I AM SO HAPPY TO SEE ALL OF YOU ARE HERE INSTEAD, THE POVERTY THAT JUST ONCE A YEAR, I CAN SEE, YOU KNOW, SO, UH, THAT'S THE REASON WHY I RETURNED IN MAY.

I ASKED FOR THE MEETING, GET EVERYBODY TOGETHER AT LEAST ONCE A YEAR.

MY NAME IS JAY I RING AND PRESENT THE S AND ARBOR FOUNDATION IS BARBARA PAPPAS, VICE PRESIDENT, AND, UH, PRESENTING TONIGHT SLIGHTLY TOO.

ANN ARBOR FOUNDATION IS AN ALL VOLUNTEER ORGANIZATION.

WE ARE COMPRISED OF SEVEN BOARD, UH, BOARD OF DIRECTORS, UH, OUR ACCOMPLISHMENTS SINCE OUR INCEPTION AND ESPECIALLY FOR, UH, THE LAST, UH, 20 TO 2012 TO DATE, WE ADVANTAGE AND SPONSORED 18 NOTABLE PUBLIC ART PROJECTS, INSTALLATION.

UH, THREE INSTALLATIONS WITH THOSE WERE IN FISCAL YEAR 20, 20, AND THREE ARE SCHEDULED FOR 2021.

WE PROVIDED FUNDING OF $25,480, WHICH WAS $10,000 PLUS MATCH DONATIONS OF $7,740 TO FUND 42 TREES AS PART OF THE TOWN'S PROGRAM TO REPLACE TREES THAT WERE DAMAGED IN THE JUNE, 2019 STORM OR A TOTAL OF ABOUT 300 NEW AND REPLACEMENT TREES TO DATE.

UH, WE'VE ALSO RECENTLY PROVIDED FUNDING FOR THREE PARK BENCHES IN THE LANDLOCKED, LINDA, YOUR PARK.

AND THIS IS JUST ONE OF OUR PROJECTS FOR FISCAL YEAR 2020, UH, SPECTRA, JUST OVER ON THE EAST SIDE OF THE BUILDING BY SCOTT SCHUMAN, THE GIVERS BY JIM PEPPLER, TWO ARTISTS, ARTISTS COLLABORATED ON THE PACE THE RAVENS WERE DONE BY, UH, JIM EFFLER AND SCOTT SHUBIN DID THE METAL

UM, WE PROCURED THAT BACK IN 2018 AND THE INSTALLATION IS STILL PLANNED FOR THIS YEAR IN FRONT OF THE, UH, NEW AS NEAR AIRPORT GALAXY FBO, UH, WHICH IS LOCATED IN FRONT OF ADDISON ROAD ACROSS FROM THE ADDISON CONFERENCE CENTER FIVE.

UM, OR, UH, THIS YEAR WE HAVE SPONSORED TWO, UH, SCULPTURES BY THE ARTIST RUSS KAMEL, AND THE PIECE TO THE LEFT IS, UH, NAMED AT THIS POINT.

UM, HE'S JUST FINISHING IT PIECE THAT WAS APPROVED AND IS GOING TO GO, UH, IN FRONT OF THE WATER TOWER.

THAT'S OFF A SURVEYOR AND A RAMP OF A ROAD, AND ROCKVILLE IS GOING SOMEWHERE WITHIN THE PARKLAND AREA OF THE ADDISON GROWTH DEVELOPMENT.

IT'S LOCATED OVER AT THE POST SKATE PARK AREA AND FOR OUR REQUESTS THIS YEAR, UM, WE ARE ACTIVELY MANAGING MAJOR PUBLIC ART PROJECTS BY IDENTIFYING ARTISTS.

ARTISTS WORKS IN, ENTER INTO CONTRACTS, COORDINATE WITH THE SUPPLIERS AND THE TOWN OF ST.

NEXT SLIDE, THANK YOU AND ADMINISTER THE COMMUNITY GARDEN AND PROVIDE FUNDING TO SUPPLEMENT THE TOWN'S BUDGET FOR LANDSCAPING.

UH, CITIZENS ARE DISCOVERING AND ENJOYING OUR PUBLIC ART AND MORE BECAUSE OF THE PANDEMIC THEY'RE OUT IN THE PARKS AND OUR ART COLLECTION PROMOTES, UH, PUBLIC ART AS ABSTINENCE A DESTINATION.

OUR REQUEST IS FOR $65,000 OR THE CONTINUATION OF OUR PUBLIC ART AND LANDSCAPING PROJECTS.

UH, OTHER DONATIONS ARE EXPECTED TO BE PROBABLY REDUCED BECAUSE OF THE PANDEMIC FOR FYE 2022.

AND WE ARE HOPING TO PUT IN, UH, ONE OR MORE PUBLIC GARDENS RELATIONS WITH THE LANDSCAPING AND OUR ORGANIZATIONAL OPERATING COSTS, WHICH ARE KEPT TO A MINIMUM WITH THAT.

THEY DROPPED THE BOMBS OUT THE WINDOW AND THEY ACTUALLY, UH, DESTROYED TWO AND WAS THE MAJOR DETERMINED BECAUSE EVERY TIME THE JUG SUBMARINES SURFACE, THEY, SOME OF THESE LITTLE YELLOW PLANES IN IT, THEY SAID, WELL, THIS IS

UH, SO WE'RE SEVEN YEARS AGO NOW NEXT MONTH, UH, WE ARE CHARTERED WITH THREE MAJOR FUNCTIONS, THE EMERGENCY SERVICES, CADET PROGRAMS AND, UH, AEROSPACE EDUCATION.

UH, NEXT ONE.

SO EMERGENCY SERVICES IS PROBABLY WHERE WE DO MOST OF OUR WORK.

UH, FOR INSTANCE, UH, LAST YEAR WE TRANSPORTED, UH, SEVERAL THOUSAND TEST SAMPLES FROM THE DALLAS AREA DOWN TO AUSTIN FOR PROCESSING.

