THE REASON IT WAS SO HIGH IN FISCAL YEAR 2021 WAS BECAUSE THE APPRAISAL DISTRICT WAS UNABLE TO CERTIFY THE ROLE, UH, BY JULY 25TH.
SO THEY GAVE US AN ESTIMATE WHICH WAS REALLY LOW COMPARED TO WHAT THE VALUES ENDED UP BEING, UH, FOR FISCAL YEAR 2022.
THE RATE IS SO LOW ON THE NO NEW REVENUE SIDE, BECAUSE THERE IS A PROVISION IN THE NEW TAX RATE LAW THAT IF THE APPRAISAL DISTRICT DOES NOT COMPLETE THE PROCESS FOR LAWSUITS THAT ARE FILED AGAINST THE, AGAINST THEM, UH, BEFORE JULY 25TH, THAT THE VALUES FOR THOSE AS FAR AS TAX RATE CALCULATION PURPOSES REVERT TO THE OWNER'S OPINION OF THAT PROPERTY.
SO DUE TO THAT, UH, FOR THE PURPOSES OF THAT CALCULATION, THE TOWN LOST APPROXIMATELY $560 MILLION IN TAXABLE VALUE, UH, JUST FOR THE NO NEW REVENUE TAX RATE CALCULATION.
DOES THAT ANSWER THE QUESTION? YEAH.
AND SO ESSENTIALLY, BECAUSE THERE ARE OBVIOUSLY STILL IN DISPUTE, WE HAVE, AND WE HAVE TO BY LAW AND USE THE VALUE THAT THE OWNERS SNEAK IS, UH, THE, THE, THE, THE PROPERTY IS VERSUS WHAT THE APPRAISAL DISTRICT IS.

AND THEN ONE OF THE THINGS THAT REALLY, UM, UH, INFLUENCES THE CHARACTER AND THEME OF THIS CONCEPT IS THERE IS A LOT OF OUTDOOR SPACE.
SO YOU DO HAVE A COVERED PATIO, WHICH YOU SEE, UM, ACTUALLY TO THE LOWER LEFT OF THIS FLOOR PLAN.
AND THEN YOU ALSO HAVE AN UNCOVERED PATIO, WHICH YOU SEE AT THE BOTTOM OF THE FLOOR PLAN.
AND THEN ADDITIONALLY, YOU HAVE A WAITING AREA THAT IS NOT FULLY DEPICTED HERE.

SO AS I MENTIONED EARLIER, UH, THEY DO PROPOSE A PARKING RATIO OF ONE SPACE PER A HUNDRED SQUARE FEET OF SERVICE AREA.
SO WITH THAT, UH, THEY'RE REQUIRED TO PROVIDE 78 PARKING SPACES AND THEY PROVIDED 80 PARKING SPACE AND IT'S EXCEEDING REQUIRED BY TWO SPACES.
AND THEN WITH THE SITE LANDSCAPE AREA, THE BASE STANDARD IN OUR CODE IS TO PROVIDE FOR 20% OF THE GROSS AREA OF THE SITE LANDSCAPE AREA, EXISTING CONDITION AT THE SITE.
THEY PROPOSE TO INCREASE THAT BY 18.1%.
AND SOME OF THE ACCOMMODATIONS THEY MADE TO JUSTIFY THAT IS ONE, THE PRIVATE AREAS THAT ARE HEAVILY LANDSCAPED, BUT MAY NOT NECESSARILY ALL COUNT TOWARDS THAT 20% LANDSCAPE AREA.
AND THEY'VE ALSO PROVIDED ADDITIONAL TREE PLANTINGS, UH, IN THOSE PRIVATE AREAS, UH, THAT WE FEEL WILL ADD A CHARACTER, NOT ONLY TO THE RESTAURANT, BUT TO THE SURROUNDING AREA AS WELL.
UM, ALSO WITH THIS, UH, UH, WANT TO FOCUS ON THE STREETSCAPE.
UM, THEY DID HAVE TO BALANCE THE NEEDS BETWEEN LANDSCAPE AND SIDEWALK WITH AND PEDESTRIAN COMFORT, AND WE FEEL THAT THEY LANDED GOOD SPOT.
UH, SO THE TOWN'S THOROUGHFARE PLAN REQUIRES A SIX FOOT SIDEWALK.
THEY HAVE ACHIEVED THAT WHERE THE SITE CONDITIONS CURRENTLY MAKE WALKING IN THAT AREA VERY UNCOMFORTABLE IS THE FACT THAT THE SIDEWALK IS RIGHT ON THE EDGE OF MONTFORT DRIVE.
SO WITH THEIR PROPOSED STREETSCAPE, THEY DID PROVIDE A FREE FOOT BUFFER BETWEEN THE SIDEWALKS AND THE, UH, TRAVEL AWAY FROM ON FOR DRIVE.
AND THEY PROPOSED TO PROVIDE SHRUBBERY IN THAT BUFFER TO PROVIDE A LITTLE BIT MORE PEDESTRIAN COMFORT, UH, TO THE WEST OF THE SIDEWALK BETWEEN THE PARKING LOT AND THE SIDEWALK.
THEY HAVE A RETAINING WALL AND THEN AN ADDITIONAL TWO FEET OF LANDSCAPE AND WHERE THEY'LL HAVE SHRUBS, UH, THAT WILL SCREEN THE PARKING AREA AS WELL.
AN ADDITIONAL FEATURE THAT WE HAD

