UH, WE'LL START WITH THE HISTORY OF THE WORSHIP USE.
UM, SO WORSHIP IN THIS AREA, UH, DATES BACK, UH, TO, UH, UH, AS EARLY AS 18 80 84, UH, THERE WAS A CONGREGATION,

UH, INITIALLY ESTABLISHED EAST OF WHITE ROCK CREEK, UH, WHERE, UH, FORMER SLAVES AND THEIR DESCENDANTS, UH, STARTED THAT CONGREGATION, UH, AND CONTINUED TO WORSHIP THERE UNTIL, UH, GENERALLY 1918.UM, AT THAT TIME, THERE WAS SOME SIGNIFICANT FLOODING OF THE CREEK AND THERE WAS, UH, UH, SOME LOSS OF LIFE AND A LANDOWNER, UH, IN THE AREA, UH, THAT OWNED, UH, ADJACENT LAND, UH, AND WORSHIPED WITH THE CONGREGATION, UH, DONATED LAND TO THE CONGREGATION OF, AT THAT TIME, UH, WHICH IS FOR WHAT IS NOW THE CURRENT SITE OF THE WHITE ROCK CHAPEL.
UM, FROM, UH, THAT TIME, UH, REALLY UP UNTIL 2018, WORSHIP OCCURRED ON THAT PROPERTY, UH, AND, UH, VARIOUS IMPROVEMENTS WERE MADE.
UH, IN 1958, UH, THERE WAS A MAJOR STORM, UH, THAT OCCURRED THAT DESTROYED THE MAIN WORSHIP HALL.
UH, IT WAS REBUILT, BUT THEN IN 1960 THAT WORSHIP HALL WAS LOST TO FIRE.
UM, WORSHIP CONTINUED AND THE ADJACENT PARSONAGE, UH, THE SMALLER BUILDING AT THE NORTHWEST QUADRANT OF THE SITE UNTIL 1981 WHEN THE CURRENT, UH, LARGER BUILDING AND WORSHIP HALL WAS CONSTRUCTED.
UM, IN 2009, UH, THROUGH SOME PATH PHILANTHROPY, UH, OF, UH, BY U D R AND THE TOWN, UH, THE ORIGINAL PARSONAGE, UH, WAS FIRST, UH, ATTEMPTED TO BE PRESERVED, BUT ULTIMATELY WAS REPLACED DUE TO ITS CONDITION.
UH, SO THOSE TWO BUILDINGS, UH, CURRENTLY STAND ON THIS PROPERTY TO THIS DAY.
THE PROPERTY CHANGED HANDS IN 2018, UH, AND, UH, THAT IS WHEN THE CURRENT OWNER AND APPLICANT ACQUIRED THE PROPERTY.
UH, SINCE THAT PERIOD, UH, THE PROPERTY'S BEEN LARGELY DORMANT, UH, UH, FOR USE.
UM, ALSO I WANNA ADDRESS THE NEIGHBORHOOD HISTORY.
UH, THIS IS A, UH, SEGMENT OF THE TOWN THAT, UH, IS A LITTLE BIT OLDER, UH, THAN OTHER PARTS OF TOWN.
UM, BUT REALLY, UH, ONE OF THE EARLIEST, UH, COMPONENTS OF THIS AREA, ONCE AGAIN WAS WHITE ROCK CHAPEL, UH, ESTABLISHED AT THIS SITE, UH, OVER A HUNDRED YEARS AGO.
UH, THE FIRST SUBURBAN DEVELOPMENT, SUBURBAN RESIDENTIAL DEVELOPMENT IN THIS AREA DID NOT COME FORWARD UNTIL REALLY THE, THE 1960S AND, AND 1970S.
UH, WHEN YOU START TO, SO, UH, SEE, UH, SINGLE FAMILY DEVELOPMENT OCCUR OFF OF LAKE FOREST DRIVE IN WINDWARD ROAD.
THE BULK OF THE SURROUNDINGS SUBURBAN RESIDENTIAL DEVELOPMENT THAT NOW, UH, EXISTS IN THIS AREA REALLY, UH, OCCURRED FROM THE LATE SEVENTIES, UH, THROUGH, UH, THE EARLY TWO THOUSANDS WITH MOST OF THAT, UH, REALLY, UH, PEAKING IN THE, THE NINETIES.
