FORT WORTH, WHICH OPENED IN 2013, AND THIS WOULD BE THEIR SECOND LOCATION.
UH, THEY DO PROVIDE, UM, A VARIETY OF AMERICAN FAVORITES LIKE BURGERS, FLATBREADS, AND WINGS, AS WELL AS PROVIDING A BAR WITH A VARIETY OF COCKTAILS, BEER AND WINE.
SO, UM, THEY WERE ALSO PROPOSING A BUILDING ADDITION WITH THIS REQUEST.
SO THEY WOULD REMOVE EXISTING PARKING THAT'S LOCATED IN FRONT OF THE SUITE AND REPLACE IT WITH A NEW STRUCTURE AS WELL AS A SIDEWALK AND SOME OTHER, UM, PEDESTRIAN IMPROVEMENTS AS WELL.

I THINK WITH THE, UM, JUST AT A HIGH LEVEL, TALKING ABOUT THE CENTER, THE MIXTURE OF USES THAT THE OWNERSHIP IS TRYING TO PURSUE, ADDING OFFICE AS WELL AS SOME OTHER RETAIL COMPONENTS TO FURTHER DIVERSIFY THE CENTER TO LESSEN THE PARKING DEMAND.
UM, I WILL SAY THAT IT IS, UH, ONE OF OUR MOST SUCCESSFUL COMMERCIAL CENTERS IN ADDISON.
UM, AND SO IT'S CHALLENGING TO, UM, LOOK AT, UM, HIGH PARKING DEMAND AS A, A PROBLEM FROM AN ECONOMIC STANDPOINT.
SO WE'RE EXCITED THE SHOPPING CENTER IS DOING SO WELL.

UM, SO NOUVEAU UH, THIS CONCEPT, WHICH IS A FULL SERVICE RESTAURANT PROVIDING A BRUNCH, LUNCH, AND DINNER, UM, IS PROPOSED TO BE LOCATED IN A APPROXIMATELY 4,000 SQUARE FOOT SUITE, UM, PREVIOUSLY OCCUPIED BY DREAM CAFE, A RESTAURANT.
UM, THERE IS ALSO A 600 SQUARE FOOT PATIO SPACE THAT IS EXISTING TODAY THAT'S, UM, ACCESSIBLE AT THE ENTRANCE OF THEIR SUITE ON THE SOUTH SIDE.
UM, THERE IS PROPOSED TO PROVIDE SEATING ON THE INTERIOR FOR 77, UM, PATRONS, AND THEY DO PROPOSE TO, UM, PROVIDE ALCOHOL FOR ON-PREMISE CONSUMPTION.
UH, THE PROPOSED HOURS OF OPERATION ARE 11:00 AM TO MIDNIGHT, SEVEN DAYS A WEEK.

SO WE DO HAVE PRECEDENTS ELSEWHERE IN ADDISON THAT ARE MORE PEDESTRIAN ORIENTED URBAN ENVIRONMENTS WHERE WE WOULD ALLOW A SIGN SUCH AS WHAT IS PROPOSED.
THE ONE THING THAT IS UNIQUE IS THAT WHEN LOOKING AT THOSE SPECIAL DISTRICTS WHERE WE DO ALLOW BLADE SIGNS, THERE IS A, UM, REQUIREMENT THAT THE MAXIMUM PROJECTION OF THOSE SIGNS IS ONLY FIVE FEET FROM THE BUILDING.
SO WHEN LOOKING AT THE PROPOSAL, UM, IT WAS PROPOSED AT FIVE FEET, TWO INCHES.
SO STAFF DID SPEAK WITH THE, THE PROPERTY OWNER TO SEE IF THAT WOULD BE FEASIBLE.
UM, I BELIEVE WE DID COME TO, UM, A CONSENSUS OR AN AGREEMENT THAT THE SIGN SUPPORTS COULD BE REDUCED.
UM, 'CAUSE THE SIGN IS CURRENTLY CONSTRUCTED THAT THE SIGN, UM, DISTANCE COULD BE REDUCED FOR THE SUPPORT STRUCTURES BY TWO INCHES TO MEET THAT REQUIREMENT OF FIVE FEET PER PROJECTION AND BE WITHIN, UM, WHAT WOULD BE CONSISTENT WITHIN THE VILLAGE ON THE PARKWAY STANDARDS.

SO IT, IT MAY GO UP TO A, A LARGER AMOUNT.
THE AVERAGE LOAN'S BEEN ABOUT $1 MILLION.

