UH, THAT SITE WAS FIRST DEVELOPED IN 1979.
IT WAS HOME TO INITIALLY, UH, DON MIGUEL'S RESTAURANT, WHICH SHORTLY THEREAFTER CONVERTED TO EL PHOENIX, UH, IN 2016, THE RESTAURANT GROUP THAT, UH, OWNS, UH, BOTH, UH, ELLA PHOENIX AND THE CURRENT OCCUPANTS, UH, MISA MAYA.
UH, THEY CAME TO THE TOWN, UH, SEEKING A SPECIAL USE PERMIT, UH, FOR, UH, THE MISA BAYA RESTAURANT CONCEPT, UH, THAT WAS ULTIMATELY APPROVED AND THEY ESTABLISHED THAT LOCATION, UH, IN 2017.
AND THEN IN 2018, THEY CAME BACK, UH, TO THE TOWN, UH, TO REQUEST CONSIDERATION OF THE USE OF TERMS RELATED TO ALCOHOL, UH, IN THEIR EXTERIOR SIGNAGE, WHICH ULTIMATELY WAS APPROVED AS WELL.
I DON'T BELIEVE WAS EVER IMPLEMENTED THOUGH.
UH, SO TONIGHT WE'RE HERE, UH, FOR A, UH, REQUEST, UH, FROM TWO RESTAURANT GROUPS, UH, SWEETGREEN AND POST DINO, UH, IN ORDER TO, UH, SUBDIVIDE, UH, THE EXISTING BUILDING, UH, MAINTAIN, UH, THE, UH, SAME BUILDING FOOTPRINT IN ORDER TO CREATE TWO DISTINCT RESTAURANTS WITH PATIOS, UH, WITHIN THAT FOOTPRINT.
UH, SO SWEETGREEN IS A FAST CASUAL RESTAURANT

CONCEPT.THAT'S KNOWN FOR, UH, THEIR, UH, LOCALLY SOURCED INGREDIENTS, UH, WARM BOWLS AND SPECIALTY SALADS, UM, THAT, UH, CONCEPT, UH, THEY HAVE OVER 150 RESTAURANT LOCATIONS ACROSS THE NATION.
UM, THEY DO HAVE SEVERAL, UH, IN THE DFW AREA IN THIS PROPOSAL PATIENT, UH, WOULD BE THE THIRD LOCATION.
UH, SWEETGREEN DOES NOT SELL ALCOHOL, UH, AND THEIR OPERATING HOURS WOULD GENERALLY BE FROM 10:30 AM TO 10:30 PM, MONDAY THROUGH SATURDAY AND 11:00 AM TO 6:00 PM ON SUNDAYS, UM, WITHIN THE, UH, 3,200 SQUARE FOOT, UM, UH, FLOOR AREA THAT THEY WOULD PROPOSE OCCUPY, UH, 2,150 SQUARE FEET WOULD BE DEDICATED TO INTERIOR FLOOR AREA.
AND THEN THE REMAINDER WOULD BE COMPRISED OF, UH, A PET COVERED, UH, JUST OVER 1000 SQUARE FEET IN SIZE.
UH, THEY'RE PROVIDING PRETTY LIMITED SEATING FOR A RESTAURANT, AND THAT REALLY SPEAKS TO MORE OF A GRAB AND GO APP BASED ORDERING CONCEPT.
SO THEY'LL HAVE SEATING FOR 18 INDOORS AND 20 ON THE PATIO.
UH, SO THE NEXT, UH, RESTAURANT CONCEPT, AND THIS IS IN THE WESTERN SEGMENT OF THE BUILDING SWEETGREEN OCCUPYING THE EASTERN SEGMENT, UH, IS POSTING NOW, UH, POSTING NOW IS A RESTAURANT AND WINE CAFE THAT WAS, UH, ESTABLISHED IN ARIZONA.
UH, THEY NOW HAVE, UH, 16 UNIQUE LOCATIONS, UH, INCLUDING ONE, UH, IN DFW.
UH, THE FIRST LOCATION WAS ESTABLISHED IN DEEP PELHAM.
