THERE IS A DESIGN PHASE, WHICH WILL BE THIS YEAR AND THE CONSTRUCTION PHASE WOULD BE NEXT YEAR, THE DESIGN PHASE $805,000 WITH A 10% MATCH. UH, THE $80,500. THE CONSTRUCTION PHASE WOULD BE NEXT YEAR WITH AN ESTIMATED COST OF 7 MILLION, $255,300 AT THIS TIME. UH, I WILL NOTE THAT AS IN THE ATTENDANT MEMO, THAT, THAT, UH, THAT INCLUDES A 10% MATCH ON THE TAXIWAY EXTENSIONS, BUT A 50% MATCH ON THE VEHICLE SERVICE ROAD WEST OF THE TAXIWAY, WHICH WE WILL NEGOTIATE WITH TEXTILE AND TRY AND GET THAT TO THE 90% MATCH THAT WE BELIEVE IT SHOULD BE ABLE TO. AND WITH THAT WELCOME ANY QUESTIONS AND JOEL, I'VE GOT A COUPLE QUESTIONS. FIRST OF ALL, THE THOUGHT IS THIS IS OUTSTANDING. SO I'M, I'M VERY EXCITED TO SEE THIS ON OUR AGENDA. UM, AND SO, UM, THE QUESTION I HAD IS, UM, DO YOU HAVE A FEEL FOR WHEN WE MIGHT SEE IN THE FUTURE THAT THE COMPLETION OF TECH TAXIWAY BRAVO? UH, NO, SIR. I DON'T. A LOT OF THAT JUST DEPENDS ON FUNDING. WE ARE NOT IN THE TEXTILE ACI IN THE AIRPORT CAPITAL IMPROVEMENT PLAN, UH, FOR THE NEXT THREE YEARS ON THAT PARTICULAR PROJECT. BUT THAT COULD CHANGE. I THINK A LOT WILL BE DETERMINED BY THE DESIGN PHASE. AND ONCE WE HAVE SOME MORE PROJECTED COSTS TYPE STOCK, WE'LL BE ABLE TO FACTOR THAT INTO THEIR ACI PAY THEIR OR CAPITAL IMPROVEMENT PLAN AND SCHEDULED FUNDING FOR THAT. I THINK IT'S A VERY STRONG PROJECT COMPETE PEOPLE FOR DISCRETIONARY FUNDS. SO I'M HOPEFUL THAT IT WILL BE SOONER RATHER THAN LATER, BUT I CANNOT GIVE YOU A FIRM DATE ON WHEN TECHSTOP MIGHT MAKE THAT OFFER. JOE, CAN YOU SPEAK TO THE IMPLICATIONS FOR DEVELOPMENT ON THE WEST SIDE OF THE AIRPORT WITH THE COMPLETION OF TEXTS, WHAT THAT SCORE DO? JUST TELL US A STORY ABOUT THAT. UH, YES SIR. THERE'S A 4.2 ACRE TRACT OF LAND THAT THE AIRPORT ACQUIRED IN 1999 WHEN THE ADDISON AIRPORT WHOLE TUNNEL WENT THROUGH, IT WAS ON A LAND SWAP WITHIN TTA TO ALLOW THEM TO PUT THE TUNNEL THROUGH WITH THEIR RIGHT AWAY. AND THAT LAND HAS NOT BEEN DEVELOPED FOR EARN AWFUL PURPOSES BECAUSE THERE WAS NO ACCESS TO A TAXIWAY AND IT'S TO THE RUNWAY. SO THE FIRST PHASE OF CONSTRUCTION BETWEEN ANTICIPATE WE'LL START NEXT YEAR, WE'LL OPEN UP THAT FOUR ACRES FOR AERONAUTICAL DEVELOPMENT, THE THIRD GROUND LEASE RATES THAT WOULD ASSUME THAT WE CAN LEASE IT OUT, WHICH I THINK WE WILL PRETTY QUICKLY, UH, THAT WOULD BRING ABOUT ANOTHER 120, $130,000 PER YEAR IN ANNUAL GROUND LEASE REVENUE ONCE WE COULD GET AT LEAST OUT TO IN DEVELOPMENT. SO I THINK IT THERE'S A TREMENDOUS DEMAND FOR, UH, ANGRY DEVELOPMENT ON THE AIRPORT RIGHT NOW. AND I THINK GETTING ACCESS TO A PIECE OF LAND THAT HAS NOT HAD ACCESS IS CAN'T COME QUICKLY ENOUGH, IS THAT IT REALLY KIND OF FINISHED OUT THE, UM, THE BASIC INFRASTRUCTURE THERE WHERE YOU'RE MISSING THAT FOR A LONG PERIOD OF TIME. IS, IS THERE ANYTHING ELSE THAT WE, THAT IS YET TO