UM, SO THE FIRST ITEM WAS THE SAM'S CLUB SPECIAL AREAS STUDY THAT WAS APPROVED BY A VOTE OF SEVEN ZERO. UH, THERE WAS SOME CONDITIONS INCLUDED IN THAT VOTE, UH, IN THOSE CONDITIONS RELATED TO, UH, REMOVAL OF THE ILLUSTRATIVE STREET CONNECTIONS BETWEEN THE OFFICE AND THE PARK SITE AND, UH, PROTON DRIVE AND THEN, UH, DOWN TO ROAD AS WELL. AND THEN ALSO RENAMING THE STUDY TO THE MIDWAY SOUTH SPECIAL AREAS STUDY. SO STAFF IS WRAPPING UP THOSE REFINEMENTS AND WE'LL PUBLISH THE, ADOPTED A POLICY DOCUMENT ON THE TOWN WEBPAGE SHORTLY. UM, THE SECOND ITEM WAS AN ITEM THAT WAS TABLED BY THE CITY COUNCIL AT THE LAST MEETING, IT WAS A DEVELOPMENT PLAN OR REQUEST OR BLOCK THE, OF ADDISON GROVE, UM, WITH, UH, UM, ITEM, UH, THE COUNCIL, UH, HAD, UH, UH, THE APPLICANT WALK THROUGH, UH, THEIR PROPOSED PHASING PLAN, UH, FOR THE BUILD OUT OF THAT PROJECT. UH, THERE WAS A LOT OF BACK AND FORTH ON THAT PARTICULAR ISSUE, FOCUSING ON, UH, THE TIMING AND PROCEDURES, REMOVAL OF THE WALL, UH, THE MASONRY SCREENING WALL AT, UH, BELTWAY DRIVE, SEPARATING THAT PROJECT FROM THE SAM'S PARK. AND ULTIMATELY THE COUNCIL APPROVE THAT WITH THE CONDITION THAT, UH, AS THAT IS REMOVED A PERMANENT, UH, OR EXCUSE ME, A TEMPORARY SOLID WOODEN FENCE, EIGHT FEET IN HEIGHT AND MAINTAINED, UH, AND A GOOD APPEARANCE IS INSTALLED, UH, BY THE DEVELOPER, UM, IN ORDER TO PROVIDE FOR APPROPRIATE SCREENING BETWEEN, UH, THIS, UH, THAT PROJECT AND THE SAM'S CLUB, UH, PARK, UM, AND, UH, WITH THAT AS WELL, THE PHASING PLAN BECAME A COMPONENT OF THE ADOPTIVE ORDINANCE, UH, WERE LIMITED AND, AND UPHOLDING THE TIMING OF THAT. UH, CERTAINLY, BUT THE SEQUENCING, IT WAS REALLY THE IMPORTANT THING ENSURING THAT, UH, UH, AREAS OF THE SITE WERE PRIORITIZED OVER OTHERS IN THE, UH, BUILD OUT OF THAT PROJECT. SO, UM, THE APPLICANT HAS SINCE STARTED FOLLOW UP WITH STAFF ON, UH, PROGRESS AND, UH, OTHER AREAS OF COORDINATION. SO, UH, WE LOOK FORWARD TO SEEING THAT PROJECT GET FULLY, UH, BUILT OUT KIM ONE QUESTION. SO, UM, THE GUY THAT I DON'T KNOW WHAT HIS TITLE WAS, SUPERINTENDENT OR THE FOREMAN, WHATEVER, WHO WAS THERE IN THE LEFT AND THEN HAS COME BACK, HAS THERE BEEN OTHER PEOPLE THAT HAVE LEFT BECAUSE IT SEEMED LIKE EVERYTHING HAD GONE OFF THE RAILS OVER THERE? SO I, I CAN'T, I'M ALMOST POSITIVE THAT, UH, SUBCONTRACTORS HAVE, UH, TRANSITIONED IN AND OUT. UH, I'M NOT FAMILIAR WITH THE DETAIL OF THAT. THEY HAVE HAD OTHER STAFF MEMBERS LEAVE. CERTAINLY SOME OF THAT IS, IS FAIRLY ROUTINE GIVEN THE JOB MARKET, BUT I THINK SOME, UH, CERTAINLY COULD, UH, BE ATTRIBUTABLE TO THE CHALLENGES THAT THEY'RE FACING. UM, SO, UH, IF YOU WERE TO POINT A FINGER AT ONE PARTICULAR ISSUE, UH, THAT IS CAUSING THAT PROJECT TO BE SLOW SLOWER THAN, UH, WHAT IT SHOULD BE, UH, I'D SAY STAFFING CHALLENGES. UH, CERTAINLY, WELL, I HOPE HE HAS A BIG RED S ON HIS CHEST BECAUSE