UH, FOLLOWING THAT ACTION, UH, THE, UH, UH, PROJECT, UH, TO DO JUST THAT WAS FUNDED. A PROJECT STAKEHOLDER COMMITTEE, UH, WAS APPOINTED AND THAT PROJECT KICKED OFF IN LATE 2018 AND WORK COMMENCE THROUGHOUT 2019, UH, AND, UH, WAS ULTIMATELY SUSPENDED, UH, FOLLOWING THE ONSET OF THE PANDEMICS. UH, TONIGHT I'M GOING TO PROVIDE AN UPDATE ON THE STATUS OF THAT PROJECT, AND THEN ALSO PROVIDE A PLAN FOR REINITIATING THAT PROJECT AND BRINGING IT TO COMPLETION. UH, BRIEFLY BEFORE I GET INTO PROCESS THE UNIFIED DEVELOPMENT CODE OR DEVELOPMENT REGULATIONS, AS WE MORE GENERICALLY CALL THEM, IT'S REALLY THE RULE BOOK, UH, THAT THE TOWN AND THE TOWN STAFF, UH, UTILIZE THIS TO REGULATE DEVELOPMENT IN THE COMMUNITY. SO WHAT'S DEVELOPMENT IN THE COMMUNITY ULTIMATELY LOOKS LIKE THE CHARACTER THAT IT PRODUCES. UH, SO IT ADDRESSES KEY ITEMS SUCH AS ZONING AND SUBDIVISION OF LAND, UH, DEVELOPMENT, UH, REQUIREMENTS SUCH AS PARKING LANDSCAPING, UH, FLOOD PLAIN REGULATIONS, AND THEN ALSO A IMPORTANT TOPIC IN TOWN. UH, THE REGULATION OF SIGNS. SO WITH THIS PROJECT, UM, THE CURRENT CODE HAS SERVED THE TOWN WELL CERTAINLY FOR MANY YEARS AND HAS RESULTED IN VERY GOOD DEVELOPMENT OUTCOMES, BUT, UH, THROUGH THE REVIEW OF THAT CODE AND THE INITIATION, THAT PROJECT, IT WAS REALLY, UM, UH, INTENDED [00:05:01] TO SERVE AS AN OPPORTUNITY TO PROVIDE AND IMPROVE THE USER-FRIENDLINESS OF THAT DOCUMENT. UH, CURRENTLY IT'S VERY, TEXT-HEAVY, UH, MODERN DEVELOPMENT CODES, UH, WILL PROVIDE, UH, A COMBINATION OF TEXT AS WELL AS GRAPHICS AND IMAGES TO REFLECT WHAT DEVELOPMENT SHOULD LOOK LIKE. AND THEN ALSO, UH, IT RECOGNIZES KIND OF WHERE ADDISON IS IN ITS LIFE CYCLE. SO NOT ONLY DOES IT MEAN TO CONTINUE TO ADDRESS, UH, NEW DEVELOPMENTS, UH, PRIMARILY IN THE FORM OF INFILL DEVELOPMENT, BUT IT ALSO NEEDS TO ADDRESS REDEVELOPMENT AS MUCH AS IT'S MUCH OF THE TOWN IS BUILT OUT. SO WITH THIS PROJECT, UH, THE TOWN PREVIOUSLY ENGAGED A, UH, NATIONAL, UH, WHEN YOU SOME URBAN PLANNING FIRM, THIS FIRM, CLAIRE AND ASSOCIATES, UH, DOES SPECIALIZE, UH, IN, UH, CODE UPDATES, UH, AND CODE CALIBRATION. UH, THIS FIRM HAS, UH, WHILE IT'S COLORADO BASED, IT DOES HAVE SIGNIFICANT EXPERIENCE IN TEXAS, UH, IN DFW CENTRAL, TEXAS, AND OTHER COMMUNITIES AND OTHER REGIONS OF THE STATE. UH, THIS COMMITTEE WAS CHARGED WITH, UH, UH, A VERY DETAILED AND THOROUGH, UH, ADVISORY PROCESS, UH, FOR THE EDC. UH, WHEN WE, UH, I CONCLUDE MY PRESENTATION, WE'LL, WE'LL HAVE SOME ITEMS TO DISCUSS WITH, UH, UH, REGARDING THE ADVISORY COMMITTEE OR THE OTHER COMPONENT, UH, THAT HAS, UH, BEEN UTILIZED TO SERVE THIS PROJECT IS THE PROJECT WEBSITE. AND THIS PHASE WAS ALSO COMPLETED, UH, WAS REALLY THE, THE FIRST PHASE OF DEVELOPMENT OF THE NEW CODE, THAT UNIFIED