Present and Discuss Phase II of the Facilities Utilization Study. ] SESSION. NUMBER ONE, PRESENT DISCUSS PHASE TWO OF THE FACILITIES. DIGITALIZATION IS THAT ROB MAYOR AND COUNCIL ROB BORSTAL. I THINK IT'S DIRECTOR OF GENERAL SERVICES. I WANT THEM TO PROVIDE YOU SOME BACKGROUND INFORMATION ON AN ITEM THAT WE HAVE LATER ON THE AGENDA THIS EVENING, UH, WHICH IS PHASE TWO OF THE FACILITY UTILIZATION STUDY. UM, FROM A BACKGROUND PERSPECTIVE, WE, UH, WORK WITH LPA ARCHITECTURE, UH, ON PHASE ONE AND OTHER FACILITY UTILIZATION STUDY, AND THEY HELPED US CONDUCT AN ANALYSIS OF EXISTING FACILITIES AND HOW DEPARTMENTS UTILIZE THE FACILITIES, UH, INTERACTING WITH OTHER DEPARTMENTS AND HOW THEIR OPERATIONS WORK. AND WE, WE SAT DOWN WITH ALL THE DEPARTMENT HEADS AND, UH, HAD EXTENSIVE CONVERSATIONS WITH THEM ABOUT WHAT THEIR NEEDS ARE. WE THEN, UH, ALSO REVIEWED THE CONDITION ANALYSIS, WHICH WAS DONE SEVERAL YEARS AGO, LOOKING AT ALL OF OUR FACILITIES FROM A, UH, EQUIPMENT AND FACILITY PERSPECTIVE ON HOW, HOW THE QUALITY IS, WHAT KIND OF DEFERRED MAINTENANCE WE HAD. AND THAT WAS DONE BY A FIRM CALLED NPPC. AND, UH, WE REVIEWED THAT. AND THEN WE ALSO REVIEWED THE, THE ADA STUDY, WHICH HAD A LIST OF THE ADA ISSUES THAT WE HAD TO OVERCOME. UM, AND THAT WAS DONE BY KILLING. AND THEN WE DEVELOPED THREE BROAD CONCEPTS. WE'VE GOT THREE BROAD CONCEPTS THAT CAME OUT OF THIS ONE WAS TO RENOVATE, UH, EXISTING FACILITIES AND BRING THEM INTO A MORE MODERN, UH, CODE THE CURRENT CODE. AND THAT ALSO REORGANIZED SOME OF THE DEPARTMENTS AND BRINGING, BRINGING THE DEPARTMENTS TOGETHER INTO, INTO CONSOLIDATED FACILITIES. THE SECOND STRATEGY THAT WE HAD WAS TO STRATEGICALLY ADD SPACE TO EXISTING FACILITIES. SO EXPAND BASED ON THE NEEDS OF THE DEPARTMENT TO, TO ACCOMMODATE THEM IN EXISTING FACILITIES. AND THEN OF COURSE MODERNIZE THOSE FACILITIES AND THAT WOULD ACCOMMODATE THEIR CURRENT NEEDS AS WELL AS LOOKING AT FUTURE. THE THIRD CONCEPT THAT WE LOOKED AT WAS CONSTRUCTING SOME NEW FACILITIES, AND THIS WAS PRIMARILY LOOKING AT A CIVIC CENTER CITY CENTER, TOWN HALL TYPE OF FACILITY, WHERE WE CONSOLIDATED DEPARTMENTS INTO A MORE CENTRALIZED BUILDING. WE STILL HAVE OTHER BUILDINGS LIKE THE SERVICE CENTER, BUT SEVERAL DEPARTMENTS WILL BE CONSOLIDATED INTO THIS CITY CENTER. [00:05:09] UM, COUNSEL ASKED, UH, THAT WE COME BACK. ONCE YOU SHARED THIS WITH, WITH THE COUNCIL, WHAT THE RESULTS OF THIS WORK, THE COUNCIL ASKED US TO EXPLORE THREE FINANCIAL ASPECTS. FIRST WAS THE FINANCIAL ANALYSIS, PRIMARILY FOCUSING ON WHAT THE TIPPING POINT, WHERE IT MAKES SENSE TO BUILD NEW FACILITIES RATHER THAN REMODELED AND MODERNIZE. THE SECOND ASPECT WAS WHAT IS THE MOST, MOST ECONOMICAL PLAN OVER THE NEXT 40 TO 50 YEARS? AND ONE OF THE THINGS