UM, SO THE FIRST ITEM ARE SOME STATUS UPDATES AND ANNOUNCEMENTS FOR THE COMMISSION.AND SO, UM, THE, I THINK ONE OF THE LAST ITEMS THAT YOU ALL CONSIDERED WAS THE, UM, JEWISH FAMILY SERVICE OF GREATER, GREATER DALLAS, THE SPECIAL USE PERMIT THAT DID GO TO COUNCIL AT THEIR LAST MEETING AND THAT WAS APPROVED.
UM, SO THEY WILL MOVE FORWARD, UH, AT THEIR NEW LOCATION AT PARKSIDE CORPORATE CENTER.
AND THEN THE OTHER UPDATE I WANTED TO SHARE IS WE HAVE OCTOBERFEST COMING UP, IT'S SEPTEMBER 19TH THROUGH THE 22ND, AND SO I'LL HAVE, UM, SOME TICKETS FOR YOU.
SO KEEP YOUR EYES OUT FOR AN EMAIL FOR ME ABOUT THAT.
SO I'LL SHARE SOME MORE INFORMATION WITH YOU, UM, PROBABLY IN THE NEXT TWO WEEKS OR SO.

ITEM IS JUST A REVIEW OF VARIOUS ITEMS ON TONIGHT'S REGULAR AGENDA.UM, THE FIRST ITEM IS THE JULY 11TH, ME, EXCUSE ME, MEETING MINUTES FROM THE JOINT MEETING WITH CITY COUNCIL PLANNING AND ZONING COMMISSION AND CPAC.
DOES ANYONE HAVE ANY COMMENTS ON THAT ONE? ALRIGHT.
AND THEN ALSO THE JULY 16TH PLANNING AND ZONING COMMISSION MINUTES WERE PREPARED AS WELL AND INCLUDED IN THE PACKET.
IS THERE ANY COMMENTS ON THOSE? ALRIGHT.
AND THEN THE NEXT ITEM IS THE SITE PLAN, APPROVAL REQUEST FOR SKY HARBOR PHASE TWO.
UM, SO THIS IS A PROPERTY THAT'S LOCATED ON THE AIRPORT.
UH, IT, THEY DID RECEIVE APPROVAL BY CITY COUNCIL FOR A LAND LEASE.
AND SO, UH, THEY WOULD ESSENTIALLY REMOVE, WITH THIS PROJECT, UH, THEY WOULD REMOVE FOUR EXISTING HANGERS.
UM, THEY ARE OLD, THEY WERE BUILT, UM, IN THE EIGHTIES OVER A, A SPAN OF A FEW YEARS.
UM, SO THEY WOULD REMOVE ALL OF THOSE HANGERS AND CONSTRUCT FOUR NEW HANGERS AT ITS LOCATION.
UM, SKY HARBOR ACTUALLY HAS A, THE PHASE ONE PROJECT IS TO THE NORTH ON THE NORTH SIDE OF CLA AND ALSO, UH, THIS IS THE SECOND PHASE.
UM, THEY BUILT SIX HANGERS INITIALLY ON THE, THE FIRST PHASE, WHICH IS CURRENTLY UNDER CONSTRUCTION TODAY.
UM, THIS PROPERTY IS ZONED INDUSTRIAL THREE, IT'S OWNED BY THE AIRPORT.
UM, SO THIS IS JUST, UM, A REVIEW OF COMPLIANCE WITH OUR EXISTING STANDARDS FOR THE INDUSTRIAL THREE DISTRICT.
UM, ONE THING I'LL NOTE THAT IS A BIT UNIQUE, AND THIS IS, UM, A CHALLENGE NOT ONLY FOR THIS PROJECT BUT FOR ALL PROJECTS THAT WE HAVE ON THE AIRPORT.
WE DON'T CURRENTLY HAVE AN AIRPORT OVERLAY OR AN AIRPORT DISTRICT.
UM, AND THAT'S SOMETHING WE'RE WORKING ON WITH THE UNIFIED DEVELOPMENT CODE.
UM, BUT RIGHT NOW IT DOES BECOME A BIT CHALLENGING.
WE'RE TALKING ABOUT TREES AND TREE MITIGATION ON THE AIRPORT.
