UM, AND AT THE END OF THAT UPDATE, WE'LL ASK YOU, WE'LL ASK YOU TO CONSIDER ADOPTING THE PLAN THAT I PRESENT TO GIVE YOU A LITTLE BACKGROUND. THE CITY-WIDE CHARLES' MASTER PLAN HAS BEEN DEVELOPED ON THE FOUNDATION OF AN EXTENSIVE PUBLIC INPUT PROCESS. A CITY-WIDE TRAILS MASTER PLAN WAS RECOMMENDED BY THE PARKS RECREATION AND OPEN SPACE PLAN, WHICH WAS ADOPTED BY COUNCIL ON APRIL 25TH AND 2019, FEBRUARY 13TH, 2020 COUNCIL APPROVED A CONTRACT WITH MORE PAISANO. I ALWAYS SAY THAT RON GOLDSMAN INC KNOWN AS MIG TO DEVELOP A CITYWIDE TRAILS MASTER PLAN FOR ADDISON ON APRIL 14TH, 2020 COUNCIL APPOINTED A CHAS MASTER PLAN ADVISORY COMMITTEE TO PROVIDE INPUT AND FEEDBACK FOR THE PLAN. THOSE MEMBERS INCLUDE OUR ANGEL, RUTH AND BECKER, MEGAN MADERA, BRANDON BOWERS, CRISPR, L T O V. UM, DAVID COLLINS, JIM COOK, JASON AND S JOSEPH HORNE, USHER, DAVID SCHWARTZ, CHARLES SKIP SHAW, TOM SOURS, AUSTIN SPOONS, JEANNIE STRINGFELLOW, ROBERT WEEKES, AND JESSICA SAMSARA. THANKS FOR ALLOWING ME TO NAME THEIR NAMES. THEY, UM, CONTRIBUTED A LOT TO THIS PROCESS AND I WANTED TO MAKE SURE THAT WE MENTIONED THEM TO ME. YEAH. DURING, FROM MAY 8TH AND TO JUNE 16TH, 2020 PUBLIC INPUT WAS GATHERED FOR THE PLAN. UM, AND THEN IN NOVEMBER AND DECEMBER OF 2020 POP-UP EVENTS WERE PRESENTED AND A DRAFT MAP ALIGNMENTS WERE PRESENTED TO THE COMMUNITY TO CAPTURE FEEDBACK OPTIONS ON AUGUST 25TH, 2020 A PROGRESS PRESENTATION WAS MADE TO COUNCIL FOR FEEDBACK. AND THEN DECEMBER 20TH, 2020 AND COUNCIL WAS TAKEN ON A TOUR OF THE PROPOSED TRAVEL ALIGNMENTS. UM, IN FEBRUARY OF 23RD STAFF MADE A PRESENTATION AND THE CONSULTANT MADE A PRESENTATION TO COUNCIL THAT, UM, INCLUDED A DRAFT OF THE CITY-WIDE TRAILS MASTER PLAN. UM, IT'S IMPORTANT TO NOTE THAT THE REST OF THIS PRESENTATION THIS EVENING WE'LL DISCUSS WHAT CHANGES WERE MADE SINCE THAT DRAFT PRESENTATION WAS MADE TO COUNCIL. UM, FOLLOWING THAT PRESENTATION, UM, THROUGH MARCH AND APRIL OF 2021, UM, STAFF GATHERED ADDITIONAL FEEDBACK FROM COUNCIL, THE ADVISORY COMMITTEE AND RESIDENTS TO ADDITIONAL PUBLIC INPUT MEETINGS WERE HELD IN MORE THAN ADDISON IN SOUTHEAST ALISON AT THE REQUEST OF RESIDENTS AND REFINEMENTS WERE MADE TO THE DRAFT PLAN. AND THEY'RE BEING PRESENTED TONIGHT TO COUNCIL FOR CONSIDERATION FOLLOWING THE DRAFT PRESENTATION TO COUNCIL, ADDITIONAL FEEDBACK IDENTIFIED SEVERAL ITEMS THAT I'D LIKE TO GO OVER. UM, THERE WERE, IT WAS BROUGHT TO OUR ATTENTION THAT THERE WERE POTENTIAL SAFETY CONCERNS RELATED TO THE ACCESS POINT THAT WAS LOCATED ON WEST GROVE ROAD IN NORTH ALISON AT NORTH EDISON PARK. AND AS A RESULT OF THE PLAN WAS UPDATED TO REMOVE THE ACCESS POINT. UM, IT WAS ALSO BROUGHT TO OUR ATTENTION THAT POTENTIAL