UH, SO, UH, THEY PROPOSE, UH, TO OCCUPY 5,400 SQUARE FEET OF THIS BUILDING, UH, 4,400 SQUARE FEET OF THAT WOULD BE INTERIOR FLOOR AREA.
AND THEN, UH, 1000 SQUARE FEET, UH, WOULD BE A, UH, LARGELY, UH, MOSTLY COVERED PATIO WITH A SMALL PORTION OF THAT PATIO, BE UNCOVERED SPACE.
UH, THEY'LL PROVIDE SEATING FOR 110 INDOORS AND ON THE PATIO, UM, THEY DO PROPOSE ALCOHOL SALES IN TWO FORMS, UH, ON PREMISE CONSUMPTION.
SO IF YOU'RE DINING, UH, OR JUST HANGING OUT AT DINO, YOU CAN CERTAINLY, UH, DRINK, UH, CONSUME ALCOHOL THERE AS PROPOSED.
AND THEN THEY ALSO PLANNED TO OPERATE A SMALL WINE, UH, RETAIL AREA, UM, AT, UH, NEAR THE, UH, RESTAURANT ENTRYWAY FOR, UM, CUSTOMERS WHO WISH TO PURCHASE A BOTTLE, UH, FOR TAKING HOME.
SO THIS IS ONE OF THE MORE CHALLENGING SITES THAT OUR STAFF DEALS WITH AS IT PERTAINS TO REUSE AND, AND CODE COMPLIANCE.
UM, THIS IS A VERY PHYSICALLY CONSTRAINED SITE, UH, IF YOU'VE EVER WALKED ALONG BELTLINE OR OUT LONGMONT FOR ALONG THIS FRONT DIGITAL NOTE THAT, UH, IT'S NOT VERY COMFORTABLE.
UM, THERE'S NO BUFFER, UH, FROM EITHER OF THOSE MAJOR CORRIDORS AND, UH, THERE'S A VERY SMALL REALLY THREE-FOOT SIDEWALK.
UM, ANYTIME WE LOOK AT, UH, PROPERTIES LIKE THIS STAFF DOES AS MUCH AS WE CAN, EVEN FOR, UH, THE SMALLER REUSE PROJECTS TO HELP THE SITES, UM, UH, COME INTO GREATER COMPLIANCE AND TO PROVIDE A BETTER CUSTOMER EXPERIENCE AND BETTER PEDESTRIAN EXPERIENCE ON THE SITE.
THIS IS ONE OF THOSE EXCEPTIONALLY CHALLENGED SITES WHERE, UM, IT'S, IT'S A BIT OF A THREE-LEGGED STOOL.
SO WHEN YOU CONSIDER THE USE OF THE BUILDING, UM, THE LANDSCAPE, UH, THAT'S PROVIDED ONSITE AND AROUND THE PERIMETER OF THE SITE, AND THEN ALSO PARKING, ALL OF THOSE ARE VERY IMPORTANT TO A SUCCESSFUL RESTAURANT OR RESTAURANTS IN THIS CASE.
AND IF WE ATTEMPTED TO ADDRESS ONE, UH, WE'RE BORROWING FROM THE OTHER.
SO, UH, WITH OUR REVIEW AND WITH THE MODIFICATIONS THAT THE APPLICANTS FROM POSE, WE'VE TRIED TO, UH, INCREMENTALLY IMPROVE THINGS ON THE SITE AS MUCH AS POSSIBLE WITHOUT DETRIMENTALLY IMPACTING ANY OF THOSE CHARACTERISTICS.
AND, AND REALLY THE, THE BIG THING THAT WE NEED TO ENSURE WE DON'T DO AS WELL IS TAKE THIS PROMINENT, UH, CORNER PROPERTY THAT IS REALLY PRIMED TO HAVE A STRONG RESTAURANT USE AND, AND, AND, UM, APPLIER CODES TO A POINT WHERE WE DON'T MAKE, LET IT, OR ALLOW IT TO BE ECONOMICALLY VIABLE.
