AND IT'S BEEN, UH, BEEN A VERY FUN TIME WORKING WITH A GREAT COUNCIL AND STAFF AND GETTING TO, UH, KNOW SO MANY MORE OF OUR, OF OUR RESIDENTS HERE IN ADDISON.
SO WELCOME AND THANK YOU FOR COMING OUT AND SPENDING A LITTLE TIME WITH US TO GET, GET AN UPDATE ON WHAT'S GOING ON AROUND ADDISON.
I'D LIKE TO INTRODUCE, UH, OUR COUNCIL MEMBERS THAT ARE HERE WITH US TONIGHT, AND WE HAVE THE FULL CREW WITH US.

SO I WANT TO GIVE SOME THANKS TO THEM FOR SERVING THE TOWN SO WELL AND SERVING AS THE PRO TEM FOR THE LAST YEAR WITH ME.
AND IT'S BEEN SO GREAT BECAUSE THEY'RE SO GREAT TO WORK WITH.
THEY BRING SO MUCH TO THE TABLE WITH KNOWLEDGE AND INPUT, AND I KNOW THAT I CAN BOUNCE THINGS OFF OF THEM AND THEY CAN BOUNCE THINGS OFF OF ME.
WE HAVE SOME GREAT CONVERSATIONS.
THEY GIMME FEEDBACK THAT SOMETIMES I REALLY NEED.
THEY TOLD ME THAT I NEED THIS FEEDBACK, BUT THEY'RE GENTLE ABOUT IT AND THEY HELP ME TO BE A BETTER MAYOR.
SO I APPRECIATE THEM AND I APPRECIATE THEIR SERVICE TO ADDISON.
SO I'D LOVE TO GIVE THEM ANOTHER ROUND OF APPLAUSE OF APPRECIATION AND ANOTHER PERSON WHO GETS TO WORK WITH US.

AND HE COULDN'T DO IT REALLY VERY WELL WITHOUT TWO POWERHOUSE WOMEN AT HIS SIDE, OR TWO DEPUTY CITY MANAGERS, PASSION HAYES.
SHE'S IN THE BACK OF THE ROOM BACK THERE, AND THEN ALSO IN THE BACK OF THE ROOM, DEPUTY CITY MANAGER, ASHLEY DESTROYER.
AND WE'RE ALL SO GRATEFUL FOR THEM AND, AND, AND THO THAT'S AT THE TOP OF THE, OF THE LEADERSHIP CHART, BUT THEY KNOW THAT THEY ARE DOWN HERE AT THE BOTTOM OF THE LEADERSHIP CHART TO SERVE THE ENTIRE TOWN AND THE ENTIRE COMMUNITY.

THIS PAST FEBRUARY A COUPLE MONTHS AGO, WE HAD, UH, OUR, WE HAD, WE, THE COUNCIL GOT TOGETHER FOR OUR STRATEGIC PLANNING SESSION.
WE, WE WENT ON THE ROAD TO ABILENE CHRISTIAN UNIVERSITY IN ADDISON
WE SPENT A DAY AND A HALF IN WHAT I REFER TO AS A LOCKUP, BUT IT WAS REALLY A GREAT SESSION, GREAT TIME.
WE, IT WAS, IT WAS COUNCIL AND STAFF ALL WORKING TOGETHER

