Case 1906-Z/14295 Midway Road (Westwood Montessori).]

FIRST ITEM ON THE LIST IS HOLDING A PUBLIC AREA HEARING, PRESENT, AND DISCUSS AND CONSIDER ACTION ON A REQUEST FOR A SPECIAL USE PERMIT TO ALLOW A PRIVATE SCHOOL ON A PORTION OF THE 8.67 APPROXIMATE ACRES LOCATED SOUTH OF CHEN DRIVE, APPROXIMATELY 600 FEET WEST OF MIDWAY ROAD, 4 14 2 95 MIDWAY ROAD.

THIS IS CURRENTLY ZONE PLAN DEVELOPMENT THROUGH THE ORDINANCE 6 25 CASE, 1906 DASH Z 1 42 95 MIDWAY WAY, MIDWAY ROAD, WESTWOOD MONTESSORI, LESLIE REPORT, UH, LESLIE KNIGHT PLANNING AND DEVELOPMENT MANAGER.

UH, THIS REQUEST IS, UH, FOR A, THE SUBJECT PROPERTY, WHICH IS MIDWAY ATRIUMS. THIS IS A THREE BUILDING, UH, OFFICE COMPLEX.

UH, THE REQUEST BEFORE YOU IS A SPECIAL USE PERMIT FOR A PRIVATE SCHOOL, UH, WESTWOOD TO OCCUPY THE EXISTING, UM, OFFICE BUILDING AS WELL AS SOME SITE AND, AND BUILDING IMPROVEMENTS ASSOCIATED WITH THAT.

THIS PARTICULAR SITE, UH, WAS, UH, INITIALLY REZONED IN 1980 FROM RESIDENTIAL TO, UH, PLAN DEVELOPMENT ORDINANCE, UH, 6 25, UH, WHICH IS CURRENTLY STILL ZONED THAT TODAY.

THERE WAS AN AMENDMENT IN 2009, UH, TO THAT, UH, PD TO ESTABLISH PARKING RATIO SPECIFIC TO OFFICE AND HOTEL USES, UH, BEFORE YOU THIS EVENING IS A SPECIAL USE PERMIT TO ALLOW THE PRIVATE SCHOOL AND ASSOCIATED BUILDING AND SITE IMPROVEMENTS.

UH, SO WESTWOOD UH, SCHOOL IS AN EXISTING, UH, SCHOOL CURRENTLY LOCATED IN FARMER'S BRANCH.

THEY'RE LOCATED ACROSS TWO CAMPUSES, AN UPPER AND A LOWER CAMPUS, AND THEY CURRENTLY HAVE 289 STUDENTS ENROLLED, UH, AT THEIR SCHOOL.

AS PART OF THE GOALS AND STRATEGIC PLAN OF THE SCHOOL IS TO, UH, CONSOLIDATE BOTH CAMPUSES AS WELL AS, UM, PROVIDE A, UH, REGULATION, UM, SPORTS OR BASKETBALL, VOLLEYBALL, SPORTS COURTS, UH, FOR THE, THE STUDENTS AS WELL.

SO, UH, THIS PROPOSED REQUEST ALLOWED THEM TO DO THAT.

UH, ONCE AGAIN, THEY'RE PROPOSING TO UTILIZE THE EXISTING FOUR STORY OFFICE BUILDING FOR, UH, THE SCHOOL OPERATIONS.

UH, CURRENTLY, UH, THAT SPECIFIC OFFICE BUILDING IS, IS VACANT.

UH, SOME NOTABLE SITE IMPROVEMENTS THAT ARE PROPOSED, UH, IN ADDITION OR WITH THIS REQUEST IS A NEW, UH, APPROXIMATELY 10,000 SQUARE FOOT GYMNASIUM, WHICH WILL ALSO SERVE AS A STORM SHELTER FOR THE SCHOOL.

THEY ARE PROPOSING TO, UM, PROVIDE A STUDENT DROP OFF AND PICKUP AREA, WHICH IS LOCATED ON THE WEST SIDE OF THE BUILDING, THE EXISTING OFFICE BUILDING.

UH, WITH THAT MODIFICATION, THERE IS SOME PROPOSED, UM, TREE REMOVAL WITH THAT REQUEST TO ACCOMMODATE THAT AREA.

ADDITIONALLY, THEY'RE PROPOSING A PERIMETER SECURITY FENCING AND GATES TO SECURE THE SCHOOL, AND THEY ARE PROPOSING A DUMPSTER ENCLOSURE LOCATED AT THE SOUTHWEST, UM, NEAR THE SOUTHWEST CORNER OF THE NEW GYMNASIUM FOR THE EXISTING OFFICE BUILDING.

UM, THEY ARE PROPOSING TO, UH, UTILIZE THE ENTIRETY OF THE THE 95,000 SQUARE FOOT BUILDING.

UM, IT IS, UH, FOUR STORIES, 52 FEET IN HEIGHT, AND THEY'RE NOT PROPOSING TO MAKE, UH, SIGNIFICANT MODIFICATIONS TO THE, TO THE EXTERIOR OF THE BUILDING.

UM, THEY ARE PROPOSING TO DIVIDE STUDENTS BY GRADE, OR EXCUSE ME, BY FLOOR, BY GRADE, BY FLOOR.

UH, SO YOUNGER STUDENTS, UM, WILL BE LOCATED IN THE, UM, FIRST FLOOR AND GRADUALLY, UM, INCREASE IN AGE AS YOU MOVE UP TO THE FOURTH FLOOR.

UH, THE SCHOOL DOES PROVIDE, UM, SCHOOL FOR TODDLER THROUGH 12TH GRADE.

UH, SO THEY HAVE A WIDE VARIETY OF AGE GROUPS LOCATED, UM, INTERIOR, UH, TO THE SCHOOL.

THEY WILL HAVE, UH, PRIMARILY CLASSROOMS. THEY WILL HAVE SOME OFFICES AS WELL AS INDOOR MOVEMENT SPACES, RESTROOM FACILITIES AND STORAGE.

UH, IT IS IMPORTANT TO NOTE THAT THE SCHOOL DOES NOT PROVIDE, UH, MEALS FOR STUDENTS.

THEY BRING THEIR OWN TO THE CAMPUS, SO THEY DO NOT HAVE TO HAVE, UH, KITCHEN FACILITIES, UM, ON SITE.

ADDITIONALLY, THIS SIGNIFICANTLY CUTS BACK ON, UH, DELIVERIES TO THE SITE AS WELL.

UH, THEY HAVE INDICATED THAT, UH, THEY HAVE APPROXIMATELY ONE DELIVERY A WEEK THAT IS VIA PICKUP TRUCK FOR PAPER AND OTHER DRY GOOD SUPPLIES, UH, FOR THE SCHOOL.

