Discussion regarding items on the agenda for the July 16, 2024 Planning and Zoning Commission Regular Meeting: June 18, 2024 Planning and Zoning Commission Meeting Minutes Replat extension request for Greenhill School Addition (R2024-02) Special Use Permit request for Greenhill School (1916-SUP) (POSTPONED) Special Use Permit request for Jewish Family Services (1918-SUP) Planned Development Amendment request for an extended-stay hotel, Suburban Studios (1903-Z)] IS AN RELAID EXTENSION FOR THE GREENHILL SCHOOL EDITION. UH, YOU ACTUALLY SAW THIS EXTENSION REQUEST LAST MONTH AS WELL. UM, SO GREENHILL'S WORKING ON THE NEXT ITEM ON THE AGENDA, WHICH IS TO BE POSTPONED THIS EVENING. UM, AND WE'VE BEEN GOING THROUGH SOME CHANGES WITH THAT REQUEST AND THEREFORE THE PLA HAS SEEN SOME CHANGES AS WELL. SO THERE, BEFORE YOU DENY ASKING ADDITIONAL, UH, EXTENSION REQUEST, UM, WE SHOULD BE READY FOR THE NEXT MEETING. STAFF'S RECOMMENDING, RECOMMENDING APPROVAL FOR THAT 30 DAY EXTENSION REQUEST. UM, THE NEXT ITEM IS A SPECIAL USE PERMIT FOR GREENHILL SCHOOL. THIS IS FOR A NEW ATHLETIC PERFORMANCE CENTER THAT IS GENERALLY LOCATED ON THE WEST SIDE OF THEIR SITE. UM, THERE WAS NO DOCUMENTATION PROVIDED IN THE STAFF REPORT AS WE'RE STILL EXPERIENCING SOME HEAVY, UM, OR SIGNIFICANT MODIFICATIONS TO THE PLANS AS WE FIRM THOSE UP. UM, BUT IT SHOULD BE READY FOR THE NEXT MEETING. SO, UM, WE'RE JUST ASKING THAT YOU POSTPONE THIS ITEM THIS EVENING. UM, IT SHOULD COME BACK TO THE NEXT MEETING AND STAFF WILL RE-NOTICE JUST TO ENCOURAGE TRANSPARENCY. UM, FOR, FOR ALL THE ADJACENT RESIDENTS. UH, THAT FOLLOWING ITEM, UM, IS A SPECIAL USE PERMIT FOR JEWISH FAMILY SERVICES OF GREATER DALLAS. UH, THIS IS A, UH, SPECIAL USE PERMIT FOR A PHILANTHROPIC INSTITUTION. UH, JFS IS A, UM, SOCIAL SERVICE ORGANIZATION THAT PROVIDES A VARIETY OF, UM, CARE AND SERVICES TO THE COMMUNITY. THEY ACTUALLY CURRENTLY HELP ABOUT 900 ADDISON RESIDENTS. UM, THEY PROVIDE THINGS LIKE, UH, BEHAVIORAL HEALTH, SO THAT MAY INCLUDE, UM, THERAPY OR COUNSELING SERVICES, UH, CAREER AND FINANCIAL HELP, UM, OR ASSISTANCE. UM, UH, THEY DO HAVE NUTRITIONAL HEALTH IN THE FORM OF FOOD PANTRY ON SITE AND A, UM, UM, PHYSICAL HEALTH THROUGH A MEDICAL CLINIC. SO THEY CURRENTLY HAVE A LOCATION AT A, IN DALLAS AT ARAPAHOE, IN MONTFORD. UM, AND THEY'RE PROPOSING TO, UM, OWN AND OCCUPY, UH, PARKSIDE CORPORATE CENTER. IT IS THE EXISTING OFFICE CAMPUS ON UM, QUORUM DRIVE. SO IT'S TWO OFFICE BUILDINGS. IT'S GENERALLY LOCATED BEHIND THE MARY KAY BUILDING ON THE, UH, WEST SIDE OF QUORUM. SO THEY'RE, UH, THE SITE, OBVIOUSLY THEY'RE MAKING SOME INTERIOR MODIFICATIONS, BUT THE SITE ITSELF IS, UM, ESSENTIALLY REMAINING THE SAME. THEY'RE PROVIDING A COUPLE OF UPDATES AND THAT'S ABOUT IT. YEP. QUESTION. SO I NOTICED IN THEIR, IN THEIR APPLICATION THAT THEY HAD SEEMED LIKE THERE WAS SOME COMMENT TO THE EFFECT THAT SOME OF THEY'RE GONNA INCREASE THE AMOUNT OF, POSSIBLY INCREASED THE AMOUNT OF MEDICAL KIND OF YEP. IN THE FUTURE. YEP. IN THE FUTURE. MY QUESTION