UM, SO WE ARE AKA NICK TRACK WOULD CALL NICK TRACK AND THEY TRACK IS ONE OF 22 TRAUMA SERVICE AREAS LEGISLATED BY THE STATE OF TEXAS WITH THE MISSION TO SUPPORT THE EMERGENCY HEALTH CARE SYSTEM. BALLOU RING WE'RE AMENITY MORTALITY ACROSS OUR 19 COUNTY REGION. SO ONE OF THE TRACKS INITIATIVE IS CALLED HEART SAFE COMMUNITY. SO HEART COMMUNITY IS A NATIONWIDE PROGRAM WITH A SET OF CRITERIA AND GUIDELINES DESIGNED TO REDUCE THE DEVASTATING EFFECTS OF HEART DISEASE AND IMPROVE CARDIAC ARREST OUTCOMES BASED ON SIX SPECIFIC AREAS. SO NUMBER ONE IS ACCESS TO EMERGENCY CARE. NUMBER TWO, EMERGENCY MEDICAL DISPATCH, NUMBER THREE, AED ACCESS, AND FIRST RESPONSE. NUMBER FOUR, ADVANCED LIFE SUPPORT, NUMBER FIVE, EDUCATION, COMMUNITY AWARENESS AND ACTIVITIES TO HELP REDUCE CARDIAC EVENTS. AND NUMBER SIX WOULD BE DATA, DATA COLLECTION, AND REVIEW. SO A CITY THAT DESIRES TO BECOME A HEART SAFE COMMUNITY. THEY, UM, MOSTLY APPLIED TO THE PROGRAM. THEY SUBMIT EVIDENCE ON THEIR EFFORTS BASED ON THE MENTIONED CATEGORIES, THEY HAVE TO BE EVALUATED, THEY'RE SCORED ACCORDINGLY. AND THEN FINALLY THE NIC TRACK BOARD OF DIRECTORS, UM, APPROVES THEM. SO THE PROGRAM REQUIRES A MULTIDISCIPLINARY COLLABORATION AND COMMITMENT OF PUBLIC AND PRIVATE ORGANIZATIONS ACROSS THE ENTIRE COMMUNITY. AND ACHIEVING THIS RECOGNITION IS NO EASY TASK. UM, THEN I'VE GOT IT DIVIDED INTO TWO TYPES OF ITINERANT OPERATIONS AND ITINERANT OPERATION IS BASICALLY STARTING AT ONE AIRPORT AND GOING TO ANOTHER, UH, AND WE HAVE VFR AND IFR AND REALLY VFR VISUAL FLIGHT RULES. UH, THAT'S TYPICALLY, UH, YOU'RE, YOU'RE LOOKING OUT THE WINDOW. YOU HAVE TO BE ABLE TO SEE WHERE YOU'RE GOING. YOU HAVE TO BE CLEAR OF CLOUDS, INSTRUMENT FLIGHT RULES, UH, IS WHEN YOU'RE RELYING ON YOUR INSTRUMENTS TO FLY THE AIRPLANE. EVEN IF YOU CAN SEE, JUST FIND OUT THE WINDOW. SO IF YOU WANT TO LOOK AT THE ACTUAL NUMBERS THAT ARE PROVIDED TO YOU, I THINK THAT THE GRAPH IS LIKE JUST A GOOD SNAPSHOT, BUT THE, THE KEY STATISTICS HERE ARE THAT INSTRUMENT OPERATIONS, UH, ARE UP SIGNIFICANTLY IN THE FOURTH QUARTER COMPARED TO THE PRIOR TWO FISCAL YEARS. SO 24% OVER FY 20, WHICH WAS REALLY THE PANDEMIC YEAR AND THAT 18% OVER THE FOURTH QUARTER OF FYI 19, WHICH WAS REALLY A GOOD YEAR FOR US. SO VERY STRONG INSTRUMENT OPERATION FOR SALTS, TOTAL OPERATIONS, UH, UP A LITTLE BIT OVER , BUT NOT QUITE AT THE LEVEL OF FYI 19, UH, STILL A GOOD RESULT, BUT JUST DOWN SLIGHTLY, THE INTERNATIONAL OPERATIONS, SINCE WE JUST SPENT A LOT OF MONEY ON OUR CUSTOMS FACILITY OR SOMETHING THAT WE'RE GOING TO BE TRACKING VERY CLOSELY, UH, AND JUST ONE CAVEAT ABOUT WHAT YOU SEE HERE, THIS IS THE ARRIVALS AND DEPARTURES THAT ARE REPORTED TO US BY OUR ASSIGNED US CUSTOMS AGENTS. AND THE DEPARTURES ARE REALLY AN UNDER COUNTER BECAUSE CERTAIN TYPES OF OPERATIONS, EVERYBODY HAS TO FILE WITH CUSTOMS AND BORDER PROTECTION WHEN THEY'RE FLYING INTERNATIONALLY, BUT THEY DON'T FILE WITH THE AIRPORT DEPARTURE FOR CERTAIN TYPES OF OPERATIONS. AND THAT'S A PART 91 PERSONAL FLIGHTS. THEY FILE COMPUTER WITH, WITH CBP DOESN'T NECESSARILY GET REPORTED TO OUR OFFICERS. SO HE DOESN'T NECESSARILY HAVE INFORMATION TO REPORT TO US. AND REALLY WHAT WE LOOK AT IS THE ARRIVALS ANYWAY, CAUSE THAT'S THE ONES THAT'S