OBVIOUSLY WE DON'T WANT TREES ON THE AIR SIDE NEAR AIRCRAFT WHERE IT ATTRACTS, UM, BIRDS OR OTHER ANIMALS THAT COULD POTENTIALLY POSE SOME, SOME RISK.
AND SO YOU'LL SEE THAT WITH NOT ONLY THIS PROJECT, BUT ALL THE OTHER PROJECTS WE'VE DONE ON THE AIRPORT.
UM, WHEN THEY'RE REDEVELOPING AND THERE'S TREES ON SITE, THEY'RE ALMOST NEVER ABLE TO FULLY MITIGATE BECAUSE WE ASKED THEM NOT TO
UM, BUT THEY'RE ON THE, UH, THE LAND SIDE, UM, OUTSIDE OF THE RESTRICTED AREA.
SO YOU'LL SEE THEY'RE KIND OF FOCUSED AROUND CLA.
SO DOES THAT MEAN BECAUSE WE GIVE THEM A VARIANCE TYPICALLY OR DO THEY PAY TO THE FUND ANYWAY? LIKE HOW IS IT YEAH, SO FOR THIS PARTICULAR PROJECT OR I GUESS IN GENERAL, THEY STILL PAY TO THE FUND, SO THEY STILL FOLLOW OUR MITIGATION REQUIREMENTS.
UM, THEY JUST DON'T FULLY MITIGATE ON SITE, WHICH IS SOMETHING WE REALLY TRY TO PUSH FOR.
UM, AIRPORTS JUST A, A REALLY UNIQUE CIRCUMSTANCE FOR THAT.
UM, SO WITH THIS PARTICULAR PROJECT, THEY'RE PROPOSING TO MITIGATE SOME ON SITE 32 CALIBER INCHES AND THEN THE REMAINING 152 CALIBER INCHES THEY'RE PROPOSING TO PAY INTO THE TREAT MITIGATION FUND.
UM, I WILL SAY AT A HIGH LEVEL, THEY ARE LOOKING FOR WAYS TO DECREASE THAT.
SO, UM, IT'S A HIGH NUMBER FOR THEM.
SO THEY ARE CONSIDERING AND THEY'RE GONNA DO SOME ADDITIONAL RESEARCH TO SEE IF THEY COULD POTENTIALLY UPSIZE ANY OF THOSE TREES.
UM, IT'S, RIGHT NOW IT'S KIND OF A SOURCING PROBLEM.
WE'VE HAD A LOT OF PROJECTS WHERE WE'VE, UM, APPROVED YEARS AGO, SIX OR EIGHT CALIBER INCH TREES AND WE'RE HAVING TO DO, BE

FLEXIBLE BECAUSE THEY'RE NOT ABLE TO SOURCE THOSE TREES 'CAUSE OF THE FREEZE WE HAD THREE YEARS AGO OR SO IN FEBRUARY.DO DID, HAS COUNCIL, I MEAN WE, WE KEEP RUNNING THIS MITIGATION THING ALL THE TIME WITH THESE LARGER TREES.
HAVE THEY LOOKED AT THAT FEE SCHEDULE? HAS THAT COME ACROSS TO THOSE GUYS? SO, UM, THIS, THIS PARTICULAR FEE, WHICH IS $192 PER PER INCH, WE REEVALUATE THAT ANNUALLY.
I CAN'T RECALL IF IT'S IN THE SPRING OR THE FALL, BUT WE USE, UM, THE TREE FARM THAT THE TOWN SOURCES FROM, FROM OUR PARKS DEPARTMENT.
THEY EVALUATE WHAT THE AVERAGE COST IS PER CALIPER PER CALIPER INCH ON A ANNUAL BASIS.
AND THEN WE MULTIPLY THAT BY 1.25.
SO THE IDEA IS, IS THAT IT WOULD ENCOURAGE AN INDIVIDUAL TO, UM, PLANT MORE TREES ON SITE AS OPPOSED TO PAYING A PREMIUM TO MITIGATE AND NOT PLANT ON SITE.
UM, THAT TYPICALLY WORKS FINE AND I WOULD SAY IT'S PRETTY COMMON WITHIN THE REGION THAT APPROACH.
