AND IF YOU'VE SEEN THE AGENDAS OVER THE PAST, UH, FEW MEETINGS, WE'VE BEEN TRYING TO MAKE A FEW CHANGES TO IMPROVE THE EFFICIENCY AND EFFECTIVENESS OF OUR COUNCIL MEETINGS.
AND THESE ARE AN EFFORT TO DO THAT.
SO I'LL EXPLAIN FOR COUNCIL AND FOR THE PUBLIC WHAT THESE ITEMS ARE.
THEY'RE REALLY INTENDED TO ADDRESS THE CONSENT AGENDA PRIOR TO EXECUTIVE SESSION AT THE BEGINNING OF THE COUNCIL MEETING TO SOME DEGREE, UM, FOR, SO, SO WE CAN HAVE COMMENT FROM, FROM ANY RESIDENTS.
AND, UM, SO THAT STAFF CAN ANSWER QUESTIONS EARLY IN THE MEETING, IF THERE ARE ANY FOR THOSE IN THE, IN THE PUBLIC.
THE CONSENT AGENDA IS TYPICALLY THOSE ITEMS ON THE AGENDA THAT HAVE LESS DISCUSSION, THAT ARE MORE ORDINARY BUSINESS, UM, THAT DON'T HAVE A LARGE DOLLAR AMOUNT ASSOCIATED WITH.
AND THOSE ARE SOME OF THE CRITERIA THAT WE USE TO PUT THINGS ON THE CONSENT AGENDA.

IF WE HAD THOSE, WE'D HAVE THAT DATA AVAILABLE TO US.
IN ADDITION TO THAT, IT HELPS US PREDICT THE PAVEMENT

FAILURES AND MAINTENANCE NEEDS.WE CAN COMPARE, COMPARE THE PAVEMENT CONDITION INDEX FROM 2017 TO NOW TO HELP PREDICT WHERE WE NEED TO FOCUS SOME OF OUR MAINTENANCE DOLLARS TOO.
WHAT I WAS, WHAT I WAS TRYING TO FIGURE OUT IS, IS THIS RELATIVE TO LIKE SOME OF THE STREETS ON THE BOND PROPOSITION OR MIGHT IT BE RELATIVE TO, UH, OTHER STREETS? NOT ON THAT 2019 BOND PROPOSITION? SO WE WOULD NOT BE LOOKING AT THE STREETS NECESSARILY THAT WE'RE PROGRAMMED TO REPLACE, CUZ IT WOULD BE MOOT WHAT WE'D BE LOOKING AT.
REALLY BE FOCUSING ON OTHER STREETS.
NOW THEY MAY BE INCORPORATED IN THERE, BUT WE WOULD, WE WOULD NOT BE LOOKING AT THAT DATA CUZ WE'RE GONNA BE REPLACING THEM.
UM, AND DO WE HAVE ANY OTHER STREETS IN MIND OR IS THIS JUST EVALUATING? SO THIS IS JUST A TOWN WIDE EVALUATION AND WE'LL FEED, SORRY, THIS IS TOWN WIDE, EVERY STREET IN THE TOWN AND WE FEED THAT INTO OUR ASSET MANAGEMENT SYSTEM AND IT'S JUST REALLY GOOD PREDICTIVE MODEL FOR US TOO, SO.

I THINK HE WAS WITH FEDEX AT THAT POINT.
HOWEVER, HE GREW UP IN MOE, UH, TEXAS AND GRADUATED FROM MESQUITE HIGH SCHOOL.
SCOTT WENT TO COLLEGE AND GRADUATED FROM STEVEN AUSTIN.
HOWEVER, HE'S, UH, MOST PROUD OF HIS FAMILY.
SCOTT IS MARRIED TO CATHERINE OR KATHY, AND HE HAS AN AMAZING CUTE LITTLE BOY, BOY, UH, WHO IS NINE MONTH OLD.
SOMETHING THAT MOST PEOPLE DO NOT KNOW ABOUT, UH, SCOTT IS THAT HE'S A COMPETITIVE DODGE BALL PLAYER AND THAT HE WAS ONE OF THE ONLY 40 MEN INVITED TO TRY FOR THE TEAM USA DODGEBALL TEAM BACK IN 2017.