ONE DAY, THESE BUILDINGS WILL REACH AN AGE WHERE THEY'RE BEYOND THEIR ABILITY TO BE REUSE, BUT WE'RE NOT AT THAT POINT YET.
SO WE WANT TO BALANCE ECONOMIC VIABILITY WITH THE APPEARANCE OF THE SITE AND THE FUNCTION OF THE SITE TO, TO CREATE A WIN-WIN HERE.
SO WE, WE DO FEEL WE DID THAT WITH THESE APPLICANTS.
SO I'LL START WITH PARKING, UM, AT THE CURRENT

CONDITION IT'S, UH, EXACTLY PROVIDES THE MINIMUM PARKING REQUIRED, UH, FOR A RESTAURANT ON THIS SITE.UM, WHEN THIS LAST WENT THROUGH THE COMMISSION AND ULTIMATELY THE COUNCIL, UM, THERE WAS, UM, SOME MODIFICATIONS TO THE PARKING THAT WERE MADE ON SITE TO ENSURE THAT APPROPRIATE HANDICAP PARKING WAS PROVIDED WITH THAT SEP THAT WAS ADOPTED FOR HANDICAP PARKING SPACES WERE DEPICTED ON THAT SITE PLAN.
UNFORTUNATELY, THOSE WERE NEVER IMPLEMENTED.
SO THERE STILL REMAINS ONLY THREE HANDICAP PARKING SPACES.
UH, SO WITH THIS REVIEW, WE'VE ASKED THEM TO IMPLEMENT THOSE, UH, PARKING SPACES OF ADDING A FOURTH PARKING SPACE.
AND THE OUTCOME OF THAT IS DUE TO THE CLEARANCE THAT YOU NEED FOR THOSE HANDICAPPED PARKING SPACES.
IT'S NOT JUST A ONE FOR ONE SWAP IN ORDER TO ADD THAT EXTRA HANDICAPPED PARKING SPACE YOU NEED TO TAKE TO, UH, REGULATE PARKING SPACES.
SO THEY'VE DONE THAT AND THAT'S DROPPED THEM TO 86 PARKING SPACES JUST SLIGHTLY BELOW THE MINIMUM REQUIRED, GIVEN THAT WE'RE BRINGING IT INTO BETTER COMPLIANCE FOR HANDICAP PARKING STAFF ON THAT TO BE APPROPRIATE.
UM, ONE OF THE THINGS I WOULD ADD TOO, AND, AND PARKING IS ALWAYS IN DISCUSSION.
THIS AREA DEMAND FOR PARKING IS HIGH AS, UM, WITH HOW THESE TWO RESTAURANTS ARE OCCUPYING THIS LARGE SPACE AND HOW THEY'RE PROGRAMMED.
THEY'RE ACTUALLY REDUCING THE AMOUNT OF TOTAL SEEDY PROVIDED AT THAT SITE.
SO YOU MAY SEE PARKING DEMAND ON THIS SITE DROP AS A RESULT OF THAT CONDITION.
AND THEN ALSO AS A RESULT OF THE, UM, MODEL THAT THESE RESTAURANTS OPERATED AS POSTINO'S PROBABLY MORE TRADITIONAL, BUT SWEET GREEN BEAM, A, A MORE OF A FAST CASUAL CONCEPT, YOU PROBABLY HAVE A MUCH HIGHER PARKING TURNOVER RATE, WHICH WILL HELP CONDITIONS ON THE SITE.
THE NEXT THING WE LOOK AT IS, UH, OPEN SPACE AND LANDSCAPE.
SO THE TYPICAL THING WE ALWAYS DISCUSS ON THE PROJECTS IS THAT 20% OF THE SITE MUST BE COMPRISED OF LANDSCAPE AREA.
SO THAT'S GREEN SPACE, UM, NOT NECESSARILY DECOMPOSED GRANTED OR SIDEWALKS, BUT TRUE GREEN SPACE.
UM, THIS SITE JUST TO START AS WELL BELOW THAT AT, AT JUST OVER 8%, UM, WITHOUT TAKING AWAY FROM THE BUILDING OR TAKING AWAY FROM PARKING, IT'S VERY DIFFICULT TO ADD LANDSCAPE AREA.
