REALLY THOSE THAT WERE PRIVATELY OWNED AS WORK VEHICLES OR TAKE ON WORK BEATLES VEHICLES THAT ARE MULTIFAMILY AREAS, UH, USED BY RESIDENTS, UH, BECAME DIFFICULT TO USE THE ONE TON OR 2000 POUND METRIC. AS A, AS A GUIDE WITH HORSEMEN, WE FOUND A LOT OF PEOPLE THAT HAD WORKED TRUCKS IN THE APARTMENT COMPLEX, ESPECIALLY AGAIN, AS I EXPLAINED, THE ADJACENCY LANGUAGE CAUSED SOME CONFUSION AGAIN ABOUT PLACING BUSINESSES IN VIOLATION THAT WERE, WERE NOT PREVIOUSLY IN VIOLATION. WE FOUND THAT OUR TOWN'S ZONING MAPS DIFFICULT FOR POLICE PATROL PERSONNEL TO DECIPHER, UH, OUR OWN ADMISSION. YOU KNOW, YOU WOULD TALK WITH CATCHMENT, OUR BUILDING DIRECTOR, IT'S HARD FOR SOME OF OUR EMR ZONING, UH, SOME OF OUR WORKFORCE, BUT PEOPLE THAT ARE IN THAT BUSINESS TO SOMETIMES IDENTIFY THOSE SELLING MAPS. SO THAT BECAME PROBLEMATIC. AND THEN AGAIN, WE HAD, WE HAD ABOUT 60 CALLS FROM RESIDENTS AND OTHER PROPERTY OWNERS AND COMMERCIAL OWNERS. THEY EXPRESSED SOME FRUSTRATION WITH THE TOWN, UH, BY PROHIBITING A BOARD VEHICLES USE OR OWNED BY RESIDENTS, ESPECIALLY THE MULTI-FAMILY COMPLEXES. SO OUR, OUR RESEARCH FINDINGS AGAIN, ARE I SEE ATTORNEY MR. WYATT AND MYSELF KISMET HELPED US. WE LOOKED AROUND THE METROPLEX TO SEE WHAT OTHER CITIES WERE DOING. AND SO BASED ON THOSE COMPLAINTS, WE HAVE NOW TO TRY TO MAKE A DECISION IF THEY WERE WITHIN OUR DEPARTMENT, EXCEEDED OUR CURRENT AUDIENCE BASED UPON. SO BEGINNING IN THIS FISCAL YEAR, WE, UH, BEGAN THE UPDATE TO, UH, AN ADDITIONAL FIVE-YEAR PLAN THAT WOULD EXTEND FROM THIS. AND WE'RE JUST NOT KEEPING UP WITH OUR COSTS. AND THEN THE BLUE LINE IS IF WE, IF WE, UM, GO WITH THE RATE INCREASES THAT WE HAVE RECOMMENDED IN THE STATE LOVER COSTS, THIS IS THE FUND BALANCE THAT I MENTIONED TRIED TO STAY ABOVE 25. IN MAY OF 2017 COUNCIL AWARDED A CONTRACT TO WESTERN CONSULTANTS IN THE AMOUNT NOT TO EXCEED $56,730 FOR THE INITIAL DEVELOPMENT OF SCHEMATIC DESIGN. SO UP TO 75% AND STAKEHOLDER INVOLVEMENT FOR THE REPLACEMENT OF MAALOX POND LINER OR EDGE TREATMENTS AND POTENTIAL SITE ENHANCEMENTS, WESTERN DEVELOPED A PLAN FOR THE BASE PROJECT, WHICH IS WHAT YOU'VE SEEN HERE. UM, AND IT RECOMMENDED THE MINIMUM AMOUNT OF WORK THAT WE NEED TO BE DONE TO REPLACE THE POND LINER, TO ADDRESS ADA ISSUES AND CORRECT OR EROSION AND MAINTENANCE ISSUES THAT WE WERE SEEING. SO STAFF WAS RECOMMENDING THAT THE PLAY, DO YOU PLAN HAVE A FORMAL DESIGN? UM, IT WAS ALSO