YOU LOOKED AT DURING THOSE CONVERSATIONS WITH, UH, WITH THE DEPARTMENT HEADS IS WHAT, WHAT IS YOUR, WHAT IS YOUR OUTLOOK FOR YOUR OPERATION, UH, FROM A STAFFING AND EQUIPMENT PERSPECTIVE OVER, OVER THE NEXT FIVE TO 10 YEARS, WE WANT TO BUILD BUILDINGS THAT ARE GOING TO BE LONG LASTING AND WILL ACCOMMODATE THE NEEDS OF THE DEPARTMENTS OVER A LONG PERIOD OF TIME. AND THEN, UH, HOW DOES THAT FIT INTO THE TRIP TRANSIT ORIENTED DEVELOPMENT PROGRAM? THEN THE NEXT ASPECT WE LOOKED AT WAS DEVELOPING A STRATEGY FOR EACH OF THE EXISTING BUILDINGS. SO WHAT DO WE, WHAT'S OUR, WHAT'S OUR, WHAT ARE OUR COURSES OF ACTION THAT WE HAVE TO, UH, TO CONSIDER, AND THEN FINALLY EXPLORE THE P THREE OPTION FOR FUNDING. AND THAT IS NOT TO BE PART OF THIS STUDY, BUT STAFF IS LOOKING AT THAT AND WE'LL HAVE A CONVERSATION AROUND THAT. UM, LOOKING AT PHASE TWO OF THE STUDY, IT WAS OUR INTENTION AND DESIRE TO CONTINUE WITH, WITH LPA. UM, IN THE SECOND PHASE OF THE STUDY, LOOKING AT THE FINANCIAL ASPECTS, WE, UM, SPENT SEVERAL MONTHS TALKING TO LPA AND VIEWING SCOPES OF WORK AND THE COST OF, OF, OF THEIR PROPOSALS. AND, UM, AFTER FOUR ITERATIONS, WE, WE JUST COULDN'T LAND ON, UH, AN AGREEMENT WITH THE SCOPE OF WORK AND THE PRICE. IT ENDED UP BEING FAR MORE THAN WHAT WE, WHAT WE THOUGHT IT SHOULD BE AND A MORE EXTENSIVE, UM, SCOPE OF WORK THAN WE THOUGHT WE NEEDED TO GET TO WHAT WE'RE LOOKING FOR. SO AT THAT POINT, WE LOOKED AT, UH, USING SOMEBODY ELSE. WE TALKED TO EM NPI, WHO IS A, UH, UH, A LOCAL ARCHITECTURAL FIRM HERE. AND NPI HAS A LONG HISTORY WITH, UH, WITH THE TOWN OF ADDISON WE'VE, UM, WORKED WITH THEM ON A NUMBER OF FACILITY PROJECTS, UH, MOST RECENTLY A PROJECT AT THE POLICE DEPARTMENT. AND THEY'VE ALSO DONE, UH, SEVERAL, UH, SIMILAR STUDIES TO WHAT WE'RE TALKING ABOUT. HOWEVER, ON A SMALLER SCALE, LOOKING AT AT, UH, JUST A COUPLE OF BUILDINGS AND HOW TO POTENTIALLY EXPAND THEM AND CONSOLIDATE. SO, SO THEY'VE DEFINITELY HAD SOME EXPERIENCE IN THIS AREA WITH US. AND THEY'VE BEEN WITH THE TOWN FOR, YOU KNOW, IN THE, IN ADDISON FOR MANY, MANY YEARS, ARE WELL-VERSED IN THE TOWN, UM, MPI, UH, WE ASKED THEM TO PRESENT A PROPOSAL TO US AND, UH, LOOKING AT THE FINANCIAL ASPECTS THAT WE'RE LOOKING FOR. AND THEY CAME BACK WITH A, WITH A GOOD PROPOSAL THAT CAPITALIZED ON WHAT WE LEARNED IN THE FIRST THING IS LPA STUDY. AND, UH, THEY, UH, THEY CAN, THEY CAN CONDUCT THIS FINANCIAL ANALYSIS AND DEVELOP THE STRATEGY THAT WE'RE LOOKING FOR FOR EACH FACILITY. THE SECOND PHASE WILL INCORPORATE TWO ASPECTS THAT WERE NOT CONSIDERED IN THE FIRST PHASE. WE KIND OF ENDED THAT FIRST PHASE AT THE TIME COVID WAS HITTING. SO WHERE WE WANT TO LOOK AT HOW WE ADDRESS, UM, STAFF AND VISITOR SAFETY IN THE FACILITIES FROM A COVID-19 