WE, WE TALKED ABOUT THE AUTO ORIENTED CORRIDOR TRANSFORMATION. SO A LOT OF THE, THE MAJOR ARTERIALS MAJOR AND MINOR ARTERIALS, UM, IN ADDISON, WHETHER THAT'S BELTLINE ROAD, ADDISON ROAD MIDWAY, UM, AND THEN SOME OF THE, THE ROADS THAT CARRY A LITTLE BIT LESS TRAFFIC. HOW CAN WE MAKE THOSE A LITTLE MORE, UM, FRIENDLY TO OTHER USERS BEYOND JUST, UH, JUST DRIVERS. SO, UH, MORE OF A COMPLETE STREET APPROACH. UM, AND, AND SO WHAT YOU SEE HERE, THE PEDESTRIAN PROTE PROTECTIONS, THERE WAS A LOT OF INTEREST IN MAKING, WHETHER IT'S BIKING AND WALKING ALONGSIDE THESE ROADWAYS OR CROSSING THEM. UH, WHAT CAN WE DO TO MAKE THOSE SAFER, UH, AND MORE COMFORTABLE, UM, WIDER AND HIGHER QUALITY SIDEWALKS? WE DID THIS, THIS EXERCISE, IF YOU GUYS REMEMBER, DID FOCUS KIND OF LOOKING AT THE BELTLINE CORRIDOR, BUT WE'RE TALKING ABOUT, UH, APPLYING SOME OF THESE TO ARTERIALS, UH, IN GENERAL, UM, NARROWING LANES TO SLOW TRAFFIC. UM, THIS IS SOMETHING IF YOU WANT TO SLOW CARS DOWN, NARROWING LANES IS A REALLY GOOD WAY TO DO THAT. UM, WE'VE HAD A LOT OF SUBSEQUENT CONVERSATIONS WITH STAFF, WITH THE TOWN ENGINEER AND, AND PUBLIC WORKS FOLKS. UM, THERE IS INTEREST IN NARROWING THE LANES TO SLOW THE CARS DOWN. UM, THERE'S A CONCERN WITH TRAFFIC COUNTS ABOUT, UM, YOU KNOW, IF WE DROP LANES OR DROP TOO MANY LANES, THEN YOU, YOU GET INTO A TRAFFIC VOLUME, UH, SITUATION. SO WE REALLY, WHAT CAME OUT OF ALL OF THAT IS WE WANNA MOVE A LOT OF CARS THROUGH HERE, UH, BUT DO IT SLOWER THAN WHAT'S HAPPENING, RIGHT, RIGHT NOW. SO IF A, UM, AND IF A LANE DOES GET DROPPED ON A, I'LL TALK SPECIFICALLY TO BELTLINE. UM, IT WOULD BE ON THE OUTSIDE. WE'RE NOT GONNA TOUCH THE INSIDE LANES. THE TURN LANES HAVE TO REMAIN INTACT. SO IF YOU, IF YOU THINK ABOUT BELTLINE TODAY, IF YOU DROP A LANE AND CONVERT THAT TO A WIDER SIDEWALK, TO A BIKE LANE, TO A TRANSIT LANE OR SOMETHING LIKE THAT, IT WOULD HAPPEN ON THE OUTSIDE LANE. UM, BUILDINGS, PATIOS BROUGHT UP TO THE STREET. UM, THIS IS ANOTHER ONE THAT THERE'S BEEN A LOT OF CONVERSATION THAT THE, THE STREET AND THE LAND USE ADJACENT TO IT HAVE TO WORK TOGETHER, RIGHT? SO PART OF WHY YOU HAVE A LONG BELT LINE AND A LOT OF YOUR OTHER MAJOR ARTERIALS, YOU HAVE THE BIG PARKING LOTS, IS YOU'RE DESIGNING THAT AREA WAS DESIGNED FOR PEOPLE TO DRIVE TO IT. SO YOU HAVE A LOT OF THE, THE, THE CARS. AND SO THE MORE LANES, WIDER ROADS, BIGGER PARKING LOTS KIND OF ALL GO HAND IN HAND IF YOU WANT TO, IF YOU WANT TO BRING THAT DEVELOPMENT UP ON THE STREET AND COMPLETE AND, AND HAVE A LITTLE MORE OF THAT COMPLETE STREET WALKABLE KIND OF ENVIRONMENT, WHICH