UH, SO WHAT WE HAVE HERE IS A PROPERTY THAT, UH, NOT ONLY HAD WORSHIP USES, UH, FOR A HUNDRED YEARS UP UNTIL THE, THE RECENT FIVE YEAR DORMANCY.
UH, IT ALSO COEXISTED WITH THE SUBURBAN RESIDENTIAL PATTERN THAT GRADUALLY TOOK OVER THIS AREA FOR OVER 60 YEARS.
SO WHY IS A SPECIAL USE PERMIT REQUIRED FOR THIS PROJECT? UM, SO, UH, THE TOWNS ZONING ORDINANCE REQUIRES RELIGIOUS INSTITUTIONS TO HAVE A SPECIAL USE PERMIT.
THIS PARTICULAR SITE IS UNIQUE IN THAT THE ORIGINAL WORSHIP USE PREDATED INITIAL ZONING OF THE PROPERTY.
SO IT EXISTED BEFORE THE TOWN EVER ZONED ANY LAND BEFORE THE TOWN REALLY EXISTED.
UM, THROUGH THE YEARS THERE HAS BEEN ZONING ACTIONS IN THAT AREA, BUT THERE WAS NEVER AN ACTION TO MAKE THE CHURCH A LEGAL USE BY EITHER PERMITTING IT BY RIGHT, OR PERMITTING IT BY SPECIAL USE PERMIT.
UH, SO SINCE THE 2018 ACQUISITION, THE THE PROPERTY'S REALLY BEEN DORMANT.
UH, THERE'S BEEN LIMITED TO NO ACTIVITY TO DATE, AND THE CURRENT PROPOSAL INCLUDES NEW IMPROVEMENTS SUCH AS A PAVILION AND THEN ADDITIONAL PROGRAMMING, UH, THAT REFLECTS A CHANGE FROM THE PAST USE OF THE SITE.
THE GREAT BENEFIT TO THE SPECIAL USE PERMIT PROCESS IS THAT IT DOES ALLOW US TO ADDRESS SOME MAJOR GAPS IN THE ZONING THAT APPLIED TO THE PREVIOUS WORSHIP USE, AND THAT WE HAD LIMITED TO NO REGULATION.
WE DID NOT EVEN DEFINE OUR RELIGIOUS USE.
SO THESE CONDITIONS, THESE PLANS THAT THE APPLICANT HAS ADVANCED, PROVIDES THE TOWN AND THE NEIGHBORHOOD FAR MORE PROTECTION, AS WELL AS, UH, AN ENHANCED ABILITY TO ENFORCE REGULATIONS ON THIS SITE.
SO THE PROPOSED USE, ONCE AGAIN, IS A RELIGIOUS INSTITUTION.
SO THAT WILL INCLUDE, UH, TRADITIONAL WORSHIP SERVICE, BIBLE STUDY, AND THEN ALSO

WORSHIP CEREMONIES LIMITED TO 12 PER YEAR.UH, IT ALSO INCLUDES HISTORIC EDUCATIONAL PROGRAMMING LIMITED TO ONE EVENT PER MONTH.
UH, THE APPLICANT, AND HE'LL BE ABLE TO ADDRESS THIS IN MORE DETAIL, UH, IS ESTABLISHING AND GROWING A, A CONGREGATION WISHES TO, AND THEY ARE AFFILIATED WITH FAITH LEADERS FROM CORNERSTONE BAPTIST CHURCH, AN EXISTING CONGREGATION IN DALLAS THAT WOULD SERVE, UH, THIS NEW CONGREGATION.
UH, THE SITE PLAN HAS, DOES PRESENT SOME MINOR CHANGES TO THE SITE, NAMELY, UH, A PAVILION, UH, TO THE NORTHEAST OF THE EXISTING FELLOWSHIP HALL THAT PROVIDES 600 SQUARE FEET OF COVERED AREA.
