THEY'RE DONE WITH THE 65 GALLON CART AND THE RESIDENCE OF ADDISON HAVE THE TOP RECYCLING PROGRAMS IN THE STATE OF TEXAS.
THEY'RE AVERAGING AROUND TW 38 POUNDS PER HOUSEHOLD PER HOME.
IT DIED A LITTLE, IT WENT DIPPED A LITTLE BIT BECAUSE OF COVID, EVERYBODY, UM, HOME.
BUT THAT STILL IS ONE OF THE TOP PROGRAMS IN TEXAS.
AND WHAT THE SERVICE INQUIRIES ARE, WE SERVICE, WE GO BY THE RESIDENTS OF ADDISON TWICE A WEEK ON MONDAYS AND THURSDAYS, AND WE APPROXIMATELY GO BY 2,600 TIMES.
THERE'S ARE OPPORTUNITIES TO FAIL OR SUCCEED.

AND BEFORE CWD WAS WORKING WITH THE TOWN OF ADDISON, THESE EVENTS WERE NOT GREEN EVENTS.
AND WE PUT AN OPEN TOP OUT THERE AND WE, WE WORK WITH THE CITY STAFF ON TRAINING THEM.

AND IT TAKES THE STATE OF TEXAS AND EVERY YEAR THEY LOOK FOR AWARDS AND THINGS OF THAT NATURE.
THERE'S APPROXIMATELY 1200 COMMUNITIES IN THE STATE OF TEXAS, IN THE TOWN OF ADDISON WAS AWARDED A SPECIAL EVENT FROM RECYCLING, WHICH I'LL GIVE THIS TO SEAN AFTERWARDS FOR THEIR INNOVATIVE RECYCLING OF SOME OF JUST, NOT THE RESIDENTS OF ADDISON, BUT THE WHOLE COMMUNITIES OF THE DALLAS FORT WORTH AREA.

UH, WE'RE HERE THIS EVENING TO PRESENT A PROPOSED DEVELOPMENT OPPORTUNITY AT THE AIRPORT.
UM, THIS ITEM, UH, MY PRESENTATION IS A COMBINATION OF ITEM NUMBER 14 AND NUMBER 15, UH, WHICH WE'LL DISCUSS THE, UH, PROPOSED FINANCING.
THE PROPOSED DEVELOPMENT IS, UH, A SIX AND A 6.6 ACRE, UH, DEVELOPMENT AT, UH, UH, ADDISON AIRPORT.
IT IS, UH, THE PROPOSAL IS TO AMEND THE EXISTING ADDISON HANGAR GROUND LEASE THAT THE COUNCIL APPROVED BACK IN, UH, LATE JUNE OF LAST YEAR.
THE PROPOSED DEVELOPMENT IS TO BE SITUATED ON THE SITE, UH, UH, WHERE THE EXISTING, UH, KAVANAUGH AND MONARCH AND DALLAS SKIES FACILITIES, WHICH ARE ALL THREE, UH, EXISTING, UH, PROPERTIES THAT EITHER ARE GRAND LEASED OR SUBJECT TO A COMMERCIAL LEASE AT THE AIRPORT.
ALL OF 'EM ARE DUE TO EXPIRE HERE, UH, EITHER IN THE IMMEDIATE FUTURE OR NEAR FUTURE.
UH, THE FIRST SIDE HERE THAT, UH, IS AFFECTED BY THIS PROPOSED DEVELOPMENT IS THE MONARCH AVIATION SITE, UH, IDENTIFIED IN THE, UH, HIGHLIGHTED IN THE ORANGE WITH THE ADDRESS OF 45 80 CLAIRE CHANAL DRIVE.
UH, MONARCH IS A FLIGHT SCHOOL AIRCRAFT MAINTENANCE CHARTER MA, UH, CHARTER OPERATOR, UH, AT THE AIRPORT.
UH, IT'S CURRENTLY A GRAND LEASE PROPERTY THAT WAS ORIGINATED IN 1983.
MONARCH ACQUIRED THE PROPERTY, UH, LEASEHOLD INTEREST IN THE BUILDING, IMPROVEMENTS IN, IN 1994, AND HAVE OPERATED THERE SINCE THE, UM, UH, IN 2007 AND 2012, TWO SEPARATE OCCASIONS.
