SO, WELCOME AND THANK YOU FOR JOINING US, UH, ON OUR JOURNEY TO ADOPT A NEW COMPREHENSIVE PLAN FOR THE TOWN. SO, UH, THIS WEEK HAS BEEN A VERY ACTIVE AND BUSY WEEK FOR THE PROJECT TEAM. UH, WE'VE BEEN DOING POP-UP ENGAGEMENT ACTIVITIES THROUGHOUT THE COMMUNITY. YOU MAY HAVE SEEN US IN SOME OF ADDISON'S FINE LOCAL COFFEE SHOPS, RESTAURANTS. UH, WE'VE BEEN DOING FOCUS GROUPS WITH RESIDENTS, UH, HERE AT THE, UH, UH, CONFERENCE CENTER. UH, WE'VE ALSO BEEN ENGAGING THE DEVELOPMENT COMMUNITY AND OTHER KEY STAKEHOLDERS THAT ARE, UH, KNOWLEDGEABLE OF CURRENT CONDITIONS IN ADDISON, BUT ALSO SHARING THEIR PERSPECTIVE ON WHAT THEY WOULD LIKE TO SEE FOR THE FUTURE OF ADDISON. SO, TONIGHT IS REALLY A KEY MILESTONE IN THE PROJECT IN THAT WE'RE STARTING TO TRANSITION AWAY FROM WHAT WE HAVE BEEN DOING FOR THE LAST SEVERAL MONTHS, WHICH IS FOCUSING ON GETTING INPUT ON THE TOWN FROM THE COMMUNITY. YOU MAY HAVE SEEN ALL OF OUR SIGNS AROUND TOWN AND ALL THE NEWSLETTER ENTRIES ASKING YOU TO TAKE SURVEYS. FOR THOSE OF YOU WHO HAVE DONE THAT, THANK YOU. UM, WE'RE NOT TALKING AS MUCH SPECIFICALLY ABOUT CITY SERVICES, UH, AND THINGS OF THAT, ALTHOUGH THE WAY YOU BUILD OUT YOUR CITY DOES IMPACT THE EFFICIENCY OF SERVICES, THE REVENUE THAT THE, THE TOWN HAS TO PROVIDE THOSE SERVICES, ET CETERA. SO THIS IS ONE OF THOSE TIMES THAT YOU REALLY GET TO THINK BIG AND BROAD ABOUT YOUR COMMUNITY AND WHAT YOU LOVE ABOUT IT, UM, AND WHAT YOU WISH, UH, YOU HAD HERE IN ADDISON. THE 2013 PLAN. UH, THE LAST PLAN WAS DONE IN 2013, SO A LITTLE OVER 10 YEARS AGO. UH, IT HAD A HEAVY FOCUS ON, UH, INFILL DEVELOPMENT, UM, KIND OF BUILDING OUT THE REST OF ADDISON. UM, BUT NOW TODAY WE LOOK AT, AT ADDISON AND YOU ARE MOSTLY BUILT, BUILT OUT, AND WE'RE STARTING TO SHIFT TO A REALLY HEAVY EMPHASIS ON REDEVELOPMENT. WHAT, WHAT PARTS OF THE TOWN DO YOU WANNA PRESERVE THE WAY THAT THEY ARE? WHAT PARTS OF THE TOWN DO YOU WANT TO MAYBE ENHANCE A LITTLE BIT WITH? MAYBE A LITTLE BIT OF GENTLE INFILL OR MAYBE YOU'RE, YOU'RE KIND OF FINDING LITTLE POCKETS TO PUT IN A, UM, A LITTLE BIT OF RETAIL, OR MAYBE IT'S IMPROVING THE CONNECTIVITY AND TRAIL SYSTEMS IN THERE. UH, AND THEN YOU'VE GOT PARTS OF THE TOWN THAT ARE GONNA BE MORE OF A SCRAPE AND REDEVELOP, YOU KNOW, WHAT ARE THOSE PROPERTIES OR THOSE BUILDINGS THAT ARE AT THE END OF THEIR USEFUL LIFE, AND THEY REALLY NEED TO BE REIMAGINED FROM THE, FROM THE GROUND UP. THE