I NOW CALL THE REGULAR MEETING OF THE ADDISON PLANNING AND ZONING COMMISSION TO ORDER TODAY, MAY 21ST, 2024.UH, WE HAVE A QUORUM PRESENT, UM, AS WE DO WITH EVERY MEETING.
WE'LL START WITH PLEDGE OF ALLEGIANCE.
GOALS AND PRINCIPLES OF PLANNING.
PLANNING POLICY ADMINISTRATION, WE'LL START OVER.
SORRY, I DIDN'T HAVE MY MIC ON.
PLANNING ZONING COMMISSION FULFILLS AN ADVISORY ROLE FOR THE TOWN BY EVALUATING, PLANNING, ZONING AND SUBDIVISION PROPOSALS AND MAKING RECOMMENDATIONS TO THE CITY COUNCIL ON LAND USE AND DEVELOPMENT POLICY.
THE PURPOSE OF THE COMMISSION IS TO PROVIDE GUIDANCE ON REASONABLE LAND USE AND DEVELOPMENT THROUGH THE ADHERENCE TO THE GOALS AND PRINCIPLES OF PLANNING POLICY AND ADMINISTRATION OF THE ZONING AND SUBDIVISION REGULATIONS, WHICH AIMS TO PROMOTE THE SAFETY AND WELLBEING OF OUR RESIDENTS WORKFORCE AND VISITORS.
[ Consent Agenda: All items listed under the Consent Agenda are considered routine by the Planning and Zoning Commission and will be enacted by one motion with no individual consideration. If individual consideration of an item is requested, it will be pulled from the Consent Agenda and discussed separately.]

Hold a public hearing, present, discuss, and consider action on a request to amend Planned Development (PD) District, Ordinance O22-3, for a 10.88-acre property located at the southeast corner of Belt Line Road and Montfort Drive, addressed as 5290 and 5294 Belt Line Road, in order to modify the development plans to allow for the construction of a covered parking structure and dumpster enclosure. Case 1907-Z/Prestonwood Place Amendment.]
THE AGENDA IS HOLD A PUBLIC HEARING TO PRESENT AND DISCUSS AND CONSIDER ACTION ON THE REQUEST TO AMEND THE PLANNED DEVELOPMENT PD, DISTRICT ORDINANCE OH 22 DASH THREE FOR A 10.88 ACRE PROPERTY LOCATED IN THE SOUTHEAST CORNER OF BELTLINE ROAD AND MONTFORD DRIVE, ADDRESSED AS 52 90 AND 52 94 BELTLINE ROAD IN ORDER TO MODIFY THE DEVELOPMENT PLANS TO ALLOW FOR THE CONSIDERATION OF COVERED PARKING STRUCTURE AND DUMPSTER.ENCLOSURE CASE, 1907 DASH Z PRESTONWOOD PLACE AMENDMENT.

UM, THIS REQUEST IS FOR A PLAN DEVELOPMENT FOR PROPERTY LOCATED AT THE SOUTHEAST CORNER OF BELTLINE IN MONTFORT.
UM, THIS, UM, AREA IS GENERALLY KNOWN AS PRESTONWOOD PLACE AND IS A, UM, HAS VARIOUS RETAIL AND OFFICE, UH, USERS AT THE SITE.
UM, THIS PARTICULAR SITE WAS, UH, ORIGINALLY DEVELOPED IN THE, UH, SEVENTIES AND EIGHTIES.
IT RECEIVED A PRETTY SIGNIFICANT REZONING REQUEST IN 2019 TO A PLAN DEVELOPMENT, AND THAT FOSTERED MANY OF THE IMPROVEMENTS THAT WE SEE TODAY, INCLUDING, UH, SOME OF THE FACADE IMPROVEMENTS, A LOT OF THE LANDSCAPING AND, AND PEDESTRIAN AMENITIES SURROUNDING THE SITE AS WELL.
UM, IT WAS AMENDED IN 2022 TO ALLOW MEDICAL USES AS A PERMITTED USE.
AND THIS REQUEST THIS EVENING IS TO AMEND THE DEVELOPMENT PLANS, UH, FOR THE SITE TO ACCOMMODATE A COUPLE OF, UM, ADDITIONS TO THE SITE.
SO THE PROPOSAL INCLUDES A NEW DUMPSTER ENCLOSURE, UH, NEAR THE, UH, CENTER, OR AT LEAST THE NORTHERN HALF OF THE SITE, AND THEN A COVERED PARKING STRUCTURE FOR SURFACE PARKING IN THE FAR, UH, LOWER SOUTHEAST CORNER OF THE SITE.
THE PROPOSED DUMPSTER ENCLOSURE WILL BE SEVEN FEET IN HEIGHT AND WE'LL HAVE, UH, THREE SOLID SIDES WITH A DOOR ON THE FRONT.