THERE DOES SEEM TO BE REALLY STRONG INTEREST FOR ON BELTLINE BECAUSE IT IS SUCH A, YOU KNOW, SUCH A GATEWAY AND A, A BRANDED CORRIDOR FOR, UH, FOR THE TOWN. UM, THERE'S GOTTA BE A PARTNERSHIP THERE WITH ADJACENT DEVELOPERS AND BUSINESSES ON, YOU KNOW, CAN THEY THINK ABOUT MOVING THE BUSINESSES UP CLOSER TO BELTLINE AND PUTTING THE PARKING BEHIND IT. AND THEN IT, THEN YOU DO THAT, THE INTERACTION STARTS TO BE WITH THE FRONT OF THE BUILDINGS, THE PATIOS, THE SIDEWALK, THE STREETSCAPE, MUCH LIKE YOU HAVE HERE IN ADDISON CIRCLE. JUST A LITTLE DIFFERENT SCALE, UM, WAY FINDING WAS A BIG ONE AS WELL. UM, THERE'S A LOT OF, WHEN YOU LOOK AT AROUND BELT LINE OR ANY OF, OF YOUR MAIN CORRIDORS, THERE'S QUITE A BIT OF PARKING AROUND. UM, BUT PEOPLE DON'T ALWAYS, YOU KNOW, WANNA PARK IN ONE PLACE AND WALK ONE BLOCK OVER TO THE, THE PLACE THEY'RE TRYING TO GET. THEY STILL WANNA PARK RIGHT IN FRONT OF THAT RESTAURANT OR, OR THEIR DESTINATION. UM, SO PART OF THAT TRANSFORMATION AND TALKING WITH SOME OF THE, THE DEVELOPMENT COMMUNITY IS GONNA BE, WE'VE GOTTA TAKE ADVANTAGE OF SOME OF THE PARKING LOTS THAT WE HAVE AND FIND THOSE OPPORTUNITIES TO, UM, OVER TIME START TO FLIP TO WHERE YOU PULL THE BUILDINGS UP CLOSER TO THE ROADWAY AND PUT THE, THE PARKING BEHIND. UM, IN TERMS OF THE, WE HAD SOME QUESTIONS IN THERE ON, YOU KNOW, IF YOU WERE GONNA REPURPOSE A LANE, UH, BIKE LANE, TRANSIT LANE, SOMETHING LIKE THAT. UM, THERE WAS MORE OF A PREFERENCE TOWARDS A BIKE LANE THAN A, THAN A BUS. UM, SO THAT WAS, UH, THAT WAS SOMETHING IN THERE AS WELL. BUT, BUT THESE WERE THE TOP FIVE ON THE, THE ROAD CORRIDORS THAT, UM, THAT CAME UP. AND IT WAS [00:10:01] A PRETTY STRONG TOP FIVE, UH, AS WELL ON THE AUTO. THE SECOND ONE, THE BLUE ONE, THE AUTO ORIENTED COMMERCIAL. UM, THIS IS INTENDED TO LOOK AT PLACES LIKE VILLAGE ON THE PARKWAY, THE KROGER CENTER, UM, YOU KNOW, ANY OF YOUR LARGER KIND OF, UH, SHOPPING CENTERS WHERE YOU'VE GOT A BIG BOX OR, YOU KNOW, SOME KIND OF A BIG BOX ANCHOR IN THERE WITH SOME ADDITIONAL RETAIL AROUND IT. UM, WE ASKED Y'ALL TO LOOK AT THE VILLAGE ON THE PARKWAY, UM, AREA, BECAUSE THAT'S PROBABLY THE, THE CLOSEST ONE TO, UM, YOU KNOW, I NEVER WANNA SAY A DEVELOPMENT AREA IS REALLY FINISHED IN THE KIND OF THE AREA OF ONGOING, YOU KNOW, JUST CONTINUING KIND OF TINKERING AND, AND REDEVELOPMENT. BUT THERE'S A LOT TO LIKE ABOUT VILLAGE ON PARKWAY. IT ATTRACTS A LOT OF FOLKS. UM, BUT IT'S NOT AS WALKABLE AS IT COULD BE. UM, IT'S STILL A PLACE WHERE PEOPLE ARE GONNA DRIVE TOO, BUT ONCE YOU GET THERE, YOU KNOW, IF, IF YOU DID WANT