THERE WILL BE SOME PARKING LOT IMPROVEMENTS PROVIDING FOR A D A PARKING, UH, THAT'S PAVED, MAINTAINING THE CURRENT, UH, DECOMPOSED GRANITE PAVING MATERIAL THAT EVERYONE PREFERRED.
AND THEN ALSO PROVIDING FOR A LOADING ZONE AND DELINEATION, UH, I E MARKING THE PARKING SPACES, WHICH DOESN'T CURRENTLY EXIST ONSITE, UH, THERE WILL BE PEDESTRIAN WALKWAYS PROVIDED THROUGH THE SITE TO PROVIDE FOR CONNECTIVITY BETWEEN THE BUILDINGS AND THE PARKING AREA.
LOTS OF LANDSCAPE IMPROVEMENTS AT THE, UH, EDGES OF THE SITE, AS WELL AS IN INTERIOR TO THE SITE.
AND THEN, UH, ONE IMPORTANT THING TO NOTE, THEY ARE NOT PROPOSING TO ADD ANY ADDITIONAL FLOOR AREA, INTERIOR FLOOR AREA.
SO THE BUILDINGS ARE REMAINING THE SAME SIZE.
SO THE PROPOSED FLOOR PLAN, AND THIS ONLY SHOWS THE WORSHIP HALL, SO THE BUILDING OR THE SOUTHEAST QUADRANT OF THE SITE, CUZ THAT IS THE ONLY BUILDING THAT IS BEING PROPOSED TO CHANGE.
THEY ARE, OF COURSE, THEY'RE ALSO ADDING THAT PAVILION, BUT THERE'S NO CHANGES TO THE, UH, FELLOWSHIP HALL.
UM, SO THIS FLOOR PLAN REFLECTS THE ADDITION OF ADMINISTRATIVE SPACE FOR OFFICES, UH, ENHANCED RESTROOMS, CLASSROOM SPACE AND STORAGE.
AND THEN THE MAIN WORSHIP HALL ACCOMMODATES 54 SEATS, UH, FOR CHURCH SERVICES.
UH, THE, UH, SITE WILL MAINTAIN, UH, THE CURRENT FOOTPRINT OF THE PARKING LOT, UH, DELINEATING THE PARKING SPACES PROVIDING 18 TOTAL.
UH, BASED ON THE SEATING THAT'S PROVIDED IN THE MAIN WORSHIP HALL, THIS MAINTAINS A SPACE OF ONE SPACE PER THREE SEATS IN THE MAIN WORSHIP HALL.
THAT IS A VERY STANDARD PRACTICE THROUGHOUT DFW AND A CONSERVATIVE PRACTICE FOR ENSURING APPROPRIATE PARKING IS PROVIDED ON SITE.
UH, THE LANDSCAPE, UH, DESIGN OF THE SITE PROBABLY REFLECTS THE GREATEST CHANGE PROPOSED TO THE SITE.
AND THIS IS BEING DONE BY BRINGING THE SITE INTO GREATER COMPLIANCE WITH TOWN STANDARDS.
THIS WILL MAINTAIN 72% OF THE SITE AS LANDSCAPE AREA, ONLY 20% IS REQUIRED FOR THIS USE.
AND THEN IT'LL ALSO ADD 72 TREES RANGING FROM SHADE AND CANOPY TREES TO ORNAMENTAL TREES.
UH, ONE CONDITION THAT NEEDS TO MAINTAINED AND REQUIRES LE RELIEF FROM THE LANDSCAPE ORDINANCE IS THE, UH, NEED TO MAINTAIN THE CURRENT PARKING CONDITION ALONG CELESTIAL ROAD, UH, REQUIRING A LARGE BUFFER THERE WOULD ELIMINATE PARKING, UH, WHICH, AND WOULD, UH, NOT RESPECT THE, UH, LONGTIME CONDITION OF THE PARKING LOTS.
THE PROPOSED FACADE PLAN, UH, REALLY JUST REFLECTS IMPROVEMENTS TO THE EXTERIOR ENTRYWAY OF THE WORSHIP HALL, THE BUILDING TO THE SOUTHEAST, UH, CORNER OF THE SITE.