COMING IN AND CLEARING AT THE CUSTOMS. THE REST IS JUST PAPERWORK AND VIOLENT. SO AGAIN, YOU CAN SEE HERE THAT COMPARED TO PRIOR YEARS, AND IN PARTICULAR, FOURTH QUARTER OF FY 21 WAS VERY STRONG FOR INTERNATIONAL OPERATIONS. AGAIN, THIS IS THE FORMAT WE'RE GOING TO USE WITH THE ACTUAL NUMBERS IN THE DATA TABLE. I MEAN, THE NUMBERS AREN'T HUGE, BUT THERE, THERE ARE, UH, YOU'LL SEE A LOT OF VARIABILITY ON IT, BUT THE, UH, UH, PERCENTAGE CHANGES FROM THE PRIOR TWO YEARS IN THE FOURTH QUARTER ARE QUITE LARGE, UH, INTERNATIONAL ARRIVALS UP 80% OVER 61% OVER F Y 19 AND DEPARTURES, WHICH AGAIN, THAT'S KIND OF AN UNDERCOUNT, BUT THOSE ARE ALSO UP SUBSTANTIALLY AS WELL. UH, FUEL FLOW X. THIS IS THE ONE THAT I THINK IS REALLY KIND OF EXCITING FOR US. UH, LOOK AT THESE THINGS. UH, WE HAVE TWO TYPES OF AVIATION FUELS THAT ARE SOLD AT THE AIRPORT JET A, WHICH IS IN TURBINE ENGINES IS A FUEL COMMONLY USED FOR JET TURBOPROPS, UH, AND AVID GAS. 100 OCTANE, LOW LED IS AVIATION GASOLINE. THAT'S THE MOST WIDELY USED AVIATION FUEL IS AN AIRCRAFT. AND I WILL NOTE THAT THERE IS A LOT OF PRESSURE TO, UH, GET RID OF THE LOW LEAD. IT'S THE ONLY LEADED FUEL. AND THAT IS STILL BEING USED IN THE ENTIRE UNITED STATES IS THE AVIATION GASOLINE. SO THERE IS A LOT OF PRESSURE AND THERE MAY BE SOME EPA FINDINGS SAYING WE GOT TO PHASE IT OUT QUICKER THAN ANYBODY MIGHT THINK THEY'VE BEEN WORKING ON IT FOR YEARS, BUT THAT'S KIND OF A DIGRESSION FROM WHAT WE'RE LOOKING AT HERE IS JUST HOW MUCH DID WE SELL? ABOUT 90% OF OUR FUEL SALES ARE JET A, WHICH IS AGAIN, WHY WE PAY A LOT OF ATTENTION TO THE INSTRUMENT OPERATIONS. LET ME SAY OUR INSTRUMENT OPERATIONS GO UP. WE SEE THOSE JET EIGHT VOLUMES GO UP. AND JUST AS A NOTE, WE DO COLLECT FUEL FLOWAGE [00:25:01] FEES ON THE VOLUMES OF AVIATION FUEL. THEY'RE DELIVERED INTO THE FUEL FARM AT THE AIRPORT. THAT'S BASICALLY 14 CENTS A GALLON FOR THE FPOS. AND WE HAVE A COUPLE OF OTHERS THAT FUEL ONLY THEIR OWN AIRCRAFT. THEY CALL THOSE NON PUBLIC FIELDERS. ONE'S A FLIGHT SCHOOL, ONE'S A CORPORATE OPERATOR. YOU GOT A HIGHER RATE BECAUSE THERE IS AN ECONOMIC ADVANTAGE FOR THEM TO FUEL THEIR OWN AIRCRAFT THAT WAY. AND THIS IS THE ONE I REALLY LIKED THE GEN A, A UP 40%, UH, COMPARED TO THE FOURTH QUARTER OF FY 20 AND UP 32% COMPARED TO THE FOURTH QUARTER OF FYI 19. AND, UH, IF YOU LOOK AT THE BOTTOM, RIGHT, TOTAL OF THOSE STATISTICS, WE SOLD TWO AND A QUARTER MILLION GALLONS OF FUEL IN THREE MONTHS. THAT'S A HUGE VOLUME FOR US. UM, AND THE LAST THREE MONTHS OF THAT FYI AT 21, WE WERE OVER 700,000 GALLONS A MONTH. WE HAVEN'T SEEN 700,000 GALLONS IN ABOUT 15 YEARS. SO, UM, WHY IS THIS, WHAT ARE WE SEEING HERE? WELL, THERE IS SOME PENT UP DEMAND FROM A POST PANDEMIC, BUT REALLY THERE'S A RUNAWAY CLOSED AT DALLAS LOVE FIELD. AND THAT IS REALLY DRIVING A LOT OF THE BUSINESS TRAFFIC TO US. UH, NORMALLY THEY HAVE TWO RUNWAYS OPERATING. THEY USUALLY RUN DEPARTURES AND ARRIVALS ON THE OTHER. NOW THEY'RE ON ONE RUNWAY. AND, UH, I'LL JUST SAY THAT I THINK SOUTHWEST WOULD BE VERY HAPPY TO SEE MORE BUSINESS TRAFFIC GO TO ADDISON. AND WE WERE VERY HAPPY TO TAKE AS MUCH OF THAT AS WE CAN, UH, THAT RUNWAY CLOSED STARTING THE END OF APRIL. AND I THINK IT TOOK A COUPLE OF MONTHS FOR THOSE OPERATORS