SO THE TOWN'S DEVELOPMENT AND REGULATIONS REALLY COMPRISE, UH, TWO THINGS. SO IT'S OUR ZONING, HOW WE USE LAND, AND THEN, UH, OUR DEVELOPMENT STANDARDS. UH, SO THE REGULATIONS THAT, UH, DICTATE HOW, UH, WE DEVELOP LAND IN COMPLIANCE WITH THE ZONING. UH, SO THIS ADDRESSES THINGS SUCH AS LOCATION AND SIZE OF BUILDINGS ALLOWED USES, AND THEN ULTIMATELY, OUR PRIMARY GOAL FOR DEVELOPMENT, UH, UH, ACHIEVING HIGH QUALITY AESTHETIC, UH, APPEARANCE. UM, SO WITH THIS PROJECT, UH, WHICH BEGAN YEARS AGO, REALLY SOME OF THE MAIN THEMES THAT WE WERE TRYING TO ACHIEVE, UH, WAS, UH, ULTIMATELY TO PROVIDE A BETTER CUSTOMER EXPERIENCE AND, UH, MAINTAIN AND ACTUALLY IMPROVE UPON THE DEVELOPMENT OUTCOMES THAT WE ARE ACHIEVING. SO, UH, MAKING THE DOCUMENT APPEAR MORE EFFICIENT, USER FRIENDLY, UH, LEARNING AND MODIFYING THE DOCUMENT TO, UH, CAPTURE THE LESSONS LEARNED THAT WE'VE, UH, UH, HAD OVER THE LAST, UH, REALLY FOUR DECADES OF IMPLEMENTING THE CURRENT, UH, DEVELOPMENT REGULATIONS. AND THEN, UH, REALLY FOCUSING ON OUR PROCESSES AND OUR REGULATIONS TO ENSURE THAT, UH, WE'RE BUSINESS AND CUSTOMER FRIENDLY. UM, SO WE DID OF COURSE, UH, ENGAGE A, UH, CONSULTANT ON THIS PROJECT. CLARION ASSOCIATES, UH, HAS WORKED WITH US, UH, THROUGHOUT SEVERAL MODULES OF THE PROJECT. UH, THEY'RE A NATIONAL PLANNING FIRM BASED IN DENVER, COLORADO. THEY ALSO HAVE A NORTH CAROLINA OFFICE, UH, AND THEY HAVE EXTENSIVE EXPERIENCE IN TEXAS AS WELL AS HERE IN THE DFW REGION. UM, SO WITH THIS PROJECT, WE ALSO HAD A, UH, HAVE A PROJECT ADVISORY COMMITTEE. THIS IS A MIX OF RESIDENTS, UH, SOME OF WHICH HAVE DEVELOPMENT EXPERIENCE, AND ALSO, UH, WE HAVE, UH, BUSINESS, UH, REPRESENTATIVES, UH, THAT, UH, HAVE, UH, EXPERIENCE HERE IN ADDISON, UH, UTILIZING OUR DEVELOPMENT REGULATIONS TO IMPLEMENT PROJECTS. UM, I KNOW ONE THING WE'LL DISCUSS TONIGHT IS THE COMPOSITION OF THIS ADVISORY COMMITTEE AND HOW THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL, UH, WILL, UH, ENGAGE ON THIS PROJECT MOVING FORWARD. UH, HISTORICALLY WITH THIS PROJECT, THE ADVISORY COMMITTEE, UH, MET, UH, AT EACH, UH, KEY MILESTONE WHERE THE CONSULTANT VISITED, UH, TO PRESENT COMPONENTS OF THE PROJECT. AND, UH, WE HAD A PROCESS BY WHICH WE DID JOINT P AND Z AND CITY COUNCIL MEETINGS, UM, WITH THAT, UM, BASED ON PAST PRACTICES AS MEMBERS ROLLED OFF P AND Z, WHETHER IT WAS TO RUN FOR CITY COUNCIL OR, UH, JUST THEY GOT TERM LIMITED, OR IF CITY COUNCIL MEMBERS GOT TERM LIMITED, UH, THEY DID NOT ENGAGE IN THE PROJECT. UH, WITH THAT, THAT CULMINATED, UH, WITH OUR SECOND