I STILL HAVE A LOT OF PASSION ON YOU BECAUSE I DO OPERATE STRAIGHTFORWARD PERSON.
SO I'M SO PROUD OF YOU AS FAR AS WE SERVE TOGETHER FOR HOW MANY YEARS.

UM, THE OTHER THING I WANTED TO SHARE IS MY, THE INVOLVEMENT I'VE HAD WITH CITY COUNCIL REALLY CAME BACK IN 2017.
AND AS THE MAYOR MENTIONED, I'D LIKE TO GO TO THE EDISON ATHLETIC CLUB AND WORK OUT A LOT.
AND, UH, I WAS IN, IN THE ATHLETIC CLUB BACK IN 2017.
I WAS WALKING OUT AND A LONGTIME ADDISON RESIDENT, UH, JOHN HENDERSON, WHO UNFORTUNATELY IS NO LONGER WITH US, UM, STOPPED ME ON THE WAY OUT.
AND, UH, HE SAID, MARLON, ARE YOU GONNA, ARE YOU GONNA RUN FOR CITY COUNCIL? AND I I'D GOTTEN THAT QUESTION BEFORE, AND I'D ALWAYS ANSWERED IT THE SAME WAY I'M GOING TO RUN NEXT YEAR.
BUT JOHN, JOHN POLITELY SAID, MARLON, I THINK YOUR WINDOW OF OPPORTUNITY IS PASSING.
AND I THINK NOW IS THE TIME FOR YOU TO RUN.

IT'D BE MY CAMPAIGN TREASURER AND, AND LITERALLY, UM, SCRAMBLED TO GET TO TOWN HALL, UH, AND GET, GET PAPERWORK REQUIRED TO FILE.
SO I DID THAT AND LITERALLY GOT THERE WITH 30 MINUTES LEFT TO GO ON THE CLOTH AND, AND FILED IN THAT AND NO CAMPAIGN PUT TOGETHER AT THAT POINT.
SO I STARTED LATE AND, UH, THIS WAS ONE OF THE MOST CONTESTED ELECTIONS IN 2017 IN ADDISON HISTORY.
WE HAD SOME BIG TIME CANDIDATES THAT RAN AND, AND MANY ARE STILL STILL WITH US HERE TODAY, SERVING.
UM, BUT, BUT I THINK BACK ON, ON WHAT JOHN HENDERSON SAID, AND I THINK HE WAS RIGHT, I THINK I, I NEEDED TO RUN.
I NEEDED TO, UH, LEARN WHAT A CAMPAIGN REALLY LOOKS LIKE.
I NEEDED TO FAIL, GET KNOCKED DOWN, GET BACK UP.
AND, UM, AND SO I THINK HE WAS RIGHT AND I'M GLAD I I'M GLAD I DID IT THE WAY I DID IT AND GLAD IT ALL, ALL WORKED OUT.
UM, ANOTHER THING I WANT TO SHARE WITH YOU IS I THINK IT'S REALLY IMPORTANT TO BRING UP THAT, UH, WE HAVE OVER THE LAST FOUR YEARS, WE ALL HAVE BEEN THROUGH A HECK OF A LOT.
UM, WE'VE HAD THE COVID 19 PANDEMIC HIT.
WE HAD A, UH, HORRIBLY DIFFICULT, UH, CRASH IT OR ADDISON AIRPORT.
UM, WE'VE HAD TO DEAL WITH, UH, UH, UH, PROTEST THAT CAUSED US TO FIRE OUR BOOMTOWN FIREWORKS IN ANOTHER CITY AND CELEBRATE IT VIA VIDEO.
UM, WE'VE HAD SENATE BILL TWO, UM, THE TEXAS PROPERTY TAX REFORM, TRANSPARENCY, A PACK.
AND THAT, THAT PUT A VERY DIFFICULT SITUATION FOR US.
AND WE HAD TO RAISE TAXES TO STAY CONSERVATIVE AND NOT PUT US IN A, IN A BAD POSITION.
AND WE ALL KNOW ABOUT, UM, THE WINTER STORM URI.
UM, IF ALL OF THAT WEREN'T ENOUGH, WE GOT, UH, URI AND, UM, I THINK IT'S REALLY IMPORTANT TO NOTE THAT, UM, IT'S, IT'S HOW WE, HOW WE DEAL WITH OUR ADVERSITY THAT MAKES US WHO WE ARE.
AND, UM, I'M REALLY PROUD OF THE DELIBERATIONS AND THE DECISIONS THAT WE HAD IN THIS, IN THIS COUNCIL CHAMBER.
SOME OF THEM WERE AN EXECUTIVE SESSION TALKING ABOUT SOME INCREDIBLY DIFFICULT THINGS, AND I'M REALLY PROUD OF, OF WHAT WE DECIDED AND WHERE WE LANDED.
AND, UM, UNDER, UNDER INCREDIBLY DIFFICULT SCENARIOS THAT SOME OF WHICH STILL EXIST.
UM, SO I WANTED TO SHARE THAT THOUGHT WITH YOU, UM, AND HOW IT WORKS.