AND, UH, LASTLY, THE PRIMARY ENTRANCE IS ON THE WEST FACADE, WHICH IS THE LOCATION OF THE NEW PROPOSED, UM, PICKUP AND DROP OFF LANE, UH, BEFORE YOU IS THE PROPOSED FLOOR PLAN FOR THE NEW, UH, GYMNASIUM.

UH, THE TOTAL BUILDING IS ABOUT 10,000 SQUARE FEET.

UM, THEY WILL HAVE A REGULATION SIZE BASKETBALL AND VOLLEYBALL COURT, AS WELL AS LOCKER ROOM RESTROOM FACILITIES, UM, BLEACHERS AND SOME STORAGE.

UM, THIS WILL ALSO SERVE AS THE STORM SHELTER FOR THE SCHOOL FOR THE PARKING ON SITE.

UM, IN TOTAL, THEY DO PROVIDE 146 SPACES, UH, DEDICATED TO THE SCHOOL.

UH, THE PLAN DEVELOPMENT ORDINANCE WAS, IS, UH, PD ORDINANCE 6 25 DOES NOT, IT ACTUALLY, UH, REFERENCES OUR

BASE CODE FOR PARKING RATIOS.

HOWEVER, OUR BASE CODE DOES NOT PROVIDE PARKING, UH, PARKING RATIOS FOR PUBLIC OR PRIVATE SCHOOLS.

UH, SO STAFF USED THE TRAFFIC IMPACT ANALYSIS AS WELL AS THE TRAFFIC MANAGEMENT PLAN, UH, TO DETERMINE WHAT THE PARKING DEMAND WAS, OR EXCUSE ME, IS CURRENTLY AT THE EXISTING CAMPUSES AND WOULD LIKELY BE AT THIS CAMPUS.

THE, UM, INFOR THE DATA THAT WAS PROVIDED TO STAFF INDICATED THAT THERE IS A CURRENT PARKING DEMAND ON THE EXISTING SITES OF 70 PARKING SPACES.

THAT INCLUDES PARKING FOR 15, UH, STUDENTS WHO ARE OF DRIVING AGE AND DRIVE TO SCHOOL EVERY DAY.

AND IN ADDITION TO THAT, ALSO INCLUDES THE 55, UH, FACULTY AND STAFF THAT ARE CURRENTLY EMPLOYED FOR THE SCHOOL.

SO WITH THAT, UM, THE EX, THE PROPOSED 146 SPACES, UM, SIGNIFICANTLY, UM, EXCEEDS THE PARKING DEMAND OF 70 FOR TREE REMOVAL ON SITE.

THE APPLICANT IS PROPOSING TO REMOVE A TOTAL OF 250 CALIBER INCHES.

UM, AS I MENTIONED PREVIOUSLY, THE PRIMARY, UH, LOCATION OF THAT TREE REMOVAL IS CONCENTRATED ON THE WEST SIDE OF THE BUILDING, UH, FOR, TO ACCOMMODATE THE NEW LOADING AND UNLOADING AREA.

MOST OF THE TREES AROUND THE PERIMETER OF THE SITE, AS WELL AS THE, UM, REMAINING SIDES OF THE OFFICE BUILDING WERE ABLE TO BE PRESERVED.

UH, THE APPLICANT IS PROPOSING TO MITIGATE 72 CALIBER INCHES ON SITE THROUGH REPLACEMENT TREES, AND THEY ARE PROPOSING TO MITIGATE THE REMAINING REMAINING 178 CALIBER INCHES VIA THE TREE MITIGATION, UH, TO THE TREE MITIGATION FUND, EXCUSE ME.

UM, AND THAT WOULD, UH, TOTAL APPROXIMATELY $34,000 FOR THE LANDSCAPING PLAN, UM, SHOWN BEFORE YOU, THE APPLICANT HAS MET OR EXCEEDED ALL OF THE REQUIREMENTS AS IT RELATES TO LANDSCAPE REGULATIONS.

UH, THIS PD ONLY REQUIRES A MINIMUM OF 10% OPEN SPACE, AND THE APPLICANT, UM, EXCEEDED THAT PREVIOUSLY AND ACTUALLY INCREASED THAT BASED UPON, UM, THEIR PROPOSED MODIFICATIONS.

UH, SO THEY'RE ALSO ADDING, PROPOSING TO ADD TWO PLAYGROUND AREAS, WANTED THE NORTH AND ONE AT THE SOUTH SIDE OF THE SCHOOL.

THE PLAYGROUND OR OUTDOOR AREA ON THE SOUTH SIDE OF THE SCHOOL IS MORE, UH, GEARED TO THE OLDER STUDENTS, AND THE PLAYGROUND AREA ON THE NORTH SIDE WILL BE MORE GEARED TO YOUNGER STUDENTS FOR OUTDOOR PLAY.

THE BUT BEFORE YOU IS THE, UM, EXISTING OFFICE BUILDING.

THEY ARE PRO PROPOSING VERY MINOR MODIFICATIONS TO THE EXISTING FACADE.

THEY ARE ACTUALLY, UM, JUST PROPOSING TO INSTALL, UH, SEVERAL DOORS ALONG THE FACADES TO PROVIDE REQUIRED, UM, EXITS FOR INTERIOR CLASSROOMS. UH, OTHERWISE THEY'RE PROPOSING TO, UH, KEEP, UH, THE FACADE AS IT CURRENTLY IS TODAY, UH, FOR THE GYMNASIUM BUILDING.

UH, THEY ARE PROPOSING, UH, TO BE 25 FEET IN HEIGHT.

IF YOU RECALL, THE, UH, EXISTING OFFICE BUILDING IS 52 FEET IN HEIGHT.

THIS ONE STORY, UM, GYMNASIUM WILL, IS, WAS DESIGNED IN WITH THE INTENT TO BE COMPATIBLE WITH THE OFFICE BUILDING USING A SIMILAR COLOR PALETTE AND MATERIALS.

AND THE PROPOSED FACADE DOES COMPLY WITH THE TOWN'S REQUIREMENTS FOR THE TRAFFIC IMPACT ANALYSIS OR TIA THAT WAS, UH, COMPLETED BY THE APPLICANT.

UH, IT DID DETERMINE THAT THERE WOULD BE A NET DECREASE OF 462 DAILY TRIPS, UH, FROM THE CURRENT USE, WHICH IS AN OFFICE BUILDING TO A PRIVATE SCHOOL AT FULL CAPACITY.

SO IN THE TABLE ON THE RIGHT HAND SIDE OF THE SCREEN, IT SHOWS THE CURRENT ENROLLMENT, WHICH IS 289 STUDENTS AND THE, UM, AVERAGE WEEKDAY DAILY TRIPS.