THE ONE THING THAT IS NOT ACCOUNTED FOR IN OUR CURRENT CODE, WHICH WE ARE ADDRESSING IN THE UNIFIED DEVELOPMENT CODE IS THE AIRPORT.
WELL I JUST, I MEAN I'M ASSUMING YOU GUYS PICK A TREE SIZE LIKE A FOUR INCH FOR, TO COME UP WITH A PRICE PER CALIBER INCH MM-HMM.
AS OPPOSED TO, THIS IS KIND OF OFF SUBJECT, BUT LIKE FOR ALL THESE, AT THESE LARGE TREES, NOT, NOT, I'M NOT TALKING ABOUT THIS SITE IN PARTICULAR, BUT YOU HAVE A HUGE TREE, LIKE 20 INCH, WELL REPLACE 20 INCH, I MEAN IT'S NOT $192 A CALIBER PER INCH FOR SOMETHING LIKE THAT.
SO I THOUGHT THERE WAS, THEY WERE GONNA TALK ABOUT POSSIBLY FOR THE LARGER TREES DOING SOME KIND OF A, YOU KNOW, FLOATING SCHEDULE FOR, AS YOU GET BIGGER IT GETS MORE TO TRY
YEAH, I, I DON'T WANNA, SO WE'RE NOT LEADING THAT CHARGE.
WE'RE CO COORDINATING WITH IT FROM ON THE DEVELOPMENT SERVICES SIDE OF THINGS WITH THE PARKS TEAM, BUT I KNOW THAT THEY'RE EXPLORING OPTIONS FOR, UM, YOU KNOW, DO WE DESIGNATE HERITAGE TREES ABOVE A CERTAIN CALIBER ENTRY, FOR EXAMPLE, AND THOSE ARE CONSIDERED PROTECTED OR ARE THERE OTHER WAYS TO INCENTIVIZE PROTECTION OF THOSE LARGER TREES? UM, BUT CURRENTLY WE DON'T HAVE ANY SORT OF FLOATING SCHEDULE.
I'M GLAD TO HEAR THAT YOU'RE DOING IT ANNUALLY, LIKE THE, THE PRICING.
AND THIS KIND OF
YEAH, SO, UM, THIS IS, UH, AN AERIAL OF THE EXISTING SITE TODAY.
UH, THE BLUE IS OBVIOUSLY THE SUB SUBJECT PROPERTY.
SO THE TREES THAT THEY'RE REMOVING ARE ALONG CLAIRE SCHULT WHERE THEY'RE PLANTING THEM BACK.
THE ONLY DIFFERENCE IS, IS MOST OF THOSE TREES WERE PLANTED IN THE EIGHTIES AND SO WHEN YOU'RE TALKING ABOUT REPLANTING A MAYBE A FOUR OR SIX CALIBER INCH TREE, YOU'RE NEVER GONNA BE OFF, BE ABLE TO OFFSET THE SAME AMOUNT WHEN YOU'RE REMOVING LIKE A 20 OR 25 CALIBER INCH.
OKAY, BUT THERE WERE NONE LIKE ON THE INSIDE PART? THAT CORRECT? YEP.
HAS THERE BEEN ANY, OH, I'M SORRY.
HAS THERE BEEN ANY DISCUSSION ABOUT INSTEAD OF, UH, REQUIRING THEM TO MITIGATE WITH TREES THAT THEY COULD MITIGATE WITH SHRUBBERY OR OTHER LANDSCAPE ALTERNATIVES? MEAN TREES FOR AN AIRPORT ARE JUST THE WORST THING POSSIBLE? MM-HMM
SO MOST OF THE TIME WE ENCOURAGE LIKE SMALL, LIKE EVERGREEN ORNAMENTALS OR SOMETHING AND WE STILL COUNT THOSE AS MITIGATION.
SO IT'S NOT NECESSARILY A SHADE TREE AND WE DON'T NECESSARILY, I WON'T SAY THAT WE DON'T.
UM, BUT ONLY IN THE INSTANCES WHERE IT MAKES SENSE, WOULD WE ENCOURAGE A SHADE TREE TO BE PLANTED BACK ON THE AIRPORT? WE DO ENCOURAGE OTHER FORMS OF, OF PLANTING THAT COULD, I GUESS OFFSET THE LACK OF, OF A SHADE TREE.