DEVELOPMENT CODE AND THAT, UH, PHASE ADDRESSED ZONING DISTRICTS AND LAND USES PERMITTED IN THOSE ZONING DISTRICTS. UH, THAT PHASE CONCLUDED WITH A JOINT MEETING OF THE PLANNING AND COMMISSION AND THE CITY COUNCIL LATE IN 2019, WHILE THAT PHASE WAS ONGOING, THERE WAS WORK BEING DONE IN THE BACKGROUND BETWEEN STAFF AND THE CONSULTANT TEAM, AND EVEN FOLLOWING THAT PHASE AS WELL, THROUGHOUT 2020, UH, STAFF AND THE CONSULTANT TEAM WORKS TO REVIEW, UH, THE THIRD PHASE OF THE PROJECT, WHICH IS IDENTIFIED AS PART TWO IN THIS SLIDE. AND THAT'S REALLY THE LARGEST PART OF THIS PROJECT. THAT'S THE DEVELOPMENT AND DESIGN STANDARDS. SO THAT'S WHERE YOU TAKE DEEP, DEEP DIVES INTO THINGS SUCH AS PARKING REQUIREMENTS, LANDSCAPINGS STREETSCAPE STANDARDS. UH, IT IS THE MOST INTENSIVE PART OF THE PROJECT. STAFF HAS FINISHED THEIR REVIEW OF THAT PIECE. AND NOW IT'S READY TO BE PRESENTED, UH, TO BE A PROJECT ADVISORY COMMITTEE FOR REVIEW AND FURTHER REFINEMENT AS WE MOVE OUT OF THAT PHASE, UH, REMAINING PHASES INCLUDE, UM, ADMINISTRATION AND PROCEDURES. SO THAT ESSENTIALLY OUTLINES HOW AN APPLICATION, UH, IS [00:10:01] PROCESSED AND WHAT APPLICATIONS ARE REQUIRED, UH, TO, UH, DEVELOP LAND OR REDEVELOP LAND IN ADDISON. AND THEN THE FOURTH AND FINAL PHASE OF THE CODE WRITING PART OF THE PROJECT IS, UH, REVIEWING AND DEVELOPING THE REGULATIONS AS IT RELATES TO SCIENCE IN ADDISON. ONCE THOSE, UH, CODE WRITING PHASES ARE COMPLETED, WE WILL THEN TRANSITION TO, UH, REALLY ASSEMBLING THE CODE DOCUMENTS, THE UNIFIED DEVELOPMENT CODE CURRENTLY, HOW OUR CODES ARE ARRANGED, REALLY THEY'RE ALL SEPARATE SECTIONS AND ZONING AND SEPARATE FROM SIGNS SEPARATE FROM SUBDIVISION REGULATIONS. THE UNIFIED DEVELOPMENT CODE REALLY CREATE ONE UNIFIED DOCUMENT THAT HAS ALL THE REGULATIONS THAT RELATE TO DEVELOPMENT. UM, ATTENDANCE WAS, WAS FAIRLY LOW IN THOSE MEETINGS. UH, ONE THING THAT WE'RE GOING TO LOOK AT MOVING FORWARD IS HOW WE CAN ENCOURAGE MORE PARTICIPATION IN THE PROCESS THEN ALSO TO JOINT MEETINGS OF THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL, UH, BEFORE YOU PRESENT A DRAFT PROJECT SCHEDULE FOR BRINGING THIS PROJECT TO COMPLETION, UH, THE STARS ON THIS IMAGE, UH, REFLECT, UH, TRIPS TO ADDISON BY THE CLARION ASSOCIATES TEAM. UM, SO WITH THIS, UH, NEW PROJECT CALENDAR, UH, WE PROJECT THE PROJECT TO BE COMPLETED FOR CITY COUNCIL CONSIDERATION IN JUNE OF 2022. SO WITH THIS REQUEST, UH, REALLY THERE'S A COUPLE ITEMS. UM, THAT'S, UM, WE WISH TO HAVE YOU CONSIDER, UH, THE FIRST ITEM RELATES TO THE PROJECT ADVISORY COMMITTEE. UM, AS I BEGAN TO WORK TO, UH, DEVELOP A PLAN TO RESTART THIS PROJECT, I MADE CONTACT WITH THE ORIGINAL ADVISORY COMMITTEE MEMBERS. UH, I WAS ABLE TO MAKE CONTACT WITH 11 OF 12 