SO LET'S TAKE A LOOK AT SOME OF THE CITIZEN SURVEY AT THE END OF 2021, THE TOWN HIRED INSTITUTE TO COMPLETE THE CITIZEN SURVEY, TO ASSESS RESIDENT SATISFACTION, HELP DETERMINE PRIORITIES FOR THE COMMUNITY METRIC TRENDS FROM THE PREVIOUS SURVEY, WHICH WAS COMPLETED IN 2018 AND COMPARE ADDISON'S PERFORMANCE WITH OTHER COMMUNITIES IN TEXAS AND ACROSS THE NATION, WE BAILED 87 PAGE SURVEY TO A RANDOMLY SELECTED SAMPLE OF RESIDENCE. THE SURVEY INCLUDES MANY OF THE SAME QUESTIONS AS THE 2018 SURVEY DID 401 SURVEYS WERE COMPLETED, WHICH GIVES US A 9.4% MARGIN OF ERROR. THIS MAPS SHOW, THIS MAP SHOWS THE GENERAL LOCATION OF THE RESPONDENTS, WHICH DID PROVIDE GOOD REPRESENTATION THROUGHOUT THE TOWN. THE DEMOGRAPHICS OF THE SURVEY RECIPIENTS. IT DOES REFLECT THE ACTUAL POPULATION OF THE RESIDENCE. YOU ARE INVITED TO TAKE A DEEPER DIVE INTO THE RESULTS, JUST VISIT THE CHILD'S AWARD-WINNING WEBSITE AND SEARCH FOR THE CITIZEN SURVEY RESULTS. OKAY, HERE WE GO. THE ENVELOPE, THE FIRST MAJOR FINDINGS IDENTIFIED BY THE SURVEY WAS THAT RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF THE TOWN. 96% OF THE PEOPLE WHO RESPONDED WERE SATISFIED WITH ADDISON AS A PLACE TO LIVE. 94% ARE HAPPY WITH THE OVERALL QUALITY OF LIFE. AND 91 ARE PLEASED WITH THE IMAGE OF THE TOWN. WHEN ASKED ABOUT TOWN SERVICES, RESIDENTS ARE MOST SATISFIED WITH PUBLIC SAFETY, WITH AN IMPRESSIVE 96% OF RESPONDENTS SATISFIED. AND 79% OF THOSE WERE VERY SATISFIED QUALITY OF THE PARKS AND RECREATION PROGRAMS AND THE QUALITY OF THE TOWN'S WATER AND SEWER SERVICES WERE ALMOST TIED FOR SECOND WITH CONSUMER SERVICE HOTEL EMPLOYEES, A CLOSE THIRD, [00:25:03] IT WAS CUSTOMER SERVICE. ONE OF THE QUESTIONS ASKED ON THE SURVEY RELATED TO THE RESIDENTS RECEIVE FOR THEIR LOCAL TAX DOLLARS. AND EVERY AREA OF THE TOWN RESIDENTS RESPONDED THAT THEY ARE SATISFYING. THE THIRD MAJOR FINDING OF THE SURVEY IS THAT IN 57, OUT OF 58 AREAS, ADDISON RATES SIGNIFICANTLY HIGHER THAN CITIES AROUND THE NATION. OKAY, TAKE A LOOK. LOOK AT THIS CHART I HAD ASSUMED IS THE BLUE BALL, TEXAS CITIES ARE REPRESENTED BY THE RED BALL AND YOU ASKED ADDISON IS 45% ABOVE THE US AVERAGE AND CUSTOMER SERVICE SATISFACTION AND 42% ABOVE THE US AVERAGE FOR COMMUNICATION SATISFACTION WITH OVERALL TOWN. THE FINAL MAJOR FINDING OF THE SURVEY IS THAT ADDISON IS MOVING IN THE RIGHT DIRECTION. SINCE 