WE, UM, HAD MET WITH MONARCH ON SEVERAL, UH, SEVERAL TIMES DURING THAT PERIOD OF TIME TO

EXPLORE AND TO NEGOTIATE A GROUND LEASE EXTENSION WHERE THEY WOULD MAKE, UH, CERTAIN CAPITAL IMPROVEMENTS TO THE, UH, UH, SITE IN EXCHANGE FOR A LONGER TERM EXTENSION, AS WELL AS A GROUND RENT, UH, MODIFICATION.UH, IN BOTH CASES, UH, THE NEGOTIATIONS DID NOT, UH, COME TO FRUITION AND THE, UH, DISCUSSIONS WERE, UH, UH, SEIZED, CEASED BY THE, UH, TENANT AT THE TIME IN, UH, FEBRUARY OF 2020.
AS WE APPROACH THE, THE END OF THE GROUND LEASE TERM.
UM, THE GROUND LEASE HAS A PROVISION IN IT AS ALL OUR GROUND LEASES DO AT THE AIRPORT, WHERE THE OWNERSHIP OF THE BUILDING IMPROVEMENTS WILL REVERT TO THE TOWN AT THE END OF THE LEASE TERM.
UH, WE SEND A LETTER TYPICALLY TO OUR GRAND LEASE TENANTS, UH, THREE TO FIVE YEARS OUT OF THE, UM, UH, FROM THE EXPIRATION OF THE LEASE TERM TO HIGHLIGHT TO THEM THAT THE, THE GRAND LEASE IS COMING TO TURN, UM, THAT DURING THE COMING MONTHS THAT WE'LL DO A PROPERTY CONDITION ASSESSMENT, WE'LL DO AN ENVIRONMENTAL ASSESSMENT AND VARIOUS US OTHER DUE DILIGENCE AS WE'RE, UM, DETERMINING THE CONDITION OF THE FACILITIES AT THE END OF THE LEASE, WHETHER THE, THE LEASE IS OR THE, THE IMPROVEMENTS ARE IN CONDITION AS REQUIRED BY THE LEASE TOWARDS THE END OF THE LEASE TERM.
UH, AS WELL AS WE ALSO DO PLANNING AS TO WHAT WOULD BE THE FU FUTURE USE OF THAT FACILITY.
UM, AND, UM, AFTER WE DID THAT, UH, VARIOUS DUE DILIGENCE, UM, AND GIVEN OTHER DYNAMICS WITHIN THE AIRPORT TO LARGELY A LOT OF THE MARKET DEMAND AND SUCH LIKE THAT, UH, WE MADE THE DETERMINATION THAT THE, THE, THE CURRENT FACILITY IN ITS CONDITION AS WELL AS, UH, THE CAPITAL EXPENDITURE THAT IT WOULD TAKE TO MAKE THAT BUILDING MARKETABLE FOR ANY EXTENDED PERIOD OF TIME, UH, IF THE, THE CITY TOOK OVER IT, UH, WAS NOT, UM, FEASIBLE AS WELL AS, UH, NOT SERVING THE BEST INTEREST FOR THE TOWN.
UH, DALLAS SKIES IS THE PROPERTY HIGHLIGHTED IN 45, UH, UH, IN THE BLUE ADDRESS, 45 76.
UH, IT TWO IS A GROUND LEASE PROPERTY, UH, EXCUSE ME, I MEANT TO MENTION THAT THE, UH, MONARCH HANGAR GROUND LEASE EXPIRES, UH, THIS, UH, END OF FEBRUARY OF 23, UM, 45 76 IS A GROUND LEASE PROPERTY, UH, AS WELL.
UM, DOW SKIES HAS BEEN THE TENANT OF THAT PROPERTY FOR THE ENTIRE 40 YEAR PERIOD.
HOWEVER, THEY LARGELY HAVE BEEN IN, UM, CERTAINLY SINCE MY TENURE AT THE AIRPORT FOR THE LAST 20 YEARS.
THEY'VE BASICALLY BEEN AN ABSENTEE, UH, OWNER WHERE THEY HAVE SUBLET THE ENTIRE FACILITY TO KAVANAUGH FLIGHT MUSEUM FOR, UH, USE IN CONNECTION WITH THEIR MUSEUM OPERATIONS.
UM, THE GROUND LEASE IS DUE TO EXPIRE, UH, END OF SEPTEMBER OF 23.
AND, UH, WE HAVE BEEN, UH, WE'VE IN A SIMILAR FASHION DELIVERED A REVERSION LETTER.
WE HAVE BEEN WORKING WITH THE TENANT.
