SO MANY CLIENTS OVER THE PAST HALF CENTURY AND 1505 RESIDENTS OF ADDISON IN THE YEAR, 2020 1005 PEOPLE.

UH, SINCE THAT PD ORDINANCE WAS ADOPTED, NO ACTION HAS BEEN TAKEN TO DEVELOP, UH, THE PROPOSED BUILDING THAT WAS SUBJECT TO THAT ORDINANCE.
SO WITH THIS REQUEST REALLY IT'S, UM, THERE'S TWO COMPONENTS OF IT, ONE WHICH WAS INITIALLY REQUESTED THE APPLICANT.
UH, SO IN THAT, UH, NOVEMBER REZONING, UH, THE, UH, THERE IS A STIPULATION PUT INTO THAT, UH, ORDINANCE THAT WAS PRIMARILY DRIVEN BY STAFF THAT, UM, ADDRESSED A MINIMUM LOT SIZE REQUIREMENT.
SO THAT MINIMUM LOT SIZE REQUIREMENT WAS 2.034 ACRES, WHICH IS THE SAME SIZE AS THE LOT SO EFFECTIVELY, THAT WAS TO PREVENT THE SUBDIVISION OF THE LOT, UM, WITNESS REQUEST.

UH, CURRENTLY BELTLINE IS A VERY SUCCESSFUL AND THRIVING CORRIDOR, BUT THERE'S PORTIONS OF THE CORRIDOR THAT PROBABLY, UH, OR MAY BENEFIT FROM RE-INVESTMENT, UH, IF IT WERE TO CHANGE AND REDEVELOP CONSISTENT WITH THE BELTLINE DISTRICT VISION, IT REALLY WOULD BE MORE OF A TRANSFORMATIONAL CHANGE, PROBABLY SEEN A DIFFERENT DEVELOPMENT PATTERN THAN WHAT LARGELY PREVAILS IN THE BELTLINE CORRIDOR.
SO WHEN YOU THINK OF TRANSFORMATION AND A DIFFERENT CHARACTER IN THAT CORRIDOR, PROBABLY, UH, A GOOD EXAMPLE TO, UH, USE WOULD BE THE ADDISON GROVE.
WE CAN ALL THINK WE CAN ALL AGREE THAT THAT IS A DIFFERENT FORM, A DIFFERENT ENGAGEMENT, DIFFERENT DENSITY AND INTENSITY OF DEVELOPMENT FROM MUCH OF THE BELTLINE CORRIDOR.