TO TRY TO WALK AROUND A LITTLE BIT, IT'S NOT THE NOT THE MOST COMFORTABLE PLACE TO, TO WALK AROUND. SO, UM, EXPERIENTIAL RETAIL WAS SOMETHING THAT WAS BROUGHT UP HERE. UH, POCKET GREEN AND GATHERING PLACES, YOU KNOW, THERE'S THE BUILDINGS, THERE'S THE PARKING LOTS, THERE'S THAT ONE KIND OF STRIP WITH THE FOUNTAIN AND STUFF IN IT, BUT THERE'S REALLY, THERE'S NOT A LOT OF USABLE FUNCTIONAL, UH, FUNCTIONAL GREEN SPACE IN THERE. UM, MORE WIDER, HIGHER QUALITY SIDEWALKS, PEDESTRIAN PROTECTIONS. UM, AND, UM, AND THERE WAS QUITE A BIT OF INTEREST IN AN INTERNAL KIND OF RIDE SHARE CIRCULATOR TO GET YOU FROM THE PARKING, UH, AROUND THE REST OF THE, THE AREA. SO SOME OF THE THINGS THAT WE'RE LOOKING WITH THE, THE RENDERINGS THERE IS LIKE, WHAT, WHAT CAN YOU DO INCREMENTALLY, UM, IN VILLAGE ON THE PARKWAY TO, TO, MAYBE THERE'S A COUPLE OF AREAS THAT ARE PARKING AND MAYBE YOU CAN PUT A, YOU KNOW, A FEW MORE BUILDINGS ON THAT AND WORK ON CIRCULATOR OR, OR ANOTHER GARAGE OR SOMETHING LIKE THAT. UM, AND THEN YOU ALSO THINK ABOUT IT FROM THE STANDPOINT OF A DIFFERENT SITE, UM, YOU KNOW, LET'S SAY KROGER OR TOMON, UM, PICK THERE, THERE'S A NUMBER OF 'EM THAT, THAT YOU COULD PICK, BUT THOSE COULD ALSO HAPPEN INCREMENTALLY WHERE YOU COME IN OVER TIME AND, AND START TO ADD MORE BUILDINGS AND USES INTO THOSE AREAS TO MAKE THEM MORE OF A TRUE KIND OF NEIGHBORHOOD CENTER, UH, TO PROVIDE, YOU KNOW, LIKE THE KROGER ONE FOR EXAMPLE, YOU'D WANT TO SEE THAT EVOLVE TO MORE OF A NEIGHBORHOOD MIXED USE TYPE OF CENTER SO THAT THE NEIGHBORHOODS BOTH TO THE NORTH AND THE SOUTH OF THAT WOULD HAVE SOMETHING A LITTLE CLOSER TO BIKE AND WALK TO THAT COULD HAPPEN INCREMENTALLY, UM, OR IT COULD HAPPEN AS A MAJOR PROJECT, AS A SCRAPE AND REDEVELOP. SO THERE'S, THERE'S A LOT OF WAYS TO GET TO TRANSFORMING SOME OF THESE, UM, COMMERCIAL CENTERS INTO A LITTLE MORE OF A, A MIXED USE, UM, AREA WHERE YOU CAN GET SOME OF THAT WALKUP, THAT WALKUP TRAFFIC. UM, BUT YOU'RE STILL GONNA HAVE SOME OF THE, THE DRIVE, UH, THE DRIVE TO TRAFFIC AS WELL. THE THIRD ONE'S, THE AGING INDUSTRIAL. WE ASKED Y'ALL TO LOOK AT THE, THE INWOOD CORRIDOR FOR THIS ONE. AND INWOOD IS A LITTLE BIT DIFFERENT AND THAT IT'S GOT, BECAUSE OF THE NOISE CONTOURS FROM THE AIRPORT, IT'S GOT SOME RESTRICTIONS ON WHAT WE CAN DO THERE, ESPECIALLY FOR THE MAJORITY OF IT, NO RESIDENTIAL. UM, BUT THIS IS THE AREA THAT IS LIKE THROUGH THE ENGAGEMENT PROCESS, WE'VE HEARD, UM, YOU KNOW, FROM THE, THE MAJORITY OF THE COMMUNITY, THAT'S THE AREA THAT MAYBE DOESN'T, ISN'T QUITE UP TO THE SAME LEVEL OF QUALITY AS THE REST