AND THEN IT ALSO SHOWS THE, THE SCHOOL AT WHAT WOULD BE MAXIMUM CAPACITY, WHICH IS 385 STUDENTS, UH, RESULTING IN 955 DAILY TRIPS.

UH, IN BOTH SCENARIOS, THIS IS A SIGNIFICANT DECREASE FOR WHAT WOULD BE THE ANTICIPATED TRAFFIC IF THAT EXISTING OFFICE BUILDING WERE OCCUPIED.

UM, AND SUCCESSFUL IN ITS CURRENT DESIGN, THE TIA DETERMINED THAT THE EXISTING ROADWAY NETWORK WOULD BE SUFFICIENT, UH, AND WOULD SUPPORT THE SCHOOL AT FULL CAPACITY WITH THE 385 STUDENTS.

ADDITIONALLY, THE T THE TIA DID NOT PROPOSE

UM, SORRY ABOUT THAT.

THE, UM, TIA DID NOT PROPOSE ANY TRAFFIC MITIGATION MEASURES FOR THE TRAFFIC MANAGEMENT PLAN OR TMP.

THERE WERE A FEW, UM, ITEMS THAT WERE, UM, THAT CAME FROM THAT ANALYSIS AS WELL AS STAFF'S RECOMMENDATION.

UM, ONE OF THOSE BEING TO DESIGNATE THE ENTRY POINTS OFF OF PROTON DRIVE AS AN INGRESS AND EGRESS ONLY.

THIS WILL ALLOW A SMOOTH, UH, TRANSITION AND FLOW OF VEHICLES AS WELL AS, UH, PICK UP AND DROP OFF ENTERING AT THE EASTERNMOST DRIVE ON PROTON, UM, NAVIGATING SOUTH AROUND THE SCHOOL AND GYM, AND THEN NORTH THROUGH THE LOADING AND UNLOADING ZONE.

AND THEN TO THE EXIT AT THE WESTERNMOST DRIVE, UH, IT IS IDENTIFIED THAT THE WESTERNMOST DRIVE WILL BE A RIGHT OUT ONLY EXIT THAT WILL, UM, PUSH TRAFFIC BACK TO MIDWAY AND NOT INTO THE NEIGHBORHOOD.

UH, THERE WILL BE SIGNAGE AS WELL AS A, UM, MOUNTABLE CURB THAT MOUNTABLE CURB, UM, OR THAT CURB WILL NEED TO BE MOUNTABLE IN ORDER TO MAIN EMER RE EXCUSE ME, IN ORDER TO, UH, ENSURE EMERGENCY ACCESS AS THAT IS STILL A FIRE LANE.

UH, A FEW OTHER MEASURES THAT THE SCHOOL HAS TO, UH, ENCOURAGE, UH, EFFICIENT PICKUP AND DROP OFF IS STAGGERING.

THE, THE DROP OFF AND PICKUP TIMES BETWEEN AGES, UH, SO YOU DON'T HAVE AN INFLUX OF VEHICLES ALL AT ONE TIME OF THE DAY.

THEY'RE SPREAD OUT OVER, UH, THE COURSE OF ABOUT AN HOUR.

ADDITIONALLY, THE SITE DOES PROVIDE STACKING FOR 880 FEET, UH, WHICH EQUATES TO ABOUT 39 VEHICLES ON SITE.

UM, THERE WAS AN ANALYSIS OF THE, UH, EXISTING CONDITIONS AT THE TWO SCHOOLS, WHICH EXIST TODAY, OR THE TWO CAMPUSES, EXCUSE ME.

UM, AND IN BOTH SCENARIOS, UH, THE 880 FEET WAS, UM, OR EXCUSE ME, THE 39 CARS WAS SIGNIFICANTLY MORE THAN WHAT THEY'RE CURRENTLY USING, UH, AT THEIR TWO CAMPUSES.

AND IN THE EVENT OF AN EMERGENCY, UH, THE SCHOOL DID ACCOMMODATE A 771 FOOT EMERGENCY CLEAR OUT QUEUE.

UH, SO THIS WOULD BE, IF THERE WOULD BE THE NEED FOR A FIRETRUCK TO ACCESS THE SITE, YOU COULD QUICKLY GET THE, UM, THE QUEUING OR STACKING OUT OF THE WAY.

UH, STAFF DID NOTIFY ALL, UM, PROPERTY OWNERS WITHIN THE 200 FEET OF THE SITE THAT INCLUDED 109, UH, RECIPIENTS.

AND ADDITIONALLY, THE APPLICANT DID ORGANIZE A NEIGHBORHOOD MEETING, WHICH OCCURRED ON TUESDAY, MARCH 5TH, UM, AT, UH, THE ADJACENT OFFICE BUILDING, UH, TO SHARE AND DISCUSS THE PROPOSAL WITH, UM, RESIDENTS.

STAFF RECOMMENDS, UH, APPROVAL OF THIS REQUEST WITH THE FOLLOWING CONDITION.

UM, STAFF FEELS THAT THE CURRENT AND LONG-TERM USE OF THE SITE AS AN OFFICE BUILDING IS, UH, LIKELY NOT VIABLE.

AND THIS WILL ALLOW AN ADAPTIVE REUSE OF THE EXISTING BUILDING AS WELL AS, UM, ENSURING THAT THE SITE IS MAINTAINED AND IMPROVED AS APPROPRIATE.

UH, THE ONE CONDITION THAT STAFF RECOMMENDS IS THAT A PHOTOMETRIC PLAN BE SUBMITTED WITH THE BUILDING PERMIT SO THAT WE CAN ENSURE THAT LIGHTS ARE APPROPRIATELY SHIELDED AND DIRECTED AWAY FROM ADJACENT RESIDENTIAL PROPERTIES.

UM, I WILL BE HAPPY TO TAKE ANY QUESTIONS AND THE APPLICANT IS ALSO PRESENT.

SO FOR THE PURPOSE OF THE DISCUSSION TONIGHT, WE'LL GIVE ONE PRESENTATION, UH, BUT WE WILL HOLD THREE PUBLIC HEARINGS, UM, AS YOU NOTED, UM, OR AS WE DISCUSSED IN YOUR WORK SESSION.

RATHER, UH, BECAUSE THERE ARE SOME ITEMS THAT REQUIRE, UH, ADDITIONAL DIALOGUE BETWEEN THE CO-DEVELOPER TEAM AND STAFF, UH, AND AS WELL AS ADDITIONAL COMMUNITY DIALOGUE AND ULTIMATELY DIALOGUE WITH THE COMMISSION, UH, WE ARE RECOMMENDING THAT, UH, ACTION ON THIS ITEM IS POSTPONED TO YOUR APRIL 16TH PLANNING, ZONING, COMMISSION MEETING.

