UM, AS WE TYPICALLY DO DURING THIS MEETING, WE WILL TALK ABOUT TOPICS, UM, AND THIS, THIS IS SPECIFICALLY FOR OUR NEW COUNCIL MEMBERS.

WE BEEN THROUGH THIS.

UM, THEN STAFF WILL WORK WITH YOU DIRECTLY TO, UM, DEVELOP A SCRIPT AND YOUR PRESENTATION.

AND THAT IS, UH, COVERING THE $50,269,389, UH, IN EXPENDITURE.

SO THE, UH, NET REVENUE OVER EXPENDITURES IS, IS JUST UNDER $4,000, UH, WHICH LEAVES US WITH ABOUT $20.8 MILLION IN ENDING FUND BALANCE AND ABOUT 41.4%, UM, OF OUR OPERATION, OF OUR OPERATING COSTS, UH, IN RESERVE, UH, IN FUND BALANCE.

THEN GOING ON TO OUR HOTEL FUND, UH, WE HAVE A REVENUE BUDGET OF $7,406,000, UH, WITH INCREASES, UM, PRIMARILY FROM SPECIAL EVENTS AND HOTEL TAXES.

UH, AND THOSE, UH, COVER OUR, UH, OPERATING EXPENSES OF $7,546,596.

UH, WHICH LEAVES US WITH, UH, A LITTLE, A LITTLE, UH, UNDER $5.2 MILLION IN, UH, REMAINING FUND BALANCE, OR ABOUT 68.3% OF OUR OPERATING COST, UH, IN RESERVE.

AND THEN FOR OUR AIRPORT FUND, UM, AIRPORT FUND, TOTAL REVENUE, UH, JUST OVER $10.1 MILLION.

UH, THE MAJOR INCREASE AGAIN HERE IS RELATED TO, UH, THE BIPARTISAN INFRASTRUCTURE LAW.

YOU SEE INTERGOVERNMENTAL REVENUE, UH, WITH A LARGE INCREASE, UH, THAT'LL HELP PAY FOR SOME CAPITAL PROJECTS OUT AT THE AIRPORT.

UM, OUR OPERATING EXPENSES ARE ABOUT $6.3 MILLION.

AND THEN WE HAVE SOME ONE-TIME DECISION PACKAGES AND SOME TRANSFERS TO DEBT SERVICE.

AND THEN INCLUDING, UH, IN THAT ARE SOME CASH FUNDED CAPITAL PROJECTS THAT TAKE OUR TOTAL EXPENSES TO ABOUT 11.2 MILLION, UH, WHICH STILL LEAVES US WITH, UH, OVER $7 MILLION IN ENDING WORKING CAPITAL.

UM, OR ABOUT 111.4% OF OUR OPERATING EXPENSES, UH, IN RESERVE.

THEN WE HAVE OUR STORMWATER FUND.

WE HAVE $2.8 MILLION IN REVENUE IN THE PROPOSED BUDGET, UM, JUST UNDER $2.8 MILLION IN OPERATING EXPENSES.

AND THEN WE HAVE SOME TRANSFERS TO OUR DEBT SERVICE FUND AND SOME ONE-TIME COSTS, WHICH TAKE OUR TOTAL EXPENSES TO ADJUST OVER 3.3 MILLION, UH, LEAVING STILL $7.3 MILLION, UH, IN RESERVE, WHICH IS ABOUT 261%, UH, OF OUR OPERATING EXPENSES.

AND THEN WE HAVE OUR UTILITY FUND.

AND AGAIN, OUR UTILITY FUND INCLUDES 5.5% INCREASES TO WATER AND SEWER, UM, FEES FOR THIS FISCAL YEAR.

UH, TOTAL REVENUE $17,333,983.

UH, WE HAVE, UM, OPERATING EXPENSES OF $17,326,000.

UH, SOME ONE-TIME DECISION PACKAGES, AND THEN SOME CASH FUNDED CAPITAL PROJECTS TAKE THE TOTAL EXPENSES TO 18,721,000, UH, WHICH STILL LEAVES US ABOUT $7.5 MILLION IN OPERATING, UH, RESERVES.

AND ABOUT, THAT'S ABOUT 43.4% OF OUR OPERATING EXPENSES AND RESERVE.

IN ADDITION TO THE OPERATING FUNDS, WE HAVE OUR, UH, CAPITAL IMPROVEMENT BUDGET.

UH, THE FIVE YEAR CIP PLAN IS, UH, VERY, UH, VERY, UM, AGGRESSIVE, UH, ABOUT 220, ALMOST $225 MILLION IN THAT FIVE YEAR CAPITAL IMPROVEMENT PLAN.