WHAT I WOULD SAY TO ADDRESS THAT THOUGH IS MUMFORD DRIVE IS ON THE TIME CIP.
UH, WE DO, UM, UH, WITH THE PUBLIC WORKS TEAM.
UH, WE ARE ENCOURAGING THEM TO LOOK AT THE, UH, ULTIMATE WITH THE MUNFORD DRIVE TO SEE IF AND WHEN THAT ROADWAY IS RECONSTRUCTED, IF THERE'S OPPORTUNITY TO RECLAIM A FEW MORE FEET TO ADD TO THAT BUFFER AREA.

IT'S PRESENTATION, HAVING SOME ISSUES WITH THIS COMPUTER, UM, IN ORDER TO SELECT THE OUTDOOR FITNESS EQUIPMENT STAFF VISITED AREA, UM, PARKS IN THE METROPLEX, WE WENT TO LEWISVILLE MCKINNEY, XE AND CEDAR HILL TO LOOK AT THREE DIFFERENT FITNESS EQUIPMENT VENDORS, UM, TO COMPARE THEIR PRODUCTS AND IDENTIFY ONE THAT WOULD NOT ONLY BE DURABLE, BUT OFFER THE WIDEST RANGE OF FITNESS OPPORTUNITIES FOR OUT OF SOME RESIDENTS.
AS WE, UM, INSPECTED THE PRODUCTS, ONE, ONE FITNESS COURT STOOD OUT TO US AND IT WAS BY NATIONAL FITNESS CAMPAIGN.
UM, THE REASON THAT THAT ONE STOOD OUT TO STAFF IS IT HAS OVER A THOUSAND SQUARE FEET OF WORKOUT AREA.
PEOPLE CAN WORK OUT WITH THE EQUIPMENT AT ONE TIME AND IT INCLUDES 30 PIECES.
UM, IT'S A SYSTEM THAT'S COMPOSED OF SEVEN MOVEMENTS THAT CAN BE DONE IN SEVEN MINUTES.
UM, AND ONE OF THE THINGS THAT REALLY STUCK OUT TO US IS HOW ADORABLE THE ITEMS WERE THAT WERE MADE.
THERE WERE NOT A LOT OF MOVING PARTS.
UM, THE PARTS THAT COULD DEGRADE AND NEED TO BE REPAIRED OR MAINTAINED OR THINGS THAT WE DID BUY VERY EASILY.
UM, WE WOULDN'T HAVE TO ORDER THEM.
WE WOULDN'T HAVE TO WAIT ON THEM TO ARRIVE.
SO THOSE WERE SOME OF THE THINGS THAT JUMPED OUT TO US ABOUT THIS TYPE OF EQUIPMENT.
SO AS WE FINISHED OUR SELECTION PROCESS, WE BECAME AWARE THAT NATIONAL FITNESS CAMPAIGN ACTUALLY OFFERED A GRANT IN CONJUNCTION WITH TRAPS.
THEY MAKE THAT A GRANT AVAILABLE FOR 20 CITIES IN THE STATE OF TEXAS THIS YEAR.
UM, WE APPLIED ADDISON SCORED VERY HIGHLY.
UM, SOME OF THE CRITERIA WAS BASED ON THE NUMBER OF PARK USERS THAT WE HAVE IN THE AREA.
UM, THE WAY THAT WE MAINTAIN OUR EQUIPMENT, UM, IN OUR PARKS.
AND SO WE SCORE VERY HIGHLY IN ALL OF THOSE.
AND WE WERE NOTIFIED THAT WE WOULD RECEIVE THE GRANT, UM, OR THAT WE WERE QUALIFIED FOR THE GRANT.
AND IT WAS $25,000 THAT COULD BE APPLIED TOWARDS THE PURCHASE OF THE EQUIPMENT.