HOWEVER, TO GIVE, UH, FOLKS AN OPPORTUNITY TO GET REORIENTED, UH, TO THESE, UH, THIS PROJECT.

WE ARE GONNA DO A PRESENTATION TONIGHT, UH, FROM STAFF AS WELL AS FROM THE CO-DEVELOPER TEAM AS WELL.

AND, UM, WHILE THIS PROPOSAL IS LARGELY COMPRISED OF A LOT OF VERY SMALL CHANGES THAT ARE VERY MUCH IN LINE WITH THE PREVIOUS REZONING ACTION THAT OCCURRED IN FEBRUARY OF LAST YEAR, UM, WE ARE GOING TO ADDRESS A ONE BROADER CHANGE.

HOWEVER, WITH ALL OF THOSE CONSIDERATIONS, THE UNDERLYING POLICY ISSUES, UH, THE TOWN'S LAND USE AND HOUSING POLICIES, THEY APPLY TO THIS CASE JUST AS THEY APPLIED TO THE PREVIOUS CASE THAT WAS APPROVED.

LESLIE, CAN YOU ADVANCE ME? ALRIGHT, SO THE 13.7 ACRE SUBJECT PROPERTY, IT'S REALLY COMPRISED OF TWO SEGMENTS OF LAND.

ONE, UH, WITH FRONTAGE AT ADDISON ROAD, UH, AS WELL AS QUORUM DRIVE, AND IMMEDIATELY SOUTH OF ADDISON CIRCLE PARK AND THE OTHER, UM, A SEGMENT OF LAND EAST OF QUORUM DRIVE AND BISECTED BY SPECTRUM ROAD AND FRONTING ON ARAPAHOE ROAD, UH, AS WELL.

SO WITH THIS PROPOSAL, THERE'S GONNA BE A, UH, FIRST ACTION IS A REZONING REQUEST TO REZONE THAT ENTIRE AREA.

AND THEN THE SECOND COMPONENT OF THAT IS REALLY THE SECOND STEP OF OUR PLAN DEVELOPMENT DISTRICT ZONING PROCESS IS TO APPROVE DEVELOPMENT PLANS FOR SEVERAL COMPONENTS OF THE PROJECT, UH, SPECIFICALLY, UH, THE OFFICE AND PARKING STRUCTURE ON THE WEST SIDE OF THE SITE, AND THEN THE, UH, TOWER MULTI-FAMILY RESIDENTIAL TOWER, UH, THAT IS AT, UH, THE WEST SIDE OF QUORUM DRIVE.

UH, SO LOTS OF HISTORY, UH, TO THIS, UH, PARTICULAR SITE AS WELL.

UH, THE TOWN HAS REALLY BEEN POSITIONING IT, UH, FOR THIS FORM OF URBAN DENSE TRANSIT ORIENTED DEVELOPMENT SINCE, UH, THE 1990S.

UH, CERTAINLY ALONG, UH, WITH THE ESTABLISHMENT OF THE ADDISON CIRCLE NEIGHBORHOOD, UM, THE TOWN STRATEGICALLY ACQUIRED PROPERTIES, UH, AND, UH, WAS ABLE TO ASSEMBLE THIS LAND FOR THIS VERY OPPORTUNITY.

UH, IN 2018, THE TOWN DID A SPECIAL AREA STUDY ADDRESSING THIS SITE, UH, AS WELL AS A SEGMENT OF LAND, UH, FURTHER TO THE NORTH, UH, ONCE AGAIN PROMOTING A DENSE URBAN TRANSIT ORIENTED DEVELOPMENT PATTERN FOR THIS SITE.

AND THEN ULTIMATELY IN, UH, 2020, THE TOWN ADVANCED AN RFP PROCESS TO PARTNER WITH A DEVELOPMENT TEAM TO DEVELOP THIS TOWN OWNED LAND.

UH, IN LINE WITH THAT VISION IN 2022, THE TOWN DID SELECT A CO-DEVELOPER TEAM, UH, TO BEGIN MOVING THAT FORWARD.

UH, THAT INCLUDED A REZONING ACTION IN 2023.

AND NOW WE'RE HERE TODAY WITH, UH, A NEW CO-DEVELOPER TEAM.

ONE, UH, COMPONENT OF THAT WAS WITH US ALL ALONG AMWAY RESIDENTIAL.

AND, UH, NOW, UH, WE ALSO WANT TO INTRODUCE QUADRANT INVESTMENT PROPERTIES AND THE NEW OFFICE CO-DEVELOPER FOR THE PROJECT.

SO THEY'RE WORKING VERY EARNESTLY WITH TOWN STAFF TO DEVELOP, UH, THE DEFINITIVE AGREEMENTS FOR THE PROJECT AND BRING THOSE FORWARD IN TO COUNCIL IN APRIL.

AND NOW, UH, THEY'RE HERE TO CONSIDER REZONING TO ADDRESS SOME, UH, AMENDMENTS TO THEIR PLANS.

ALRIGHT, SO THE PROPOSED CONCEPT PLAN, UH, COM IS COMPRISED OF FOUR ELEMENTS, UH, NOTED ON THIS PLAN.

UH, ITEM ONE IS THE OFFICE BUILDING AND PARKING STRUCTURE.

SO THAT'S A SIX STORY, 165,000 SQUARE FOOT OFFICE BUILDING WITH ABOUT 3000 SQUARE FEET OF RESTAURANT SPACE.

THAT WILL BE A FEATURED COFFEE SHOP AND THE GROUND FLOOR, AND THEN A, A FREE STANDING, FIVE, FIVE LEVEL PARKING STRUCTURE AT

ADDISON ROAD AND FESTIVAL WAY.

UH, THE MIDDLE COMPONENT OF THE PROJECT, THE HEART OF THE PROJECT IS, UH, A RETAIL RESTAURANT AND AN ENTERTAINMENT NODE THAT INCLUDES THREE FREESTANDING RETAIL BUILDINGS, UH, 18,000 SQUARE FEET OF INTERIOR FLOOR AREA WITH AMPLE PATIO SPACE.

UM, IT ACTIVATES THE FESTIVAL WAY FRONTAGE AS WELL AS THE, UH, GATEWAY TO THE SITE FROM THE, UH, DART SILVER LINE STATION.

THE THIRD ELEMENT IS THE, UH, MULTIFAMILY RESIDENTIAL TOWER.

THAT'S A 15 STORY TOWER WITH 286 DWELLING UNITS AND 10,000 SQUARE FEET OF RETAIL AND RESTAURANT SPACE AT THE GROUND FLOOR AND A, UH, PARKING STRUCTURE AS WELL.