PERSPECTIVE, SOME OF OUR WORK ENVIRONMENTS HAVE CHANGED. HOW DO WE, HOW DO WE DEAL WITH THAT? AND THEN CONSIDER ASPECTS OF THE TREE HOUSE OR ECONOMIC DEVELOPMENT TOURISM ARE CURRENTLY LOCATED. UH, WHAT MPI INDICATED WAS THAT THE, UH, PHASE TWO OF THE STUDY WILL TAKE ABOUT SIX MONTHS TO COMPLETE. AND THE COST OF, OF THE STUDY WILL BE $122,500. AND ONCE IT'S COMPLETED, WE'LL, UH, PRESENT THE RESULTS TO THEN SEEK COUNCIL CONSIDERATION. ANY QUESTIONS. THE MILESTONE UNDER EXCELLENCE IN ASSET MANAGEMENT IS TO CONDUCT A FACILITY CONSOLIDATION STUDY. SO, UM, HOW WE HOPE THAT WE'RE VOTING OR LOOKING AT THIS ONE, MAKING RESOLUTIONS AND CONTRACTS WITH, UM, WE WOULD KEEP THAT AS OUR FOCUS CAUSE THAT THAT'S THE MILESTONE. AND I GET, I GET THE FACT THAT WE'RE FACILITIES UTILIZATION IS A BIG PART OF FIGURING OUT A COMPONENT OF CONDUCTING THE FACILITY CONSOLIDATION STUDY. SO THAT THAT'S THAT'S ONE, ONE ITEM. AND THEN THE OTHER, THE OTHER THOUGHT IS, UM, WHEN I THINK ABOUT THIS STUDY, I THINK A REALLY LONGTERM, LIKE ONE OF THE, ONE OF THE BULLET POINTS WAS 40 TO 50 YEARS, UH, OUT. AND I REALIZED SOME OF THESE, SOME OF THE DECISION-MAKING WILL, WILL BE SHORT-TERM. SOME OF IT WILL BE ULTRA LONG-TERM, BUT, UM, UM, SO I THINK THIS REPORT IS VERY, VERY LONG, LONG TERM THING. UM, AND, AND I KNOW IT'S NOT IN THE SCOPE OF WORK, UH, FOR THE VOTING ITEM, BUT WHEN WE TALKED ABOUT, UH, SLIDE FIVE, UM, HOW ADDRESS STAFF AND VISITOR SAFETY AND FACILITIES FROM THE COVID-19 PERSPECTIVE? AND IT'S B IT'S REALLY HARD FOR THESE CHILDREN TO DEVELOP THESE SKILLS WITHOUT THE RESOURCES NECESSARY. AND MANY CHILDREN ARE IN THOSE CIRCUMSTANCES TODAY IN 2019, ART FUNDING DECREASED 43.4% AND CURRENTLY 30% OF ELEMENTARY SCHOOLS IN AMERICA DON'T EVEN HAVE AN ART PERIOD. WE'VE ALL HEARD THE BENEFITS OF FINE ARTS AND ANY, ANY STUDENT'S DEVELOPMENTAL STAGE. HOWEVER, STILL SCHOOLS ALL AROUND THE GLOBE DON'T HAVE THE RESOURCES AND SUPPORT NECESSARY TO SUPPORT AN ARTS PROGRAM. THAT'S WHEN ELIZABETH AND I STARTED VISIONS FOR COMPETENCE. SO ELIZABETH COULDN'T MAKE IT TODAY, BUT SHE'S SO APPRECIATIVE THAT WE GET TO BE HERE TODAY. STARTING BUSINESS FOR COMPETENCE WAS AN EXTREMELY INSPIRING AND HUMBLING EXPERIENCE FOR ALL OF US, FROM GETTING TO SEE THE NEED FOR FINE ARTS, TO GETTING TO SEE HOW MUCH OF AN IMPACT WE CAN ACTUALLY MAKE. THOSE ULTIMATELY CULMINATED IN AN AIR LOCAL AGREEMENT THAT WAS APPROVED BY, UH, BY THE TOWN OF DALLAS COUNTY COMMUNITY COLLEGE DISTRICTS AND FARMERS BRANCH, UH, SEPTEMBER OF 2020, AND AS WELL AS AN INTER, UH, JOINT FUNDING AGREEMENT WITH UDR IN OCTOBER OF 2020. ONE OF THE, UH, THE THINGS THAT THE, UH, ILA IN THE JOINT FUNDING AGREEMENT DID WAS SET OUT HOW THE PROJECT WOULD BE FUNDED. UH, THE FIRST $3.2 MILLION FOR THE PROJECT