SAFETY CONCERNS REGARDING THE EXTENSION OF WHITE ROCK CREEK TRAIL TO CONNECT WITH THE CITYWIDE OR CITY OF DALLAS WHITE ROCK TRAIL WAS VOICED AS A RESULT, THE PLAN WAS UPDATED TO REMOVE THE BRIDGE CONNECTION. ALTERNATIVE ROUTES WERE DISCUSSED, AND LANGUAGE WAS INCLUDED IN THE PLAN TO RECORD THE CONVERSATION. A POTENTIAL PARTNERSHIP CONNECTION WAS ALSO SHOWN ON THE PLAN INPUT FROM SOUTHWEST ALISON REINFORCED THE IMPORTANCE OF AN EAST-WEST TRAIL CONNECTION AND A TRAIL HEAD NEAR THE TOWN OF ADDISON FINANCE BUILDING. WE HEARD THAT VERY LOUD AND CLEAR, AND WE FOUND IN ADDITION TO, UM, THE SAFETY CONCERNS THAT WE HEARD AS MANY PEOPLE, VOICE, UM, ADVOCATE BEING AN ADVOCATE FOR THOSE CHANGES TOO. SO WE FELT LIKE IT WAS IMPORTANT TO PRESENT THAT INFORMATION TO COUNCIL. UM, WHEN WE PRESENTED THE POP-UP TO RESIDENTS AT SOUTHEAST STATUS, AND [00:10:01] THEY ALSO SHARED WITH US THAT THEY HAD CONCERNS ABOUT THE BIKE BOULEVARDS THAT COULD, UM, CAUSE IMPACTFUL TRAFFIC THROUGH THE NEIGHBORHOOD, THE ROADS ARE VERY NARROW AND SOUTH CLARIFYING THAT THE INTENT WAS TO PROVIDE SABER ON STREET, PROTECT INDUSTRIAL CONNECTIONS TO REFLECT HOW THE NEIGHBORHOOD WAS CURRENTLY USING THE ROADS TO CONNECT, TO WALKS AND TRAILS IN THE NEIGHBORHOOD. THE PLAN WAS THEN ADJUSTED TO REMOVE THE BOTHERED BIKE LANES ON THE STREETS THAT WERE NARROW AND HAD EXISTING SIDEWALKS. THE REMAINING BUFFERED BIKE LANE WAS RECLASSIFIED AS A PEDESTRIAN ORIENTED LANE, WHICH WILL INCLUDE PEDESTRIAN SIGNAGE AND GRAPHICS TO INCREASE MOTOR AWARENESS OF PEDESTRIANS. UM, THAT CHANGE WAS, UM, FROM CELESTIAL PARK ON CELESTIAL ROAD, GOING UP WYNNEWOOD TO THE ENTRANCE OF WHITE ROCK CREEK TRAIL. SO THAT'S WHERE YOU'LL SEE THAT REFLECTED THE MAP. THE FEASIBILITY OF A SHARED USE PATH EXTENSION FROM BELTWAY ROPED IN WOODWARD WAS QUESTIONED. UM, DURING THIS, UM, ADDITIONAL TIME THAT WE GATHERED INPUT, THIS EXTENSION FOLLOWS THE ALIGNMENT OF A FUTURE COMMERCIAL COLLECTOR. THAT'S IDENTIFIED ON THE MASTER TRANSPORTATION PLAN, WHICH WAS ADOPTED BY COUNCIL. UM, THE CONSTRUCTION OF THE SHARED USE PATH WOULD ONLY INCUR IN CONJUNCTION WITH THE RODENT EXTENSION. SO THE PLAN WAS NOT UPDATED FEASIBILITY OF THE SHARED USE TRAIL BETWEEN DALLAS NORTH TOLLWAY AND WINWOOD PARK WAS QUESTIONED BASED ON EXISTING SITE CONDITIONS. THE PLAN WAS NOT UPDATED BECAUSE INCLUDING THE PROPOSED ALIGNMENTS THROUGH COMMERCIAL PROPERTIES, GIVE STAFF A TOOL TO USE. IF THE PROPERTIES WERE TO BECOME DEVELOPED, EXTENSION OF THEIR RUNNING TRIAL SOUTH TO PROTON DRIVE WAS QUESTIONED BECAUSE BASED ON PERCEIVED IMPACTS TO EXISTING TREES IN THE AREA, THE INTENT OF THE PLAN IS NOT TO REMOVE THE TREES, BUT TO HAVE THIS ALIGNMENT SHOWN IN CASE THE PROPERTY