SECOND QUARTER FINANCIAL REPORT.

AND, UH, PLEASE BEAR WITH ME AS I'M THE INAUGURAL PERSON TO, UH, TEST OUT ALL THE EQUIPMENT.

SO, UM, HOPEFULLY I, I CAN, UH, GET EVERYTHING TO WORK CORRECTLY.

UH, SO, UH, THIS IS THE QUARTERLY FINANCIAL REPORT, UH, FOR THE SECOND QUARTER OF FISCAL YEAR 2023.

IS THAT BETTER? UH, SO THIS IS THE, UH, UH, QUARTERLY FINANCIAL REPORT FOR, UH, THE SECOND QUARTER OF FISCAL YEAR 2023.

UM, AND, AND AS I GO THROUGH THIS, IF YOU HAVE ANY QUESTIONS OR COMMENTS, UH, PLEASE, UH, PLEASE LET ME KNOW.

UM, SO LOOKING AT OUR, UH, KEY REVENUE SOURCES, UH, THE, UH, EVERYTHING IS, UH, TRENDING POSITIVELY SO FAR THROUGH THE SECOND QUARTER.

UH, PROPERTY TAXES ARE AT ABOUT 101.6% OF OUR BUDGET SO FAR, UH, IN THE GENERAL FUND.

UH, UH, NON-PROPERTY TAXES, WHICH COMPRISE SALES TAXES AND MIXED BEVERAGE TAXES, UH, ARE AT, UH, 50, UH, 4.4% OF OUR BUDGET.

HOTEL TAXES AT ABOUT 55.2% OF OUR BUDGET SO FAR.

UH, FRANCHISE FEES ARE A LITTLE OVER 60% OF OUR BUDGET SO FAR.

UH, SERVICE PERMITTING LICENSE FEES IN THE GENERAL FUND, UH, THOSE ARE A LITTLE BIT SEASONAL AND, UH, A LOT OF THOSE ARE, UH, OCCUR IN THE THIRD AND FOURTH QUARTER ARE AT JUST UNDER 44%.

UH, FINES AND PENALTIES ARE AT 73%.

UH, SPECIAL EVENT REVENUE FROM THE HOTEL FUND, UH, OCCURS GENERALLY IN THE THIRD AND FOURTH QUARTER OF THE FISCAL YEAR.

UH, SO THAT IS, UH, NOT OUT OF LINE WITH PREVIOUS FISCAL YEARS.

IT'S AT JUST UNDER 30%.

UH, FUEL FLOWAGE FEES IN THE AIRPORT ARE AT OVER 55%.

AND THEN WATER AND SEWER CHARGES IN THE UTILITY FUND ARE AT 47%.

UH, LOOKING AT THE EXPENDITURE SIDE OF THE BUDGET, UH, WITHIN THE GENERAL FUND, WE'RE AT 46.3% OF THE BUDGET THROUGH THE SECOND QUARTER.

UH, THE HOTEL FUND, UH, IS AT 26.1% OF THE, OF THE BUDGET SO FAR.

AND AGAIN, THAT FALLS IN LINE WITH THE REVENUE SIDE, WHICH THE, UH, SPECIAL EVENTS WHICH DON'T OCCUR UNTIL THE THIRD AND FOURTH QUARTER.

UH, SIMILARLY, THE EXPENDITURES DON'T OCCUR UNTIL THE THIRD AND FOURTH QUARTER FOR THE, UH, SPECIAL EVENTS, UH, ECONOMIC DEVELOPMENT'S AT 34.3% OF THEIR BUDGET.

UH, THE AIRPORT IS AT 47% OF THEIR BUDGET, AND THE UTILITY FUND IS AT JUST UNDER 52% OF THEIR TOTAL BUDGET.

UH, LOOKING AT SALES TAX COLLECTIONS, UH, THIS HAS INFORMATION FROM THE LAST, UH, TWO FULL FISCAL YEARS AS WELL AS THE FIRST SIX MONTHS OF, UH, THE FISCAL YEAR, 2023.

UH, YOU CAN SEE THAT THERE HAVE BEEN ABOUT FOUR MONTHS OUT OF THE SIX MONTHS THAT ARE BEING REPORTED THAT ARE ACTUALLY SLIGHTLY LOWER, UH, THAN THE PREVIOUS FISCAL YEAR.

AND THE REASON FOR THAT IS, IS THAT THERE'S BEEN SOME SIGNIFICANT, UH, AUDIT AND, UH, PRIOR PERIOD COLLECTIONS FROM, UH, IN FISCAL YEAR 2022

THAT HAVE NOT OCCURRED IN FISCAL YEAR 2023.

UH, THIS IS ANOTHER VIEW OF OUR SALES TAX.

SO, SO FAR IN TOTAL, ABOUT 7.8 MILLION HAS BEEN COLLECTED OF THE 14.4 MILLION BUDGET, OR ABOUT 54.1% OF THE BUDGET.

AND THEN TO THE RIGHT OF THE SCREEN, THERE'S A BREAKDOWN OF OUR SALES TAX BY ECONOMIC CATEGORY.

UH, THE, UH, MAJOR FACTORS ARE, UH, ACCOMMODATIONS IN FOOD SERVICE, UM, RETAIL AND WHOLESALE TRADE, WHICH MAKE UP JUST UNDER 50% OF OUR TOTAL SALES TAX POOL.

UH, THEN GOING ON TO, UH, A DETAILED LOOK AT OUR GENERAL FUND REVENUE.

AGAIN, EVERYTHING IS TRENDING, UH, POSITIVELY COMPARED TO BUDGET.

SO WE'RE AT 78.4% OF OUR TOTAL REVENUE HAS BEEN COLLECTED SO FAR.

UH, THEN ON THE EXPENDITURE SIDE, YOU CAN SEE EVERYTHING AGAIN IS TRENDING, UH, WITHIN BUDGET.

WE'RE AT 46.3% OF THE TOTAL BUDGET HAS BEEN EXPENDED SO FAR.

UH, THEN WITHIN THE HOTEL FUND REVENUES AT 51.2% SO FAR.

AND THEN ON THE EXPENDITURE SIDE, WE'RE AT 26.1%, UH, THROUGH THE FIRST TWO QUARTERS.

UH, THEN ON THE ECONOMIC DEVELOPMENT FUND, UH, WHICH IS DRIVEN, UH, MAINLY BY PROPERTY TAX, 81.8% OF THE REVENUE HAS COME IN SO FAR, AND THEN JUST 34.3% OF THE EXPENDITURE SIDE.

