SO WE ALL KNOW THAT THE LAW ENFORCEMENT OFFICERS HERE HAVE CHOSEN A PROFESSION THAT PUTS THEIR LIFE ON THE LINE.

UM, UNFORTUNATELY IT'S ONLY ABOUT 2.4% OF PEOPLE IN THE US THAT WILL EVER SERVE.

SO 97.6% OF US CAN HIDE, INCLUDING RIGHT NOW MYSELF.

UM, BUT THEY'RE CALLED TO DUTY, I THINK IS DEMANDING.

UH, IT REQUIRES A LOT OF DEDICATION AND THEY'RE NOW BEING VERY HIGHLY SCRUTINIZED AND OFTEN I THINK, UNDERAPPRECIATED PRIVATELY THE CITIZENS TELL ME THAT THEY LOVE THEM, BUT WE DON'T HEAR THAT SOMETIMES WHEN WE'RE IN THE PUBLIC, YOU KNOW, NOT JUST OUR OFFICERS, BUT DALLAS AND, UM, SO DALLAS CURRENTLY ONLY HAS 3000 OUT OF THEIR ESTIMATED 4,000 OFFICERS THAT ARE NEEDED FOR SAFETY.

AND EVERYBODY KNOWS THAT THE CRIME RATE IN DALLAS IS GOING UP.

WE DON'T NEED TO BE PART OF THAT.

I THINK THAT THAT'S WHAT, THAT'S WHAT I'M HERE FOR ANYWAY.

UM, I WAS LOOKING UP SOME NUMBERS ON THE INTERNATIONAL ASSOCIATION OF CHIEF OF POLICE, A GROUP, AND THEY ESTIMATE THAT MOST RESIDENTIAL UNIT LIKE AREAS WOULD HAVE 3.4 OFFICERS PER THOUSAND CITIZENS.

BUT WE ARE CERTAINLY NOT JUST 17,000 CITIZENS.

WE HAVE HUGE COMMERCIAL AND WE HAVE HUGE IMPACT WITH THE AIRPORT.

I CAN'T SPEAK TO ANY OF THAT, BUT I KNOW WE'RE WAY BIGGER THAN JUST 17,000 RESIDENTS.

SO THOSE NUMBERS DON'T FIT US.

UM, I THINK TODAY WE HAVE AN OPPORTUNITY TO THANK THE OFFICERS OF ADDISON FOR THEIR SERVICE AND WE OFFER THEM A TOKEN OF RESPECT.

IT'S, UM, IT'S MY IMPRESSION THAT WE HAVE ACHIEVED PAY EQUITY FOR THEM THIS MONTH.

THEY'RE GONNA PUT IT ON THE GROUND.

UM, NORMALLY WHEN YOU PUT IN UTILITY POLES, AND I UNDERSTAND UTILITIES HAVE TO GO SOMEPLACE, YOU PUT IT ALONG THE BOUNDARY LINE, SO IT DOES NOT INTERFERE WITH THE HOMEOWNER'S LINE OF SIGHT.

WE'LL START WITH THE OPERATION AND MAINTENANCE ASPECTS OF THE DEPARTMENT.

UH, YOU MAY HAVE NOTICED THAT WE'VE ADDED SOME, UH, CROSSING SAFETY

THEY'LL BRING THESE SIGNALS UP TO OUR STANDARDS WITH THE FLASHING YELLOW LIGHTS, A COMPLETE REPLACEMENT OF ALL THE ELECTRONICS, ALL THE MASSED ARMS, BASICALLY ALL OF THE SIGNAL COMPONENTS.

IT'S ABOUT $600,000 FROM T.

UH, THE TOWN IS RESPONSIBLE FOR THE DESIGN AND SOME, UH, MANAGEMENT COST OF OP AND ANYTHING THAT'S CALLED BETTERMENTS.

'CAUSE WE LOCK OUR POOLS TO LOOK NICER.

WE'VE GOTTA PAY FOR THAT.

WE ESTIMATE THAT TO BE ABOUT $20,000.

THIS IS SOMETHING THAT JUST RECENTLY HIT US IN THE LAST COUPLE YEARS.

WE'VE GOTTA GO OUT AND INVENTORY ALL OF OUR WATER SERVICE LINES TO, UH, DOMESTIC CUSTOMERS TO MAKE SURE THEY DON'T HAVE A POTENTIAL LEAD CONTAMINATION.

WE'VE PARTNERED WITH AN AI COMPANY THAT'S, UH, APPROVED BY THE EPA TO HELP MINIMIZE THE AMOUNT OF ACTUAL PHYSICAL FIELD WORK WE HAVE TO DO.

UH, WE'VE DONE THE INITIAL ASSESSMENT.

WE'RE GONNA BE GOING OUT AND LOOKING AT 150 OF THE SERVICES, FEED THAT BACK INTO THE, THE MACHINE, GET BACK OUT, SOME OTHERS.