HE IS, UH, AN INTEGRAL PART OF OUR LEADERSHIP TEAM IN THE FIRE DEPARTMENT.
HE WAS ORIGINALLY HIRED IN THE TOWN, UH, DECEMBER, 2001.
HE'S PROMOTED THROUGH THE RANKS FROM FIREFIGHTER TO THE RANK OF BATTALION CHIEF.
HE HOLDS SEVERAL CERTIFICATIONS INCLUDING MASTER STRUCTURAL FIREFIGHTER, ADVANCED AIRCRAFT RESCUE, FIREFIGHTER AND INCIDENT COMMANDER.
HE ALSO ON HIS DAYS OFF AND HE LIVES AND BREATHES THE FIRE SERVICE.
HE'S AN ASSISTANT FIRE CHIEF AND EMERGENCY MANAGEMENT COORDINATOR FOR THE WHITESBORO VOLUNTEER FIRE DEPARTMENT.
THAT'S THE TOWN HE WAS BORN, RAISED, AND LIVES IN.
THEY HAVE FOUR CHILDREN, EASTON GENTRY, JUSTIN AND DRAKE.

THE, THE TOWN OPERATES SIX KEY FACILITIES THAT ARE PICTURED THERE ON THE SCREEN.
TOWN HALL, FINANCE, SERVICE CENTER, POLICE ADMINISTRATION, FIRE ADMIN, STATION ONE, AND THEN ALSO, UH, FIRE STATION NUMBER TWO.
THESE WERE ALL CONSTRUCTED IN 1984 OR EARLIER.
SO ANY BUILDING THAT IS 39 YEARS OLD IS GONNA, IS GONNA HAVE ISSUES.
AND THOSE ISSUES CONSIST OF, UH, STRUCTURAL COMPONENTS THAT NEED REPAIR REPLACEMENTS SUCH AS ROOFS, AIR CONDITIONERS, ELECTRICAL SYSTEMS, AND PLUMBING.
AND ALSO FROM A FUNCTIONAL PERSPECTIVE, THE FACILITIES HAVE DEFICIENCY IN OFFICE SPACE, UH, CUSTOMER SERVICE, WINDOWS, UH, PARKING,

UH, CONFERENCE ROOMS, SECURITY TECHNOLOGY.THEY ALSO DON'T MEET CURRENT A D A REQUIREMENTS.
SO IF WE DO CERTAIN AMOUNTS OF UPDATES OR UPGRADES TO THEM, THEN WE HAVE TO BRING THEM UP TO, TO CODES.
THEY'RE ALSO NOT AS ENERGY EFFICIENT AS, AS MODERN BUILDINGS ARE.
AND A FEW OF THEM LACK ADEQUATE, UH, RESTROOMS FOR THE NUMBER OF STAFF THAT ARE ASSIGNED AT THOSE FACILITIES NOW.
SO THIS TOPIC TONIGHT IS, IS SOMEWHAT COMPLEX BECAUSE WE HAVE SIX FACILITIES, WE HAVE MULTIPLE WAYS THAT COULD, WE COULD GO ABOUT RESOLVING THAT, AND THAT WOULD BE TO REUSE EXISTING FACILITIES TO REUSE AND UPGRADE, TO REUSE, UPGRADE AND EXPAND, OR TO KNOCK SOME DOWN, BUILD NEW FACILITIES CAN CONSOLIDATE OTHERS.
SO BY THE TIME YOU START, UH, ALL THE DIFFERENT COMBINATIONS OF OPTIONS THERE ARE TO, TO SOLVE THE ISSUES WITH THE TOWN'S, UM, UH, CURRENT FACILITIES, THEN UM, IT IT GETS SOMEWHAT COMPLICATED.
SO THE STUDY ITSELF AS, AS WE BEGIN, I WANTED TO EXPLAIN IF YOU, IF YOU LOOK DEEP INTO THE NUMBERS AND LOOK AT SQUARE FOOTAGES AND DOLLAR COSTS AND THINGS, THEY'RE, THEY'RE ROUGH ORDER OF MAGNITUDE BECAUSE THESE ARE PROJECTS THAT WOULD LIKELY TAKE YEARS OR, OR A DECADE OR MORE TO ULTIMATELY PHASE INTO BEING.
AND THINGS WILL CONTINUE TO CHANGE.
COSTS WILL CONTINUE TO CHANGE.

ALSO OUTSIDE STORAGE IS NOT WHAT YOU WOULD SEE WITH A TRADITIONAL LOGISTICS SIDE.