UH, WHAT'S INCLUDED IN YOUR FISCAL YEAR 2025 BUDGET IS JUST OVER $51 MILLION AND A VARIETY OF FUNDING SOURCES WITHIN THAT CAPITAL IMPROVEMENT, UH, PLAN.

AND THEN AGAIN, OUR BUDGET IS ON OUR WEBSITE.

UH, IF YOU GO TO THE TOWN'S MAIN WEBSITE AND LOOK AT THE FINANCE DEPARTMENT UNDER BUDGET, YOU'LL BE ABLE TO FIND OUR, UH, BUDGET, UH, POSTED THERE.

AND WITH THAT, I'LL BE HAPPY TO ANSWER ANY QUESTIONS ABOUT THE BUDGET.

AND AS A REMINDER THAT THIS ORDINANCE, UH, WOULD NEED TO BE APPROVED BY A ROLL CALL VOTE.

JUST TO BE CLEAR, UH, STEVEN WAS SHOWING CHANGES AT A FUND LEVEL, UM, BUT IN THE HOTEL FUND WE DID SHIFT $40,000 FROM THE TOWN CURATED EVENTS TO THE WATER TOWER CONTRACT.

JUST SO YOU'RE ASSURED THAT IS IN THE BUDGET AFTER THE DIRECTION FROM LAST COUNCIL MEETING.

UM, AND THEN AS WELL, STEVEN MENTIONED THE AIRPORT FUND WE HAD PREVIOUSLY, UH, DURING THE AIRPORT DISCUSSION EARLIER IN THE BUDGET SEASON, TALKED ABOUT INCREASING THEIR FUEL FLOWAGE FEES, A COUPLE OF DOLLARS, AND THAT WAS THE REVENUE SAW SAW THERE, A LITTLE OVER A HUNDRED THOUSAND DOLLARS.

WE'VE DECIDED TO HOLD THAT OFF FOR A YEAR.

UH, TWO REASONS.

ONE, WE HAD A GOOD DISCUSSION ON THE FUND BALANCE OF THE AIRPORT FUND, SO I THINK IT'S APPROPRIATE FOR US TO COME BACK AND, AND SHOW OUR PLANS FOR THE AIRPORT FUND MOVING FORWARD BEFORE WE IMPLEMENT THAT, AND ALSO TO HAVE MORE TIME TO, TO GET THAT OUT TO THE FBOS AND

THE OTHER USERS THAT WOULD AFFECT THAT INCREASE IS STILL NEEDED IN THE FUTURE, BUT IT'S NOT PRESSING TO DO IT THIS YEAR.

SO WE'RE JUST GONNA HOLD THAT OFF AND BRING IT BACK NEXT FISCAL YEAR IN THE BUDGET PROCESS.

UH, AND WE'RE TAKING CARE OF OUR STAFF.

AND THEN HERE IN A FEW WEEKS ON, UH, I GUESS THREE WEEKS, UM, ON TUESDAY, OCTOBER 1ST WE'LL BEGIN, UH, THE NEW FISCAL YEAR, FISCAL YEAR 2025.

SO SOME, SOME DEFINITIONS THAT GO ALONG WITH THE TAX RATE.

UM, SO THERE'S TWO PORTIONS OF THE TAX RATE.

THERE'S THE, UH, M AND O PORTION, WHICH IS MAINTENANCE AND OPERATIONS.

THAT FUNDS OUR GENERAL FUND, OUR INFRASTRUCTURE INVESTMENT FUND, AND OUR ECONOMIC DEVELOPMENT FUND.

AND THEN WE HAVE THE INS OR THE DEBT RATE, WHICH FUNDS OUR, UH, GENERAL GOVERNMENT DEBT SERVICE.

UH, AND THEN TWO OTHER, TWO OTHER TERMS, NO NEW REVENUE TAX RATE.

THAT'S THE TAX RATE THAT WOULD GENERATE THE SAME AMOUNT OF REVENUE ON THE SAME PROPERTIES AS THE PRIOR YEAR.

SO AS PROPERTY VALUES RISE THAT NO, NO NEW REVENUE RATE WOULD GO DOWN AND VICE VERSA.

AND THEN WE HAVE THE VOTER APPROVAL TAX RATE, AND THAT'S THE MAXIMUM TAX RATE THAT THE COUNCIL, UM, COULD APPROVE, UH, WITHOUT GOING TO THE VOTER FOR APPROVAL.