ONE OF THE OTHER THINGS, UM, THAT WAS VERY APPEALING TO US REGARDING THE EQUIPMENT WAS, UM, THAT THERE'S A GRAPH, THERE'S A LARGE STRUCTURAL WALL ASSOCIATED WITH IT THAT HAS GRAPHICS, AND WE HAVE THE ABILITY TO CHANGE THOSE GRAPHICS OUT.
UM, IF YOU LOOK HERE THERE'S A BLUE, UM, OPTION.
THAT'S THE BASE OPTION, IT'S A CYAN OPTION.
SO THAT'S FOR NO ADDITIONAL COST.
UM, THERE, WE ALSO PROVIDED A GREEN OPTION, WHICH IS A SLIGHTLY ADDITIONAL COST OF $5,000.
AND THEN WE HAVE A STANDARD COLOR OPTION WITH A GRAPHIC PUT ON IT FOR EIGHT, AN ADDITIONAL COST OF $8,500.
AND THEN WE HAD AN OPTION THAT WAS A CUSTOM GRAPHIC AND A CUFFS CUSTOM COLOR IN, AND THAT WAS AN OUT OF $13,500.
WE WENT THROUGH A PUBLIC INPUT PROCESS WHERE WE ALLOWED ADDISON RESIDENTS TO, UM, UH, UM, VOTE EITHER IN PERSON.
UM, WE HAD A PUBLIC INPUT MEETING AT THE ATHLETIC CLUB, OR WE HAD AN ONLINE SURVEY THAT ALLOWED RESIDENTS TO PROVIDE US THEIR FEEDBACK.
UM, DURING THAT SURVEY, IT WAS AN OVERWHELMING AMOUNT OF RESIDENTS THAT PICKED THE OPTION.
NUMBER ONE, WHICH IS THIS DIANE BLUE THAT DID NOT HAVE THE, UM, ADDITIONAL COST ASSOCIATE ASSOCIATED WITH IT.
AND THAT WAS PREFERRED PACKAGE BY THE ADDISON RESIDENTS.
SO WHAT WE ARE, AND THEN THIS IS JUST SOME PICTURES THAT KIND OF SHOW YOU AN OVERVIEW OF HOW THAT FITNESS SPORT WORKS.
UM, IN ADDITION TO SELECTING THIS PRODUCT FOR ITS DURABILITY, THE SIZE OF IT, THE NUMBER OF PEOPLE THAT COULD USE IT.
ONE OF THE OTHER ITEMS THAT WAS REALLY APPEALING TO STAFF WAS THE FACT THAT IT CAME WITH A FITNESS APP AND THAT APP INCLUDES WORKOUTS THAT ARE CREATED BY OTHER INSTRUCTORS.
AND THEN ALSO HAS A LIVE CHALLENGE FEATURE WHERE YOU CAN CHALLENGE YOURSELF.
AND IF YOU HAVE A FRIEND THAT HAS ACCESS TO A COURT IN ANOTHER CITY, THEY CAN CHALLENGE EACH OTHER.
SO WE LIKED THE TECHNOLOGY ASPECT OF IT AND HOW THAT CAN ALWAYS CHANGE THE WORKOUTS.
UM, SO THAT WOULD BE THE REASON THAT WE'RE, UM, RECOMMENDING THAT THIS COURT, UM, BE THE ONE THAT WE PURCHASED.
AND THEN WE PURCHASED THE EQUIPMENT.
UM, THE PROPOSED LOCATION YOU CAN KIND OF SEE IN THIS CORNER IS RIGHT BY THE PARKING LOT, THE NORTH WEST SIDE OF THE PARKING LOT ADJACENT

TO THE LAYLAX PLAYGROUND.SO IT WOULD, UM, THERE'S KIND OF TWO TREES THERE THAT WOULD SHAPE THE FITNESS COURT AND WE WOULD BUILD IT UNDERNEATH THOSE TWO TREES WITH THAT.