STEP OF PRESENTING A DRAFT ASSESSMENT OF OUR CURRENT CODE. THAT ASSESSMENT WAS USED TO SHAPE, UH, THE DRAFTS OF FOUR DISTINCT MODULES OF THE NEW UNIFIED DEVELOPMENT CODE. UM, SO WE REVIEWED THE FIRST ONE, UH, SEVERAL YEARS AGO. THAT WAS THE ZONING DISTRICTS AND, UH, USE MATRICES. UH, THE SECOND ONE, UH, WE REVIEWED, UH, IN THE, UH, SUMMER OF, UH, 2021, UH, THAT WAS BROKEN DOWN INTO THREE SEPARATE COMPONENTS. IT INCLUDED TOPICS SUCH AS PARKING, UH, LANDSCAPE REGULATIONS, AND OTHER SITE DEVELOPMENT STANDARDS, UH, RELATED TO CONNECTIVITY. UM, NOW WE HAVE TWO, UH, FINAL COMPONENTS, UH, TWO REVIEW. UH, THOSE INCLUDE, UH, ADMINISTRATIVE PROCEDURES. SO THOSE ARE THE PROCESSES AND PROCEDURES BY WHICH WE PROCESS AND REVIEW THE ASSORTMENT OF ZONING AND DEVELOPMENT APPLICATIONS THAT, UH, WE, UH, PROCESS, UH, AS A CITY. PREPARE A DRAFT UNIFIED DEVELOPMENT CODE, ROLL THAT OUT TO THE COMMUNITY, DO SOME COMMUNITY OUTREACH TO GET ADDITIONAL FEEDBACK ON THAT DRAFT CODE, AND THEN ULTIMATELY EXECUTE A, UH, PUBLIC FORMAL PUBLIC REVIEW PROCESS, UH, BY WHICH WE HAVE PUBLIC HEARINGS, UH, BEFORE THE COMMISSION, AND ULTIMATELY COUNSEL TO ADOPT THE FINAL DEVELOPMENT CODE. SO, UM, TO THIS POINT, WE'VE HAD, UH, AS I MENTIONED EARLIER, A SERIES OF MEETINGS, UH, SIX ADVISORY COMMITTEE MEETINGS OVER THE COURSE OF THE PROJECT, UH, THREE COMMUNITY MEETINGS. UH, A COUPLE OF THOSE WERE IN PERSON. ONE WAS MORE OF A, UM, ZOOM, UH, COMMUNITY MEETING, AND THEN FIVE JOINT CITY COUNCIL AND, UH, PLANNING AND ZONING COMMISSION MEETINGS. UH, SO ONE OF THE QUESTIONS I, I GET OFTEN IS, ONE, WHAT'S THE STATUS OF THE PROJECT AND WHY IT'S TAKING SO LONG, UH, SO FREQUENTLY, UH, THIS, THIS TYPE OF PROJECT, UPDATING AN ENTIRE DEVELOPMENT CODE. UM, CITIES SEE DELAYS OFTEN. UH, WE HAD SOME NATURAL DELAYS BUILT INTO THIS PROJECT. THE PANDEMIC, UH, WE HAD SOME STAFFING CHALLENGES. WE WENT, UH, WE'VE HAD TWO DIRECTORS NOW AND, UH, THREE PLANNING MANAGERS. UH, BUT, UH, WE'VE ALSO HAD SOME, UH, FUN AND ONGOING CHALLENGES RELATED TO OTHER PROJECTS THAT HAVE, UH, TAKEN OUR ATTENTION AWAY FROM THIS. BUT NOW THAT WE'VE WORKED THROUGH A LOT OF THOSE ISSUES, UH, WE REALLY ARE, ARE SET UP WELL TO FINISH THIS PROJECT, AND WE'VE ESTABLISHED A SCHEDULE FOR DOING THAT AS WELL. UH, SO WITH THAT, UM, MY STAFF IS GOING TO BE FOCUSED ON COMPLETING OUR REVIEW, THE FINAL TWO MODULES, UH, REALLY OVER THE NEXT TWO MONTHS AND WORKING WITH OUR CONSULTANT TO COMPLETE NEEDED REVISIONS PRIOR TO PRESENTING TO THE, UH, ADVISORY COMMITTEE AS WELL AS P AND Z AND COUNCIL