WE DELIVERED, UH, PERSONAL PROTECTIVE EQUIPMENT, UH, FROM SAN ANTONIO UP TO AMARILLO.

AND THEN WE ALSO WERE INVOLVED IN TAKING A LOT OF PICTURES FOR THE STATE OF THE TORNADO DAMAGE IN NORTH DALLAS AND THEN ROUTINELY, UH, ALMOST EVERY YEAR.

WE DO A LOT OF PHOTOGRAPHIC WORK FOR THE STATE OF TEXAS WHERE ALL THE FLOODS AND THE HURRICANES THAT WE, UH, THAT WE EXPERIENCED.

SO, UH, THE LAST HURRICANE WE HAD, WE HAD PEOPLE SPENDING, YOU KNOW, OVER A WEEK, UH, ON SITE, UH, FLYING MISSIONS, TAKING A LOT OF PICTURES.

THE NEXT LINE, IT HAD PROGRAMS. WE HAVE A VERY ROBUST CADET PROGRAM NATIONWIDE.

WE HAVE 60,000 MEMBERS AND ABOUT 20,000, THOSE THAT ARE CADETS, THEY DO A LOT OF TRAINING IN STEM, LEADERSHIP, UH, CHARACTER DEVELOPMENT, AND A LOT OF, UM, ACTIVITIES THAT'S, UH, OR A STUDENT OR A YOUNG MAN TO BE INVOLVED WITH THE YOUNG LADY.

IT'S A PRETTY SERIOUS COMMITMENT.

THEY GENERALLY MEET FOR TWO HOURS A WEEK, EVERY WEEK, AND THEN THEY HAVE PAISLEY WEEKEND ACTIVITIES.

AND THEN WE HAVE SUMMER ACTIVITIES AS WELL.

IT WAS A PRETTY, IT TAKES A PRETTY SERIOUS COMMITMENT OF TIME IN DIFFERENT FROM THE STUDENTS PART.

CAN'T EXPLAIN IT.

UH, SO OUR, UM, MORE, UH, FAMOUS, UH, CADETS, UH, AT LEAST THESE TWO LADIES, UH, THROUGH THE, UM, UH, CP CREDIT PROGRAM, BOTH OF THEM ENDED UP GOING TO THE AIR FORCE ACADEMY.

AND I BELIEVE IF I'M NOT MISTAKEN, THE LADY ON THE LEFT WAS THE FIRST PILOT TO FLY WITH THE THUNDERBIRDS.

AND THE ONE ON THE RIGHT, UH, HAD A LOT OF COMBAT EXPERIENCE AND ACTUALLY, UH, HAD HER PLANE DAMAGED PRETTY SEVERELY, BUT WAS ABLE TO BRING IT BACK.

EXCELLENT.

AEROSPACE EDUCATION IS FOR OUR CADETS, OUR MEMBERS.

AND THEN WE ALSO TRY AND HAVE A COMMUNITY OUTREACH OR SOME OF THE LAST YEAR OR SO WITH COVID.

WE DIDN'T DO ANY OF THAT.

ALL OF OUR MEETINGS WERE ZOOM MEETINGS.

SO IF THAT AREA WHERE WE NEED TO DO A LOT OF, UH, WE HAVE A LOT OF WORK TO DO, BUT PART OF IT IS EDUCATING THE COMMUNITY IN GENERAL, ABOUT THE VALUE OF AEROSPACE TO THE NATION AND TO THE COUNTRY.

UM, ONE OF THE THINGS THAT WE PARTICIPATE IN ALL THE TIME IS TRAP NEUTER AND RETURN, WHICH IS A BIG PROGRAM HERE IN THE S IN ADDISON AS WELL.

AND WE TRY AND EDUCATE THE PUBLIC ABOUT TRAP NEUTER AND RETURN TO REDUCE THE OVERPOPULATION OF CATS.

LAST YEAR WE WERE SEVERELY LIMITED IN PLACES TO GET A CAT IT'S FIXED.

THIS HAS RESULTED THIS YEAR IN THE MASS OVERPOPULATION OF CATS AND KITTENS 2030 CALLS A DAY FROM PEOPLE WANTING US TO HELP.

UM, AND OF COURSE THIS YEAR WE'RE GETTING A LOT OF NOW THAT ASSISTANCE IS WINDING DOWN, BUT THE PEOPLE THAT ARE HAVING TO REHOME PADS BECAUSE THEY'RE MOVING IN WITH MOM OR DAD AND THEY CAN'T KEEP THEIR PETS.

SO WE'RE TRYING TO, AGAIN, TO HELP AS MANY AS POSSIBLE.

UM, AND FOR 13 MONTHS WE PROVIDED ALL OF OUR SERVICES, VIRTUALLY THERAPY, THAT HYDRATE CASE MANAGEMENT AND OUTREACH AND APRIL, WE DID BEGIN OFFERING IN PERSON SERVICES AGAIN, BUT WE ANTICIPATE CONTINUED HIGH DEMAND FOR VIRTUAL OR HYBRID.

I FINALLY IN YOUR ISOLATION AND LOCKDOWN, WE STILL MANAGED WITH TREMENDOUS SUPPORT FROM THE TOWN OF ADDED THINGS TO COMPLETE CONSTRUCTION, OUR NEW COMMUNITY ROOM.

WE WILL ACTIVELY RECRUIT RESIDENTS AND BUSINESSES AND ASK THEM TO PARTICIPATE IN THESE TRAININGS.

IMAGINE THIS ROOM LIKE 15 OR SO PEOPLE SITTING IN THAT ROOM MULTIPLY THAT BY SIX TRAINING FOR ABOUT 90 TOTAL PARTICIPANTS.

NOW THINK OF ALL THE PEOPLE, EACH OF THOSE PARTICIPANTS COME ACROSS IN THEIR DAILY LIFE.