WE'VE DONE OUR PROPERTY CONDITION ASSESSMENT, ENVIRONMENTAL ASSESSMENTS, AND, AND THEN BEEN IN COMMUNICATIONS WITH THAT TENANT IN PREPARATION FOR THE REVERSION OF THAT PROPERTY.
UH, THE OTHER THREE GREEN PROPERTIES ARE THE KAVANAUGH, UH, GROUND LEASH PROPERTIES, OR WERE GROUND LEASH PROPERTIES, UH, 45 72 AND 45 70 REVERTED TO THE CITY BACK IN, UH, 2021.
UM, WE, THROUGH, WITH THE DIRECTION OF THE TOWN, WE, UH, ENTERED INTO A COMMERCIAL LEASE WITH KAVANAUGH FLAG MUSEUM TO PROVIDE THEM SOME ADDITIONAL TIME UP TO WHERE THEIR LEASES SCHEDULED TO EXPIRE IN DECEMBER OF 2024 AS COMMERCIAL LEASES.
UH, PROPERTY 45 74, ACTUALLY GROUND LEASE THAT EXPIRED THIS PAST NOVEMBER.
UH, WE'VE ALLOWED THE, THE TENANT TO CONTINUE KAVANAUGH FLIGHT MUSEUM, UM, AS A HOLDOVER IN THAT GROUND LEASE AS WE'RE FACILITATING A CONSOLIDATED COMMERCIAL LEASE TO ROLL 45, 70 45, 72, 45 74, INTO A SINGLE LEASE AGREEMENT JUST TO MAKE IT MORE SIMPLE TO ADMINISTER AND MANAGE AND, AND, UH, UH, GO FORWARD WITH ADDITIONALLY BE BESIDES CAUSE.
UH, KAVANAUGH IS ALSO OCCUPYING AND USING 45 76 IN ANTICIPATION OF THAT PROPERTY REVERTING BACK TO THE TOWN IN SEPTEMBER.
THE PROPOSED LEASE PROPOSAL, WHICH WILL BE COMING TO THE COUNCIL WITH IN THE, IN THE COMING WEEKS, UH, WOULD ROLL 45 76 INTO THAT SAME SINGLE LEASE AGREEMENT, UH, FOR THE DURATION OF THE REMAINING TERM.

UM, THE EXISTING LEASE AGREEMENT WITH KAVANAUGH HAS AN EARLY SIX MONTH, UH, UH, TERMINATION PROVISION WHERE EITHER PARTY CAN EARLY TERMINATE THAT LEASE AGREEMENT, UH, THE LAST SIX MONTHS, WHICH THE NEW PROPOSED LEASE AGREEMENT WOULD EFFECTIVELY EXERCISE THAT BY STATING THE, UM, STIPULATING THAT THE LEASE TERM WOULD EXPIRE SEPTEMBER OF 2024 INSTEAD OF DECEMBER OF 2024.UH, WE HAVE BEEN IN COMMUNICATIONS WITH THE KAVANAUGH, UM, REPRESENTATIVES, UH, IN, IN, WELL IN THE LAST SEVERAL YEARS IN, IN THIS WHOLE PROCESS HERE AND WORKING WITH THEM THROUGH THE REVERSION PROCESS AS WELL AS, UM, THE WIND DOWN OF THEIR FACILITY HERE AT DANON AIRPORT.
UM, THE CITY HAD, UM, COMMISSIONED A STUDY SEVERAL YEARS BACK THAT, UH, INVESTIGATED WHAT THE, UH, KAVANAUGH FLIGHT MUSEUM AND, AND THE FEASIBILITY OF IT CONTINUING.
UM, WE HAD, UH, ALSO DONE AN AN, UH, INTERNAL FEASIBILITY ASSESSMENT.
AND, AND BASICALLY THE OUTCOME OF THOSE, UH, UH, ANALYSES WERE THAT KAVANAUGH FLIGHT MEETING REALLY NEEDED A PURPOSE-BUILT FACILITY.
UM, A THIRD PARTY REPORT INDICATED THAT THEY NEEDED 10 TO 15 ACRES TO SUPPORT THE, THE OPERATIONS IN WHICH WERE ENVISIONED AT THE TIME.
THIS IS CERTAINLY ONLY SIX ACRES AND, UH, AS ALL FIVE PROPERTIES HERE, UH, ARE SHOWN HERE, UM, CERTAINLY WOULDN'T MEET THAT A FLIGHT MUSEUM OF, OF THE NATURE OF KAVANAUGH NEEDING STREETSIDE VISIBILITY AND OTHER ISSUES.