AND OUR ORDINANCE MIGHT CHANGE, BUT I'M SAYING [00:05:01] IN THE FUTURE WHEN THEY COME BACK TO DO THAT, I'M JUST, 'CAUSE RIGHT NOW THEY'RE, THEY JUST HAVE IT PARKED FOR 15,000 FOOT OF MEDICAL OR WHATEVER IT IS AND IF THEY CHANGE IT TO 50,000 'CAUSE THE, WE'RE GONNA HAVE TO HAVE, IT'S AT ONE TO 200 AND I THINK A LOT OF IT'S AT GENERAL OFFICE ONE TO 300. YEAH. SO ALL OF THE FUTURE EXPANSION AREAS WERE INCLUDED IN THE PARKING COUNTS BASED UPON WHAT THEY WERE DESIGNATED AS. SO FOR EXAMPLE, 'CAUSE SO THAT SITE IS UM, A UM, ALMOST EXACTLY A HUNDRED THOUSAND SQUARE FEET. EACH BUILDING IS ABOUT 50, EACH FLOOR OF 25,000. UM, AND SO THEY'RE PROPOSING TO OCCUPY, UM, ABOUT HALF OF THE FIRST FLOOR OF BUILDING A, WHICH IS THE NORTHERNMOST FLOOR. SO THE TOTAL MEDICAL, INCLUDING WHAT THEY'RE PROPOSING TO OCCUPY TODAY AND IN THE FUTURE, IS AROUND 15 TO 16,000 SQUARE FEET. UM, SO THAT'S WHAT THEY'RE, THAT'S WHAT THEY'RE SHOWING AS THEY'RE PARKING FOR ESSENTIALLY. SO THEY WILL, SO TO ANSWER YOUR QUESTION MORE DIRECTLY, THEY WOULD NOT NEED TO COME BACK AS PROPOSED IF THEY ARE STILL IN LINE WITH WHAT THEY'RE PROPOSING. YEAH, YEAH, YEAH. THAT, BUT WHAT I'M SAYING, IF THEY, IF SOME, IF FOR SOME REASON THEY SAY, OKAY, WE WANT TO CHANGE A BUNCH OF IT, MORE OF IT IN THE MEDICAL, THEY'RE GONNA HAVE, THEY WOULD'VE TO COME BACK BECAUSE OF THE PARKING COUNT. THAT'S CORRECT. YES. YEP. GOT IT. ALRIGHT, ANY OTHER QUESTIONS ON THAT ONE? ALRIGHT, AND THEN THE UM, LAST ITEM IS A PLAN DEVELOPMENT AMENDMENT REQUEST FOR AN EXTENDED STAY HOTEL SUBURBAN STUDIOS. AND SO THIS IS A TWO-PART REQUEST. THEY'RE REQUESTING A PLAN DEVELOPMENT AMENDMENT TO ADD A ADD EXTENDED STAY AS, EXCUSE ME, EXTENDED STAY HOTEL AS A PERMITTED USE WITHIN THE EXISTING PLAN DEVELOPMENT. THEY'RE ALSO REQUESTING DEVELOPMENT PLAN APPROVAL TO CONSTRUCT THE EXTENDED STAY HOTEL. UM, SO IT'S A TWO PART, YOU CAN, UM, TAKE THE MOTION ALL IN ONE TOGETHER. UM, HOWEVER, UM, SO THIS REQUEST WOULD, UM, ADOPT A NEW DEFINITION FOR THE EXTENDED STAY HOTEL AND THEN THEY'RE PROPOSING TO DEVELOP UNDER THAT DEFINITION. UM, SO THAT REQUEST INCLUDES A THREE STORY, UH, HOTEL. UM, IT HAS 47 GUEST ROOMS, 47, UM, PARKING SPACES PROVIDED. UH, IT'S ALL TUCK UNDER SURFACE PARKING. SO THE FIRST OR GROUND FLOOR IS ESSENTIALLY ALL PARKING. THERE IS A LOBBY IN THE CENTER, AND THEN THE SECOND AND THIRD FLOORS ARE THE GUEST ROOMS. AND, UM, THIS IS THE SAME OWNER AND OPERATOR THAT, UM, OWNS AND OPERATES THE QUALITY SUITES, WHICH IS IMMEDIATELY NORTH OF THE SUBJECT PROPERTY. UM, SO, AND I DIDN'T MENTION THIS BEFORE, I APOLOGIZE. THE SUBJECT PROPERTY IS AN EXISTING, UM, VACANT, UNDEVELOPED STRIP OF LAND THAT'S LOCATED BETWEEN BELTLINE ROAD AND ARAPAHOE. UM, BEHIND WHERE, UM, I GUESS BETWEEN LIKE OAK BARBECUE AND WHERE QUALITY SUITES IS, THEY DO NOT HAVE PARENTAGE ON A RIGHT OF WAY. HOWEVER, THERE IS AN APPROVED, UH, CROSS ACCESS EASEMENT FROM BELTLINE ROAD. SO THEY STILL MEET OUR SUBDIVISION ORDINANCE AS FAR AS THAT'S CONCERNED. ANY ADDITIONAL QUESTIONS ON THAT ONE?