TO PUT TOGETHER THIS ANNUAL RITUAL OF COMING UP WITH OUR STRATEGIC PLAN FOR THE TOWN.WE HAD AN OUTSIDE FACILITATOR THAT WORKED WITH US, AND THEY DID SUCH A GREAT JOB HELPING US WORK TOGETHER, KEEPING US ON TRACK, AND GETTING US TO THE PLACE THAT WE NEEDED TO BE FOR, FOR THIS, FOR THIS SESSION.
SO ONE OF THE THINGS WE DID THAT WE, WE REAFFIRMED THE TOWN'S VISION STATEMENT, AND YOU CAN SEE IT THERE.
THE TOWN OF ADDISON IS THE BENCHMARK FOR A DIVERSE, VIBRANT, INNOVATIVE, AND CONNECTED COMMUNITY, ALONG WITH OUR SERVICES DELIVERED THE ADDISON WAY.
OUR UNIQUE PLACES AND EXPERIENCES ENHANCE THE QUALITY OF LIFE OF OUR RESIDENTS, BUSINESSES, WORKERS AND VISITORS, AND, AND MAKE ADDISON THE PLACE TO LIVE, WORK, AND VISIT.
THAT IS THE VISION STATEMENT THAT WE'VE HAD FOR A LITTLE WHILE NOW HERE IN ADDISON.
AND I THINK IT REALLY FITS QUITE WELL.
WE DIDN'T REALLY NEED TO SEE, SEE A NEED TO MAKE A BIG CHANGES TO THAT.
WHAT WE CAME UP WITH DURING THIS, THIS, THIS, UH, STRATEGIC PLANNING SESSION WAS WE CAME UP WITH WHAT WE CALL KEY FOCUS AREAS, AND WE USED TO REFER TO THEM AS PILLARS, BUT I REALLY DO LIKE KEY FOCUS AREAS BECAUSE I LIKE, I LIKE A LABEL THAT TELLS ME WHAT IT IS.
IT'S AN AREA THINGS THAT WE'RE GONNA FOCUS ON TO, TO CONTINUE TO MAKE ADDISON THE BEST THAT IT CAN BE.
SO WE, WE CAME UP WITH THESE, THESE KEY FOCUS AREAS, AND WE BROKE OFF IN SMALL GROUPS AND HAD THESE INTERCHANGES AND CONVERSATIONS AND DISCUSSIONS AND, AND THEN WE, WE CAME BACK TO THE BIG GROUP AND PUT 'EM ON PAPER AND IT WAS, IT WAS QUITE A PROCESS, BUT WE CAME UP WITH SEVEN KEY FOCUS AREAS AND IT JUST WORKS OUT PRETTY WELL.
THOSE SEVEN KEY FOCUS AREAS IS THE NUMBER OF PEOPLE ON THE COUNCIL.
SO TONIGHT WE'RE GOING TO HAVE EACH COUNCIL MEMBER WILL, WE'LL FOCUS ON ONE OF THOSE SEVEN KEY FOCUS AREAS AND GIVE YOU AN UPDATE ON KIND OF WHAT THAT PROCESS LOOKED LIKE AND WHAT WE ENDED UP WITH FROM THAT.
SO FROM THOSE KEY FOCUS AREAS, WE COME UP WITH STRATEGIC OBJECTIVES FOR EACH ONE.
WE WANT SOME STRATEGIC OBJECTIVES TO HOW DO WE ACCOMPLISH THIS KEY FOCUS AREA AND HOW DO WE, HOW DO WE WORK ON THAT? SO WE CAME UP WITH THE SEVEN KEY FOCUS, THE KEY FOCUS AREAS, THE STRATEGIC OBJECTIVES.
AND FROM THAT STAFF GOES AND TAKES THAT AND COMES UP WITH SOME, UM, INITIATIVES THAT WE, THAT, THAT, THAT WE, THAT THEY WILL USE AND WE WILL ALL USE TO ACCOMPLISH THOSE THINGS THAT WE SET OUT TO DO IN THE, UH, IN THAT PROCESS.
SO THAT'S WHAT WE DID ON MAR ON IN FEBRUARY.
THEN ON MARCH 5TH, THE COUNCIL VOTED TO FIND TO, TO, UH, ADOPT THESE SEVEN KEY FOCUS AREAS AS, AS OUR, UH, STRATEGIC PLAN FOR THE YEAR COMING UP.