IN JULY. UH, WE'RE GONNA GET SOMETHING ON YOUR SCHEDULE SOON, UH, TO DO THAT. AND THEN, UH, ONCE WE GET YOUR FEEDBACK, THEN WE'RE GONNA TRANSITION INTO PREPARING THAT, UH, DRAFT FINAL CODE, UH, WITH THE GOAL OF ROLLING THAT OUT, UH, LATE SUMMER, EARLY FALL, AND HAVING OUR COMMUNITY, UH, FEEDBACK OPPORTUNITIES, UH, SEVERAL, UH, DURING THAT TIME TO REFINE AND TWEAK AND GET TO THE FINAL, UH, DRAFT AND THEN PRESENT THAT FINAL DRAFT FOR CONSIDERATION BY P AND Z AND CITY COUNCIL, UH, AT THE START OF 2024 AND GET IT ADOPTED AND START IMPLEMENTING IT IN THE WINTER OF 2024. SO DON'T HAVE TO ALWAYS TAKE TO THE COUNCIL TO DECIDE, YOU KNOW, MAYOR, I WOULD LIKE TO, UM, REQUEST THAT THE COUNCIL MEMBERS THAT ARE ROLLING OFF OR ARE NOT RUNNING AGAIN, BE GIVEN THE OPPORTUNITY SHOULD THEY WISH TO EXERCISE THAT TO SERVE ON THIS COMMITTEE. BECAUSE I THINK THAT THE 12 YEARS OF EXPERIENCE YOU HAVE, THE, I DON'T KNOW HOW MANY YEARS OF EXPERIENCE YOU HAVE, UM, COME, WILL BE HERE. CATHERINE'S FOR SURE, , CATHERINE'S EXPERIENCE IN BOTH P AND Z AND COUNCIL, I WOULD LIKE HATE FOR US TO LOSE ALL OF THAT INSTITUTIONAL KNOWLEDGE ON SUCH AN IMPORTANT TOPIC. SO, UH, I, BETWEEN MYSELF AND OUR PLANNING MANAGER, LESLIE KNIGHT, WE HAVE THE TIME AND WE'RE GONNA COMMIT THE RESOURCES TO FINISHING IT BECAUSE IT IS AN EXTREMELY IMPORTANT PROJECT. YES, IT IS. AND BASED [00:20:01] ON THEIR FINDINGS, UH, COUNCIL DIRECT STAFF TO CONTINUE WITH THE SECOND PHASE, UH, FOR THIS STUDY. AND AT THAT POINT, WE HIRE, UH, M P IN JANUARY OF 20,022. AND, UM, NPI REALLY CAPITALIZED, UH, THE DATA THAT WAS COLLECTED BY THE, UH, L P, AND THEY EXTENDED IT AND CAME UP WITH A, UH, FINAL SOLUTION THAT IS, IS PRESENTED HERE. UH, UH, THE SECOND PHASE WAS MOSTLY FOCUSED. THE MOST, UH, FOCUS WAS ON FINANCIAL ASPECT OF THE PROJECT. THAT, UH, IT WAS, UH, FINDING THE TIPPING POINT THAT INDICATE, UH, SHOULD BE CONSTRUCTED NEW BUILDING IN UNITED AND, UH, STAYING WITH THE OLD BUILDING OR FINDING THE MOST, UH, UH, ECONOMIC, UH, APPROACH, UH, OVER THE 30 TO 40 YEARS. OPTION TWO WOULD THEN LOOK AT, UH, FURTHER PROJECTION OF THAT. DO WE NEED NEW FACILITIES? AND THEN OPTION THREE, WHAT HAPPENS IF WE DON'T CHANGE ANYTHING, IF WE JUST CONTINUE THE STATUS QUO AND WE PROCEED AS IS, WHAT ARE WE LOOKING AT FINANCIALLY IN THAT SITUATION AS WELL? SO WITH THAT, WE LOOKED AT THE TOWN OF AN ADDISON TO LOOK AT THE DEPARTMENT ADJACENCIES, WHICH DEPARTMENTS REALLY NEED TO BE FUNCTIONING WITH OTHER DEPARTMENTS. THE SPACE USAGE AND EFFICIENCIES OF THESE BUILDINGS AND FACILITIES FOR THE