ASKED IF THERE WERE ANY INTERACTIVE AMENITIES THAT RESIDENTS WOULD LIKE TO SEE AROUND THE POND. AND AN OVERWHELMING MAJORITY OF RESIDENTS SAID THAT THERE WAS NO PREFERENCE. SO STAFF WAS RECOMMENDING THAT NONE OF THESE AMENITIES BE INCLUDED IN THE PLAN FOR SITE IMPROVEMENTS. RESIDENTS WERE ASKED IF THEY WOULD LIKE TO SEE RETAINING WALLS, MEANDERING WALKS A BRIDGE OR A BOARDWALK AND RETAINING WALLS WAS, UM, SELECTED VERY HIGH AND NO PREFERENCE STAFF RECOMMENDS THAT THE RETAINING WALLS BE INSTALLED BECAUSE IT HELPS US WITH SOME OF THE EROSION AND MAINTENANCE ISSUES THAT WE EXPERIENCED AT THE PARK. AND SO THAT WAS OUR RECOMMENDATION. UM, RESIDENTS WERE ALSO ASKED IN THE ENVIRONMENTAL AMENITIES THAT THEY WOULD LIKE TO SEE EDUCATIONAL SIGNAGE AND PRODUCT PLANTS OR RAIN GARDENS AND RAIN GARDENS AND AQUATIC PLANTS WERE PRETTY HIGH UP. STAFF IS RECOMMENDING THAT RANK GARDENS ON A SMALLER SCALE THAT USE AQUATIC PLANTS BE INTRODUCED INTO THE SITE AND THEN AESTHETIC IMPROVEMENT AMENITIES RESIDENTS WERE ASKED IF THEY WOULD PREFER TO SEE, UM, LED LIGHTING ON THE NEW FOUNTAINS THAT WE'RE GOING TO PUT IN. WE HAVE EXISTING BALANCE THERE, BUT THEY'RE NOT LIGHTS ON THOSE. UM, IF THEY WOULD LIKE TO SEE ARE INSTALLED BY THE ADDISON RV FOUNDATION AND IF THEY WOULD LIKE TO SEE TREAT UPLIGHTING AND IT WAS PRETTY CONSISTENT, UM, ON A PREFERENCE WISE FROM RESIDENTS THAT LED LIGHTING FOR THE FOUNTAINS WAS HIGHLY PREFERRED. UM, AND THEN THERE, IT WAS EQUAL PREFERENCE BETWEEN THE ARBOR FOUNDATION AND THE TREE UP LIGHTING. SO STAFF WAS RECOMMENDING ALL THREE OF THOSE COMPONENTS. UM, THERE WILL BE NO DESIGN WORK FOR THE SCULPTURE, THE ADDISON ARBOR FOUNDATION PIECE. THAT'S SOMETHING THAT WOULD BE DONE SEPARATELY. UM, COUNCIL RECOMMENDED THAT STAFF BRING BACK A RECOMMENDED PROJECT OR COUNCIL ACTION BASED ON THE FUNDING AVAILABILITY. SO WE'RE GOING TO DO THAT THIS EVENING, THAT WILL BE IN A FEW SLIDES, UM, FURTHER, UH, IT WAS ALSO MENTIONED THAT STAFF SHOULD LOOK AT LANDSCAPE PLANTING SCOPE. THE NUMBER SEEMED QUITE LARGE. AND THERE WAS AN 18% INCREASE IN THOSE ANTICIPATED COST. SO THE 2018 OPINION OF PROBABLE COST WAS 3.1, $4 MILLION TO PEER MEMBER FOR THE BOND ELECTION. WE REQUESTED 3.2. SO BECAUSE WE DID INCLUDE SOME MONEY FOR INFLATION. UM, AND THEN THE TODAY'S OPINION OF PROBABLE COST IS $3.734 MILLION. AND BECAUSE OF THAT, UM, STAFF IS RECOMMENDING THAT WE CREATE A BASEMENT PROJECT