GETS EVER REDEVELOPED AND THE TRAIL COULD, UM, EXTENSION COULD BE PLACED WHERE IT WOULD NOT IMPACT THE TREES. OKAY. AND THEN FINALLY, UM, WE DOCUMENTED ALL THE EDITS THAT WERE MADE TO THE REPORT. I WON'T READ ALL OF THESE TO YOU INDIVIDUALLY. UM, THERE'S A FEW THAT I'LL BRING YOUR ATTENTION TO, AND THEN IF YOU HAVE ANY QUESTIONS, WE CAN GO OVER THEM IN MORE DETAIL. UM, THIS, THESE CHANGES ALSO DOCUMENT THOSE ITEMS THAT WE DISCUSSED, THAT WE REMOVED THE CONNECTION OF WHITE ROCK CREEK LAKE OR WET CREEK TRAIL TO WHITE ROCK CREEK AND DALLAS. UM, AND WE REMOVED THE ACCESS POINT FROM NORTH ALISON PARK. UM, THIS PLAN, UM, ONE THING THAT WE DID NOT IDENTIFY WAS THE VARIOUS WORKING AND GRAMMATICAL EDITS THAT WE DID THROUGHOUT THE PLAN. UM, ONE THING I WOULD LIKE TO POINT OUT IS THAT THERE WERE SPELLING EDITS TO PAGE 86 THAT WERE COMPLETED FOLLOWING THE AGENDA ITEM THAT WAS POSTED. AND SO IF COUNCIL VOTED TO ADOPT THE PLAN, THOSE EDITS WOULD BE, UH, INCLUDED IN THAT ADOPTION. AND WITH THAT, I WILL ANSWER ANY QUESTIONS THAT YOU MIGHT. SO I WANT TO THANK JENNA, WORKED QUITE HARD ON THIS PROJECT. THIS IS SUCH A HUGE PROJECT. AND ALSO I ALWAYS REMIND EVERYONE THE PURPOSE IS TO HELP KIND OF ALL CONSTITUTES. SO, UH, WHEN WE LISTEN AND WE WILL DO WHATEVER WE CAN AND TO HELP THEM TO ACHIEVE A GREAT NEIGHBORHOOD SAFE NEIGHBORHOOD. AND WE GOT INTO IT AND THE DEEPER WE GOT INTO IT, WE AT LEAST I'VE LEARNED HOW COMPLEX THIS IS AND HOW MANY DIFFERENT THINGS IT TOUCHES BETWEEN STREETS AND OTHER CITIES JUST GOES ON AND ON AND ON. AND SO, UM, I APPRECIATE ALL THE WORK THAT YOU DID JAM WEST CONSULTANTS, THAT COMMITTEE, UM, THE, THE, THE PEOPLE WHO OFFERED INPUT ONLINE AND SHOWED UP AT THE PARKS THAT I'VE WORKED AT US AND PARK AND CELESTIAL PARK. A LOT OF, A LOT OF FOLKS CONTRIBUTED TOWARDS THIS. IT WAS GREAT. AND, UM, AND I APPRECIATE YOU ALL TAKING ALL OF THAT INPUT AND, AND PIECING IT TOGETHER IN THIS PLAN. YOU ALL DID GREAT. UM, THE, THE ONLY QUESTION I HAVE THAT I HOPE MAYBE YOU COULD ELABORATE ON, OR FOR ME AND ANYBODY WHO'S WATCHING IS, UH, I'M JUST THINKING, THIS IS, THIS IS GOING TO TAKE TIME TO IMPLEMENT, AND I CAN SEE CERTAIN PLACES WHEN WE IMPLEMENTED IT. AND CAN YOU KIND OF TALK THROUGH THAT AND MAYBE WHAT, WHAT THE RESIDENTS MIGHT EXPECT WHEN THESE INTEGRATIONS START TO OCCUR IN, IN AREAS CLOSE TO WHERE THEY LIVE? SURE. SO, UM, JUST TO BACKTRACK A LITTLE BIT, THE PLAN, UM, IS A 20 YEAR PLAN, UM, THAT WILL BE, OR 20 PLUS, UM, DEPENDING ON FUNDING AND JUST OBSTACLES THAT WE COME ACROSS. IT MAY BE A LITTLE BIT LONGER THAN THAT, BUT WE ANTICIPATE IT'S A 20 YEAR PLAN, BUT WE HAVE THREE PHASES. WE HAVE A, UM, A ZERO TO FIVE YEAR PHASE AND THEN A FIVE