BE, UH, ACCESS TO, TO, TO MAJOR INFRASTRUCTURE INVESTMENT LIKE THIS? SO THE AIRPORT IS BASICALLY, THAT'S A DIFFICULT QUESTION. I THINK GETTING THAT BRAVO TO THE FULL LENGTH PARALLEL ON THE WEST SIDE, WHERE IT GOES TO THE ENTIRELY TO THE RUNWAY, IT IS A GREAT STEP FORWARD, UH, THAT MAY AFFECT SOME OTHER THINGS. UH, THERE ARE SOME CHANGING FAA STANDARDS THAT WE MAY, UH, BE PRESSED TO COMPLY WITH WITH RESPECT TO SAFETY AREAS [00:20:01] AND RUNWAY PROTECTION ZONES AND THINGS LIKE THAT. UH, WE WILL HAVE, UH, A MASTER PLAN UPDATE COMING IN THE NEXT FEW YEARS, AND I THINK WE'LL LOOK AT THOSE KINDS OF THINGS AND MAKE A DETERMINATION AT THAT POINT, WHETHER THERE'S ANYTHING ELSE THAT NEEDS TO BE DONE IN TERMS OF MAJOR INFRASTRUCTURE FOR THE AIRPORT. BUT I THINK YOU'RE CORRECT, AS FAR AS THE RUNWAY AND TAXIWAY STRUCTURE, I, I HAVE A HARD TIME SEEING WHAT ELSE WE NEED. WHEN YOU TALKED ABOUT THE MASTER PLAN UPDATE, ARE YOU REFERENCING THE, UM, THE AIRPORT, UH, STRATEGIC PLAN FROM 2012 OR YOU'RE TALKING ABOUT THE MASTER TRANSPORTATION PLAN? UH, ACTUALLY THE ONE, WE HAD AN AIRPORT PLAN THAT WAS COMPLETED IN 2013, AND THERE IS AN AIRPORT MASTER PLAN THAT WAS COMPLETED IN 2016. THAT'S AN FAA REQUIRED DOCUMENT AND IT DETAILS THE DEVELOPMENT PLANS FOR THE NEXT SEVERAL YEARS, INCLUDING FINANCIAL PLANS ON HOW WE GET THERE. OUR LAST MASTER PLAN, AS I SAID, WAS ACCEPTED IN 2016. AND I THINK WE'VE MADE TREMENDOUS PROGRESS ON THAT OR, UH, UH, PROBABLY A LITTLE BIT AHEAD OF SCHEDULE THAN WHAT I ANTICIPATED WE WOULD HAVE AT THIS POINT. SO WE'RE MOVING ON THAT MID WOULD JUST BE FINE, BUT UPDATE THAT ABOUT EVERY 10 YEARS IS LIKE, IS A GOOD TIME HORIZON FOR US TO UPDATE THAT MASTER PLAN FOR AN AIRPORT LIKE OURS OR WHEN THERE'S A SIGNIFICANT CHANGE, SOMETHING LIKE THAT. ABSOLUTELY. OKAY. THANK YOU. SO THE 2016, UH, MATT DID NOT CONTEMPLATE OF 4.2 ACRES, ACTUALLY IT DID, UH, THAT WAS IN THE, UH, UH, MASTER PLAN FOR 2016 AND, AND THERE'S A DEVELOPMENT SUGGESTED FOR THAT. OKAY. SO JOEL HAS A CHANCE TO GET THE, UH, 10% INSTEAD OF 50% FOR THE SERVICES I WOULD HESITATE TO PUT, UH, ODDS ON THAT. I THINK THERE'S A VERY REASONABLE PERSON IN CHARGE OF PLANNING AND PROGRAM IS STOCK. I THINK HE LISTENS WELL TO DATA AND I THINK WE HAVE A VERY STRONG CASE TO MAKE. OKAY. SO I THINK THERE IS A STRONG CASE AND A LOT MAY JUST DEPEND ON HOW MUCH FUNDING IS AVAILABLE FOR THAT. BUT I DO BELIEVE THAT WE HAVE AN EXTREMELY STRONG CASE TO GET THIS FUNDED AS A SAFETY IMPROVEMENT. DEFINITELY. YES. YEAH, THAT'S GREAT. OKAY. BACK TO THIS 2016 FAA REQUIRED MASTER PLAN, WHEN IS THE NEXT YEAR THAT THAT'S GOING TO BE THE UPDATED IFA REQUIREMENTS? YOU HAVE TO HAVE ONE UPDATED EVERY 20 YEARS, BUT 20 YEARS IS REALLY TOO LONG TO WAIT. UH, A LOT OF THAT WILL DEPEND ON WHEN FUNDING BECOMES AVAILABLE. WE HAVE INDICATED TO TEXTILE THAT