AT LOVE FIELD TO FIGURE OUT THAT WE WERE THEIR BEST ALTERNATIVE. AND THAT'S WHY, UH, JULY, AUGUST AND SEPTEMBER, WHICH SUCH GOOD MONTHS FOR US, THEY STARTED REALLY COMING IN DROVES. NORMALLY WE SLOWED DOWN A LITTLE BIT IN THE SUMMER AND WE PICKED UP, UM, AV GAS. I SHOULD PROBABLY MENTION WE'RE UP FROM F Y 20, BUT WE'RE DOWN ALMOST 14% FOR THE MONTH. FOURTH QUARTER OF F Y 19. MOST OF THAT IS DUE TO OPERATIONS AT ONE FLIGHT SCHOOL THAT TRAINS A LOT OF INTERNATIONAL STUDENTS AND THE PANDEMIC HAS DRIED UP THEIR SUPPLY OF INTERNATIONAL STUDENTS FOR THE TIME BEING. AND WE'RE HOPEFUL THAT THAT WILL PICK UP AGAIN AS A PANDEMIC RESTRICTIONS, EASE, AND WE'RE ABLE TO HAVE INTERNATIONAL STUDENTS COME AGAIN, WHICH SCHOOL RATHER THAN FLYER. YES, THANKS. SO REVENUE IS ALSO A ONE THAT MAKES US HAPPY WHEN IT'S GOING OUT. AND, UH, YOU'LL NOTICE THAT THE FOURTH QUARTER OF FY 19 IS WAY HIGHER THAN EVERYTHING ELSE ON THE CHART. AND THE REASON FOR THAT IS THERE WAS A $1 MILLION LEASE PREPAYMENT FOR THE GALAXY FBO PROJECT WHEN OUR LEASE COMMENCED. AND THAT WAS A $1 MILLION ONE TIME. AND THAT'S WHY WE BASICALLY A MILLION DOLLARS HIGHER IN THAT QUARTER THAN ANY OTHER QUARTER. UH, OTHERWISE WE'RE, WE'RE FAIRLY STABLE IN THE REAL ESTATE REVENUES. UH, AND, UH, YOU CAN SEE THAT THE FUEL FLOW AT YOUR REVENUES HAVE GROWN A LITTLE BIT IN THE FOURTH QUARTER OF FY 21 IN PROPORTION TO THE INCREASE IN FUEL SALES, JUST AS SOME NOTES, THE REAL ESTATE REVENUE INCLUDES GROUND LEASES. IT DOES COMMERCIAL LEASES OF HANGERS AT THE AIRPORT OWNS, UH, WE DO OWN SOME OFFICE SPACE AND WIDELY POSTS, AND WE HAVE A COUPLE OF SIGNS THAT WE LEASE OUT SPACE. THAT'S FAIRLY SMALL. UH, WE HAVE SOME T HANGERS AND PATIO HANGERS. UM, THE AIRCRAFT TIE DOWN AND GRANT SPACE IS JUST A, AN OCCASIONAL, WE HAVE THAT AVAILABLE AND WE'LL MAKE IT AVAILABLE. IT'S NOT ONE THAT WE ABSOLUTELY BUDGET FOR. AND THIS ALSO INCLUDES OUR BULK FUEL STORAGE TANK LEASES. WE LEASE THE TANKS TO THE FUEL OPERATORS. SO THE REAL ESTATE REVENUE IS UP SLIGHTLY, UH, IN THE FOURTH QUARTER COMPARED TO LAST FISCAL YEAR, IT'S DOWN 47% FROM F Y 19, BUT THAT'S BECAUSE OF THAT MILLION DOLLAR LEASE PAYMENT HAD BEEN DOWN JUST ABOUT 1.2% WITHOUT THAT MILLION DOLLARS DIFFERENCE IN THERE. UH, THE FUEL FLOW ITS FEES, AS YOU WOULD EXPECT IN PROPORTION TO THE INCREASE IN FUEL FLOWAGE IS UP SUBSTANTIALLY OVER THE PRIOR TWO YEARS AND UP 25% COMPARED TO THE FOURTH QUARTER OF FY 19, WHICH IS A REALLY STRONG RESULT. SO TOTAL REVENUE IS UP, UH, FROM A FOURTH QUARTER OF DOWN ALMOST 39% FROM F Y 19. ALTHOUGH YOU TAKE OUT THAT MILLION DOLLAR, AT LEAST PREPAYMENT THAT WE WOULD'VE BEEN UP 4.3%, EVEN FROM FYI 19 FOURTH QUARTER. SO GOOD NUMBERS THERE ON THE REAL ESTATE REVENUE. UH, AND I, AND I WILL SAY THAT, UH, THE REVENUE STAYS PRETTY CONSISTENT. IT'S REALLY HARD TO CHANGE THAT ABOUT 80% OF OUR REVENUE COMES FROM THE REAL ESTATE PORTFOLIO, WHICH DOESN'T CHANGE RAPIDLY. SO VERY STABLE. THIS IS JUST A SNAPSHOT OF WHAT THE REAL ESTATE PORTFOLIO LOOKS LIKE. WE HAD 37 GROUND LEASES. OF COURSE, THOSE ARE 100% OCCUPIED AND THAT GENERATED ABOUT 40% [00:30:01] OF OUR TOTAL REVENUE. AND THEN THERE'S SOME ITEMS THAT WE OWN THE JET HANGERS AND THE COMMERCIAL OFFICE SPACE. AND, UH, THE SIGNS THERE'S