UH, THEN GOING ON TO THE AIRPORT FUND, 54.1% OF THE TOTAL BUDGET, UH, BUDGETED REVENUE HAS BEEN RECORDED.

AND THEN ON THE OPERATING EXPENSES, WE'RE AT 47% OF OPERATING EXPENSES, UH, THROUGH THE FIRST TWO QUARTERS.

AND THEN GOING ON TO THE UTILITY FUND, UH, 46.8% OF THE REVENUE HAS BEEN, UH, REALIZED, AND THAT'S, UH, NOT OUT OF LINE WITH PREVIOUS FISCAL YEARS.

SO THE WATER SALES ARE VERY SEASONAL, SO WE'LL GENERALLY SEE, UH, A GOOD PORTION OF THOSE COME IN THE FOURTH QUARTER DURING THE SUMMER.

UH, SO 46.8% OF THE REVENUE THERE IS IS A PRETTY GOOD SPOT TO BE IN THROUGH TWO QUARTERS.

AND THEN ON THE EXPENDITURE SIDE, WE'RE AT 51.8% OF THE TOTAL OPERATING EXPENSES HAVE BEEN SPENT.

AND THE MAJOR DRIVER THERE IS OUR DEBT SERVICE PAYMENT, WHICH IS PAID IN THE SECOND QUARTER.

SO, UH, MAKES UP ABOUT 1.4 MILLION OF THE TOTAL 8.1 THAT'S BEEN SPENT SO FAR.

UH, THEN LOOKING AT OUR STORMWATER UTILITY FUND, UH, 53.6% OF OUR REVENUE HAS COME IN SO FAR.

AND THEN ON THE EXPENDITURE SIDE, WE'RE AT 47.8% OF OPERATING EXPENSES.

AND THEN OUR HOTEL OCCUPANCY TAX COLLECTIONS.

SO THIS IS THE FIRST TIME THAT I'VE PRESENTED THIS THAT ACTUALLY, UH, EVERY, EVERY QUARTER THAT'S SHOWN IS CLOSE TO OR ABOVE A MILLION DOLLARS SINCE COVID.

SO THIS IS, THIS IS ACTUALLY STARTING TO LOOK PRETTY, PRETTY, UH, PRETTY DECENT.

SO, UH, FOR THIS QUARTER WE ACTUALLY BROUGHT IN JUST UNDER 1.4 MILLION, UH, IN HOTEL OCCUPANCY TAX.

SO IF WE ANNUALIZED THAT AND WE WERE ABLE TO BRING IN ABOUT 5.6 MILLION IN A FISCAL YEAR, WE'D BE IN PRETTY GOOD SHAPE IN THE HOTEL FUND.

AND THEN THIS IS A SHORT, UH, SUMMARY OF OUR INVESTMENT REPORT.

UH, SO TOTAL INTEREST REVENUE THAT WAS GENERATED, UH, IN THE SECOND QUARTER WAS ABOUT $882,000, WHICH WAS ABOUT $266,000 MORE THAN THE PREVIOUS QUARTER.

AND THEN OUR WEIGHTED AVERAGE YIELD TO MATURITY, WHICH IS OF OUR ENTIRE INVESTMENT PORTFOLIO, UH, WAS 2.83%, WHICH WAS AN INCREASE OF ABOUT 0.57% OR ABOUT 25%, UH, INCREASE, UH, FROM THE PREVIOUS QUARTER.

UH, SO OUR INVESTMENT REPORT HAS BEEN PREPARED IN ACCORDANCE WITH THE TOWN'S POLICY AND THE PUBLIC FUNDS IN INVESTMENT ACT.

GREAT, AND I'D BE HAPPY TO ANSWER ANY QUESTIONS, UH, ABOUT THE FINANCIAL REPORT, STEVE, AND I'VE GOT A, A COMMENT AND THEN A QUESTION.

UH, THE COMMENT IS, UH, UH, I REALLY LIKE THIS, THIS INVESTMENT REPORT SUMMARY WITH THE, UH, THE WEIGHTED AVERAGE YIELD TO MATURITY A LOT HIGHER THAN WHAT WE WERE FORCED TO LOOK AT A FEW YEARS BACK.

SO THAT'S SURE, ABSOLUTELY.

GREAT, GREAT IMPROVEMENT.

UM, MY QUESTION IS ON THE, UH, GOING BACK TO SLIDE 16 ON THE HOTEL OCCUPANCY TAX COLLECTIONS ARE, ARE WE SENDING OUT NOTICES TO, UM, THOSE THAT HAVEN'T, UM, ARE BEHIND ON A, ON THEIR PAYMENTS OVER A QUARTER? WE, WE ARE.

SO WE HAVE BEEN ACTIVELY PERFORMING AUDITS AND DOING COLLECTIONS ON THOSE THAT, UM, THROUGH COVID.

SOME, SOME OF THESE WERE OPERATING WITH KIND OF SKELETON CREWS, DIDN'T HAVE, DIDN'T HAVE A LOT OF PEOPLE, UH, WORKING IN THEIR HOTELS AND DOING THEIR, DOING THEIR, UH, HOTEL TAX RETURNS AND THINGS LIKE THAT.

SO THE ONES THAT WERE A LITTLE BIT BEHIND, WE'VE, WE'VE AUDITED AND WE'VE WORKING WITH THEM TO BRING THOSE COLLECTIONS IN.

SO WE DO STILL HAVE A FEW THAT ARE A LITTLE BIT LATE SOMETIMES, BUT FOR THE MOST PART, WE'RE GETTING ALL OF OUR COLLECTIONS AT THIS POINT.

SO, A QUESTION JUST ON THE ECONOMIC DEVELOPMENT FUND, UM, A GOOD PROBLEM OR OBSERVATION IS IT LOOKS LIKE WE'RE SIGNIFICANTLY AHEAD OF, UH, WHAT IT WOULD BE PROPORTIONAL FOR THE YEAR 80%.

IS THERE A REASON BEHIND THAT? THE, THE, THE BIGGEST DRIVER THERE IS OUR PROPERTY TAX.

SO PROPERTY TAXES ARE ALMOST ALL THE WAY COLLECTED BY JANUARY 31ST.

SO THEY'RE A LITTLE OVER A HUNDRED PERCENT COLLECTED ON PROPERTY TAX OVERALL.