SO MY QUESTION IS, IF THE APPLICANT HAS PROPOSED TO MOVE, REMOVE THOSE TREES AND THEN, BUT THEY'RE NOT WILLING TO AGREE TO PAY THE MITIGATION FUND OR THEY WANT TO REDUCE IT SOMEHOW, HOW ARE WE GOING TO MAKE A DECISION TODAY BASED ON THE UNKNOWING OF WHAT THEIR PLAN IS GOING TO BE MOVING FORWARD? YEAH, SO THIS IS, UM, SORRY, LEMME GO BACK TO THAT FIGURE.
THIS IS WHAT'S CURRENTLY PROPOSED TODAY.
UM, SO ESSENTIALLY WHAT WOULD HAPPEN IS, IS THEY COULD MOVE FORWARD WITH THIS APPROVAL IF THEY WANTED TO COME BACK AND AMEND THEIR PLAN.
THEY HAVE THAT RIGHT TO, UM, I MEAN ANYONE HAS THAT RIGHT TO WHEN YOU'RE GOING THROUGH A SITE PLAN PROCESS.
THE ALTERNATIVE IS THEY STILL HAVE TO MEET THE MITIGATION STANDARD AS IT IS WRITTEN.
WE, FROM A STAFF LEVEL, WE DON'T HAVE THE AUTHORITY TO WAIVE OR AMEND THE MITIGATION REQUIREMENTS THAT WOULD

ULTIMATELY COME POTENTIALLY THROUGH SOME SORT OF, OF OTHER PROCESS LIKE A VARIANCE OR SOMETHING SIMILAR.UM, WHICH IS SEPARATE OUTSIDE OF THIS OUR TYPICAL DEVELOPMENT PROCESS.
THE ALTERNATIVE IS, UH, FOR EXAMPLE, IF THEY CHOSE TO COME COME THROUGH AND SAY WE WANNA UPSIZE ALL OF OUR CALIPER INCHES BY ONE CALIPER INCH, SO FOUR, FOUR TO FIVE AND THAT REDUCES OUR REMAINING CALIPER INCH, I'M JUST GONNA SAY BY 12 TO MAKE IT EASY, THAT'S 140.
THEY WOULD THEN BE ABLE TO REDUCE THEIR FEE THAT THEY PAID TO US BY 140, BUT IT WILL HAVE TO COME BACK THROUGH US IF THEY DECIDE TO MOVE WHAT'S OFF OF THIS STAFF REPORT.
TRUE OR FALSE? UH, SO NOT TYPICALLY IF THEY JUST SAY, HEY, WE WANNA KEEP EVERYTHING AS IS, BUT WE WANNA INCREASE BY A SINGLE CALIPER INCH, WE WOULD APPROVE THAT ADMINISTRATIVELY.
UM, HOWEVER, IF THEY, IF THEY SAID I DON'T, FOR EXAMPLE, UH, WE WANT TO CHANGE THE OPEN SPACE, WE WANNA MOVE PARKING SPACES AND, AND I'M GONNA SAY, UM, CHANGE THE LAYOUT OF THE SITE OR THE AMOUNT OF PARKING SPACES OR THE AMOUNT OF LIKE OPEN SPACE THAT WOULD NEED TO COME BACK BEFORE YOU.
BUT IF THEY ESSENTIALLY SAID WE'RE GONNA KEEP IT AS IS, BUT JUST INCREASE THE CALIBER INCH BY ONE PER TREE, WE WOULDN'T COME BACK TO P AND C.
WE COULD APPROVE THAT ADMINISTRATIVELY.

SO THE PROJECT HAS BEEN THROUGH, UM, CIVILS AS WELL AS THE BUILDING PERMIT PROCESS.
SO THIS IS JUST A, A PART OF IT TO ADD SOME ADDITIONAL EASEMENTS.
THIS, UM, REPL IS NOT SUBDIVIDING OR AMENDING THE PROPERTY, OR EXCUSE ME, NOT SUBDIVIDING THE PROPERTY OR AMENDING ANY EXISTING PROPERTY LINES AND STAFF'S RECOMMENDING APPROVAL OF THE REPL.