WE THINK THIS NEEDS TO BE DONE ABOUT 20, 25 OR 2026. UH, AND THEY SEEM, UH, AMENABLE TO THAT SUGGESTION IS THAT'S A GOOD TIME. SO PROBABLY IN THAT TIMEFRAME, 25, 26, UH, IT IS GOING TO BE A GRANT FUNDED MASTER PLAN. THEY ALWAYS ARE TYPICALLY A AIRPORT IMPROVEMENT PROGRAM, GRANT ELIGIBLE PROJECT TO DO THAT. AND, UH, I BELIEVE IT WAS JUST IN THE PAST YEAR, UH, PRESENTED THE PROSPECT OF DOING, UH, A PART 1 59 STUDY IN CONJUNCTION WITH THE AIRPORT MASTER PLAN. AND WE HAD A TEXT ON THAT. THAT'S OUR PREFERENCE AND THE PREROGATIVE THAT WE WANT TO DO THAT. AND I THINK THEY HAVE BEEN AT LEAST IN THE EARLY STAGES, QUITE SUPPORTIVE OF THAT. OH, OH, SO WE DON'T OWN THAT LAND. SO WE DON'T HAVE A LOT OF SAY AND MOSTLY WE WANT IT TO GO OUT AND BUY IT SOMEHOW, WHICH I DON'T KNOW WHERE WE HAD THE MONEY FOR THAT. WE HAVE PLENTY OF THINGS. WE'VE GOT TO FIX SOME OF THE MONEY WE HAVE GOING ON TRYING TO ACQUIRE MORE LAND. I DON'T KNOW IT'S IN THE CARDS, BUT I THINK THAT CERTAINLY THE LAND OWNERS THERE WOULD POSSIBLY BE INTERESTED IN TAKING A LOOK AT IT. I REALLY DON'T KNOW. I'M NOT SURE. UH, I, I DIDN'T KNOW THAT THE VACANT LOT, UH, IN THE SOUTHWEST CORNER ADJACENT TO THE AIRPORT HAS BEEN, UH, IN THE HANDS OF SOMEBODY WHO ATTENDS TO EVENTUALLY DEVELOP IT FOR AN AERONAUTICAL PURPOSE, BUT HE HASN'T PULLED THE TRIGGER AND STARTED BREAKING HIS GROUND YET. CERTAINLY MAKES THAT AN OPTION MUCH EASIER, MUCH, MUCH CHEAPER OPTION TO ACCESS THE AIRPORT ONCE THAT'S COMPLETED PRIOR TO THE PRIORITY WOULD NOT HAVE TO BE THE ONE BUILDING SOME KIND OF ACCESS TO THE RENT. RIGHT. SO DID THE OTHER, THE ONLY OTHER DIRECT BENEFIT [00:25:01] THEN BESIDES THE GROUND LEASE REVENUE, UH, WOULD BE THE FIELD TAX REVENUE, WOULD THAT BE ANOTHER POTENTIAL INCREASE IN REVENUE? NO, CERTAINLY, CERTAINLY WITH THAT, THE INCREASED, THE AERONAUTICAL ACTIVITY, UM, USUALLY BRINGS WITH IT ACTIVITY IN THE TOWN AS WELL. UH, WHEN OUR HANGERS ARE FULL, THE, UH, OFFICE SPACES AROUND HERE SEEM TO BE FULL AT THE SAME TIME. AND I THINK THOSE TWO FEED OFF EACH OTHER. SO, UH, AND WHEN THE, THE OFFICES ARE FOLDED AND THE RESTAURANTS IN THE HOTELS GET FULL AND I THINK IT ALL WORKS TOGETHER. AND SO I JUST THINK THAT INCREASE IN ECONOMIC ACTIVITY THAT WOULD COME WITH ADDITIONAL AIRCRAFT, BASING IT OUT OF SUMMIT WOULD PROVIDE THAT OPPORTUNITY. SO THAT WOULD BE SOMETHING THAT WE WOULD REALLY LOOK AT AS A POSITIVE ON THAT. THEN THERE WOULD ALSO BE, UH, THE, UH, AVALARA PROPERTY TAXES ON THE, ON THE AIRCRAFT, IF THEY ARE A BUSINESS AIRCRAFT AND REGISTERED THE MISTAKE, WHICH THEY AREN'T ALWAYS SOME KIND OF SIT REGISTERED IN OTHER STATES AND PEOPLE HAVE GOOD ACCOUNTANTS AND TAX AVOIDANCE STRATEGIES. SO WE DON'T ALWAYS SEE THAT TAX REVENUE FROM THOSE CERTAINLY HAS THE POSSIBILITY TO BRING IN MORE FOR THAT. NO QUESTION, NO MORE DISCUSSION.