DEPARTMENT NEEDS. ALSO, UH, LARGER TOPIC REGARDING THE COSTS, RIGHT? FOR THE MAINTENANCE OF THESE FACILITIES AND REALLY EXAMINING WHAT COULD BE THE FUTURE OF ADDISON FOR THEIR FACILITIES. SO RIGHT NOW, WE ARE STILL KIND OF IN THAT DECISION AND DIRECTION PROCESS. THE GOAL OF THIS EVENING IS TO HAVE ENOUGH INFORMATION THAT WE CAN PROCEED TO THE NEXT STEP, WHICH REALLY AT THAT POINT WOULD BE POSSIBLY A MASTER PLAN FOR THE CITY AND THE FACILITIES WITHIN TOWN OF ADDISON. AND THEN ALSO FURTHERING THE BUDGET. UH, A LOT OF THESE NUMBERS THAT WE'LL DISCUSS THIS EVENING ARE OVERALL ROUGH ORDER MAGNITUDE COSTS. AND THEN WE CAN EXECUTE THAT PLAN. SO WITH THE BACKGROUND HERE, WE REALLY NARROWED IT DOWN TO JUST SEVERAL FACILITIES WITHIN THE TOWN OF ADDISON. SO WE INITIALLY STARTED WITH THE POLICE AND COURTS BUILDING, THEN WE LOOKED AT THE FIRE STATION ONE, FIRE STATION TWO, THE SERVICE CENTER, THE FINANCE BUILDING, AND ALSO TOWN HALL. WHEN WE CONSIDERED THESE, WE ALSO CONSIDERED THE IMPORTANT QUESTIONS THAT, YOU KNOW, ARE THESE FACILITIES MEETING THE NEEDS OF THE DEPARTMENTS AND WHAT ARE THE NEEDS OF EACH DEPARTMENT IN THESE FACILITIES? AND DO THE FACILITIES ACCOUNT FOR A GROWTH PLAN? WHAT HAPPENS IN 10 YEARS AS ADDISON GROWS? AND THEN ALSO, IS IT POSSIBLE TO EVEN KEEP THE FACILITIES AND REORGANIZE MAYBE THE DEPARTMENTS BASED ON WHAT THEIR NEEDS ARE? SO THAT BEING SAID, WE INITIALLY LOOKED AT THE DIFFERENT DEPARTMENTS. AND SO FOR INSTANCE, THE SERVICE CENTER HOUSES SEVERAL DEPARTMENTS WITHIN ONE FACILITY. NOT ONLY WE, WE CALL IT A SERVICE CENTER, WHICH YOU WOULD THINK WOULD BE PUBLIC WORKS AND, YOU KNOW, UH, DEVELOPMENT SERVICES FOR INSTANCE. BUT YET WE ALSO HAVE, UH, PARKS AND RECS, WE HAVE IT, AND GENERAL SERVICES WITHIN THAT BUILDING. TOWN HALL, ONCE AGAIN, WE HAVE SEVERAL FINANCES KIND OF ON ITS OWN. AND THEN WE DID LOOK AT POSSIBLE OPTIONS EVEN FOR THE CONFERENCE CENTER, UH, JUST FOR DEPARTMENT NEEDS AND EASING THE LOADS ON THESE BUILDINGS. SO LET, IF WE KICK IT OFF WITH POLICE AND COURTS, WE WERE FINDING THAT THEIR SQUARE FOOTAGE NEEDS ARE NOT BEING CURRENTLY MET IN THAT BUILDING. THEY ARE BUSING AT THE SEAMS. IT ALSO IS, UM, LET'S SAY JUST A LITTLE OUTDATED ON SOME OF IT COULD USE A, A FACELIFT OR RENOVATION, UM, AND POSSIBLY AN EXPANSION IF WE STAYED IN THAT CURRENT BUILDING. AND AS YOU CAN SEE HERE, WE HAVE, UH, SEVERAL SLIDES THAT WE'RE GONNA ILLUSTRATE JUST SOME OF, SOME OF THE DEFICIENCIES, RIGHT? THE, THE MAIN LOBBY. WE WOULD LIKE TO ADD AN ELEVATOR TO THE POLICE DEPARTMENT IF WE WERE