UM, THE SITE PLAN OR THE SKY FOR WORKING YEARS.

UH, HENDRICK PROPERTY IS LOCATED AT 45 0 5 DRIVE.

UH, THIS IS A SITE PLAN TO APPROVE DEVELOPMENT OF, UH, SIX AIRPORT HANGERS ACROSS FOUR DIFFERENT STRUCTURES AS THIS IS NOT A PUBLIC HEARING IS NOT REQUIRED FOR THIS ITEM.

SO IT'S PRESENTED BEFORE YOU, UM, DISCUSS AND CONSIDER ACTION ON APPROVAL OF THE SITE PLAN.

THE CURRENT SITE CONDITIONS, UH, WILL PREVIOUSLY INCLUDED A APPROXIMATELY 5,000 SQUARE FOOT, UM, UH, AIRLINE TERMINAL OR OFFICE BUILDING.

UH, IT HAS SINCE BEEN, UH, DEMOED AND IS CURRENTLY A VACANT SITE.

THE PREVIOUS ARROW OR TERMINAL HAD WAS CONSTRUCTED IN THE EARLY 1980S.

UH, IN JULY OF THIS YEAR, CITY COUNCIL APPROVED THE GROUND LEASE TO SKY HARBOR, UH, THE APPLICANT, AND, UH, HERE WE ARE TONIGHT TO PRESENT, UH, THE SITE PLAN FOR THE DEVELOPMENT.

THE, UM, THERE ARE, UH, SIX STANDARD APPROXIMATELY 14,000 SQUARE FOOT HANGERS.

AND THEN THERE IS ONE LARGER, APPROXIMATELY 30, 30 PER PUT HAND.

SO, UM, EACH OF THESE HANGERS, UH, AS WELL, IT PROVIDES HANGER SPACE FOR AIRPORT, AIRPLANE STORAGE, EXCUSE ME.

IT ALSO PROVIDES OFFICE, UH, RESTROOM, LOUNGE FACILITIES AS WELL.

THERE ARE TWO APRONS, UH, THE WEST APRON, WHICH HAS A KIND OF DIRECT ACCESS TO THE, THE, UH, TAXI WAY.

AND THEN THE EAST APRON, WHICH, UH, SERVICES THE, UM, OTHER THREE BUILDINGS HAS A DIRECT ACCESS TO THE TAXI LANE B TO THE NORTH.

THESE ARE THE FLOOR PLANS.

UH, SO THERE ARE FIVE PROPOSED SINGLE TENANT AIRPLANE HANGERS THAT IS SHOWN ON

THE RIGHT SIDE OF THE SCREEN BEFORE PLAN FOR THOSE, UH, THERE IS ONE MULTI-USER HANGAR, WHICH IS ON THE LEFT SIDE.

THAT IS THE LARGER 30,000 SQUARE FOOT AT IS THE INTENT OF THE APPLICANT NOT TO HAVE, UM, TO HAVE ONE TENANT.

HOWEVER, UH, THAT TENANT MANAGES POTENTIALLY MULTIPLE THE STORAGE OF MULTIPLE AIRLINERS.

AS FAR AS THE PARKING ON IS ON THE SITE.

UH, THERE IS PARKING PROVIDED, UH, AT THE PRIMARY PEDESTRIAN ENTRANCES OF THE HANGERS.

THE RATIO THAT WAS USED IS ONE PARKING SPACE FOR EACH FIVE EMPLOYEES, UH, PER THAT RATIO, THEY WOULD BE REQUIRED TO HAVE 48 PARKING SPACES AND 76 PARKING SPACES ARE PROVIDED ONSITE, UH, EXCEEDING OUR PARKING REQUIREMENTS SIGNIFICANTLY FAR AS, UM, THE OPEN SPACE AND LANDSCAPING.

THE APPLICANT DID MEET ALL OF STAFF'S REQUEST.

THIS SITE IS SOMEWHAT UNIQUE AS WE NEED TO NEED TO CONSIDER BOTH THE TOWN REGULATIONS, AS WELL AS, UH, FFA FAA REQUIREMENTS AND THE SAFETY CONCERNS FOR THE AIRPORT AS WELL BECAUSE OF THAT, THE LANDSCAPING IS CONCENTRATED ALONG THE PEDESTRIAN OR LANDSIDE, WHICH IS, UH, ALONG CLAIRE SHANEL DRIVE, UH, DUE TO THE NATURE OF THE SITE, UH, TREE MITIGATION WAS NOT REQUIRED.

