UH, THE REQUEST BEFORE YOU TONIGHT IS FOR A NEW RESTAURANT, CONCEPT THREE FORKS, UH, AT A, UH, TWO EXISTING TENANT SPACES AT THE VILLAGE ON THE PARKWAY DEVELOPMENT, UH, WHICH IS LOCATED AT THE SOUTHEAST CORNER OF DALLAS PARKWAY AND BELT IRON ROAD.

UH, THE REQUEST IS FOR A SPECIAL USE PERMIT FOR A NEW RESTAURANT AND FOR THE SALE OF ALCOHOL FOR ON-PREMISES CONSUMPTION.

SO, UH, THE SUBJECT SITE, UH, HAS A LONG HISTORY IN THE TOWN DATING BACK, UH, TO THE SIXTIES, UH, FOR INITIAL ZONING.

BUT, UH, IT'S A RECENT INCARNATION REALLY DATES BACK TO 2012 WHEN THE TOWN, UH, REZONED IT TO PLAN DEVELOPMENT, UH, TO ALLOW FOR REINVESTMENT IN REDEVELOPMENT, UH, OF THE CENTER, NOW KNOWN AS VILLAGE ON THE PARKWAY.

IN RECENT YEARS, WE'VE HAD SEVERAL AMENDMENTS TO THAT PD ONE TO ADOPT A MIXED USE PARKING RATIO THAT APPLIES TO THE, UH, ENTIRE CENTER.

AND THEN, UH, LAST YEAR WE HAD AN AMENDMENT TO MODIFY THE DEVELOPMENT PLANS TO ALLOW FOR A NEW INFILL OFFICE AND RETAIL BUILDING, UH, ADJACENT TO WHOLE FOODS.

UH, WITH THIS REQUEST TONIGHT, UH, THREE FORKS, A STEAKHOUSE CONCEPT THAT HAS EXISTED IN THE, UH, NORTH TEXAS REGION AS WELL AS AUSTIN AND JACKSONVILLE.

UH, THEY CURRENTLY HAVE LOCATIONS, UH, IN FRISCO, PREVIOUSLY LOCATED IN DALLAS.

THIS WILL HAVE, UH, UH, REALLY REESTABLISHED THEIR PRESENCE, UH, IN THE, UH, LOWER TOLLWAY CORRIDOR WITH THIS NEW RESTAURANT AND VILLAGE ON THE PARKWAY.

UH, SO THE PROPOSED FLOOR FLOOR PLAN COMBINES TWO SPACES, THE, UH, PREVIOUSLY OCCUPIED SPACES BY CHICOS

AND SOMA, UH, TO COMBINE FOR, UH, JUST OVER 6,000 SQUARE FEET OF INTERIOR FLOOR AREA.

UH, WITH THAT, AS WE KNOW, PATIO DINING IS SUCH A DEMANDED FEATURE FOR NEW RESTAURANT CONCEPTS.

THEY WILL PROVIDE FOR A SMALL 554 SQUARE FOOT PATIO SPACE, ALLOWING FOR A TOTAL OF 189, UH, SPACES FOR DINING INDOORS AND 44 ON THE PATIO.

UH, THEY WILL ALSO HAVE, UH, UH, THE SALE OF ALCOHOL BEVERAGES FOR ON-PREMISES CONSUMPTION.

AND THEN, UH, VALET SERVICE WILL BE OFFERED, UH, AS YOU SEE WITH SEVERAL OTHER CONCEPTS, UH, IN VILLAGE.

ON THE PARKWAY.

THEIR PROPOSED HOURS OF OPERATION, UH, WOULD BE 4:30 PM TO 10:00 PM SUNDAY THROUGH THURSDAY.

AND THEN ON FRIDAY AND SATURDAY, THEY WOULD STAY OPEN ONE HOUR LATER CLOSING AT 11:00 PM.

SO, UH, WITH THIS REQUEST, THE, UH, STANDARDS APPLICABLE TO, UH, PARKING, UH, AND LANDSCAPE DESIGN APPLY.

UH, THOSE STANDARDS ARE ESTABLISHED IN THE VILLAGE ON THE PARKWAY PD THAT WAS REFERENCED EARLIER.

UM, THEY ARE NOT PROPOSING ANY MODIFICATIONS, UH, TO THE EXISTING PARKING LOT WITH THIS CONCEPT.

UH, THEY WILL REQUIRE, UH, AND THEY DO HAVE A PARKING DEMAND, GIVEN THAT THEY ARE ADDING OUTDOOR DINING SPACE THAT WILL RESULT IN, UH, DEMAND FOR THREE ADDITIONAL PARKING SPACES.