WHAT W WYATT, WE, YOU KNOW, WE DID GREAT WITH YOUR HIRE WIT AND WE'RE SO HAPPY YOU'RE HERE WITH US.
AND, UM, REALLY OBVIOUSLY HAPPY WITH THAT SITUATION.

AND HE WAS A COUNCIL MEMBER FOR THREE YEARS BEFORE THAT PAUL WALDEN, UM, SERVED SIX YEARS ON, UH, CITY OF FARMERS, BRANCH CITY COUNCIL.
AND NOW HE'S JUST COMPLETING SIX WITH ADDISON, TOM BROWN WILL COMPLETE 12 YEARS OF CITY COUNCIL WORK NEXT YEAR.

HE SERVED FOR SIX YEARS, LORI WARD, FIVE YEARS, GQ FOR YEARS.

UM, I THINK FOUR YEARS ON PNC AND MARRIED TO NEIL AND NEIL SERVED ON CITY COUNCIL FOR FOUR YEARS.

SO OUR PROPOSED 2022 BOND ISSUANCE INCLUDES A TOTAL ISSUANCE IN THE AMOUNT OF 23,000,500, $18,000, UH, INCLUDED IN THAT BOND ISSUANCE PLAN IS A GENERAL OBLIGATION, UH, GEO BOND ISSUANCE IN THE AMOUNT OF 10 MILLION, $518,000.
UH, THOSE, UH, GEO BONDS HAD BEEN PREVIOUSLY APPROVED BY VOTERS IN VARIOUS, UH, UH, BOND ELECTIONS IN 2012 AND 2019.
AND THEN WE HAVE A PROPOSED CERTIFICATE OF OBLIGATION, UH, ISSUANCE, AND THE AMOUNT OF $13 MILLION, $10 MILLION IS SUPPORTED BY PROPERTY TAXES, WHICH IS PART OF THE TAX RATE.
AND THEN $3 MILLION IS SUPPORTED BY, UH, THE UTILITY FUND, WHICH IS PART OF THE UTILITY