AND THEN THE FOURTH ELEMENT, WHICH IS NOT CONSIDERED AS A AMENDMENT TONIGHT, IS A MID-RISE, MULTI-FAMILY RESIDENTIAL BUILDING EAST OF QUORUM.

UH, THAT WILL HAVE 412 UNITS, SEVEN STORIES IN HEIGHT, AND THEN WILL ALSO INCLUDE A REALIGNMENT OF SPECTRUM DRIVE AND THE CREATION OF A SMALL PARK THAT WILL BE HOME TO THE TOWN'S FEATURE PUBLIC SAFETY MEMORIAL.

SO, AS I MENTIONED, THE CHANGES TO THE PLANS, THERE'S QUITE A FEW OF THEM, BUT MOST OF THEM ARE VERY MINOR IN THAT IT'S MAINTAINING THE SAME CHARACTER DENSITY AND SCALE, UH, THAT WAS PREVIOUSLY APPROVED AND ENVISIONED.

UM, SO FOR THE OFFICE COMPONENT OF THE PROJECT THAT INCLUDES A RELOCATION AND REORIENTATION OF THE BUILDING.

PREVIOUSLY, THE BUILDING SIDED TO ADDISON CIRCLE PARK, THIS REORIENTATION MAXIMIZES TENANT VIEWS OF THE PARK AND THEN ALSO SETS IT BACK FROM FESTIVAL WAY A BIT TO GET BETTER ACTIVATION WITH RETAIL USES ON FESTIVAL WAY.

IT ALSO CHANGES THE CONSTRUCTION TYPE FROM A TRADITIONAL, UH, CONCRETE AND STEEL, UH, BUILDING, UH, WITH MASONRY, UH, TO ONE THAT EMPLOYS A HYBRID MASS TIMBER, UH, CONSTRUCTION TYPE, UH, WITH, UH, UH, MASS TIMBER DECKING AND SOME, UH, UH, STRUCTURAL ELEMENTS, UH, MOST NOTABLY AT THE GROUND FLOOR.

UH, AND THEN YOU'LL ALSO SEE CONCRETE INTEGRATED INTO THAT DESIGN AS WELL.

UH, YOU'LL ALSO SEE FROM THE RENDERINGS A ROOFTOP AMENITY.

AND THEN WITH THE PARKING STRUCTURE, UH, IN LIEU OF MORE TRADITIONAL ARCHITECTURAL SCREENING, THEY'RE USING AND EMPLOYING A LIVING SCREEN TO PROVIDE VISUAL INTEREST, UH, FOR THE RETAIL RESTAURANT AND ENTERTAINMENT NODE.

UM, YOU, UH, WE'RE, UH, CHANGING FROM, UH, MORE BUILDINGS, UM, WITH, UM, OR EXCUSE ME, PREVIOUS PLAN HAD MORE BUILDINGS THAT WERE SMALLER IN FORMAT AND THEY WERE REALLY INTERNALIZED AND ORIENTED ALONG A COMMON GREEN.

THIS CONCEPT REALLY FOCUSES ON ACTIVATING BOTH FESTIVAL WAY AS WELL AS THE TRANSIT STATION AREA BY FRONTING TOWARDS THOSE FEATURES.

AND THEN YOU'LL HAVE PATIO SPACE, UH, FOR EACH BUILDING ELEMENT.

UM, ALSO YOU'LL SEE THAT, UM, THE, UH, PREVIOUS PLAN HAD SOME JEWEL BOX RETAIL, UH, AT THE SOUTHERN EDGE OF ADDISON CIRCLE PARK.

UH, AND THEN ALSO YOU'LL SEE WITH THIS PLAN THAT THERE'S A SMALL TEASER PARKING LOT AT THE, UM, TEASER RETAIL PARKING LOT AT THE EASTERN EDGE OF BROADWAY.

UM, THE PARKING, UH, UH, STRUCTURE, UH, CONSTRUCTION TYPOLOGY CHANGE FROM PODIUM TO A PRECAST REP STRUCTURE.

UH, YOU'LL SEE NOW, INSTEAD OF ARCHITECTURAL SCREENING OF THE SOUTHERN EDGE OF THE PARKING STRUCTURE, YOU'LL SEE RESIDENTIAL DWELLING UNITS LINING IN IT.

SO A, A BETTER TREATMENT, UH, GATEWAY AS YOU COME IN ON THE, UH,

AND THEN YOU'LL ALSO SEE IN THE INTERIOR OF THE SITE, UH, AN INTERIOR SERVICE AND PARKING COURT.

SO THAT WAS PULLED OFF, UH, THE FESTIVAL WAY FRONTAGE, WHICH WAS A GOOD THING, AND, AND MOVED OVER TO THAT INTERIOR PARKING COURT.

AND THEN WITH THE ADDITION OF THOSE LINER UNITS ON THE SOUTH SIDE, THERE WAS A NEED TO HAVE A FIRE LANE ALONG THE SOUTH SIDE OF THE BUILDING.

AND RATHER THAN THAT BEING 24 FEET OF CONCRETE, UH, LOOKING QUITE UNATTRACTIVE, IT'S GONNA BE A GRASS PAVER PARKING LANE, AND IT'S GONNA INTEGRATE WITH THE COTTON BELT TRAIL.

UH, ALSO YOU SEE A SMALL AMENITY ON THE SOUTH SIDE NOW AS WELL FOR THOSE RESIDENTS THAT, UH, ARE ENGAGING, UH, THE DART RIGHT OF WAY.

UH, THE BIGGEST CHANGE TO WHAT IS PROPOSED FROM WHAT WAS PROPOSED PREVIOUSLY REALLY RELATES TO THE TREE MITIGATION PLAN, NOT THAT TREES WERE BEING REMOVED, THAT WAS ALWAYS THE CASE.

HOWEVER, PREVIOUSLY THE APPLICANT PROPOSED TO TRANSPLANT, UH, MANY OF THE TREES THAT YOU SEE ALONG THE NORTH SOUTHERN EDGE OF FESTIVAL WAY, UH, A UH, LINE OF EXISTING SCHU MAR OAK STREET TREES.

HOWEVER, DUE TO THE TECHNICAL COMPLEXITY AND COST ASSOCIATED WITH THAT, THE APPLICANT HAS PROPOSED TO MITIGATE, UH, WITH REPLACEMENT TREES, UH, SIX INCH, UH, IN CALIBER MINIMUM.

ALSO, YOU'LL SEE WITH THE PROPOSED STREET SCAPE, UM, THERE WAS PREVIOUSLY SOME AREAS WHERE IT WAS PROBABLY A LITTLE MORE OF A SUBURBAN TREATMENT WHERE THEY HAD A, UH, TURF PARKWAY VERSUS THE HARDSCAPE TREATMENT THAT YOU SEE THROUGHOUT ADDISON CIRCLES.

