UH, FIRST ONE WAS THE, UH, PD AMENDMENT FOR FROST BANK AT THE FORMER HUMPERDINK SITE THAT WAS UNANIMOUSLY APPROVED. AND THEN THE SECOND ITEM WAS BLOCK C, UH, DEVELOPMENT PLANS FOR ADDISON GROVE, UH, THAT WAS ALSO UNANIMOUSLY APPROVED. AND THEY ADDED A COUPLE CONDITIONS THAT REQUIRING, UM, A WOODEN FENCE, TEMPORARY WOODEN FENCE, AND ACROSS THE EMERGENCY ACCESS DRIVE, UH, UNTIL, UH, THE ADJACENT AREAS BUILD OUT. AND THEN, UH, REQUIRING SOME CONSTRUCTION SCREENING TO, UM, UH, PREVENT DEBRIS FROM BLOWING ONTO THE PUBLIC PARKS, UH, WHILE THE SITE IS IS STILL UNDERWAY. UM, SO THERE'S KIND OF THREE COMPONENTS, TWO OF THOSE BEING, UH, NEW. AND THEN, UM, OBVIOUSLY, OBVIOUSLY THE EXISTING PORTION THOUGH, THEY'LL OCCUPY. UM, SO WHAT KIND OF A SYMBIOTIC RELATIONSHIP? THEY ST ST MARTIN'S AND ART ST. SAME FAMILY. AND SO ST. MARTIN'S COULD CONCEIVABLY BE STEALING BUSINESS FROM THEIR OWN FAMILY OF RESTAURANTS. I MEAN, HOW'S THAT? SO ST. MARTIN'S, THEIR CONCEPT IS, UH, LIKE FRENCH CUISINE. SO IT'S A LITTLE BIT, IT'S A DIFFERENT CONCEPT. UM, SO I, AND IT'S SAME OWNER, SO I DON'T THINK THEIR INTENT IS TO NECESSARILY STEAL CUSTOMERS, BUT I DON'T THINK I'VE EVER SEEN ANYTHING LIKE THIS TO OFFER A DIFFERENT EXPERIENCE. UM, IT'S, IT'S LIKE A CHILL KIND OF WINE. IT'S PIANO MUSIC AND ARTHURS HAS LIKE LIVE BANDS AND IT'S MORE CLUBISH, I GUESS. THAT'S COOL. THAT'S COOL. NO, THAT'S, THERE'S, IT'S THE RESTAURANT PARTY. AND AFTER THE MEETING, I STOPPED IN AT ARTHUR'S AND HAD A COCKTAIL ON A CUSTOM AS I AM. AND I, THERE WAS NOBODY IN THE PLACE, BUT THERE WAS A SAID, UM, THERE WAS AN AROMA THAT WAS IN THERE THAT WAS VERY MUSTY. AND, UM, SO I DON'T KNOW. AND, AND OTHERS THAT I HAD SPOKEN TO MENTIONED THE SAME THING IS THAT'S SOMETHING, I MEAN, I DON'T HAVE [00:05:01] ANY IDEA WHAT IT WAS. I DON'T KNOW WHAT MIGHT HAVE CAUSED IT, BUT IT CAN'T GET BETTER IF THEY'RE GONNA ADD ANOTHER RESTAURANT TOO. SO, SO WHAT YOU, YOU, I SUSPECT WHAT YOU'RE SMELLING IS WHAT YOU SEE AND I'LL, I'LL, OR EXPERIENCE IN A FAIR AMOUNT OF RESTAURANTS. I, I'VE, I'VE SMELLED IT IN LIKE, UM, SOME NEWER RESTAURANTS AS WELL. THERE'S A THING CALLED A A P TRAP. SO IT'S A FLOOR DRAIN. YEAH, YEAH. AND IF YOU DON'T KEEP IT MOISTURIZED IT, YOU START TO GET A LITTLE BIT OF THE, THE SEWER SMELL DISGUST