I'M A SENIOR ACCOUNTANT WORKING AT THE TIME OF MEDICINE.
WE HAVE SEVEN APPLICANTS THIS YEAR FOR FISCAL YEAR 2020.
UH, EACH APPLICATION WILL HAVE FIVE MINUTES.
UH, THE FLOOD JAY, YOU ELIMINATE INDENTATION.
EVERYBODY HAS TOTALLY FIVE MINUTES.

AND AS YOU KNOW, WE ARE AN ALL VOLUNTEER ORGANIZATION.
WE CURRENTLY HAVE, UH, A BOARD OF, OF SEVEN, UH, DIRECTORS, AND, UH, WE WERE ORIGINALLY CHARTERED BY THE, UH, TOWN OF ADDISON BACK IN 1995.
SO IT'S, UH, IT'S BEEN QUITE A RUN HERE IN 2009, UH, MANAGEMENT AND OVERSIGHT LET'S TRANSFER TO NON TOWN PERSONNEL.
AND SOME OF OUR ACCOMPLISHMENTS SINCE OUR INCEPTION WAS THAT WE, WE DO MANAGE AND HAVE SPONSORED 19 NOTABLE PUBLIC ART PROJECTS.
SINCE 2012, WE HAVE TWO PIECES OF THAT WILL BE COMING ONLINE THIS YEAR.
AND IN ADDITION, WE HAVE PROVIDED FUNDING OF $9,395 SO FAR, UH, TO SUPPORT FUNDING 29 ADDITIONAL TREES THAT WERE DAMAGED IN THE FEBRUARY STORM.
THIS BRINGS INTO A TOTAL OF ABOUT 330 NEW AND REPLACEMENT TREES.
WE'RE FUNDED BY AS SMART WERE FOUNDATION FOR THE TOWN TO DATE.
IN ADDITION, WE HAVE SPONSORED THE FORMATION OF, AND CURRENTLY ADMINISTERED THE COMMUNITY GARDEN.
AND I THINK MOST OF YOU PROBABLY HAVE SEEN THAT WE HAVE REPAINTED THE SHED AND THE PAVILION WITH FUNDING THAT WAS PROVIDED BY PRESSED JUICERY, UH, WHICH IS A NEW RESTAURANT IN MADISON AND WITH ASSISTANCE FROM THE TOWN OF ADDISON.

IT'S JUST ABSOLUTELY STUNNING.
WE WERE VERY PLEASED WITH THAT.
AND THEN ON THE, UH, PICTURE HERE, UH, AS YOU SEE, SOME OF THESE ARE MOST RECENT PIECES OF GOLDEN HOUR BY BREASTS KIND OF HEALTH AND TANGO FANTASIA BY ART FAIR CHILD, UH, THE GIVERS, WHICH IS BOTTOM, JUST JOINED PIECE BY JIM ADLER AND SCOTT SCHUMAN.