SO THEY MADE THAT MODIFICATION AS WELL AT THE REQUEST TO STAFF.

SO I'M GONNA RUN THROUGH THE RENDERINGS VERY QUICKLY JUST TO KIND OF SHOW YOU THAT THIS IS A, IN TERMS OF THE DEVELOPMENT CHARACTER SCALE INTENSITY, THIS IS, THIS REQUEST IS A VERY SMALL CHANGE.

AND THEN IT'S SCALING DOWN TO THE LOWER DENSITY DEVELOPMENT, UM, ON LOWER SCALE DEVELOPMENT, UH, CLOSELY TO ADDISON ROAD.

HERE YOU SEE THE CONTRAST IN THE OFFICE, UH, PRETTY MUCH THE SAME SIZE BUILDING, DEFINITELY SAME HEIGHT, UH, BUT YOU SEE THE DIFFERENT, UH, BUILDING TYPOLOGY, A LOT MORE GLAZING WITH THIS ONE AS WELL.

UM, MORE NATURAL MATERIALS BEING USED.

SO, UM, UH, DEFINITELY SIMILAR TREATMENTS AS IT RELATES TO, UM, BALCONIES, THE GROUND FLOOR PATIO, BUT JUST A DIFFERENT, UM, ARCHITECTURAL APPROACH.

UH, AND THEN THERE'S ANOTHER VIEW OF IT AS WELL FROM THE STREET SCAPE HERE, YOU SEE THE PARKING STRUCTURE CHANGE ONCE AGAIN, UH, A DEPARTURE FROM THE, THE ARCHITECTURAL MASONRY SCREENING AT THE UPPER LEVELS TO USING THAT, UH, LIVING SCREEN TREATMENT.

UM, STAFF HAS SHARED FEEDBACK ON ENSURING THAT WE CAN KEEP THAT LIVING SCREEN ALIVE.

SO IT DOES LOOK LIKE THIS, UH, UH, AT MOST TIMES OF THE YEAR.

SO THAT'S, UH, AN ITEM THAT WE'RE CERTAINLY STILL WORKING THROUGH.

BUT WE DO THINK IT IS A UNIQUE TREATMENT AND A POTENTIAL DIFFERENTIATOR FOR THE PROJECT.

WHAT I WOULD HIGHLIGHT IS BOTH OF THESE IMAGES ARE VERY CONCEPTUAL.

WE FEEL THAT THE, AND, AND THE CO-DEVELOPERS FEEL THAT THE, THE, THE AREA THAT SHOULD BE ACTIVATED AND ENGAGED IS REALLY THE JEWEL OF THE SITE.

AND THAT'S ADDISON CIRCLE PARK.

HERE YOU SEE THE CHANGE IN THE MULTI-FAMILY TOWER.

AS I NOTED, THE MASSING IS REALLY THE, THE BIGGEST CHANGE.

IT STEPS DOWN AT THE MIDPOINT OF THE BUILDING TO FROM 15 STORIES TO SEVEN STORIES, AND THEN IT STEPS DOWN AGAIN AS YOU HEAD SOUTH TO FIVE STORIES.

THAT'S FESTIVAL WAY, THE CURRENT CONDITION ON FESTIVAL WAY HAS A VERY SUBURBAN PARKING CONDITION, AND THAT IT'S ANGLED PARKING.

IF YOU MAKE THIS A MUCH MORE ACTIVE STREET, UH, WHICH IT WILL BE WITH, UH, THESE BUILDINGS AND USES.

UH, NOW, UH, TAKING ACCESS FROM FESTIVAL WAY, HAVING THAT ANGLED PARKING IS NOT A GREAT CONDITION AS IT AS IT RELATES TO TRAFFIC FLOW, PEDESTRIAN MOVEMENT.

SO AS WELL AS THE, THE CHARACTER OF THE STREET, WE WANT IT TO BE, UH, FEEL COMPACT AND COZY AND URBAN.

AND HAVING THAT MUCH SPACE DEDICATED TO PARKING IS KIND OF, UH, DETRIMENTAL TO THAT.

IT'S NOT MEANT TO BE A SITE PLAN FOR THIS PROPOSAL, BUT YOU CAN SEE THAT SCALE AND DENSITY WAS A MAJOR COMPONENT OF THAT STUDY, AS WELL AS ENSURING THAT THIS AREA HAS A MIX OF USES, WHICH CERTAINLY ACHIEVED WITH THIS PLAN.

KEY ELEMENTS REALLY, UH, IT SPOKE TO THE NEED, UH, ONCE AGAIN FOR THIS AREA TO HAVE A MIX OF USES ENSURING THAT, UH, WE'RE CAPITALIZING ON THE PUBLIC INVESTMENT IN THE SILVER LINE, AND THEN ALSO IT REALLY BEING A GATEWAY AND PROVIDING PROMINENT PEDESTRIAN CONNECTIONS TO ADDISON CIRCLE PARK, WHICH WE BELIEVE THIS PLAN DOES THAT QUITE WELL.

UH, THE NEXT POLICY I'LL ADDRESS IS THE ADDISON HOUSING POLICY.

WE'VE HAD A LOT OF DISCUSSION ON THIS OVER THE LAST SEVERAL YEARS.

UM, OBVIOUSLY WITH THIS PLAN, UH, IT'S NOT A PLAN THAT PRESENTS OWNERSHIP HOUSING, HOWEVER, OUR HOUSING POLICY ENSURES THAT THAT APPLIES WHEN IT'S FEASIBLE AND APPROPRIATE.

THIS PARTICULAR SITE IS, UH, IN MY, UM, OPINION, THE MOST APPROPRIATE SITE IN TOWN FOR DENSE RENTAL HOUSING.

UH, IT BEING ADJACENT TO A REGIONAL TRAIL, AS WELL AS A REGIONAL TRANSIT NETWORK, A MAJOR EMPLOYMENT CENTER.

UH, THIS TYPE OF HOUSING IS APPROPRIATE, AND THAT WAS PROVED OUT IN THE RFP PROCESS WHERE ONLY RENTAL HOUSING WAS PROPOSED BY ALL THE PEOPLE WHO, ALL THE GROUPS THAT SUBMITTED PROPOSALS TO PARTNER ON THIS PROJECT.

ALSO, UH, THIS POLICY SUPPORTS THIS PROJECT IN THAT THIS IS A TRUE MIXED USE PROJECT THAT IS, UH, MORE ELEVATED IN DESIGN AND SCALE AND CHARACTER THAN A TYPICAL, UM, MIXED USE PROJECT IN ADDISON.

