WE HAVE A QUORUM OF SIX OF THE SEVEN MEMBERS PRESENT AND NO ONE VIRTUALLY OR DO IS DENISE? WE HAVE, YEAH, DENISE IS ON.
ALL RIGHT, THEN WE HAVE SEVEN AS WE DO AT THE BEGINNING OF EACH MEETING.

COMMISSION FULFILLS AN ADVISORY ROLE FOR THE TOWN BY EVALUATING, PLANNING, ZONING AND SUBDIVISION PROPOSALS AND MAKING RECOMMENDATIONS TO THE CITY COUNCIL ON LAND USE AND DEVELOPMENT POLICY.
THE PURPOSE OF THE COMMISSION IS TO PROVIDE GUIDANCE ON RESPONSIBLE LAND USE AND DEVELOPMENT THROUGH THE ADHERENCE OF TO THE GOALS AND PRINCIPLES OF PLANNING, POLICY AND ADMINISTRATION OF THE ZONING AND SUBDIVISION REGULATIONS, WHICH AIMS TO PROMOTE THE SAFETY AND WELLBEING OF OUR RESIDENTS WORKFORCE AND VISITORS.
IF ANYONE WISHES TO SPEAK DURING THE MEETING, PLEASE COMPLETE A SPEAKER CARD AND RETURN TO STAFF.

IT IS CURRENTLY ZONED PLAN DEVELOPMENT THROUGH ORDINANCE 4 96 TO ALLOW A RESTAURANT WITH A SALE OF ALCOHOLIC BEVERAGES FOR ON-PREMISES CONSUMPTION CASE 1920 SEP 53 12 BELTLINE ROAD, HACHI RESTAURANT.

UM, THE SUBJECT PROPERTY IS TOWN HALL SQUARE SHOPPING CENTER, UM, ON THE SOUTH SIDE OF BELTLINE IN EAST ADDISON.
UM, SO THIS PARTICULAR CENTER WAS, UH, IN AND STILL IS ZONED TODAY UNDER A PLAN DEVELOPMENT THAT WAS APPROVED IN 1979 FOR THE CENTER AND ALLOWED FOR THE CONSTRUCTION OF THE CENTER, WHICH WAS EVENTUALLY CONSTRUCTED, UM, IN 1980.
UM, THE REQUEST THIS EVENING WOULD ALLOW A NEW RESTAURANT IN ONE OF THE EXISTING SUITES, UM, AT THIS CENTER.
SO THE PROPOSED RESTAURANT IS A SU SUSHI RESTAURANT.
UM, THEY WOULD OCCUPY AN EXISTING 2,600 SQUARE FOOT SUITE AS WELL AS CONSTRUCT A NEW, UM, 745 SQUARE FOOT PATIO SPACE, WHICH WOULD OCCUPY WHAT IS EXISTING TODAY AS, UH, FOUR, EXCUSE ME, FIVE EXISTING PARKING SPACES, UM, WHICH WOULD, UM, KIND OF BLEED OUT INTO THE FRONT AND NEAR THE ENTRANCE OF THE, OF THE RESTAURANT.
THEY'RE PROPOSING TO PROVIDE 89 UM, SEATS FOR PATRONS ON SITE AND SELL ALCOHOL FOR ON-PREMISE CONSUMPTION AS WELL.
THE PROPOSED HOURS OF OPERATION ARE 5:00 PM TO 11:00 PM SEVEN DAYS A WEEK.
UM, FOR PARKING ON THIS SITE, OBVIOUSLY THEY'RE PROPOSING TO REMOVE FIVE

PARKING SPACES TO ALLOW THE CONSTRUCTION OF THE NEW OUTDOOR PATIO.UM, THIS CAN BE ACCOMMODATED ON SITE AS THE SITE CURRENTLY EXCEEDS THE REQUIRED PARKING, UM, BY APPROXIMATELY 62 SPACES, 63 SPACES.
UM, EVEN WITH THE REMOVAL OF THESE FIVE AS PROPOSED, THEY WOULD STILL EXCEED THE REQUIRED PARKING BY 58.
UM, THIS CENTER INCLUDE IS BISECTED BY AN EXISTING DRIVE AISLE THAT PROVIDES ACCESS TO THE ADDISON TOWN HALL.
HOWEVER, IT IS, UH, ALL ONE LOT UNDER COMMON OWNERSHIP UNDER THE SAME PLAN DEVELOPMENT AS WELL FOR THE OPEN SPACE AND LANDSCAPING ON SITE.
UH, THERE IS PROPOSED, UH, REMOVAL OF AN EXISTING LANDSCAPE ISLAND, UM, THAT JUST HAS SAWED AS WELL AS A EXISTING FIRE HYDRANT IN IT.
THERE ARE NO TREES THERE TODAY.
UM, THEY'RE PROPOSING TO, UH, REMOVE THAT ISLAND TO ALLOW FOR THE NEW PATIO TO BE CONSTRUCTED.
UM, STAFF DID EVALUATE AND IT'S, UM, REALLY A NET GAIN OR LOSS, A NET LOSS BECAUSE, UM, THE, IT'S A SMALL LANDSCAPE ISLAND AND THEY'RE PROPOSING TO ADD A NEW LANDSCAPING SURROUNDING THE NEW PATIO, INCLUDING, UM, SOME BAMBOO AS WELL AS SOME OTHER, UM, GRASSES, WHICH WILL ENHANCE THE AREA AESTHETICALLY AS WELL AS PROVIDE SCREENING FOR THE PATIO, UM, FROM THE PARKING LOT.
UM, THE FACADE WILL, UM, DOES PROPOSE TO BE ENHANCED WITH THIS APPLICATION AS WELL.
UM, THEY ARE PROPOSING TO ADD A KIND OF A LARGE, UH, WINDOW AT THE FRONT, UM, AS WELL AS ENHANCE SOME OF THE MATERIALS USED, INCLUDING SOME WOOD, UM, STUCCO AND LIKE I SAID, SOME MORE GLAZING AS WELL.
UM, THE NEW PATIO ON FRONT, WE'LL ALSO HAVE A STRUCTURE, A COVERED STRUCTURE ON IT, WHICH WILL SIGNIFICANTLY CHANGE THE APPEARANCE OF THE FRONT FACADE.
THAT STRUCTURE WILL BE, UM, ATTACHED TO THE EXISTING OVERHANG, WHICH OVERHANGS AN EXISTING PEDESTRIAN WALKWAY.
UM, THE STAFF DID NOTIFY ALL PROPERTY OWNERS WITHIN 200 FEET OF THE SITE, UH, INCLUDING NINE RECIPIENTS, AND WE HAVE NOT RECEIVED ANY RESPONSES, UM, TO THIS REQUEST.
UH, STAFF DOES RECOMMEND APPROVAL OF THE REQUEST, HOWEVER, WE, UM, ARE PROPOSING ONE ADDITIONAL CONDITION AND THAT IS THAT, UH, NO AMPLIFIED NOISE, UM, IS USED ON THE PATIO.
UM, THAT CAN BE AUDIBLE FROM THE PROPERTY LINE BEYOND 10:00 PM TO ENSURE THAT WE ARE NOT HAVING ANY SORT OF DISTURBANCES TO ADJACENT RESIDENTIAL SINGLE FAMILY RESIDENTIAL PROPERTIES.