SO ONE OF THE ORIGINAL KINETIC PIECES BY THE ARTISTS, DAVID GOODMAN, UH, RICHLY LESS LOCATED AS CIRCLE YOUR BECKER PART, AND WE PROCURED IT AND RESTORED THE PIECE IN 2018, UH, INSTALLATION IS PLANNED FOR THIS YEAR AT THE ADDISON AIRPORT, GALAXY FBO LOCATED ON ADDISON ROAD ACROSS FROM THE EDISON CONFERENCE CENTER AND SEE FROM THE PICTURE THERE, IT'S GOING TO BE OUT IN FRONT, UH, IN A LANDSCAPE AREA THAT WE'LL BE FACING AS ROAD.
THE OTHER PIECE THAT SUBSTANCE GOING TO GO IN SHORTLY IS ROCCO, WHICH, UH, YOU PURCHASED AND STILL AWAITING, UH, INSTALLATION OF AS GROVES ONCE THAT PART'S PROJECT IS COMPLETED, THAT WILL GO IN AS WELL.
I HAVE A SINATRA FOUNDATION CONTINUES TO WORK WITH THE PARKS DEPARTMENT TO IDENTIFY PRIORITIES FOR LANDSCAPING AND PARKS AND ENHANCEMENTS, AS WELL AS PUBLIC ART, UH, LANDSCAPING.
WE DO A TREE AND SHRUB REPLACEMENT OPPORTUNITIES AS IDENTIFIED BY OUR DEPARTMENT STAFF.
THIS WOULD INCLUDE MOST RECENTLY THE REDDING TRAIL, UH, ADDITIONAL BENCHES AND OR PARK ENHANCEMENTS MAY BE CONSIDERED PUBLIC ART.
I KNOW WE HAVE DISCUSSIONS GOING ON WITH, UH, THE ARTISTS PASCAL PRIOR AND JOSHUA TOBY, AS WELL AS OTHERS ABOUT SOME NEW PROJECTS THAT WE WERE LOOKING AT.
AND WE WERE ALWAYS LOOKING FOR NEW ARTISTS THAT COULD BRING UNIQUE PIECES TO ENHANCE THE AND PARK SPACE IN OUR COLLECTION.
UH, WE WERE LOOKING AT INTERACTIVE KINETIC CARD PURCHASE AND, UH, OH, HEY, NEXT SLIDE PLEASE.
AND OUR GRANT REQUESTS TO WE ACTIVELY MANAGE MAJOR PUBLIC ART PROJECTS.
UM, WE ARE, UH, IDENTIFYING ARTISTS ARTWORKS.
WE ENTER INTO CONTRACTS, COORDINATE WITH SUPPLIERS AND THE TOWN, AND WE MENTIONED THE COMMUNITY GARDEN.
UH, THE CITIZENS HAS BASED ON THE ARTICLE, OUR DISCOVERING AND ENJOYING OUR PUBLIC ARTISTS HAS BEEN MORE AND MORE TIME IN OUR PUBLIC PARKS.
OUR ART COLLECTION PROMOTES ADDISON AS PUBLIC ART DESTINATION, INCLUDING THE NEW DART SILVER LINE THAT COMES UP THE WINDSCREEN.
SO DID PICKED OVER PUBLIC ART.
WE WERE REQUESTING FUNDING $65,000 TO NEW CONTINUATION OF PUBLIC ART AND LANDSCAPING PROJECTS.

WE'RE A LITTLE CRAZY WITH OUR TRAP NEUTER RELEASE PROGRAM.
UM, WE ARE DEDICATED TO TEACHING MORE PEOPLE ABOUT IT, GETTING THE COMMUNITIES INVOLVED.
UM, WE CAN GO SO FAR, BUT IF WE CAN EMPOWER THE COMMUNITIES TO HELP US, WE CAN GET A LOT MORE CATS OFF THE STREETS.
UM, LAST YEAR WE SAW AN UNPRECEDENTED