UM, SO THAT BEING THEIR MAJOR REVENUE SOURCE DRIVES THAT TOTAL PERCENTAGE OF REVENUE UP.

THREE, WE, UH, PRESENT AND DISCUSS THE PROPOSED 2023 GENERAL OBLIGATION BONDS AND 2023 CERTIFICATES OF OBLIGATION.

GOOD EVENING AGAIN, MAYOR AND COUNSEL, STEVEN GLICKMAN, CHIEF FINANCIAL OFFICER, AND THIS EVENING, UH, WE'RE GONNA BE DISCUSSING THE CAPITAL IMPROVEMENT FUNDING, UH, PLAN AND 2023, UH, BOND ISSUANCE.

UM, AND AGAIN, IF THERE'S ANY QUESTIONS AS I'M GOING THROUGH ANY OF THIS INFORMATION, PLEASE DON'T HESITATE TO, UH, ASK QUESTIONS AS I'M GOING ALONG.

SO OUR TOTAL PROPOSED 2023 BOND ISSUANCE, UH, INCLUDES A TOTAL ISSUANCE IN THE AMOUNT OF 9.5 MILLION, UH, 5 MILLION BEING FROM GENERAL OBLIGATION BONDS THAT WERE APPROVED BY VOTERS IN THE 2019 BOND ELECTION, AND THEN A PROPOSED 4.5 MILLION IN CERTIFICATES OF OBLIGATION, WHICH WOULD BE AUTHORIZED BY THE CITY COUNCIL.

UH, 2 MILLION OF THOSE ARE PROPOSED TO BE SUPPORTED BY PROPERTY TAX RELATED TO THE VITRUVIAN DEVELOPMENT.

AND THEN 2.5 MILLION WOULD BE SUPPORTED BY THE AIRPORT FUND REVENUE, AND THAT WOULD BE RELATED TO, UH, RECONSTRUCTION OF, UH, STREETS, UH, WITHIN THE AIRPORT.

SO THE, THE TOTAL GENERAL OBLIGATION, UH, PROPOSED AMOUNT OF 5 MILLION INCLUDES, UH, PROPOSITION B, WHICH WAS APPROVED BY VOTERS IN 2019.

AND WHAT MAKES UP THE 5 MILLION IS A PROPOSED $900,000 FOR THE DESIGN OF MONTFORD DRIVE AND 4.1 MILLION FOR THE DESIGN OF QUORUM DRIVE.

AND THEN THIS IS A CHART THAT I'VE SHOWN, UH, EVERY ISSUANCE THAT WE'VE DONE SINCE THE 2019 BOND PROGRAM, UH, WAS APPROVED BY VOTERS, UH, JUST TO SHOW THAT, UH, WHAT WE ARE ISSUING, UH, RELATED TO WHAT WAS TOLD TO THE VOTERS, AND GIVE A COMPARISON OF, OF WHERE WE ANTICIPATE THE OVERALL DEBT SERVICE COST TO BE.

SO WITH THIS 5 MILLION ISSUANCE, WHEN WE LOOK AT THAT IN THE CONTEXT OF WHAT VOTERS WERE TOLD BACK IN 2019, THAT THIS 5 MILLION WOULD COST THE VOTERS ABOUT 0.0 6.0067, UH, CENTS ON THE TAX RATE, UH, WITH INTEREST RATES COMING UP, AS I'M SURE YOU'RE ALL AWARE, OVER THE LAST 12 MONTHS OR SO, EVEN WITH THAT OCCURRING, WE STILL ANTICIPATE THAT THIS ISSUANCE WOULD BE SLIGHTLY LOWER THAN WHAT WAS PROPOSED, UH, OR PROPOSED TO VOTERS BACK IN 2019.

SO AGAIN, OUR, UH, ESTIMATE IS STILL VERY CONSERVATIVE SO THAT WE WOULD ANTICIPATE THAT WHEN WE ACTUALLY DO SELL THESE BONDS, THAT WE WOULD PERFORM BETTER, UH, THAN WHAT WE'RE ACTUALLY PORTRAYING.

AND EVEN WITH THE CONSERVATIVE ESTIMATE, WE'RE SHOWING ABOUT A 1.5%, UM, POSITIVE VARIANTS WHEN COMPARED TO WHAT VOTERS WERE TOLD IN 2019.

UH, THEN IN, UH, THE 2023 PROPOSED CERTIFICATES OF OBLIGATION, UH, INCLUDE AGAIN, A TOTAL AMOUNT OF 4.5 MILLION.

UH, 2 MILLION IS FOR PUBLIC INFRASTRUCTURE PROJECTS, UH, IN VITRUVIAN PARK.

AND THE TOWN HAS A, UH, INVESTMENT AMOUNT OF APPROXIMATELY JUST UNDER 50 MILLION IN VITRUVIAN PARK.

AND TO DATE, THE TOWN HAS INVESTED APPROXIMATELY 37 MILLION OF THAT 50 MILLION TO DATE.

UH, AFTER THIS 2 MILLION ISSUANCE, UH, THERE WOULD BE APPROXIMATELY 11 MILLION, UH, OF INVESTMENT REMAINING.

AND THEN THE OTHER 2.5 MILLION IS RELATED TO AIRPORT CAPITAL IMPROVEMENT PROJECTS, WHICH WOULD BE SERVICED BY THE AIRPORT REVENUE.

AND THEN $1.5 MILLION OF THAT IS FOR JIMMY DOOLITTLE, UH, WHICH IS THE, UH, NOT VERY PRETTY ROAD THAT LEADS UP TO THE VERY PRETTY, UH, BUILDING THAT SITS AT THE END OF IT NOW.

UH, AND THEN A MILLION DOLLARS FOR AIRPORT SERVICE ROAD IMPROVEMENTS.

SO IN TOTAL, THOSE TWO MAKE, UH, 2.5 MILLION.

AND THEN THIS IS SOMETHING THAT WE'VE ALSO SHOWN SINCE,

UH, 2019, SO THAT VOTERS, UH, TO SHOW WHAT VOTERS WERE SHOWN BACK IN 2019, AND THEN COMPARE THAT TO WHAT OUR, UH, INTEREST IN SINKING PROPERTY TAX RATE IS PROPOSED TO BE AT NOW.

SO FOR 2024 AND, AND THE, THE BONDS THAT WE WOULD BE ISSUING IN 2023, WE WOULD START REPAYING IN 2024.