SO, AS I SAID, SO TONIGHT, EACH MEMBER OF THE COUNCIL WILL FOCUS ON ONE OF THESE FOCUS AREAS.
AND MINE, MY KEY FOCUS AREA THAT I'LL BE TALKING ABOUT IS COMMUNITY ENGAGEMENT.
VERY IMPORTANT PART OF ADDISON IS STRATEGIC STRATEGIC ENGAGEMENT.
AND THE THINGS THAT WE CAME UP WITH, THE STRATEGIC OBJECTIVES WERE TO DEVELOP A PATHWAY FOR FUTURE COMMUNITY LEADERS.
REALLY IMPORTANT THAT WE CAN FIND PEOPLE THAT ARE INTERESTED IN SERVING IN DIFFERENT KINDS OF WAYS, EITHER IN A LONG-TERM, WAY SHORT-TERM WAY, BUT HOW CAN WE FIND PEOPLE, PEOPLE WANNA SERVE AND THEY WANNA RAISE THEIR HAND, BUT THEY DON'T QUITE KNOW HOW TO GET THERE, SO HOW CAN WE GET THEM THERE? SO THAT WAS, WE WANNA DEVELOP A PATHWAY FOR THEM, CREATE MEANINGFUL SHORT-TERM SERVICE OPPORTUNITIES FOR THOSE FOLKS THAT DON'T, THAT DON'T WANT TO, OR CAN'T COMMIT TO A LONG TERM, YOU KNOW, THING LIKE SERVING ON THE COUNCIL OR PNZ OR BZA OR SOMETHING LIKE THAT.
SO WHAT CAN WE, THEY DO SHORT TERM? AND THEN COME UP WITH SOME INNOVATIVE APPROACHES TO MARKETING ENGAGEMENT THE ADDISON WAY, AND THEN LEVERAGE THE ADDISON BRAND THROUGH THE ADDISON WEBSITE AND OUR SOCIAL MEDIA.
NOW, THE INITIATIVES THAT STAFF CAME UP WITH ON THAT WERE TO HOST AN ANNUAL CITIZENS ACADEMY.
NOW, AS YOU ALL KNOW, WE'VE BEEN DOING A CITIZEN ACADEMY FOR A LONG TIME, BUT WE HAVE HISTORICALLY DONE IT ABOUT EVERY 18 MONTHS.
AND NOW THE STRATEGIC OBJECTIVE, THE, THE, UM, INITIATIVE IS TO DO IT EVERY YEAR.
AND SO, SO THAT'S WHAT WE WANT TO DO TO, TO ALLOW PEOPLE AND MORE FREQUENT OPPORTUNITY TO GET INVOLVED IN THE PROCESS.
BECAUSE WHAT WE KNOW IS THAT WE CAN HAVE A, WE, WE HAVE A, UH, WE'LL HAVE A CITIZEN ACADEMY, AND THEN SOMEBODY SAYS, OH, I DIDN'T KNOW ABOUT THAT.
WHEN'S THE NEXT ONE GONNA BE WHEN YOU SAID IT'S GONNA BE ABOUT 18 MONTHS? AND THEY'RE, OH, THEY'RE SAD.
AND SO WE WANT THEM TO BE ABLE TO BE INVOLVED A LITTLE BIT SOONER.
SO WHAT THE CITIZEN ACADE IS, IF YOU HAVEN'T DONE IT, I HIGHLY ENCOURAGE YOU TO DO IT.
I THINK MOST OF THE COUNCIL, MAYBE ALL OF THEM HAVE GONE THROUGH THAT.
I WENT THROUGH IT ABOUT 15 YEARS AGO.
AND, AND WHAT THAT DOES, IT'S, IT'S AN OPPORTUNITY FOR YOU TO SEE KIND OF BACK OF THE HOUSE, OPERATION OF THE TOWN, KIND OF GET A LOOK BEHIND THE CURTAIN AND SEE HOW THINGS GO.
AND I CAN PROMISE YOU, IF YOU GO THROUGH THAT WHEN YOU GET DONE, YOU'LL NEVER DRIVE THROUGH THE TOWN AND LOOK AT IT THE SAME.
IT'S VERY INFORMATIVE, VERY EDUCATIONAL.
SO I HIGHLY ENCOURAGE YOU TO DO THAT BECAUSE KNOWLEDGE IS POWER AND THE MORE THAT WE KNOW