OF ADDISON. UM, IT'S ALSO A GATEWAY TO ADDISON. THERE'S A LOT OF PEOPLE THAT COME IN INTO ADDISON FROM THAT, UH, FROM THAT, THAT WAY, UH, OR FROM THAT CORRIDOR. UM, THIS IS ALSO INTERESTING BECAUSE WE'VE HEARD, UH, WE, WE'VE HEARD FROM FOLKS THAT WE WOULD LIKE TO HAVE MORE, UM, YOU KNOW, MORE OF THE ARTS, MORE OF THE CREATIVE KIND OF AREA, A LITTLE BIT MORE OF A, LIKE A GRITTY KIND OF MAKERSPACE KIND OF ARTS, MUSIC CULTURE KIND OF STUFF THAT, UM, WOULD, WOULD COMPLIMENT WHAT, WHAT ADDISON ALREADY HAS. UM, AND THAT AREA IS A REALLY GOOD PLACE FOR THAT, UM, THAT AS WELL. SO WHAT U-HAUL HAD GIVEN US HERE IS ADAPTABLE, FLEXIBLE SPACE. SO SPACE THAT CAN KIND OF FLEX AND MAYBE, YOU KNOW, MAYBE IT'S AN ART STUDIO, MAYBE, UH, YOU KNOW, MAYBE IT'S A SMALL, UM, YOU KNOW, STOREFRONT FOR, UH, FOR SOMETHING. MAYBE IT'S, UH, MAYBE IT'S MICRO RETAIL, MAYBE IT'S, UM, SMALL MICRO KITCHENS OR SHARED KITCHEN TYPE OF INCUBATOR, CULINARY AND, YOU KNOW, TYPE STUFF. THERE'S A LOT OF THINGS YOU CAN DO, UM, DESIGN-WISE WITH, WITH FLEXIBLE SPACES. UM, THE RESTAURANT ENTERTAINMENT, UM, YOU KNOW, HYBRIDS, UH, WAS, WAS SOMETHING THAT CAME UP, UH, QUITE A BIT. UM, AND WE USE THE MARY KAY SITE THERE. IT'S ONE OF THE FEW REMAINING GREEN, UH, GREENFIELD SITES. UM, BUT YOU ALSO HAVE A LOT OF EXISTING BUILDINGS ALONG THAT CORRIDOR THAT ARE GONNA HAVE TO BE RE UM, REIMAGINED. UM, AS WELL, WHAT CAME OUT OF THIS ONE, THE MIX OF SMALL AND LARGE, UH, PUBLIC GREENS, OUTSIDE AMENITIES, BETTER PEDESTRIAN INFRASTRUCTURE, LARGE EMPLOYMENT USES, AND MORE DIVERSE MIX OF USES ALLOWED. AND SO WE KNOW THAT THOSE CAN KIND OF COME OUT. SO THIS FOR OUR TEAM, AND I DIDN'T SAY THIS BACK THEN, DIDN'T WANT Y'ALL TO KNOW IT, BUT IT WAS MORE OF A PROCESS OF ELIMINATION MORE THAN, UH, BUT YOU KIND OF HAVE CONFIRMED A LOT OF WHAT WE HAD HEARD FROM THE COMMUNITY AND WHAT WE'VE ALSO HEARD FROM SOME OF OUR FOCUS GROUPS THAT WE'VE HAD THIS WEEK WITH SOME OF THE, THE DEVELOPMENT COMMUNITY AND, UM, AND OTHER FOLKS AS WELL. SO LET'S KIND OF RUN THROUGH THESE. UM, AND THESE ARE JUST TO BE CLEAR, THESE ARE IN PROG, UH, IN PROGRESS. WE'VE GOT, WE HAD FOCUS GROUPS ALL THIS WEEK, UM, AS WELL THAT I WANNA MENTION. WE HAD TWO ON MOBILITY. WE HAD, WE HAD ONE WITH JUST INTERNAL STAFF WHERE WE TALKED ABOUT IDEAS FOR MOBILITY. WE ALSO HAD, UH, ONE WITH, WITH, UH, REGIONAL MOBILITY PARTNERS, UH, SO NCT COG, UH, DART, ET CETERA. UM, AND GOT SOME FEEDBACK. UH, AND FOR THIS SPECIFICALLY, UM, I ALREADY MENTIONED THE MIDDLE, THE CENTER TURN LANE. SO THE TURN LANES HAVE TO STAY. UM, THERE IS INTEREST IN