I CAN'T DO THAT MATH IN MY HEAD.

IT'S KIND OF LIKE THE CAT REPLICATION PROBLEM IS A LOT OF PEOPLE.

THE POTENTIAL RIPPLE EFFECT OF THAT TRAINING IS HUGE.

I WORKED WITH ONE VETERAN AT THIS TRAINING AND HE TOLD ME HOW IT INFORMED HIS EVERYDAY LIFE AS A PARENT, AS A PEER TO PEER SUPPORT GROUP WITH OTHER VETERANS.

AND IT'S A COLLEAGUE AT WORK.

IF YOU MEET IMPACT THE MENTAL HEALTH FIRST AID TRAINING IS HAVING THE ABILITY TO RESPOND TO THE NEEDS OF THOSE AROUND HIM.

AND I KIND OF INCREASING MENTAL HEALTH CONCERNS DUE TO COVID ISOLATION.

ALL OF THE OTHER TESTS ARE JUST THIS PAST YEAR.

THIS PROGRAM COULD SIGNIFICANTLY INCREASE THE LIKELIHOOD THAT RESIDENTS ABOUT IT, AND WE'LL GET THE MENTAL HEALTH CARE THEY NEED.

UM, THAT IS 155% INCREASE FROM THE PREVIOUS 12 MONTHS.

UH, WE SAW OVER 44, 7 40 4,000, UM, OF FOOD PANTRY VISITS.

WE CONVERTED FROM A FREE CLIENT CHOICE TO A DRIVE-THROUGH.

UM, AND NOT JUST BECAUSE OF THE CONCERNS ABOUT COVID, BUT ALSO JUST BECAUSE OF THE NUMBERS OF WHAT WE WERE SERVING DRIVE-THROUGH WAS REALLY THE ONLY WAY THAT WE CAN MAKE SURE THAT OUR FAMILIES WERE GETTING THAT FOOD.

WE DID HAVE TO MAKE SURE THAT WE KEPT THE AMOUNT THAT THEY WERE GETTING.

SO ONE OF THE THINGS THAT WE ALWAYS DRIVE IS TO GIVE OUR FAMILIES ENOUGH FOOD FOR A WEEK.

AND SO WE'VE BEEN ABLE TO DO THAT BY PROVIDING NOT JUST A BOX OF FOOD, BUT ALSO PRODUCE DAIRY BREAD, FROZEN MEAT.

UM, OUR STAFF HAS BEEN ABLE TO REALLY, UH, BE FLEXIBLE AND CREATIVE AND HOW WE DO THAT.

AND SO WE'VE BEEN ABLE TO SERVE, UM, OVER 4 MILLION POUNDS OF FOOD, WHICH WAS AT 344% INCREASE FROM THE 12 MONTHS BEFORE THAT.

UM, AND THAT IS DIRECT AID DIRECTLY TO OUR, UH, OUR NEIGHBORS.

UM, WHAT'S INTERESTING IS WE WERE, YOU KNOW, YOU ALWAYS RUN YOUR NUMBERS AND, UM, WHENEVER YOU TAKE OUT UTILITIES ASSISTANCE, UM, THE PERCENTAGE IS ABOUT 1001% MORE THAN THE PREVIOUS 12 MONTHS.

OKAY.

BUT WE ALWAYS TALK ABOUT WRITTEN UTILITIES BECAUSE WE THINK HAVING WATER IS IMPORTANT.

WE THINK ELECTRIC IS IMPORTANT.

UM, SO WHILE IT DID MAKE OUR NUMBER LOOK LOWER, UM, 746% INCREASES IS STILL A PRETTY INCREDIBLE NUMBER FOR OUR STAFF TO BE ABLE TO DISTRIBUTE, UM, OF ALL OF THAT.

SO THAT IS ON OUR ENTIRE SERVICE AREA.

SO ADDISON SPECIFICALLY, UM, OVER 1500 ADDISON RESIDENTS WERE PROVIDED WERE WITH 5,689 SERVICES.

UH, THAT'S 158% INCREASE.

UH, WE DISTRIBUTED OVER 300,000 IN RENT AND UTILITIES.

UM, AND SO THAT WAS 150 FAMILIES, WHICH IS A 986% INCREASE, UM, FUNDING FROM THE PREVIOUS YEAR.

UM, AND THEN 1300 RESIDENTS, UH, VISITED THE FOOD PANTRY, WHICH WAS A 205% INCREASE.

YOU KNOW, WE, WE TALK A LOT ABOUT THESE NUMBERS AND THEY SEEM INCREDIBLY HIGH, BUT I THINK THAT THE MOST IMPORTANT THING FOR US TO REMEMBER IS THAT FOR EVERY ONE OF THOSE NUMBERS IS A SINGLE MOM TRYING TO MAKE SURE THAT SHE'S GOT FOOD ON HER TABLE.

IT'S A FAMILY TRYING TO MAKE SURE THAT THE KIDS DON'T SLEEP IN THEIR CAR.

IT'S A SENIOR TRYING TO MAKE THE DECISION BETWEEN DO THEY PAY FOR THEIR MEDICATION OR THEY'RE PAID FOR THEIR TOILET PAPER, SO WE CAN TALK ABOUT THE NUMBERS, BUT EACH ONE OF THOSE NUMBERS REPRESENT A FAMILY THAT IS STRUGGLING, THAT WE'RE ABLE TO HELP BECAUSE OF THE FUNDING YOU ALL PROVIDE.

UM, AND I'VE GOT A COUPLE, COUPLE OF GUYS, ONE MINUTE LEFT TO TALK ABOUT WHAT'S GOING TO BE IN THE FUTURE.

AND THEN BEGINNING IN SEPTEMBER, WE PRODUCED, WE PRODUCED FIVE FULL PRODUCTIONS AT THE STUDIO THEATER WITH LIMITED SEATING, AND MANY OF THOSE WERE LIVE STREAMING, BUT WE DID HAVE SOME SOCIALISTS AND SEATING AS WELL.