AMOUNT OF CATS AND KITTENS BEING BORN BECAUSE OF ALL OF OUR RESOURCES WERE CLOSED WITH COVID.WE'RE STILL DEALING WITH A LOT OF THAT.
WE'RE ALSO DEALING IN THIS POST COVID WORLD WITH PEOPLE WHO ARE NOW GOING BACK TO WORK.
THEY'RE MOVING IN WITH FAMILIES, THEY'RE ABANDONING THEIR ANIMALS RIGHT, AND LEFT, AND WE ARE OVERRIDING.
UM, WE'RE TRYING TO TAKE IN AS MANY AS WE CAN, WE'RE TRYING TO SPEND.
WE'RE ALSO TRYING TO HELP PEOPLE WITH THEIR MEDICAL EXPENSES.
A LOT OF THEM WE'RE TRYING TO HELP THEM KEEP THEIR ANIMALS.
UM, SO WE, WE FIX A LOT OF THEM.
WE TAKE CARE OF THEM AND WE DO EVERYTHING WE CAN TO HELP GET US PAST THIS POINT.
UM, SO ALL OF OUR VOLUNTEERS LIVE RIGHT HERE IN ADDISON.
UM, THEY WORK WITH ANIMAL CONTROL, UM, AND WHAT THEIR NEIGHBOR'S DOING TNR.
UM, AND THEN A LOT OF OUR VOLUNTEERS COME OVER AND HELP HER.
ALSO, THIS IS JUST SOME OF OUR, OUR RECENT EFFORTS, UH, RESCUES ARE, YOU KNOW, WE, UH, WE, WE WORK HARD OUT THERE AND IT'S TOUGH, BUT WE ALSO GET TO DO THE GREAT THING.
SOMETIMES I'M THE LAST 16 YEARS AT THE PETCO ON BELTLINE, WE HAVE PLACED OVER 12,000 CATS AND KIDS KITTENS INTO THEIR HOMES.
MANY OF THEM STARTED, YOU KNOW, RIGHT HERE IN THESE NEIGHBORHOODS, RIGHT DOWN THE STREET AT THE RESTAURANTS, THE HOTELS, THE APARTMENTS, UM, AND WE EITHER GET THEM T IN ORDER, WE GET THEM IN TO GET THEM.
UM, THIS TIME WE ARE REQUESTING $7,500 TO ASSIST IN OUR SPADER PROGRAM FOR THE NEXT CALENDAR YEAR.
THIS WILL ALLOW US TO STAY UNDER ABOUT 150 CATS, UM, UH, BOTH BARRELS AND CATS THEN THAT WE CAN GET INTO OUR ADOPTION PROGRAM.
MANY OF YOU HAVE SEEN THE SLIDE.
WE JUST LIKE TO REMIND EVERYBODY THAT ONE SINGLE UNSPAYED FEMALE CAT OVER NINE YEARS CAN CAUSE CHAOS MADNESS.
UM, THESE ARE JUST SOME OF THE OTHER THINGS THAT WE DO.
UM, WE HELP SENIORS AND LOW-INCOME HOUSEHOLDS KEEP THEIR PETS BY PROVIDING FOOD AND LITTER DONATIONS, UM, SPACE, UM, VARIOUS VATTING.
UM, WE DO TAKE CARE OF MEDICAL CARE OF FERAL CATS, DENTALS, LOTS OF EMERGENCIES.
AND IN THOSE CASES, HUMANE EUTHANASIA, UM, THESE GRANDPARENTS WILL OFFSET OUR SPAY-NEUTER COSTS.
WE CAN CONTINUE TO SUPPORT THESE AREAS ALSO.
AND OUR LAST MAJOR POINT IS TNR MANAGED COLONIES, HELP CITIES PRODUCE THE HOMELESS CAT POPULATION, COMMUNITY COMPLAINTS, AND STAFFING AND FINANCIAL RESOURCE NEEDS.

SO AS PART OF COHEN VETERANS NETWORK, WE'RE ACROSS THE COUNTRY, WE SERVE ACTIVE DUTY SERVICE MEMBERS, VETERANS, AND MILITARY FAMILY MEMBERS.
UM, IN ALL OF THESE DIFFERENT STATES, WE HAVE SOME MORE CLINICS COMING ONLINE SOON IN GEORGIA AND OTHER AREAS.
SO OUR CLINIC HERE, AS I MENTIONED, IS A PARTNERSHIP BETWEEN COHEN VETERANS NETWORK AND METRO CARE.
WE PRIMARILY SERVE POST NINE 11 VETERANS.
WE FOCUS ON HIGH QUALITY EVIDENCE-BASED MENTAL HEALTH CARE.
WHAT THAT MEANS IS WE TRY TO GET PEOPLE IN QUICKLY AND WE TRY TO PROVIDE THEM SERVICES THAT HAVE BEEN PROVEN TO WORK FOR THE CONDITIONS THAT THEY HAVE BASED ON RESEARCH STUDIES.
SO THAT MEANS A LOT OF THINGS LIKE COGNITIVE, BEHAVIORAL THERAPY, COGNITIVE PROCESSING THERAPY, BELONGED EXPOSURE, THINGS LIKE THAT.
WE SERVE, UM, VETERANS, BOTH IN THE VA SYSTEM AND VETERANS WHO DON'T RECEIVE CARE.
WE SERVE REGARDLESS OF DISCHARGE STATUS, REGARDLESS OF ROLE IN THE SERVICE, REGARDLESS