THERE WAS A SMALL AMOUNT OF PAVEMENT ON THE WEST SIDE OF THE SITE THAT THEY W DID REMOVE AND REPLACE WITH LANDSCAPE AREA.
SO WHILE IT'S VERY SMALL, IT IS AN INCREMENTAL IMPROVEMENT IN THAT AREA.
I THINK THE BETTER THING THAT WILL SHOW, UH, THE WORK THAT WAS DONE HERE IS A FOCUS ON HAVING, UM, MORE INTENSIVE LANDSCAPE, PARTICULARLY ALONG THE BELTLINE AND MONFORT FRONTAGE, UH, CURRENT CONDITIONS.
AS YOU SEE IT, IT'S MORE OF A ZEROSCAPE, UM, IT CERTAINLY LOOKS ATTRACTIVE AS A ZERO SCAPE, BUT, UM, YOU ALSO HAVE VERY LIMITED PLANTING, SO IT LOOKS A BIT MORE OFF STARE.
SO THEY'RE FILLING IN THAT PARKING AREAS SCREEN WITH A, UM, UH, DEFINED ROW OF SHRUBS TO PROVIDE FOR BETTER SCREENING AND, UH, UH, MORE GREEN UP PARENTS.
AND THEN THEY'RE ALSO REFRESHING ALL THE BASE LANDSCAPING AROUND THE BUILDING AND PROVIDING MORE EVERGREEN PLANTINGS THAN SUGAR THAT WE HAVE GOOD COVER THROUGHOUT THE BASE OF THE BUILDING THROUGHOUT THE YEAR.
AND THE LAST THING I WOULD FOCUS ON IS THE EXTERIOR APPEARANCE OF THE BUILDING.
SO THIS IS GOING FROM ONE RESTAURANT TO RESTAURANT CONCEPT.
SO IN ORDER TO DELINEATE THOSE SPACES, THEY ARE PROPOSING SOME CHANGES, UM, LARGELY, UH, THROUGH THE PAINTING OF THE SWEET, SWEET GREEN PORTION OF THE BUILDING TO LIGHT.
AND THEY'RE ALSO OPENING UP THAT EASTERN FACADE TO PROVIDE THAT COVERED PATIO.
YOU'LL ALSO SEE WITH SWEET GREEN, UH, THAT THEY ARE, UH, REFRESHING THE AWNINGS AND INSTALLING THE AWNINGS AND WALL SCONCES AS WELL.
UH, ON THE POST DINO PORTION OF THE BUILDING, THEY'RE ACTUALLY REDUCING SOME OF THE PATIO AREA THAT CURRENTLY EXISTS ON THE WESTERN FACADE.
UM, SO, UH, THEY'RE CONVERTING SOME OF THAT PATIO AREA TO INTERIOR SPACE.
AND WITH THAT ENCLOSURE, UM, THEY'RE PROVIDING A, UM, A NEW MATERIAL, UM, UH, TO THE BUILDING.
SO CURRENTLY IT'S ALL BRICK, THEY'RE PROVIDING SOME STUCCO, WHICH WILL BE A VERY COLOR, UH, THAT WILL PROVIDE A LITTLE MORE, UM, VISUAL INTEREST IN THAT BUILDING.
UH, WE'LL ALSO SEE WITH THE PATIO AREA THEY'RE CHANGING, UH, THE WINDOW DESIGN THEY'LL HAVE OPERABLE WINDOWS, AND THEN ALSO PROVIDE A LITTLE BIT OF, UH, SOME, UH, EXTERIOR SPACE, THE BIG CHANGE TO POST DINO'S, UH, FACADE REALLY IS THE FACT THAT THERE CURRENTLY

IS NOT AN ENTRYWAY.UM, SO THAT WAS A MAJOR ADDITION THAT'S NEEDED BECAUSE THE CURRENT ENTRYWAY IS REALLY WHERE SWEET ENTRY IS, UH, ON THE EAST SIDE OF THE BUILDING.