UH, WE WANTED TO AVOID MORE TREES, UH, NEXT TO THE, THE RUNWAY AS POSSIBLE FOR THE EXTERIOR OF THE AIRLINE HANGERS.

THE EACH LAND SIDE, UH, OF THESE HANGARS IS A MIXTURE OF BRICK AND PREFABRICATED METAL PANELING ALONG THE TOP.

THE PEDESTRIAN ENTRANCES INCLUDE, UH, CANOPIES AND WINDOWS INTO THE INTERIOR OF THE OFFICE AND LOUNGE SPACE.

THE AIR SIDE IS PRIMARILY METAL PANELING AND THOSE SERVE THE DOORS FOR THE AIRLINERS TO GET IN AND OUT, UH, WITH THIS STAFF RECOMMENDS APPROVAL OF THE SITE PLAN.

THE APPLICANT IS, UM, ON THE ZOOM CALL AS WELL, AND MAKE SURE IT DOESN'T HAVE ANY QUESTIONS FOR LESLIE THAT'S DONE IN THESE, RIGHT.

UM, I THINK THERE, UM, MIGHT BE LIKE MINIMAL MAINTENANCE, UM, THAT WOULD BE ASKED THE APPLICANT AS FAR AS THE, THE DETAILS ON THAT.

SO I KNOW PEOPLE FROM EVERY CITY OR TOWN IN THE, IN THE STATE, IT SEEMS, UM, I THINK THAT ADDISON IS A, AN INCREDIBLY BUSY BUSINESS FRIENDLY CITY.

UH, YOUR AIRPORT IS ABSOLUTELY A PREMIER AIRPORT IN THE STATE OF TEXAS.

UH, YOU GOT A WIDE VARIETY OF USERS ON THAT AIR FIELD FROM, YOU KNOW, KIND OF YOUR SMALLER GA TO YOUR, UH, MY, MY 18 MONTH OLD IS NOW BEING TRAPPED IN A ROOM WITH ME BY MY FIVE-YEAR-OLD.

UM, YOU'VE GOT A LOT OF USERS AND I THINK THAT YOUR BUSINESS AVIATION GROWTH HAS, UH, HAS REALLY BEEN IMPRESSIVE OVER THE PAST FEW YEARS IN PARTICULAR, BUT JUST, UM, I'D SAY PROBABLY OVER THE PAST FIVE OR 10 YEARS, SO GREAT LOCATION, GREAT BUSINESS FROM FRIENDLY, UH, CITY.

UH, AND WE'VE JUST, I MEAN, WE'VE DEVELOPED A GREAT RELATIONSHIP WITH YOUR AIRPORT MANAGEMENT, MR. JENKINS, MR. DYE, MR. MICHI, UM, OVER THE COURSE OF TIME AND IT'S, UM, ADDISON WAS THE VERY FIRST AIRPORT I EVER APPROACHED BACK IN 2018 WHEN, UH, WHEN WE STARTED TRYING TO BUILD UP THIS SKYHARBOUR, IT HAS TAKEN SOME TIME TO GET TO THIS POINT.

UH, BUT IT'S, YOU KNOW, IT'S, IT'S AN AIRPORT THAT WE'VE CIRCLED FOR.

UM, THE BUSINESS GROWTH, THE POPULATION GROWTH, UH, THE BUSINESS FRIENDLY NATURE, AND THEN THE GROWTH OF BUSINESS AVIATION THERE.

UM, IT IS CURRENTLY IS NO LONGER USED FOR THAT USE.

UH, AND SINCE IN THE LAST TWO TO THREE YEARS HAS BEEN, UM, HAS EVOLVED WITH THE TERMS OF THE ZONING, UH, THROUGH VARIOUS PLANNED DEVELOPMENTS.

UH, TONIGHT WE ARE ASKING TO, UH, IMPLEMENT A NEW PLAN DEVELOPMENT WITH LOCAL RETAIL, UM, ZONING, UH, WITH A SPECIAL USE PERMIT FOR A SALAD AND GO RESTAURANT ON THE WESTERN PORTION OF THE SITE, THE SALAD AND GO

A SPECIAL USE PERMIT IS FOR A PARTIALLY 915 SQUARE FOOT RESTAURANT.

UH, THIS IS FOR DRIVE-THROUGH SERVICES ONLY AND NO ALCOHOL PROPOSED.

UH, THEY SPECIALIZE IN SALADS, WRAPS, UM, JUICES, REALLY SPECIALTY, UH, FAST FOOD, HEALTHY OPTIONS.

THIS WOULD BE A STANDALONE STRUCTURED ON THE SITE.

AND ONCE AGAIN, THERE WOULD BE NO A DINE-IN SEATING, HOWEVER, THE DRIVE THROUGH.