UH, AND THEN COUNCIL HAS APPROVED A CONTRACT FOR THE CONSTRUCTION OF A MIDWAY ROAD, UH, BACK ON DECEMBER 8TH AND CONSTRUCTIONS CURRENTLY IN PROGRESS WITH THE ANTICIPATED COMPLETION DATE SOMETIME IN FISCAL YEAR 2024, UH, THEN THE, UH, GEO BOND, UH, PROPOSED, UH, FOR 2022 ALSO INCLUDES A PROPOSITION C FROM THE 2019 A BOND ELECTION.
AND THIS IS FOR, UH, IMPROVEMENTS TO EXISTING, UH, PARKS AND RECREATION FACILITIES.
UH, THIS IS FOR LATE LOCKS, POND IMPROVEMENTS IN THE AMOUNT OF 3 MILLION, $213,000.
AND THERE WILL BE A CONTRACT COMING THROUGH FROM THE DESIGN OF THOSE IMPROVEMENTS OVER THE NEXT TWO MONTHS.
AND THEN WE HAVE PROPOSITION D, WHICH WAS IMPROVEMENTS TO FACILITIES.
THAT AMOUNT IS 2 MILLION, $305,000.
AND THAT ISSUANCE INCLUDES, UH, ROOF REPLACEMENTS, UH, HVACS, HVAC, AND PLATE REPLACEMENTS, AND ADA IMPROVEMENTS AT VARIOUS TOWN FACILITIES.
SO WHAT WE'VE DONE SINCE THE 2019 BOND ELECTION, WE'VE, WE'VE SHOWN THIS SLIDE JUST TO GIVE A GLIMPSE OF WHAT VOTERS WERE TOLD BACK IN 2019.
UM, WHAT WE ORIGINALLY WERE PROJECTING THAT, UH, THESE, UH, BOND, UH, PROPOSALS WOULD COST THE VOTERS AND THEN HOW WE NOW ANTICIPATE THOSE COSTS TO COME IN.
SO BACK IN 2019 VOTERS WERE TOLD THAT THE ENTIRETY OF THE BOND PACKAGE WOULD COST 10.31 CENTS.
AND WHEN WE LOOK AT WHAT WE'RE ISSUING FROM THE 2019 BOND BOND ELECTION, UH, WITH THIS PROPOSED ISSUANCE, UH, THAT WOULD COST ABOUT 0.8, 3 CENTS ON THE TAX RATE AND WHAT WE'RE PROJECTING TO ACTUALLY FOR IT TO ACTUALLY COST IS ABOUT 0.7, 8 CENTS.
SO IT'S ABOUT 6% LESS THAN WHAT VOTERS WERE TOLD BACK IN 2019.
THEN THE PROPOSED A CERTIFICATE OF OBLIGATION ISSUANCE AND THE AMOUNT OF $13 MILLION, 10 MILLION OF THAT IS ALSO FOR THE RECONSTRUCTION OF MIDWAY ROAD.
AND THIS IS SUPPORTED BY PROPERTY TAX REVENUE.
AND THEN BACK ON NOVEMBER 13TH, 2018, THE CITY COUNCIL DIRECTED THE CITY MANAGER TO PROCEED WITH THE ISSUANCE OF CERTIFICATES OF OBLIGATION, UH, FOR THIS PROJECT.
AND THIS WOULD BE THE FINAL ISSUANCE COUPLED WITH THE $5 MILLION GENERAL OBLIGATION BONDS TO COMPLETE THAT MIDWAY ROAD RECONSTRUCTION PROJECT.
THEN THE REMAINING $3 MILLION IS FOR UDALL UTILITY FUND CAPITAL IMPROVEMENT PROJECTS.
AND AGAIN, THOSE PROJECTS ARE SUPPORTED AND THE DEBT SERVICE FOR THAT $3 MILLION IS SUPPORTED BY THE RATES THAT OUR CUSTOMERS PAY IN THEIR UTILITY BILLS EACH MONTH.
AND THEN THIS IS ANOTHER LOOK AT THE OVERALL TAX RATE IMPACT THAT VOTERS WERE TOLD BACK IN 2019, WHAT THIS BOND PROGRAM WOULD, WOULD COST THEM.
SO IF WE LOOK AT THE CURRENT THIS YEAR, WE'RE IN, WHICH IS THE FOURTH LINE DOWN 2022, YOU LOOK ALL THE WAY ON THE RIGHT.
THE TOTAL PROJECTED TAX RATE IS 21 POINT 22 CENTS.
SO OUR CURRENT TAX RATE IS 17.35 CENTS THAT SERVICE DEBT SERVICE TAX RATE.
SO OUR CURRENT DEBT SERVICE TAX RATE IS 17.35 CENTS, WHICH IS ABOUT 4 CENTS LOWER THAN WHAT VOTERS WERE TOLD BACK IN 2019.
NOW, IF YOU SKIP DOWN TO THE NEXT SLIDE FOR 2023, UH, VOTERS WERE TOLD THAT THEIR DEBT SERVICE TAX RATE WOULD BE 23.11 CENTS.
UM, WHEN WE GET TO DISAGREE YEAR 2023, WHICH IS OUR NEXT FISCAL YEAR.
SO WHEN WE LOOK AT WHAT HAS ACTUALLY OCCURRED, AS I SAID FOR YEAR 2022, UH, THE FAR RIGHT IS THE ACTUAL TAX RATE CURRENTLY, WHICH IS 17.35 CENTS FOR OUR DEBT SERVICE.
AND THEN WITH THIS PROPOSED ISSUANCE, WHAT WE'RE, WHAT WE ARE PROJECTING IS THAT THIS WOULD, UH, INCREASE THE DEBT SERVICE TAX RATE TO 19.57 CENTS, WHICH IS STILL ABOUT THREE AND A HALF CENTS LOWER THAN WHAT VOTERS WERE TOLD BACK IN 2019.
SO OUR TIMELINE FOR THIS PROPOSED A BOND PLAN IS MAY 16TH.
WE'RE HERE TO NOT PRESENTING THE PLAN TO THE CITY COUNCIL ON JUNE, JUNE 14TH.
WE WOULD BRING FORWARD A ORDINANCE THAT WOULD AUTHORIZE US TO PROCEED WITH THE NOTICE OF INTENT TO ISSUE THE CERTIFICATE OF OBLIGATION.
SO WE WOULD PUBLISH THOSE NOTICE OF INTENT ON JUNE 20TH, WHICH IS ABOUT ONE WEEK