UH, THE ITEM THAT REALLY WE NEED TO SPEND MORE TIME ADDRESSING RELATES TO THE IMPACT OF THE DEVELOPMENT SPECIFICALLY, UH, ON THE REMOVAL OF TREES.

UH, AS I NOTED EARLIER, UH, THE TREES AT THE SOUTHERN EDGE OF FESTIVAL WAY ARE MOST CHALLENGING WITH THIS PROPOSAL, AND THAT THIS IS GOING TO BE A VERY DENSE URBAN PROJECT.

AND WHEN YOU HAVE DENSE URBAN PROJECTS, EVERY SQUARE FOOT OF LAND IS CONSIDERED AND IMPACTED WITH THESE PROPOSALS, PARTICULARLY WHEN YOU HAVE TO RETROFIT EXISTING INFRASTRUCTURE TO PRESENT A MORE URBAN DEVELOPMENT PATTERN.

SO WITH THIS, YOU HAVE THE TREES AT FESTIVAL WAY, WHICH ARE THE GREATEST CHALLENGE, BUT YOU ALSO HAVE TREES DEEPER INTO THE SITE TO THE SOUTH.

WHAT I WOULD ADD, UH, AND SHARE WITH THIS IS I'M GIVING YOU STAFF'S

OPINION ON THIS ISSUE.

AS IT STANDS RIGHT NOW, WE ARE GOING TO DO ADDITIONAL WORK AND LOOK INTO THIS MORE TO SEE IF THERE'S OPPORTUNITY TO PROVIDE A BETTER SOLUTION FOR ADDRESSING THESE TREES AND TO ACHIEVE MORE TREE SAVES OR TO ACHIEVE TREE TRANSPLANTS.

BUT THAT WORK NEEDS TO BE DONE BETWEEN NOW AND APRIL 16TH.

SO JUST INITIALLY THE TREES SOUTH OF THE FESTIVAL WAY STREET TREE LINE, SO THE OLDER HACKBERRIES AND, AND AMERICAN ELMS STAFF DOES HAVE, UH, STRONG CONCERN ABOUT THE HEALTH AND QUALITY OF THOSE TREES.

UH, PARTICULARLY HACKBERRIES.

UH, THOSE TREES ARE NOT DEEMED TO BE QUALITY TREES, TREES TO BE PRESERVED BY THE TOWN'S TREE PRESERVATION ORDINANCE, NOR IS THAT TYPICAL IN ANY COMMUNITY.

AND THOSE TREES ARE REALLY, UH, LARGELY RESULTING FROM BIRDS, UH, UH, EATING THEM AND, AND DEPOSITING THEIR, THEIR, UH, FRUIT ELSEWHERE.

SO IT, IT'S NOT A DEEMED A HIGH QUALITY TREE AND CERTAINLY NOT ONE WHERE WE WOULD SUBSTANTIALLY MODIFY THIS PROJECT TO ACCOMMODATE PRESERVATION OF HACKBERRIES WITH THE TREES ON FESTIVAL WAY, THE, THE SCHU MAR OAKS, THAT LINE FESTIVAL WAY, THAT'S A MUCH MORE CHALLENGING ISSUE.

SO IN A, IN A PERFECT WORLD, UM, THIS DEVELOPMENT SITE, UH, WE, WE WOULD NOT, IF WE COULD GO BACK, WE WOULD NOT HAVE PLANTED THOSE TREES BEFORE.

WE HAD A MUCH MORE DETAILED VISION FOR THIS SITE, UH, PARTICULARLY WITH HOW FESTIVAL WAY SHOULD LOOK.

SO WITH THE CONVERSION OF THE ANGLED PARKING TO PARALLEL PARKING, THAT CREATES SOME CHALLENGES.

UH, AND THEN ALSO THE NEED TO PUT IN AN URBAN STREET SCAPE.

SO PAVERS, UTILITIES, AND HAVING THE BUILDINGS CLOSE TO THE STREET, IT MAKES IT VERY CHALLENGING TO RETAIN THOSE TREES.

UM, ON ARAPAHOE ROAD WHERE YOU HAVE A MORE URBAN CONDITION ALREADY IN PLACE, IT'S MUCH EASIER.

BUT HERE, BECAUSE IT'S TREES JUST PLANTED IN IN OPEN AREA, IT'S HARD TO RETROFIT THAT AREA.

AND THEN ALSO BECAUSE THOSE TREES ARE PLANTED SO CLOSELY TOGETHER AND IT'S L UH, A LESS COMMON URBAN STREET TREE, IT MAKES IT EVEN MORE CHALLENGING.

UM, SO THE APPLICANT DID PROPOSE TO NOT TRANSPLANT THOSE TREES, AND THAT WAS LARGELY DRIVEN BY, UH, BOTH THE COST AND COMPLEXITY OF DOING THAT.

WE HAVE TO DIG INTO THAT SOME MORE AND WE WILL DO THAT, UH, FOR YOUR APRIL 16TH MEETING.

SO, RESIDENTIAL COMPATIBILITY.

I'LL BRIEFLY TOUCH ON THIS.

THIS IS A DENSE URBAN DEVELOPMENT IN ADDISON CIRCLE.

THERE'S ALREADY FOUR TIMES THE QUANTITY OF HOUSING PROPOSED BY THIS PROJECT IN ADDISON CIRCLE.

THERE'S NATURAL BUFFERS WITH ADDISON CIRCLE PARK, THE DART RIGHT OF WAY.

WE DO FEEL THAT THIS PROJECT IS STRONGLY COMPATIBLE WITH THE EXISTING, UH, RESIDENTIAL DEVELOPMENT IN THE CIRCLE, UH, TRAFFIC GENERATION AND CIRCULATION.

THE BIG CHANGE IS THE REALIGNMENT OF SPECTRUM ROAD BECAUSE QUORUM ROAD, UH, PRETTY MUCH SERVES THE SAME PURPOSE OF PROVIDING NORTH SOUTH CONNECTIVITY.

UH, WE ARE COMFORTABLE WITH DOING THAT.

THAT WAS NEEDED TO GET A MORE DEVELOPABLE BLOCK PATTERN, SOMETHING CONSISTENT WITH, UH, QUORUM DRIVE OR, UH, THE REST OF ADDISON CIRCLE.

THAT WAS A NEED.

AND THEN THERE'S ALSO SOME NEEDS, UM, AT THE ADDISON ROAD FESTIVAL WAY INTERSECTION AS WELL TO ACCOMMODATE TRAFFIC.

BUT THAT WILL BE ADDRESSED, UH, IN THE CIVIL ENGINEERING DESIGN PROCESS.

AND THEN LASTLY, THE AIRPORT.