AND THEN ALSO, UH, IT REFLECTS THE ADDITION OF THE PAVILION, WHICH IS GENERALLY 14 FEET IN HEIGHT, UH, AND 17 FEET AT THE TOP OF COLUMN.
THE SIDES WILL BE OPEN, UH, IT WILL BE PROVIDE 600 SQUARE FEET OF OVERHEAD COVER.
SO THE S E P CONDITIONS ARE REALLY A, A CRITICAL COMPONENT OF THE REVIEW TONIGHT.
SO I, I DO, BEFORE WE DIVE INTO THOSE, WANT TO GIVE A LITTLE BACKGROUND ON HOW THEY WERE DEVELOPED AND JUST IN GENERAL TALK ABOUT HOW THE, THE PLANS WERE INFLUENCED AS WELL.
SO AS PART OF THIS APPLICATION PROCESS, STAFF KNEW THAT THIS WOULD BE, UH, UM, AN APPLICATION OF CONCERN FOR THE NEIGHBORHOOD.
WE ASKED THE APPLICANT AND THE APPLICANT GRACIOUSLY AGREED TO CONDUCT OUTREACH TO THE NEIGHBORHOOD.
UH, THEY HAD SEVERAL NEIGHBORHOOD MEETINGS IN THOSE MEETINGS, A LOT OF DISCUSSION WAS HAD ON THE SITE AND LANDSCAPE PLAN COMPONENT OF THE PROJECT, AND WE SAW CHANGES TO THOSE PLANS.
THEY WERE, UH, UH, MORE ENHANCED PARK FEATURES THAT WERE PLANNED.
THERE WAS PARKING PLANNED OFF OF WINDWOOD THAT WAS REMOVED AS A RESULT OF THAT FEEDBACK, THAT FEEDBACK LOOP EXTENDED TO THE S E P CONDITIONS.
SO THOSE CONDITIONS WERE NEGOTIATED BETWEEN THE APPLICANT

TOWN STAFF, MORE OF A, A PASSIVE ROLE, AND THEN SEVERAL NEIGHBORS IN THE WOODWARD CELESTIAL AREA AS WELL AS THEIR LEGAL COUNSEL.OVER THE LAST MONTH AND A HALF, UH, WE HAD A SERIES OF ZOOM MEETINGS, WHICH THOSE CONDITIONS WERE ADDRESSED IN GREAT DETAIL.
THE APPLICANT'S POSITION ON THOSE CONDITIONS WAS AS A STARTING POINT.
THEY USED CONDITIONS DRAFTED BY THE LEGAL COUNSEL OF THE NEIGHBORS AS THE STARTING POINT FOR NEGOTIATION.
SO NOT CONDITIONS DRAFTED BY TOWN STAFF OR DRAFTED BY THEIR TEAM, BUT CONDITIONS DRAFTED BY THE NEIGHBORS.
MUCH OF THAT ORIGINAL LANGUAGE, NOT ALL OF IT WAS INCLUDED IN WHAT YOU SEE REFLECTED IN THE S P CONDITIONS IN THE PACKET.
THERE WERE SOME CONDITIONS THAT WERE DESIRED BY THE NEIGHBORS THAT DUE TO POTENTIAL CONFLICTS WITH HOW THIS TYPE OF USE IS REGULATED, IT WOULD NOT HAVE BEEN APPROPRIATE TO INCLUDE THOSE IN THE S E P ORDINANCE.
UM, FOLLOWING THAT DISCUSSION, UM, THERE'S BEEN A LOT OF DISCUSSION LEADING UP TO THIS MEETING.
UH, THERE WAS A DOCUMENT, UH, DISTRIBUTED BY THE NEIGHBOR'S ATTORNEY, A A RESTORATION PLAN FROM 2019.
UM, THAT CER DOCUMENT IS CERTAINLY OUT THERE AND EVERYONE HAS THE RIGHT TO DISTRIBUTE IT AND COMMENT ON IT.
BUT ONE THING I DO WANNA CLARIFY, THAT DOCUMENT WAS NOT PART OF THE S E P APPLICATION.

SO THE APPLICANT ACKNOWLEDGES THAT THEY CANNOT DO ANYTHING BUT THE WORSHIP USE AND THE EDUCATIONAL PROGRAMMING THAT THEY PROPOSE.