THEY EXPECT HIM TO BE SUPERMAN OVER THE NEXT, YOU KNOW, COUPLE OF YEARS TO GET THINGS DONE. ABSOLUTELY. WE WILL WORK WITH THEM TO HELP FACILITATE THAT. AND THEN, UH, THE LAST TWO ITEMS RELATED TO THE AMALIE TREE HOUSE PROJECT. SO THE ZONING REQUEST WAS APPROVED BY COUNCIL BY A VOTE OF SEVEN ZERO. AND THEN, UH, BETWEEN THE PMC MEETING AND THE CITY COUNCIL MEETING, UH, WE WORKED WITH THE APPLICANT TO, UH, ADOPT, UH, EVEN MORE STRINGENT PERFORMANCE STANDARDS THAT TYPICALLY THAT WOULD GO OUT SIDE OF THE ABOVE AND BEYOND THE TYPICAL SCOPE OF WHAT WE CONSIDER VIA ZONING. SO, UH, THEY DID ENTER INTO A, A MEMORANDUM OF UNDERSTANDING WITH THE TOWN THAT MEMORIALIZED A LOT OF THE COMMITMENTS THAT THEY MADE FOR THAT PROJECT. AND THEN ALSO SOME ADDITIONAL COMMITMENTS THAT WENT ABOVE AND BEYOND WHAT WERE PREVIOUSLY COMMUNICATED TO THE ADDRESS, UM, SOME OF THE CONCERNS THAT THEY HEARD FROM THE COMMUNITY. SO, UH, THEY'RE GOING TO BE MOVING FORWARD WITH THAT PROJECT IN THE FALL WINTER, AND, UH, HOPE TO SEE [00:05:01] CONSTRUCTION KICKOFF NEXT SUMMER. SO I'M LOOKING FORWARD TO THAT GETTING EXECUTED SITE WORK DOESN'T START BEFORE NEXT SUMMER, EVEN. UH, SO THERE WILL BE DEMO WORK STARTING UP. OKAY. IT'S, UH, SIX AIR, UH, AIRLINE HANGERS THAT, UM, THE CITY COUNCIL APPROVED, UH, UH, UH, BROWNLEES FOR BACK IN, UH, JUNE OF THIS YEAR. UM, SO THE, YEAH, SIX DIFFERENT HANGERS FOR DIFFERENT BUILDINGS. UM, IT'S A PRETTY DRAMATIC CHANGE TO THE SITE AS THEY'RE MAINTAINING ACCESS OFF OF CLAIRE CHENAULTS. UM, AND FOR, FOR THIS PARTICULAR SITE, SOMETHING TO NOTE, UM, THE, THE LANDSCAPING AND A LOT OF THE, UM, I GUESS THE AESTHETIC IMPROVEMENTS ARE FOCUSED ON CLAIRE SHANELL. UH, THE FAA DOESN'T REALLY LIKE TREES ALONG THE RUNWAY. SO, SO WE'VE, UH, THOSE ON, ON THE OTHER, THE OPPOSITE SIDE OF, OF THE RUNWAY, UM, STAFF'S RECOMMENDING APPROVAL, UH, WITH NO CONDITIONS, UH, THE APPLICANT WILL BE, UH, PRESENT VIA ZOOM. SO IS THERE ANYTHING CURRENTLY THERE, THERE IS A, WELL, ACTUALLY IT MAY HAVE BEEN DEMOED. THEY HAD A DEMO PERMIT. I DON'T KNOW IF THIS ACTUALLY HAPPENED. OKAY. THAT WAS THERE. IT WAS NOT VERY LARGE AROUND 5,000 SQUARE FEET. IT DIDN'T HAVE ANY HANGER SPACE ASSOCIATED WITH IT. IT WAS A LOT OF, UM, CONCRETE AND PARKING. SO THAT WAS IT. UM, AND I BELIEVE IT HAS BEEN DEMOED. I KNOW THEY GOT THEIR DEMO PERMIT ISSUED SEVERAL WEEKS AGO, AND THIS IS A BIT OF A CHANGE, UH, FOR HOW WE'VE HANDLED, UH, REQUESTS LIKE THIS. UM, SO THIS IS, UH, CONFORMING WITH THE ZONING [00:10:01] AND THAT'S ESSENTIALLY WHAT THIS REVIEW IS, UH, TO DETERMINE ZONING COMPLIANCE. IT'S NOT A REZONING REQUEST, IT'S NOT A PLAT. SO IN THE PAST, THIS HASN'T BEEN SOMETHING THAT WOULD TRADITIONALLY GO ON THE PLANNING AND ZONING COMMISSION AGENDA, BUT WE DO FEEL IT'S IMPORTANT FOR PROJECTS LIKE THIS TO GET ON THE AGENDA ONE FOR OVERSIGHT, BUT