UM, AND THE EXISTING FACILITIES HERE ARE NOT REALLY CONDUCIVE FOR, UM, SPECIAL EVENTS AS FAR AS, UM, THE TYPE OF EVENTS IN WHICH KAVANAUGH LIKE TO, TO HOST.
SO REALLY, THE, THE LONG TERM ON, ON, UH, UH, USE AND BENEFIT AS KAVANAUGH FLAT MUSEUM.
THESE FACILITIES HERE, UH, JUST WERE NOT, UH, WAS DETERMINED NOT TO BE FEASIBLE IN JUNE OF 2022, JUST, UH, ABOUT SIX MONTHS, SIX, SEVEN MONTHS AGO, THE COUNCIL HAD APPROVED, UM, A NEW FOUR YEAR GROUND LEASE WITH SKY HARBOR GROUP, UH, DOING BUSINESS AS ADDISON HANGAR'S, L L C TO REDEVELOP THE, UH, FORMER JETPORT SITE, UH, ANOTHER SIX ACRE SITE, UH, THAT'S OFF TAX AWAY ALPHA AND TAX AWAY VICTOR.
UM, IT IS, UH, ADDISON HANGARS IS NOW IN THE PROCESS OF, OF PERMITTING PROCESS AND DESIGN PROCESS, UM, IN, IN, UM, IN HOPES OF GETTING THEIR PERMIT TO, UH, COMMENCE CONSTRUCTION HERE IN THE, UH, NEXT, UH, COUPLE OF MONTHS.
UM, THEIR PROPOSAL OR THEIR, THEIR PLANTS CONSIST OF A, UH, FIVE, 14,000 PLUS, UH, SQUARE FOOT EXECUTIVE HANGERS, UH, AS WELL AS ONE 30,000 SQUARE FOOT SEMI-PRIVATE EXECUTIVE HAMMER HANGAR.
THESE ARE TO BE COMMERCIALLY MANAGED BY A, UH, ADDISON HANGER LLC.
OTHERWISE, IT'LL BE A, A MANNED FACILITY WHERE, UH, THEY WILL HELP MANAGE THE, NOT MANAGE THE AIRCRAFT THEMSELVES, BUT, UH, MOVE THE AIRCRAFT, PREPARE 'EM FOR, UH, FUELING, UH, WORK WITH THE TENANTS AS AS HOWEVER, UH, SO IT WILL BE A MANAGED SUBLEASE FACILITY WHERE THEY'RE, UH, ADDISON HANGARS WILL BE LEASING TO CORPORATE FLIGHT DEPARTMENTS AND EXECUTIVE, UH, FLIGHT DEPARTMENTS.
THE PROPOSED, UH, UH, EXPANSION TO THE ADDISON HANGARS IS, IS IDENTIFIED HERE, IS PHASE TWO, WHICH IS THE FORMER KAVANAUGH AND, UH, MONARCH SITES.
AND THE, THE, UH, GRAPHIC HERE IS SHOWING THE PROXIMITY TO THE PHASE ONE SITE.
UH, CLA SCHALL STREET, UH, SEPARATES THE TWO.
UH, THE PROXIMITY OF THE TWO DEVELOP, UH, PHASES OF THE DEVELOPMENT, UH, CERTAINLY LENDS ITSELF TO THE ONSITE MANAGEMENT AND, UH, UH, UH, CER, UH, PROVIDING THE CONCIERGE TYPE SERVICES IN WHICH, UH, ADDISON HANGARS IS, UH, GOING TO PROVIDE.
UH, THE SITE IS LI LOCATED ALONG CLA CHANAL.
THERE IS APPROXIMATELY 800 FOOT OF FRONTAGE, A ALONG AWAY UNIFORM, WHICH IS RATED, UH, FOR AIR, UH, AIRCRAFT DESIGN GROUP TWO AIRCRAFT, WHICH IS THE MID-SIZE JET SIZE GROUP.

UH, THESE ARE, UH, A COUPLE RENDERINGS PROVIDED TO US BY ADDISON.
HANGERS OF THE, UH, TO THE RIGHT IS THE FOUR BAY HANGAR, UH, THE FOUR 14,200 SQUARE FOOT HANGERS, AND THE ONE TO THE LEFT IS THE LARGER SEMI-PRIVATE HANGAR.
UH, THE SUMMARY OF THE TERMS AND CONDITIONS TO THE AMENDMENT OF THE EXISTING GROUND LEASE WOULD INCLUDE ANNEXING THE 6.06 ACRES, UH, TO THE DEMISE PREMISES OF THE ADDISON.