SO THOSE WOULD AFFECT THE TAX RATE FOR 2024.

SO WHEN WE LOOK AT WHAT VOTERS WERE TOLD BACK IN 2018, WE ANTICIPATED THAT THE PROPERTY TAX RATE FOR, UH, DEBT SERVICE WOULD BE ABOUT 24.65 CENTS.

AND THEN WE, WHEN WE FAST FORWARD TO WHAT OUR ACTUAL RESULTS HAVE BEEN AND WHAT WE'RE PROPOSING OR WHAT WE'RE ANTICIPATING THAT THE INTEREST IN SINKING PROPERTY TAX RATE WOULD BE NOW, UH, INCLUDING THIS ISSUANCE, WE THINK, WE THINK IT'LL BE ABOUT 16.22 CENTS, WHICH IS OVER AN 8 CENT DIFFERENCE FROM WHAT VOTERS WERE TOLD BACK IN 2019.

UH, NOW THERE'S A FEW, UH, REASONS FOR THAT.

SOME ARE THAT WE HAVE REFUNDED, UH, DEBT OVER THE LAST FOUR YEARS, UH, SAVED THE TOWN SOME MONEY, UH, AND SOME INTEREST SAVINGS.

UH, ANOTHER REASON IS THAT ASSESSED PROPERTY TAX VALUATIONS HAVE BEEN HIGHER THAN WHAT WAR ANTICIPATED BACK THEN.

UH, THE, UH, PROJECTS THAT WERE PROPOSED HAVE NOT, UH, BEEN OCCURRING IN THE EXACT ORDER THAT WAS ANTICIPATED BACK THEN.

SO THERE IS A DELTA THERE.

UH, BUT OVERALL, WE'RE, WE'RE, UH, PROJECTING, UH, OVERALL I N S TAX RATE THAT'S SIGNIFICANTLY LOWER THAN WHAT VOTERS WERE ANTICIPATING, UH, WHEN THEY APPROVE THESE BONDS.

UH, THEN OUR TIMELINE, SO WE'RE HERE, UH, MAY 23RD, PRESENTING THE PLAN OF ISSUANCE TO THE CITY COUNCIL.

UH, ON JUNE 13TH.

UH, WE WOULD BRING A ORDINANCE THAT WOULD AUTHORIZE US TO, UH, ADVERTISE A NOTICE OF INTENT PUBLICATION FOR THE CERTIFICATES OF OBLIGATION, UH, THAT'S REQUIRED TO BE PUBLISHED FOR 47 DAYS.

SO ON JUNE 19TH, WE WOULD, UH, IF APPROVED, UH, WE WOULD POST THAT FIRST PUBLICATION OF THE NOTICE OF INTENT.

AND SO THIS, UM, WHICH IS LIKE, OKAY, I CAN FORGIVE YOU FOR ONE, BUT ONCE, YOU KNOW, WHAT'S IT STILL DOING THERE? AND THEN ONLY TO FIND OUT WHEN I WALKED UP TO THE CONFERENCE CENTER ON ELECTION DAY THAT SHE HAD A SPOT LOGO ON HER SHIRT THAT SHE HAD, A SHIRT THAT SHE GOT FROM THE CITIZEN'S CABINET.

IT SAID CITIZEN'S CABINET THERE, BUT THAT'S FINE.

SO I'M VERY PLEASED TO TALK TO YOU ABOUT THE CONSTRUCTION OF THE TRIVIAN PARK FITNESS COURT AND SLAB, AND THE AWARD OF, UH, CONTRACTOR SERVICES AGREEMENT TO DEAN ELECTRIC.

SO IN YOUR AGENDA MEMO PACKAGE, I INCLUDED A LOT OF VERY DETAILED INFORMATION AND ALSO LIKEWISE, IN YOUR PACKAGE, YOU ALSO HAVE, UH, SOME VERY DETAILED INFORMATION ON QUESTIONS THAT WERE ASKED TO.

SO THIS PARTICULAR POWERPOINT IS GONNA BE VERY SHORT, BUT AS ALWAYS, I'M HAPPY TO ANSWER QUESTIONS ONCE WE CONCLUDE.

SO, JUST A LITTLE BIT OF BACKGROUND, IN SEPTEMBER OF 2021, THERE WERE DUAL RESOLUTIONS THAT WERE APPROVED IN A COUNCIL MEETING.

AND THE RESOLUTION, THE FIRST RESOLUTION WAS FOR THE TOWN'S INTENT TO PARTICIPATE IN THE 2021 NATIONAL FITNESS CAMPAIGN GRANT PROGRAM FOR $25,000 TOWARDS PURCHASE OF FITNESS EQUIPMENT.

AND THEN CONCURRENTLY WITH THAT, COUNCIL APPROVED A RESOLUTION TO APPROVE A PURCHASE ORDER, UH, I'M SORRY, PURCHASE OUTDOOR FITNESS COURT EQUIPMENT FROM NATIONAL FITNESS CAMPAIGN FOR $124,265.

THE EQUIPMENT HAS BEEN PURCHASED AND IS NOW STORED IN A CONTAINER ON THE SITE.

AND THEN ON MARCH 8TH, COUNCIL RECOMMENDED THAT STAFF MOVE FORWARD WITH A NATIONAL FITNESS CAMPAIGN FITNESS COURT TO VITRUVIAN PARK.

AND UPON THAT RECOMMENDATION, STAFF BEGAN A LOT OF SITE EXPLORATION TO LOOK INTO SOME OF THE CONSTRAINTS AND OPPORTUNITIES OF THE SITE, AND DO A LOT OF DUE DILIGENCE BEFORE ENGAGING WITH PROFESSIONAL SERVICES.

AND SO ONCE THAT DUE DILIGENCE WAS COMPLETE ON MAY 13TH, 2022, STAFF AWARDED A PROFESSIONAL SERVICE AMENDMENT TO PARK HILL TO DESIGN THE FITNESS COURT SLAB AT THE NEW LOCATION IN TRIVION IN VITRUVIAN PARK.

THIS IS ALSO REQUIRED A NEW SITE SURVEY THAT IDENTIFIED THE LOCATION OF THE FLOODPLAIN AND FLOODWAY ALONG WITH A GEOTECHNICAL REPORT.

THIS IS VERY IMPORTANT BECAUSE THE FLOODPLAIN AND THE FLOODWAY HAPPENED TO BE WITH JUST IN A FEW FEET OF WHERE WE WANTED TO PLACE THAT COURT.

