A COUPLE, UM, UPDATES ON, UM, RECENT PNZ CASES.
SO THE GREENHILL, UM, SCHOOL SPECIAL USE PERMIT FOR THE ATHLETIC PERFORMANCE CENTER THAT, UH, WAS APPROVED AT THE LAST PNZ MEETING AND IT WAS, UM, SCHEDULED FOR COUNCIL.
IT ULTIMATELY GOT, UM, POSTPONED UNTIL THE SEPTEMBER 24TH MEETING, WHICH IS NEXT A WEEK FROM TODAY, UM, TO RESOLVE SOME OF THE OUTSTANDING ISSUES WITH SOME OF THE TREE SCREENING ALONG THE NORTH PROPERTY LINE.
THERE WAS A NEIGHBORHOOD MEETING AND THERE WAS A, A RESOLUTION FROM THAT NEIGHBORHOOD MEETING.
NOW WE'RE JUST FINALIZING THE PLAN SO THAT WE CAN GET THOSE INSERTED INTO THE SUP.
SO MOVING FORWARD AND, UM, ANTICIPATE A RESOLUTION AT THE NEXT WEEK'S COUNCIL MEETING.
AND THEN JUST A COUPLE OF UPDATES 'CAUSE I HAVEN'T SHARED ANY IN A WHILE WITH THE UNIFIED DEVELOPMENT CODE REWRITE.
UM, WE'RE CURRENTLY DOING A FULL REVIEW OF THE ENTIRE CONSOLIDATED DRAFT RIGHT NOW ON THE STAFF LEVEL.
AND THEN, UM, WE'LL SEND THAT TO THE CONSULTANT AND GET BACK KIND OF A, A FIRST FINAL DRAFT AND WE'LL HAVE AN OPPORTUNITY FOR REVIEW.
SO WE'LL KEEP YOU UPDATED ON THAT.
WE'LL GIVE YOU A HEADS UP ON THAT.
AND THEN ALSO WITH THE COMPREHENSIVE PLAN, ADVANCE ADDISON 2050.
RIGHT NOW THE CONSULTANT IS, UM, WRITING THE FIRST DRAFT OF THE ENTIRE PLAN.
WE ANTICIPATE GETTING THAT BACK MID-OCTOBER, UM, AND WOULD HOPEFULLY HAVE IT RELEASED FOR, UM, YOU ALL TO REVIEW SOMETIME IN NOVEMBER.
SO WE'LL KEEP YOU UPDATED ON THAT AS WELL.