COMING BACK UP. WAS IT LIKE THAT OR, I THINK THEY HAVE CLEANING. YOU CAN SMOKE CIGARS IN THERE TOO, MO THAT MIGHT BE PART WHAT YOU SMOKE. NO, IT WASN'T, IT WASN'T, UH, SMOKE SMELL. IT WAS THAT SMELL. TYPICAL, TYPICAL REASON FOR THAT IS THE P TRAP GOT DRY. YOU JUST NEED TO POUR SOME WATER DOWN IN THERE. BUT IS, IS THAT A, DOES THE, UM, WHOEVER THE GO HEALTH INSPECTOR, HEALTH INSPECTOR, IS THAT SOMETHING THAT THEY CHECK ON WHEN THEY GO IN? UH, SO CERTAINLY THEY WOULD INVESTIGATE IF THERE WAS A HOT SMELL TO DETERMINE IF IT WAS A HEALTH ISSUE. BUT SOMETHING LIKE THAT FOR THAT PARTICULAR REASON, WOULD NOT TYPICALLY BE CONSIDERED A HEALTH ISSUE FROM AN INSPECTION STANDPOINT. UM, THEIR, YOUR FOCUS IS ON FOOD PREPARATION AND HOW IT IMPACTS THAT. UM, BUT WHEN WE DO SMELL THINGS LIKE THAT IN RESTAURANTS, WE TRY TO, IN ANY BUSINESS REALLY, WE TRY TO ADVISE THE, THE, UH, MANAGEMENT OF THAT'S A MINOR ISSUE. POUR SOME WATER DOWN THE DRAIN AND IT WILL, IT WILL CORRECT. BUT ANYTIME OUR HEALTH INSPECTORS VISIT A SITE, UH, WE'RE ALWAYS LOOKING TO COACH PEOPLE UP TO, TO IMPROVE THEIR SCORES. AND, AND THEY'RE GONNA HAVE TWO SEPARATE ENTRANCES? CORRECT. SO THESE, THE TWO RESTAURANTS WILL BE COMPLETELY SEPARATED. THEY WILL HAVE TWO SEPARATE LICENSES, LIQUOR LICENSES? UH, YES. AND SO, AND THEY'LL HAVE TWO DIFFERENT DUMPSTER ENCLOSURE CLOSURES. THEY'LL HAVE TWO DIFFERENT ENTRANCES, TWO DIFFERENT KITCHENS. THEY'LL BE, UM, COMPLETELY SEPARATED WITH, UH, I BELIEVE IT'S A ONE HOUR, TWO HOUR, UH, FIREWALL. THERE'S NO PASS BETWEEN THE TWO RESTAURANTS ON THE INTERIOR. OKAY. NOW YOU CAN'T RIGHT. CAUSE YOU CAN'T TAKE DRINKS FROM ONE SIDE TO THE OTHER. RIGHT. WELL, WE LOOK FORWARD TO YOUR PRESENTATION AT THE REGULAR MEETING. ALL RIGHT. AND THEN THE RESIDENCE INN IS, YES. SO, UM, ITEM THREE IS A SPECIAL USE PERMIT FOR, UM, THE SALE OF ALCOHOL FOR ON, ON-PREMISE CONSUMPTION FOR AN EXISTING HOTEL. UM, RESIDENTS IN, UM, WHAT THEY ARE PROPOSING TO DO IS SELL BEER AND WINE FROM THE MARKET PANTRY, WHICH IS LOCATED IN THEIR LOBBY FOR GUESTS TO USE. UM, THEY'RE NOT PROPOSING ANY MODIFICATIONS, ANTERIOR OR EXTERIOR. THEIR MARKET PANTRY IS EXISTING TODAY. THEY WOULD JUST LIKE TO, TO ADD THAT AS A, AN OFFERING TO GUESTS. IS THIS ANY DIFFERENT THAN ANY OTHER, LIKE, HOTELS, MOTELS