MEMBERS, UH, 10 OF 12, THOSE 12 MEMBERS ARE VERY AVAILABLE AND HIGHLY MOTIVATED TO CONTINUE TO WORK ON THIS PROJECT. THEY'RE EXCITED TO GET, YOU KNOW, AND, UH, ONE OF THE COMMITTEE MEMBERS, UH, WOULD OTHERWISE, UH, I BELIEVE PARTICIPATE, BUT, UH, HE IS, UH, RELOCATING FROM ADDISON. SO, UH, IT MAY NOT BE BEST FOR HIM TO CONTINUE TO, TO PARTICIPATE BASED ON HIS PERSPECTIVE. UH, SO IF YOU LOOK ON THE REVISED BUDGET SIDE, UH, THAT BEGINNING FUND BALANCE IS ABOUT 1.4, $1.5 MILLION HIGHER THAN WHAT WE WERE ANTICIPATING WITH THE BEGINNING BALANCE WITH THE ADOPTED BUDGET. AND THAT'S THE AUDIT NUMBER FROM OUR FINANCIAL STATEMENTS. SO WITH THAT SAID, UH, GOING, YOU KNOW, TAKING, YOU KNOW, ALL THE EXPENDITURES AND REVENUES INTO, INTO ACCOUNT AS WE ARE 21, UM, THERE DOES APPEAR TO BE STILL A VERY HEALTHY FUND BALANCE, UH, ANTICIPATED 49.4%, WHICH, UH, THE CURRENT POLICY IS 25% MINIMUM GOAL OF 30%. SO STILL WELL ABOVE THAT RANGE. AND, YOU KNOW, AGAIN, WE'VE CONSERVATIVELY BUDGETED A SALES TAX THIS YEAR, WHICH WE ANTICIPATE IS GOING TO OUTPERFORM THE BUDGET PRETTY SIGNIFICANTLY WITHIN THIS BUDGET AMENDMENT. THERE'S APPROXIMATELY 600,000 INCREASE TO THAT. UM, AND THEN AGAIN, YOU'RE ALWAYS GOING TO HAVE SOME, YOU KNOW, WE'RE BUDGETING FOR FULL EMPLOYMENT. SO YOU'RE GOING TO HAVE SOME SAVINGS. IF SOMEONE LEAVES EMPLOYMENT HERE, THERE'S GOING TO BE SOME SAVINGS GENERATED FROM THAT. SO BASED ON THAT CONSERVATIVE APPROACH, WE'RE NEVER IN A GREAT POSITION ON THIS ONE. AND I'D LIKE TO ADD THAT YOU MAY RECALL IN OUR CONVERSATIONS ABOUT FISCAL YEAR 2021, THAT WE WERE INTENTIONALLY NOT, UH, DRAWING DOWN ON THE FUND BALANCE LIKE WE HAD IN PREVIOUS YEARS FOR ONE-TIME PROJECTS. AND WE DID THAT BECAUSE OF THE UNCERTAINTY RELATED TO IMPACTS TO OUR PROPERTY TAXES AND SALES TAXES HAVE BEEN DUE TO THE PANDEMIC. AND WE WERE ESTIMATING THAT WE WOULD PROBABLY SEE BACK THE NORMAL QUOTE UNQUOTE, UH, WITHIN ABOUT 36 MONTHS AND HAVING THIS TYPE OF FUND BALANCE ON HAND, ESPECIALLY WITH THAT UNCERTAINTY ALLOWS US TO BE ABLE TO WEATHER ANY SHOCKS THAT WE MIGHT, UH, EXPERIENCE BECAUSE OF IMPACTS THE PROPERTY EVALUATIONS AND, AND ALLOW US TO NOT HAVE TO TAKE DRASTIC MEASURES, UH, AND KIND OF RIDE OUT THE STORM A LITTLE BIT MORE SMOOTHLY SO THAT WE'RE NOT, UM, EXPERIENCING A HUGE IMPACT TO THE LEVELS OF SERVICE THAT WE PROVIDE. AND THEY HAVE SIGNIFICANT EXPERIENCE IN THIS REGION AND THROUGHOUT THE STATE. AND I COULD NOT RECOMMEND THEM MORE FOR THIS PROJECT, PARTICULARLY GIVEN THAT THIS IS OUR SECOND ITERATION AT THIS PROJECT. SO THE SCOPE OF SERVICES AS PROPOSED IS IT'S REALLY A THREE STEP PLANNING PROCESS. UH, THE FIRST STEP BEING STRATEGIC ASSESSMENTS, UH, WHERE WE, UH, WORK WITH THE PROJECT ADVISORY COMMITTEE