SO OUR TOTAL CERTIFIED TAXABLE VALUE FOR, UH, FISCAL YEAR 2025 CAME IN AT JUST UNDER $6.5 BILLION, UH, WHICH IS ABOUT $320 MILLION MORE THAN IT WAS IN THE PRIOR FISCAL YEAR, ABOUT A 5.1% INCREASE.

UM, AND THEN THE PROPOSED TAX RATE IS THE SAME AS THE CURRENT TAX RATE, UH, FOR FISCAL YEAR 2024, UM, AT 60.98 CENTS.

AND IS ACTUALLY THE SAME TAX RATE, UH, THAT WE HAD, UM, FOR THE PRIOR FISCAL YEAR TO 2024 AS WELL.

UH, SO THIS WOULD BE THREE YEARS IN A ROW OF HAVING THE, UH, SAME TAX RATE.

UH, SO OVERALL, UH, AGAIN, THAT NO NEW REVENUE TAX RATE, WE SAW ABOUT A, A LITTLE OVER TWO AND A HALF, UH, CENT CHANGE IN THAT CALCULATED TAX RATE.

UH, THE VOTER APPROVAL RATE, HOWEVER, STAYED BASICALLY ALMOST EXACTLY THE SAME.

AND AGAIN, OUR ADOPTED, UH, AND PROPOSED TAX RATE, UM, ARE THE SAME FOR THE LAST TWO FISCAL YEARS.

AND THEN IN ADDITION TO THAT TAX RATE, THE TOWN OFFERS A 20% GENERAL HOMESTEAD EXEMPTION.

UM, AND WITH THIS BUDGET, UH, BASED ON ACTION TAKEN EARLIER IN THIS, UH, THIS YEAR, INCREASED THE EXEMPTION FOR SENIORS TO $60,000 FROM $50,000.

AND THEN THERE'S ALSO A $60,000, UM, EXEMPTION FOR DISABLED PERSONS.

SO WHEN WE LOOK AT OUR TOTAL PROPERTY TAX PAYER DISTRIBUTION IN ADDISON, UM, 69% COMES FROM COMMERCIAL PROPERTY, 15% FROM BUSINESS PERSONAL PROPERTY, WHICH IS ALSO COMMERCIAL.

SO WHEN YOU ADD THOSE TWO UP, THAT'S 84% OF OUR TAX BASE.

AND THEN WE HAVE 16% THAT COMES FROM RESIDENTIAL PROPERTY.

AND WHEN WE KIND OF KIND OF DIAL THAT DOWN A LITTLE BIT FURTHER, AND WE LOOK AT JUST OUR GENERAL FUND AND THE TOTAL REVENUE GENERATED BY OUR GENERAL FUND, 92% COMES FROM ALL OTHER SOURCES OTHER THAN RESIDENTIAL PROPERTY TAX, WHICH I DON'T THINK YOU'LL SEE THAT IN ANY OTHER CITY THAT ONLY 8% OF OUR, UM, RESIDENTIAL PROPERTY TAX IS FUNDING OUR GENERAL FUND.

SO, UH, PRETTY AMAZING, UM, NUMBER RIGHT THERE.

WHEN WE LOOK AT OUR TOTAL TAX RATE, UH, AND THIS INCLUDES DALLAS, ISD, UH, THE COMMUNITY COLLEGE PARKLAND HOSPITAL, DALLAS COUNTY.

IN ADDITION TO THE TOWN, UH, YOU CAN SEE WHAT THAT'S LOOKED LIKE OVER THE LAST 10 YEARS.

UH, REALLY IT WAS MOSTLY STABLE, UH, FOR THE PREVIOUS EIGHT YEARS.

AND THEN, UH, BASED ON VOTER APPROVAL IN NOVEMBER, WHICH LOWERED THE, UH, SCHOOL PORTION OF THE PROPERTY TAX, UH, YOU CAN SEE A PRETTY SIGNIFICANT REDUCTION IN THE OVERALL TAX RATE.

UM, AGAIN, FOR FISCAL YEAR 2025, WE HAVE OUR PROPOSED TAX RATE, BUT WE DON'T HAVE THE FINAL TAX RATE YET FOR THOSE OTHER ENTITIES.

BUT, UM, ASSUMING THAT IT WOULD STAY THE SAME OR, UH, POTENTIALLY BE LOWER, UH, WHEN WE LOOK AT OUR AVERAGE HOMEOWNER AND HOW THEY WOULD BE IMPACTED ON A MONTHLY BASIS, UM, OVERALL PROPERTY TAX, AND THIS IS INCLUDING PROPERTY TAX AND THEIR UTILITY BILL, UM, PROPERTY TAX WOULD SEE ABOUT A $24 AND 46 CENTS INCREASE PER MONTH.