SO WE REALLY FEEL A GAP IN THE VETERAN SERVICE ORGANIZATION.
UM, AS OF LAST APRIL, I BELIEVE WE HAVE EXPANDED TO ACTIVE DUTY SERVICE MEMBERS, AND WE DON'T HAVE IT AS A BIG PHASE HERE.
SO WE DON'T HAVE AS MANY OF THOSE, WE PRIMARILY SERVE VETERANS AND FAMILY MEMBERS, BUT THAT IS SOMETHING THAT WE'VE SEEN AN INCREASE IN OVER THE LAST YEAR.
SO IN OUR SIXTH YEAR, LAST YEAR, WE SERVE 942 UNIQUE INDIVIDUALS THAT IS THE MOST WE'D SERVE IN A SINGLE YEAR TO DATE.
SO THE MENTAL HEALTH NEED IN THIS AREA AND ALL OVER IS GROWING, UM, CONTINUES TO GROW, UM, SINCE INCEPTION SEVEN, ALMOST SIX AND A HALF ISH, SIX PLUS YEARS AGO, WE HAVE SERVED OVER 3000 INDIVIDUALS, MANY IN THIS COMMUNITY.
UM, WE HAVE RESUMED PROVIDING IN PERSON SERVICES, UH, BUT A LOT OF WHAT WE'RE DOING IS STILL TELEHEALTH.
UM, THE OTHER PIECE THAT WE'VE PRESUMED SINCE COVID HAS BEEN IN-PERSON COMMUNITY EVENTS.
SO IN ADDITION TO THERAPY SERVICES, WE DO A LOT WITH, UM, POSTING EVENTS AND, UM, GOING OUT TO THERAPISTS, THINGS LIKE THAT, TO LET PEOPLE KNOW ABOUT THE CLINIC AND LETTING, BRINGING PEOPLE INTO THE CLINIC, UM, FOR OPPORTUNITIES.
SO PART OF THAT WAS THE FUNDING OF OUR COMMUNITY ROOM, WHICH THE TOWN OF ADDISON, UM, GENEROUSLY HELPED CONTRIBUTE TO.
WE HAD OUR KICKOFF, UM, IN THAT ROOM LAST NOVEMBER.
UM, MAYOR, PRETEND I WAS THERE.
UM, AND WE HAVE BEEN ABLE TO HOST MORE EVENTS IN THAT ROOM OVER THE LAST SIX, SEVEN MONTHS.
UM, PART OF THAT WITH OUR FUNDING FROM LAST YEAR, WE PROVIDED MENTAL HEALTH FIRST AID.
WE HAVE BEEN ABLE TO PROVIDE MENTAL HEALTH PER SE TO 28 PEOPLE SO FAR IN THE GRANT YEAR.
AND WE HAVE ANOTHER TRAINING COMING UP IN SEPTEMBER.
WE'VE ALSO USED THE ROOM FOR A VARIETY OF FUN EVENTS.
UM, DONE THE MENTAL HEALTH FIRST AID TRAININGS.
WE HAVE OTHER SUICIDE PREVENTION AND AWARENESS WORKSHOPS.
WE'VE DONE, UM, ACTING CLASSES.
THOSE WERE A BIG HIT WITH THE DALLAS THEATER CENTER IS PUBLIC WORK DALLAS.
AND SO IF ANY OF YOUR INTEREST IN WATCHING THE ODYSSEY, THEY'RE PUTTING ON A PRODUCTION, UM, IN JULY WITH SOME PEOPLE WHO AUDITIONED OR CAME TO WORKSHOPS AT OUR CLINIC, WE DID A STAFF RETREAT IN THERE.
UM, WE'VE DONE OTHER TRAININGS FOR METRO CARE GROUPS.
THERE'S A PEER GROUP THAT MEETS THERE.
NOW ON THURSDAY NIGHT, THERE WAS A TOY DRIVE, CANNED FOOD DRIVE.
SO WE HAVE HAD, WE'VE USED THIS ROOM, UM, QUITE EXTENSIVELY JUST IN THE SHORT TIME THAT IT'S BEEN OPEN.
AND FOR THE NEXT YEAR, WE'RE LOOKING TO EXPAND THE MENTAL HEALTH FIRST AID TRAINING, WHICH A HUGE NEED FOR MENTAL HEALTH SERVICES RIGHT NOW, BUT NOT EVERYBODY NEEDS OR IS INTERESTED IN THERAPY.
AND SO MENTAL HEALTH FIRST AID IS A WAY FOR THEM TO, FOR US TO INCREASE AWARENESS OF MENTAL HEALTH SIGNS AND SYMPTOMS TO THE LAY POPULATION.
SO IT'S A WAY THAT EVERYBODY CAN KIND OF INCREASE THEIR DECREASE STIGMA, LEARN HOW YOU CAN IDENTIFY THOSE ISSUES IN SOMEBODY IN YOUR LIFE AND MAYBE HELP CONNECT THEM TO CARE WHEN THEY NEED IT.
SO WE'D LOVE TO INVITE ANYBODY IN THIS ROOM TO KIND OF, FOR ONE OF OUR MENTAL HEALTH FIRST AID TRAININGS IN THE NEXT YEAR.