AND, UM, I BELIEVE THERE'S ALSO A WALKUP WINDOW AS WELL.

UH, ON THE SITE, UH, THE APPLICANT HAS PROPOSED TO EXCEED THE REQUIRED PARKING FOR SALAD AND GO, UM, OVERALL, UH, INCLUDING THE ENTIRE, UM, SITE, WHICH INCLUDES THE, UH, HUMPERDINCK STRUCTURE, FORMER HUMPERDINCK STRUCTURE AND THE TWO STORY, UH, RETAIL AND OFFICE STRUCTURE.

UH, THEY DO EXCEED THE AMOUNT OF REQUIRED PARKING BY ONE SPACE.

SO 84 PARKING SPACES ARE REQUIRED AND, UH, 85 ARE PROVIDED SPECIFICALLY FOR SALAD AND GO 13 ARE REQUIRED AND 14 PARKING SPACES ARE PROVIDED OUT OF THAT REQUIRED 85.

THAT'S SOMETHING THAT'S IMPORTANT TO NOTE FOR THE PARKING, UH, WITH THE CURRENT STANDARDS, AS IT'S SHOWN IN THE PLAN DEVELOPMENT TO THE FORMER HUMPERDINCK STRUCTURE, UH, WOULD NOT, UH, COULD NOT BE USED AS A RESTAURANT.

IT WOULD NOT BE ENOUGH.

PARKING WOULD NOT BE PROVIDED AS YOU'LL SEE.

ONE OF STAFF'S RECOMMENDATIONS IS TO REPEAL THAT SUP UM, FOR THE, THE HUMPERDINCK SITE OR THE, UH, OPEN SPACE AND LANDSCAPING STAFF REVIEWED, UH, EXCLUSIVELY THE OPEN SPACE AND LANDSCAPE REQUIREMENTS FOR THE SALAD.

IT GOES SCOPE OF WORK AND DID NOT, UH, REVIEW THE REMAINDER OF THE SITE WHEN, UH, IF AND WHEN THE REMAINDER OF BESIDE IS REDEVELOPED, UM, OR CHANGES, CHANGES USE, UH, THAT'S WHEN STAFF WILL REVIEW, UH, THOSE SPECIFICATIONS B AFTER REVIEW, THE SITE HAS MET OR EXCEEDED ALL OF THE TOWN'S LANDSCAPING REQUIREMENTS.

UH, UNFORTUNATELY DUE TO THE PLACEMENT OF EXISTING PUBLIC UTILITIES ALONG BELTLINE ROAD, UH, STAFF HAD A DESIRE TO PLACE TRADE-OFFS, UH, TREES ALONG THE STREET FRONTAGE.

UH, HOWEVER, THAT WAS NOT POSSIBLE DUE TO EXISTING UTILITIES, UM, SALAD AND GO HAS, UH, MADE ROOM TO PLACE THEM ELSEWHERE ON THE SITE POST FACADE OF THE SALAD AND GO RESTAURANT IS PRIMARILY CONSISTS OF A BRICK AND STONE WITH VARIOUS METAL AND ETHAN ACCENTS, UH, THEIR, THEIR LOGO AND THEIR COLORS, COLORS THEME IS, UH, VERY CONSISTENT AS FAR AS THEIR OTHER LOCATIONS.

AND IT DOES COMPLY WITH THE TOWN'S REQUIREMENTS.

THERE ARE CURRENTLY NO FACADE CHANGES TO THE REMAIN REMAINDER OF THE SITE.

THE OTHER INSTRUCTORS PROPER GOOD ARE NOTIFICATIONS WERE SENT OUT TO 18, UH, RECIPIENTS.

WE RECEIVED ONE IN FAVOR FROM THE ASBURY CIRCLE HOA.

IT WAS PROVIDED IN YOUR PACKET.

IT WAS A STATEMENT OF SUPPORT, UM, STAFF AND A SALAD GO TO WORK WITH THEM AS FAR AS, UM, PROVIDING, ULTIMATELY PROVIDING SOME ADDITIONAL LANDSCAPING AT THE REAR OF THE SITE.

UH, STAFF DOES RECOMMEND APPROVAL OF THE REQUEST WITH THE FOLLOWING CONDITIONS.

UM, THE FIRST BULLET INCLUDES MODIFICATIONS TO THE LOCAL RETAIL DISTRICT STANDARDS FOR THE PLAN DEVELOPMENT, INCLUDING, UH, MODIFIED BUILDING HEIGHT AND LANDSCAPE BUFFER.