TWO, BECAUSE IT'S, SOME OF THESE ARE QUITE SUBSTANTIAL CHANGES AND, AND QUITE SUBSTANTIAL INVESTMENTS. AND YOU'LL SEE MORE OF THAT IN THE AIRPORT. IT'S A, UH, VERY ACTIVE AND DYNAMIC, UH, AIRPORT RIGHT NOW. AND, AND THERE'S A LOT OF INTEREST NEW INVESTMENT THERE. SO WE WANT TO USE THIS AS AN OPPORTUNITY TO, TO PROVIDE OVERSIGHT ON WHAT WE DO, BUT ALSO TO HIGHLIGHT, UH, THE PROJECT. SO FOR EXAMPLE, GALAXY FBO, A VERY LARGE PROJECT THAT DID NOT GO BEFORE P AND Z OR COUNCILS. SO, UH, WE'RE TWEAKING THAT A LITTLE BIT TO DO THAT. THIS SITE PLAN WILL TERMINATE HERE AT P AND Z SIMPLY BECAUSE IT'S JUST A ZONING COMPLIANCE REVIEW. YEAH. AND, AND WHAT WAS THE CATALYST FOR CHANGING WHAT YOU SAID TO HAVE IT COME BEFORE PNC? WAS IT SOMEBODY INTERNALLY MAKE AN ISSUE ABOUT THAT OR BRING IT UP AS A CONCERN? NOT AN ISSUE. I, I JUST, FROM A, UM, GOVERNANCE STANDPOINT, I LIKE TO BE AS TRANSPARENT AS POSSIBLE. SO IT WAS THIS ONE OF THESE BUILD IT, THEY WILL COME THINGS OR WAS IT ALREADY IN THE WORKS BEFORE ALL THAT NEW CONSTRUCTION, ALONG WITH THE NEW HANGERS IN THE NEW BUILDINGS. SO, UH, IT WAS NOT IN THE WORKS, BUT, UH, AND I WOULDN'T PRESCRIBE IT JUST TO GALAXY FBO. UH, I WOULD PRESCRIBE IT TO THE FACT THAT, UM, ADDISON AIRPORT IS VERY WELL POSITIONED FOR NEW INVESTMENT AND REDEVELOPMENT. SO, UH, AND THE APPLICANT WILL BE ON IN THE, IN THE MEETING AS WELL. THEY CAN SHARE THEIR PERSPECTIVE ON THAT, BUT, UH, WE'RE, WE'RE GETTING A LOT OF INTEREST IN THE AIRPORT. AND JUST FOR THE NEXT MEETING, IF YOU COULD JUST LOOK UP HOW MANY TOTAL HANGERS THIS PUTS TO THE AIRPORT, UNLESS YOU ALREADY KNOW THAT NUMBER. THANKS. UH, WE WOULD, WE WOULD LOVE, UH, GIVEN THAT WE'RE AN AIRPORT OWNER AND OPERATOR, UH, WE WOULD LOVE TO HAVE TRAFFIC INCREASE IN THAT AREA. UM, BUT IS THIS A REFLECTION OF EXISTING? I MEAN, NO, THIS IS NEW, THIS IS NEW HANGER CAPACITY. SO CERTAINLY WE'LL, WE'LL SEE ADDITIONAL ACTIVITY AS A RESULT OF THIS, UM, TIMES ON THE PICTURE, THERE WERE PLANES ON THAT SPACE, SO WE'RE BLANK, JUST PARKING, THEY'RE JUST NOT COVERED AND THIS WILL COVER THEM OR CORRECT. THERE WAS NO FORMERLY THERE WAS NO HANGER SPACE. IT WAS JUST LIKE A, A TERMINAL WITH OFFICE SPACE. SO THERE WAS NO INTERIOR FURIOUS FOR AIRLINERS TO PARK. UM, SO THIS WILL HAVE THIS, THE PROPOSED DEVELOPMENT WILL INCLUDE, UM, OFFICES LOUNGES AS WELL AS AIRPORT HANGAR SPACE. UM, OVERALL THE PASSENGER VEHICLE PARKING FROM WHAT WAS THERE PREVIOUSLY AS TO WHAT IS COMING IN IS SIGNIFICANTLY DECREASED. UM, HOWEVER IT, UH, EXCEEDS QUITE SIGNIFICANTLY THE TOWN'S MINIMUM PARKING REQUIREMENTS FOR PASSENGER VEHICLES. HMM. SO THESE HANGERS, HOW BIG OF PLANES CAN BE IN THERE, CAUSE LIKE THE PICTURE SHOWS CURRENTLY, THEY JUST WERE THAT ON THE SMALLER PLANES WHERE THERE IS THIS FOR THE SAME SIZE PLANES OR IS THIS FOR THE BIG, HEY JULIE, CAN I JUST SIT HER UP SECOND?