SO THEY'RE FINALLY READY FOR IT TO BE, EXCUSE ME, APPROVED, UM, AFTER P AND Z APPROVED THE SUP AND THEY DON'T ANTICIPATE ANY ADDITIONAL CHANGES.
SO THEY'D LIKE TO MOVE FORWARD WITH THE REPL AT THIS TIME.
UM, NO ADDITIONAL CHANGES FROM WHAT HAS BEEN SHOWN PREVIOUS MEETINGS.
SO THEY'RE JUST MODIFYING SOME OF THE UTILITY DRAINAGE AND FIRE LANE EASEMENTS TO ACCOMMODATE THE, UM, ATHLETIC CENTER.
AND THE NEXT ITEM IS A SPECIAL USE PERMIT REQUEST FOR, UM, HACHI RESTAURANT.
SO HACHI IS A NEW, UM, SUSHI, SUSHI RESTAURANT THAT'S GOING IN AT TOWN HALL CENTER.
I'M GONNA PULL UP, UH, THE SITE PLAN REALLY QUICK.
SO, UM, IT'S AT THE, THE TOWN HALL CENTER SHOPPING CENTER, UH, OFF BELTLINE.
AND, UM, THIS PARTICULAR SUITE HAS, TO MY KNOWLEDGE, NEVER BEEN A RESTAURANT PREVIOUSLY.
AND SO THEY'RE PROPOSING TO ADD A NEW RESTAURANT WITH THE SALE OF ALCOHOL AS WELL.
UM, SO THEY ARE PROPOSING A PRETTY EXTENSIVE, UM, REMODEL THAT WILL CHANGE THAT AREA OF THE CENTER.
AND THE, THE, UM, AESTHETIC FROM THE EXTERIOR.
SO YOU CAN SEE THE EXISTING CENTER WAS BUILT IN AROUND 1980.
SO IT HAS, UM, KIND OF A STUCCO FINISH WITH A WALKWAY AND THEY'RE EXTENDING A PATIO OUT INTO THE PARKING AREA, TAKING, UM, FIVE PARKING SPACES TO DO THAT.
AND SO HERE'S ANOTHER, UM, IMAGE.
SO THEY'RE NOT NECESSARILY COMBINING A SUITE, THEY'RE USING AN EXISTING SUITE, BUT THEY ARE, UM, ADDING A PATIO SPACE, UM, INTO THE PARKING LOT AREA.
THEY ARE STAYING OUTSIDE OF THE FIRE LANE.
UM, AND THEY ARE JUST, UM, FOR YOUR KNOWLEDGE HAVING TO MAKE SOME INFRASTRUCTURE MODIFICATIONS.
UM, 'CAUSE WE CAN'T HAVE, UM, PERMANENT IMPROVEMENTS OVER WATER MAINS, BUT WE'RE HANDLING THAT ON THE CIVIL SIDE.
SO WE'VE ALREADY RESOLVED THOSE ISSUES.
UM, SO REGARDING THE PARKING, AS I MENTIONED, THEY ARE REMOVING FIVE SPACES, BUT THE CENTER IS, UM, VERY MUCH OVER PARKED.
THEY, EVEN WITH THESE PROPOSED MODIFICATIONS, THEY WILL EXCEED THE PARKING BY 58 SPACES.
SO, UM, THIS, THE CENTER IS ACTUALLY BISECTED

BY A DRIVE, WHICH TAKES YOU TO THE TOWN, ADDISON TOWN HALL.UM, BUT IT'S ALL COMMON OWNERSHIP AND ALL UNDER THE SAME PLAN DEVELOPMENT THAT WAS APPROVED IN 1979.
SO, UM, AND THEN JUST THERE'S VERY MINOR LANDSCAPING CHANGES.
UM, AND THE CHANGES DON'T, AREN'T REALLY A NET GAIN OR LOSS.
UM, THEY ARE JUST, UH, REMO MODIFYING ONE OF THE EXISTING LANDSCAPE ISLANDS TO MAKE ROOM FOR THE PATIO.
AND THEN THE NEW LANDSCAPING WILL BE ADDED AROUND THE PERIMETER OF THE PATIO SPACE.
UM, AND THERE WASN'T, WASN'T ANY, UH, FEEDBACK IN FAVOR OR OPPOSITION OF THIS.