ABOUT WHAT'S GOING ON IN OUR TOWN AND HOW THINGS WORK, THEN WE CAN BE A MORE, UH, AN IMPORTANT PART OF IT.AND WE ALSO LOOK AT THOSE FOLKS AS THE FUTURE LEADERSHIP FOR THE TOWN, BECAUSE AS I SAY, MOST OF THE COUNCIL OR ALL OF THE COUNCIL HAS GONE THROUGH CITIZEN ACADEMY, AND THEY DID THAT BECAUSE MAYBE THEY HAD A PLAN, BUT MAYBE IT JUST CAME TO 'EM LATER ON.
BUT WE, UH, WE LOOK FOR THAT TO THAT GROUP FOR THOSE VOLUNTEERS.
AND NOW THE, UH, NEXT ONE, THE NEXT INITIATIVE WAS TO DEVELOP AND LAUNCH A NEW WEBSITE.
NOW, WE HAVE A PRETTY GOOD WEBSITE NOW, BUT IT'S GOING TO BE BETTER IN ABOUT SIX MONTHS FROM NOW.
OCTOBER 1ST IS A TARGET DATE TO OPEN THIS UP.
AND THE, THE WEBSITE, THE WAY THEY'VE DESIGNED THE WEBSITE IS REALLY SMART.
THEY'VE USED DIFFERENT SURVEYS AND GOOGLE ANALYTICS TO EVALUATE HOW PEOPLE ARE CURRENTLY USING THE WEBSITES, WHAT ARE THE THINGS THAT THEY GO TO REGULARLY, HOW ARE THEY USING IT NOW? AND SO THEY USE THAT BEHAVIOR TO DETERMINE THE NAVIGATION OF THE NEW WEBSITE SO THAT YOU CAN SEE THINGS ON THERE THAT YOU'RE ALREADY, THAT YOU'RE ALREADY LOOKING FOR.
AND IT'S GOING TO BE REALLY A FOCUS ON THE SERVICES THAT THE TOWN PROVIDES.
IT'S GOING TO BE, THERE'S GOING TO BE A NEW PARKS AND RECREATION SUBSITE, BECAUSE WE KNOW, ALL KNOW HOW IMPORTANT OUR PARKS AND RECREATION, UH, DEPARTMENT IS IN, IN, UH, ADDISON.
SO THERE'LL BE A SUBSITE SPECIFICALLY FOR PARKS AND RECREATION.
AND THE, THEY'LL, THE, THE NEW WEBSITE AGAIN, WILL BE LAUNCHED, THE TARGET DATE IS OCTOBER 1ST.
AND IF NOT, THEN, THEN, BECAUSE THEY'RE JUST TRYING TO GET IT RIGHT.
BUT ONE OF THE THINGS THAT I'M REALLY EXCITED ABOUT WITH THE NEW WEBSITE IS THE FOCUS ON THE RESTAURANTS, BECAUSE WE ALL KNOW HOW IMPORTANT OUR 200 OR SO RESTAURANTS ARE TO US.
AND SO WHAT DOES IT'S GOING TO BE IN THERE, THERE'S GOING TO BE SOME FEATURES FOR THE RESTAURANTS.
UM, THERE'LL BE A, UM, A CRM COMPONENT WHERE A RESTAURANT OWNER, RESTAURANT OPERATOR CAN GO AND THEY CAN UPDATE THEIR OWN LISTINGS IN, IN THE WEBSITE.
THEY CAN, UH, CHANGE THE PHOTOS THAT ARE IN THERE.
THEY CAN ADD SPECIAL, UH, SPECIALS AND THINGS THAT ARE GOING ON IN THEIR RESTAURANT.
OF COURSE, THIS WILL ALL BE APPROVED BY THE STAFF AS THEY'RE, AS THEY'RE MAKING THOSE CHANGES.