SO IT WAS IMPORTANT WHERE WE KNEW WHERE THOSE LINES OF DEMARCATION WERE FOR THOSE ITEMS SO WE COULD SAFELY SAVE OUR CONSTRUCTION OUT OF THAT.

AND ALSO, AS A SIDE NOTE, PARK HILL IS THE SAME CONSULTANT THAT PROVIDED PROFESSIONAL SERVICE FOR US ON, UH, REDDING TRAIL AMENITIES PROJECT AND THE DRAINAGE AS WELL.

AND SINCE JUNE OF 2022, THE DESIGN PROCESS BROUGHT DISCOVERY OF SEVERAL CONSIDERABLE SITE CONSTRAINTS THAT HAD TO BE OVERCOME OVER THE COURSE OF THE FOLLOWING SEVERAL MONTHS.

SO JUST A LITTLE BIT ABOUT THE LOCATION THAT WE HAVE CHOSEN.

YOU CAN SEE INSIDE THE YELLOW CIRCLE, YOU CAN SEE, UH, THE RED COURT IS KIND OF OUT, OR THE, THE COURT IS OUTLINED IN RED.

AND, UH, THIS IS IMPORTANT BECAUSE WE FEEL AT THIS POINT, EVEN WITH THE CONSTRAINTS THAT WERE ENCOUNTERED FOR THIS PROJECT, THAT THIS IS A GREAT SITE FOR THIS FITNESS COURT.

AND SO ONE OF THE, THE MAIN, UH, ATTRIBUTES TO THE FITNESS COURT LOCATION IS THE PARKING LOT THAT SITS JUST TO THE WEST OR TO THE LEFT OF THAT FITNESS COURT.

PARKING LOT IS TOWN PROPERTY.

IT IS AN OFFICIAL TRAIL HEAD FOR THE TOWN OF ADDISON.

THERE ARE FOUR ACCESSIBLE SPACES FOR PARKING.

THERE ARE

SIX BICYCLE RACKS, WATER FOUNTAINS, AND AN OFFICIAL TRAIL HEAD JUST TO THE NORTH OF WHERE THAT FITNESS COURT RESIDES.

AND DOWN TO THE BOTTOM OF THE PAGE, YOU ARE IMMEDIATELY IN THE CITY OF FARMER'S BRANCH.

AND THIS TRAIL WILL CONNECT FROM VITRUVIAN DOWN TO, UM, THE BROOKHAVEN COLLEGE, AND THEN EVENTUALLY AROUND TO THE PARISH EPISCOPAL SCHOOL, JUST TO THE WEST OF THAT PARKING LOT, OR EAST OF THAT PARKING LOT THAT YOU SEE THERE.

AND SO, NOT ONLY ARE YOU GOING TO HAVE A LOT OF USERS OF THE FITNESS COURT FROM BROOKHAVEN COLLEGE, THE PARISH, EPISCOPAL SCHOOL, BUT ALSO THE 4,725 RESIDENTS THAT RESIDE AT, UH, THE TRIVIAN AND ALL OF THE DIFFERENT PRODUCTS THAT THEY OFFER THERE.

AND THERE IS ALSO, UH, AN OUTDOOR FITNESS ENTHUSIASTS THAT DOES A BOOTCAMP IN VITRUVIAN PARK THREE TIMES A WEEK.

AND HIS PROGRAM IS GROWING.

AND SO HE'S VERY EXCITED TO BE A PART OF INTEGRATING HIS PROGRAM INTO THE VITRUVIAN FITNESS COURT.

AND ONE THING THAT I WANT TO MAKE SURE EVERYBODY IS CLEAR ON IS WHAT WE'RE TALKING ABOUT TONIGHT IS GONNA BE THE CONSTRUCTION OF THE COURT ITSELF, AND THEN THE FITNESS EQUIPMENT WILL BE INSTALLED 30 DAYS AFTER A CURE PROCESS ON THE CONCRETE BY, UH, CON BY CONTRACTORS THAT ARE HIRED BY NATIONAL FITNESS CAMPAIGN.

THOSE WHO MAY NOT KNOW ANYTHING ABOUT THE NATIONAL NATIONAL FITNESS CAMPAIGN, OUTDOOR FITNESS COURT, YOU CAN SEE EXAMPLES OF THE FITNESS COURT HERE, ALTHOUGH THERE ARE VARIATIONS ON THE WAY IT LOOKS.

THEY'RE ALL BASICALLY OFFER THE SAME TYPE OF EQUIPMENT.

AND, UH, JUST A LITTLE BIT ABOUT NFC, UH, THEIR MOTTO IS THAT WE BUILD HEALTHY COMMUNITIES.

THE CAMPAIGN IS DEDICATED TO PROVIDING ACCESS TO HEALTHY INFRASTRUCTURE TO FIGHT THE RISE OF PHYSICAL INACTIVITY AND MAKE WORLD-CLASS FITNESS FREE FOR EVERYONE, THE COUNTRY.

STAFF DEEMED THAT THE OFFER FROM DEAN ELECTRIC, INCOR CORP, I'M SORRY, INCORPORATED, REPRESENTED THE BEST VALUE TO THE TOWN OF ADDISON BASED ON THE PUBLISHED EVALUATION CRITERIA.

DEAN ELECTRIC HAS VERY SUCCESSFULLY PERFORMED NUMEROUS PROJECTS FOR TOWN STAFF MEMBERS, AND THAT INCLUDES MYSELF.

I'VE DONE FOUR PROJECTS WITH THEM ON MAJOR PARK RENOVATIONS, AND I CONSIDER THEM TO BE ONE OF THE BEST CONTRACTORS THERE IS.

SO I'M PLEASED, UH, THAT WE HAVE SELECTED THEM.

ADMINISTRATION DOES RECOMMEND APPROVAL OF A CONTRACT TO AWARD TO DEAN ELECTRIC FOR 234 9 59, AND THE ADDITIONAL SERVICES REQUIRED FOR THE NEW LOCATION AT VITRUVIAN HAVE UNFORTUNATELY EXHAUSTED THE AVAILABLE BOND FUNDS TO CONSTRUCT THE FITNESS COURT SLAB.

SO, UH, THAT'S KIND OF A DIFFERENT, JUST RIGHT OFF THE BAT OF THOSE.