I FORGOT THERE WAS A CONDITION, UM, ON THE HOT SHEET RESTAURANT.
SO THE ONE THING, UM, I'LL NOTE, UH, THERE ARE LIGHTS PROPOSED ON THE PATIO.
I ANTICIPATE THEY WILL LIKELY HAVE SOME SORT OF SPEAKERS TO CREATE SOME AMBIANCE FOR THE OUTDOOR PATIO SPACE.
SO, UM, STAFF'S RECOMMENDING ADDING THIS CONDITION JUST BECAUSE THERE ARE SOME SINGLE FAMILY RESIDENTIAL PROPERTIES IN THE VICINITY AND WE DON'T WANT NOISE TO CARRY.
UM, I AM, I SUSPECT THEY WILL BE GOOD NEIGHBORS, BUT WE JUST WANNA HAVE SOME ADDITIONAL STANDARDS IN PLACE IN CASE, UM, WE HAVE TO ENFORCE IN THE FUTURE.
ALRIGHT, SO NOW MOVING ON TO THE TOASTED YOLK AMENDMENT.
UM, THIS REQUEST IS SIMPLY TO ADD A COVERED STRUCTURE OVER THE EXISTING PATIO.
UH, SO TOASTED YOLK WAS APPROVED FOR A SPECIAL USE PERMIT IN SEPTEMBER OF 2022.
UM, WITH THAT THEY WERE APPROVED TO ADD A PATIO AND THEY TOOK ABOUT THREE PARKING SPACES TO DO SO.
AND WHAT THEY EVENTUALLY DID WAS, UM, YOU CAN SEE THE RENDERING IN THE TOP, UH, RIGHT HAND CORNER.
THEY JUST PROPOSED TABLES WITH PA UH, TABLE UMBRELLAS.
UM, THE APPLICANT IS WANTING TO, UM, PUT A PERMANENT STRUCTURE TO AVOID HAVING TO TAKE THE, THE UMBRELLAS UP AND DOWN EVERY DAY.
AND IT ALSO, UH, PROVIDES JUST A, A BETTER, UM, SHADE, A BETTER EXPERIENCE, UM, WITH THE PATIO COVER, THEY WILL INSTALL SOME CEILING FANS AS WELL.
IT MAKES IT A LITTLE BIT MORE COMFORTABLE FOR, UM, A LONGER DURATION DURING THE YEAR.
THIS PATIO IS NOT ANTICIPATED OR THE APPLICANT IS NOT, UM, REQUESTING TO HAVE ANY SORT OF LIGHTS OR NO SOUND, AMPLIFIED SOUND WITH THIS PATIO.
UM, THEY CURRENTLY DO NOT, UH, THE HOURS OF OPERATION FOR TOASTED OAK ARE IS, IT IS A BRUNCH RESTAURANT.
UH, SO I BELIEVE THEY CLOSE, IT'S EITHER AT TWO OR 3:00 PM UM, SO I DON'T ANTICIPATE THERE BEING ANY CONCERNS WITH, WITH NOISE OR, OR BRIGHT LIGHTS.
AND THERE ALSO IS NOT ANY IMMEDIATE RESIDENTIAL ADJACENCIES THAT I HAVE CONCERNS ABOUT.
UM, THERE'S NO OTHER PROPOSED MODIFICATIONS OTHER THAN SIMPLY ADDING THE EX THE PROPOSED STRUCTURE, WHICH WILL BE CONSTRUCTED OF, OF A WOOD FRAME WITH METAL DECKING ON THE TOP.

BUT, UM, THIS REQUEST WOULD, UH, OCCUPY THAT SPACE FOR A NEW RESTAURANT WITH THE SALE OF ALCOHOL FOR ON-PREMISE CONSUMPTION.