UH, HANGAR'S LEASE DOES PROVIDE FOR A 90 DAY DUE DILIGENCE PERIOD WHERE, UM, WE'RE, UH, ADDISON HANGARS MAY CONDUCT THEIR GEOTECH INVESTIGATIONS, THEIR ENVIRONMENTAL INVESTIGATIONS ON THE EXISTING PROPERTIES.
UM, SHOULD THERE BE ANY KIND OF, UH, CONDITIONS THERE THAT, UH, ESPECIALLY IN THE ENVIRONMENTAL CATEGORY, UM, THAT NEED TO BE REMEDIED.
THE, UH, TOWN OF ADDISON WOULD BE RESPONSIBLE FOR THE REMEDIATION, UH, UP TO, UH, THE FIRST $500,000.
UH, IF IT, BEYOND THAT, WE WOULD COME BACK TO COUNCIL, UH, FOR THAT $500,000 IF IT EVEN GETS TO THAT.
UH, WE REALLY, AT THIS POINT IN TIME, UNTIL THOSE INVESTIGATIONS ARE DONE, UH, REALLY HAVE NO IDEA WHAT KIND OF CONDITIONS THAT WE ARE TALKING ABOUT BASED UPON OUR EXPERIENCE WITH EXISTING BUILDINGS OF, OF IN THE SAME AGE.
WE DO HAVE KIND OF A SENSE, UM, OF, OF WHAT WE THINK IT MIGHT BE, BUT WE, WE BELIEVE THAT 500,000 WILL BE MORE THAN AMPLE TO, UH, MEET THOSE REQUIREMENTS.
UH, THE TERM OF THE LEASE, ALTHOUGH ADDISON HANGAR LEASE HASN'T EVEN COMMENCED YET BECAUSE, UM, PHASE ONE WILL NOT LEASE TERM WILL NOT COMMENCE UNTIL THEY ACHIEVE SUBSTANTIAL COMPLETION.
HOWEVER, THERE WILL BE A, A MODEST LAPSE OF TIME, MAYBE TWO TO THREE YEARS BETWEEN PHASE ONE AND PHASE TWO WHEN ALL IS SAID AND DONE, AND PHASE TWO ACHIEVES SUBSTANTIAL COMPLETION.
BUT THE AGREEMENT IS, IS TO RE-UP THE LEASE AGREEMENT FOR THOSE, UH, TWO OR THREE YEARS SO THAT THEY HAVE THE MAXIMUM STATUTORY, UH, TERM, GIVEN THAT THE FACT THAT THEY'RE SPENDING AN ADDITIONAL 27, 20 8 MILLION IN CAPITAL IMPROVEMENTS.
UM, IF THE BASE RENT WOULD BE THE SAME AS PHASE ONE, UM, IN THE PHASE ONE AGREEMENT, THERE IS STIPULATED RATE INCREASES, UH, BASED UPON WHENEVER THEY ACHIEVE SUBSTANTIAL COMPLETION.
ONCE THEY ACHIEVE SUBSTANTIAL CLEAR, UH, COMPLETION, THAT RATE WILL LOCK IN AND THEN THEY'LL BE SUBJECT TO BIENNIAL, UH, C P I ADJUSTMENTS OVER THE REMAINING TERM.
UM, THE CONSTRUCTION OF THE BUILDING IMPROVEMENTS, AGAIN, THE DESIGN, UH, THE QUALITY OF CONSTRUCTION AND EVERYTHING WILL BE THE SAME AS, UH, THE PHASE ONE DEVELOPMENT.
THE TENANT HAS OFFERED SOME INCENTIVES TO THE TOWN.
UM, THE FIRST IS, UH, THEY WOULD PROVIDE A $250,000 SECURE DEPOSIT, UM, UPON THE EXECUTION OF THE AGREEMENT, WHICH WE HAVE RECEIVED, THE, WE HAVE AN EXECUTED AGREEMENT FROM THE TENANT.
WE HAVE ALSO RECEIVED, UH, WIRE PROCEEDS, UH, IN THE PAST COUPLE OF DAYS, UH, FOR THE, THAT SECURITY DEPOSIT.
UM, THE SECURITY DEPOSIT WOULD REMAIN AS A SECURITY DEPOSIT UNTIL THEY ACHIEVE SUBSTANTIAL COMPLETION.