TWO VACANCIES THAT WERE REPORTED THERE. THEY WERE REALLY SMALL OFFICES IN THE WILEY POST BUILDING THAT WERE VACANT. ALL THE AVIATION PROPERTIES ARE FULLY LEASED OUT. SO THE T HANGERS ARE FULLY LEASED. THE PATIO HANGERS ARE FULLY LEASED. UH TIE-DOWNS AGAIN, NORMALLY THAT'S JUST, WE HAVE SOMETHING AVAILABLE. WELL, AT LEAST SOMEBODY, IF THEY HAVE A REQUEST TO PUT SOMETHING ON IT AND OUR FUEL FARM TANKS, WE HAD 16 LEASED THERE. IT'S ALL LEASED OUT. SO, UM, REALISTICALLY WE'RE 100% OCCUPANCY OF EVERYTHING WE'VE GOT IN AVIATION, UH, HANGERS AND, UH, SPACES LIKE THAT. SO AGAIN, UH, LOOKING AT, UH, THE, UH, THE NON REAL ESTATE REVENUE DOWN THERE NEAR THE BOTTOM, UH, WAS 22%. TYPICALLY THAT'S BEEN ABOUT 18 TO 20%. IT'S CONCLUDES THE FUEL FLOW, WHICH FEES, UH, AND, UH, WE DID MUCH BETTER THAN BUDGETED. AND WE WERE ACTUALLY AT A 111% OF OUR BUDGETED REVENUE FOR THE YEAR. SO THE TWO, AGAIN, THE TWO VACANCIES NOTED ON THE PREVIOUS SLIDE COMMERCIAL OFFICE SPACES AND THE WILEY POST BUILDING. WE DO HAVE THREE PROPERTIES TO WHICH GROUND LEASES ARE BEING NEGOTIATED RIGHT NOW, ALL THREE REDEVELOPMENT OPPORTUNITIES. IN FACT, THEY WERE ADVERTISED IN AN RFQ LAST YEAR, AND WE ARE PROCEEDING WITH THOSE WHO HOPED TO BRING THOSE TO YOU FAIRLY SOON. UM, AND THEN NON REAL ESTATE REVENUES, WHICH IS PRIMARILY FUEL FLOW EDGE, EXCEEDED OUR FYI 21 BUDGET BY 66%. AND THAT WAS ALMOST ENTIRELY DUE TO THE FUEL FLOW DRIVE AND HAS BEEN SUBSTANTIALLY HIGHER THAN PREDICTED. AND IT'S WORTH NOTING THAT PART OF THAT IS JUST BECAUSE WE DEVELOPED THE FY 21 BUDGET IN APRIL AND MAY OF 2020. WE HAD NO IDEA WHEN THAT WAS GOING TO END. SO WE WERE VERY CONSERVATIVE IN BUDGETING THAT, AND, UH, UH, YOU KNOW, IT WAS AT A TIME WHEN OUR TRAFFIC WAS VERY DEPRESSED. AND SO WE HAD NO IDEA HOW MUCH IT WOULD COME BACK, HOW QUICKLY IT WOULD COME BACK. SO AGAIN, WE UNDERSHOT THAT BY QUITE A BIT. SO NOW LET'S SORT OF ROLL INTO THE FULL FISCAL YEAR RESULTS FOR FY 21. AND AGAIN, HERE'S THE OPERATIONS OF TOTAL OPERATIONS. YOU CAN SEE WE'RE DOWN A LITTLE BIT FROM THE PRIOR TWO FISCAL YEARS, UH, ABOUT 4%, A LITTLE MORE FOUR TO 5%. UH, BUT THE INSTRUMENT OPERATIONS WERE UP 13% COMPARED TO AND ABOUT THREE AND A HALF PERCENT FROM FYI 19. SO THAT'S A GOOD RESULT FOR US THERE. UH, AND AGAIN, THE, THE CHART HERE AT THE BOTTOM, RIGHT? IT GIVES YOU THE ACTUAL NUMBERS, IF YOU WANT TO SEE THE ACTUAL NUMBERS. AND ONCE AGAIN, UH, LOCAL TRAFFIC IS JUST A VERY SMALL PERCENTAGE OF WHAT WE SEE ABOUT A THIRD OF OUR TRAFFIC IS INSTRUMENT, AND THAT PERCENTAGE IS GROWING. IT'S COMING CLOSER TO 40% NOW, UH, INTERNATIONAL OPERATIONS. AGAIN, YOU CAN LOOK AT , WE HAD A VERY STRONG YEAR AND , AS YOU EXPECT, WAS DEPRESSED DUE TO THE PANDEMIC AND INTERNATIONAL TRAVEL WAS SHUT DOWN FOR A GOOD PART OF THAT YEAR. UH, AND AGAIN, UH, WE CLEARED MORE AIRCRAFT, UH, ARRIVALS, UH, I THINK, THAN WE EVER HAVE, UH, IN FY 21, TOTAL, JUST OVER JUST TOP 500. UH, IF YOU LOOK BACK AT FYI 16, 17, 18, AND 19 ARE AVERAGING JUST OVER 400 INTERNATIONAL ARRIVALS A YEAR. SO THAT'S REALLY A 25% INCREASE OVER WHAT I CONSIDER OUR LONGTERM AVERAGE THERE. AND THE OLD FLOWAGE, AGAIN, SAME PATTERN. UM, F Y 20 WAS DEPRESSED AND CAME BACK A LITTLE BIT STRONGER THAN WE HAD BEEN AN FYI 19. UH, IT IS WORTH