SO THE PROPOSED RESTAURANT IS LOCATED WITHIN THE PRESTON WOOD PLACE SHOPPING CENTER AT THE SOUTHEAST CORNER OF BELTLINE ROAD AND MUMFORD DRIVE, WHICH WAS RECENTLY REZONED TO A PLAN DEVELOPMENT DISTRICT.

JENI'S SPLENDID ICE CREAMS IS A NEW TENANT PROPOSING A SMALL ICE CREAM SHOP WITHIN A PA UH, WITH A PATIO WHICH TRIGGERS THE REQUIREMENT FOR A SPECIAL USE PERMIT.

SO THE APPLICANT IS REQUESTING A NEW SPECIAL USE PERMIT FOR A RESTAURANT WITH A PATIO WITHOUT ALCOHOL SERVICE.

UM, THE APPLICANT IS PROPOSING TO OCCUPY THE LEASED SPACE IN BUILDING C, WHICH IS, UM, PREVIOUSLY, WHICH WAS PREVIOUSLY OCCUPIED BY LE MADELINE, UH, BETWEEN IS THE REMAINING SPACE, UH, OF WHAT WAS PREVIOUSLY OCCUPIED BY ELEMENTAL.

AND SO BETWEEN SHAKE SHACK AND FULL BOWL, UH, IT'S NOT YET CREATED, UH, AS A ADDRESS.

SO IF YOU WENT BY THERE, YOU PROBABLY DIDN'T SEE IT.

UM, THE NEW RESTAURANT WOULD TOTAL 2,467 SQUARE FEET INCLUSIVE OF A 572 SQUARE FOOT COVERED OUTDOOR PATIO WITH AN INTERIOR DINING SEATING, 32, AN OUTDOOR PATIO SEATING 23.

THE PD FOR THIS PROPERTY REQUIRES A PARKING RATIO OF ONE PER 200 FOR ALL USES.

SO THE CENTER CURRENTLY PROVIDES ENOUGH PARKING TO, UM, TO EXCEED THIS REQUIREMENT AT FULL OCCUPANCY.

THE NEW TENANT PROPOSES TO MODIFY THE FRONT FACADE BY PUSHING THE EXISTING STORE FOR AN INWARD AND CREATING A SMALL COVERED OUTDOOR PATIO WITHIN THE CONFINES OF THE ADJACENT TENANT WALLS.

THE INTERIOR OF THE PATIO WILL INCLUDE A NEW STOREFRONT SYSTEM, EXTERIOR LIGHTING AND MASONRY CLADDING WALLS, MASONRY CLOUDED WALLS, UM, UH, WHICH INCLUDES SOME ART INSTALLATIONS AND A CHALKBOARD FOR, FOR KIDS, I GUESS, UH, THE LANDSCAPE AND STREETSCAPE REQUIREMENTS WERE ADDRESSED AS PART OF THE OVERALL REZONING FOR THIS PROPERTY.

SO NO ADDITIONAL IMPROVEMENTS ARE REQUIRED AT THIS TIME.

UH, THE APPLICANTS NOT PROPOSING TO MAKE ANY OTHER CHANGES.

IN ORDER TO COMPLETE THIS PROJECT, THEY WILL NEED TO, UH, PLACE TEMPORARILY SEVEN PORTABLE SCHOOL BUILDINGS ON SITE TO ENSURE UNINTERRUPTED SCHOOL OPERATION DURING CONSTRUCTION, PORTABLE SCHOOL BUILDINGS ARE ALLOWED THROUGH A SPECIAL USE PERMIT WITHIN THE RESIDENTIAL, UH, ONE DISTRICT.

UH, SO THE REQUEST IN FRONT OF YOU TONIGHT IS FOR A NEW SPECIAL USE PERMIT FOR SEVEN PORTABLE SCHOOL BUILDINGS.

UH, THE SCHOOL WHOOP, SORRY.