WOULD BE SPLIT EQUALLY BETWEEN THE TOWN AND UDR AND ANY COSTS OVER THAT UP TO $480,000 WOULD BE PAID FOR BY FARMERS BRANCH TO BRING YOU A TOTAL PROJECT BUDGET TO 3.6, $8 MILLION. THE PROJECT WE'RE TALKING ABOUT TODAY IS IN PHASE FOUR OF THE VITRUVIAN DEVELOPMENT. THAT'S THE ONE ON THE SOUTHERN EDGE, THE TOWN'S PORTION OF THE FUNDING WILL COME FROM THE MASTER'S FACILITY AGREEMENT THAT WE HAVE WITH UDR, UM, THAT, UH, THAT WOULD BE FUNDED THROUGH THE, UH, THE BOND FUNDS FOR THE INFRASTRUCTURE. WHEN, WHEN THIS PROJECT IS COMPLETED, THERE'S STILL A, ABOUT AN 800 FOOT SECTION OF BELLA. ELAINE IS STILL NEEDS TO BE CONSTRUCTED. THAT PROJECT IS CURRENTLY UNDER DESIGN. UH, WE ANTICIPATE, UH, AWARDING THAT BID IN, UH, IN MARCH AND BRINGING THAT TO COUNCIL, THAT PROJECT WILL BE FUNDED THAT PORTION THROUGH THE PHASE SIX OF THE VITRUVIAN DEVELOPMENT FUNDING, THE SCOPE OF THE PROJECT, JUST TO BE CLEAR THAT THE, THAT SECOND PHASE, THE NORTHERN PORTION OF THE ROAD, ISN'T GOING TO COST $4.4 MILLION HIGHER. THAT'S WHERE THE ENTIRE AREA THAT'S FOR THE ENTIRE PHASE SIX WE'RE IN OUR ESTIMATE FOR THIS PORTION OF THE RAILWAY FOR ABOUT $800,000. SO YEAH, THE, UH, THE, THE SCOPE OF THIS PROJECT IS, IS BASICALLY THE STREET CONNECTION BETWEEN THE SOUTHERN EDGE OF THE ATTRIBUTED DEVELOPMENT DOWN THROUGH TO ALPHA AND TO, UM, UH, BROOKHAVEN COLLEGE. IT HAS SOME UTILITY WORK. UM, WE HAVE APPROXIMATELY JUST OVER $3.1 MILLION AVAILABLE FOR CONSTRUCTION OF THE PROJECT. ON, UH, IN OCTOBER OF LAST YEAR, UH, WE OPENED BIDS FOR THE PROJECT. WE HAD SEVEN SUBMITTALS, THEY RANGED FROM $2.9 MILLION TO $3.9 MILLION. THE LOWEST PRICE WAS SUBMITTED BY DDM CONSTRUCTION. AND UNFORTUNATELY THEY DID NOT MEET OUR EXPERIENCE REQUIREMENTS AND SOME OTHER ISSUES WITH THEIR BID. UM, BUT TO CEO PAVING, UH, THE SECOND LOWEST PRICE, DID THEY HAVE MET ALL THE EXPERIENCE REQUIREMENTS AND, AND PASSED ALL OF THE REFERENCE CHECKS. SO STAFF WAS RECOMMENDING A WORD OF A CONTRACT TO A TISSEEL PAVING AND THE AMOUNT OF $2,999,910 AND 66 CENTS. THEY'VE BEEN RIGHT ALONG THERE WITH US THE ENTIRE TIME. THE PORTION THAT'S BUILT INSIDE OF THE TOWN IS BUILT TO OUR STANDARDS. THERE'LL BE A MARK WHEN YOU LEAVE. SO ADDISON ON THE SIDE, SHANNON ARE WE IS THE, IS THE TOWN THAT HE BEING CONSTRUCTION EFFORTS OVERSEEING, WE WILL ALL, AND THERE'LL BE A DUAL ROLE BETWEEN OUR STAFF AND FARMERS BRANCH, BECAUSE THEY'RE GOING TO OWN IT AFTERWARDS. THEY'LL HAVE INSPECTION, BUT WE'LL BE INSPECTING IT AS WELL. WE'LL BE LEADING THE INSPECTOR AND, AND, UH, ASSUMING THIS GETS PASSED, LIKE I'M SURE I THINK IT WILL. SO THERE'LL BE A BIG GRASS FIELD IN DEPRESSION, IN THE GROUND. IT'S JUST A FLOOD CONTROL DEVICES. AND IT'S REALLY GOOD TO BREAK THAT FARMER TO BRANCH CREEK FLOODING.