NOTING THAT OUR AFGHAN LINES WERE DOWN FOR THE FULL YEAR COMPARED TO THE PRIOR TWO YEARS. AND AGAIN, THE JEDI VOLUMES WERE UP QUITE A BIT, AND THAT WILL THE TOTAL, IF YOU HAVE VOLUME UP, BECAUSE I'VE GOT SOMETHING ABOUT 10% OF WHAT WE SAW OUT HERE, REVENUE, SAME PICTURE, UH, FYI 19 AT THE EXTRA MILLION DOLLARS IN IT. SO IT'S POKING UP A LITTLE HIGHER THAN EVERYTHING ELSE AS Y 21 WAS A LITTLE BIT STRONGER THAN THE PRIOR YEARS. AND IF YOU DON'T PUT THAT A MILLION DOLLARS IN THE FYI 90, AND IT WOULD HAVE BEEN OUR STRONGEST YEAR YET. SO A LITTLE OVER 5.6 MILLION, VERY GOOD YEAR FOR US, UH, AIRPORT PROJECTS AND PROGRESS, UH, CUSTOMS AND BORDER PROTECTION. UH, THE AIRPORT STAFF OCCUPIED THE SECOND FLOOR AT THE END OF APRIL OR BEGINNING OF MAY. AND THAT WAS WHEN THE S SUBSTANTIAL COMPLETION OF THE SECOND FLOOR, UH, OCCURRED WAS AT THE END OF APRIL THERE, UH, FIRST FLOOR SUBSTANTIALLY COMPLETED ON OCTOBER 15TH. NOW THAT MEANS THAT THE SPACE WAS AVAILABLE AND IT COULD BE OCCUPIED EITHER FOR USE OR FOR TENANT FINISH OUT. SO REALLY WHAT IT'S BEEN SINCE THEN IS FOR [00:35:01] CUSTOMS AND BORDER PROTECTIONS, TENANT FINISH OUT, WHICH IS MAINLY THE IT AND SECURITY AND ACCESS CONTROLS THAT THEY ARE INSTALLING, UH, THAT WORK IS BEING DONE BY THE PRIME CONTRACTOR ON THIS JOB, BUT THEY HAVE HAD SOME DELAYS BECAUSE OF CHANGES IN THE STANDARDS THAT CBP USES. THEY UPDATE THOSE STANDARDS FOR THAT EQUIPMENT EVERY, YOU KNOW, TWICE A YEAR, UH, AND AGAIN, SUPPLY CHAIN ISSUES WITH THE PANDEMIC DELAYED THAT, BUT, UH, WE DO EXPECT, UH, CUSTOMS TO OCCUPY THAT FIRST FLOOR, UM, X NEXT MONDAY START OPERATIONS. ACTUALLY, WE ARE PLANNING TO MOVE OFFICER FROM HIS CURRENT LOCATION AT MILLIONAIRE DOWN TO THAT FIRST FLOOR. WE'RE MOVING IN FRIDAY. SO YAY HUNLEY. AND I THINK HE'S REALLY EXCITED. HE'S MUCH NICER OFFICE SPACE THAN WHERE HE'S BEEN A GALAXY FBO. AND THAT WAS THAT MILLION DOLLAR INITIAL LEASE PAYMENT THAT WAS ALL THE WAY BACK IN JULY OF 2019. THEY REALLY DIDN'T GET STARTED ON CONSTRUCTION TILL DECEMBER OF 2019, UM, SUBSTANTIAL COMPLETION AND INITIAL OPERATIONS. WE EXPECT PROBABLY ABOUT MIDDLE OF FEBRUARY. THEY STILL HAVE SOME CONCRETE RAMP TO COURT. THEY STILL HAVE A FEW ITEMS TO FINISH OUT IN THEIR BUILDINGS, UM, INTERIOR AND EXTERIOR, BUT THEY'RE GETTING PRETTY CLOSE AND, UH, WE'RE JUST REALLY ANXIOUS FOR THEM TO GET GOING. UH, WE WE'VE HAD SOME DISCUSSIONS AND THEY'RE VERY OPTIMISTIC ABOUT BEING ABLE TO FILL THOSE HANGERS, UH, PRETTY QUICKLY THEY HAVE INDICATED SO FAR THAT, UH, UH, THEY, THEY HAVE GOOD PROSPECTS. AND SO FAR, NONE OF THE PROSPECTS ARE RELOCATIONS FROM ELSEWHERE ON OUR AIRPORT. THEY'RE COMING FROM OTHER AIRPORTS, WHICH IS EXACTLY WHAT WE WANT THEM TO DO IS BRING THE PEOPLE TO THE ADDISON. AND IT LOOKS LIKE THEY'RE GOING TO BE DOING THAT. SO, UH, AGAIN, WE HOPE TO SEE THEM OPERATIONAL IN FEBRUARY. AND, UH, JUST AS AN UPDATE BECAUSE THIS, UH, LAST YEAR COUNCIL APPROVED A THREE LEASE EXTENSION OR AT EXTENSIONS, UM, IN THREE INCREMENTS, UH, FOR THE GROUND LEASES ON, UH, AMANDA AVIATION, WHICH IS THE AREAS OUTLINED IN YELLOW AND RED ON THAT GRAPHIC THERE. UH, AND THAT WAS TIED TO CAPITAL INVESTMENTS THAT WE'RE GOING TO TOTAL 14 MILLION. UM, THEY ARE STILL PLANNING TO DO THAT. THERE'S, THEY'RE