IT OPENED IN THE EARLY TWO THOUSANDS, AND OVER THE LAST TWO DECADES, IT HAS BECOME THE HEART OF ADDISON.
AT OUR FEBRUARY 27TH COUNCIL MEETING, WE APPROVED A CONTRACT WITH OJB LANDSCAPE ARCHITECTURE TO, TO CREATE A VISIONARY PLAN AIMED AT REVITALIZING THE PARK AND THE AREA AROUND IT, INCLUDING THE CONFERENCE CENTER, THE THEATER CENTER, AND THE TRANS TRANSIT ORIENTED DEVELOPMENT.
THE LANDSCAPE ARCHITECTURE FIRM WAS CHOSEN FROM AMONG, FROM AMONG EIGHT COMPETITIVE CONTENDERS.
SOME OF THE QUALIFICATIONS OF THEIR TEAM THAT CONTRIBUTED TO THEIR SELECTION INCLUDED EXPERIENCE IN DEVELOPING SUCH PLACES AS CLYDE WARREN PARK IN DOWNTOWN DALLAS, LOOKING AT AND DEVELOPING SUCCESSFUL PARK PROGRAMMING STRATEGIES.

CONSTRUCTION CAN BEGIN IN EARNEST AFTER THAT, AND IT IS EXPECTED TO TAKE TWO YEARS TO COMPLETE.
WE ARE STILL IN THE DESIGN PHASE FOR QUORUM DRIVE, UH, FROM DALLAS NORTH TOLLWAY TO DART RAIL RIGHT OF WAY.

THE MIDWAY ROAD REVITALIZATION PROJECT IS NEARING ANOTHER IMPORTANT MILESTONE, THE COMPLETION OF ALL TRAVEL LANES.

IN FEBRUARY, CONCRETE WAS PLACED ON THE NORTHBOUND LANES FROM BELTLINE ROAD TO LINDBERGH.
IN MID-MARCH, TRAFFIC WAS REINSTATED TO THE NEW LANES AND DEMOLITION OF THE SOUTHBOUND LANES FROM BELTLINE TO LINDBERGH BEGAN.
THIS IS THE LAST PART OF THE MAIN LANE PAVING FOR THE PROJECT, AND DEPENDING ON THE WEATHER CONDITIONS, THE LAST SECTION IS SCHEDULED TO HAVE MAIN LANE PAVING COMPLETED.
IN THE NEXT FEW MONTHS, ALL THREE LANES OF TRAFFIC IN EACH DIRECTION HAVE BEEN REINSTATED FROM KEL SPRINGS TO JUST NORTH OF WILEY POST.
AS WITH THE SOUTH SEGMENT OF THE PROJECT, THERE WILL STILL BE PERIODIC LANE CLOSURES.

SPRING VALLEY TO BELTLINE, THE TRAFFIC CONES FROM SPRING VALLEY TO BELTLINE HAVE BEEN MOVED TO THE BACK OF THE CURB, WHICH OPENS THREE LANES OF TRAFFIC IN BOTH DIRECTIONS.
ON THE SOUTH END OF THE PROJECT, THERE WILL STILL BE PERIODIC LANE CLOSURES.

AND BASICALLY WHAT WE'RE TALKING ABOUT IS, IS CODE ENFORCEMENT, UH, WORKING CLOSER WITH OUR, OUR RESIDENTIAL, OUR RESIDENTS, UM, OUR APARTMENTS, OUR HOTELS, AND OUR, AND OUR BUSINESS COMMUNITY.
SO WE'RE GOING TO, UH, UH, WE'RE GONNA, UH, BEEF UP THAT DEPARTMENT TO DO MORE, MORE CODE ENFORCEMENT.
UM, ONE OF THE BIG INITIATIVES WE'VE GOT, AGAIN, WE ADDRESSED IT A LITTLE BIT IN AN EARLIER SLIDE ABOUT POPULATION GROWTH, BUT, UM, WE ARE, WE ARE COMPLETING, UM, UH, A PUBLIC SAFETY STAFFING ASSESSMENT RIGHT NOW.