PLAN. JUST TO GIVE YOU KIND OF AN OVERALL OF HOW THIS OVERALL LOOK AT HOW THE PLAN'S GONNA BE STRUCTURED. THERE'S THREE MAIN PARTS. UH, THE INTRODUCTION IS JUST GONNA GIVE SOME BACKGROUND ON THE COMMUNITY CONTEXT, THE PROCESS, HOW TO USE THE PLAN IF YOU'RE AN ELECTED OFFICIAL, A STAFF MEMBER, UH, A RESIDENT, A DEVELOPER. UM, WE, THE END OF THAT CHAPTER WRAPS WITH WHAT WE'RE GONNA TALK ABOUT TONIGHT, THE COMMUNITY IDENTITY, WHO ADDISON IS, WHAT ADDISON IS, WHO YOU WANT TO BE, AND SOME DECISION MAKING PRINCIPLES, SOME THREE TO FIVE THINGS THAT ARE REALLY GONNA GUIDE, UH, THE REST OF THIS PLANNING PROCESS. SO IT'S KIND OF BIG, UH, BIG IDEAS. THEN YOU GET INTO MORE SPECIFICS BY TECHNICAL AREAS. AND THEN YOU GET INTO HOW ARE WE ACTUALLY GONNA EXECUTE AND ACHIEVE THIS DESIRED FUTURE THAT WE WANT HERE IN ADDISON. UM, WE ARE IN PHASE THREE OF THE PROJECT. UH, NOW WE'VE BEEN AT IT FOR SEVERAL MONTHS. WE'VE DONE SURVEYS, WE'VE DONE A LOT OF DATA COLLECTION. WE'VE DONE A LOT OF IN-PERSON CONVERSATIONS. UM, AND NOW WE'RE, WE'RE KIND OF DONE LOOKING BACKWARDS, AND NOW WE'RE STARTING TO SHIFT TO, TO LOOK FORWARD, WHICH IS, UH, AN EXCITING TRANSITION FOR, UH, FOR US TO MAKE. SO, UH, AND THEN AT THE CONCLUSION OF THIS PHASE, THIS WILL WRAP UP FEBRUARY, MARCH, UH, AND THEN WE START TO GET INTO STRATEGIES AND EXPLORING DIFFERENT IDEAS, UH, FOR DIFFERENT PARTS OF THE TOWN IN TERMS OF SPECIFIC THINGS OF HOW YOU'D LIKE TO SEE AREAS OF THE TOWN, UH, DEVELOP. BUT WE HAVE THAT ONLINE SURVEY, AND THEN AGAIN, WE'RE TRYING TO FILL IN THE GAPS WITH SOME OF THE INDIVIDUAL ONE-ON-ONE IN-PERSON CONVERSATIONS THAT WE'RE HAVING. SO THERE'S THE VALUES. WHAT ARE SOME OF THE SHARED VALUES OF THE PEOPLE THAT LIVE AND WORK IN ADDISON. UH, THE SECOND PART IS ASSETS. UH, WHAT ARE THE ELEMENTS OF THE COMMUNITY, WHETHER IT COULD BE PHYSICAL ELEMENTS, IT COULD BE, UM, REALLY ANYTHING. UH, WE DON'T REALLY WANT TO DEFINE SPEC, YOU KNOW, HOW YOU, UH, WANT TO THINK ABOUT ASSETS. WE LIKE TO LEAVE THAT PRETTY OPEN AND LET THE COMMUNITY KIND OF TELL US, BUT, BUT IT'S WHAT ARE, WHAT ARE ELEMENTS OF THIS COMMUNITY THAT YOU REALLY WANT TO PRESERVE AND, UM, AND IMPROVE? AND THEN THE, THE THIRD PART IS THE ASPIRATIONAL PART. SO WHAT ARE THOSE DESIRED OUTCOMES, THAT DESIRED FUTURE? UH, WHAT ARE THINGS THAT YOU WOULD LIKE TO ACHIEVE IN THE FUTURE FOR, UH, FOR ADDISON? THOSE COME TOGETHER INTO A VISION STORY. UM, SO WE