THAT WOULD BE LESS THAN THE AVAILABLE BOND FUNDS, WHICH IS THE $3.282 MILLION AND BIDDING ADDITIONAL ITEMS IS ULTIMATE'S. WE ALSO REDUCE THE LANDSCAPE SECTION, UM, TO $350,000 TO MAKE UP FOR SOME OF THAT DIFFERENCE. UM, AND THE REASON THAT WE DID THAT IS THIS WILL ALLOW BOND FUNDS TO BE ALLOCATED TO ADDITIONAL EXPENSES, UM, ENCUMBERED TO RELOCATE OUTDOOR FITNESS SPORT. SO WE HAVE SOME, UH, ADDITIONAL CHARGES THAT WERE ASSOCIATED WITH THAT LOCATION BEING MOVED, BUT IT WOULD ALSO PROVIDE COUNSEL DECISION-MAKING FLEXIBILITY IN A VOLATILE CONSTRUCTION MARKET. SO WHAT WE'RE RECOMMENDING WOULD BE IN THE BASE BID PROJECT IS REPLACEMENT OF THE LINER AND THE ADA IMPROVEMENTS, INCLUDING THE COMBINED POND PLEDGED AND INCLUDING $350,000 FOR LANDSCAPE ENHANCEMENTS, THE RETAINING WALLS, THAT PROFESSIONAL SERVICE FEES, AND THEN A PROJECT CONTINGENCY. THE RECOMMENDED ALTERNATE BID ITEMS THAT WE ARE RECOMMENDING IS INCLUDING THE FOUNTAIN OF LIGHTS AS AN ALTERNATE, THE TREE UP LIGHTS AS AN ALTERNATE, THE RAIN GARDEN, AS AN ALTERNATE, AND THEN PROJECT CONTINGENCY ASSOCIATED WITH THOSE. THE TOTAL OF THESE TWO PROJECTS DO GET US CLOSE TO THAT AMOUNT OF THE BOND PROJECT OR THE FUNDING THAT WE HAVE AVAILABLE, BUT KNOWING THE VOLATILE MARKET AND THE CHANGES THAT WE DID HAVE TO THE FITNESS COURT, WE FEEL LIKE THIS, UM, INCLUDING THE ALTERNATIVES ALLOWS US TO HAVE THE MOST FLEXIBILITY TO MAKE DECISIONS AS WE GET BIDS. SO WE DID INCLUDE BUDGET FUNDS IN THE OPINION OF PROBABLE COSTS, BUT THIS WILL ALLOW US JUST TO HONE IN AND IMPROVE OUR DESIGN FOR THIS FLIPS, APPRECIATE THAT WHILE YOU'RE WORKING, WE HAD A RESIDENT THAT HAD EXPRESSED CONCERN ABOUT BABY DUCKS, FALLING INTO THE DRAINAGE RECEPTACLE. NOW, OCCASIONALLY WE HAVE SEEN THAT THE DUCKS WILL HOP UP AND THEN WHEN THEY LAND, THEY LAND DOWN INTO THE INLET, WHAT WOULD PREVENT THAT IS US PUTTING A TOP OF GRIT, WHICH COULD POTENTIALLY CAUSE FLOODING. SO THAT'S WHAT WE'RE ALWAYS TRYING TO BALANCE. THE ONE THAT, UM, PROBABLY WILL BE USED WILL BE SIMILAR TO WHAT THEY DID AT VITRUVIAN, WHERE THEY PULL IT OUT OFF TO THE SIDE. THEY LET IT DRAIN A LITTLE BIT AND DRY OUT A LITTLE BIT, AND THEN THEY LOAD IT AND TRUCKS AND THEY HAUL IT OFF. UM, IF THEY HAUL IT OFF WET, THAT GETS STRUCK DOWN YOUR ROAD. THAT'S THE REASON THEY LET IT DRIVE BEFORE THEY CALL IT OFF. UM, IT IS GOING TO HAVE A SMELL ASSOCIATED WITH IT AND WE WILL LET EVERYBODY KNOW.