A PROPOSAL IS A 40 YEAR GROUND LEASE TERM WHERE THE TENANT, UH, UH, PROPOSALS TO REDEVELOP A EXISTING SITE OF THE AIRPORT FOR EXECUTIVE AND CORPORATE HANGAR CAMPUS.
UH, THE TENANT WILL BE RESPONSIBLE FOR THE DEMOLITION AS THE SOLE COST AND EXPENSE.
THE CITY IS RESPONSIBLE TO REMEDIATE EXISTING HAZARDOUS MATERIALS PRIOR TO DEMOLITION.
THE MINIMUM CONSTRUCTION VALUE AS PROPOSED IS $10 MILLION.
AND THE PROJECT IS TO BE FINANCED WITH PROCEEDS FROM PRIVATE ACTIVITY BONDS, WHICH WE'LL DISCUSS, UH, LATER IN THE SUBJECT LOCATION AS ILLUSTRATED HERE IS ON THE NORTHEAST CORNER OF THE ADDISON AIRPORT.
IT IS A SIX ACRE SITE THAT IS BOUNDED TO THE NORTH BY WE HAVE VICTOR TAXIWAY OFF TO THE WEST.
UH, THE BILLIONAIRE OF A FACILITY, WHICH MOST ARE FAMILIAR WITH IS LOCATED NORTH OF THE PROJECT SITE BACK IN MARCH OF 2021, THE AIRPORT DID A SOLICITATION, UH, REQUEST FOR QUALIFICATIONS, UH, FOR THIS PROPERTY SEEKING, UH, REAL ESTATE DEVELOPERS AND COMMERCIAL AERONAUTICAL OPERATORS, UH, WILLING AND HAVING THE DESIRE TO DEVELOP THE SITE.
WE ENDED UP WITH FOUR QUALIFIED THROUGH AN EXTENSIVE PROCESS.
WE ENDED UP SELECTING SKYHARBOUR, UH, NEARLY A YEAR AGO, UM, AS OUR PREFERRED, UH, RESPONDED AND OBVIOUSLY THE 2021, YOUR REPORT READ THE COUNCIL ON THE SELECTION PROCESS AND OUR RECOMMENDATION FOR PROCEEDING WITH NEGOTIATIONS WITH SKYHARBOUR.
THE SUBJECT SITE IS AS MENTIONED A SIX ACRE SITE THAT

HAS AN EXISTING FACILITIES TO IT.THERE IS AN 11,000 SQUARE FOOT TWO-STORY TERMINAL BUILDING THAT WAS CONSTRUCTED IN THE, UH, 1980S.

UH, THERE'S ALSO 80,000 SQUARE FEET OF, UH, AIRCRAFT APRON SPACE AND A HUNDRED PARKING SPACES UNTIL THESE ARE AVAILABLE TO THE SITE AS MENTIONED, THERE'S A FRONTAGE TO TAX AWAY OFF OF AND TO TAX AWAY.
VICTOR, BOTH RATED FOR HEAVIER AIRCRAFT SKYHARBOUR IS A NEW YORK BASED DEVELOPER, UM, SPECIALIZING IN BUILDING WHAT THEY TERM AS HOME BASING SOLUTIONS, WHICH IS A CAMPUS LIKE OF AERONAUTICAL FACILITY FOR EXECUTIVE FLIGHT DEPARTMENTS AND, UH, UH, CORPORATE OPERATIONS.
IT BECAME A PUBLICLY HELD COME ANY EARLIER THIS YEAR THROUGH A SPECIAL ACQUISITION MERGER WITH YELLOWSTONE ACQUISITION COMPANY VALUING AT $777 MILLION AS THEY BUILD HIGH-END PRIVATE HANGAR CAMPUSES.
THEY HAVE PROJECTS IN HOUSTON, SUGARLAND, NASHVILLE, MIAMI DENVER, AND PHOENIX SKY HARBOR'S MANAGEMENT TEAM CONSISTS OF SEASONED PROFESSIONALS THAT HAVE COMBINED EXPERIENCE IN AVIATION AND IN REAL ESTATE.
AND WE ARE HAPPY TO HAVE, UH, SOME, UH, REPRESENTATIVES FROM, UH, THE SKY HARBOR GROUP HERE THIS EVENING, SKY NUMBER PROPOSES TO BUILD A HUNDRED, 1000 SQUARE FEET OF EXECUTIVE HANGAR FACILITIES CONSISTING OF FIVE, 14,200 SQUARE FOOT HANGARS, ONE 30,000 SQUARE FOOT SEMI-PRIVATE HANGAR, UM, ALL SERVICED WITH 140,000 SQUARE FEET OF DEDICATED HEAVY AIRCRAFT APRON AREA AND OFF STREET PARKING HERE, YOU SEE A BIRD'S-EYE VIEW OF THE SITE PLAN WITH THREE PRIVATE HANGARS, 14,200 SQUARE FEET EACH FACING, UH, THE RUNWAY AND TWO MORE ON THE INTERIOR.
AND THEN THE SEMI-PRIVATE ANGER, UH, TO THE, UH, EAST THERE, HERE IS A BUILDING ELEVATIONS OF THE SEMI-PRIVATE HANGERS SHOWN.