DON'T LIKE TO DO JUST A STRAIGHT VISION STATEMENT THAT'S LIKE THE WORST RUN ON SENTENCE EVER OF, YOU KNOW, JUST, IT JUST GOES ON AND ON AND ON AND ON. IT, YOU CAN'T REMEMBER IT, YOU CAN'T REPEAT IT. UH, BUT A VISION STORY IS SOMETHING THAT YOU CAN CONNECT TO YOU. YOU WON'T BE ABLE TO REPEAT THIS WORD FOR WORD, BUT YOU'LL UNDERSTAND IT. IT'S GONNA TALK ABOUT THE STORY OF ADDISON, WHO YOU'VE BEEN, WHO YOU ARE, AND WHO YOU WANT TO BE. ALL OF THIS INPUT THAT WE'RE GETTING, UM, GETS PROCESSED THROUGH A NUMBER OF WAYS AND A NUMBER OF CONVERSATIONS WITH OUR TEAM AND WITH STAFF, UM, TO COME OUT WITH A VISION STORY THAT'S GONNA TELL THE, THE STORY OF THE PAST, PRESENT, AND FUTURE OF ADDISON. AND THEN HOW DO WE TURN THAT IDENTITY INTO ACTION? UM, THIS IS WHERE WE START TO LOOK AT WHAT WE CALL DECISION MAKING PRINCIPLES. UH, THINGS THAT WHEN WE'RE TRYING TO, TO LOOK AT CERTAIN PARTS OF THE CITY OR MAKE CERTAIN DECISIONS, UM, YOU KNOW, WE'RE GONNA COME BACK TO THESE PRINCIPLES AND, AND IT COULD BE SOMETHING LIKE, UM, WALKABILITY, IT COULD BE SOMETHING LIKE CONNECTIVITY, IT COULD BE SOMETHING LIKE, YOU KNOW, HUMAN-CENTERED DESIGN OR PERSONAL RELATIONSHIPS. IT'S COULD BE A LOT OF DIFFERENT THINGS. BUT THERE, THERE ARE THINGS THAT GOVERN, UM, AT A BROAD LEVEL KIND OF GUIDE HOW, HOW YOU WANNA SEE ADDISON DEVELOP. UM, AND THEN WE'RE GONNA DIG DOWN AT ANOTHER LEVEL IN EACH OF THOSE ORGANIZATIONAL COMPONENTS AND HAVE SOME MORE SPECIFIC POLICY GOALS THAT, THAT GET A LITTLE MORE SPECIFIC RELATED TO LAND USE OR MOBILITY OR NEIGHBORHOODS. UM, THESE KIND OF PRINCIPLES WILL HELP US PUT, UM, THE VALUES INTO PRACTICE. THEY'LL BE, UH, USED TO EMPOWER AND GUIDE DECISIONS, NOT NOT JUST THROUGH THE PLANNING PROCESS, BUT ALSO AFTER THE PLAN. UH, AS STAFF AND COUNCIL AND PLANNING COMMISSION ARE MAKING DECISIONS, THEY CAN GO BACK TO THESE PRINCIPLES AND SAY, DOES THIS PROJECT, UM, YOU KNOW, ACHIEVE THESE GOALS, ALIGN WITH THESE PRINCIPLES? YES OR NO? UM, SO THIS IS JUST A GRAPHIC THAT KIND OF SHOWS HOW ALL OF THESE COME TOGETHER. WE, WE GET THESE PIECES ON, ON THE LEFT SIDE, WE GET THESE THREE ELEMENTS OF YOUR COMMUNITY IDENTITY, UM, THAT GETS SYNTHESIZED INTO YOUR VISION STORY, THE VISION STORY AND THE IDENTITY. THOSE ALL WORK TOGETHER TO INFORM, UH, WHAT WE COME UP WITH FOR THE DECISION MAKING PRINCIPLES. AND THEN OUT OF THOSE WE'LL HAVE MORE SPECIFIC POLICY GOALS FOR EACH AREA OF THE PLAN.