SO HERE ARE THE, THE DEVELOPMENT STANDARDS, UH, THE PERMITTED USES ARE CONSISTENT WITH WHAT YOU SEE IN THE EXCEL PARKWAY CORRIDOR.
UH, SO COMMERCIAL USES AND THEN LIGHT, UH, WAREHOUSING USES SUCH AS PRODUCTION, LIGHT ASSEMBLY, RESEARCH AND DEVELOPMENT, UH, THINGS OF THAT NATURE.
UH, NOT DISSIMILAR TO SOME OF THE RECENT PROJECTS YOU'VE SEEN IN THAT AREA, SUCH AS FIREHAWK, AEROSPACE PARKING RATIO.
WE'VE DISCUSSED MORE OF AN INDUSTRIAL WAREHOUSE PARKING RATIO OUTSIDE STORAGE THAT WOULD BE PROHIBITED, UH, WITH THE EXCEPTION OF ALLOWING FOR OPERABLE TRAILERS THAT ARE SCREENED WITH THE SCREENING WALLS THAT ARE PROPOSED AND THE LANDSCAPE THAT IS PROPOSED TO BE ADDED WITH EACH OF THOSE BUILDINGS.
AND THEN LIMITATIONS ON THE DOCK DOORS, UH, WITH 23 OVER THIS TWO BUILDING SITE THAT IS VERY CONSISTENT WITH WHAT ALREADY EXISTS IN THE CORRIDOR.