IT TOOK THEM 19 YEARS TO DO SO, AND WHEN THEY ACCUMULATED THAT MONEY, THEY WENT TO ONE OF THE MEN WHO HAD ENSLAVED THEM, WHO SOLD THEM THE LAND FOR THE, UH, FOR THE CHURCH AND HIS FAMILY.

UH, WERE, HAVE YOU BEEN INVOLVED IN THE VARIOUS MEETINGS BETWEEN THE RESIDENTS AND, AND THE APPLICANT WHERE, UH, A LOT OF ISSUES WERE RAISED? WHEN I FIRST MOVED HERE, I STOPPED TO READ THE TEXAS HISTORICAL MARKER, OF COURSE, UM, BECAUSE I'M INTERESTED IN HISTORY AND I'M A HISTORIAN AND A RESEARCHER, AND IT MADE ME VERY PROUD TO KNOW THAT THE TOWN OF ADDISON WAS AHEAD OF ITS TIME IN RECOGNIZING THIS PARTICULARLY IMPORTANT TEXAS AND AMERICAN HISTORICAL SITE.
I REALIZED THEN THAT THE WHITE ROCK CHAPEL IS A PLACE OF HOPE AND OF RESILIENCE.
ITS HISTORY INCLUDES THE STORIES OF THE COUNTY'S VERY EARLIEST.
THIS IS DALLAS COUNTY'S VERY EARLIEST AFRICAN-AMERICAN FAMILIES, NEWLY FREED FROM SLAVERY, WHO MADE THEIR HOMES ALONG THE UPPER STRETCHES OF WHITE ROCK CREEK.
AND AS YOU HEARD, THE UH, WHITE ROCK CHAPEL HISTORY IS ESPECIALLY REMARKABLE BECAUSE IT DEMONSTRATES A 100 YEAR CONTINUATION OF THE LOCAL WHITE COMMUNITY AND THE LOCAL BLACK COMMUNITY WORKING SIDE BY SIDE WITH COMPASSION AND COORDINATION OF THEIR EFFORTS TO BUILD THE COMMUNITY TOGETHER.

AND THAT IS THAT THE PROPERTY WENT INTO RECEIVERSHIP WHEN THE PREVIOUS SMALL CONGREGATION DISSOLVED THAT WAS NOTICED BY A LOCAL WHITE REAL ESTATE, UH, PROFESSIONAL WHO HERSELF FELT THAT IT WOULD BE A GREAT TRAGEDY TO LOSE THIS HISTORIC AFRICAN-AMERICAN CHURCH SITE TO BECOME JUST ANOTHER PRIVATE HOME.
AND SHE BEGAN TO SPEAK TO PEOPLE IN THE COMMUNITY ABOUT IT.
AND THAT'S WHEN THE WESSON BECAME INVOLVED, WHEN THEY HEARD ABOUT THIS OPPORTUNITY TO SAVE AN, IN AN INCREDIBLY IMPORTANT AFRICAN-AMERICAN HISTORICAL SITE IN DALLAS COUNTY.
AND YOU'VE HEARD THE STORY OF WHAT THEIR COMMITMENT IS AND WHAT THEIR PLANS ARE.
UM, I WANT TO JUST SORT OF REMIND YOU THAT THOSE WHITE FAMILIES WHO LIVED HERE IN ADDISON'S EARLIEST DAYS APPRECIATED AND ADMIRED THE BLACK FAMILIES WHO LIVED THERE OR LIVED HERE.
AND THEY DEMONSTRATED IT AS DID THE LOCAL WHITE REAL ESTATE AGENT, AGAIN, A HUNDRED YEARS LATER IN 2018 WHEN SHE WORKED TO SAVE THIS IMPORTANT SITE.

AND THESE ARE WONDERFUL STORIES ABOUT HOW THEY ACQUIRED THEIR LAND, WHO THEIR ANCESTORS WERE, WHERE THEY CAME FROM, AND THEN HOW THEY APPLIED THEMSELVES AND MADE A LIFE FOR THEMSELVES.