SO FOR THE TASK OF SURVEY, UH, THE LAY LOCKS LOCATION WAS APPROXIMATELY $750,000 IN, I'M SORRY, $750.

AND IT WAS LIKELY A PART OF THE SURVEY OF THE OVERALL PROJECT FOR REDDING TRAIL AS WELL.

THE VITRUVIAN PARK LOCATION, UH, WAS $7,000.

AND IT WAS DUE TO THE FACT THAT THE VITRUVIAN SITE REQUIRED LOCATION OF THE FLOODPLAIN AND FLOODWAY, WHICH I MENTIONED, SO WE COULD AVOID THAT.

AND THE SITE HAD A LARGER SURVEY AREA TO PICK UP, UH, SITE UTILITIES, WHICH THERE WERE MANY, AND, UH, THE GRADES TO ADDRESS ADA IN THAT LOCATION AS WELL.

UH, BECAUSE AREAS LEADING OFF FROM THE SPORT COURT, UH, HAVE SOME GRADE TO THEM.

SO WE NEEDED TO MAKE SURE WE CAPTURED THAT INFORMATION.

AND SO FOR, UH, GEOTECH INFORMATION FOR THE LAY LOCKS LOCATION, WE HAD, UH, GEOTECH INFORMATION FROM THE SHERLOCK PROJECT.

SO IT WAS NOT REQUIRED TO GET ANY ADDITIONAL INFORMATION.

WE DID PAY 4,500 FOR, UH, THE GEOTECH CONDUCTED FOR THE VITRUVIAN PROJECT.

AND, UH, THAT WAS BASED UPON THE FACT THAT THE ORIGINAL GEOTECH INFORMATION DID A BOAR THAT WAS A STANDARD BOAR TO GATHER STANDARD INFORMATION.

AND IT WAS 15 FEET DEEP UPON DISCOVERY OF FOUR FEET OF UNCLASSIFIED FILL FILLED THAT COULD NOT BE VERIFIED IN ITS DENSITY AND ITS MAKEUP, UH, HAD TO BE MITIGATED IN SOME WAY SO THAT WE COULD SAFELY BUILD THAT COURT WITH, UH, ALLOWANCE OF POSITIVE MOVEMENT OF LESS THAN ONE INCH.

THAT WAS THE MAXIMUM.

AND SO WE KNEW THAT WE HAD TO DRILL DEEPER IN A SECOND BORE TO GET ALL OF THE CONCLUDING INFORMATION TO SEE EXACTLY WHAT WAS DEEPER THAN THE 15 FOOT.

AND WHEN WE DID THAT, WE WENT TO 30 FEET AND DISCOVERED THAT THAT, UH, FOUR FEET OF UNCLASSIFIED FILL WAS, WAS REAL, BUT WE ALSO GOT GOOD INFORMATION BELOW THAT, UH, DOWN TO 30 FEET, WHICH WE HAVE EVENTUALLY, WE ULTIMATELY, WE DID USE IN OUR FAVOR.

SO IT WAS, IT WAS GOOD THAT WE DID THAT.

AND THEN THE DESIGN FOR $5,000 AT LAY LOCK'S LOCATION, THAT WAS, UH, KIND OF A BARGAIN DESIGN FOR THEM BECAUSE IT WAS DONE AS A PART OF THE REDDING TRAIL PROJECT AND, UM, AND THE AMENITIES AS WELL.

UH, SEVEN $7,700 FOR DESIGN FOR THE VITRUVIAN PROJECT REQUIRED A LOT OF ADDITIONAL, UH, DESIGN WORK TO ADDRESS SITE CONDITIONS SUCH AS TOPOGRAPHY, UTILITIES, AND THE FLOODPLAIN AND THE FLOODWAY.

ADDITIONAL DESIGN REPORTS DID HAVE TO BE DONE ON VITRUVIAN, UH, AS COMPARED TO LAY LOCKS, WHICH DID NOT HAVE ANY ADDITIONAL DESIGN.

AND THAT WAS THE LOCATION OF THE FLOODPLAIN.

THE FLOODWAY DESIGNED OF A THICKENED EDGE WITH HELICAL PIERS AND, UH, SEPARATE SET OF PLANS FOR BIDDING AS WELL.

THE IMPORTANCE OF THE DESIGN FOR THE THICKENED

EDGE AND THE HELICAL PIERS IS DUE TO THE FACT THAT THE ORIGINAL, UM, THE ORIGINAL RECOMMENDATION BY THE ENGINEERS FOR THAT ONE INCH POSITIVE VERTICAL MOVEMENT WAS GONNA BE JUST A TYPICAL SLAB ON GRADE, WHICH IS MUCH LIKE, UH, THE SLAB OF A HOME OR THE SLAB OF A SIDEWALK, WHICH IS ACTUALLY SITTING ON THE GRADE.

AND WHEN THEY WERE ABLE TO DO THE ENGINEERING ON THAT, UNFORTUNATELY, BECAUSE OF THE MOVEMENT OF THE UNCLASSIFIED FILL, THERE WAS A POSITIVE VERTICAL MOVEMENT IS UP TO FIVE INCHES.

AND WE COULD NOT TOLERATE PUTTING, UH, UH, AN AMENITY THAT'S GONNA BE AN ASSET TO THE TOWN ON SOMETHING THAT COULD MOVE VERTICALLY UP TO FIVE INCHES.

SO WE BASICALLY NEEDED TO GO BACK TO THE DRAWING BOARD AND LOOK AT A DIFFERENT SOLUTION.

AND THAT SOLUTION IS CALLED HELICAL PI, AND THAT IS THE BEST SOLUTION OUT OF ALL OF THE, ALL, ALL OF THE OTHER THINGS THAT WERE MENTIONED BY THE GEOTECH.

IT WAS THE BEST SOLUTION BECAUSE IT IS THE MOST STURDY, STABLE AND THE LEAST EXPENSIVE.

AND, UH, SO THE HELICAL PIERS ARE GONNA BE DRILLED TO 21 FEET, AND THEY ARE BASICALLY STEEL SHAFTS THAT HAVE, UH, WHAT'S CALLED HELIX ON THE BOTTOM.

AND THE HELIX ARE NO DIFFERENT THAN THE OUTSIDE FRINGES OF A SCREW.

AND SO THEY ACTUALLY TAKE THE STEEL SHAFT AND IT'S, UH, 12 INCHES WIDE, AND IT GOES 25 FEET INTO THE SOIL, AND THEN IT STOPS.