THE LEASE WILL COMMENCE WHEN THE BUILDING CONSTRUCTION IS COMPLETED AND THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY.
AND THEN THE TERM WILL BE FOR 40 YEARS, 480 MONTHS FROM THAT DAY RENT ON AN ANNUAL BASIS, BE $189,000 PAYABLE IN MONTHLY INSTALLMENTS, JUST UNDER $16,000, WHICH IS EQUIVALENT TO 72 CENTS A GROSS SQUARE FOOT OF LAND AREA ADJUSTMENT OR RENT IS BIANNUAL SUBJECT TO CPI OR A CONSUMER PRICE INDEX, UH, ADJUSTMENTS EVERY TWO YEARS PERMITTED USE FOR THE, UH, CORPORATE AND, AND, UH, LIKE DEPARTMENT TYPE CAMPUS FACILITY THAT HAS BEEN PROPOSED WITH A MINIMUM HANGAR DOOR CLEARANCE.

UH, NO DISCRIMINATION SERVICES ARE TO BE PROVIDED ON FAIR AND EQUITABLE STANDARD, WHICH IS ALL CONSISTENT WITH THE FAA GRANT ASSURANCES, UH, THE TOWN ASS.
UM, THERE IS ALSO NOT TO BE ANY THIRD PARTY MAINTENANCE FLIGHT SCHOOLS AND RETAIL SERVICES, UH, PERFORMED ON THE SIDE BUILDING AND GROOVES ARE ADDRESSED IN THE LEASE ADDENDUM NUMBER TWO, UH, WHICH, UH, UH, IN THERE DESCRIBES THE BUILDING, THE BRUINS AND THE PROCESS IN WHICH, UH, THE TENANT IS TO GO, UH, IN DEVELOPING THE BUILDINGS.

UM, SO IN THE INTEREST OF EXPEDIENCY AND, UM, ORDINATION PURPOSES AND JUST SKYHARBOUR HAS PROPOSED TO DO THE REMEDIATION ON BEHALF OF THE TOWN, UH, WITH THE