IN THE AREA WHERE THEY HAVE THE LITTLE PANTRY DOWNSTAIRS? IN THE LOBBY? NO, IT IS THE SAME. SO, SO THEY JUST HAVE NOT HAD ONE FOR EVER AND EVER AND A HOLIDAY INN. AND, AND SO THEY CURRENTLY HAVE ONE, THEY OFFER D NON-ALCOHOLIC BEVERAGES AND VARIOUS PERSONAL CARE ITEMS AND SNACKS AND SO FORTH. UM, BUT THEY HAVE NOT PREVIOUSLY, UM, OFFERED BEER, WINE. UM, SO HOW THIS WAS DISCOVERED WAS THEY APPLIED FOR A T VC APPLICATION THROUGH CITY SECRETARY, WHICH IS THE, THE TYPICAL PROCESS. UM, AND THE CITY SECRETARY CONTACTS PLANNING AND ZONING CONFIRM THEY HAVE AN U TO SELL, UM, ALCOHOL. SO THAT'S WHERE I CAUGHT IT AND BROUGHT IT TO YOU. SO, SO THEY'RE GONNA SELL BEER AND WINE, THEY'RE NOT GONNA SELL LIQUOR. AND WILL PEOPLE JUST TAKE 'EM TO THEIR ROOMS OR DO THEY HAVE, SO YOU CAN'T LEAVE THE AREA? SO THEY DO SERVE, UM, LIKE A CONTINENTAL BREAKFAST. UM, SO THEY DO HAVE A, A SMALL LOBBY AREA AND THEN A, A DINING ROOM THAT'S USED FOR THEIR, UM, THEIR CONTINENTAL BREAKFAST. SO IF A GUEST WOULD LIKE TO TAKE IT INTO THAT, I GUESS IT'S A DINING AREA OR THEIR LOBBY AREA, THEY'RE WANTING TO DO THAT, BUT I BELIEVE THE INTENT IS FOR THEM TO TAKE IT BACK TO THEIR ROOMS. SO ARE THESE LIKE DOING THE INDIVIDUAL, THEY'RE SELLING BOTTLES OR GONNA, THEY WILL BE LIKE INDIVIDUAL BOTTLE, LIKE LITTLE BOTTLES? YEAH, LIKE BOTTLES OR CANS. I DON'T, I DON'T, THEY'RE NOT IN, THEIR INTENT IS NOT TO SELL LIKE 30 PACKS OF, YOU KNOW, BEER OUT OF THEIR LOBBY. UM, THEY HAVE, THERE'S A PHOTO, UM, THERE'S A PHOTO IN THE PACKET, AND THEN IN THE PRESENTATION AS WELL, YOU'LL SEE THEY'RE JUST LITTLE BEVERAGE COOLERS LIKE YOU WOULD SEE AT HOME EVEN, UM, THAT HAVE VARIOUS SODAS AND ENERGY DRINKS AND BOTTLED WATER IN THEM THAT YOU CAN PURCHASE INDIVIDUALLY. WOULD YOU SAY THE VAST MAJORITY OF MOTELS IN ADDISON AT THIS? SO WE ACTUALLY DID AN INSPECTION OF ALL OF THEM TO DETERMINE, [00:10:01] UM, THE BEER AND WINE COMPONENT. I CAN'T NECESSARILY SPEAK TO THE MARKET PANTRY, UM, UH, EXCLUSIVELY. BUT AS FAR AS, UM, BEER AND WINE, WE FOUND, I BELIEVE WE HAVE 31, 31 OR 32, UM, HOTEL MOTELS IN ADDISON. UM, WE FOUND SEVEN OF THEM TO BE SELLING BEER AND WINE. UM, FOUR OF THEM HAVE EXISTING SUVS. SO THERE ARE JUST A COUPLE THAT HAVE INTRODUCED THIS THAT HAVE NOT GONE THROUGH THE