UH, TO ACCESS THE DUMPSTER.IT WILL BE 14 BY 14 FEET IN SIZE, AND IT WILL BE IMMEDIATELY ADJACENT TO, UH, AN EXISTING DUMPSTER ENCLOSURE.
FOR THE COVERED PARKING STRUCTURE, UH, IT WILL BE A CANTILEVER STRUCTURE THAT WILL COVER, EXCUSE ME, GO OVER EXISTING 22 PARKING SPACES.
UM, AND IT'LL BE APPROXIMATELY 40 FEET BY, I THINK IT'S 40 FEET BY A HUNDRED FEET, GIVE OR TAKE A COUPLE, AND IT'LL BE NINE AND A HALF FEET TALL IN THE CENTER.
AND, UM, AT THE SIDES WE'LL HAVE A SEVEN FOOT CLEARANCE.
SO FOR THE DUMPSTER ENCLOSURE, THIS AREA WILL ACTUALLY INCREASE THE OPEN SPACE BY 163, EXCUSE ME, 165 SQUARE FEET, UM, BECAUSE THEY ARE HAVING TO RECONFIGURE AND TAKE SOME OF THE PARKING SPACES AWAY TO ADD THE DUMPSTER ENCLOSURE.
THIS CREATES SOME DEAD SPACE THAT DOESN'T ACCOMMODATE A PARKING SPACE, AND SO THEY'RE TURNING THAT INTO OPEN SPACE.
UH, WITH THAT OR WITH THIS REQUEST, THEY WILL ALSO TRANSPLANT TWO EXISTING CEDAR ELMS. UH, THEY ARE GENERALLY SHIFTING TO THE WEST, PROBABLY ABOUT ABOUT 12 FEET, GIVE OR TAKE A LITTLE BIT.
UM, HOWEVER, THEY'RE NOT PROPOSING ANY SIGNIFICANT CHANGES TO THE LANDSCAPING.
UM, OTHER THAN WHAT I JUST MENTIONED.
THE NEW OPEN SPACE WILL BE PLANTED WITH, UH, SOD, WHICH WILL, IS WHAT YOU CURRENTLY SEE THERE.
SO THEY'RE JUST KIND OF EXPANDING IT AND MAKING IT LOOK SIMILAR TO WHAT EXISTS TODAY.
ADDITIONALLY, I MENTIONED THEY WILL REDUCE OR REMOVE FOUR PARKING SPACES TO MAKE, UH, ACCOMMODATION FOR THE NEW DUMPSTER ENCLOSURE.
HOWEVER, THEY STILL SIGNIFICANTLY EXCEED THE MINIMUM PARKING REQUIREMENT ON SITE.
UH, SO THEY'RE REQUIRED TO HAVE 675 SPACES AND THEY CURRENTLY, WITH THIS PROPOSAL ARE PROVIDING 764.
FOR THE COVERED PARKING STRUCTURE.
AS I MENTIONED, THIS IS JUST GOING OVER EXISTING SURFACE PARKING.
THERE IS NO MODIFICATION TO ANY OPEN SPACE, TREES, ET CETERA.
UM, IT WILL REMAIN IMPERMEABLE SURFACE AND IT WILL COVER THAT AREA.
IT WILL PROVIDE COVER FOR 22 SPACES.
UM, THIS IS A DESIRED AMENITY FROM THE OFFICE TENANT.
SO THE PROPERTY OWNER WOULD LIKE TO MOVE FORWARD WITH THIS, AND THERE ARE NO SPACE, UH, PARKING SPACE REDUCTIONS WITH THIS PROPOSAL.
AND I'LL ALSO MENTION THAT THERE ARE SOME EASEMENTS TO THE SOUTH OF THIS NEW STRUCTURE.
UM, AND WE WERE, UM, COGNIZANT OF THAT AND, UH, ENSURED THAT THE STRUCTURE DOES NOT IMPEDE ANY OF THOSE EASEMENTS.
SO FOR THE EXTERIOR APPEARANCE, THE DUMPSTER ENCLOSURE, UH, WILL BE, UM, CMU CONSTRUCTION WITH A VENEER TO MATCH KIND OF THE AESTHETIC OF SOME OF THE OTHER BUILDINGS AT THE SITE.
AND THEN THE, UM, THIS IS AN EXAMPLE OF, OF SIMILAR CONSTRUCTION TYPE OF THE, UH, CANTILEVER PARKING, UM, STRUCTURE.
SO IT'LL BE PRIMARILY CONSTRUCTED OF A STEEL FRAME WITH, WITH METAL, UM, COVERING ON THE ROOF.
UH, THERE ARE NO PROPOSED MODIFICATIONS TO ANY OF THE EXISTING, LIKE PRIMARY STRUCTURES ON SITE WITH THIS REQUEST.
UM, SO WE DID ISSUE, UH, NOTICE TO ALL PROPERTY ORDERS WHEN THE 200 FEET OF THE SITE, WHICH INCLUDED 16 RECIPIENTS, AND WE DID NOT RECEIVE ANY RESPONSE FROM ANY OF THOSE.
HOWEVER, WE DID RECEIVE A LETTER OF SUPPORT FROM ONE, UM, ADDISON RESIDENT, WHICH WAS PROVIDED TO YOU.
ALL THAT CAME, UM, WAS SUBMITTED TO US AFTER THE PACKET WAS RELEASED AND STAFF RECOMMENDS APPROVAL OF THE AMENDMENT.

SO THE, A NATIONWIDE INITIATIVE THAT WE HAVE THAT, THAT MAY SEEM KIND OF TRITE OR SILLY, BUT WE, WE HAVE AUTOMATIC CLOSING DOORS ON EVERY DUMPSTER THAT WE PUT IN NATIONWIDE.