THE SCHOOL IS REQUESTING TO INSTALL THE, UH, THESE, UH, BUILDINGS IN THE MEADOW IN FRONT OF THE MAIN CAMPUS FACING SPRING VALLEY ROAD, UTILIZING EXISTING UTILITY CONNECTIONS ESTABLISHED DURING THE PREVIOUS, UM, CONSTRUCTION PROJECT.

UH, SIX OF THE PORTABLE BUILDINGS WOULD SERVE AS A TEMPORARY CLASSROOMS, EACH ACCOMMODATING ABOUT A 1,536 SQUARE FEET OF FLOOR AREA.

AND ONE WILL CONTAIN, UH, THE BATHROOMS FOR THESE CLASSROOMS, UM, AT A TOTAL OF 408 SQUARE FEET OF FLOOR AREA.

THE PORTABLE BUILDINGS ARE PROPOSED TO BE ONSITE FOR THE DURATION OF THE CONSTRUCTION OF THE NEW BUILDING AND ARE ANTICIPATED TO BE BY THE END OF JUNE, 2023.

THE PROPOSED PLANS COMPLY WITH THE ZONING DISTRICT AND PREVIOUSLY APPROVED SUP'S WITH REGARD TO EXTERIOR FACADES.

THE TOWN IS CURRENTLY, UH, PREEMPTED FROM ENFORCING EXTERIOR MATERIAL REQUIREMENTS, BUT IT WOULD NOT BE PRACTICAL TO REQUIRE THE 80% MASONRY FOR ALL EXTERIOR WALLS ON A TEMPORARY STRUCTURE.

UM, SO HERE YOU SEE THE, UH, CLASSROOMS, UH, TRAILERS AND THE, UH, THE BATHROOM TRAILER NOW PLUGINS NOT PROPOSING TO MAKE ANY OTHER CHANGES TO THE SITE.

SO NO IMPACT ON LANDSCAPING, OPEN SPACE PARKING OR PAVED AREAS ARE NOTED.

UH, THE SCHOOL HAS ONGOING EFFORTS TO ADDRESS PAST ISSUES, UH, PREVENT ANY NUISANCES AND MAINTAIN OPEN LINES OF COMMUNICATION WITH THE ADJACENT NEIGHBORHOOD.

UH, STAFF RECOGNIZES THAT THE PROPOSED TEMPORARY CLASSROOMS ARE NECESSARY FOR A UNINTERRUPTED SCHOOL SERVICE AND, UM, AND PROPOSES AND RECOMMENDS APPROVAL OF THE REQUEST WITH THE CONDITION THAT THE SUP, UH, SHALL BE SUBJECT TO REVIEW AND RECONSIDERATION AT LEAST EVERY 18 MONTHS FOLLOWING THE DATE OF AUTHORIZATION AND SHALL AUTOMATICALLY EXPIRE REQUIRING REMOVAL OF THE BUILDINGS BY EARLIER OF EITHER THE, UH, WITHIN 30 DAYS OF ISSUANCE OF THE CERTIFICATE OF OCCUPANCY FOR THE NEW BUILDING, THE NEW SCIENCE BUILDING, OR JANUARY 1ST, 2024.

SO THERE'S THE WE'VE CHECKED THEM.

THEY'RE STILL VIABLE, UH, WHICH WILL MINIMIZE THE IMPACT TO THE INSTALLATION.

GREENHILL SCHOOL IS A WONDERFUL ASSET TO THE ADDISON COMMUNITY AND THE SCIENCE BUILDING WILL ONLY FURTHER ADD TO GREENHILL AND ADDISON.

WE WOULD ENCOURAGE THE COMMISSION TO APPROVE THIS MATTER QUICKLY SO THAT GREENHILL CAN GET STARTED ON THIS PROJECT.

UM, THERE, THE TURNING CHRISTIAN ACADEMY PRESENTED, UH, DEVELOPMENT PLANS FOR THE FIRST PHASE OF THEIR, UM, MASTER CONCEPT PLAN.

UH, THAT PHASE WILL RESULT IN THE ADDITION OF A NEW MIDDLE SCHOOL BUILDING ON THE CAMPUS.

