AND THEN APPROXIMATELY 2005, THE, UH, CAPITAL ONE BANK STRUCTURE, WHICH IS THE CURRENT SITE CONDITIONS, UH, WAS CONSTRUCTED. AND, UH, THAT BANK CLOSED APPROXIMATELY, UH, 2019. AND THAT BUILDING HAS REMAINED VACANT EVER SINCE. THE PROPOSAL BEFORE YOU TONIGHT, UH, IS FOR A NEW CHICK-FIL-A, UH, THIS RESTAURANT WOULD ESSENTIALLY REPLACE THE EXISTING CHICK-FIL-A THAT, UH, IS LOCATED ACROSS THE STREET ON THE NORTH SIDE OF BELTLINE. UH, THAT CHICK CHICK-FIL-A WAS CONSTRUCTED IN 1994 AND HAS BEEN THERE EVER SINCE. THEY HAVE EXPRESSED TO TOWN STAFF AN INTEREST IN BEING ABLE TO EXPAND THEIR FACILITIES. HOWEVER, THAT SITE IS QUITE CONSTRAINED. THEY THEN, UM, IDENTIFIED THIS AS A, AS A POSSIBLE SITE AND HAVE PURSUED ZONING ON IT. FOR THIS CHICK-FIL-A, THEY WOULD DEMOLISH THE EXISTING SITE CONDITIONS AND CONSTRUCT A, A NEW RESTAURANT BUILDING. THAT'D BE, UM, 4,927 SQUARE FEET. THERE WOULD BE A DINE-IN SEATING. THEY WOULD PROVIDE, UM, SOME BOOTH AND TABLE SEATING FOR 68 CUSTOMERS. THEY'RE ALSO PROVIDING A SMALL, UH, 425 SQUARE FOOT FOOT PATIO ON THE EXTERIOR OF THE BUILDING, WHICH I'LL POINT OUT ON THE SITE PLAN THAT HAS A SEATING FOR 12. UM, THEY'RE NOT PROVI OR PROPOSING ALCOHOL SALES AT THIS LOCATION. THIS SITE DOES MEET THE PARKING REQUIREMENTS. SO FOR A STANDALONE RESTAURANT, WE DO HAVE A PARKING RATIO OF ONE SPACE REACHED 70 SQUARE FEET OF GROSS FLOOR AREA. UM, WE ALSO APPLY THAT TO PATIO SPACE, WHICH SEATING IS PROPOSED. UH, AND WITH BOTH THE INTERIOR AND THE PATIO SPACE, THEY WOULD BE REQUIRED TO HAVE 77 SPACES, WHICH THEY ARE PROVIDING ONSITE, UH, EXACTLY 77 SPACES. ADDITIONALLY, THEY HAVE, THEY HAVE EITHER MET OR EXCEEDED ALL OF THE TOWN'S OPEN SPACE AND LANDSCAPING REQUIREMENTS. UH, THEY HAVE PROPOSED A TREE MITIGATION WITH THIS APP, EXCUSE ME, TREE REMOVAL. WITH THIS APPLICATION, UH, THEY WOULD REMOVE OR PROPOSED TO REMOVE 259 CPER INCHES ON SITE TO MAKE ROOM FOR THE NEW, UH, BUILDING AND SITE IMPROVEMENTS. UH, THEY'RE PROPOSING TO MITIGATE 170 CALIBER INCHES ON SITE THROUGH REPLACEMENT TREES. THE REMAINING 89 CALIBER INCHES IS PROPOSED TO BE, UH, MITIGATED VIA FEE IN LIEU OF WHICH IS $192 PER CALIBER INCH. THAT WOULD COME OUT TO JUST OVER $17,000 OF PAYMENT INTO THE TREE MITIGATION FUND FOR THE TOWN. THE EXTERIOR, UH, OF THE NEW BUILDING WILL BE, UH, PRIMARILY BRICK VENEER WITH SOME METAL ACCENTS. THE PROPOSED CANOPIES THAT I MENTIONED EARLIER WILL BE CONSTRUCTED OF STEEL AND ALUMINUM. THE TOWN, THE FACADE DOES COMPLY WITH TOWN CODES AND REQUIREMENTS. STAFF ALSO ASK THE APPLICANT TO CONDUCT A TRAFFIC IMPACT ANALYSIS. [00:20:01] UM, THESE FIGURES WERE ALSO PROVIDED IN YOUR STAFF REPORT, BUT WHAT THAT, UH, STUDY SHOWED WAS A NET INCREASE OF 248 DAILY TRIPS FROM THE CURRENT CHICK-FIL-A ACROSS THE STREET TO THE PROPOSED SITE. UM, THESE FIGURES COME FROM ANALYSIS OF SIMILARLY LOOKING AND, UH, CONFIGURED CHICK-FIL-A SITES ELSEWHERE. UM, WE WERE PROBABLY ALL FAMILIAR WITH THAT. UH, THERE CAN BE A HIGH DEMAND AND MAY NOT FUNCTION AS A, AS A MORE TYPICAL, UH, FAST FOOD RESTAURANT DRIVE-THROUGH. SO THE APPLICANT DID TAKE THAT INTO ACCOUNT AS WELL. UH, THE T I A UM, RECOMMENDED VERY MINOR TRAFFIC MITIGATIONS THAT INCLUDED, UH, SOME TIMING ADJUSTMENTS AT ADJACENT SIGNALS DURING PEAK HOURS. IT DID NOT RECOMMEND ANY ADDITIONAL MITIGATION EFFORTS. UH, ADDITIONALLY THIS SITE DOES, UH, INCREASE STACKING CAPACITY MORE THAN FIVE TIMES WHAT IS CURRENTLY PROVIDED, UH, ACROSS THE STREET AND WILL ACCOMMODATE APPROXIMATELY 35 VEHICLES STACKED WITHIN THE DUAL DRIVE-THROUGH LANES THAT WILL NOT IMPEDE FIRE LANE OR, UH, PARK LIKE VEHICLE PARKING MANEUVERABILITY AREA. SO ESSENTIALLY WHAT THAT IS, AS YOU'RE ALL FAMILIAR, IT IS THE WIDE RANGING STRATEGIC POLICY GUIDE THAT WILL ADDRESS THE FIVE TOPICS YOU'LL SEE THERE AT LARGE. SO FOCUSES QUITE A BIT BIT ON ADDISON'S FUTURE AS IT RELATES TO GROWTH AND REDEVELOPMENT, HOUSING INFRASTRUCTURE AND MOBILITY, SOCIAL AMENITIES AND FISCAL SUSTAINABILITY.