STAYING IN THAT BUILDING. CURRENTLY, WE DO NOT HAVE AN ELEVATOR FOR A TWO-STORY BUILDING. UH, AS MENTIONED, THEY'RE KIND OF, THEY'RE BUSTING AT THE SEAMS AND PUTTING STORAGE ALMOST EVERYWHERE AND COULD USE, UH, QUITE A BIT MORE SPACE FROM WHAT WE'VE BEEN SEEING. AND SO THIS SLIDE EVEN ILLUSTRATES, UH, AS YOU ALL KNOW, THE, THE JAIL FACILITIES HAVE BEEN, UM, ASSOCIATED WITH ANOTHER PARTNERING CITY. BUT WHAT DO WE DO WITH THAT JAIL? WELL, RIGHT NOW THEY'RE USING IT AS STORAGE OPPORTUNITIES AND EVEN SOME LABS. I MEAN, WE HAVE PEOPLE WORKING IN THE JAIL CELLS, UM, NOW JUST TRYING TO MAKE THE SPACE WORK FOR WHAT THEY HAVE. THERE'S OTHER CONSIDERATIONS THAT WE NEED TO LOOK AT. FOR INSTANCE, 88 UPGRADES FOR CURRENT CODES. UM, THERE'S ISSUES WITH, UH, THE CURRENT LOCKER ROOMS, FOR INSTANCE, FOR OUR OFFICERS. MEN'S AND WOMEN'S ARE REALLY NOT COMPLIANT RIGHT NOW. YES, WE'VE, WE'VE UPDATED SOME IN THE BUILDING, BUT IT'S TIME THAT WE REALLY LOOK AT IT AS A HOLISTIC APPROACH OF HOW DO WE ACCOMMODATE EVERYBODY IN THIS FACILITY. FIRE STATION TWO, DURING OUR THIS PROCESS, WE DISCOVERED VERY SIMILAR NEEDS. UM, OR I'M SORRY, FIRE STATION ONE. YES, THANK YOU. UH, FIRE STATION ONE IS VERY SIMILAR IN THE FACT THAT THE REQUIREMENTS REALLY, THEY COULD USE MORE SQUARE FOOTAGE IN THIS. THEIR OPPORTUNITY HERE IS THAT, UH, DORMITORIES ARE A BIG FUNCTION FOR FIRE STATIONS. THESE BUILDINGS ARE OPERATED 24 7, AND THESE FACILITIES HERE REALLY ARE NOT TO THE CURRENT CODES OR, UH, I SHOULDN'T SAY CURRENT CODES. THEY'RE NOT UP TO, TO CURRENT STANDARDS FOR DORMITORIES FOR FIRE STATIONS. AND WE HAVE, EVEN IN THIS ONE, WE HAVE THE SERVICE GEAR IN THE APPARATUS SPACE, UH, WITH UV EXPOSURE, ET CETERA, MAINLY BECAUSE ONCE AGAIN, THEY DON'T HAVE THE STORAGE SPACE CAPABLE TO KEEP THIS GEAR OUT IN, [00:30:01] IN DARK ROOM CONDITIONS. SO ONCE AGAIN, ILLUSTRATING, UH, THERE'S REALLY, THERE'S NOT MUCH SEPARATION BETWEEN THE FIREFIGHTERS FOR THE CURRENT DORMITORY CONDITIONS. THERE'S VERY LITTLE SEPARATION EVEN BETWEEN THE MALE AND FEMALE FIREFIGHTERS AS WELL IN SIMILAR TO PD, THEY'RE, YOU KNOW, BUSTING AT THE SEAMS FOR, FOR STORAGE AND FOR ADA UPGRADES, THEY'RE, THEY'RE NEEDING. SO, UH, THIS GOES TO SHOW YOU, AND YOU CAN EVEN SEE, HOPEFULLY YOU CAN SEE IT IN THIS PHOTO, BUT YOU CAN SEE THE SUN SHINING ON SOME OF THESE, THESE GEAR LOCKERS. AND THAT DOES BECOME A SAFETY HAZARD AND, OR AN ADDITIONAL COST BECAUSE AT A CERTAIN POINT THEN THEY HAVE TO UPGRADE THEIR GEAR FASTER THAN ANTICIPATED TO MAKE SURE THAT EVERYBODY IS SAFE. SO FIRE