THAT YOU JUST APPOINTED, UH, TO, UH, IDENTIFY, UH, AND UPDATE, UM, UH, CONDITIONS WITHIN THE STUDY AREA. SO, UH, KEEP THINGS SUCH AS DEMOGRAPHICS, UH, LAND OWNERSHIP, LAND FRAGMENTATION DEVELOPMENT THAT'S OCCURRED, UH, SINCE THE PREVIOUS STUDY AND THEN ALSO LOOKING AT THE CURRENT MARKET CONDITIONS AND THEN DEVELOPING A PROJECTION FOR FUTURE DEVELOPMENT CAPACITY, UH, FOR THIS STUDY AREA, UH, THE SECOND PHASE OF THE PROJECT, AND IT WOULD BE COMPRISED OF, UM, REFINING AND UPDATING, UH, THE, UH, UH, EXISTING DEVELOPMENT CONCEPT, UH, FOR THE STUDY AREA. AND THAT PROCESS WOULD BE INFORMED BY THE, UH, INPUT THAT'S PROVIDED BY, UH, NOT ONLY THE ADVISORY COMMITTEE, BUT ALSO THE COMMUNITY LEADING INTO THAT VISIONING PROCESS. UH, THE THIRD PHASE OF THE PROJECT WOULD BE A REFINEMENT OF THAT WORK DONE IN THE SECOND PHASE BASED ON COMMUNITY FEEDBACK AND THE FEEDBACK IN THE ADVISORY COMMITTEE. AND THEN ULTIMATELY BRINGING THAT THROUGH PLANNING AND ZONING COMMISSION AND THE CITY COUNCIL FOR CONSIDERATION AND ACTION, UM, PUBLIC INVOLVEMENT AND PUBLIC ENGAGEMENT IS A CRITICAL ELEMENT OF THIS PROJECT. UH, AS WE STATED EARLIER, THERE'S A LOT OF INTEREST IN THIS STUDY. WE'RE VERY HAPPY WITH THAT. AND WE THINK THAT THAT WILL ULTIMATELY RESULT IN A MUCH BETTER PRODUCTS. UH, WE ARRIVE AT THE CONCLUSION OF THIS STUDY, UH, TO SUPPORT THAT WE'VE IDENTIFIED A, UM, DELIBERATE ENGAGEMENT PROCESS, UH, ON THE FRONT END, IT WILL START WITH MORE FOCUS GROUP TYPE OF ENGAGEMENT EFFORTS WHERE WE LOOK AT KEY STAKEHOLDER GROUPS, SUCH AS RESTAURANT OPERATORS, PROPERTY OWNERS, UH, NEIGHBORHOOD LEADERS, FOLKS THAT WE KNOW AND WANT TO HEAR FROM, UH, IN TERMS OF WHAT THEY SEE, WHAT THEIR NOTES OF THE STUDY ARE IN NOW AND HOW THEY LIKE TO SEE IT EVOLVE IN THE FUTURE. AND THEN FROM THERE, WE'LL BEGIN OUR ENGAGEMENT WITH THE PROJECT STAKEHOLDER COMMITTEE. UM, WE WILL MEET WITH THEM EARLY ON IN THE PROJECT TO IDENTIFY KEY STRATEGIC THEMES. AND THEN WE'LL MEET WITH THEM AT KEY MILESTONES AFTER WE HAVE COMMUNITY FEEDBACK UP THE FRONT END OF THE PROJECT, AND THEN FOLLOWING AND COMMUNITY FEEDBACK, UH, AT THE, [02:25:01] UH, CENTRALLY THE, THE THIRD SPACE AND THE PROJECT. SO EVERYTHING THAT WE HEAR FROM THE COMMUNITY THROUGH OUR TWO PROGRAM COMMUNITY, OPEN HOUSES AND TWO COMMUNITY SURVEYS AND HOW WE RESPOND TO THE FEEDBACK. WE WANT TO RUN THAT THROUGH THE STAKEHOLDER COMMITTEES. AND WE UNDERSTAND THAT THE PROJECT IS BEING APPROPRIATELY INFORMED BY THAT FEEDBACK. AND SO, UM, THOSE TWO COMMUNITY OPEN HOUSES AND THOSE SURVEYS, THEY DIFFER A LITTLE BIT FROM THE PAST PROCESS. YOU MAY RECALL THE PAST PROCESS, THE COMMUNITY FEEDBACK WAS, WAS PRIMARILY ON THE BACK END OF THE PROCESS. SO AFTER MORE OF A DETAILED PLAN WAS DEVELOPED, WE