UH, BUT WITH THAT BEING SAID, THE PATTERN THAT IS, UH, BEING ADVANCED WITH THE NEW BUILDING, IT'S NOT NECESSARILY A PERFECT FIT FOR THE BELTLINE DISTRICT DIVISION.
AND THAT'S WHY SOME OF THE STANDARDS HAD TO BE MODIFIED, UH, THROUGH SOME OF THE CONDITIONS THAT APPLIED TO THAT, UH, UH, ORDINANCE.
SO THE, UH, ONE STANDARDS THAT STAFF PUT IN WITH REGARDS TO MINIMUM LOT SIZE, REALLY THE, THE INTENT OF THAT WAS TO PREVENT SUBDIVISION.
THERE WAS CONCERNED, UH, UH, WITH REGARDS TO WHETHER THE APPLICANT OR THE PROPERTY OWNER, I SHOULD SAY, WOULD MOVE FORWARD WITH, UH, ADDITIONAL REQUEST TO SUBDIVIDE AND FURTHER BIFURCATE THE BELTLINE FRONTAGE.
UH, WITH THAT BEING SAID, THERE ARE OTHER STANDARDS IN THE BELTLINE DISTRICT THAT WOULD PREVENT THAT NAMELY A MINIMUM BLOCK SIZE REQUIREMENTS.
WE ALSO HAVE REQUIREMENTS THAT LIMIT THE NUMBER OF CURB CUTS THAT CAN BE ACCOMMODATED CULMINATED ON BELTLINE.
SO REALLY REQUIRING A MINIMUM LOT SIZE TO BE ESSENTIALLY ONE LOT SUBDIVIDING, A LOT.
IT'S REALLY THE CURB CUTS THAT ARE ACCOMMODATED ON BELTLINE ROAD.
SO THERE WERE ADDITIONAL DRIVEWAYS, ADDITIONAL CURB CUTS THAT WOULD REALLY BE LEAST IN LINE WITH THE BELTLINE DISTRICT, SUBDIVIDING IT, AND THEN HAVING OTHER RESTRICTIONS THAT DON'T ALLOW THOSE CURB CUTS PROTECTS THE TOWN.
AND SO THE, THE CONSIDERATION OF SUBDIVISION OF LAND AND HAVING MINIMUM LOT SIZES FOR COMMERCIALLY ZONED PROPERTIES, IT'S, IT'S REALLY NOT A TYPICAL REQUIREMENT THAT CITIES, UH, ACCOMMODATE THE BELTLINE DISTRICT DOES NOT SPEAK TO THAT ISSUE AS FAR AS MINIMUM LOT SIZES.
AND WE DON'T HAVE ANY OTHER COMMERCIAL DISTRICTS IN TOWN THAT REQUIRE A MINIMUM LOT SIZE WHERE WE DO REGULATE A LOT CONFIGURATION.
IT'S REALLY THINGS SUCH AS MINIMUM BLOCK WITH SETBACKS AND REALLY THE INTENT OF THAT ISN'T TO CORRECT SUBDIVISION, BUT IT'S TO ENSURE THAT WHERE SUBDIVISION OCCURS, THE LOTS THAT ARE CREATED ARE DEVELOPABLE.
YOU DON'T WANT TO CREATE LOTS THROUGH SUBDIVISION THAT COULDN'T BE DEVELOPED IN THE FUTURE BECAUSE YOU COULDN'T ACCOMMODATE A BUILDING OR THE CIRCULATION OR INFRASTRUCTURE IMPROVEMENTS THAT WERE NEEDED.
AS I MENTIONED EARLIER, IN ORDER TO, UH, HAVE COMPATIBLE SUBDIVISION THIS PROPERTY IN THE FUTURE, IT'S IMPORTANT TO HAVE A CROSS ACCESS.
THIS IS A VERY COMMON REQUIREMENT, UH, THAT CITIES REGULATE ENSURING THAT PROPERTIES, THAT IN DEPTH DEVELOP ADJACENT TO EACH OTHER ON AN ARTERIAL CORRIDOR, LIKE BELL LINE ALLOW ACCESS BETWEEN THE SITES AND YOU CAN GET TO MEDIA AND OPENINGS AND SIGNALIZED INTERSECTIONS.
SO IF YOU HAVE THAT, THE SUBDIVISION OF LAND AND THE OTHER REGULATIONS THAT ARE SUBJECT TO THIS PROPERTY REALLY PROTECT THE TALENT FROM ANY BAD DEVELOPMENT CONDITIONS.

UM, SO, UM, FOR ME, THAT'S NOT A CONCERN, UH, IN ORDER TO HAVE A LARGE ENOUGH BUILDING, UH, TO DEVELOP ON THE EAST SIDE, REALLY PRETTY LIMITED IN TERMS OF HAVING ADDITIONAL ACCESS POINTS.
IF THEY REDEVELOPED THE HOPPER BANKS BUILDING, WHICH IS MUCH LARGER, CERTAINLY THEY COULD LOOK AT, UH, CHANGES TO THE SITE CONFIGURATION AND THE ACCESS.
UM, MY CONCERN PRIMARILY IS ENSURING THAT THERE'S ACCESS TO THE TWO SIGNALIZED INTERSECTIONS.
IF THERE IS, UH, THE SAME ACCESS TO THE PRIVATE DRIVE OR ADDITIONAL ACCESS, THE TRAFFIC PATTERN.
ONCE AGAIN, WE'LL STILL WANT TO GO TO BELTLINE.
UH, I, I DON'T THINK HAVING THIS CONFIGURATION, OR IF THERE'S A CHANGE CONFIGURATION, THE THING WE WANT TO MITIGATE IS WE DON'T WANT TO PUSH TRAFFIC TO THE NEIGHBORHOOD.
UM, WE HAVE HAD ONGOING DISCUSSIONS WITH THE APPLICANT SEPARATE FROM THIS DISCUSSION RELATED TO A DIFFERENT LAND USE.
AND WE DO THINGS SUCH AS TRAFFIC IMPACT ANALYSIS AND, UH, OTHER, UH, APPLYING OUR DESIGN STANDARDS AND OTHER, UM, UH, CITY SPECIFICATIONS TO ENSURE WE'RE NOT GOING TO CREATE CUT-THROUGH TRAFFIC CONDITIONS.
THAT WOULD BE A KEY CONSIDERATION OF ANY FUTURE CHANGE TO THIS DEVELOPMENT PLAN.