IN THE PROCESS OF PLANNING AND HOW THAT'S GOING TO WORK. UH, BUT THEY HAVE BEEN, UH, SOMEWHAT INTERRUPTED AND DELAYED BY AN ACQUISITION. THEY WERE OWNED BY REQUIRING INFRASTRUCTURE. IT'S AN AUSTRALIAN COMPANY. IT IS ON THE EAST SIDE THAT WOULD GREATLY IMPROVE THE FLOW OF TRAFFIC, UH, IN AND OUT OF THE AIRPORT BY, UH, RIGHT NOW, UH, ALPHA HAS, UH, TWO DIRECTION TRAFFIC ON A LOT OF TIMES, AND YOU'LL HAVE AIRCRAFT HAVING TO SIDESTEP OPPOSITE DIRECTION, TRAFFIC, YOU KNOW, PULL OFF THE TAXIWAY, PULL INTO THAT RAMP THERE, YOU KNOW, DO A 180 DEGREE TURN AND LET THIS OTHER GUY GO BY YOU. AND THEN YOU CAN GO BACK, GO IN THE DIRECTION YOU WERE GOING. UH, IT'S NOT A VERY EFFICIENT WAY TO RUN GROUND OPERATIONS. IN FACT, IT'S REALLY UNUSUAL. I DON'T THINK I'VE SEEN IT ANYWHERE ELSE. UH, AND WE JUST HAVE GOTTEN SO USED TO IT HERE, AND OUR CONTROLLERS ARE VERY GOOD AT MAKING IT WORK. BUT IF YOU GO TALK TO OUR CONTROLLERS AND ASK THEM ABOUT THE PROSPECT OF HAVING A WIDTH PARALLEL TAXIWAY ON THE WEST SIDE, THEY GET VERY EXCITED BECAUSE IT WOULD MAKE THEIR LIVES A LOT EASIER. SO YOU'VE PUT ALL YOUR ARRIVALS, FOR EXAMPLE, GOING ON ONE SIDE OF THE RUNWAY AND ALL YOUR DEPARTURES GOING OUT THE OTHER WAY. AND THEN WHEN YOU GET TO THE END, YOU JUST CROSS THEM. AND IT WOULD JUST REALLY SMOOTH OUT THAT ROUND OPERATIONS FOR US MAKE A LOT SAFER AND MORE EFFICIENT. SO, UH, THIS FIRST PHASE WILL GET US ABOUT HALFWAY THERE. A SECOND PHASE IS PLANNED. WE DON'T REALLY HAVE THE FUNDING ALLOCATED [00:55:01] FOR THAT YET, BUT I THINK WITH THE INFRASTRUCTURE BILL, OUR PROSPECT OF GETTING THAT DONE SOONER RATHER THAN LATER, JUST WENT WAY UP. SO MAYBE TWO TO THREE YEARS WE'LL GET THAT FULL LENGTH EXTENSION. AND THE THIRD PHASE WILL BE THE RECONSTRUCTION OF THE EXISTING PORTION OF TAXIWAY BRAVO, WHICH WAS BUILT IN 1991. IT'S CONCRETE. SO 40 YEAR LIFE GIVE OR TAKE. BUT I THINK ONCE WE STARTED LOOKING AT BIGGER AIRCRAFT OVER THERE, WE'LL NEED TO RECONSTRUCT THAT PRETTY QUICK TOO. SO THIS WAS A NICE MEMPHIS. UNFORTUNATELY THEY BOUGHT THEIR, UH, OFFICE SPACE AND JUST A LITTLE TOO FAR SOUTH ON A FARMER'S BRANCH, BUT WE'RE A LOT CLOSER THAN, UH, THEY WORKED SOME OF THE FIELDS. UM, I SENT AN ARTICLE ABOUT, UH, MICROSOFT IS INVESTING 58. I WANT TO SAY $15 MILLION AND A LANZA JET FACILITY IN GEORGIA THAT IS, UM, AND JUST SPANNING PRODUCING SOMETHING LIKE MAYBE 10 MILLION GALLONS, WHICH IS NOT MUCH OF A SUSTAINABLE AVIATION FUEL BY 2023, WHICH IS JUST, YOU KNOW, IT'S JUST RIGHT AROUND THE CORNER. SO MY, MY QUESTION WITH REGARD TO THAT, I KNOW WHEN THEY START PUTTING THINGS IN THE MEDIA, IT STARTS TO FEEL LIKE THINGS ARE GONNA HAPPEN FASTER THAN WHAT THEY ACTUALLY ARE. BUT, UM, WITH REGARDS TO THE NEW FUEL TANK POSSIBILITY, I JUST WONDER IF THE QUESTION MIGHT BE POSED ABOUT IF THERE ENDS UP, YOU KNOW, IF WE END UP HAVING A NEED TO STORE THAT, THEN WHAT WOULD THAT LOOK LIKE? YOU KNOW, DOES THIS, DOES IT LIVE IN THE SAME? THE NORMAL AVIATION FUELS WOULD BE A DROP-IN REPLACEMENT. YOU COULD USE THE SAME INFRASTRUCTURE TO JUST STORE IT'S ESSENTIALLY THE SAME THING. IT'S JUST A DIFFERENT PRODUCTION SOURCE. SO RATHER THAN PUMPING FOSSIL FUEL OUT OF THE GROUND, THEY WOULD JUST SOURCE IT DIFFERENTLY. BUT CHEMICALLY IT'D BE THE SAME