THEN WE WOULD RECEIVE THOSE RATINGS, UH, BY JULY 27TH AND THEN ON THE AUGUST NIGHT, UH, WHICH IS A COUNCIL MEETING DAY ON THAT TUESDAY DURING THE MORNING, WE WOULD HOLD COMPETITIVE SALES.
THE WERE BOTH OF THE ISSUANCES ON THE GEO BONDS AND THE CEO BONDS, UH, TWO SEPARATE COMPETITIVE SALES.
AND THEN, UH, THAT EVENING, UH, THERE WOULD BE AN ORDINANCE PRESENTED TO THE CITY COUNCIL, UH, FOR EACH SALE, UH, AUTHORIZING THE SALE, WHICH WOULD INCLUDE THE SALE INFORMATION AND THE PRICING INFORMATION IN THAT ORDINANCE.
AND THAT WILL BE PRESENTED TO THE CITY COUNCIL THAT NIGHT.
AND THEN, UH, ASSUMING THAT ALL THAT WAS APPROVED ON SEPTEMBER 7TH, WE WOULD ANTICIPATE CLOSING THE DEAL AND RECEIVING THE BOND PROCEEDS, UH, ON SEPTEMBER 7TH, STEVEN QUESTION.
UM, CAN YOU EXPLAIN THE DIFFERENCE BETWEEN GIOVANNI GENERAL OBLIGATION BOND AND CERTIFICATE OF OBLIGATION SINCE THE NEW CONCEPT MIDNIGHT? SURE.
UH, SO GENERAL OBLIGATION BONDS ARE, UH, BONDS THAT HAVE BEEN APPROVED BY VOTERS.
SO YOU'VE HAD A BOND ELECTION AND VOTERS HAVE GONE TO THE BALLOT BOX AND APPROVED, UH, THE OCCURRENCE OF THIS DEBT FOR THESE PROJECTS.
A CERTIFICATE OF OBLIGATION, UH, IS A LITTLE BIT MORE RESTRICTED IN WHAT IT CAN BE USED FOR.
UM, THESE, UH, ARE, BUT WHAT THE STATE HAS NOW DEFINED AS DESIGNATED INFRASTRUCTURE BECAUSE IT'S FOR A STREET.
UH, AND THEN THE OTHER PART IS FOR UTILITY FUND IS SELF-SUPPORTING.
SO IT'S NOT PART OF THE TAX RATE.
UM, SO THOSE CAN BE ISSUED FOR BASE NOW, BASICALLY ANY PURPOSE, REALLY, OTHER THAN BUILDING A NEW FACILITY OR, UH, THEY, THEY KIND OF EXCLUDED SOME RECREATION AND LIBRARY TYPE THINGS, BUT THIS IS, THIS IS A DEBT THAT'S ISSUED, UH, BY AUTHORIZATION OF THE COUNCIL.
SO WHAT WE'RE REQUIRED TO DO TO ISSUE IT, UH, ADVERTISE IT.
WE PUT A NOTICE IN THE PAPER AND IT ALLOWS PEOPLE TO, UM, YOU KNOW, COME IN AND TALK TO THE COUNCIL PRIOR TO, UH, YOU KNOW THE APPROVAL OF THOSE BONDS OR THOSE BONDS BEING ISSUED.
UM, BUT IT ALSO GIVES THEM THE ABILITY IF THEY WANT TO PETITION THAT THEY COULD, YOU KNOW, GET THOSE PUT ON A BALLOT RATHER THAN IT BEING ISSUED THROUGH THIS MECHANISM.
AND, AND THE REASON WHY THEY'RE BEING USED WITH MIDWAY ROAD IS BECAUSE BACK IN 2012, WHEN THAT VOTER, UM, APPROVED, UH, UH, REFERENDUM, THAT REFERENDUM, UM, PROGRAM WAS, WAS, WAS PUT FORWARD.
UM, THE AMOUNT AT THAT TIME WAS $16 MILLION.
THE PROJECT, IT WAS ACTUALLY $40 MILLION.
SO INSTEAD OF TRYING TO GO, WE WANTED TO KEEP THINGS GOING.
AND SO INSTEAD OF TRYING TO WAIT AND SEE IF VOTERS WOULD APPROVE AN ADDITIONAL AMOUNT, ASSUMING THAT THEY HAD ALREADY APPROVED ONE, WE HAD A CONVERSATION WITH THE COUNCIL AND THAT'S WHAT, UH, STEVEN REFERENCED THAT, WHERE THE COUNCIL DIRECTED ME TO USE CERTIFICATES OF OBLIGATION TO FUND THE REMAINDER OF THE, UH, THE MIDWAY ROAD PROJECT, SO THAT, OH, SO I THINK THE COO IS BACKED UP BY THE SPECIFIC TAX REVENUE.
TH THERE IS A PLEDGE OF PROPERTY TAX.