THAT ITEM THAT I'M BRINGING BEFORE YOU THIS EVENING IS IN REGARD TO PROMOTE PROPOSED RENOVATIONS TO THE ABS AND ATHLETIC CLUB AS PART OF THE 2019 BOND ELECTION VOTERS APPROVED FUNDS IN BOTH PROPOSITIONS C AND D, UM, TO BE APPLIED TOWARDS THE RENOVATIONS OF THE ALISON ATHLETIC CLUB.
THOSE IMPROVEMENTS INCLUDED GYMNASIUM AND TRACK IMPROVEMENTS, LOCKER ROOM UPGRADES, INDOOR OUTDOOR POOL, MODERNIZATION, ROOF REPLACEMENT, AND REPLACEMENT REPLACEMENT OF THEIR REMAINING HVAC SYSTEM.
IN JUNE OF 2020, COUNCIL APPROVED AN AGREEMENT IN THE AMOUNT OF $495,000 WITH LPA ARCHITECTS TO PREPARE CONSTRUCTION DOCUMENTS.
SO WE COULD RECEIVE BIDS FROM CONTRACTORS FOR THE RENOVATIONS.
I'D LIKE TO POINT OUT THAT WE HAVE BRIAN GROUND WITH LO LVA ARCHITECTS HERE WITH US THIS EVENING.
UM, IT CASE WE GET INTO ANY DETAILED QUESTIONS.
HE WOULD BE HERE TO HELP WITH THOSE AS PART, UM, IN ADDITION TO THE FUNDS THAT WERE APPROVED BY VOTERS AND THE BOND ELECTION STAFF ALSO REQUESTED, UM, A DECISION PACKAGE AS PART OF THE FISCAL YEAR 2020 OPERATING BUDGET.
HOWEVER, THOSE FUNDS WERE NOT EXTENDED DUE UNCERTAINTY, UNCERTAINTY RELATED TO THE COVID-19 PANDEMIC, BUT THOSE IMPROVEMENTS INCLUDED PAINTING THE INTERIOR WALLS, EXCEPT FOR THE GYMNASIUM AND ROOM, REPLACING FLOORING, EXCLUDING ANY WOOD FLOORS OR FITNESS SCORES RECONFIGURING THE FRONT DESK TO IMPROVE FUNCTION, REMOVING THE DESK IN THE FITNESS AREA TO INCREASE THE USABLE SPACE CONSOLIDATING WITH UPDATING SIGNAGE THROUGHOUT THE BUILDING, REPLACING OUTDATED OUTDATED FURNITURE,