AND THEN THE NEXT ITEM IS THE GREENHILL SCHOOL REPL.
SO, UM, THEY'RE ASKING FOR AN ADDITIONAL 30 DAY EXTENSION.
YOU'LL SEE ON THE, THE SITE PLAN THIS EVENING, OR EXCUSE ME, YOU'LL SEE ON THE AGENDA THIS EVENING THAT THERE'S ALSO THE SPECIAL USE PERMIT FOR THE GREENHILL SCHOOL, UH, FOR THEIR ATHLETIC PERFORMANCE CENTER.
SO, UM, I BELIEVE THE GOAL IS THAT THEY'RE GONNA ASK FOR ANOTHER 30 DAY EXTENSION AND GET THAT BUTTONED UP AND BRING THIS BACK IN SEPTEMBER IS THE GOAL? NO, THE, SORRY, THE GREEN HILL.
THE SUP WILL GO IS INTENDED TO GO FORWARD TONIGHT OR BE CONSIDERED TONIGHT, EXCUSE ME.
AND THEN THE REPL SPECIFICALLY WOULD BE A 30 DAY EXTENSION.
UM, AND SO STAFF'S RECOMMENDING APPROVAL OF THE, THE 30 DAY EXTENSION FOR THE REPL.
AND THEN THE NEXT ITEM IS A SPECIAL USE PERMIT REQUEST FOR GREENHILL SCHOOL.
UM, SO THIS IS A PROPOSED ATHLETIC PERFORMANCE CENTER FOR THE CAMPUS.
UH, IT'S GENERALLY LOCATED WHERE THAT STAR IS ON THE SITE PLAN IN THE, UM, THE SOUTHWEST QUADRANT OF THE EXISTING CAMPUS.
UM, THIS DOES REQUIRE A SPECIAL USE PERMIT, UH, AS THE SITE IS CURRENTLY ZONED R ONE AND DOES NOT HAVE A, A MASTER PLAN.
SO EACH ITEM, UM, OR EXCUSE ME, EACH IMPROVEMENT THAT THE, THE SCHOOL GOES THROUGH REQUIRES A SPECIAL USE PERMIT.
THEY CURRENTLY HAVE NINE ON THE PROPERTY FOR VARIOUS IMPROVEMENTS THEY'VE DONE OVER THE LAST, UH, 40 OR SO YEARS.
SO, UM, ONCE AGAIN, THIS IS IN THE SOUTHWEST QUADRANT.
THEY'RE PROPOSING A ATHLETIC PERFORMANCE CENTER, WHICH UM, INCLUDES LIKE A WEIGHT ROOM, SOME LOCKER ROOMS, A SMALL CONCESS CONCESSION STAND AREA AS WELL.
UM, IT IS A TWO STORY STRUCTURE.
IT'S A BIT, UM, UNIQUE BECAUSE IT'S ACTUALLY INSET INTO THE EXISTING, UH, TOPOGRAPHY OF THE, THE PROPERTY.
SO THE FIRST FLOOR IS AT GRADE AND THEN THE SECOND FLOOR ACTUALLY OPENS UP AT GRADE ON THE OPPOSITE SIDE OF THE BUILDING, UM, ONTO THEIR PRACTICE FIELD.
SO WITH THAT, THEY ARE, UM, PROPOSING TO RELOCATE FIVE TENNIS COURTS.
UM, THEY'RE CURRENTLY, THE TENNIS COURTS ARE CURRENTLY, EXCUSE ME, THE TENNIS COURTS IN THE LOWER LEFT HAND CORNER.
UM, AND THE FIELD HOCKEY, WHICH IS IN THE UPPER RIGHT HAND CORNER OF THIS IMAGE,

UM, ARE FLIPPED SO OF WHAT THEY CURRENTLY ARE TODAY.AND THEN IN ADDITION TO THAT THEY ARE PROVIDING, UH, EMERGENCY ACCESS, WHICH CONNECTS, UH, A NEW ACCESS POINT ON SPRING VALLEY ALL THE WAY TO HORNET DRIVE.
A PORTION OF THAT IS NOT INTENDED TO BE VEHICULAR ACCESS.
IT'LL BE LIKE A, LIKE A PERMEABLE PAVER THAT, UH, CAN WITHSTAND OUR FIRE ENGINE.