SO WE WERE BRINGING PEOPLE INTO THE 2000 THEATER CENTER.

AND WHILE THERE WERE DIFFICULTIES, WE WERE ABLE TO PRODUCE ALL OF THE SHOWS AND STILL DON'T REALLY CARE ABOUT SAFETY FOR OUR STUDENTS AND AUDIENCES.

AND WE BELIEVE THAT WE WERE STRONGER, UH, THAN EVER THROUGH THIS DIFFICULT TIME.

IT HAS BEEN A STAPLE AT NORTH TEXAS ENTERTAINMENT, NOTHING HAS CHANGED AND YET EVERYTHING HAS CHANGED TOGETHER.

WE HAVE THE TASK OF REBUILDING OUR TOWN.

UH, IN THOSE MONTHS YOU MOVE TO FEBRUARY AND MARCH, WHAT A DIFFERENCE IT MADE.

MY STAFF GOT BACK.

THEY DID IN FEBRUARY AND WE OPENED OUR CLASS BACK TO PATIENTS.

SO THE WHOLE YEAR, LAST YEAR WE ONLY CLOSED TWO DAYS IN 20, 22 DAYS.

AND THAT WAS TO ACTUALLY GET THE CLINICS SANITIZED AND CLEANED EVERYTHING WE DID CONVERT TO VIRTUAL.

AND AS SOON AS WE COULD, MARCH 1ST, WE OPENED BACK UP.

THE GOOD NEWS IS WE HAVE NOT HAD IN POSITIVE COVID TEST SINCE THE MONTH OF FEBRUARY.

SO THAT IS JUST INCREDIBLE.

AFTER OCTOBER THREE, J UM, SINCE THEN, AND WE HAVE HELP FOR VACCINATION CLINICS AND I WILL TELL YOU ABOUT 50% OF OUR PATIENTS ARE VACCINATED, ANY PATIENT THAT ONE IS, AND THOSE THAT AREN'T DON'T WANT TO BE IN, THEY'RE NOT PLANNING TO.

SO, YOU KNOW, WE'LL SEE, HOPEFULLY WE WON'T BE RELIVING THIS NO BALL.

UM, THE OTHER THING I TALK ABOUT IS THE RETURN TO NEW NORMAL.

THEY REALLY DON'T KNOW WHAT TO DO.

UM, AND WE DID GIVE SOME OF THOSE, MANY OF THOSE DID GO TO ADDISON RESIDENTS OR FIRST RESPONDERS THAT WERE COVID POSITIVE.

AND I GUESS, YOU KNOW, WE ALL KNEW LIKE EVERYBODY WOULD MOVE EVERYTHING OR HEALTHY COOKING.

UH, I'M SURE YOU'RE AWARE THAT, UH, THAT PROJECT IS CURRENTLY UNDER CONSTRUCTION.

UH, COUNCIL APPROVED A CONTRACT FOR CONSTRUCTION ON DECEMBER 8TH, 2020, AND THE ANTICIPATION ANTICIPATED COMPLETION DATE OF THAT PROJECT IS GOING TO BE IN FISCAL YEAR 2020 FOR A THREE-YEAR PROJECT.

UH, THIS WILL BE THE SECOND, UH, ISSUANCE OUT OF THREE THAT WE ANTICIPATE DOING FOR THIS PROJECT.

SO THERE'S APPROXIMATELY, UH, IN THE $41 MILLION PROJECT, THERE'S APPROXIMATELY $13 MILLION AFTER THIS $8 MILLION SHE WANTS, IT WOULD STILL BE UNISSUED FOR THE MIDWAY ROOM PROJECT THAT WOULDN'T DISSIPATE BRINGING BACK TO A COUNCIL FOR NEXT YEAR'S ISSUANCE FROM THE 2019, UH, BOND AUTHORIZATION.

THERE IS, UH, PROPOSITION C UH, IN THE AMOUNT OF 3 MILLION, $145,000.

AND THESE WERE FOR IMPROVEMENTS, UH, TO, UH, UH, PARKS AND RECREATION FACILITIES.

UH, SO COUNCIL, UH, AWARDED A DESIGN CONTRACT FOR THE ADDISON ATHLETIC CLUB, UH, IMPROVEMENTS ON JUNE 9TH, 2020.

UH, THE MAJORITY OF ISSUE ISSUANCE RELATES TO, UH, THE CONSTRUCTION OF THOSE IMPROVEMENTS.

UH, $1,369,000 FOR LOCKER ROOM IMPROVEMENTS, UH, $407,000 FOR GYMNASIUM AND TRACK IMPROVEMENTS.

THEN THERE'S $887,000 FOR, FOR POOL MODERNIZATION.

UH, AND THE REMAINING MONEY, UH, FROM THIS, UH, PROPOSITION IS, UH, 413,000 FOR TRAIL SYSTEM AGREEMENTS.

AND JUST OVER $69,000 A FILET BOX POND.

AND THEN THE LAST PIECE OF THE PROPOSED ISSUANCE IS FROM PROPOSITION DOP 2019 BOND ELECTION THAT WAS APPROVED BY VOTERS IN 2019.

THE AMOUNT OF, UH, COMING FROM THIS PROPOSITION IS PROPOSED TO BE 4 MILLION, $950,000.

UH, AGAIN, THE, UH, A BIG PORTION OF THIS IS COMING FROM, UH, THE ATHLETIC CLUB, UH, WHICH, UH, DESIGNED FOR THAT IT WAS APPROVED BACK IN 2020.

UH, SO FOR THE, UH, AS AN ATHLETIC CLUB, THERE IS A $1,307,000 FOR ROOF REPLACEMENT AND THEN $652,000 RELATED TO HVAC REPLACEMENT.