SO, UM, THEY'RE PROPOSING TO TAKE THE EXISTING SUITE, WHICH IS ABOUT, UM, 3,700 SQUARE FEET.
AND THEN THEY'RE ALSO PROPOSING ABOUT A 1500 SQUARE FOOT BUILDING ADDITION.
THEY WOULD TAKE, UM, I BELIEVE IT'S FOUR EXISTING PARKING SPACES.
UH, YES, IT'S FOUR EXISTING PARKING SPACES THAT ARE IN FRONT OF THE SUITE, UM, AS WELL AS SOME OF THE KIND OF, UM, I'M GONNA SAY THE PEDESTRIAN OR PUBLIC REALM.
AND THEY'RE GOING, THEY'RE ADDING A BUILDING ADDITION INTO THAT AREA TO EXPAND THE RESTAURANT, WHICH WOULD, UM, PUSH THEM JUST OVER 5,000 SQUARE FEET IN TOTAL.
UM, THERE IS NO OUTDOOR PATIO SPACE HOW, BUT HOWEVER, THEY ARE PROPOSING THESE, UM, ACCORDION, LARGE ACCORDION WINDOWS ON THE FRONT FACADE SO THEY COULD OPEN THEM WHEN THE WEATHER'S NICE AND YOU KIND OF GET THAT INDOOR OUTDOOR FEEL, UM, BUT IT'S STILL, UH, ABLE TO USE IT YEAR ROUND.
UM, A COUPLE OF OTHER THINGS THEY ARE PROPOSING SOME, UM, A SMALL ENTERTAINMENT COMPONENT.
SO YOU'LL SEE ON THE FLOOR PLAN THERE'S A MECHANICAL BULL PROPOSED.
UM, THERE'S ALSO SOME ARCADE GAMES KIND OF, UM, REMINISCENT OR A SMALL SCALE OF WHAT YOU SEE AT SIDECAR SOCIAL, UM, NEARBY, UH, THIS PARTICULAR CONCEPT, UH, HAS AN EXISTING LOCATION IN FORT WORTH THAT DOES VERY WELL.
SO, UH, THEY'RE, UM, LOOKING TO OPEN ANOTHER LOCATION HERE IN ADDISON.
UM, SO WITH THE REMOVAL OF THE FOUR PARKING SPACES, AS I, AS I NOTED, UM, THE CENTER IS STILL, UM, SIGNIFICANTLY OVER PARKED BASED UPON THE MIXED USE PARKING RATIO THAT WAS ESTABLISHED BY THE PLAN DEVELOPMENT.
UM, SO YOU'LL SEE DOWN AT THE, IN THE LOWER RIGHT HAND CORNER, UM, WHAT WOULD BE REQUIRED, UM, WOULD BE, SORRY, WHAT WOULD BE, UH, PROPOSED TO BE REQUIRED IF THIS WAS APPROVED WOULD BE 2,137 SPACES AND IF APPROVED THEY WOULD HAVE 2,256 SPACES.
AND, UH, I GUESS I WILL NOTE THERE WAS, I DID MAKE A SMALL ERROR IN THE STAFF REPORT REGARDING THE PARKING.
SO YOU'LL NOTICE THERE WAS, AND, AND I, UM, DIDN'T HAVE TIME TO CORRECT IT FOR THE PACKET OR IT WAS ALREADY PUBLISHED BY THE TIME I NOTICED IT.

AND I JUST, I DON'T WANNA LIKE RUFFLE FEATHERS OR ANYTHING, BUT I'M JUST CURIOUS IF THAT'S BEEN DISCUSSED OR IF THAT'S ANYWHERE.
SO RIGHT NOW I THINK WHICH, AND I UNDERSTAND THAT THERE WAS A PER, UH, I'M GONNA SAY A, A PER SOMEWHAT PERCEIVED PARKING ISSUE PRIOR TO, BUT RIGHT NOW IT'S EVEN MORE CONSTRAINT DUE TO THE, UM, CONSTRUCTION OF CONSTRUCTION, THE BLOCK 900, WHICH THEY ARE ANTICIPATING WRAPPING THAT UP, UH, LATER THIS YEAR.

UM, BUT RIGHT NOW THEY'RE BLOCKING A LOT OF THE, WHAT WILL REMAIN AS PARKING BECAUSE OF THEY NEED LARGER CONSTRUCTION AREA, SO IT'S EVEN TIGHTER AND THEY'RE BLOCKING SOME OF THE, UM, SOME OF THE MORE CONVENIENT ACCESS LANES AS WELL.

UM, BUT A LOT OF TIMES IS, WHAT IS HAPPENING IS IT'S, THERE'S AN INCONVENIENT PARKING SITUATION HAPPENING, NOT NECESSARILY A PARKING DEMAND.
NOW ON THE, I WOULD SAY ON THE MORE BUSY NIGHTS, UM, YOUR FRIDAY, SATURDAY NIGHT WHEN THERE'S MORE ACTIVITY, THERE IS A VERY CONSTRAINED PARKING.
SO WHAT WE ARE DOING IS WE'VE BEEN WORKING VERY CLOSELY WITH THE, THE, UM, OWNER TO TRY TO IMPLEMENT SOME THINGS THAT ARE, UM, MAYBE NOT NECESSARILY MORE PARKING IN THE NEAR TERM, BUT PARKING IMPROVEMENTS.
SO THERE'S DIFFERENT, UM, MECHANISMS WHERE IT CAN ACTUALLY, SIMILAR, YOU SEE 'EM AT AIRPORTS WHERE THEY HAVE LIKE THE GREEN AND RED LIGHTS OR THEY TELL YOU LIKE THERE'S AN ARROW AND THERE'S A DIGITAL SCREEN THAT SAYS, YOU KNOW, THERE'S 200 PARKING SPACES THIS WAY GO THAT WAY TO HELP DO THAT.