AND THEN IN UH, ALSO THEY'RE ADDING PARKING ON SITE 123 PARKING SPACES.
THEY ARE NOT AMENDING OR REVISING ANY EXISTING PARKING, SO THEY'RE ONLY INCREASING.
AND THE ONE THING I'LL ALSO NOTE IS A TRAFFIC IMPACT ANALYSIS WAS COMPLETED.
UH, AND IT DID NOT SHOW ANY, UM, ISSUES.
IT DID NOT REQUIRE LIKE A RIGHT TURN LANE OR ANYTHING LIKE THAT INTO THE SITE.
UH, THE ONE THING, UM, THAT WAS NOTED IS THAT THIS PARTICULAR PART OF THE CAMPUS IS NOT INTENDED TO INCREASE STUDENT CAPACITY OR PROVIDE ADDITIONAL CLASSROOM.
IT'S JUST AN ADDITIONAL BUILDING FOR THE EXISTING STUDENT POPULATION.
SO IT'S NOT INTENDED TO CREATE ADDITIONAL IMPACTS.
UM, THE OTHER THING IS THE PEAK HOURS ARE A BIT UNIQUE BECAUSE THE PEAK HOURS FOR THIS PARTICULAR BUILDING ARE TYPICALLY EARLY MORNING BEFORE SCHOOL STARTS AND THEN IN THE EVENINGS AS WELL.
UM, FOR THE UPPER SCHOOL, UM, TO USE THIS FACILITY, UM, THEY ARE PROPOSING TO REMOVE 86 CALIBER INCHES OF PROTECTED TREE, BUT THEY ARE EXCEEDING MITIGATION BY PUTTING 144 CALIBER INCHES BACK ON SITE.
UM, THEY ARE REMOVING SOME OTHER TREES AS WELL, HOWEVER, THEY ARE NOT PROTECTED TREES.
UH, SO THEY DO NOT REQUIRE MITIGATION.
UM, SO IN THE LEFT HAND IMAGE IS A GOOD, UM, EXAMPLE OF HOW IT, UH, OPENS THAT GRADE ON THE SECOND FLOOR TO THE RIGHT AND THEN AT GRADE AS WELL TO THE LEFT ON THE SOUTH SIDE OF THE BUILDING.
AND STAFF'S RECOMMENDING APPROVAL OF THIS REQUEST.
NO, I WAS GONNA SAY GO BACK TO THAT PICTURE WITH THE BLUE LINE IN IT.

AND THE REASON I'M ASKING IS BECAUSE I'VE HEARD SOME COMMENTS FROM SOME OF THE PEOPLE WHO LIVE, UH, ON THE OTHER SIDE OF THAT, THAT FENCE AND THEY SEEM TO BE UNHAPPY WITH WHAT'S GOING ON OVER THERE.

UM, ANYWAYS, THEY WERE REMOVED WITHOUT A PERMIT, UM, BY THE, UM, GREENHILL SCHOOL.
UM, STAFF HAS BEEN WORKING WITH GREENHILL AND THEY, UM, ARE WORKING TOWARDS COMPLIANCE.
SO THE INTENDED, THEY'RE INTENDING TO HAVE A NEIGHBORHOOD MEETING NEXT WEEK WITH THAT NEIGHBORHOOD.

IT WAS UNDER CONTRACT IN THE, UM, PROPOSED PER BUYER OF THE PROPERTY, UH, WAS PURSUING A PLAN DEVELOPMENT AMENDMENT TO ENHANCE THE PROPERTY AND ADD SOME ADDITIONAL USES, ALLOWED USES, UM, THAT BUYER HAS BACKED OUT.
HOWEVER, WE'VE STAFF HAS BEEN ENGAGING WITH THE PROPERTY OWNER, UM, TO POTENTIALLY CONTINUE TO PURSUE THE, THE PLAN DEVELOPMENT AMENDMENT.
SO, UH, THIS STAFF'S ASKING TO PUT THIS ON HOLD INDEFINITELY WHILE THE PROPERTY OWNER KIND OF MAKES A DECISION TO EITHER PICK UP WHERE THEY, WHERE THE FORMER BUYER WAS, UM, OR KIND OF START FRESH.