UH, THE REMAINING MONEY IT'S COMING FROM, UH, WHAT WHAT'S CALLED PHASE.

ONE OF THE OTHER FACILITIES PROJECTS, UH, COUNCIL HAD APPROVED A, UH, PROFESSIONAL SERVICES CONTRACT WITH MCKINSTRY ASCENSION LLC, UH, BACK ON APRIL 13TH, 2021, UH, FOR, UH, DESIGN AND PROJECT MANAGEMENT OF THESE PROJECTS.

UH, SO THIS ISSUANCE INCLUDES A $1,832,000 ARE RELATED TO ROOF IMPROVEMENTS, UH, FOR FACILITIES OTHER THAN THE ADDISON ATHLETIC CLUB, UH, THERE'S $548,000 RELATED TO HVAC REPLACEMENTS AT LOCATIONS OTHER THAN THE ADDISON ATHLETIC CLUB.

AND THEN THERE'S $360,000 FOR POLICE GUN RANGE, AIR FILTRATION SYSTEM, AND THEN $250,000 OR ADA IMPROVEMENTS.

THIS SLIDE HERE IS A TAX RATE IMPACT.

SO WHAT WE WANT TO SHOW IS ONE THAT IF YOU LOOK AT THE TOTAL COLUMN, UH, BACK IN 2019, THAT'S WHAT VOTERS WERE TOLD THAT, UH, TO IMPLEMENT THIS ENTIRE BOND PROGRAM OVER A COURSE OF FIVE TO SEVEN YEARS, THAT THEIR TAX RATE WOULD GO UP 10.31 CENTS.

UH, WHEN WE LOOK AT WHAT WE'RE PROPOSING TO ISSUE FROM THAT 2019 BOND AUTHORIZATION.

AND WE LOOK AT THAT IN COMPARISON TO THE TOTAL OF WHAT WE TOLD THE VOTERS BACK IN 2019, UH, THIS, UH, PROPOSED BOND ISSUE, IT SHOULD COST AROUND 1.2, 2 CENTS ON THE TAX RATE.

UH, WE RAN THESE NUMBERS WITH OUR FINANCIAL ADVISOR, AND WHAT WE WERE PROJECTING IS THAT THIS WILL COST ABOUT 1.06 CENTS RATHER THAN 1.2, 2 CENTS.

SO THERE THERE'S A SLIGHT SAVINGS THERE.

UH, AND THAT ENDS UP BEING ABOUT 13.4% IN TOTAL SAVINGS.

WHEN WE COMPARE THIS TO WHAT WE WERE TOLD, WHAT WE TOLD, UH, THE RESIDENTS BACK IN 2018, AND THEN THIS SLIDE IS THE TAX RATE IMPACT, UH, THAT CAME OUT OF THE BOND COMMITTEE BACK IN 2019.

SO THE TWO YEARS THAT WE'RE REALLY FOCUSED ON ARE WHAT, UH, WHAT HAPPENED IN 2021, AND THEN WHAT WE'RE PROPOSING IN 2022.

SO OUR CURRENT FISCAL YEAR 2021, THAT'S THE FIRST YEAR THAT HAS ANY MONEY THAT'S BEEN ISSUED FROM THAT 2019 BOND PROGRAM.

SO, UH, WHEN THIS WAS PRESENTED, UH, FROM THE BOND COMMITTEE BACK IN 2019, THAT WE WERE TOLD THAT THE INS TAX PORTION OF THE TAX RATE WAS GOING TO BE 17.12 CENTS.

UH, YOU KNOW, SO WE'RE SLIGHTLY BELOW THAT WHERE AT 16.76 CENTS, SO SLIGHTLY BELOW WHAT, UH, RESIDENTS WERE TOLD BACK IN 2019, AND THEN FOR 2022, UH, THAT, UH, INS TAX RATE PORTION OF THE TAX RATE WAS SUPPOSED TO GO UP TO 21.22 CENTS.

NOW THE NEXT SLIDE SHOWS WHAT WE'RE PRODUCING, WHAT WE'RE ACTUALLY PAYING ON THE INS TAX RATE FOR FISCAL YEAR 2021, AND THEN WHAT WE'RE PROJECTING BASED ON, UH, THE, UH, QUIP POST BOND ISSUANCE OPPORTUNITY THAT WE HAVE AND WHAT THAT TAX RATE WE'RE PROPOSING TO BE IN FISCAL YEAR 2022, BASED ON WHAT WE KNOW RIGHT NOW.

SO IN FISCAL YEAR 2021, IF YOU REMEMBER THE LAST SLIDE, 17.12 CENTS, UH, WHAT, WHAT THE ACTUAL ADOPTED INS TAX RATE, UH, WAS THIS FISCAL YEAR WAS 16.70 CENTS.

AND IF YOU REMEMBER WHAT I JUST SHOWED YOU FOR FISCAL YEAR 2022 WAS OVER 21 SENTENCES.

WHAT, WHAT WAS DISSEMINATED BACK IN 2019 FOR FISCAL YEAR 2022? AND WHAT WE ANTICIPATE THAT INS TAX RATE BEING IS 18.46, THAT'S A PRETTY SIGNIFICANTLY LESS THAN WHAT WAS DISSEMINATED BACK IN 2019.

SO, UH, WE'RE, YOU KNOW, HAVE HAD SOME VERY, VERY SIGNIFICANT, UH, POSITIVE, UH, MARKET, UM, CHANGES, UH, WITH REGARDS TO INTEREST RATES.

SO THAT IS PROBABLY THE BIGGEST FACTOR THAT'S AFFECTING, UH, THE CHANGE IN DEBT SERVICE.