UM, SOME ISSUES THAT WERE PRESENT ON THE SITE WAS THAT THE FIRE LANE DID NOT ACCOMMODATE, UH, CURRENT EMERGENCY ACCESS.

UH, THE APPLICANT HAS PROPOSED TO DECREASE THAT FROM APPROXIMATELY 9,300 SQUARE FEET, UH, TO, TO JUST UNDER 7,000 SQUARE FEET, UH, THEY ARE MAKING UP FOR THAT BY INCREASING THE, UM, COVERED PATIO SPACE THAT WAS, UH, FORMERLY, OR IS, I GUESS, CURRENTLY ABOUT 3,200 SQUARE FEET.

AND THEY'RE PROPOSING THAT TO BE JUST UNDER 5,000 SQUARE FEET.

SO THE, UH, INTERIOR SEATING WOULD SERVE 105 INDIVIDUALS AND THE PATIO WOULD SEAT 104.

THE, UM, AS I MENTIONED BEFORE, UH, ALCOHOL SALES IS NOT PROPOSED AND, UH, HOOKAH SALES ARE OFFERED AT THIS SITE.

UH, IN ADDITION TO, UH, ON THE PATIO, THE APPLICANT DID MENTION THAT THEY'RE PROPOSING, UM, AT THE BOTTOM OF THE PATIO AREA, A PLAY AREA FOR CHILDREN.

UM, THEY NOTED THAT THEY WANTED TO PROMOTE A FAMILY FRIENDLY, UH, ENVIRONMENT FOR THE PARKING ON THE SITE.

UH, IT WAS NOT ABLE TO ACCOMMODATE THE REQUIREMENTS, UH, IN THE, THE TOWN'S PARKING, UH, STANDARD OF ONE PER 70 PARKING SPACES, UH, BASED ON THAT STANDARD 171 PARKING SPACES ARE REQUIRED, BUT AFTER THOSE SITES, UH, ALTERATIONS TO, UM, MAKE SURE A FIRE LANE WAS ACCOMMODATED, UH, SLOWLY DWINDLED, UH, TO THE 129 SPACES REMAINING ON SITE.

UM, THIS SITE HAS BEEN OPERATIONAL AS A RESTAURANT SINCE THE MID 1990S AND STAFF DOESN'T FORESEE ANY MAJOR ISSUES WITH THE, UM, THE DEFICIENCY IN PARKING.

UH, ADDITIONALLY, UM, I BELIEVE THE, THE ADOPTION OF THE UDC WILL, UH, BRING THIS LIGHT CLOSER INTO COMPLIANCE AS FAR AS THE OPEN SPACE AND LANDSCAPING.

THE, UH, SITE WAS NOT ABLE TO COMPLY WITH ALL OF THOSE LANDSCAPING AND BUFFER REQUIREMENTS, BUT ONCE AGAIN, BRINGING IT SIGNIFICANTLY CLOSER, UH, INTO COMPLIANCE, UH, ONE MAJOR IMPROVEMENT IS THE FRONTAGE ALONG BELTLINE ROAD.

UH, THE CURRENT SIDEWALK IS I BELIEVE IT'S A FIVE OR SIX FOOT SIDEWALK ON THE BACK OF CURB ON BELTLINE.

UH, THEY WERE ABLE TO ACCOMMODATE, UH, I BELIEVE IT'S AN 11 FOOT BUFFER BETWEEN THE BACK OF CURB AND THE SIDEWALK AND THE INSTALLATION OF A 10 FOOT, UM, PATH AS WELL, UH, WITH LANDSCAPING TREES, EXTERIOR, UM, FACADE OF THE, OF THE STRUCTURE WILL, UM, IS PROPOSED TO HAVE SOME ENHANCEMENTS, INCLUDING, UH, THE COLOR SCHEME.

THE APPLICANT IS PROPOSING TO PAINT THE BUILDING WHITE, UH, IT'S CURRENTLY BRICK FACADE.

THEY ALSO ARE PROPOSING TO REPLACE, UH, MANY OF THE WINDOWS AND ALSO REPLACE THE, UM, THE SCREENING AND GUARD RAILS ALONG THE FACADE, UH, ACROSS THE WHOLE STRUCTURE.

THEY WILL ALSO ADD A SOLID WASTE ENCLOSURE AT THE BACK OF THE SITE, UH, THAT THE CURRENT STRUCTURE IS, UH, IN DESPAIR, STAFFS, UH, NOTIFIED ALL PROPERTY OWNERS AND THEN 200 FEET OF THE SITE AND DID NOT RECEIVE ANY RESPONSES.