THIS INCLUDES, UH, BOTH SALES TAX AND MIXED BEVERAGE TAXES.
UH, THOSE ARE AT 60, JUST OVER 60% COLLECTED THROUGH 50% OF THE FISCAL YEAR.
SO PERFORMING WELL ABOVE WHAT WE WOULD ANTICIPATE A HOTEL TAX.
AND THIS IS THE ONLY AREA THAT'S HIGHLIGHTED IN YELLOW.
AND AS I MENTIONED AT OUR LAST MEETING, THIS IS A LAST MEETING WAS THE FIRST TIME THIS HAD BEEN HIGHLIGHTED IN YELLOW SINCE COVID, UH, SO WE'RE, WE'RE GETTING THERE.
IT'S NOT COMPLETELY BACK, BUT AT 42%, IT'S A LOT BETTER THAN WHAT HAS BEEN.
UH, THEN WE HAVE OUR FRANCHISE FEES AND THE GENERAL FUND.
SO PERFORMING WELL, WE HAVE OUR SERVICE PERMITTING LICENSE FEES IN THE GENERAL FUND, UH, JUST UNDER 50% SO FAR, UH, FINES AND PENALTIES, UH, AT ABOUT 55%, OUR SPECIAL EVENT REVENUES AT 23%.
AND THE REASON THAT'S GREEN IS BECAUSE ALL OF OUR MAJOR SPECIAL EVENTS HAVE NOT OCCURRED YET.
SO ALL THAT REVENUE WILL COME IN.
AND SO, SO AS THOSE EVENTS OCCUR, THAT REVENUE WILL JUMP UP THERE.
SO IT'S IN LINE WITH WHAT WE'VE HISTORICALLY SEEN AT THIS TIME.
AND THEN WE HAVE OUR FUEL FLOW, WHICH FEEDS FOR THE AIRPORT, UH, OVER 70%, SO FAR.
SO PERFORMING VERY WELL AND THEN WATER AND SEWER CHARGES FOR THE UTILITY FUND AT ABOUT 47.7%.
AND THOSE ARE, UM, OR, UH, SEASONAL.
SO, SO WE SEE MORE WATER USAGE, OBVIOUSLY DURING SPRING AND SUMMER.
SO THIRD AND FOURTH QUARTER, WE'LL SEE THOSE REVENUES GENERALLY ARE HIGHER THAN WHAT THEY ARE IN THE FIRST AND SECOND.
THEN WE HAVE OUR KEY EXPENDITURES FOR THE GENERAL FUND WE'RE AT ABOUT 46% OF OUR SO FAR.
SO, UH, PERFORMING A LITTLE BETTER THAN ANTICIPATED A HOTEL FUND IS AT 26%.
AND AGAIN, WITH THE SPECIAL EVENTS OCCURRING LATER IN THE YEAR, AND NONE OF THOSE ARE THE MAJORITY OF THOSE EXPENDITURES HAVE NOT OCCURRED YET.
WE'RE A 30.6%, UH, AIRPORT WE'RE AT 48.3%.
AND THEN IN THE UTILITY FUND, WE'RE JUST OVER 50%, 51%.
AND THE REASON FOR THAT IS BECAUSE OUR DEBT SERVICE PAYMENTS ARE PAID IN THE SECOND QUARTER.
SO ABOUT 10% OF THAT BUDGET GETS PAID OUT IN ONE LUMP SUM, WHICH IS ABOUT $1.2 MILLION.
SO THAT'S WHY THAT'S A LITTLE OVER, OVER 50% NOW, LOOKING AT PERSONNEL INFORMATION, THERE WERE A 20, UH, SEPARATIONS, UH, IN THE SECOND QUARTER, 17 OF THOSE WERE FULL-TIME POSITIONS, UH, SEVERAL, UH, RETIREMENTS AND, UH, BOTH THE PARKS DEPARTMENT POLICE DEPARTMENT.
UH, THERE WERE ALSO, UH, THREE, UH, UH, CHANGES THERE IN THE PUBLIC TORCH DEPARTMENT.
UH, THE NEW HIRES, WE HAD 10 TOTAL NEW HIRES, UH, TWO OF THOSE IN PARKS, TWO IN HUMAN RESOURCES, AND THEN ONE IN SPECIAL EVENTS, RECREATION, UH, PUBLIC WORKS IT, AND THEN ONE IN FINANCE AND THEN THE PUBLIC SAFETY SWORN POSITIONS DOWN ON THE BOTTOM LEFT, UH, AS OF THE END OF THE QUARTER, UH, ALL THE POSITIONS THAT WERE BUDGETED AS FAR AS THEIR SWORN POSITIONS OR BELIEFS, AND THEN FIRE, ALL OF THOSE WERE FILLED TO A HUNDRED PERCENT.

UH, THEN GOING FURTHER TO THE RIGHT, THE HOTEL STATISTICS, THIS A GREEN BAR IS THE ROOM RATE.
SO YOU CAN SEE ROOT RATES WERE PRETTY LOW ABOUT, UH, 15 MONTHS AGO, THEY JUMPED UP AND STAYED PRETTY CONSISTENT.
I THINK WHAT WE'RE GOING TO SEE IN APRIL AND GOING FORWARD IS THAT THOSE HAVE TAKEN KIND OF ANOTHER JUMP FORWARD, WHICH WE'LL WE'LL SHOW.
UH, THEN WE HAVE A REVENUE PER WEEK PER AVAILABLE ROOM, SAME KIND OF THING.
UH, THE BLUE BAR THERE IS PRETTY LOW THERE FOR THE FIRST QUARTER OR THE SECOND QUARTER OF FISCAL YEAR 21, BUT IT GOES UP PRETTY SIGNIFICANTLY.