WHEN THEY START PERFORMING, THAT SECURITY DEPOSIT WOULD ROLL OVER TO, UM, PREPAID RENT.
UH, I WOULD LIKE TO POINT OUT WITH THE GROUND LEASE, YOU TYPICALLY DON'T HAVE SECURITY DEPOSITS BECAUSE YOUR BUILDING IMPROVEMENTS IS YOUR SECURITY.
IT'S YOUR COLLATERAL SHOULD THEY DEFAULT, UM, AND YOU FORECLOSE ON, ON THE DEFAULTED, UH, PREMISES, THEN THE CITY BECOMES THE OWNERSHIP JUST AS A BANK WOULD.
SO YOU TYPICALLY DON'T HAVE SECURITY DEPOSITS.
BUT THIS IS JUST AN ADDED, UH, INCENTIVE PROVIDED BY, UM, OFFERED BY THE, THE TENANT TO, UH, INCI INCENTIVIZE THE, THE CITY, UH, TO, UH, ACCEPT THIS AMENDMENT.

OFFERED TO, UM, TO CONTRIBUTE A THOUSAND SQUARE YARDS OF HEAVY PAVEMENT FOR THE ADDISON, UM, AIRPORT, UH, SERVICE VEHICLE ROAD, WHICH IS A ROAD, THAT PRIMARY ROAD THAT PARALLELS TO THE TAXIWAY, UM, THAT WOULD, UH, IS IN DESPERATE NEED OF RECONSTRUCTION FROM ONE END TO THE OTHER.UM, THEY HAVE OFFERED TO DO ROUGHLY A THOUSAND SQUARE YARDS.
THIS WILL BE ACTUALLY IN FRONT OF PHASE ONE, BUT THIS WOULD BE A TYPICAL CAPITAL IMPROVEMENT OF THE AIRPORT, HOWEVER, THEY'RE PROPOSING TO AS AN INCENTIVE, IF, IF THE TOWN, UH, UH, APPROVES THIS AMENDMENT, UH, BEFORE JANUARY 31, THAT THEY WOULD CONTRIBUTE THAT, UH, UH, UH, ROAD IMPROVEMENTS, UH, THE ESTIMATED VALUE OF THOSE ROAD IMPROVEMENTS ARE ROUGHLY A QUARTER MILLION DOLLARS.

UH, SHOULD THE TENANT DEFAULT ON EITHER PHASE ONE AND PHASE TWO, THAT SECURE DEPOSIT WOULD BE, UH, FORFEITED BY THE TENANT AND IT WOULD, UH, THEN BECOME THE AIRPORT'S PROPERTY.
UM, AND I WOULD LIKE ALSO TO POINT OUT THAT THE SECURITY DEPOSIT NOT ONLY IS, UH, UNUSUAL FOR A GROUND LEASE PROPERTY, BUT I ALSO WANNA POINT OUT THAT THIS IS NOT TO, UM, BE IN LIEU OF OR REPLACE ANY KIND OF PAYMENT OR PERFORMANCE BOND THAT IS REQUIRED UNDER THE LEASE DURING THE CONSTRUCTION PERIOD.
UM, THE GROUND LEASE REQUIRES THAT THE TENANT PROVIDE A PAYMENT PERFORMANCE BOND DURING CONSTRUCTION, WHICH IS REALLY THE HIGHEST RISK PERIOD FOR THE AIRPORT, UM, IN, IN SEEING THAT THAT CONSTRUCTION IS COMPLETED.
SO THE SECURITY DEPOSIT IS NOT TO REPLACE THE PAYMENT OF PERFORMANCE BOND IN ANY MANNER THE TENANT HAS WITH THE PHASE ONE.
AND, AND WHAT THE COUNCIL WILL APPROVE BACK IN, IN JUNE, UH, IS TO BE FINANCED USING PRIVATE ACTIVITY BONDS.
UH, PRIVATE ACTIVITY BONDS, UH, UM, IN ADDISON HANGARS IS REQUESTING FOR THE COUNCIL TO CONSENT TO THE INCREASED AMOUNT.
UH, THEY PREVIOUSLY ASKED FOR 22 8 20 $2,800,000.
UM, THEY'RE ASKED FOR THE NOW TO INCREASE THAT AMOUNT TO 71,890,000 TO, UH, COVER BOTH, UH, TO FINANCE BOTH PROJECTS, PHASE ONE AND PHASE TWO.
UM, THE PRIVATE ACTIVITY BONDS ARE BEING ISSUED BY THE PUBLIC FINANCE AUTHORITY.