PARTIALLY REPLACING LIGHTING AND CONVERTING IT TO LED LIGHTING AND SECURING AN ADMIN ADMINISTRATIVE OFFICE.UM, THOSE ELEMENTS INTO THE DESIGN PLANS THAT LPA WAS CREATING FOR US.
AND IF YOU LOOK AT THE MID BREAKDOWN, THERE'S TWO ITEMS. THERE ARE CORE BUILDING IMPROVEMENTS, WHICH ARE THOSE DECISION PACKAGE ITEMS. AND THEN THERE WERE BOND IMPROVEMENTS.
THAT'S HOW THOSE WERE BROKE OUT.
BUT WE ASKED THE CONTRACTOR TO BID ON THOSE SEPARATELY, UM, TO CREATE OUR BASE, THAT ITEMS AS THE ARCHITECT BEGAN WORKING ON THE PROJECT, THEY ALSO IDENTIFIED SEVERAL THINGS IN THE FACILITY THAT WERE IN NEED OF REPAIR, UPDATING STAFF, DIRECTED THE ARCHITECT AND INCLUDE THOSE ELEMENTS AS ALTERNATE BID ITEMS IN THE CONSTRUCTION PLANS, THE ALTERNATE BID ITEMS ARE MOSTLY RELATED TO CEILINGS INSIDE THE BUILDING AND REPLACING ITEMS TO MATCH UPDATED MATERIALS BEING USED.
THE ALTERNATIVE DESCRIBED HIM, OR DID YOU TELL HIM NUMBERED THEY'D BREAK DOWN.
VOTERS APPROVED A TOTAL OF 5 MILLION, $77,631 FOR THE AAC RENOVATION, PROJECT BUDGET STACK, UTILIZE BID INFORMATION AND OTHER PROJECT COSTS TO ESTABLISH A BREAKDOWN.
THERE'S A TABLE IN YOUR AGENDA THAT ESTABLISHES THE PROJECT BUDGET, THAT BUDGET TO GET THAT TOTAL OF 5 MILLION, 77,000 AND SOME DOLLARS.
WE TOOK THE BASE CONSTRUCTION PROJECT FROM THE BIDS, WHICH IS $4,035,085.
WE TOOK THE SOFT COST, WHICH WAS THE DESIGN FEES FROM LVA ARCHITECTS, AND THEN SOME ADDITIONAL FUNDS THAT WE PAID TO HAVE IN A SPECIFIED STUDY DONE FOR THE BUILDING.
AND THEN WE HAVE INCLUDED SOFT COSTS TO HIRE A CONSTRUCTION MANAGEMENT COMPANY.
WE WILL BRING THEIR CONTRACT TO COUNCIL AT THE NEXT MEETING, THAT $70,000.
AND THEN WE INCLUDED FUNDS FOR A PROJECT CONTINGENCY OF $473,466.
AND THAT'S HOW WE COME UP WITH A TOTAL PROJECT.
THE PROJECT WAS ISSUED FOR BID ON BIDSYNC ON JULY 27TH.
UM, BIDS WERE OPENED ON AUGUST 19TH, 2021 AND FOUR COMPANIES SUBMITTED BIDS.
I COMMITTEE, UM, TOWN STAFF REVIEWED THE BIDS AND IDENTIFIED NORTH RIDGE CONSTRUCTION GROUP.
YOU HAVE A TABLE THAT INCLUDES THE BREAKDOWN OF THE BIDS THAT RECEIVED.
SO IT SHOWS YOU THE TOTAL OF THE BASE, THAT ITEMS. AND THEN THE ALTERNATE BID ITEMS THAT WERE INCLUDED IN THE BID AFTER STAFF REVIEWED THE BITS.
WE ALSO CHECKED REFERENCES FOR NORTH BRIDGE CONSTRUCTION AND THEY WERE ALL VERY FAVORABLE.
AND BECAUSE OF THAT, STAFF RECOMMENDS AWARDING THE CONTRACT TO NORTH RIDGE CONSTRUCTION GROUP, THAT THEY SPIT ITEMS IN AN AMOUNT NOT TO EXCEED $4,035,085.
AND THAT WE ESTABLISH A PROJECT BUDGET, THEN 5 MILLION, $77,631 AS DETAILED IN THE TABLE.
AND THEN STAFF RECOMMENDS UTILIZING ANY UNUSED PROJECT CONTINGENCY FUNDS TO BE APPLIED TOWARDS THE ALL ALTERNATE BID ITEMS THAT WERE INCLUDED IN THE BID.
AND WITHOUT ALL ANSWERING ANY QUESTIONS THAT YOU DON'T MIND HAVE.