AND THEN THE UPPERMOST HELIX CANNOT BE MORE THAN 15 FEET.

AND THAT IS, SO THE HELICAL PIERCE CAN GAIN STABILITY UNDER THE GROUND INTO SOIL THAT IS STABLE.

AND SO, UH, ONCE THAT IS DONE, THEN THEY PUT SHAFTS ON TOP OF THAT.

THE HELICAL PIERS WILL STAND OUT OF THE GROUND A FEW FEET SO THAT THE SLAB CAN BE BUILT ON TOP OF THE PIERS AND AVOIDING THE GROUND, WHICH IS UNSTABLE.

AND THE CONCRETE SLAB, IT ITSELF WAS 42,987 FOR, UH, THE LAY LOCKS PROJECT AND A HUNDRED ELEVEN FIVE HUNDRED EIGHTY FIVE.

AND THE A HUNDRED AND ELEVEN FIVE HUNDRED EIGHTY FIVE WERE THE COST FOR THE 12 INCH SLAB ON HELICAL PIERS WITH CARTON FARMS. MAKE SURE I'M CAPTURING ALL OF THE INFORMATION.

UH, THAT CONDITIONAL WAS RELATIVE TO ANOTHER DEVELOPMENT OPPORTUNITY ON THAT AIRPORT, WHICH DID NOT MATERIALIZE.

THEREFORE, WE TERMINATED THAT R F Q IN MAY OF 2022.

WE RE-ADVERTISED AND MARKETED THE REDEVELOPMENT OP OPPORTUNITY FOR THE 1.8 ACRES, WHICH IS JUST SOUTH OF AND, AND ADJACENT TO THE US CUSTOMS FACILITY.

AND, UH, UH, OUR, OUR INVESTMENTS, MILLIONAIRE DALLAS, UM, WAS ONE OF THE RESPONDENTS TO THAT, UH, PROPOSAL.

UH, WHILE WE WERE CONSIDERING THE PROPOSALS THAT WE HAD FOR THE 1.8 ACRES, MILLIONAIRE CAME BACK TO US AND HAD, UH, AMENDED THEIR PROPOSAL NOW THAT THEY COULD INCLUDE THAT FOUR POINT, UH, THAT 2.25 ACRE TRACK MERGED THE TWO TOGETHER INTO A FOUR ACRE PARCEL THAT COULD, UH, FURTHER EXPAND THEIR FBO OPERATIONS.

AND ACTUALLY BEING NEXT DOOR TO THE CUSTOMS FACILITY LEVERAGED THEIR INTERNATIONAL BUSINESS.

THE EXISTING FACILITY, UH, THE, UM, UH, EXISTING FACILITY CONSISTED OF A 21,000 SQUARE FOOT HANGAR, UM, OOPS, I'M SORRY.

I'VE JUMPED, UH, CONSISTED OF A 21,000 SQUARE FOOT HANGAR AIRCRAFT APRON SPACE.

THEIR PROPOSAL WAS THEN TO IMPROVE THE, UH, VACANT PARCEL, UH, WITH AN AIRCRAFT APRON A AND POSSIBLY A, UH, ANOTHER PRIVATE TERMINAL BUILDING TO BE USED IN CONNECTION WITH THEIR INTERNATIONAL BUSINESS.

UH, BASED UPON THAT, IN OCTOBER OF 2022, THE TOWN ENTERED INTO A LETTER OF INTENT, UH, WHICH OUTLINED THE NEGOTIATING, UH, PROCESS, UH, EXCLUSIVE NEGOTIATION PROCESS THAT TO GO THROUGH, UH, IN PURSUIT OF A NEW, UH, GROUND LEASE AGREEMENT.

THE, THOSE NEGOTIATIONS RESULTED IN THE, WHAT WE'RE PROPOSING THIS EVENING AS THE NEW GROUND LEASE.

UM, WE ALSO HAD AGREED TO EARLY THAT THE TOWN WOULD EARLY, UH, UH, TERMINATE THE EXISTING GROUND LEASE IN FAVOR OF THE NEW GROUND LEASE.

UM, THE NEW GROUND LEASE WOULD MERGE THE TWO PARCELS OF 50 45, 50 JIMMY DOOLITTLE AND 45 53, UH, JIMMY DOOLITTLE TOGETHER THE BASE LEASE TERM.

ESSENTIALLY WE CARRIED FORWARD FROM THE EXISTING GROUND LEASE, WHICH HAS A, UH, 25 YEAR REMAINING TERM.

WE CARRIED IT INTO THE NEW LEASE AGREEMENT.

SO THE NEW LEASE AGREEMENT HAS A 25 YEAR REMAINING TERM SCHEDULED TO EXPIRE IN JUNE 30TH, 2048.

WE CARRIED INTO THE NEW LEASE AGREEMENT, BUT OUR, I IS CURRENTLY PAYING FOR THE 2.25 ACRE TRACK AND GROUND RENT, WHICH IS $76,000 ANNUALLY.

UM, AND, UM, CARRIED THAT INTO THE NEW LEASE AGREEMENT.

R I AS THEN THE OBLIGATION TO, WITHIN THE FIRST 18 MONTHS OF THE GROUND LEASE TO RECONSTRUCT, UM, 112,000 SQUARE FEET OF HEAVY AIRCRAFT APRON HEAVY AIRCRAFT APRON, UH, IN OUR TERMS MEANS, UH, DESIGN CAPACITY TO HANDLE A HUNDRED THOUSAND POUND DUAL WILL TANDEM LANDING GEAR, THE LARGER AIRCRAFT THAT FREQUENT ADDISON AIRPORT AND CERTAINLY ARE THE CUSTOMER BASE FOR, UH, MILLIONAIRE.

UM, ONCE R I COMPLETES THE CONSTRUCTION OF THE AIRCRAFT APRON, BOTH IN FRONT OF THE HANGAR, WHICH WAS MAYBE ABOUT 56,000 SQUARE FEET, AND ABOUT 56,000 SQUARE FEET OF APRON SPACE ON THE VACANT PARCEL.

UM, AND ONCE THAT IS COMPLETED AND THEY HAVE THE USE AND BENEFIT OF THAT VACANT PARCEL, THEN THEIR RENT WOULD INCREASE UP TO $136,000, CUZ THEY HAVE NOW HAVE THE USE OF ALL THAT FOUR AND A HALF ACRES FOR THEIR OPERATIONS.