UM, THE APPLICANT IS PROPOSING TO, UM, TAKE THIS AREA WHICH INCLUDES APPROXIMATELY 3,700 SQUARE FEET OF EXISTING SUITE AREA AS WELL AS THE PROPOSED BUILDING ADDITION, WHICH WILL BE ABOUT 1500 SQUARE FEET, UH, TO USE AS A NEW RESTAURANT.
THE NEW RESTAURANT WOULD ACCOMP ENCOMPASS ABOUT FOUR, FOUR, EXCUSE ME, ABOUT 5,200 SQUARE FEET, UM, AND WOULD BE ENTIRELY INTERIOR AREA.
THEY'RE NOT PROPOSING AN EXTERIOR PATIO.
HOWEVER, WITH THE NEW DESIGN, THEY ARE PROPOSING ACCORDION WINDOWS, WHICH WILL, UM, PROVIDE A NICE INDOOR OUTDOOR DINING EXPERIENCE WHEN WEATHER PERMITS.
UM, THEY ARE PROPOSING TO PROVIDE SEATING FOR 186, UH, PATRONS ON SITE AS WELL AS THE SALE OF ALCOHOL.
AS I'VE MENTIONED PREVIOUSLY, UM, THIS PARTICULAR CONCEPT, UM, HAS A LOCATION IN FORT WORTH AND IT'S, UM, REALLY INTENDED TO BE A, UM, UH, A RESTAURANT, UH, IT'S EXPERIENCE WITH A ENTERTAINMENT FLARE.
SO THEY DO HAVE, UM, SOME ENTERTAINMENT COMPONENTS INCLUDING A, UM, MECHANICAL BOWL SHOWN HERE IN THE, THE BOTTOM LEFT CORNER OF THE FLOOR PLAN AS WELL AS SOME ARCADE GAMES.

UM, I WILL SAY THAT AS I MENTIONED BEFORE, BLOCK NINE HUNDRED'S CURRENTLY UNDER CONSTRUCTION, WHICH HAS CAUSED SOME PARKING CONSTRAINTS OVERALL ON THE SITE AS THEY'RE CURRENTLY CONSTRUCTING SOME AS WELL AS OCCUPYING, UM, OTHER EXISTING PARKING TO REMAIN FOR THAT CONSTRUCTION.
UM, HOWEVER, ONCE THAT IS COMPLETED, WHICH WE HOPE TO UM, BE DONE LATER THIS YEAR, UH, THEY WILL HAVE UH, 200, EXCUSE ME, 2,260 SPACES ON SITE, UH, WITH THE REMOVAL OF FOUR AS WELL AS THE ADDED PARKING DEMAND FOR THE ADDITIONAL 1500 SQUARE FEET.
UM, THE TOTAL APPROVED PARKING IF THIS REQUEST WAS APPROVED, WOULD BE 2,256 PARKING SPACES STILL EXCEEDING THE REQUIREMENT BY UM, OVER A HUNDRED PARKING SPACES FOR THE OPEN SPACE AND LANDSCAPING.
UM, THERE IS A VERY MINOR MODIFICATION.
THERE'S A SMALL, UM, LANDSCAPE BED IN FRONT OF THE SUITE THAT HOUSES SOME EXISTING SHRUBS.
UM, THESE SHRUBS WILL, THIS LANDSCAPE BED WILL BE RELOCATED TO THE SOUTH SIDE OF THE BUILDING.
ADDITION, UM, AS SHOWN ON THE FLOOR PLAN, THERE'LL BE NEW, UM, SHRUBS ADDED IN THAT AREA.
UM, IT ON THE FRONT FACADE THERE WILL ALSO BE A COVERED PEDESTRIAN WALKWAY AND THEY'RE USING UM, UH, FAUX PLANTS TO ENHANCE THAT, THAT AESTHETIC AS WELL ENHANCE THE APPEARANCE OF THAT.

UM, THEY'RE USING A COMBINATION OF, OF, UM, NEW BUILDING MATERIALS INCLUDING, UM, BRICK, WHAT YOU SEE IN BLACK ON THE FACADE, UM, AND WOOD AS WELL AS SOME STUCCO ACCENTS.