IN ADDITION, WE HAVE, UH, REFUNDING OR REFUND REFINANCING OPPORTUNITIES, UH, SOME OF OUR, SOME OF OUR EXISTING DEBT, UH, SO HILLTOP SECURITIES, OUR FINANCIAL ADVISOR HAS PERFORMED AN ANALYSIS OF OUR DEBT PORTFOLIO, UH, TO DETERMINE IF ANY REFUND OPPORTUNITIES ARE AVAILABLE.

SO BASED ON THAT ANALYSIS, UH, THE 2013 GENERAL OBLIGATION MOMS AND THE 2013, A GENERALLY OBLIGATION BONDS ARE CANDIDATES TO BE REFUNDED.

UH, THESE 2013 BONDS CAN NOT BE CALLED UNTIL 2023.

SO THAT MEANS THAT WE CAN'T BASICALLY BUY THEM BACK UNTIL 2023, BUT WHAT WE CAN DO, UH, IS BASICALLY REFUND ANY OF THOSE THINGS, ANY OF THOSE MATURITIES THAT ARE PAST 2023.

SO THESE BONDS DON'T MATURE UNTIL 2033, SO WE CAN REFINANCE 20, 23 THROUGH 2033, UH, MATURITIES, UH, SOME DUE TO THE TAX CUTS AND JOBS JOBS ACT OF 2017, UH, WHEN WE CALL BOND OR WHEN WE REFUND BONDS BEFORE THEY'RE CALLABLE, WE HAVE TO DO THAT ON A TAXABLE BASIS.

SO WE HAD DONE THIS EXACT SAME PROCESS LAST YEAR.

SO WE HAVE TO SELL THE, SELL THE BONDS ON A TAXABLE BASIS, WHICH MEANS, UH, THAT THEIR INTEREST RATE WILL BE HIGHER THAN A TAX EXEMPT SALE.

HOWEVER, IT STILL GENERATES SUBSTANTIAL SAVINGS OVER WHAT WE'RE CURRENTLY PAYING IN DEBT SERVICE AFTER THESE ISSUANCES.

AND NOW THEY'RE ALSO RECOMMENDING THAT OUR 2013 CERTIFICATES OF OBLIGATION, WHICH ARE DRAINAGE FUNDED BONDS ALSO BE INCLUDED IN OUR REFUND.

SO RATES HAVE GONE DOWN ON THE 10 YEAR.

UM, BASICALLY THE 10 YEAR TREASURY HAS GONE DOWN PRETTY SIGNIFICANTLY OVER THE LAST COUPLE OF WEEKS.

SO NOW THEY'RE CONSIDERING THOSE AS A REFUNDING OPTION AS WELL, WHICH WILL GENERATE SUBSTANTIAL SAVINGS OVER THE SAVINGS THAT I'M ABOUT TO SHOW YOU, BUT THEN I'LL GO INTO THAT.

UH, SO IN ADDITION TO, UH, THE REFUNDING OPPORTUNITIES THAT WE HAVE, UH, WITH OUR GENERAL OBLIGATION BOND AND SELL THAT SUMMER, UM, IN A SEPARATE ISSUANCE THAT WE WOULD BE ABLE TO BRING BACK IN THE FALL, OUR 2012 CERTIFICATES OF OBLIGATION BONDS ARE ABLE TO BE REFUNDED ON A TAX EXEMPT BASIS, UH, LATER IN THE FALL.

SO, BECAUSE WE DON'T ANTICIPATE RATES RISING SUBSTANTIALLY BETWEEN NOW AND THE FALL, WE'RE GOING TO WAIT UNTIL, UH, UNTIL THAT POINT AND BRING THAT BACK CAUSE THEY TAX EXEMPT PRE FUNDING OF THOSE 2012 BONDS, WHICH THAT WILL GENERATE SUBSTANTIAL SAVINGS, UH, FROM WHAT WE THINK.

SO THE REFUNDING ANALYSIS OF THE 2012 REFUNDING, UH, ANTICIPATES GENERATING A TAX RATE SAVINGS OF 0.07 OF ONE PENNY ON THE TAX RATE THAT WITHIN ALL IN TRUE INTEREST COST OF 2.3, 8%, UH, NET PRESENT VALUE SAVINGS, UH, AS A PERCENT OF THE REFUNDING OF JUST OVER 7.4%, UH, GENERATING TOTAL SAVINGS OF $344,000 NET PRESENT VALUE SAVINGS OF JUST UNDER $297,000.

AND WHEN THE, UH, 2013 CERTIFICATES OF OBLIGATION, WHICH ARE DRAINAGE FUNDED, AND THOSE DON'T IMPACT THE TAX RATE, BUT THEY DO, THEY DO REDUCE THE AMOUNT THAT IS PAID OUT IN DEBT SERVICE FROM THE DRAINAGE FUND, UH, THAT TOTAL SAVINGS, UH, COULD APPROACH $1 MILLION IN TOTAL, INCLUDING THAT ONE.

AND IT'S BECAUSE TOM AND IVAN IN THE PAST, AND I, UM, YOU KNOW, WE WE'VE ALREADY BEEN THROUGH IT.

I'M SORRY, IN A PARKS DIRECTOR, YOU WOULDN'T THINK THAT THE COTTONWOOD OUTSIDE WOULD MONITOR ME, BUT IT'S REALLY, OH, I DO LOVE TREES THAT, UM, OKAY.

SO WE SCORED THE TWO VENDORS, UM, ON SEVERAL CRITERIA AND THAT CRITERIA WAS THE COMPLETE LIST OF THEIR PROPOSAL, THE DAY OR DAYS AND HOURS OF THE OPERATIONS THAT THEY PROPOSED, THE PRODUCTS AND SERVICES THAT THEY PROPOSED.