UM, CAN YOU TALK ABOUT WHAT, WHAT YOU ENVISION AS FAR AS PROGRAM? SURE.

WE ACTUALLY TOOK OUR FITNESS SUPERVISOR FROM THE ALISON ATHLETIC CLUB WITH US TO TRY OUT THE FITNESS EQUIPMENT.
UM, IF YOU'VE NOTICED THEY'VE BEEN GROWING A PROGRAM CALLED ADDISON OUTDOORS, WHERE THEY'VE HAD OUTDOOR FITNESS CLASSES THAT ARE MOSTLY FACILITATED BY OTHER INSTRUCTORS, BUT THEY SAW THE OPPORTUNITY OF THE LAYOUT OF THIS EQUIPMENT THAT THEY ACTUALLY COULD PROGRAM OUTDOOR CLASSES OUTSIDE OF THE ATHLETIC CLUB ON THIS.
SO THAT IS ONE OF OUR PLANS ONCE IT'S CONSTRUCTED IS TO BRING THAT INTO ONE OF OUR PROGRAMS THAT WE LISTENED TO ACT TO GUIDE.
I COULD, I COULD SEE THIS BEING USED WITH A LITTLE BIT OF SPORT FROM PROGRAMMING, DIFFERENT INSTRUCTORS, LEADING CLASSES, AND SO FORTH.
UM, YEAH, THE OTHER THOUGHT I, I HAVE, AND I SHARED THIS WITH WHAT'S EARLIER IS, UM, ARE WE GOING TO HAVE SOME TYPE OF SIGNAGE THAT SAYS SOMETHING TO THAT EFFECT WORKOUT AT YOUR OWN RISK OF SOME TYPE OF LIABILITY DISCLAIMER, OF SORTS.
I BELIEVE THIS FITNESS WALL THAT YOU SEE RIGHT HERE ON THE INSIDE, NOT ONLY DOES IT HAVE, UM, SOME DESCRIPTIONS OF HOW TO USE THE EQUIPMENT, BUT I BELIEVE IT HAS SOME OF THAT LANGUAGE.

UM, AND JUST ANOTHER LAYER OF THAT'S A GOOD POINT.

WHAT WOULD BE THE NET AFTER BRAND THAT IS THE NET AFTER THE GRANT THAT HAS THE GRANT DEDUCTED FROM IT IS WHAT THAT $110,765.
I THINK THE OTHER THING THAT WE'LL HAVE TO DO IS THIS IS JUST FOR THE EQUIPMENT.

IT'S NOT GOING TO BE A HUGE NUMBER, BUT IT IS GOING TO BE MORE THAN WHAT THIS DOLLAR AMOUNT IS FOR THIS, UM, FOR THIS EQUIPMENT OF THE REASON WHY WE'RE DOING THIS, UH, THIS WAY IS BECAUSE WE HAVE BEEN SELECTED FOR THIS GRANT FOR THIS YEAR.
AND WE HAVE TO GET THINGS DONE IN THIS FISCAL YEAR.
THE OTHER THING, AND I THINK JAZZ OR JANA, EXCUSE ME, UH, JANNA IT, CORRECT ME IF I MISSPEAK HERE, BUT WITH ALL OF THE PRODUCTION ISSUES AND THE SUPPLY CHAIN THAT'S GOING ON RIGHT NOW, WE KNOW THAT THEY COMMUNICATED THE VENDORS COMMUNICATED THAT THEY HAVE STUFF AVAILABLE FOR US.
NOW WE MAKE A COMMITMENT TO THIS.

THAT'S THE ONLY ORDER THAT IT COMES IN.
THAT YOU CAN HAVE AN INSTRUCTOR THROUGH A WORKOUT IT'S BECAUSE THE EQUIPMENT'S ALWAYS THE SAME AND THE SAME LOCATION, AND WE'RE GOING TO LOSE WATER TO TREES AT THIS LOCATION.
WE WILL LOSE ONE ORNAMENTAL TREE.
THAT'S VERY SMALL, UM, IN ORDER TO BUILD THE CONCRETE PAD.