THE ITEM THAT I'M BRINGING BEFORE YOU THIS EVENING IS A REVIEW OF THE APPLICATIONS FOR THE PARK ADVISORY COMMITTEE BOARD.
UM, THE, JUST TO GIVE YOU SOME BACKGROUND ON WHY WE'RE BRINGING THESE APPLICATIONS TO YOU FOR REVIEW, UH, THE PARK RECREATION AND OPEN SPACE MASTER PLAN IDENTIFIED FUNDING STRATEGIES TO HELP ADDRESS LONG-TERM SUSTAINABILITY OF ADDISON PARKS.
THE PLAN SPECIFICALLY MADE RECOMMENDATIONS FOR THE TOWN TO ANALYZE AND INCORPORATE, UM, PARKLAND DEDICATION REQUIREMENTS, ESTABLISHMENT OF ACCEPTING A FEE IN LIEU OF, UM, LAND DEDICATION METHODOLOGIES,
[01:05:01]
ESTABLISHING PARK DEVELOPMENT FEE REQUIREMENTS.AND THE PLAN RE RECOMMENDS APPLYING THESE STRATEGIES TO FUTURE RESIDENTIAL AND COMMUTE COMMERCIAL DEVELOPMENT COUNCIL INCLUDED IN THE F Y 2223 BUDGET, $132,500 TO COMPLETE A STUDY RELATED TO FUNDING THE STRATEGY IDENTIFIED IN THE PROS PLAN.
AT THE APRIL 25TH, COUNCIL MEETING, COUNCIL AWARDED A CONTRACT TO 110% FOR PROFESSIONAL SERVICES RELATED TO THIS STUDY.
IN MAY OF 2023, THE PROJECT KICKOFF WAS HELD IN THE DATA COLLECTION PHASE OF THE PROJECT BEGAN.
AN IMPORTANT COMPONENT OF THE DATA COLLECTION PHASE IS THE FORMATION OF AN ADVISORY COMMITTEE.
STAFF SOLICITED VOLUNTEERS FOR THE ADVISORY COMMITTEE BETWEEN JUNE 2ND AND 21ST, IN WHICH 16 RESIDENTS APPLIED TO SERVE ON THE COMMITTEE.
STAFF HAS PROVIDED COUNSEL WITH THE FULL APPLICATIONS THAT WERE ANSWERED BY THE VOLUNTEERS WHO VOLUNTEERED TO SERVE.
WE HAVE ALSO PUT TOGETHER A MATRIX FOR YOU TO REVIEW THAT GIVES YOU KIND OF A HIGHLIGHT OF THE APPLICANTS, UM, A PROJECT ADVISORY COMMITTEE.
THE REASON THAT WE'RE ASKING THIS COMMITTEE TO REPRESENT WOULD BE THEY REPRESENT THE COMMUNITY INTERESTS AND HELP GUIDE THE PROCESS.
THE COMMITTEE WILL SERVE IN AN ADVISORY ROLE REGARDING PARK LEVEL OF SERVICE ANALYSIS AND RECOMMENDATIONS, CAPITAL IMPROVEMENT NEEDS.
SO IF WE'RE GONNA DEVELOP A FUNDING SOURCE, WE NEED TO MAKE SURE THAT WE'RE NOT ASKING FOR MORE OR LESS THAN WHAT OUR NEEDS ARE ESTABLISHED.
UM, PROPOSED PARKLAND DEDICATION REQUIREMENTS, THE PROPOSED METHODOLOGY OF HOW WE WOULD ACCEPT A FEE IN LIEU OF PARKLAND, DEDICATION, AND THEN PROPOSED PARK DEVELOPMENT OR IMPACT FEES.
SO THIS PORTION, UM, WOULD BE THE PORTION THAT WOULD BE RELATED.
THE PARKLAND DEVELOPMENT WOULD BE RELATED TO POTENTIAL IMPACT FEES THAT THE TOWN COULD RECOUP.
UM, AND THEN WE WOULD HAVE A DISCUSSION WITH THE COMMITTEE ABOUT THE TYPES OF FUTURE DEVELOPMENTS THAT WOULD, UM, PARTICIPATE IN THIS.
WOULD THEY BE RESIDENTIAL OR COMMERCIAL OR BOTH AS THE PROS PLAN RECOMMENDED.
AND, UM, AND THEN WE WOULD DISCUSS HOW THE FEES WOULD BE APPLIED TO FUTURE PROJECTS.
OFTENTIMES CITIES HAVE AREAS THAT WHERE THE FUNDS ARE GATHERED, THE FUNDS HAVE TO BE SPENT IN RELATIONSHIP TO THOSE GEOGRAPHIC BOUNDARIES.
AND ONE OF OUR BIG THINGS IS WE'RE 4.4 SQUARE MILES.
AND SO THAT WILL BE AN IMPORTANT DISCUSSION FOR US TO HAVE, UM, BECAUSE I'VE SEEN SOME HISTORY OF CITIES HAVING FUNDS THAT THEY CAN'T USE BECAUSE THEY'RE SO RESTRICTED TO ONE AREA IN TOWN.
AND SO WE'LL REALLY BE LEANING ON THE COMMITTEE TO HELP GUIDE AND ADVISE.
UM, IN RELATION TO THAT, AS I MENTIONED, WE PROVIDED THE FULL APPLICATIONS FROM ALL OF THE VOLUNTEERS STAFF, AND THE CONSULTANT IS RECOMMENDING THAT THE COMMITTEE BE MADE UP OF A TOTAL OF EIGHT COMMITTEE MEMBERS, THAT THERE BE TWO MEMBERS APPOINTED BY THE MAYOR, ONE MEMBER APPOINTED BY EACH COUNCIL MEMBER.
AND THAT THE MEMBERS GROUP THAT WE PUT TOGETHER INCLUDES REPRESENTATIVES FROM ALL AREAS OF ADDISON.
SO THIS IS ONE OF THE QUESTIONS THAT WE ASKED IN THE SURVEY.
AND IF YOU SEE THE MAP THAT'S OFF TO THE RIGHT, THAT WAS A MAP THAT WAS DEVELOPED IN THE PROS PLAN THAT IDENTIFIED THE DIFFERENT AREAS OF ADDISON.
UM, IT'S ALSO WOULD BE ADVANTAGEOUS THAT THE GROUP REFLECT A DIVERSITY IN AGE AND THAT IT REFLECTED DIVERSITY AND LENGTH OF RESIDENCY IN ADDISON, AND THAT IT INCLUDE REPRESENTATIVES THAT ALSO WORK IN ADDISON.
SO YOU'LL SEE ON THE MATRIX THAT I PUT TOGETHER FOR YOU, UM, THERE WERE SOME QUESTIONS IF PEOPLE LIVED OR WORKED IN ADDISON OR BOTH.
AND YOU WILL SEE THAT WE HAVE REPRESENTATIVES THAT LIVE IN ADDISON AND THAT WE HAVE PEOPLE THAT BOTH LIVE AND WORK IN ADDISON.
SO THE NEXT STEPS FOR THIS PROCESS IS WE ARE PROVIDING COUNSEL WITH THE INFORMATION TO REVIEW, UM, THIS EVENING.