STATION TWO. HOWEVER, WE DID NOTICE THAT THERE WAS ENOUGH SQUARE FOOTAGE. THAT'S THE POSITIVE HERE. FIRE STATION TWO, THERE'S ENOUGH ROOM THAT IF WE DID A RENOVATION, WE CAN FIT IT ALL IN. BUT THEY DO NEED A RENOVATION BECAUSE SIMILAR TO FIRE STATION ONE, THE DORMITORY STILL AREN'T UP TO TYPICAL STANDARD. AND SAME WITH ADA ISSUES FOR SOME OF THE LOCKER ROOMS. SO THE SERVICE CENTER, ONCE AGAIN, WE WENT OVER ALL THE DEPARTMENTS. SO WE HAD GENERAL SERVICES, IT, PARKS AND REC, PUBLIC WORKS AND DEVELOPMENT SERVICES ALL HOUSED IN THIS FACILITY. THAT BEING SAID, ONCE AGAIN, WE'RE NEEDING MORE SPACE, EITHER THAT OR POSSIBLE RELOCATION OF SOME OF THESE DEPARTMENTS TO EASE THE LOAD ON THE FACILITY. WE ALSO NOTICE VERY SIMILAR THINGS IN THE FACT THAT THERE ARE CERTAIN UPGRADES THAT REALLY NEED TO BE ADDRESSED WITHIN, YOU KNOW, A FAIRLY QUICK TIMEFRAME OF ADA UPGRADES AND ALLOCATION OF SPACE AND BETTER UTILIZATION OF THE SPACE. SO IN ONE OF THE MAIN ITEMS IS HAVING ALL THOSE FACILITIES, IT'S REALLY GEARED TO BE A TRUE SERVICE CENTER WITH PARKS AND REC AND OR YES, PARKS AND REC. AND WE CAN SEE PUBLIC WORKS HERE AS WELL, BUT THE PARKING IS AN ISSUE HAVING EVERY DEPARTMENT HERE. AND WE'RE ALSO ASKING THE PUBLIC TO COME TO THIS BUILDING FOR P N Z AND DEVELOPMENT PLAN DEVELOPMENT. SO WE'RE SEEING A STRESS ON THE FACILITY AND SITE RE CONSTRAINTS WITH THIS BUILDING. IN THE FINANCE BUILDING. WE DO HAVE THE PROPER SQUARE FOOTAGE FOR THE BUILDING. WE ONLY HAVE ONE DEPARTMENT RIGHT NOW IN THAT FACILITY. HOWEVER, WE ARE SEEING SOME DEFERRED MAINTENANCE ISSUES THAT WOULD NEED TO BE ADDRESSED AND RENOVATIONS TO THE BUILDING. UM, AS WE CAN SEE HERE, THERE'S ALSO A FEW A D A UPGRADES THAT, UH, WE'RE, WE'RE CALLING OUT A D A RESTROOMS, BUT YET THEY'RE NOT TO CURRENT ADA STANDARDS. TOWN HALL, ONCE AGAIN, THERE IS PROBABLY ENOUGH ROOM IN TOWN HALL, WE'LL GET FURTHER INTO THIS STUDY, BUT RELOCATION OF COUNSEL, FOR INSTANCE, COULD EASE THE STRESS OF THE FACILITY IN THE LOAD CAPACITY FOR THE OCCUPANCY. UM, BUT WE ARE SEEING THAT SIMILAR TO OTHER BUILDINGS, MAINTENANCE IS AN ISSUE HERE WITH ALMOST EVERY FACILITY. AND SO SOME UPGRADES ARE JUSTIFIED IN, IN THIS BUILDING AS WELL. SO LET'S KIND OF NOW DO A DEEPER DIVE INTO THE OPTIONS THAT WE'RE PROPOSING NOW THAT YOU CAN SEE THE FACILITIES AND WHERE THEY STAND CURRENTLY. EXCUSE ME, ERIC. AND FOR INSTANCE, IN THE SERVICE CENTER, IDEALLY, YOU KNOW, PARKS AND REC DOES NOT NEED TO BE NEXT TO FINANCE, WHICH DOES NOT HAVE TO BE NEXT TO COUNCIL, ET CETERA. AND SO WITH THESE OPTIONS