OUR RETAIL OCCUPANCY IS VERY STRONG AT 94.5% ON A 5.4% INCREASE A HOTEL OCCUPANCY FOR THE QUARTER WAS 25.6%.
THAT IS A 12.7% INCREASE YEAR OVER YEAR.
AND THEN THE, THE BIG NUMBER IS THE REVENUE PER AVAILABLE ROOM JUMPED UP TO JUST UNDER $54 FOR THE QUARTER.
SO THAT'S A 74.3% INCREASE YEAR OVER YEAR.
UH, THEN BELOW THAT, UH, TOTAL PERMITS ISSUED EVALUATION, UH, PRETTY CONSISTENT OVER THE LAST FOUR YEARS.
YOU CAN SEE THAT, UH, THE RANGE OF 50% FOR THE YEAR WE'RE WRITING RANGE WITH, WITH WHERE WE HAVE BEEN AS FAR AS, UH, PERMITS ISSUED.
AND THEN IF YOU LOOK AT QUARTERLY PERMIT ACTIVITY YEAR OVER YEAR TO THE RIGHT, UH, THE, UH, SECOND QUARTER OF FISCAL YEAR 2022 IS IN LINE OR EQUAL TO ANY OF THE QUARTERS THAT WE PACKED IN THE LAST FOUR FISCAL YEARS, THEN, UH, ECONOMIC DEVELOPMENT INCENTIVES.
WE CURRENTLY HAVE SEVEN EXECUTED AGREEMENTS.
UH, NO FUNDS HAVE BEEN PAID OUT IN FISCAL YEAR 2022 WITH A TOTAL COMMITMENT, UH, $747,000.
AND THEN LOOKING AT THE SECOND QUARTER SALES TAX COMPARISON WITH CARROLLTON FARMERS BRANCH IN RICHARDSON OVER THE QUARTER, ADDISON SAW A 22% INCREASE YEAR OVER YEAR, AND IT'S HARD TO COMPLAIN ABOUT A 22% INCREASE, BUT, UH, THE OTHER CITIES WERE SLIGHTLY HIGHER.
SO, UM, SO STILL ROOM FOR IMPROVEMENT, I GUESS, BUT 22% IS HARD ARGUMENT AND THEN MONTHLY SALES TAX COLLECTIONS, THE BLUE BARS ON THIS GRAPH, OR, UH, FROM FISCAL YEAR 2020, UH, GREATEST FISCAL YEAR 2021.
AND THEN PURPLE IS FISCAL YEAR 2022.
YOU CAN SEE THAT 2022 IS SIGNIFICANTLY HIGHER THAN EITHER OF THE OTHER TWO FISCAL YEARS, EXCEPT FOR OCTOBER.
SO EVERY OTHER MONTH, OTHER THAN OCTOBER HAS BEEN A VAST IMPROVEMENT OVER THE LAST TWO FISCAL YEARS.

THE TOP RANK CATEGORY FOR THE QUARTER WAS A WHOLESALE TRADE AT 19% FOLLOWED BY RETAIL TRADE AT 17%.
AND THEN WE HAVE ACCOMMODATIONS IN FOOD SERVICE AT 15% PROFESSIONAL SERVICES AND 10% INFORMATION SERVICES AT 8% AND THEN CONSTRUCTION AND MANUFACTURING BOTH AT 5%.
AND THEN THE OTHER CATEGORY, WHICH IS NONE OF THESE INDIVIDUAL CATEGORIES MAKE UP MORE THAN 4%, UH, THAT, THAT IN TOTAL MADE A 21% OF OUR SALES TAX.
AND THEN LOOKING AT OVERALL GENERAL FUND REVENUE, EVERYTHING IS TRENDING THE WAY WE VIEW AND ANTICIPATE, UH, THROUGH THE SECOND QUARTER, WE'RE AT 79.7% OF ALL REVENUE HAS BEEN COLLECTED ALL BUNCH OF NEW REVENUE.
UH, AS FAR AS JEFF, THE GENERAL FUND REVENUE AND THEN GENERAL FUND EXPENDITURES, UH, 45.9% OF EXPENDITURES THROUGHOUT THE SECOND QUARTER, UH, THE TWO NOTES HERE OR ON COUNCIL PROJECTS, AND THAT'S AT 76.4% BECAUSE THE, UH, NON-PROFIT, UH, GRANTS ARE PAID OUT IN THE FIRST QUARTER.
SO THAT'S A BIG PORTION OF THAT BUDGET.
AND THEN IN EMERGENCY COMMUNICATIONS, THOSE QUARTERLY PAYMENTS TO THE NORTH TEXAS EMERGENCY COMMUNICATION CENTER ARE PAID UP BEFORE THE QUARTER OCCURS.
SO THAT REPRESENTS THREE PAYMENTS.
SO WE'RE AT 74.8% OF THAT BUDGET