FACILITATE BUILD OUT OF ADDISON AS A MAJOR NORTH DALLAS TRANSPORTATION HUB, IMPROVE EAST WEST PEDESTRIAN CONNECTIVITY, UPDATE AND IMPLEMENT THE MASTER TRANSPORTATION PLAN.
ADDRESS FIRST MILE LAST MILE, TOD CONNECTIVITY, IMPROVE PEDESTRIAN SAFETY AND CONNECT MAJOR DESTINATIONS IN TOWN.
STAFF HAS IDENTIFIED A NUMBER OF INITIATIVES FOR EACH OF THESE AREAS, BUT TONIGHT I WANNA FOCUS ON JUST A FEW BY OFFERING TRANSPORTATION CHOICES THAT ACCOMMODATE DIFFERENT PREFERENCES, NEEDS AND CIRCUMSTANCES.
COMMUNITIES CAN IMPROVE ACCESSIBILITY, REDUCE CONGESTION, PROMOTE HEALTH AND WELLBEING, AND OVERALL QUALITY OF LIFE FOR THE RESIDENTS.
IN ADDISON, TRANSPORTATION TAKES ON A LOT OF DIFFERENT FORMS FROM PLANES AND TRAINS TO CARS AND BICYCLES.
IN ORDER TO CAPITALIZE ON THIS CORE STRENGTH OF OURS.
THERE ARE SOME THINGS WE'RE WORKING ON TO BUILD OUT ADDISON AS A MAJOR NORTH DALLAS TRANSPORTATION HUB.
FIRST IS THE CONSTRUCTION OF TAXIWAY BRAVO EXTENSION, PHASE ONE AT THE ADDISON AIRPORT.
MARIO SIN NICOLE AND SONS WAS AWARDED THE CONSTRUCTION CONTRACT AND CONSTRUCTION IS ALREADY UNDERWAY.
THE ANTICIPATION COMPLETION, OCTOBER 31ST OF THIS YEAR.
THIS PROJECT WILL OPEN UP DEVELOPMENT OPPORTUNITIES ON THE WEST SIDE OF OUR INCREDIBLY POPULAR AIRPORT AND FURTHER ENHANCE THIS IMPORTANT TOWN ASSET.
ADDISON AIRPORT HAS RECORD REVENUES IN THE FIRST QUARTER OF THE FISCAL YEAR 2024, AND WE LOOK FORWARD TO SEEING ITS CONTINUED DEVELOPMENT AND SUCCESS.
BEING LOCATED ALONG THE PLATINUM CORRIDOR DEFINITELY HAS ITS ADVANTAGES.
THE TOLLWAY PROVIDES ACCESSIBILITY FOR VISITORS AND BUSINESSES, BUT IT ALSO DIVIDES OUR SMALL COMMUNITY.
HOW MANY OF US HAVE SEEN PEOPLE ON FOOT TRYING TO NAVIGATE THE BELTLINE AND TOLLWAY INTERSECTION? IT'S CLEAR TO US THAT THIS IS, THAT THIS PRESENTS AN OPPORTUNITY FOR IMPROVEMENT.
IN JANUARY, COUNCIL APPROVED AN AGREEMENT WITH KIMLEY-HORN ASSOCIATES TO EXPLORE OPPORTUNITIES, EXCUSE ME, TO EXPLORE OPTIONS FOR PROVIDING A SAFE AND COMFORTABLE PEDESTRIAN CROSSING ALONG BELTLINE ROAD OVER THE DNT.
A SECONDARY GOAL OF THE PROJECT IS TO CREATE A LANDMARK THAT IDENTIFIES ADDISON AND IS VISIBLE FROM THE MAIN LANES OF THE DNT.
THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS AND THE TEXAS DEVELOP, TEXAS DEPARTMENT OF TRANSPORTATION FULLY SUPPORTS AND PROVIDES FUNDING OPPORTUNITIES FOR ACTIVE TRANSPORTATION PROJECTS LIKE THIS ONE.
THIS STUDY WOULD PROVIDE INFORMATION NECESSARY FOR A GRANT APPLICATION.

THE LAST UPDATE WAS DONE IN 2016.
SO IT'S TIME TO HAVE A NEW UPDATE.
SO THE AIRPORT MASTER PLAN UPDATE WILL INCLUDE AN UPDATED NOISE EXPOSURE MAP, A DRAINAGE STUDY, COLLECTION OF AIRPORT GIS DATA AND CONSIDERATION OF THE EMERGENCE.