TO 10 YEAR PHASE, AND THEN A 15 TO 20 PLUS YEAR PHASE, UM, ITEMS LIKE YOU MENTIONED, UM, ON WYNWOOD OR WE KIND OF LOOK FOR SOME THINGS THAT WE CALL LOW HANGING FRUIT, THERE, THINGS THAT ARE EASY FOR US TO GO IN AND DO, THEY DON'T TAKE A LOT OF CONSTRUCTION. UH, AGAIN, MOST OF THAT HAPPENS WHEN THE SPECIAL EVENTS OCCUR, UH, IN THE EARLY SUMMER AND LATE SUMMER, UH, ECONOMIC DEVELOPMENT IS AT 33% OF THEIR BUDGET, UH, AIRPORT OPERATIONS, JUST UNDER 43% OF THEIR BUDGET AND THEN UTILITY OPERATIONS JUST UNDER 46% OF THEIR BUDGET. AND THEN OUR SALES TAX COLLECTIONS BY MONTH, THE BLUE BARS ARE FISCAL YEAR 2019 GREEN BARS, FISCAL YEAR 2020 PURPLE BARS. UH, WHAT WE'VE COLLECTED THUS FAR IN FISCAL YEAR 2021. AND YOU CAN SEE OUR MARCH COLLECTIONS THERE, WHICH WERE FOR SALES THAT OCCURRED IN APRIL. AND THIS IS A BREAKDOWN OF OUR COLLECTIONS WHEN COMPARED TO THE LAST YEAR, LIKE I MENTIONED FOR MARCH, UH, WE HAD ABOUT A 15% DECREASE, PRIMARILY I CAN ATTRIBUTE THAT TO THE EFFECTS OF THE WINTER STORM. UH, BUT THE PRIOR MONTH TO THAT, UH, WE HAD JUST UNDER 6% INCREASE, WE WERE TRENDING FAVORABLY. UH, 23% OF OUR SALES TAX FOR THIS QUARTER, UH, WAS RETAIL TRADE. UM, 15%, UH, WAS FROM ACCOMMODATIONS AND FOOD SERVICE. AND WE HAD 11% IN BOTH MANUFACTURING AND INFORMATION. UH, BUT AGAIN, WE MADE 304 PAYMENTS THROUGHOUT, UM, UH, TWO QUARTERS, UH, WITHIN THE HOTEL FUND HAS MENTIONED THE HOTEL OCCUPANCY TAX, UH, IS TRENDING LOWER THAN WHAT WE BUDGETED FAIRLY SIGNIFICANTLY. UH, AT 16.4% IN TOTAL REVENUES FOR THE HOTEL FUNDER 15%, UH, LIKE I MENTIONED, WE'RE SEEING SOME POSITIVE INCREASES OVER APRIL AND MAY, WHICH WILL BE REFLECTED IN OUR NEXT REPORT. AND THEN ON THE EXPENDITURE SIDE, UH, THE NOTES ARE FOR PERFORMING ARTS, WHICH, UH, THE FULL, UH, PRIMARY GRANT PAYMENT AND MATCHING FUNDS, UH, HAVE BEEN AWARDED, UH, TO THE WATER TOWER THEATER. SO THAT'S MY, THAT HAS BEEN 88.8% EXPENDED. AND THEN ON THE SPECIAL EVENTS SIDE, UM, THOSE WILL GO IN ACCORDANCE WITH THE EVENTS. SO, SO THAT'S WHY THAT'S, UH, ECONOMIC DEVELOPMENT FUND REVENUES TRENDING VERY FAVORABLY AT 84.6% OF BUDGET EXPENDITURES AT 33.2% AT BUDGET, NOTHING SIGNIFICANT TO NOTE WITHIN THE ECONOMIC DEVELOPMENT. UM, UH, THE AIRPORT FUND IS AT 53.4% OF YOUR REVENUE HAS BEEN COLLECTED. UM, THE ONE NOTE IS REGARDING FUEL FLOW, WHICH MEANS THOSE ARE TRENDING VERY FAVORABLE FAVORABLY COMPARED TO THE BUDGET. THERE ARE 73% OF THEIR BUDGET FLOWAGE FEEDS. AND THEN ON THE OPERATING EXPENSES ARE 42.7% OF THE BUDGET. SO TRENDING VERY FAVORABLY. THE NOTE HERE IS THAT, UM, THE OPERATING CONTRACTS NO LONGER EXIST, UH, THOSE HAVE BEEN CONVERTED TO A TOWN EMPLOYEES. AND SO THAT'S WHY YOU SEE SOME EXPENSES THERE THAT RELATE