I NOTICED THAT THE NOT ALL OF THEM ACTUALLY GAVE US DATES THREE OF THE FOUR, BUT ONE OF THEM DID HAVE A, A A HUNDRED, 227 DAYS, WHICH IS ABOUT 16% MORE THAN THE WINNING PROPOSED 20 BED.
UM, IF IT GOES THROUGH THE ACTUALLY, CAN YOU TELL ME WHAT, WAS THERE ANY INDICATION OR WHY THAT WAS 16% HIGHER ENERGY GOING THROUGH THOSE KIDS? UM, THERE WAS NOT AS DETAILED AS A CONSTRUCTION BREAKDOWN PROVIDED OR SCHEDULE PROVIDED BY THAT CONTRACTOR IS THE OTHER TWO THAT HAD THE, I BELIEVE IT WAS 195 DAYS AND 198, BUT TWO, THEY HAVE THE SHORTEST TIMELINE.
AND WHAT THAT SAID TO US WHEN WE WERE GOING THROUGH IT IS THE TWO THAT HAD THE LOWER NUMBER OF DATES ACTUALLY HAD A VERY SOLID PLAN ON HOW THEY WERE GOING TO APPROACH THE PROJECT.
WE DIDN'T FEEL LIKE THERE WAS A LOT OF CADDYING IN IT BECAUSE THEY HAD REALLY SAT DOWN AND ANALYZED WHAT THE TASK WERE, UM, HOW THEY NEEDED TO KEEP THE BUILDING OPEN AND ACHIEVE THOSE TASKS AND MAKE IT HAPPEN.
SO WE, BASED ON OUR REVIEW, OUR ASSUMPTION IS THAT THOSE TWO DATES WITH THE LOW WINDS WERE VERY WELL THOUGHT OUT.

THAT'S GOOD TO HEAR THAT THERE WAS CLEAR, UH, IMPACTS TO THE PUBLIC ACCESS DURING CONSTRUCTION, WHERE WE'RE SEEING THE BUILDING WILL REMAIN OPEN.WE INTEND FOR THE FITNESS AREA TO ALWAYS BE OPERATIONAL.
UM, THERE WILL BE ELEMENTS OF THE BUILDING THAT WILL BE CLOSED FOR A PERIOD OF TIME, SUCH AS WHEN WE CHANGE OUT THE RAILING, UM, ON THE WALKING TRACK, THE WALKING TRACK BE CLOSED WHEN WE CHANGE OUT THE BACKWARDS IN THE GYM, THE GYM WILL BE CLOSED.
UM, BUT IT IS OUR GOAL TO KEEP THE FIVE FOR THE FACILITY OPERATIONAL THE ENTIRE TIME.
THE ONE THING THAT WILL BE CLOSE THOUGH, IS THE LOCKER ROOMS. AND WE WILL BRING IN TEMPORARY RESTAURANTS, UM, IN ORDER TO PROVIDE ENOUGH RESTROOM SPACE THAT OUR MEMBERS WILL NOT HAVE ACCESS TO SHOWERS DURING A PORTION OF THE CONSTRUCTION.
CERTAINLY IT WOULD BE NICE TO HAVE SOME NEW LIGHTING THAT WAS EVIDENT BY ONE OF OUR, ONE OF OUR LAST MEETINGS.

SO IF YOU LOOK AT THE, IF YOU LOOK AT THE NUMBER, IT'S THE DIFFERENCES OF THE QUARTER BUILDING IMPROVEMENTS IS $2 MILLION MORE THAN EVERYBODY ELSE.
MAYBE THEY WERE PATTING THEIR, THEIR NUMBERS.
MAYBE THEY ACCIDENTALLY ADDED A TWO, BUT THAT'S, THAT'S WHAT THEIR RESPONSIBILITY AS THE BIDDER IS TO MAKE SURE THAT THAT'S CORRECT.
AND IF THEY DON'T, THEN UNFORTUNATELY THEY, FOR THEM, THEY MISS OUT.
WE HAD MULTIPLE BIDS BECAUSE, YOU KNOW, IT TELLS YOU SOMETHING, RIGHT.

AND IN OUR PLANNING, OUR THOUGHT IS THAT WE'LL NEED TO BE DONE AFTER THE HVAC WORK.
WE, IT, A SEALING PATCH NEEDS TO HAPPEN OR A PATCH NEEDS TO HAPPEN, BUT IT'S GOING TO LOOK LIKE A PATCH.

AND THEN WE INCLUDED THE ONE IN THE POOL AREA AS AN ALTERNATE BID ITEM, BECAUSE WHEN YOU ARE A BUDGET WITH SKIN MIGHT BE TIRED.
UM, AND THEN, AND THEN IF YOU COULD, ON, ON DON'T MEAN JUST SMALL D AND E TOGETHER, UM, REPLACE THE CABINETS AND SINK IN THE COMMUNITY ROOM COMMUNITY ROOM.