FUEL. AND I DO THINK THAT A LOT OF THE OPERATORS OF THESE AIRCRAFT ARE, UM, CONSCIOUS OF THEIR, UH, CARBON FOOTPRINT AND ARE LOOKING FOR WAYS TO MITIGATE THAT. AND THE INVESTMENT IN SUSTAINABLE AVIATION FUELS IS ONE WAY THAT THEY'RE REALLY STARTING TO PUT A LOT OF MONEY INTO. UM, YOU'LL ALSO START TO SEE ELECTRICAL AIRCRAFT AT SOME POINT, AND THEY'RE IN DEVELOPMENT PHASE RIGHT NOW. AND THERE'S A LOT OF ACTIVITY IN THERE. THEY MOSTLY LOOK LIKE BIG DRUMS WITH A QUAD COPTER TYPE OF, OR VARIATIONS ON THAT THING. UH, THE WAY THAT'S BREAKING DOWN NOW IS, UH, UH, THE LAND SIDE CONSTRUCTION IS COMING IN AT ABOUT 6.6 MILLION, UH, COMPARED WITH AN ORIGINAL CONTRACT AMOUNT OF 6 MILLION, 223,949 ON THE AIR SIDE CONSTRUCTION, WHICH WAS FOR HEAVY CIVIL. THE ORIGINAL CONTRACT AMOUNT WAS 1,769,850. THAT PROJECT FINISHED UNDER BUDGET ONE MILLION FIVE HUNDRED NINETY THOUSAND NINE HUNDRED THIRTY NINE THOUSAND AND EIGHTY TWO CENTS. AND THEN THE PROJECT ADMINISTRATION CON CONTRACTS, WHICH INCLUDED THE LAND SIDE CONSTRUCTION MANAGEMENT AND WITH GARVER, THE AIRSIDE CONSTRUCTION MANAGEMENT ALSO GARVER WAS SARAH ANDREWS, UH, CONSTRUCTION TESTING FROM FOOD GIRL. UH, WE ACQUIRED FURNITURE, FIXTURES AND EQUIPMENT THROUGH BKM. UH, WE HAVE TO ACQUIRE A LITTLE BIT OF ADDITIONAL FURNITURE FOR THE INTERVIEW AND DETENTION AREAS OF THE CUSTOM SPACE. THEY DID NOT PROVIDE THE SPECIFICATIONS IN THE BEDS, UH, AND, UH, ACTUALLY I CAN REPORT THAT THAT CAME IN $7 UNDER THE 10,000 ALLOCATED. SO AS A PART OF THEIR LINE ITEM PRICING, THEY WERE SUPPOSED TO INCLUDE THOSE ITEMS. THAT'S TYPICAL OF WHAT TXDOT OR I PAY WITH YOUR PROCUREMENT OF AN AIRPORT PROJECT. SO THOSE ARE ALREADY BUILT INTO IT. YOU'LL NOTICE ON THE CHANGE ORDER ITEMS. THERE'S A LOT OF BUILDING ASPECT ITEMS FOR THAT. THEY ADDED THAT BONDING THE OVERHEAD AND PROFIT SEPARATELY OF THOSE ITEMS. SO THAT'S WHY IT'S SHOWN SEPARATELY. SO EVERY, EVERY CREDIT THROUGH ALL THESE TRAIN, I READ THROUGH ALL THIS STUFF ALL THROUGH ALL THESE CHANGES, EVERY CREDIT AS NETTED OUT THAT THOSE FEEDS, I MEAN, EITHER IT WAS EITHER, IT WAS A SEPARATE LINE ITEM THAT HAD IT IN THERE TO BEGIN WITH IN THEIR BID, OR THEY SAID TONY, THEY BACK TO BACK OUT OF. UM, SO THAT SPACE WAS CONVERTED OVER SPRINKLER SYSTEM WAS SIMPLY JUST ADJUSTED OVER ABOUT 10, ROUGHLY ABOUT 10 FEET INTO THAT SPACE TO MAKE SURE WE CODE REQUIREMENTS. UM, IT DOESN'T HAVE DRYWALL OR ANYTHING INSIDE OF IT, BUT IT'S A COMPLETELY USABLE SPACE THAT MEETS CODE REQUIREMENTS. UM, WE HAVE SEVERAL INSTANCES THROUGHOUT THIS ENTIRE CHANGE ORDER WHERE WE HAD, UH, FOR EXAMPLE, UH, THE, THE EASY RAIL, THE EASY RAILS THAT RAILING SYSTEM, AND YOU SEE ON THE SECOND FLOOR TERRORIST, OR IF YOU WANT TO WALK OUT OF THE TOWN SPACE, LOOK AT ALL THE AIRFIELD THAT RAILING SYSTEM WAS DISCONTINUED. UM, OF COURSE, WITH A DISCONTINUED PRODUCT, YOU GET THE NEXT ONE AVAILABLE AND THEN YOU GET A PRICE DIFFERENCE. THAT WAS AN ONGOING THEME [01:30:01] THROUGHOUT THIS PROJECT. IT'S NOT JUST ONE CHANGE OF A PIPE OR A DUCTING SYSTEM. IT HAS A RIPPLE EFFECT THAT WE HAVE TO KIND OF GO THROUGH AND MAKE SURE WE'RE NOT GONNA HAVE ANY OTHER, UM, UNKNOWN ISSUES COME FROM THAT PAGE. SO WE ACTUALLY HAD TO DRILL DIFFERENT CORE LOCATIONS. WE WERE FORTUNATE THAT