CONFIRMATION FROM STAFF OF NARROWING LANES. SO MOST OF THESE LANES RIGHT NOW ARE 11 FOOT. UM, WE MIGHT PROPOSE TO TAKE THOSE DOWN TO 10 FOOT. UM, IT FORCES CARS TO GO SLOWER. UH, THERE, THERE IS POTENTIAL, UM, TO, WE HAVE TO, WE STILL HAVE TO LOOK AT SOME TRAFFIC COUNTS AND TALK THROUGH THIS, BUT THERE'S POTENTIAL TO DROP THE OUTSIDE LANE. AND THEN AS YOU WORK WITH SOME OF THOSE ADJACENT DEVELOPERS, THEY MIGHT, UH, THEY MIGHT FLIP, UM, TO WHERE THEY CAN PULL THEIR BUILDING UP AND PUT THEIR PARKING BEHIND IT. UM, THERE'S, WE HAD A CONVERSATION ABOUT DO WE NEED TO, YOU KNOW, TALK WITH THE ADJACENT PRO, UM, PROPERTY OWNERS ABOUT, YOU KNOW, WOULD THEY BE WILLING TO, UH, WORK SOME KIND OF AGREEMENT WITH THE TOWN TO GIVE UP SOME OF THEIR PARKING RIGHT THERE ALONG THE FRONT SO THAT WE COULD DO A LITTLE BIT WIDER STREET SCAPE OR SEPARATE THAT BIKE LANE EVEN, UM, EVEN FURTHER. I MEAN, THAT'S A, THAT'S A LONG GAME KIND OF PROJECT. UM, BUT THERE'S INTEREST IN DOING IT. SO THERE'S AN OPINION THAT ADDISON CIRCLE IS STILL THE CENTER, UM, THE CENTER OF ADDISON, AND WHERE THE ENTERTAINMENT AND THE RETAIL AND THE RESTAURANTS AND ALL OF THAT'S GONNA COME AND THEY THINK TO FILL THEIR BUILDINGS UP, THEY NEED TO BE ABLE TO OFFER THAT TO GET THEM DOWN HERE. THEY ALSO SAID SOME OF THE SMALLER POCKET PARKS, THE SMALLER GREEN SPACES THAT PEOPLE CAN HAVE IMMEDIATE ACCESS TO IS IMPORTANT. UM, WE HEARD ONE GENTLEMAN SAY THAT THE, TO THE DAYS OF THE TALLER TOWERS MIGHT BE GONE, UM, THERE'S MUCH MORE INTEREST IN, IN, UM, YOU KNOW, LESS OFFICE SPACE, MORE OUTDOOR SPACE, MORE GETTING OUT OF THE BUILDING AND INTO THE COMMUNITY FOR SOME OF THOSE THINGS, UM, THAT, THAT EMPLOYEES ARE LOOKING FOR. UM, BUT DEFINITELY A WAY, YOU KNOW, WHAT YOU CAN SEE WHAT WE'RE WORKING ON HERE IS SOME KIND OF A, A REALLY STRONG CENTRAL GREEN SPACE THAT WOULD COME FROM THE MARY KAY OVER TO THE, TO THE EXISTING PARK THERE. AND THEN YOU CAN KIND OF RUN DOWN TO THE, TO THE SOUTH FROM THERE. BUT THIS IS ONE OF THOSE SITES THAT THERE ARE, UM, OPPORTUNITIES TO PUT SOME PRETTY SIGNIFICANT, UM, HIGH DENSITY INFILL AND GET A MIX OF OFFICE, NEWER KIND OF OFFICE RETAIL, UM, AND RESIDENTIAL. AND SO THERE'S, THERE'S A LOT OF OPTIONS TO WORK WITH HERE. BUT, AND AGAIN, I KNOW , I KNOW SHARON'S HERE, BUT, UM, WE APPRECIATE THEM. SOMETIMES ANYTIME YOU SHOW RENDERING LIKE THIS FOR A SITE, EVERYBODY'S LIKE, OH, PEOPLE ARE GONNA THINK THAT'S EXACTLY WHAT WE WANNA DO HERE. I JUST WANNA BE CLEAR AND BE ON THE RECORD. UM, BUT THIS PART ON THE SOUTH IS REALLY THE AREA THAT YOU COULD DO SOMETHING, UM, YOU