UM, OTHER THINGS THAT THEY'VE CONSIDERED IS WHAT DOES THE FUTURE LOOK LIKE? WHAT IS ADDING MORE PARKING? BECAUSE IF THEY WANNA ADD MORE DENSITY AND DO PROJECTS, EVEN THIS IS A VERY SMALL SCALE, BUT THEY WANTED TO DO ANY MORE SIGNIFICANT PROJECTS, THEY'RE GONNA HAVE TO ADD MORE STRUCTURED PARKING.
UM, OBVIOUSLY THERE'S A COST ASSOCIATED WITH THAT, BUT THAT IS SOMETHING THAT WE'VE BEEN HAVING CONVERSATIONS WITH THEM IS WHAT IS THE EVOLUTION OF VOP LOOK LIKE, UM, AND HOW CAN WE BETTER SERVE THAT? AND THEN THE LAST THING I'LL ADD IS WITH THE COMP PLAN, WE'RE ACTIVELY LOOKING AT THIS SITE TO INCREASE MULTIMODAL CONNECTIVITY.

SO THIS REQUEST WOULD BE A SPECIAL USE PERMIT FOR A RESTAURANT WITH THE SALE OF ALCOHOL.

THIS PARTICULAR RESTAURANT HAS ACTUALLY EXPANDED SLIGHTLY ABOUT, UH, 800 TO A THOUSAND SQUARE FEET FROM WHAT DREAM CAFE WAS, ALTHOUGH IT HAS RETAINED ALMOST IDENTICAL INTERIOR LAYOUT.
UM, SO THEY'RE USING, LIKE I SAID, THE EXISTING, UM, SUITE, IT'S JUST UNDER 4,000 SQUARE FEET WITH, THERE IS AN EXISTING EXTERIOR PATIO SPACE.
UM, THEY'RE PROVIDING SEATING FOR ABOUT 77 INDIVIDUALS.
UM, AND THEY'RE, THEY'RE PROPOSED TO BE OPEN 11:00 AM TO TO MIDNIGHT SEVEN DAYS A WEEK.
THEY CURRENTLY HAVE TWO OTHER LOCATIONS IN GEORGIA, UM, THAT ARE, ARE VERY, VERY POPULAR.
THEY KIND OF SPECIALIZE IN LIKE SOUTHERN COMFORT FOOD.
THEY'RE NOT DOING ANY MODIFICATIONS TO THE PARKING OR THE LANDSCAPING.
IT'S ALL REMAINING AS IT IS TODAY.
UM, THEY'RE, UH, ADDITIONALLY NOT PROPOSING ANY, LIKE, MODIFICATIONS TO THE FACADE.
SO THEY'RE MAINTAINING THE WINDOWS AND THE DOORS AS THEY ARE.
THEY HAVE CONSIDERED PAINTING THE BUILDING, WHICH IS SOMETHING WE TYPICALLY DON'T REQUIRE ZONING APPROVAL FOR, FOR CHANGING PAINT COLOR.
AND THEY'LL ALSO ADD SOME SIGNAGE, JUST LIKE ALL OF OUR, OUR OTHER RESTAURANTS TYPICALLY DO, BUT FOR THE MOST PART, THEY'RE KIND OF USING THE EXISTING SPACE AS IS.
UM, AND STAFF RECOMMENDS APPROVAL OF THAT.