2018 SATISFACTION RATINGS HAVE INCREASED IN 59 OF NINE TWO AREAS, THE 16 AREAS, EXCUSE ME, AND 16 AREAS HAVE HAD ANY INCREASE OF MORE THAN 4.9%. WE'VE ALSO SEEN A DECREASE IN 33 AREAS. IT'S GREAT TO SEE AN INCREASED SATISFACTION LEVEL FOR BOTH TRASH COLLECTION COMMUNICATIONS AND WATER AND SERVICE SEWER SERVICES FOR TWO ITEMS THAT REALLY STOOD OUT TO ME HERE WHERE THE INCREASE SATISFACTION THAT THE TOWN'S STEWARDSHIP OF THE FINANCIAL RESOURCES AND THE TRUST WITH THE HOUSE STAFF WISELY, MUSIC AND TOWEL RESOURCES. THOSE ARE NUMBERS THAT WE WANT TO CONTINUE TO TREND UP FOR. IT REALLY COMES AS NO SURPRISE THAT THE PRIMARY AREAS WHERE WE SAW THE BIGGEST DECREASE, WHICH RELATED TO INFRASTRUCTURE, WE EXPECT TO CONTINUE TO BE AT LEAST THE CASE AS WE REBUILD OUR AGING STREETS. THE CONTRACTOR CACKLED AS MY BIG EXPECTED IN A 30 YEAR OLD BUILDING, THEY ENCOUNTERED A FEW UNEXPECTED REPAIRS FOR INSTANCE, ELECTRICAL WIRING UNDER THE SLAB, WHICH WAS NOT IDENTIFIED IN THE AS-BUILT DRAWINGS WAS DAMAGED DURING DEMOLITION. ALSO WATER DAMAGE FROM HUMIDITY HAD RUSTED METAL STUDS IN THE WALLS. SO THOSE HAD TO BE REPLACED. AS YOU CAN SEE FROM THE PHOTOS. THE TILE WORK IS AS RECENTLY STARTED FROM THE NEW LOCKER ROOMS. ANY CONTRACTOR, SORRY, THE CONTRACTOR FOUND SOME SIMILAR ISSUES WITH THE HOT TUB. IT FOUND WATER LEAKS AROUND THE HOT TUB WINDOWS DATING BACK TO THE ORIGINAL DESIGN CONSTRUCTION. THESE NEEDED TO BE REPLACED AND REBUILT WITH DIFFERENT MATERIALS. THIS WORK IS PROGRESSING HER, THEIR SKIP REEF INSTALLATION OVER THE INDOOR POOL NEEDED TO BE REPLACED DUE TO HUMIDITY AND WATER INFILTRATION OVER TIME. BUT THIS WORK HAS ALSO PROGRESSING ON SPECTRUM AS WELL. RUTH PREP REPLACEMENT IS BEING CONDUCTED IN SECTIONS SO THAT THE FACILITY IS NOT LEFT EXPOSED DIRT. SOME OF YOU ARE WONDERING WHAT THE HECK IS GOING ON ON MIDWAY ROAD, WHAT REALLY IS GOING ON, WHICH SEE THE CONSTRUCTION, BUT LET'S TAKE A LOOK AT THIS VIDEO TO LEARN MORE ABOUT WHAT'S GOING ON, WHAT THE CONSTRUCTION, AND WHEN IT'S GOING TO ADD WORK ON THE MIDWAY ROAD REVITALIZATION PROJECT KICK OFF IN MARCH, 2021. OVER THE LAST YEAR, ADDISON HAS MADE SIGNIFICANT PROGRESS. SO WE WANT IT TO SHARE AN UPDATE AND A BEHIND THE SCENES LOOK AT THE WORK CURRENTLY UNDERWAY. THE RECONSTRUCTION OF THE BELTLINE MIDWAY INTERSECTION WAS THE FIRST PHASE. AND ONE OF THE MOST VISIBLE