KNOW, WITH THE, THE WAREHOUSE AND ADDING A, A FEW MORE BUILDINGS, UH, AND OPEN SPACE IN THERE, UH, FOR SOME LARGER TENANTS. THE OTHER THING THAT WE'VE TALKED ABOUT HERE IS JUST, UM, AND I'VE JUST GOT THE AERIAL HERE TO, TO SPEAK TO IT, BUT THIS, THE INWOOD AREA'S KIND OF, UM, REALLY BREAKS INTO TWO PARTS AS WE SEE IT. YOU HAVE THE, THE WAREHOUSE SITE ON THE SOUTH, AND THEN YOU HAVE, UM, KIND OF THE TRIANGLE TO THE NORTH PART WHERE THE, I DON'T KNOW IF Y'ALL CAN SEE. YEAH, YOU CAN'T SEE THE, OH, SORRY. AND IT'S NOT A, YOU DON'T SCRAPE AND REDEVELOP THE WHOLE THING. YOU GO IN AND YOU INCREMENTALLY INFILL ON THESE SITES AND START TO TRANSFORM THIS SPOT. UM, OVER TIME, UM, IF SOMEBODY WANTED TO COME IN AND SCRAPE AND REDEVELOP, DEVELOP THIS WHOLE THING BY, BY NOW, IF THE, IF THE MATH WORKED AND IF IT WAS EASY, THEY WOULD'VE ALREADY DONE IT, RIGHT? AND THEN WHAT WE LEARNED IN OUR MEETING YESTERDAY THAT LESLIE TOLD US ABOUT IS THE BRAND NEW LACROSSE CENTER BUILDING THAT'S DOWN ON THE LEFT SIDE OF THE SLIDE, THE BIG WHITE BUILDING THERE, AND THE KINDA ON THE LEFT, UM, IT'S BEEN TWO MONTHS THAT IT'S BEEN OPEN. UM, BRAND NEW CENTER FOR LACROSSE TRAINING. THEY'RE HOPING TO HAVE TOURNAMENTS THERE. UM, COULD BE A REALLY INTERESTING ANCHOR SITE. UM, AND WOULDN'T IT BE COOL IF PEOPLE THAT ARE COMING THERE FOR THE LACROSSE COULD WALK UP TO THE FISH STORE, THE, THE RESTAURANTS THAT ARE IN THE MIDDLE? UM, MOBILITY AND CONNECTIVITY IS THE ORANGE ONE. AND THEN GENERAL SUPPORTING CO. SO GENERAL ONES ARE ONES THAT ARE GONNA CROSS OVER THE WHOLE PLAN, PULLING THINGS, SOME OF THE THINGS FROM PARKS, SUSTAINABILITY FACILITIES, UM, ET CETERA. SO WE HAVE FIVE, UM, WORKING DECISION MAKING PRINCIPLES. UM, THE FIRST ONE IS PEOPLE FIRST. UM, IN ADDISON, PEOPLE COME FIRST. WE PRIORITIZE OUR RESIDENTS AND VISITORS OVER THEIR CARS. AESTHETICS MATTER. WE'VE BUILT AND CONTINUE TO IMPROVE UPON A PLACE WHICH HAS A HIGH CALIBER OF DESIGN AND MATERIALS LEADERSHIP. OUR COMMUNITY HAS BEEN AN INNOVATIVE LEADER. ITS ENTIRE HISTORY. WE INTEND TO LEAD FAR INTO THE FUTURE, HIGH QUALITY OF LIFE OUR RESIDENTS EXPECT, AND OUR LEADERS AIM TO PROVIDE THE HIGHEST QUALITY OF LIFE IN NORTH TEXAS. AND THEN, YOU KNOW, WHAT, WHAT MADE ADDISON SOME OF THE, THE LEADERSHIP DECISIONS AND THE COMMITMENTS TO WALKABILITY AND URBAN DESIGN AND PLACEMAKING THAT WERE TAKING IN THE SEVENTIES, EIGHTIES, AND EARLY NINETIES TO BUILD PLACES LIKE ADDISON CIRCLE WHERE WE ARE NOW. UM, AND THAT TRYING TO MAINTAIN AN OPERATIONAL INTERNAL CIRCULATOR FOR FIXED ROUTE ALL THE TIME WOULD BE PRETTY EXPENSIVE.