IN THE HOTEL FUND HAS MENTIONED EARLIER, THE HOTEL TAXES ARE A 42%.SO THAT'S THE ONLY, ONLY YELLOW ITEM THAT WE HAD IN THE PRESENTATION TODAY.
AND SO OVERALL REVENUES ARE AT 27.6%.
AND AGAIN, THAT'S FROM THOSE SPECIAL EVENTS THAT OCCUR LATER IN THE YEAR.
AND THEN WE ALSO HAVE THE AMERICAN RESCUE PLAN FUNDING THAT'S OVER $2 MILLION AND THAT WILL COME IN ANTICIPATED FOR AUGUST, WHICH MAKES UP A LARGE PORTION OF THE REVENUE BUDGET.
AND THEN ON THE EXPENDITURE SIDE, TOTAL EXPENDITURES ARE 26.5%.
AND AGAIN, THE MAJORITY OF THOSE ARE THAT ARE RELATED TO SPECIAL EVENTS HAVE NOT OCCURRED SO FAR STEVEN THROUGH, UH, TO HAVE THE NEW CONSOLE UP ON MARIK AND RESCUE PLAN WITH TOTALLY RECEIVED FULL MALE DOMINANCE.
SO, UH, SO THE AMERICAN RESCUE PLAN THAT WAS PASSED, I BELIEVE IN JANUARY OR FEBRUARY OF 2021, UH, INCLUDED, UH, FUNDING FOR, UM, BASICALLY LOCAL GOVERNMENTS.
UH, SO ADDISON'S ALLOCATION WAS JUST OVER $4 MILLION.
UM, AND WE RECEIVED HALF OF THAT IN AUGUST OF 2021.
AND WE'LL RECEIVE THE OTHER HALF IN AUGUST OF 2022.
THAT'S ONE OF THE EASIEST ONES AS FAR AS WHAT WE CAN USE IT ON BECAUSE AS LONG AS WE'RE USING IT FOR, UH, GOVERNMENTAL SERVICES AND IT CAN PRETTY MUCH BE USED FOR ANYTHING.
SO, UM, AND THE WAY THAT YOU ACQUIRE THE GRANT IS BASICALLY, UH, WE USED A LOSS REVENUE CALCULATION AND WHICH IS SOMETHING THAT THEY PROVIDED.
SO, UH, BECAUSE HOTEL TAX WAS DOWN, SALES TAX WAS DOWN.
SO THERE WAS PLENTY OF, AND IN FACT, IF YOU GET LESS THAN $10 MILLION, THEY ARE, YOU'VE MADE YOU DO ANYTHING.
THEY JUST SAY, SAY, YOU'RE GOOD TO GO.
SO WE REALLY DIDN'T HAVE TO DO A LOT OF, A LOT OF LEGWORK ON THAT.
SO, UM, BUT, UH, THE FIRST TRAUNCH OF THAT, THE $2 MILLION, $1 MILLION WAS ADDED TO THE TOWNS SELF-FUNDED SPECIAL PROJECTS FUND, AND THEN $1 MILLION TO THE HOTEL FUND TO HELP FUND THE HOTEL FUND AS THE HOTEL TAXES RECOVERED BECAUSE THEY WERE THE HARDEST HIT ITEM DURING THE PANDEMIC.
AND THEN THE SECOND TROCHE WAS BUDGETED, UH, WITH THE FISCAL YEAR 2022 BUDGET TO FUND HOTEL OPERATIONS AND HELP THAT FUND RECOVER.
AND THEN WE HAVE OUR ECONOMIC DEVELOPMENT FUND REVENUES AND 87.7% EXPENDITURES AT 30.6% TRENDING AS WE BETTER THAN WE WOULD ANTICIPATE.
AND THEN WE HAVE OUR AIRPORT FUND OR REVENUES AT 46.1% AND AN OPERATING EXPENSES AT 48.3%.
SO THAT CHANGED TOTAL AND WORKING CAPITAL.
UH, THEY BROUGHT IN, UH, ABOUT $600,000 REVENUE OVER EXPENSE SO FAR THROUGH THE FIRST TWO QUARTERS.
AND THEN ARE YOU TELLING YOU FUCK AT 47.6% ON THE REVENUE SIDE.
AND AGAIN, THOSE REVENUES ARE SEASONAL IN NATURE, AND THEN OUR OPERATING EXPENSES ARE AT 51.1%.

WE ARE TRENDING IN THE RIGHT DIRECTION.
IF WE LOOK BACK ONE YEAR AGO, ABOUT $600,000 FOR THE QUARTER, THIS QUARTER, WE'RE CLOSER TO 900,000, WHICH IS GOING IN THE RIGHT DIRECTION, UH, WHERE WE REALLY NEED TO GET TO PRE PANDEMIC IS IN THE 1.2 TO $1.4 MILLION RANGE.