AND ALSO LOOKING AT THE CONFERENCE CENTER, WHAT DEPARTMENTS CAN OPERATE MAYBE FREESTANDING OR UTILIZE THE EXISTING BUILDING TO EASE THE LOAD ON THE BUILDINGS. SO OPTION ONE WAS THE RENOVATION OF EXISTING FACILITIES. AND REALLY HERE WE HAD QUESTIONS TO CONSIDER, YOU KNOW, WERE THESE BUILDINGS MEETING THE NEEDS OF THE PEOPLE THAT ARE USING THEM, WHAT CAN WE DO TO ALTER THEM TO MEET THOSE NEEDS? YOU KNOW, WHAT COULD BE A COST ASSOCIATED TO UPDATE THESE BUILDINGS IF WE LEFT THEM WHERE THEY ARE TODAY? AND IS THERE A PRIORITY OR SEQUENCING THAT WOULD MAKE SENSE FOR THE TOWN OF ADDISON TO FOLLOW IN ORDER TO MAKE THESE MODIFICATIONS? SO THAT BEING SAID, ONCE AGAIN, WE KIND OF WENT THROUGH ALL OF THESE IN DISCOVERED THAT POLICE AND COURTS, AS MENTIONED PREVIOUSLY, IS NOT MEETING THE NEEDS THAT THEY NEED ADDITIONAL SPACES. WE DISCUSSED EVERYTHING FROM, UH, TRAINING SPACE, STORAGE SPACE, AND OTHER ITEMS LISTED HERE. BUT THE MAIN THING TO NOTE IS THAT EVEN IF WE JUST RENOVATED THE EXISTING BUILDING TO BRINGING IT UP TO CURRENT STANDARDS, WE'RE LOOKING AT ALMOST 12 MILLION FOR AN OVERALL BUDGET. I MEAN, THIS IS ALL IN BUDGET THOUGH, INCLUDING YOUR AE COSTS EVERYTHING. WE'RE LOOKING AT ROUGHLY 12 MILLION. HOWEVER, THAT DOES NOT INCREASE THE SQUARE FOOTAGE OF THIS BUILDING. AND THAT BEING SAID, THAT'S JUST BRINGING UP THE ENERGY CODES AND EFFICIENCIES AND ADA UPGRADES, ET CETERA. IF WE HAVE TO INCREASE THE DEPARTMENT TO MEET ITS NEEDS, WE NEED TO ROUGHLY ADD AN ADDITIONAL 14,000 SQUARE FEET. IF WE DO THAT, WE'RE LOOKING AT AN OVERALL BUDGET OF ROUGHLY 20 MILLION. SO, UH, LET ME ASK YOU, UH, YES. WHEN YOU DID THIS ANALYSIS, DID YOU CONSIDER, UH, EXPAND STILL TWO STORY BUILDING MORE? IT'S OUT OF THE NOISE, CONTOUR CAN BE THREE STORY BUILDING. DID YOU DO THOSE ANALYSIS? WE DID CONSIDER, WE WERE LOOKING AT THAT 14,000 TO EXPAND OVER THE SALLY PORT IN RANGE AREA. MM-HMM. SO THE NEW POLICE STATION, WE WOULD RECOMMEND A NEW FACILITY AND WITH THIS THAT BUDGET, WE'RE LOOKING FOR A BRAND NEW POLICE STATION, ROUGHLY A 25 MILLION BUDGET. I DO HAVE A INFORMATION AT THE END AS A SUMMARY TO KIND OF RECAP, BUT IF YOU REMEMBER JUST DOING THE ADDITION AND UPDATES TO THE EXISTING FACILITY WAS ALMOST 20 MILLION. THEY POLICE CAN OPERATE IN ITS FACILITY UNTIL THE NEW FACILITY IS COMPLETE AND MAKE A QUICK TRANSITION TO THE NEW BUILDING ONCE THAT HAPPENS. THE REASON THAT WE'VE CREATED THIS PRIORITY LIST IS THAT THEN WE CAN DEMOLISH THE OLD BUILDING OF PD AND COURTS AND THEN EXPAND AND BUILD A NEW FIRE STATION ACROSS THAT SITE.