PROPERTY. IT SEEMS LIKE A REVENUE SOURCE A LOT OF FOLKS ARE MISSING, I WOULD TELL YOU. SO IF THEY GET THIS U CAN THEY SELL CASES OF BEER IN CASES OF WINE? I MEAN, DOES THAT, DOES IT LIMIT IT OR IS THAT, SO IT'S NOT, UM, IT IS, THE S U REQUEST IS FOR ON-PREMISE CONSUMPTION. UM, SO REALLY THE INTENT IS FOR SOMEONE TO CONSUME IT ON THE PROPERTY, NOT SELLING, NOT A RETAIL BUSINESS THAT'S SELLING WITH THE INTENT TO LEAVE THE PROPERTY. UM, BUT CAN THEY, IF WE DO THIS OR GO BACK UP TO THE ROOM AND CONSUME A CASE, SURE. NO, I'M TALKING ABOUT WHAT ABOUT, WE'VE HAD HOTELS THAT TURNED INTO APARTMENTS, YOU KNOW WHAT I MEAN? LIKE, I JUST WANNA MAKE SURE THAT LIKE RIGHT NOW THEIR INTENT IS THAT, BUT CAN THEY ULTIMATELY EITHER SO, OR, OR CAN WE PUT A LIMIT ON IT? CAN YOU SAY NOT PACKAGE LIQUOR TYPE OF THING, OR, YOU KNOW, JUST THAT WOULD BE A, AN APPROPRIATE CONDITION THAT YOU COULD PUT ON IT ON, IF YOU WISH TO REGULATE IT IN THAT WAY? UM, ARE, UH, A LOT OF LIMITED SERVICE HOTELS EXPERIENCED SOME CHALLENGES, BUT THEY CAN'T JUST FLIP A SWITCH ONE DAY AND SAY, WE'RE GONNA OPERATE AS AN APARTMENT. SO TOWN HAS, WELL, WE HAVE THAT WELL COMPLEX APARTMENT THAT IS DEFACTO IN. WELL, YOU KNOW WHAT I'M SAYING? THAT'S WHAT I'M VERY AWARE OF. . RIGHT. BUT THAT'S WHAT I'M SAYING IS I JUST WANNA MAKE SURE THAT WE'RE NOT OPENING DOOR BECAUSE BEFORE THAT ONE TIME WHEN I VOTED ON NOT PUTTING THE SUVS, YOU SAID, OH, BUT YOU LEFT IT WHERE THEY CAN SERVE ALCOHOL. AND THAT'S NOT WHAT WE INTENDED TO DO. SO I'M JUST TRYING TO MAKE IT CLEAR RIGHT. THAT I DON'T ACCIDENTALLY SAY, YES, YOU CAN SELL ANY TYPE OF ALCOHOL. RIGHT. ANY, RIGHT. THAT'S ALL I'M ASKING. SO FOR EXAMPLE, THEY CAN'T PUT IN A BAR IN THEIR BREAKFAST AREA AND START OPERATING AT A BAR, THINGS LIKE THAT. SO, UM, HOPEFULLY THAT WILL HELP EASE, UM, SOME OF THOSE CONCERNS AND ALSO WOULD CREATE A ZONING VIOLATION IF THEY DID TRY TO EXPAND BEYOND WHAT THEIR CURRENT INTENT IS. RIGHT. I I THINK THE FACT THAT THEY CAME TO THE TOWN AND REQUESTED THIS SPEAKS TO THEIR, THEIR INTENT TO, IF THEY WERE TRYING TO BECOME A DEFECTIVE APARTMENT, THEY, THEY WOULDN'T, THEY WOULDN'T BE ON THIS. THEY WOULDN'T ASK FOR PERMISSION. YEAH. DO YOU GO BACK TO THOSE OTHER HOTELS THAT YOU SAID, LIKE THERE WERE SEVEN THAT HAD SUVS ALREADY.