UH, DURING THAT DISCUSSION, THE COMMISSION, UH, COMMUNICATED CONCERNS REGARDING, UH, THE AMOUNT OF TREES THAT WERE REMOVED, UM, TO SUPPORT THIS, UH, PROPOSED MIDDLE SCHOOL BUILDING AND ALSO, UH, WITH REGARDS TO THEIR ABILITY TO REPLACE THOSE TREES ON SITE, UH, AS PART OF THIS PHASE, AND THEN, UH, THE FUTURE, UH, IMPLEMENTATION OF THE MASTER CONCEPT PLAN.

ADDITIONALLY, IN THAT DISCUSSION, UH, THERE WAS CONCERNS COMMUNICATED REGARDING, UH, THE PROPOSED CASH IN LIEU OF REPLANTING ONSITE PROPOSAL, UH, SPECIFICALLY, UH, THE MEANS BY WHICH IT WOULD BE ADMINISTERED THROUGH EITHER THE ADDISON ARBOR DAY FOUNDATION OR A TOWN OF MADISON PARKS AND RECREATION STAFF.

UH, SO FOLLOWING THAT MEETING, UH, WHICH THE COMMISSION TOOK ACTION TO, UH, APPROVE THE APPLICATION, UH, WITH THE CONDITION THAT THE TREE MITIGATION AND REPLACEMENT PLAN ULTIMATELY RETURNED TO THE COMMISSION FOR CONSIDERATION, UH, STAFF DID, UM, MEET, UH, WITH, UH, THE TRINITY CHRISTIAN ACADEMY STAFF, AS WELL AS THEIR CONSULTANT TEAM AND WORKED THROUGH A POTENTIAL, UM, APPROACH TO INCREASING THE AMOUNT OF REPLACEMENT TREES PLANTED ONSITE.

AND THEN ALSO CLARIFYING, UH, THE ADMINISTRATIVE MECHANISM BY WHICH, UH, ANY CASH, UH, IN LIEU OF PLANTING ONSITE, UH, TRANSACTION WERE TO OCCUR.

SO TO UPDATE YOU ON, UH, WHAT, UH, WAS WORKED THROUGH, AND THEN ALSO PRESENTED THE COUNCIL AND ULTIMATELY APPROVED BY COUNCIL, UH, THE TRINITY CHRISTIAN ACADEMY, UH, PRESENTED, UH, SEVEN ADDITIONAL EIGHT INCH CALIBER TREES TO BE ADDED, UH, IN THE IMMEDIATE VICINITY OF THE NEW MIDDLE SCHOOL BUILDING.

AND ALSO ON SOME, UH, PORTIONS OF THE CAMPUS, A LITTLE FURTHER TO THE NORTH ALSO, UH, TRINITY CHRISTIAN ACADEMY AND THE PARKS DEPARTMENT, UH, CONFIRMED THAT, UH, A PAYMENT OF $175 FOR CALIPER INCH, UH, WOULD, UH, COVER ALL COSTS ASSOCIATED WITH PLANTING A FOUR-INCH CALIPER REPLACEMENT TREES, OFFSITE.

UH, THE TOWN, UH, WILL TAKE ACTION TO ESTABLISH A TREE REPLACEMENT FUND IN WHICH THOSE FUNDS WOULD BE CONVEYED PRIOR TO CONSTRUCTION COMMENCING AT THE TRINITY CHRISTIAN ACADEMY CAMPUS.

OUR PARK STAFF, UH, HAS, UH, LOOKED FOR AND IDENTIFIED OPPORTUNITIES TO PLANT, UH, UH, THESE TREES OFFSITE, UH, IN TOTAL, THIS WOULD AMOUNT TO 60, UH, OR TREES 20 OF THOSE TREES WOULD BE PLANTED AT NORTH ADDISON PARK AND AT QUORUM PARK, AND THEN 34 ALONG KELLER SPRINGS PARKWAY, THE TOTAL CASH AND LIEU OF REPLANTING ONSITE AMOUNT WOULD AMOUNT TO JUST UNDER $45,000.