UM, SO THEIR RATE WOULD STEP UP TO 132,000 ANNUALLY AT THAT POINT IN TIME.

THEN MRI HAS THE OPTION WITHIN THE FIRST FIVE YEARS OF THE LEASE TERM.

IF, IF THEY SO CHOOSE TO CONSTRUCT A, UH, PRIVATE TERMINAL BUILDING ON THE VACANT PORTION OF THE, UM, PROPERTY, WHICH, UH, WOULD BE THE 45 53 PARCEL.

UM, IF THEY COMPLETE IT WITHIN THE FIRST FIVE YEARS OF THE LEASE TERM AND HAVE A A MINIMUM CONSTRUCTION, UH, CAPITAL, UH, CONSTRUCTION COST OF TWO AND A HALF MILLION DOLLARS, THEN THEY WOULD BE ENTITLED TO A 15 YEAR TERM EXTENSION THAT WOULD'VE EFFECTIVELY TAKE THEIR LEASE OUT TO THE STATUTORY LIMIT, WHICH IS 40 YEARS.

TOTAL TERM, UH, I IS TO DELIVER A LETTER OF CREDIT OR A PAYMENT PERFORMANCE BOND, UH, UP TO THE CONSTRUCTION VALUE.

UM, THAT IS TO MITIGATE ANY KIND OF RISK OR EXPOSURE BOTH FOR THE AIRPORT AND FOR THE TOWN.

DURING THE PERIOD OF CONSTRUCTION.

THERE ARE MONETARY PENALTIES IN THE

FORM OF ADDITIONAL RENT THAT MAY BE ASSESSED AGAINST I IF THERE IS ANY KIND OF CONSTRUCTION DELAY.

UM, THAT IS, UH, OVER AND ABOVE, UH, ANY KIND OF FORCE INCIDENTS.

UM, SHOULD RI DEFAULT DURING THE CONSTRUCTION PROCESS OR THE FIRST FIVE YEARS OF TERM, THE TOWN HAS THE RIGHT TO CLAW BACK THAT VACANT 1.8 ACRES.

USE THESE, UH, LETTER OF CREDIT OR THE PAYMENT PERFORMANCE BOND TO EITHER RESTORE THE PROPERTY BACK TO ITS ORIGINAL CONDITION OR TO COMPLETE CONSTRUCTION.

UM, THE LEASE PREMISES FOR I WOULD BE REDUCED OUT TO 2.25 ACRES OR THE ORIGINAL LEASE PREMISES, BUT STILL BE SUBJECT TO THE NEW LEASE TERM AND CONDITIONS.

UM, FROM A ECONOMIC STANDPOINT, UH, THE 4.05 ACRES, THE ANNUAL GROUND RENT ONCE STABILIZED, ASSUMING THAT, UH, MILLIONAIRE COMPLETES CONSTRUCTION OF THE UM, UH, APRON AREA, THE 112,000 SQUARE FEET OF APRON AREA, ESTIMATED COST OF 300,000, OR EXCUSE ME, 3 MILLION, UM, THE RENT WOULD STABILIZE AT 132,000 ANNUALLY.

IF YOU PROJECT THAT CASH FLOW AND ASSUMING THAT MILLIONAIRE EXERCISES THE TERMINAL BUILDING FOR SO THAT THEY'RE ENTITLED TO THE FULL 40 YEAR TERM.

IF YOU PROJECT THAT CASH FLOW OUT FULL, THE FULL 40 YEAR TERM, ASSUMING A 3%, UH, BIENNIAL C P I ADJUSTMENT, THAT CASH FLOW EQUALS TO ABOUT 6.8 MILLION TO THE AIRPORT.

IF YOU DISCOUNT IT BACK IN TODAY'S DOLLARS, USING A DISCOUNT RATE OF 10%, IT'S WORTH AND VALUED ABOUT A 1.3 MILLION FOR THE AIRPORT.

UM, WHEN YOU ADD IN THE MINIMUM CAPITAL INVESTMENT THAT MILLIONAIRE WOULD BE REQUIRED FOR THOSE 40 YEAR TERM, THE 3 MILLION FOR THE AIRCRAFT APRON AND AN ADDITIONAL TWO AND A HALF MILLION FOR THE TERMINAL BUILDING, THAT'S, UH, FIVE AND A HALF MILLION TOTAL.

ADDING THE TWO TOGETHER SUGGESTS EVALUATION OF ABOUT 6.8 MILLION FOR THE AIRPORT, UH, TO THE TOWN TODAY.

IN CONCLUSION, THE PROPOSED GROUND LEASE ACHIEVES THE STRATEGIC AND, AND, UH, MILESTONES FOR, UH, THE TOWN OF ADDISON.

THAT IS THE EXCELLENCE IN THE TRANSPORTATION SYSTEM.

IT LEVERAGES THE USE OF THE US CUSTOMS FACILITY AS F AS MILLIONAIRE PROPOSES TO USE IT IN CONNECTION WITH THEIR INTERNATIONAL CUSTOMER BASE, UM, TO IT ALSO ALLOW THE LEVERAGE OF THE USE OF THE AIRPORT THROUGH BUSINESS GROWTH AND EXPANSION.

THE PROPOSED GROUND LEASE IS CONSISTENT WITH THE 2013 STRATEGIC PLAN AND THE 2014 AIRPORT MASTER PLAN, WHICH ARE THE TWO PRIMARY GUIDING DOCUMENTS THAT THE AIRPORT OPERATES BY.

THE AIRPORT REVENUE HAS INCREASED THROUGH THE ADDITIONAL GROUND RENT THAT IS BEING RECEIVED, AND THE AIRPORT'S VALUE IS, UH, UH, GREATLY ENHANCED WITH THE PROPOSED DEVELOPMENT, WHICH OBVIOUSLY EXTENDS TO THE SURROUNDING COMMUNITY.

OTHERWISE, THEY ACQUIRED SOME EXISTING CITY OWNED FACILITIES AND IT WAS AMORTIZED, THE COST OF THOSE FACILITIES WERE AMORTIZED INTO THE LEASE STRUCTURE IN WHICH THEY ARE CURRENTLY PAYING.

SO THAT ACCOUNTS FOR THAT HIGHER RIGHT THERE.

BASICALLY THE, THE THREE FBOS ARE AVERAGING AROUND 73 CENTS A SQUARE FOOT, VERY EQUAL, VERY PARALLEL.