ASPECTS OF THE PROJECTS PROGRESS THIS YEAR, IN ADDITION TO REPLACING THE PAVEMENT AND MEDIUMS AT THIS IMPORTANT INTERSECTION, WE ALSO REPLACED VITAL WATERLINES FOR NEPA ROAD AND ARE IN THE PROCESS OF INSTALLING THE NEW PERMANENT TRAFFIC SIGNALS, AS WELL AS SIDEWALKS AND RAMPS. HERE ARE SOME ADDITIONAL, LESS VISIBLE PROJECT ACCOMPLISHMENTS, THUS FAR WATERLINE REPLACEMENT FROM BELTLINE TO SPRING VALLEY, RELOCATION OF FARMERS, BRANCH, FIRE HYDRANTS, AND PHASE TWO MAIN LANE, TEMPORARY TRAFFIC SHIFTS. IF YOU'VE DRIVEN DOWN MIDWAY ROAD LATELY, YOU CAN SEE THAT THE PAVEMENT ON THE NORTHBOUND SIDE OF THE ROAD FROM SPRING VALLEY TO PROTON HAS BEEN COMPLETELY REMOVED. BUT WHAT YOU MAY NOT REALIZE IS THAT THE MAJORITY OF THE WORK CURRENTLY BEING DONE IS ACTUALLY TAKING PLACE OUT OF THE PUBLICS AND BENEATH THE STREET. IN ADDITION TO REPLACING THE ROADWAY, WE ARE INSTALLING ALL NEW WATER STORM WATER AND SEWER UTILITIES ALONG THE CORRIDOR. WE ARE ALSO WORKING WITH FRANCHISE UTILITY COMPANIES LIKE PATMOS AND AT AND T TO REPLACE THEIR INFRASTRUCTURE. FORTUNATELY, THE MAJORITY OF THESE UTILITIES ARE UNDER THE NORTHBOUND LANES OF TRAFFIC. SO ONCE WE COMPLETE THIS PORTION OF THE PROJECT, THE ACTUAL PAVING OPERATION WILL MOVE MUCH FASTER. THESE UTILITIES FOR NOT ONLY AGING, BUT OVER THE PAST 40 YEARS, SINCE THEY WERE PUT IN, THERE HAS BEEN NEW INFRASTRUCTURE ENGINEERING IMPROVEMENTS THAT WILL GREATLY BENEFIT THE COMMUNITY. FOR EXAMPLE, THE LARGE BOX CULVERTS CURRENTLY BEING INSTALLED BETWEEN SPRING VALLEY AND PROTON ARE DESIGNED TO HANDLE SIGNIFICANT FLOOD WATERS, WHICH WILL HELP MANAGE THE HISTORIC FLOODING WE HAVE BEEN EXPERIENCING IN THIS AREA RECENTLY. FORTUNATELY, WE DON'T NEED THOSE ON THE NORTHERN PART OF THE PROJECT, THE SLOPE OF THE PREVIOUS SEWER SYSTEM, WASN'T STEEP ENOUGH TO EFFICIENTLY MANAGE GROWTH IN THIS CORRIDOR. THE NEW DESIGN WILL NOT ONLY ACCOMMODATE FUTURE REDEVELOPMENT, BUT IT WILL REDUCE THE AMOUNT OF TOWN RESOURCES CURRENTLY NEEDED TO KEEP IT OPERATING AT MAXIMUM CAPACITY. THE NEW WATER LINES, WHICH ARE ALREADY INSTALLED, INCLUDE ADDITIONAL CONNECTIONS. SO WHEN REPAIRS ARE NEEDED, CREWS WILL ONLY HAVE TO SHUT OFF SMALL PORTIONS OF THE LINE. THIS WILL LIMIT THE OVERALL IMPACT FROM AREA RESIDENTS AND BUSINESSES. ONCE ALL OF THE UTILITIES ARE FINISHED, THE PAVEMENT OPERATION WILL GET UNDERWAY AND SHOULD