SO THEY NEEDED TO ADD ANOTHER FRONT ENTRY, UH, TO THE RESTAURANT SPACE AT THE REAR OF THE BUILDING.
THEY DID MAKE SOME IMPROVEMENTS TO PROVIDE FOR NEEDED REAR ACCESS FOR BOTH SPACES.
AND THEN THEY ALSO, UH, MADE SOME MODIFICATIONS TO THE DUMPSTER SCREENING AREA, BUT THEY HAVE SUFFICIENT SPACE OR SOLID WASTE ON THIS SITE.
UM, IN ACCORDANCE WITH TOWN AND STATE REQUIREMENTS, UH, STAFF PROVIDED PUBLIC NOTICE TO PROPERTIES WITHIN 200 FEET OF THE SUBJECT PROPERTY.
UM, SO SEVEN, UH, PROPERTIES FALL WITHIN THAT, UH, NOTICE BOUNDARY, BUT IT REALLY ONLY COVERS TWO PROPERTY OWNERS, THE CURRENT PROPERTY OWNER, WHICH OWNS THIS AND, UH, THE THREE RESTAURANT POT PARCELS IMMEDIATELY ADJACENT TO IT AS WELL AS PRESTONWOOD WOULD PLACE.
AND THEN THE OWNERS OF VILLAGE ON THE PARKWAY RECEIVED NOTICE AS WELL.
UM, WE HAVE YET TO RECEIVE FEEDBACK, UH, ON THIS CASE FROM EITHER PARTY.
SO THIS IS CHALLENGING, UH, UH, CHALLENGING CONSIDERATION AND THAT IT IS VERY DIFFICULT TO IMPROVE THE SITE AND, AND, UH, UH, APPLY THE TREATMENTS THAT, UH, IN A PERFECT WORLD AND IN A GREENFIELD SCENARIO THAT WOULD BE APPROPRIATE AND SUPPORTED BY THE, THE APPLICANT AT THIS SITE.
BUT BECAUSE IT'S SO CONSTRAINED PHYSICALLY, UM, THAT YOUR S UH, VERY LIMITED IMPROVEMENT THAT CAN BE DONE.
BUT WITH THAT SAID THE, UM, TWO NEW RESTAURANT CONCEPTS, UM, BUT THE MIX OF BUSINESS MODELS AND OFFERINGS, IT DOES HELP DIVERSIFY THIS AREA.
UH, AS WE DISCUSSED EARLIER, THIS IS REALLY A, A REGIONAL RESTAURANT NODE AT VILLAGE ON THE PARKWAY.
AND WITH ALL THE WORK THAT NORTHWOOD PROPERTIES HAS DONE AT PRESTON WOOD PLACE, IF THERE'S NOT SPACE AT THIS RESTAURANT, IT WILL SPILL OVER TO B DEMAND, WILL SPILL OVER TO OTHER RESTAURANTS AND THAT PEOPLE WILL FIND A PLACE TO EAT IN THIS AREA.
IT IS A REGIONAL RESTAURANT HUB.
SO THIS IS A GOOD ADDITION TO THAT.
SO IF YOU DO ELECT TO APPROVE THIS, THESE REQUESTS, A STAFF WOULD RECOMMEND THAT THE APPLICANT NOT READY TERMS OR GRAPHIC DEPICTIONS, ALCOHOLIC BEVERAGES AND EXTERIOR SIGNAGE IS, UH, SIGNAGE, EXCUSE ME.
AND THEN THAT THE EXISTING STP ORDINANCES, UH, ADDRESSING THE CURRENT TENANT, UM, BEING REPEALED UPON ISSUANCE OF A CEO TO EITHER OF THESE, UH, POTENTIAL TENANTS.
UM, WE DO HAVE, UH, UH, REPRESENTATIVES FROM STREET GREEN, UH, ON THE CALL, UH, AS WELL AS REPRESENTATIVES FROM POST DINO.
SO THEY ARE PARTICIPATING IN VISITS, ARE AVAILABLE TO ANSWERING QUESTIONS THAT YOU MAY HAVE.