WANTED A PROGRAM SPECIFICALLY, A COMMUNITY MEETING AND SURVEY ON THE FRONT END OF THE PROJECT. SO WE CAN HAVE THAT FEEDBACK INFORM OUR MORE DETAILED PLANNING WORK THAT WILL, WILL BE THE, REALLY THE, THE MEAT OF THE PROJECT. AND THEN FINALLY, AS WOULD BE TYPICAL FOR A PROJECT LIKE THIS, YOU WOULD HAVE A CONSIDERATION AND AN ACTION BY THE PLANNING AND ZONING COMMISSION. THIS IS THE PROPOSED PROJECT SCHEDULE. UH, IF THIS ITEM IS APPROVED, WE WOULD CONDUCT STAFF KICKOFF OPERATIONS AT THE END OF THIS WEEK. AND THEN WE WOULD BEGIN WORKING WITH THE CONSULTANT THROUGHOUT THE REMAINDER OF THE MONTH OF MAY TO BEGIN PREPPING FOR OUR FIRST, UH, STATE ADVISORY COMMITTEE MEETING AT THE END OF MAY OR BEGINNING OF JUNE, AND THEN, UM, LEADING INTO THE INITIAL, UH, COMMUNITY WORKSHOP THAT WILL OCCUR IN EARLY TO MID JUNE, UH, FOLLOWING THOSE ACTIVITIES, UH, STAFF AND THE CONSULTANT TEAM WILL BEGIN PREPPING FOR THE SECOND ADVISORY COMMITTEE MEETING, AS WELL AS THE SECOND COMMUNITY OPEN HOUSE, WHERE WE WOULD PRESENT A POTENTIAL VISION FOR THE FUTURE OF THIS AREA, FOLLOWING THAT COMMUNITY WORKSHOP STAFF AND THE CONSULTANT WOULD WORK TO REFINE A PROJECT DELIVERABLES BASED ON THE FEEDBACK THAT WE RECEIVED. AND THEN WHEN WE WOULD PRESENT THAT TO THE PROJECT ADVISORY COMMITTEE AND FINAL FEEDBACK, ONCE WE RECEIVED THAT FINAL FEEDBACK AND ACCOUNTED FOR THAT FEEDBACK, UM, WE WOULD THEN BRING THE PROJECT THROUGH A PLANNING AND ZONING COMMISSION AND CITY COUNCIL REVIEW. AND WE WILL HAVE, UH, MARY, UH, DIRECTOR OF MARKETING AND COMMUNICATIONS WILL BE ENGAGED ON THE PROJECT TEAM. UH, SHE WILL BE, UH, ASSISTING US WITH, UH, UH, PROVIDING INFORMATION ON, UH, KEY OUTCOMES AND KEY, UH, MEETING EVENTS, UH, FOR THE PROJECT AND MAKING SURE FOLKS UNDERSTAND AND KNOW, UH, WHEN THERE'S OPPORTUNITIES TO PROVIDE FEEDBACK AND WHERE WE ARE IN THE PLANNING PROCESS. SO WITH THAT RECOMMENDED SCOPE, UH, THE TOTAL PROJECT COSTS AND WOULD COME IN AT $132,000 OR $132,891. UM, THAT IS A LITTLE BIT MORE THAN WHAT WE PAID FOR THE PREVIOUS PROJECT. AND THAT'S PRIMARILY REFLECTED WITH THE ADDITIONAL COMMUNITY ENGAGEMENT OPPORTUNITIES IF WE NEEDED TO LEAN OUT THIS BUDGET A BIT, AND THAT IS NOT A STAFF RECOMMENDATION, BUT IF THAT WAS A NEED, THERE ARE THINGS WE COULD DO SUCH AS NOT A, A PROJECT REPORT, UH, LIKE WE'VE DONE WITH SAY THE ADDISON CIRCLE PROJECT OR THE TRAIL MASTER PLAN PROJECT, OR, AND DOING MORE OF AN EXECUTIVE SUMMARY DOCUMENT. THAT'S NOT A RECOMMENDATION, BUT IF BUDGETARY CONCERNS WERE THERE, THAT THAT'S CERTAINLY SOMETHING THAT WE COULD, WE CAN LOOK AT. UM, SO WITH THAT, STAFF DOES RECOMMEND THAT YOU ADOPT THE RESOLUTION APPROVING THIS PROFESSIONAL SERVICES AGREEMENT FOR THE COMPLETION OF THE SAM'S CLUB STUDY.