UM, IF THEY OFFERED PRODUCTS AND SERVICES FROM OTHER ADDISON BUSINESSES, THEIR CONCESSION EXPERIENCE, THEIR PROFESSIONAL APPEARANCE, THE QUALITY AND CHARACTER ATTRIBUTES THAT THEY SHOWED US THE ABILITY TO MEET LICENSING AND INSURANCE REQUIREMENTS AND SATISFACTORY CONCESSION FEE, UM, TO BE PAID TO THE TOWN REPRESENTATIVES FROM THE PARKS AND REC AND SPECIAL EVENTS IN GENERAL SERVICES SCORE THE PROPOSALS AND IDENTIFIED CULTURE ENTERTAINMENT GROUP, UM, DOING BUSINESSES, MD CIRCLE CAFE AS THE MOST QUALIFIED VENDOR TO PROVIDE THOSE SERVICES TO THE TOWN CULTURE HAS EXPERIENCE WORKING WITH MUNICIPALITIES TO PROVIDE CONCESSION SERVICES, OPERATES AN ADDISON BUSINESS, AND IT'S WORKED WITH STAFF DURING SPECIAL EVENTS.

STAFF WILL GIVE AN OVERVIEW OF THE AGREEMENT BETWEEN M D CIRCLE CAFE AND THE TOWN, UM, TO GIVE YOU AN OVERVIEW OF WHAT WE SCORED.

UM, THEY PRESENTED TO US A CONCEPT CALLED THE CIRCLE OF CAFE.

THEIR HOURS OF OPERATION WOULD BE MONDAY THROUGH FRIDAY, 4:00 PM TO 9:00 PM AND SATURDAY THROUGH SUNDAY, 10:00 AM TO 9:00 PM.

THE VENDOR DID INDICATE TO US THAT THEY WOULD WORK WITH STAFF TO EXPAND WEEKDAY HOURS, TO RESPOND TO DEMAND.

SO AS THE DARK SILVER LINE CAME IN AND DEMAND INCREASED THAT THEY WOULD BE VERY FLEXIBLE WITH US ON THEIR SCHEDULE.

IF THEY ALSO SAW THAT THERE WERE, THERE WAS A DEMAND FOR PEOPLE TO COME IN IN THE MORNINGS, THEY COULD EASILY FLEX AND STAFF MORNINGS DURING THE WEEKDAY.

UM, SO WE REALLY APPRECIATED THEIR FLEXIBILITY AND THEY WOULD PROVIDE A POINT OF SALE SERVICES AND TILLS TO HANDLE CREDIT AND CASH PAYMENTS.

AND THEY'RE PROPOSING A REVENUE SPLIT WITH THE TOWN, UM, FOR CONCESSION REVENUE, THEY WOULD SHARE 15% ALCOHOL REVENUE WOULD BE 30% AND RENTAL REVENUE WOULD BE 30%.

THEY WERE POST A MENU THAT'S BASED ON SUCCESSFUL SALES THAT THEY'VE SEEN AT OTHER CONCESSIONS SIMILAR TO OURS.

UM, ONE OF THE EXAMPLES THAT THEY GAVE US IS, UM, I THINK IT'S CALLED THE COVE AND LITTLE ELM WHERE THEY, UM, OFFER CONCESSIONS IN A MUNICIPAL SETTING.

AND SO THEY'RE BASING THEIR MENU, UM, OFF OF WHAT THEY'VE SEEN OR SUCCESSFULLY, UM, PURCHASED BY PEOPLE WHO, WHO GO TO PARK CONCESSIONS.

THEY, UM, THEY ALSO OFFERED THAT THEY WOULD MONITOR AND ALWAYS ADAPT THEIR MENU TO FIT THE NEEDS OF THE PARK USERS.

SO IF THEY'RE GETTING A LOT OF REQUESTS TO SERVE A CERTAIN ITEM THAT THEY'RE STRUCTURED IN A WAY THAT THEY CAN EASILY FLEX AND OFFER THOSE ITEMS, AND THEY COULD ALSO MEET DEMANDS

AS THE ADVANCED GROUP, UM, THEY ALSO WILL PROVIDE, UM, RENTAL SERVICES OF THE PAVILION FOR PRIVATE PARTIES AND WORK WITH THE PARTS DEPARTMENT TO OFFER GAMES THAT WOULD COMPLIMENT PARK USE.

FOR EXAMPLE, WE COULD PROVIDE, UM, MUNICIPAL GRADE CORN HOLE BOARDS TO PUT OUT THERE, AND THEN THEY COULD RENT THE BAGS THAT PEOPLE COULD USE, OR THE SAME THING.

IF WE PUT PING PONG TABLES OUT, THEY COULD RENT BEING PUMPING PADDLES FROM THE CONCESSIONAIRE.

UM, THE VENDOR ALSO UNDERSTANDS THAT THE PAVILION WOULD BE USED BY THE TOWN DURING SPECIAL EVENTS.

UM, ALTHOUGH WE WOULD INCLUDE THEM IN OUR SPECIAL EVENTS, THEY JUST MAYBE IN A DIFFERENT LOCATION, UM, THEY WILL UTILIZE THE EXISTING EQUIPMENT THAT'S LOCATED IN THE KITCHEN, BUT THEY WILL SUPPLEMENT THEIR NEEDS BY PURCHASING EQUIPMENT OR UTILIZING EQUIPMENT THAT THEY ALREADY HAVE IN STOCK BECAUSE OF THEIR STRUCTURE, CULTURE, ENTERTAINMENT GROUP HAS THE ABILITY TO DEPLOY TRAIN STAFF WHEN WE'RE NECESSARY.

THEY DO A LOT OF CATERING AND BECAUSE OF THAT, THEY HAVE A LARGE STAFF FULL THAT THEY CAN, UM, RESOURCE, IF THERE'S AN EVENT HAPPENING SUCH AS ALISON AFTER DARK, AND THEY COULD EASILY STAFF UP AND BE ABLE TO INCREASE THE NEEDS, UM, TO MEET THOSE DEMANDS DURING THOSE EVENTS THAT WE WOULD HAVE.