TO THOSE OPERATOR CONTRACTS THAT DO NOT OCCUR IN FISCAL YEAR 21, AND THEN OUR CAPITAL PROJECTS, CASH FUNDED. AND THIS IS FOR, UH, THE CUSTOMER'S FACILITY AND WE'RE UTILIZING OUR BOND FUNDS FIRST. AND THEN THE CASH PORTION OF THAT PROJECT WILL BE USED LAST, WHICH WOULD COME FROM THIS IN TOTAL, YOUR EXPENSES ARE AT 3.5% OF THE BUDGET. THEN THE UTILITY FUND OPERATING REVENUES WERE 37.1% OF THEIR BUDGET. THESE REVENUES THERE'S A ONE MONTH LAG, AS I MENTIONED, UH, BETWEEN FROM WHEN WE DO THE BILLING AND WHEN IT WAS ULTIMATELY COLLECTED. SO THEY'RE TRAINING IN LINE WITH THEIR BUDGET ON THE OPERATING EXPENSE SIDE, 45.8% OF THEIR BUDGET. AND THEN ON THE CAPITAL PROJECTS, CASH FUNDED SIDE, THEY SPENT 90% OF THAT BUDGET SO FAR. SO TOTAL EXPENSES WILL BE 6.3%. SO OUR STORM WATER UTILITY FUND REVENUES AT 42.4% OF THE BUDGET, UH, ALSO JUST LIKE, UH, THE UTILITY, UH, WATER AND SEWER REVENUES. UH, THESE ARE, UH, THERE'S A ONE MONTH LAG BETWEEN WHEN THESE FEES ARE BILLING AND ULTIMATELY COLLECTED A SORT OF A 42.8% FOR THE DRAINAGE FEE REPRESENTS FIVE MONTHS OF REVENUE. THEN ON THE OPERATING EXPENSE SIDE, UH, 53.4% OF THE BUDGET HAS BEEN SPENT. UH, THE REASON FOR THAT IS BECAUSE THE DEBT SERVICE PAYMENT, UH, IS 78.8, SIX 78.7% OF THE BUDGET BECAUSE WE PAY THEM THE PRINCIPAL PORTION OF THAT IN FEBRUARY, A TOTAL EXPENSES ARE AT 19.7% THE BUDGET, AND THEN OUR HOTEL OCCUPANCY TAX COLLECTIONS. UM, YOU CAN SEE THE VERY SIGNIFICANT DIVE, UH, BEGINNING IN MARCH, UH, APRIL THROUGH JUNE OF 2020, WE'VE SLOWLY STARTED TO SEE INCREASES, UH, MARCH LOOKS LIKE A FAIRLY SIGNIFICANT INCREASE IN THEN I THINK WHEN I PRESENT THIS FOR THE NEXT QUARTER, WE WILL START TO [01:00:01] BEGIN TO SEE SOME, SOME, SOME REAL INCREASES, UH, NOT PRE PANDEMIC LEVELS, BUT IT WILL BE A FAIRLY SIGNIFICANT, UH, I WOULD SAY THAT WE'RE AT LEAST 50 TO 60% OF PRE PANDEMIC. IT'S NOT IN THE 20 TO 25% RANGE FOR AWHILE. AND THEN OUR INVESTMENT REPORTS SUMMARY. SO ALL OF OUR INVESTMENTS FOR THE QUARTER OR MADE IN ACCORDANCE WITH OUR POLICY AND THE FEDERAL FUNDS INVESTMENT ACT, UH, WE HAVE, UH, A COMPARISON FROM MARCH 31ST OF 2021, UH, TO, UH, DECEMBER 31ST OF 2020, OUR BOOK VALUE IN BOTH, UH, MARKET VALUE, BOTH INCREASED BY ABOUT $4 MILLION. UH, THE REASON FOR THAT IS BECAUSE WE, UH, RECEIVED, CONTINUED TO RECEIVE SUBSTANTIAL PROPERTY TAX PAYMENTS THROUGH JANUARY. SO WE ADDED, UH, ADDITIONAL INFLUX OF MONEY THERE. UH, INTEREST REVENUE, UH, WAS A DECREASE OF ABOUT 26% FOR THE QUARTER, UH, WHEN AN AVERAGE YIELD TO MATURITY WITH A DECREASE OF ABOUT 44% GROWTH. UM, IF YOU REMEMBER, UH, IN, ON AT THE APRIL 1ST APRIL, UH, COUNCIL AUTHORIZED STAFF TO BRING UP THIS INVESTMENT, UM, UH, FUNCTION IN HOUSE.