UH, THEY ISSUE THE TAX EXEMPT CONDUIT BONDS NECESSARY TO FUND THE PROJECT.
UM, THE PUBLIC FINANCE AUTHORITY IS AN ENTITY CREATED BY LOCAL GOVERNMENTS FOR THE BENEFIT OF LOCAL GOVERNMENTS FOR ISSUING TAX EXEMPT BONDS TO, TO HELP FUND AND FINANCE PRIVATE DEVELOPMENTS ON PUBLIC, UH, FACILITIES SUCH AS AN AIRPORT.
UH, THE COMPLIANCE WILL BE SECURED BY THE LEASEHOLD INTEREST OF THE BUILDING IMPROVEMENTS HELD BY ADDISON HANGARS, L L C.
UH, THE BALANCE WILL BE REPAID FROM THE OPERATING REVENUES FROM ADDISON HANGAR'S.

WE USE A ESTIMATED RATE OF ROUGHLY 73 CENTS PER SQUARE FOOT, A HANGAR, UM, PER HANGAR SQUARE FOOT, UH, FOR THAT, UH, ESTIMATE.

SO ABOUT 245,000 IN AD VALIUM TAX, UH, ON AN ANNUALIZED BASIS.
UH, SO THE ECONOMIC IMPACT IS, IS ROUGHLY A MILLION DOLLARS PER PARCEL, JUST SHORT OF, OF $2 MILLION COMBINED FOR THE TWO, UH, THE NET CASH FLOW ESTIMATED.

WHEN I INQUIRED ABOUT THE EXTENSION AND THE BELIEF THAT WE WERE MEETING TO DISCUSS PER EXPECTATIONS THAT FOURTH BILL QUICKLY DENIED ANY CONVERSATION, HAD HAD LESS THAN TWO MONTHS LATER RECEIVED THE LETTER FROM BILL STATING THEY WOULD NOT EXTEND OUR LEASE.
WE CONTACTED JOHN CRAWFORD AS WE FELT THAT WE WERE NOT FAIRLY GIVEN THE OPPORTUNITY, AND ALSO PROVIDED A COPY OF THE EMAIL SHOWING THAT BILL HAD CLEARLY BEEN AWARE OF THE PART OF THE EXTENSION CONVERSATION.
JOHN WAS ABLE TO ORCHESTRATE A MEETING WITH ALL THE PARTIES AFTER A CHALLENGING BACK AND FORTH.
BILL FINALLY ADMITTED AND I QUOTE, YES, WE HAD THESE CONVERSATIONS.
SO WHAT BILL MADE IT CLEAR THAT HE WAS PROCEEDING FORWARD WITH HIS PROPOSAL AND WOULD NOT CONSIDER ANY PROPOSAL OR DISCU DISCUSSION WITH MONARCHY REGARDING AN EXTENSION.
WITH THE ASSISTANCE OF JOHN, WE WERE ABLE TO HAVE BILL CONSIDER A SHORT-TERM EXTENSION TO PROVIDE MORE TIME FOR US TO FIND ANOTHER FACILITY OR TO LIQUIDATE BILL PUSHED MONARCH AIR INTO A CORNER BASED ON HIS FALSE STATEMENTS THAT WE WOULD BE OFFERED IN EXTENSION.
AS YOU CAN IMAGINE, MOVING AN ESTIMATED COMPANY OF 36 YEARS IN EQUIPMENT WOULD TAKE SOME TIME AFTER TALKING WITH A FEW CITY OFFICIALS AND A LOCAL RESIDENT ACTIVE IN THE AIRPORT OPERATION.
I ROUTINELY HEARD HOW THIS WAS NOT THE ADDISON WAY AND THAT THIS SITUATION WAS WRONG.

THE, UH, ORDINANCE BEFORE YOU PROVIDES ONLY, UH, INFORMATION FOR, UH, OUR KEY DATES FOR THE ELECTION.
UH, THE ELECTION ON SATURDAY MAY 6TH, 2023 IS FOR THE ELECTION OF MAYOR AND THREE COUNCIL MEMBERS.
THE FILING DATE IS JANUARY 18TH THROUGH FEBRUARY 17TH.
AND THE, UH, BALLOT DRAWING DATE IS SET FOR FEBRUARY 21ST.
UH, EARLY VOTING BY PERSONAL APPEARANCE IS SCHEDULED FOR APRIL 14TH THROUGH MAY 2ND, AND EARLY VOTING BY MAIL DEADLINE IS APRIL 17TH.