UH, AVERAGE WATER USER ABOUT A DOLLAR AND 56 CENTS A MONTH.

OUR AVERAGE SEWER USER ABOUT $2 AND 14 CENTS A MONTH.

UH, WITH OUR, UH, VALUES GOING UP, I DO THINK IT'S IMPORTANT TO POINT OUT THAT WE HAVE OUR DEBT SERVICE PORTION OF OUR TAX RATE INCREASING, AND THAT'S ASSOCIATED WITH THE 2019 BOND PROGRAM, WHICH WAS APPROVED BY THE VOTERS.

WE ARE REDUCING OUR, OUR RATE ON THE MAINTEN OPERATION MAINTENANCE SIDE TO ACCOUNT FOR THAT SO THAT WE KEEP THAT LEVEL TAX RATE.

AND WHEN YOU LOOK AT THE BUDGET AND REALLY A LOT OF WHAT WAS SPOKEN ABOUT IN THE PREVIOUS ITEM, WE PRIORITIZE RESOURCE MAXIMIZATION AND LOOK FOR OPPORTUNITIES FOR EFFICIENCIES WHERE WE COULD CUT THE BUDGET.

IF YOU LOOK AT OUR GENERAL FUND IN PARTICULAR, YOU DON'T SEE VERY MANY OPERATING DECISION PACKAGES, BUT WE'RE LOOKING TO INCREASE ONGOING OPERATING FUNDS, REALLY FOCUS SPECIFICALLY ON OUR STAFFING STAFF, INCREASES FOR STAFF.

UM, AND SO REALLY TOOK A JUDICIOUS APPROACH TO OUR BUDGETING THIS YEAR SO THAT WE COULD KEEP THAT TAX RATE.

SO I THINK IT'S, AS YOU LOOK AT IT, REALLY, WE ARE REDUCING THAT OPERATIONS RATE AND THAT INCREASE ON THE DEBT SERVICE SIDE IS SOMETHING THAT WAS ANTICIPATED WITH THE BOND ELECTION IN 2019.

AND AS, AS DAVID MENTIONED, WE DID LOWER THE MAINTENANCE SIDE OF THE TAX RATE BY AND, UH, BY ABOUT 1.10 CENTS.

UM, SO IF WE DID NOT HAVE THE 2019 BOND PROGRAM THAT WE'RE STILL IMPLEMENTING, THEN POTENTIALLY WE PROBABLY WOULD'VE SEEN AN OVERALL DECREASE IN THE PROPERTY TAX RATE.

SO I WOULD, YOU KNOW, I, I THINK YOUR TWO QUESTIONS ARE RELATED IN THE SENSE THAT THIS IS STATE MANDATED LANGUAGE, AND I THINK THE PURPOSE OF THE REASON THAT THEY HAVE US SAY THE THINGS THE WAY THEY'RE SAYING IT IS FOR WHAT YOU'RE SAYING, SO THAT AS THE VALUES INCREASE, WE DON'T JUST SAY THE TAX RATES STAYED THE SAME, SO YOUR TAXES STAYED THE SAME.

THEY, IT WANTS TO BE VERY TRANSPARENT ABOUT, WE ALL UNDERSTAND VALUES ARE GOING UP.

SO WHILE WE HAVE THE SAME RATE, THAT'S WHAT THAT'S TRYING TO SAY IS WE HAVE THE SAME NUMBER, BUT EFFECTIVELY IT'S THAT 3.94% INCREASE.

SO THAT'S, I THINK BOTH OF THOSE ARE KIND OF HITTING ON SIMILAR POINTS THAT I THINK YOU'RE MAKING.

I, I GUESS I'M JUST CONCERNED ABOUT OUR BUSINESSES BECAUSE WE HAVE 84% OF OUR PROPERTY TAXES COMING FROM COMMERCIAL, AND WE WANT TO ATTRACT AND RETAIN OUR EMPLOYEES, BUT I ALSO WOULD LIKE TO ATTRACT AND RETAIN OUR BUSINESSES.

AND I'M, I DON'T KNOW THAT WE CAN AFFORD TO LOWER THAT RATE BECAUSE WE HAD SUCH A BIG INCREASE IN VALUES.

IT JUST WOULD BE, IN MY OPINION, TO ATTRACT BUSINESSES TO KEEP THEM AND GROW ADDISON WITH OUR, I MEAN, COMMERCIALS SO IMPORTANT TO OUR TAXES.