HOWEVER, BECAUSE THERE IS EXCESS PARKING CAPACITY OVERALL IN THE CENTER, UM, THOSE, UH, THE EXISTING PARKING IN THE CENTER SATISFIES THE, UH, ADDITIONAL THREE PARKING SPACE DEMAND.

SO WITH THIS RESTAURANT CONCEPT, DESPITE IT CONVERTING FROM A LESS INTENSIVE RETAIL USE, THE EXISTING PARKING IN VILLAGE ON THE PARKWAY COMPLIES WITH THE, UM, UH, PARKING REQUIREMENTS OF THAT PD WITH THIS, UH, NEW RESTAURANT AND ALSO WITH THE ONGOING CONSTRUCTION OF THE OFFICE BUILDING ADJACENT TO WHOLE FOODS.

SO WITH THIS PROPOSAL, UH, THEY ARE, UH, PLANNING FOR, UH, NEW, UH, SHRUBS, UH, PERENNIAL GRASS GROUND COVER ADJACENT TO THE PATIO AND THE ENTRYWAY.

UH, THEY'RE PRESERVING ALL TREES, UH, THAT EXIST ADJACENT TO THE SITE.

UH, AND BECAUSE OF THOSE, THAT EXISTING TREE COVER, THERE IS NOT A NEED TO ADD, UH, ADDITIONAL TREES ON THE SITE.

UH, SO PROBABLY THE BIGGEST CHANGE BESIDES THE THE CHANGE IN USE, I WOULD SAY IS THE CHANGE IN THE APPEARANCE OF THE FACADE.

UH, THERE'LL BE FAIRLY EXTENSIVE, UH, MODIFICATIONS TO THE, UH, FACADE OF THE TWO SUITES TO, UH, ACCOMMODATE, UH, THE THREE FORKS BRAND.

AND THEN GIVEN THAT THOSE SUITES ARE BEING COMBINED, THERE'S ALSO GOING TO BE A NEW ENTRYWAY, UH, PROPOSED THAT, UH, PROVIDES AN ENTRYWAY TO THE RESTAURANT.

AND THEN ALSO, UH, DIRECT ACCESS TO THE PATIO DINING AREA.

UH, THIS PROPOSED FACADE PLAN DOES FULLY COMPLY WITH TOWN STANDARDS, AND THE SIGNAGE THAT YOU SEE IN THESE FACADE PLANS ARE ILLUSTRATIVE IN NATURE.

THOSE WOULD BE REVIEWED BY SEPARATE SIGN PERMIT.

HERE YOU SEE THE RENDERINGS, UH, IMPLEMENTING, UH, THE THREE FORKS BRAND.

UH, UH, YOU SEE SOME NEW STUCCO BEING ADDED TO THAT.

ALSO, UH, SUBSTANTIAL AMOUNT OF GLAZING PROVIDING FOR A, A GOOD, UM, TRANSITION AND RELATIONSHIP BETWEEN THE OUTDOOR DINING AREA AND THE INTERIOR DINING AREA.

SO, IN ACCORDANCE WITH TOWN STATE REQUIREMENTS, WE PROVIDED PUBLIC NOTICE TO ADJACENT PROPERTY OWNERS WITHIN 200 FEET OF THE SUBJECT PROPERTY.

WITH THAT EIGHT NOTICES FOR MAILED, UH, WE, AS OF THE DATE OF THIS HEARING, WE HAVE NOT RECEIVED ANY FEEDBACK ON THIS CASE.

SO STAFF DOES RECOMMEND APPROVAL OF THIS REQUEST.

UH, THREE FORKS WILL PROVIDE A NEW AND EXCITING, UH, DINING CONCEPT THAT IS CONSISTENT WITH THE HIGH QUALITY THAT EXISTS IN VILLAGE ON THE PARKWAY.

UH, AND IT WILL BE A GOOD USE OF UNDERUTILIZED SPACE IN THE CENTER.

UH, WITH THAT, UH, WE DO RECOMMEND ONE CONDITION, AND THIS IS OUR STANDARD CONDITION THAT WE APPLY TO, UH, UH, CASES LIKE THIS.

AND THAT IS, THE APPLICANT SHALL NOT USE ANY TERMS OR GRAPHIC DEPICTIONS THAT RELATE TO ALCOHOLIC BEVERAGES IN ANY EXTERIOR SIGNAGE THAT I'D BE HAPPY TO ADDRESS ANY QUESTIONS THAT YOU HAVE.