TOWN REIMBURSING THE COSTS, NOT TO EXCEED $37,500.THE TENANT IS RESPONSIBLE FOR ALL THE DEMOLITION OF THE BUILDING IMPROVEMENTS THAT THEIR SOLE COST EXPENSE AND RISK THE MINIMUM CONSTRUCTION VALUE IS TO BE 10 MILLION, ALTHOUGH IT IS ANTICIPATED THAT THE, AS PLANNED THE, UH, AS MANY CONSTRUCTION VALUE WILL BE CLOSER TO $15 MILLION.
THE DESIGN PLAN IS TO BE DELIVERED IN SIX MONTHS, WHICH THAT PROCESS HAS ALREADY BEGUN.
UH, SKYHARBOUR HAS DELIVERED THEIR, UH, DOCUMENTS TO P AND Z, UH, OR, UH, IN THE PNZ PROCESS, I SHOULD SAY, UH, CONSTRUCTIONIST TO COMMENCE WITHIN 18 MONTHS OF THE EFFECTIVE DATE OF THIS LEASE AGREEMENT AND SUBSTANTIAL COMPLETION BE WITHIN 24 MONTHS, ONCE CONSTRUCTION BEGINS, ANY FUTURE BUILDING IMPROVEMENTS WOULD BE, UH, SUBJECT TO THE LANDLORD'S PRIOR WRITTEN CONSENT AND REVIEW OF ANY DESIGN PLAN MAINTENANCE AND REPAIR IS SUBJECT TO WHAT IS REFERRED TO AS OUR LEASE ADDENDUM.
NUMBER ONE, WHICH ARE STANDARDS SET FORTH THAT REQUIRES THE TENANT TO PERIODICALLY CONDUCT A PROPERTY CONDITION ASSESSMENTS AND, AND ADDRESS ANY DEFERRED MAINTENANCE OVER THE TERM TITLE TO THE BUILDING IMPROVEMENTS ARE TO BE OWNED BY THE TENANT FOR THE DURATION OF THE LEASE TERM.
UPON THE EXPIRATION OF THE LEASE, THE BUILDING IMPROVEMENTS OWNERSHIP WILL REVERT TO THE TOWN OWNERSHIP.
UH, THE TENANT IS PROPOSING TO FINANCE THESE, UH, THE CONSTRUCTION OPERATION AND THE BUILDING IMPROVEMENTS WITH PROCEEDS FROM, UH, PRIVATE ACTIVITY BONDS.
I'LL ADDRESS THOSE HERE IN JUST A MOMENT, UH, SEPARATELY, UM, WHICH WE ARE REQUIRED IN ACCORDANCE TO PROVIDE A PUBLIC HEARING, WHICH WILL BE OUR NEXT AGENDA ITEM, AN OVERVIEW OF THE ECONOMIC IMPACT OF THIS, UH, GROUND LEASE PROPOSAL, UH, $190,000 JUST SHORE UP THEIR UP AND GROUND RENT, UM, OVER, UH, ON AN ANNUALIZED BASIS, FUEL FLOW, WHICH FEES BASED UPON, UM, THE AIRPORT'S AVERAGE WITH THE ADDED HANGAR SPACE.
UH, WE PROJECTED ABOUT 75,000 A YEAR IN ANNUAL FUEL FLOW, WHICH FEES THERE IS BUSINESS PROPERTY TAX TIED TO THE AIRCRAFT THAT WILL BE BASED AT THE HANGAR WE'VE ESTIMATED APPROXIMATELY 615,000, UH, TO THE TOWN, AS WELL AS THAT VALERA AND LEASEHOLD, UH, TAXING ON THE IMPROVEMENTS BEING ANOTHER $105,000, ALL IN ALL ON AN ANNUALIZED BASIS, JUST SHORT OF A MILLION DOLLARS AND ECONOMIC IMPACT TO THE AIRPORT OVER THE LIFE OF THE LEASE.
WE'RE TALKING ABOUT 12 MILLION, 500,000 AND A CASHFLOW TO THE AIRPORT, A COMBINATION OF GROUND RENT AND FUEL FLOWS FEEDS.
AND, UH, AND AGAIN, THE TOTAL CAPITAL INVESTMENT BEING 10 MILLION TO $15 MILLION IN CONCLUSION, WE, UH, BELIEVE THAT THIS, UH, PROPOSAL IS, UH, VERY CONSISTENT WITH THE COUNCIL'S STRATEGIC PILLARS AND MILESTONES LEVERAGING, UH, THE CUSTOM FACILITY WE ANTICIPATE THE TENANTS WILL, UH, UH, OF SKY HARBOR WILL, UH, UTILIZE THE CUSTOMS FACILITY AND, AND, UH, HAVE INTERNATIONAL TRAVEL THROUGHOUT, UM, ALSO THE USE OF THE AIRPORT AND, AND, UH, GROWING AND MAXIMIZING, UH, UH, BUSINESS EXPANSION.
UH, WE BELIEVE THAT THE AIRPORT OR THIS PROPOSAL ACHIEVES THE OBJECTIVES FOR THE AIRPORT, WHICH IS ENHANCING THE OVERALL VALUE OF THE AIRPORT WITH NEW DEVELOPMENT, INCREASING REVENUE ENHANCING THE TAX SPACE.