AND WE'RE A SMALLER TOWN.

SO WE DON'T HAVE THE ECONOMIES OF SCALE OF SOME OF THE LARGER TOWNS.

THEREFORE, THINGS COST US MORE BECAUSE WE DON'T HAVE THAT SCALE.

SO WHILE IT IS, UH, AN A HIGHER TAX, UH, THAN MAYBE SOME OF OUR OTHER CITIES, UH, I THINK WE HAVE A, A BETTER PRODUCT, AND I THINK IT DOES COST US MORE IN SOME CASES TO DELIVER THAT PRODUCT.

UH, AND THE PROJECT IS, UH, UH, OUR, OUR INVESTMENTS IS CONSTRUCTING AN AIRCRAFT PARKING RAMP ON THE YELLOW AREA AS SHOWN.

AND THE AIRPORT IS, UH, ASKING PERMISSION TO PARTICIPATE IN RECONSTRUCTION OF THE AIRPORT VEHICLE SERVICE ROAD, WHICH IS SHOWN IN BLUE.

SO THERE IS DEFINITELY A PUBLIC BENEFIT FOR US TO, UH, RECONSTRUCT THAT ROAD.

UH, AND WE CAN PIGGYBACK ON MILLIONAIRES, UH, PROJECT, INCLUDING THE DESIGN AND CONSTRUCTION HERE.

UH, AND THE TOTAL PROJECT COST IS ABOUT SIX AND A HALF MILLION DOLLARS.

THE AIRPORT SHARE WOULD BE ABOUT 18% OR JUST UNDER $1.2 MILLION.

UH, AND THAT IS, UH, BASICALLY WHAT WE'RE ASKING TO DO.

IT'S A, UH, BENEFIT FOR BOTH US AND FOR THEM.

THEY GET A LITTLE BIT OF A BREAK ON THE TAXES ON THAT, AND WE GET, UH, A ROAD CONSTRUCTED, UH, AT, AT THE HIGHER QUA, HIGHER RATE QUA, UH, BETTER, BETTER PRICE ON QUANTITY OF CONCRETE ESSENTIALLY THAT THEY'RE DOING.

SO WE JUST RECOMMEND APPROVAL ON THAT.

WELL, CONCRETE COSTS HAVE GONE UP AND THIS IS A HEAVY CONCRETE, UH, CONSTRUCTION.

UH, WHEN WE FIRST WERE TALKING WITH MILLIONAIRE ABOUT DOING THIS, UH, UM, I, I THINK OUR, OUR ESTIMATE OF WHAT, WHAT IT WAS GOING TO COST WAS SUBSTANTIALLY LOWER.

AND I WILL CERTAINLY AGREE WITH THAT.

ONE OF THE THINGS THAT WE'RE DOING HERE IS, UH, DOUBLING THE WIDTH OF THE EXISTING SERVICE ROAD RIGHT NOW, OR IT WAS ONE LANE IN EACH DIRECTION, UH, WHICH CAUSED SOME, UH, CAUSED SOME CONGESTION ON, ON THE VEHICLE SERVICE ROAD.

HE HAD OPPOSITE DIRECTION TRAFFIC.

SOMEBODY HAD TO GET OUT OF THE WAY AND SIDESTEP AND LET SOMEBODY ELSE GO BY.

UH, AND SO WE ARE EMBARKING ON A, A PROGRAM JUST TO, UH, RECONSTRUCT THE ENTIRE ROADWAY TO TWO LANES WIDE TO AVOID THAT ISSUE.

IT JUST HELPS US OPERATE MORE EFFICIENTLY.

UH, THE BLUE AND THE YELLOW AREN'T SURVEYED THERE.

THAT'S KIND OF AN APPROXIMATION.

UH, SO THE NUMBERS THAT YOU SEE IN LAND AREA, UH, THE, UH, UH, MILLIONAIRE SHARE IS 107,000 SQUARE FEET AND ABOUT A LITTLE OVER 21,000 FOR THE AIRPORT.

THERE ARE ALSO SOME, UH, DRAINAGE IMPROVEMENTS IN THERE THAT AREN'T REALLY SHOWN THAT ADDED TO THE COST.

THERE'S SOME VERY FLAT AND VERY DIFFICULT TO DO THE DRAINAGE AND THERE'S SOME DRAINAGE IN THE AREA OF THE SERVICE ROAD THAT WAS IMPROVED AS PART OF WILL BE IMPROVED AS PART OF THIS PROJECT.