WE DIDN'T DRILL UNTIL WE KNEW FOR SURE WHAT THE FURNITURE WAS GOING TO BE. IT JUST REQUIRED MORE CORES INTO THAT STRUCTURAL DECK TO BE ABLE TO RUN POWER FROM THAT FURNITURE BACK INTO THE ELECTRICAL ROOM. SO THAT'S WHERE THAT THIS ADDITIONAL $5,525 IS ASSOCIATED OR SO GOOD AT THAT, THEN BELIEVE ME HIT THE BUTTON A LITTLE BIT MORE COORDINATION. YEAH. ONE OF THE CHALLENGE WAS WITH THE BIDDING, THE BIDDING ON THE FACILITY ITSELF, THE FURNITURE WAS ACTUALLY PROCURED. HONESTLY, IT WAS PROBABLY SIX TO NINE MONTHS AFTER THE BUILDING OFFICIALLY STARTED BECAUSE WITH ANY PRODUCT IT COULD BE DISCONTINUED. SO THAT'S KIND OF THE THOUGHT PROCESS OF THAT. UM, BUT IT JUST, IT JUST REQUIRED A COMPLETELY DIFFERENT LOAD THAT WAS ANTICIPATED UH LET'S. SO WITH, UH, THESE ITEMS, UH, ONE OF THE FOCUS ON IS THE ADDITIONAL, UH, DECADE SURROGATES AND MAYBE THE ELEVATOR PIT DON'T REMEMBER, I BELIEVE IT WAS CHANGED ORDER TWO. WE HAD THE STRUCTURAL MODIFICATIONS FOR THE ELEVATOR PIT. UH, WE THEN LEARNED AS WE GOT INTO THAT PROCESS, WHEN THEY STARTED DEVELOP THE ACTUAL DESIGN FOR THE ELEVATOR, UH, THAT'S COMPLETELY DIFFERENT SYSTEM THAN WAS THE ARCHITECT HAD ORIGINALLY ASSUMED. SO WE HAD TO CHANGE THE CIRCUITRY OF PROVIDING PUMPS, LIGHTING FOR A SAFE ENVIRONMENT. UM, IT JUST HAD A RIPPLE EFFECT DOWN THE LINE. UH, WHAT WERE YOUR, WHAT WAS ASSUMED BY THE ARCHITECT FOR THE DESIGN, UH, WITH ANY PROJECT THERE'S THE, UH, UTILITY IMPACTS, UH, DEALING WITH ENCORE ALREADY T AND T THOSE THOSE ITEMS, UH, THEY ACTUALLY RECOMMENDED, UH, THEY ARE ATT ACTUALLY COVERED A LOT OF COSTS TO BRING AN UNDERGROUND INFRASTRUCTURE TO THE SIDE BECAUSE THEY ACKNOWLEDGED THAT THEY DIDN'T HAVE ENOUGH CAPACITY ON THAT SIDE TO BE ABLE TO SUPPORT THE TOWN'S FACILITY. WHAT THIS WAS, WAS, THIS WAS EXTENDING A LITTLE BIT FURTHER THAN WHAT THE EXISTING CONDITIONS, SO THAT WAY IN THE FUTURE, THAT THERE'S A POTENTIAL FOR DEVELOPMENT TO OCCUR [01:35:01] JUST TO THE SOUTH OF THE FACILITY OR GREEN SPACE. UH, WE WANT TO MAKE SURE WE GOT THAT OUT OF THE WAY. SO THAT WAY, IF A DEVELOPER CAME IN AND THEY WOULDN'T HAVE TO REROUTE THAT ENTIRE SYSTEM, SO THAT'S WHAT THIS ADDITIONAL COST IS FOR THAT AND THEN RIGHT OFF THE BAT, I'D BEEN TO THE ADDITIONAL FOUNDATION. EARTHWARD THIS IS A CONTINUING ITEM, A CHANGE ORDER TO, UH, ACTUALLY ADDRESSED. UH, IF YOU REMEMBER ALL THE ADDITIONAL SITE WORK EARTHWORK, UH, WE DID NOT AGREE WITH THE CONTRACTOR PROPOSED OR THE AREA UNDER THE FOUNDATION, UH, BECAUSE WE HAD THE TEST REPORTS DID INDICATE WHAT WAS BEING CLASSIFIED FOR PAYMENT. UM, THE ORIGINAL AMOUNT PROPOSED FOR THE FOUNDATION WAS ABOUT $85,000. UH, FOR THAT FOUNDATION ITSELF, WE ACTUALLY WENT OUT, DID SEPARATE TESTING TO VERIFY LIKE, HEY, THIS IS THE MATERIAL THAT WE'RE SEEING THAT WE AGREE. THIS IS WHAT ACTUALLY WAS REQUIRED TO BRING THIS BACK UP TO SITE. AND BY THE WAY, YOU HAVE A LINE ITEM PRICING IN HERE FOR THIS FOUNDATION EARTHWORK. SO WE'RE SIMPLY TAKING THAT YOUR PRICE APPLIED BY THE VOLUME THAT WE AGREED TO. AND THAT'S WHAT WE ULTIMATELY CAME UP TO THIS, TO THIS NUMBER FOR THE $20,000. SO THIS IS NOT SUPPORTED BY TAXPAYER DOLLARS. IT'S ACTUALLY SUPPORTED BY THE USERS OF THE AIRPORT. AND I THINK THAT'S AN IMPORTANT DISTINCTION. SO IT'S A GOOD THING.