THESE ARE, THESE ARE JUST ALL THE APPLICANTS THAT YOU'RE GIVING US TO REVIEW, RIGHT? YES, WE, UM, THE ONLY THING THAT WE VETTED THE APPLICANTS

FOR IS TO VERIFY THE ADDISON RESIDENCY WITH THEIR ADDRESS.I BELIEVE WHAT WE PROVIDED YOU, WE REDACTED THEIR ADDRESS JUST FOR PRIVACY, BUT WE DID VERIFY THAT.
EVERYBODY'S, THEY COULD WORK HERE, BUT THEY, THEY MUST LIVE HERE.
IS THAT CORRECT? EVERYONE THAT, UM, VOLUNTEERED FOR THIS COMMITTEE EITHER LIVED IN ADDISON OR THEY LIVED AND WORK IN ADDISON.
BUT THEY AT LEAST DO LIVE HERE? YES.

AND WAS THERE ANYTHING SIGNIFICANT ABOUT THE NUMBER OF EIGHT PARTICIPANTS? ONCE IT'S A GOOD SIZE FOR MAKING DECISIONS, AND ESPECIALLY IN RELATIONSHIP TO THE AMOUNT OF TOPICS THAT WE ARE COVERING? UM, FOR THIS, UM, I'VE HAD COMMITTEES LIKE THE TRAILS MASTER PLAN AND THE PARKS MASTER PLAN THAT WE GOT UP TO 12 ADVISORY COMMITTEE MEMBERS TO SERVE.
BUT THAT WAS A MUCH BROADER SCOPE PROJECT THAT REQUIRED MORE MEETINGS AND MORE INPUT.
UM, THIS ONE'S HIGHLY FOCUSED AND SPECIALIZED AND A SMALLER GROUP.
UM, WAS IS WHAT OUR CONSULTANT RECOMMENDS WHAT THEY'VE SEEN SUCCESS WITH ON THIS SIMILAR TYPE OF PROJECT? I WOULD, I WOULD JUST ADD ONE COMMENT AS WE TALK ABOUT THE SIZE AND, AND THE RESIDENCY REQUIREMENT.
AND JUST EMPHASIZE AS, UM, JANET TALKED ABOUT THE PROCESS IS THAT EVEN WITH THE COMMITTEE, THEY'RE STILL GONNA BE OUTREACH TO THE DEVELOPMENT COMMUNITY MM-HMM.
SO IT'S NOT ONLY THE FOLKS WHO ARE ON THIS ADVISORY COMMITTEE THAT ARE GIVING US FEEDBACK, WE GO, WE REACH OUT TO THE DEVELOPMENT COMMUNITY AND THE BUSINESS COMMUNITY THROUGHOUT THE PROCESS.
I'D JUST LIKE TO COMMENT THAT ONE OF THE THINGS I, I NOTICED IN THE RESOLUTION IS IN ONE OF THE, WHERE AS PARAGRAPHS IS THEY MUST BE RESIDENTS.
SO, UM, IF WE WANT TO MAKE AN APPOINTMENT, DO THEY HAVE TO BE ON THIS LIST THAT, UM, SUBMITTED THE APPLICATION? UM, I GUESS I WOULD KIND OF DEFER TO THE CITY MANAGER ON THAT.
I WOULD SAY THAT THE 16 PEOPLE THAT APPLIED ARE WILLING TO VOLUNTEER AND THEY CONFIRMED THAT THEY COULD MEET THE NUMBER OF MEETINGS AND, AND UPHOLD THE TIME COMMITMENT THAT WE HAD FOR THE PROJECT.
WELL, WE, RIGHT NOW WE'RE JUST SAYING, WE'RE JUST ASKING, ARE YOU, ARE YOU COMFORTABLE WITH THE, UM, WITH HOW WE'VE ESTABLISHED GOING THE RECOMMENDATION TO ESTABLISH THE COMMITTEE? UH, IF, IF IN THE MEANTIME, BEFORE YOU MAKE APPOINTMENTS ON THE 25TH, IF YOU WANT TO ENCOURAGE SOMEONE TO SEND IN THEIR APPLICATION, JANA, WOULD THAT BE AN ISSUE FOR TO RECEIVE IT? WE COULD.