THERE IS ADDITIONAL INFORMATION THAT'S INCLUDED IN THIS ORDINANCE.
UH, AND UM, ONE OF THE KEY THINGS THAT'S, UH, UH, UH, ADDED TO THE ORDINANCE IS THE DESIGNATION OF POLLING PLACES.
UM, THE TOWN'S DESIGNATED POLLING PLACES MUST BE PROVIDED PRIOR TO FINALIZING THE DALLAS COUNTY VOTE CENTER, UH, UH, COMMITTEE.
UH, WE MUST GIVE THEM A, UH, A RECOMMENDATION SO THAT THEY CAN MAKE THAT RECOMMENDATION TO COMMISSIONER'S COURT IN FEBRUARY.
HISTORICALLY, THE TOWN HAS HAD TWO LOCATIONS, UH, FOUR VOTING FIRE STATION, NUMBER ONE FOR O EARLY VOTING AND ELECTION DAY, AND FIRE STATION TWO FOR ELECTION DATE AS AN ELECTION DAY VOTE CENTER.
WHAT I NEED FROM COUNSEL TODAY IS, UH, IS FOR Y'ALL TO EITHER DESIGNATE CURRENT LOCATION AT THIS MEETING OR DISCUSS OPTIONS, UH, AT THE JANUARY 24TH.
SO, I MEAN, I, I LIKE THOSE TWO LOCATIONS JUST CUZ IT'S SORT OF IN TRADITION, BUT, YOU KNOW, WE'VE HAD DISCUSSIONS HERE IN THE LAST FEW YEARS THAT WE, WE COULDN'T, WE WEREN'T SUPPOSED TO DO IT OVER AT FIRE STATION TWO OR N ONE CAUSE THERE'S NO BATHROOMS AND ALL THIS STUFF.
SO WHAT, WHAT GIVES THERE, CAN WE DO IT? CAN WE NOT DO IT? THE, I MEAN DID THE COUNTY CARE? UH, YES THEY DO.
UM, BECAUSE THERE YOU WANT, UH, WELL FIRST OF ALL, YOU DO WANT SOMEPLACE THAT YOU ALWAYS USE.
AND SO WE'VE ALWAYS USED FIRE STATION ONE AND FIRE STATION TWO.
SO YOU WANT IT TO BE CONSISTENT.
HOWEVER, THE, THE LOCATIONS, THE BOTH THOSE LOCATION HAVE SOME ISSUES.
AND FIRE STATION ONE, UH, THE PROXIMITY OF THE POLICE DEPARTMENT AND OTHER ACTIVITIES THAT ARE GOING ON THERE SOMETIMES CAUSES A LITTLE BIT OF A TRAFFIC ISSUE.
FIRE STATION TWO, YOU'RE OUT IN THE BAY, SO APPARENT YOU'RE JUST OUT IN THE, IN TOTAL ENVIRONMENT.
SO IF IT'S REALLY HOT, IT'S HOT FOR THE VOTERS, IT'S HOT, HOT, HOT FOR THE

WORKERS.UM, AND THE PAPER STICKS WHEN YOU'RE TRYING TO GET IT THROUGH THE MACHINE.

THEY'RE NOT ABLE TO USE, UTILIZE THEIR FACILITY THERE TO THEIR FULL EXTENT.
AT NUMBER TWO IS REALLY THE WORST.
UM, THERE'S OTHER LOCATIONS AND COUNSEL CAN MAKE THOSE DECISIONS TO SAY THAT.
UH, LET'S LOOK AT OTHER OPTIONS.
I THINK CITY MANAGER, UH, MR. GAINES MIGHT HAVE SOME IDEAS THAT HE WOULD LIKE TO DISCUSS WITH Y'ALL.
MAYBE Y'ALL WANT TO DISCUSS THAT AT THE MEETING OF THE 24TH.
WELL, I SAID WHAT ABOUT WE'RE NOT USING THE CONFERENCE CENTER? CAN WE, CAN WE USE CONFERENCE CENTER AS ONE OF THEM? AT LEAST IN LIKE, I MEAN THAT'S A GOOD KIND OF CENTRAL LOCATION.
I MEAN WE'RE AIR CONDITIONING IT AND EVERYTHING, SO THAT WOULD BE A PRETTY GOOD SPOT FOR ONE OF 'EM.
AND I DON'T KNOW ABOUT, I MEAN I'M ASSUMING WE GONNA HAVE TWO.