MOVE QUICKLY. THE CONSTRUCTION TEAM ANTICIPATES HAVING THE MAJORITY OF THE CONSTRUCTION SOUTH OF BELTLINE COMPLETED BY THE END OF 2022. THIS PHASE, THE PROJECT HAS BEEN BROKEN DOWN INTO FOUR SECTIONS, THE NORTHBOUND LANES FROM SPRING VALLEY TO PROTON AND PROTON DEVELOPED LINE. AND THEN THE SOUTHBOUND LANES FROM SPRING VALLEY TO PROTON AND FINALLY, PROTONS OF OUTLINE THE CONTRACTOR ANTICIPATE SPENDING ROUGHLY 90 DAYS IN EACH SECTION. HOWEVER, WE ARE CONSTANTLY RE-EVALUATING THE PROJECT AND LOOKING FOR OPPORTUNITIES TO MINIMIZE THE IMPACT ON THE PUBLIC. SO THIS PHASING IS SUBJECT TO CHANGE FROM BELTLINE TO KELLER SPRINGS. THE CONTRACTOR IS ALREADY WORKING ON REPLACING UTILITIES. WE ARE IN CONSTANT COMMUNICATION WITH DART WHO IS ALSO WORKING IN THE AREA ON THEIR MIND RAIL PROJECT, WHICH INCLUDES A BRIDGE OVER MIDWAY ROAD. WHEN DARK NEEDS TO CLOSE A LANE OF TRAFFIC, WE TAKE ADVANTAGE OF THAT CLOSURE TO WORK IN THE AREA. AT THE SAME TIME, THIS ORDINATION WILL MINIMIZE THE IMPACT ON THE COMMUNITY OVER THE DURATION OF THE PROJECT. FOLLOWING SUBSTANTIAL COMPLETION OF THE PROJECT SOUTH OF BELTLINE. LATER THIS YEAR, THE PAVING OPERATION WILL MOVE TO THE NORTHERN PART OF THE CONSTRUCTION CORRIDOR. AS WITH ANY LARGE PROJECT. THE CONTRACTOR HAS ENCOUNTERED CHALLENGES ALONG THE WAY FROM UNMARKED GAS LINES TO PAINT OVER AND LETS THESE WERE ANTICIPATED IN THE PROJECT SCHEDULE, WHICH IS STILL ON TRACK TO BE COMPLETED BY FEBRUARY, 2024. THEN OVER 70% OF ADDISON RESIDENTS, UH, VOTED TO APPROVE AND BASICALLY, UH, ENDED UP PARTNERING, UH, WITH DARK TO HAVE, UH, TRANSPORTATIONS OF VARIOUS SORTS IN AND A STOP IN ADDISON. THAT INCLUDES BUS, THAT INCLUDES RAIL PARATRANSIT. AND I THINK WHAT WE'RE GOING TO SEE IN THE FUTURE IS MAYBE SOME TRANSPORTATION THAT, UH, UM, WE'VE NEVER SEEN BEFORE. SO WE'VE, WE'VE GOT A LOT, A LOT COMING. SO TAT THAT TIME, WHEN, WHEN WE PARTNERED WITH DARK, THAT TRIGGERED TO TWO MAJOR EVENTS, WE STARTED ACQUIRING A LOT OF LAND AS MUCH LAND AS WE COULD ALL ALONG THE RAILWAY, UH, AS CLOSE TO THE, TO THE, WHERE THE STOP WAS GOING TO BE AS POSSIBLE. BASICALLY, WE'RE TALKING ABOUT A MASTER PLAN WITH A VISION. AND, AND SO, UM, THIS COMMITTEE, WE ALSO, WELL, WE ALSO HIRED CONSULTANTS TO WORK WITH THE COMMITTEE AND COUNT STAFF, UH, IN THE CONSULTANTS AND THE COMMITTEE WORKED TOGETHER TO FORMULATE THIS STUDY.