UM, SO THE SALES TAX IS, IS QUITE A BIT AHEAD OF 50%.
IS THAT TYPICAL OR IS IT A CYCLE FOR THAT? I THINK IN FEBRUARY, WELL, YOU SEE A LOT OF THESE HOLIDAY SALES TAXES, IS THAT WHAT IT IS? WELL, NOT ENTIRELY SO BEARERS, UH, SOME BUSINESSES ARE MONTHLY FILERS, SO WE GET SALES TAX EVERY MONTH.
SO EVERY QUARTER, WHICH WOULD BE FEBRUARY, WHICH YOUR SALES THAT OCCURRED IN DECEMBER AND THEN MAY, AND THEN AUGUST AND NOVEMBER, I GUESS THOSE FOUR MONTHS HAVE THOSE QUARTERLY FILED PILARS INCLUDED FEBRUARY WHEN WE GET THAT, THAT ALSO INCLUDES ALL OF THE ANNUAL FILERS.
SO THAT ONE INCLUDES ONE CATEGORY THAT NO OTHER MONTH INCLUDE.
SO THAT'S WHY, AND THEN THAT ONE'S ALSO DURING THE HOLIDAY SEASON.
SO, SO IS IT TYPICALLY HIGHER? THAT ONE IS TYPICALLY, I MEAN, THIS REPORT SHOWS A SALES TAX, TYPICALLY THAT FAR AHEAD, NOT THAT'S WHAT I'M LOOKING AT.
CAUSE IF YOU, LIKE YOU SAID, IF YOU ANALYZE IT AND UTILIZE IT, IT'S, YOU KNOW, SUSTAINED PLUS NOT OVER THE LAST TWO YEARS.
WE'VE SEEN OVER THE LAST TWO YEARS, UH, PRIOR TO THAT, UH, IT'S STILL, IT'S STILL PRETTY FAR AHEAD OF WHERE WE'VE, WE'VE BEEN, THERE'S BEEN SOME LARGE, UM, AUDIT PAYMENTS FROM THE COMPTROLLER, WHICH IS WHEN SOMEONE WAS REPORTING TO THE WRONG AREA AND THEY REALLOCATE IT.
SO I THINK IN 2018 OR 2019 ADDISON GOT A LARGE, UH, ONE TIME AUDIT, AUDIT PAYMENT, WHICH, WHICH SKEWS THE DATA FOR THAT YEAR QUITE A BIT, BUT, BUT ON A MONTH TO MONTH BASIS, WE'RE TRENDING EXTREMELY WELL.
HOW MANY SALES TAX COLLECTION IS THAT DON'T HAVE TO PAY FOLLOWING TWENTIES.
SO BASICALLY IF I RECEIVE, FOR EXAMPLE, YOU MAY ACTUALLY, THAT'S A CIVIL TAX REPORTED FOR APRIL RIGHT THEN.
SO SOMETHING LIKE THAT, ANY MORE QUESTION, I HAVE A QUESTION THERE ON THE HOTEL OCCUPANCY, IS THAT TRACKING AS YOU HAVE FORECAST OR THOUGHT 30, UH, NOT MANY, HOWEVER MANY MONTHS AGO IT WAS DIRE.
WELL, I THOUGHT IT WOULD RECOVER FASTER, BUT, UM, SO NOT EXACTLY, BUT I THINK WE'RE GOING TO END THIS YEAR ABOVE WHAT WE BUDGETED.
UM, SO I THINK THE LAST TWO YEARS WE ENDED UP BELOW WHAT WE, WHAT WE WERE ANTICIPATING.
I THINK WE THOUGHT WE DIDN'T THINK THAT THE HOTEL TAX WAS GOING TO BE QUITE SO MUCH HARDER THAN, THAN EVERY, EVERY, EVERY OTHER SECTOR BECAUSE SALES TAX AND MIXED BEVERAGE AND PROPERTY VALUES HAVE NOT SEEN A SIGNIFICANT CHANGE AT ALL.
UM, SO THAT'S THE ONE AREA THAT IS REALLY JUST BEEN HIT THE HARDEST, UH, TO PREDICT.
THE OTHER THING, JUST AS A REMINDER, WHEN THE PANDEMIC DID HIT, YOU WILL RECALL THAT WE HAD STAFF RUNNING AN ANALYSIS AND KIND OF OVERLAY THE IMPACTS OF TWO PRETTY SIGNIFICANT ECONOMIC EVENTS THAT WAS BOTH NINE 11 AND THE HOUSING BUBBLE.
AND BECAUSE THOSE, THOSE WERE SO DIFFERENT FROM ONE ANOTHER, WE FIGURED LOOKING AT THE PANDEMIC AND NOT KNOWING IF THIS WAS GOING TO BE A MOMENTARY SHOCK OR MORE OF A, MORE OF A DRAWN OUT WHEN WE OVERLAID THEM TO THIS SITUATION.
AND BASED ON THAT, UM, WE, WE WERE, UH, LOOKING AT PROBABLY A 36 MONTH OR SO HORIZON.
SO A GOOD THING ABOUT OUR ANALYSIS IS THAT, UH, UH, SALES TAX AND IT'S BEVERAGE TAXES, ET CETERA, ARE DOING A LOT BETTER THAN WE THOUGHT THEY WOULD.
AND THEN FROM A, UH, UH, HOTEL TAX STANDPOINT, AS THE SAYING, UM, THIS IS, THIS WAS A PRETTY IMPACTFUL, UH, EVENT FOR THE HOTELS.
UH, BUT WE'RE STILL WITHIN THAT 36 MONTH WINDOW.
SO HOPEFULLY THEY'LL GET BACK TO A POINT OF NORMALCY, UH, SOMETIME IN THAT TIME.

I WAS OUT AND ABOUT DRIVING, UH, YOU KNOW, OVER THE WEEKEND AND SOME OF THE RETAIL AREAS AND SHOPPING AND DOING SOME THINGS.