UH, SO USES WOULD INCLUDE FOR THESE APPROVED PROJECTS WOULD BE CONSTRUCTION, RECONSTRUCTION, UH, ANY RIGHT OF WAY OR LAND THAT NEEDS TO BE ACQUIRED, RELOCATING OR REPLACING UTILITIES, UH, CONTINGENCY FUNDS, AND THEN ANY, UH, FINANCIAL OR LEGAL FEES THAT GO ALONG WITH, UH, ACQUIRING THE LOAN.
UH, SO IT'S REALLY A LOW COST BORROWING PROGRAM.
SO THERE'S NO APPLICATION, UH, COSTS, NO CLOSING COSTS, NO LOAN HANDLING.
UH, THEY DO OFFER, UH, WHAT'S BEFORE YOU THIS EVENING IS A DIRECT LOAN AGREEMENT.

SO THEY LOOK AT WHAT THE AVERAGE AAA, UH, RATING, UH, INTEREST RATE IS FOR THAT WEEK, AND THEY TAKE AN AVERAGE OF ALL THOSE, AND THEN THEY BASE IT BASED ON WHAT YOUR CREDIT RATING IS.
SO THE TOWN BEING AAA, WE WOULD GET THAT, THAT RATE AND THEN BASED ON THE TERM OF THE LOAN THAT WE WOULD LIKE TO, TO, UH, ACQUIRE, AND THEN THE WAY THAT THEY, THEY CALCULATE THAT FINAL RATE, AGAIN, THEY LOOK AT THAT AAA RATE BASED ON THAT TERM.

WE BROUGHT A RES OR WE BROUGHT A, UH, ITEM BEFORE THE COUNCIL ON, UM, FEBRUARY 13TH OF THIS YEAR, UH, TO DISCUSS THIS IN A WORK SESSION SETTING.
UM, AND THEN BROUGHT, UH, A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR THE LOAN AT THE NEXT MEETING ON FEBRUARY 27TH.
UH, WE, UH, WORKED WITH TEXDOT ON THE APPLICATION OVER ABOUT THE NEXT MONTH OR SO AND GOT THAT SUBMITTED IN APRIL.
UM, OVER THAT NEXT FEW MONTHS, TXDOT WAS REVIEWING, UH, THAT APPLICATION.
UH, WE WERE SUBMITTING TO THEM SOME ADDITIONAL INFORMATION THEY HAD, UH, REQUESTED ON THE PROJECTS, UH, IN LATE AUGUST.
IT WENT FORWARD, UH, TO THEIR TRANSPORTATION COMMITTEE FOR APPROVAL.
UM, AND THEN ONCE WE GOT APPROVAL, WE'VE BEEN WORKING WITH TEXDOT ON THE LOAN AGREEMENT AND THE AMORTIZATION SCHEDULE ON THE LOAN.
AND THEN WE'RE HERE THIS EVENING WITH THE LOAN AGREEMENT, UH, FOR FINAL APPROVAL, UH, BY THE CITY COUNCIL.
SO THE PROJECTS THAT WE INCLUDE IN THE LOAN APPLICATION WERE ALL PROJECTS THAT WERE, WERE, UH, AUTHORIZED BY VOTERS, UH, BACK IN THE 2019 BOND PROGRAM.
UH, SO WE HAVE QUORUM DRIVE, WE HAVE $22.6 MILLION, UH, FOR THAT PROJECT.

WE'RE ABOUT $300,000 A YEAR, OVER 20 YEARS.
SO PRETTY SIGNIFICANT SAVINGS.
UH, AND WE'LL STILL HAVE THE ABILITY TO REFINANCE THIS LOAN.

THESE WERE PROJECTS THAT WERE VOTER APPROVED IN 2019, AND ALSO PROJECTS THAT HAVE BEEN IN OUR CAPITAL IMPROVEMENT PLAN, UH, REALLY SINCE 2019, WE'VE HAD THOSE PROJECTS, UH, IDENTIFIED IN OUR BUDGETS.
$6 MILLION SAVINGS IS FANTASTIC.
SO IS THAT BUILT INTO THE MODELS THAT WE'VE SEEN MAYBE IN, IN THE LAST BUDGET, UH, PROCESS AND 'CAUSE WE MODELED SOME OF OUR FUNDS AND, UH, THE FUTURE AND TAXATION AND SUCH.

SO IF WE DID DRAW DOWN AND WE NEEDED TO NOT TAKE ALL THE FUNDS, WE CAN JUST BASICALLY REPAY THEM, PAY THE LOAN DOWN WITH THE PROCEEDS.