SO THAT ONE'S MOVING ALONG WELL.

AND, UH, WE'RE ABOUT TO START OUR MANUAL, UH, SIGNATURE SEW MANUAL REHABILITATION.

UH, THAT CONTRACT IS ON THE AGENDA FOR TONIGHT AS WELL.

ONE OF THE REALLY, UH, INTERESTING PROJECTS WE DID LAST YEAR WAS THE REDING TRAIL WATERLINE, UH, NON-DESTRUCTIVE TESTING.

IF YOU MAY RECALL, WE, OUR, OUR WATER MASTER PLAN CALLED FOR THE REPLACEMENT OF THIS WATERLINE ALL THE WAY FROM BELTLINE, UH, THE GEORGE BUSH ELEMENTARY, RIGHT DOWN THE MIDDLE OF THE REDDING TRAIL.

AND THAT TRAIL'S, UH, BEEN THROUGH ENOUGH ALREADY.

UH, WE, WE PARTNERED WITH RJ AND ENGINEERS.

THEY WENT IN, THEY DID ASSESSMENTS.

AND THE GOOD NEWS IS, IS THEY DETERMINED USEFUL LIFE OF THIS PIPE IS ANOTHER 40 YEARS.

SO WHAT WE'LL RECOMMEND IS EVERY 10 OR 15 YEARS GO BACK AND RECHECK IT AND TO DETERMINE, UH, THE LIFE EXPECTANCY OF THE PIPE AT THAT TIME.

UH, MASTER WATER WASTEWATER MASTER PLAN UPDATE.

WE'RE UPDATING OUR WATER AND WASTEWATER MASTER PLAN IN CONJUNCTION WITH THE COMPREHENSIVE PLAN UPDATE.

WE WANT THOSE TWO DOCUMENTS TO SPEAK THE SAME LANGUAGE.

WE WANT ALL THE FUTURE GROWTH PROJECTIONS TO BE INCLUDED IN OUR WATER WASTEWATER MASTER PLANS.

UH, THAT ONE WILL BE MOVING FORWARD.

IT'S ON THE AGENDA TONIGHT FOR APPROVAL.

WE SHOULD FINISH THAT IN AUGUST OF THIS YEAR.

UM, BUT WE, WE REALLY NEED TO GO OUT THERE AND MEASURE THE FLOWS.

AND IT'S REALLY TWO DIFFERENT DIVISIONS THAT WILL DO IT.

IT'S, THEY HAVE A WHOLE GROUP THAT'S, YOU KNOW, FOCUSES ON POLICE AND ONE THAT FOCUSES ON FIRE.

IT REALLY MADE SENSE TO DO IT ALL AT ONCE.

SO WE COULD LOOK AT THE, THE, THE STAFFING IMPLICATIONS.

WE COULD LOOK AT, DO WE NEED MORE SPACE? YOU KNOW, WE'RE ALREADY TALKING ABOUT HAVING TO, UM, EXPAND, YOU KNOW, THE FIRE STATIONS BUILD A NEW POLICE STATION, SO IT MADE SENSE TO ROLL THIS ALL INTO ONE AND DO IT TOGETHER SO WE CAN LOOK AT THE BIG PICTURE.

OBVIOUSLY PUBLIC SAFETY IS OUR LARGEST EXPENSE EVERY YEAR.

AND SO HAVING ALL OF THAT INFORMATION AT ONE TIME, AND WITH MATRIX BEING LARGE ENOUGH AND HAVING THE ABILITY TO DO THEM BOTH AT THE SAME TIME, IT JUST MADE SENSE.

I, I WOULD JUST ADD ON TO THAT, YOU KNOW, PART OF, AND I THINK AS ASHLEY'S SAYING, PART OF THE GOAL IS TO TRY TO PROJECT OUT WHAT OUR NEEDS COULD BE OVER THE NEXT FIVE OR 10 OR LONGER YEARS.

THE AMOUNT OF WORK THAT WENT INTO THESE STUDIES WAS INCREDIBLE AND PROVIDES A VALUABLE HISTORIC PERSPECTIVE THAT IS EXTREMELY BENEFICIAL TO THE MOST CURRENT, I'M SORRY, FEASIBILITY STUDY THAT, UH, WE PROPOSED TO HAVE DONE BY KIMBERLY.

HARD HISTORY SERVES TO REVEAL CHALLENGES AND CONSTRAINTS, BUT IT PROVIDES AN INSIGHT

AND I PERSONALLY AM, I'VE DONE OVER 17 PROJECTS WITH THEM OVER MY CAREER, AND THEY'RE A VERY TALENTED GROUP AND MULTIFACETED, UH, PROVIDING SERVICES PRIMARILY IN ENGINEERING AND LANDSCAPE ARCHITECTURE.

AND AS SOME OF THE PREVIOUS STUDIES DID, UH, WE INTEND FOR THIS PROJECT TO CREATE A LANDMARK THAT TELLS PEOPLE ON THE TOLLWAY WHO WE ARE AND WHERE WE ARE ALONG THE DALLAS NORTH TOLLWAY.