UM, THE VENDOR HAS EXPERIENCED MEETING RFP REQUIREMENTS, UM, THAT WERE LISTED IN OUR RFP, SUCH AS CERTIFICATE OF OCCUPANCY GROUP INSURANCE HEALTH PERMIT FIND PERMIT, ESPECIALLY IF USE PERMIT AND DEALING WITH THE TABC.

UM, SO IF WE MOVE FORWARD WITH, WE HAVE A RESOLUTION, UM, THAT INCLUDES AN AGREEMENT WITH THE VENDOR.

IF WE MOVE FORWARD WITH THIS, OUR NEXT STEPS WOULD BE, UM, COUNSEL WOULD TAKE ACTION THIS EVENING, AND THEN IMMEDIATELY THEY WOULD BEGIN THE PERMITTING PROCESS.

UM, JULY 20TH, THEY WOULD BEGIN MOBILIZATION OF EQUIPMENT AND CONCESSION SERVICES COULD BE OFFERED TO PARK USERS AS EARLY AS JULY 27.

UM, THAT'S ALL DEPENDENT ON THE PERMITTING PROCESS IS GOING SMOOTHLY, BUT THOSE ARE THE DATES THAT WE'RE TARGETING WITH THAT.

AND, UH, SO THE INTER LOCAL AGREEMENT, UH, SET SPORTS A 99 YEAR GROUND LEASE, UH, IT ALSO ESTABLISHES BASE WHEN THAT BASE RENT KICKS IN AS WELL AS HOW TO BE BASE RENT IS ESTABLISHED THROUGH AN APPRAISAL PROCESS BECAUSE DARK DOES HAVE TO RECEIVE A MARKET-BASED RENT, UH, FOR THEIR PROPERTY UNDER STATUTE.

UH, THERE ARE SOME ESCALATION CLAUSES WHERE APPRAISAL CLAUSES, UH, FIRST ONE OR AFTER FIVE YEARS, AND THEN EVERY 10 YEARS.

AND THROUGH THE, UH, LENGTH OF THE LEASE AND DARTS, THERE'S A FLOOR AND CEILING, UH, FOR DARKS, UH, RENTAL PAYMENTS, UH, DURING THOSE PERIODS.

THE ITEM TONIGHT IS TO CONSIDER ACTION ON A REQUEST FOR ADDITIONAL FUNDING TO METROCREST SERVICES TO CONTINUE THE ADDISON RESIDENCE ASSISTANCE PROGRAM THROUGH DECEMBER 31ST, 2021 AROUND THE TOWN SUPPORTS SPECIAL CHRIS' SERVICES THROUGH THE NONPROFIT ORGANIZATION GRANT FUNDING PROGRAM.

AND SHE HEARD THE PRESENTATIONS THIS EVENING.

UH, THE TOWN PROVIDED, UH, MITCH CHRIS SERVICES, $66,120 IN THE CURRENT YEAR.

AND THAT WAS ALSO THE ALLOCATION IN THE, IN THE YEAR JUST PRIOR.

UH, THEY PROVIDED A NUMBER OF PROGRAMS, SENIOR SERVICES, EDUCATION, JOB TRAINING WITH THOSE DOORS, SINCE COVID THE TOWN HAS ALSO SUPPORTED METROCREST SERVICES TO OPERATE, WHAT'S CALLED THE ADDISON AND RESIDENCE ASSISTANCE PROGRAM.

AND THAT PROVIDES RANDOM FOOD ASSISTANCE TO QUALIFYING ADDISON RESIDENTS IMPACTED BY THE COVID PANDEMIC TODAY.

THE TOWN HAS PROVIDED APPROXIMATELY 230, $3,000 TO METROCREST FOR THE RESIDENCE ASSISTANCE PROGRAM.

AND IF YOU'LL RECALL, A LOT OF THAT WAS PASSED THROUGH, UH, MONEY FROM THE CARES PROGRAM THAT WE GOT FROM THE BEDS TO THE STATE AND THE COUNTY TO US.

AND WE PROVIDED THAT TO THEM.

SO THERE ARE APPROXIMATELY $12,000 IN COUNCIL AUTHORIZED FUNDS REMAINING FOR THE RESIDENCE ASSISTANCE PROGRAM THAT'S EFFECTIVELY ONE MONTH.

SO THAT WOULD COVER THE MONTH OF JUNE, UH, BEING PROACTIVE.

UM, THE OTHER THING I JUST MENTIONED IS THAT WE DO LEVERAGE THESE FUNDS TO BE ABLE TO PROVIDE SERVICES TO ADDISON RESIDENTS OUTSIDE OF RENT ASSISTANCE.

SO WE'VE BEEN ABLE TO, OR OUTSIDE OF THESE RISKS, RENT ASSISTANCE IS, UH, WE ACTUALLY RECEIVED FEDERAL FUNDING FOR THE FIRST TIME, UM, THROUGH THE EMERGENCY SHELTER GRANT, ACTUALLY THIS, UM, TODAY WE HAD A FAMILY THAT WAS PLACED IN ADDISON DEPARTMENT OR ADDISON'S APARTMENT WITH FEDERAL FUNDS, AND WE WERE ABLE TO PAY FOR THE DEPOSIT.

WE WERE ABLE TO PAY FOR HER FIRST MONTHS RENT, UM, BECAUSE WE ARE ALLOWED TO HAVE THE FUNDING FOR THIS.

WE CAN USE THOSE FEDERAL FUNDS TO BE MORE FLEXIBLE.

AND SO JUST HAVING THESE FUNDS ALLOWS US TO DO MORE FOR ADDISON RESIDENTS.

AND WE DO NOT TAKE THAT FOR GRANTED, AND WE DEFINITELY WILL ALWAYS CONTINUE TO FIND OTHER FUNDS.

YOU KNOW, YOU MENTIONED CORPORATE, YOU MENTIONED INDIVIDUAL, UM, YOU KNOW, THESE ARE JUST DIRECT COSTS.