UM, ALL RESIDENTIAL DEVELOPMENT FOR THIS PROPOSAL WILL BE OUTSIDE OF THE ADDISON AIRPORT NOISE CONTOURS.

AND THEN THEY'LL ALSO HAVE TO GO THROUGH, UM, THE, UH, FAA PART 77 REVIEW BEFORE A BUILDING PERMIT CAN BE RELEASED.

AND THAT'S FOR, UH, TO ENSURE COMPLIANCE WITH HEIGHT RESTRICTIONS.

SO STAFF DID PROVIDE PUBLIC NOTICE TO ADJACENT PROPERTY OWNERS WITHIN 200 FEET.

22 NOTICES WERE SENT.

WE DID NOT RECEIVE ANY RESPONSE WITHIN THE NOTICE AREA.

WE DID RECEIVE FOUR STATEMENTS OF OPPOSITION FROM SEVERAL ADDISON RESIDENTS AND SEVERAL NON-RESIDENTS, WHICH YOU HAVE, UH, IN YOUR POSSESSION.

UM, SO AS I MENTIONED EARLIER, STAFF DOES RECOMMEND POSTPONING THIS ITEM TO THE APRIL 16TH MEETING SO WE CAN CONTINUE TO REFINE THE PLANS AND WORK ON THE TREE MITIGATION ISSUE.

SO ACTUALLY INTEGRATED INTO THE, UH, MULTIFAMILY TOWER IS TRASH SERVICE FOR THE RETAIL.

UM, AND IT'S ADJACENT TO THIS ACCESS DRIVE AS WELL.

SO IT'S EASILY ACCESSIBLE.

AND THEN, UM, ALSO JUST HAVING THIS, UM, UH, SLIP LANE, UH, THAT ALLOWS FOR THINGS SUCH AS, UH, DELIVERIES, UH, WILL BE MUCH BETTER 'CAUSE THAT WILL KEEP THAT OFF A FESTIVAL WAY AND IT'LL KEEP THEM FROM HAVING TO, TO HAND CART THINGS ALL OVER THE PLACE.

SO THIS IS MUCH MORE EFFICIENT AND, UH, WE FEEL IT'S A, A BIG IMPROVEMENT OVER THE FUNCTIONALITY OF THE PREVIOUS PLAN.

WE WERE THANKFULLY GIVEN THE OPPORTUNITY TO TRY AND LOOK FOR THE BEST IN CLASS NEW OFFICE DEVELOPER, AND WE WENT THROUGH A VERY LONG PROCESS.

IT TOOK US SEVERAL MONTHS AND WE INTERVIEWED PROBABLY OVER 20, UH, POSSIBLE DEVELOPERS TO, UH, WORK ON THIS WITH US.

THIS IS A SPECIAL OPPORTUNITY AND WE WERE THANKFUL TO FIND QIP.

AND THIS IS IN RESPONSE TO THE REPORT THAT I READ THAT THERE WAS NO PUBLIC COMMENT AS TO THE REVISED PROPOSAL TO ABANDON TRANSPLANTING THE TREES BECAUSE WE DO CARE ABOUT THOSE TREES AND WE DO CARE ABOUT OUR LAND.

AND IT REALLY BROUGHT ME COMFORT TO KNOW THAT LIKE ON MIDWAY, THOSE TREES WERE GOING TO BE, UH, TRIED TO HAVE SOME OF THE TREES SAVED.

SO I'M JUST HERE TO REPRESENT THESE PETITIONERS WHO WANT TO CONFIRM THAT WE WOULD, AND WE'RE HAPPY THAT YOU WILL BE REEVALUATING THAT.

UM, BECAUSE I AM CONCERNED THERE ARE ABOUT 40 TREES OVER THERE THAT ARE NOT TAGGED WITH A BLUE TAG.

SO I DON'T KNOW IF THEY'RE INCLUDED IN THE COUNT OR NOT.

AND IF THEY'RE NOT INCLUDED IN THE COUNT, THEN THAT MAKES IT MORE LIKE 200 TREES AND LIVING CLOSE TO A VERY BUSY AIRPORT.

THERE'S A LOT OF EMISSIONS.

WE, WE HAVE THE TRANSIT THAT'S GOING TO BE COMING WITH EMISSIONS.

WE HAVE TRAFFIC THAT'S GOING TO BE COMING WITH EMISSIONS.

AND HONESTLY, I WAS KIND OF HAPPY TO HEAR THE LIVING WALL BECAUSE WE NEED AS MUCH AS WE CAN TO OBSERVE, UH, TO, UM, ABSORB AS MUCH OF THE EMISSIONS THAT ARE GOING TO BE COMING TO OUR ENVIRONMENT AT, AT, AT LARGE.

BECAUSE LARGE TREES, OH, I'M RUNNING OUT OF TIME.

LARGE TREES ABSORB 60 TO 70% MORE OF THE POLLUTION THAN THE YOUNGER TREES DO.

UM, I ALSO DID WANT TO MAKE A COMMENT ABOUT, UH, YOU HAD BROUGHT UP, UM, TOO ABOUT THE, UM, WE CAN MOVE THE TREES OVER TO ADDISON CIRCLE IF THEY DON'T FIT WITH THE CURRENT PLAN.

WE HAVE FARMERS, TREE FARMERS WHO COME FROM SOUTH TEXAS TO COME UP HERE AND GET SEED.

I'M SURE THERE MAY BE SOME PEOPLE OUT THERE THAT WOULD BE INTERESTED IN THESE NATIVE, THEY'RE NATIVE MONARCH LINE TREES THAT ARE, I MEAN, THEY'RE FEWER THAN 2% OF THE TREES IN DALLAS ARE THIS SIZE AND THIS OLD.

SO I'M SURE THAT THERE ARE A LOT OF TREE FARMERS OUT THERE THAT WOULD BE INTERESTED.

SO, UM, I AM CONCERNED THAT THE DEVELOPER, AND BY THE WAY, THANK YOU COMMISSION.

ONE OF THE REASONS THAT WE DID THE HEAD END PARKING THERE AND THE TREE LINE WAS TRY TO INFLUENCE THE TYPE OF DEVELOPMENT THAT WOULD COME, UH, DEVELOPMENT THAT WOULD COMPLIMENT THE REST OF THE DISTRICT AND NOT ASSAULT IT.

AND SO WITH THOSE TREES, WE WERE TRYING TO SOFTEN THAT, THAT EDGE.

WE ALSO, AS WE GOT INTO THAT PROCESS OF ADDISON CIRCLE, DETERMINED THAT ONE OF THE REASONS THE RETAIL DIDN'T WORK IN ADDISON CIRCLE WAS BECAUSE IT DIDN'T HAVE HEAD END PARKING.