SO THIS, THIS SLIDE HERE IS PARTICULARLY IMPORTANT BECAUSE, UH, YOU SEE THE WORD SUPPORTING FACTORS.

WHAT SUPPORTING FACTORS, ALONG WITH RECOMMENDATIONS MEAN IS IT'S OUR INTENT TO BE ABLE TO GO OUT AND SEEK AND GET, UH, FUNDING FROM, UH, FEDERAL FUNDING FROM TA SET ASIDE, WHICH IS ONE THAT WE HAVE BEEN VERY SUCCESSFUL WITH ON THE COTTON BELT TRAIL HERE IN ADDISON.

AND, UH, SOME OF THE CRITERIA THAT PROVIDES, AND THIS WOULD BE 80% FREE MONEY FOR THE 20% MATCH, UH, BY LENDER DIRECTION OF T TXDOT, IS THAT IT PROVIDES SAFETY AND COMFORT FOR BICYCLES.

THAT IS ONE OF THE PRIMARY, UM, CRITERIA FOR THIS TO, TO BE A FACTOR IN WARD.

AND, UH, THE OTHER IS CONNECTIONS, CONNECTIVITY.

WEST ADDISON, AS YOU KNOW, WITH AIRPORT AND SILVER LINE AND THE CONTINENTAL TRAIL, THE TOD AND THE ADDISON VISION, UH, SEEING EXPLOSIVE GROWTH IN THE WEST WITH, UH, GROWTH IN THE EAST, BEING JOINED WITH GROWTH IN THE EAST WITH VILLAGE ON THE PARKWAY.

AND, UH, PRESTON WOOD PLACE TOWN CENTER.

AND, UH, WE HAVE PARKING RECREATION OPPORTUNITIES FOR, UH, INWOOD PARK, WHITE ROCK TRAIL AND CELESTIAL PARK.

SO THIS IS, UH, A PROJECT THAT IS VERY RIGHT FOR THAT FEDERAL FUNDING AND THE OPPORTUNITY.

SO THAT'S, UH, IS HOW WE'LL WANT TO PROCEED WITH THIS PROJECT.

AND AS YOU CAN SEE FROM THIS, THE MASTER PLAN HIGHLIGHTED ENHANCED PEDESTRIAN SIDEWALKS ON BOTH SIDES OF BELTLINE ROAD FROM THE WESTERN MOST EXTENSIVE EXTENT OF ADDISON AT MARSH LANE AND THE EASTERN EXTENT OF ADDISON AT WHITE ROCK CREEK.

HERE YOU CAN SEE AN UNDERDEVELOPED UNDER HISTORICALLY UTILIZED NEIGHBORHOOD AND BUSINESSES THAT CONNECT TO A VERY DESIRABLE RECREATION AREA, WHICH IS THE LAKE SHORE ON MICHIGAN SOUTH.

AND THERE ARE EXTENSIVE MILES OF TRAIL THAT CONNECT THESE, THESE TWO AREAS.

THE SECOND ONE, UH, LOWER LEFT-HAND CORNER IS PLANO, TEXAS.

I'M SURE MOST OF YOU HAVE SEEN THIS.

THIS IS A LONG LEGACY IN PLANO, AND THIS IS A PICTURE LOOKING EASTWARD TOWARDS THE SHOPS

AND THEN THE FINAL EXAMPLE I HAVE FOR YOU IS FROM DUBLIN, OHIO.

DUBLIN, OHIO IS A SUBURB OF COLUMBUS, AND THIS PARTICULAR IMAGE WILL CONNECT OVER THE STO RIVER.

I THINK SOME OF THE CONSTRAINTS THEY FOUND WERE SIGNIFICANT WITH THE UTILITY POLES IS A SIGNIFICANT CONSTRAINT.

THE COST TO DO ANYTHING WITH THAT IS, IS SIGNIFICANT THE RIGHT OF WAY.

I MEAN, JUST THINK ABOUT WHEN YOU'RE COMING OVER IN FRONT OF VILLAGE OF THE PARKWAY, THERE'S JUST NOT MUCH SIDEWALK.

SO THERE ARE SOME CONSTRAINTS WHICH, UH, WHICH, UH, KIMLEY HORN CAN CERTAINLY SPEAK TO.

AND, AND WE'LL SEE IF THAT'S AN OPTION.

AND SHE ACCOMPLISHED SO MUCH AND SHE'S SO HIGHLY RESPECTED THROUGHOUT THIS WHOLE REGION, THROUGHOUT THE, THROUGHOUT THE COUNTRY AND THROUGH CONGRESS.

THERE WERE SO MANY CONGRESS, CONGRESS MEMBERS FROM, UH, FROM WASHINGTON THAT CAME TO THE FUNERAL TODAY.

AND IT WAS JUST REALLY AMAZING.
