THE AVERAGE HOME VALUE INCREASED SLIGHTLY FROM FOUR HUNDRED THIRTY THOUSAND TO FOUR HUNDRED THIRTY TWO THOUSAND.

THE TAX RATE INCREASED FROM FIFTY EIGHT POINT THIRTY FIVE CENTS TO SIXTY POINT EIGHT SIX CENTS, SO.

THE TAX BILL IS BASED ON THE AVERAGE HOME TAX, TAXABLE HOME VALUE IS NINETEEN TWENTY FIVE INCREASE TO TWENTY FORTY THREE.

SO YOU CAN SEE THERE'S A SLIGHT INCREASE, WHICH IS LESS THAN TEN DOLLARS A MONTH.

HOWEVER.

WE PROVIDE THE NUMBER ONE VALUE OF THE TAX YOU PAY, SO YOU CONTINUE RECEIVE FREE SERVICE AT AS AN SALAD CLUB.

ALSO THE BULK TRASH PICKUP.

THE LAST THING I WANT TO MENTION, WHICH I ALWAYS FEEL PROUD OF, IS DOING 2008, THAT WAS THE YEAR WE RECEIVE TRIPLE A BOND RATING FROM S&P FOR THE FIRST TIME.

THEN 2018, WE RECEIVE TRIPLE A BOND RATING FROM MOODY'S.

AND ALSO LAST YEAR, WE AFFIRMED WE STILL RECEIVE.

TRIPLE-A BOND RATING FOR BOTH.

SO THAT'S THE REASON WHY WE AFTER WE SAW THE BOMB, OUR INTEREST RATE IS ONE POINT THREE PERCENT.

WITH A PREMIUM ONE POINT SIX MILLION DOLLARS.

SO IT'S A GREAT DEAL.

SO AS YOU KNOW, MOST OF YOU KNOW, THE ADDERSON IS HOME TO OVER SIXTEEN HUNDRED BUSINESSES THAT GENERATE EIGHTY SIX PERCENT OF ADDISONS TAX BASE.

AND WE HAVE AN INCREDIBLE NUMBER OF BUSINESSES THAT CALL ADDERSON EITHER THEIR HEADQUARTERS OR THEY HAVE A REGIONAL OFFICE HERE.

MANY OF YOU WILL RECOGNIZE SOME OF THESE NAMES. HOW MANY OF YOU SEE A BRAND THAT YOU DO BUSINESS WITH HERE? MY BANK IS UP THERE, SOME OTHER BUSINESSES THAT YOU KNOW WELL.

I WANT TO TOUCH BRIEFLY ON THE IMPACT OF COVID.

ADDISON HAS 11 MILLION SQUARE FEET OF COMMERCIAL OFFICE SPACE, AND THAT'S 11 MILLION, NOT ONE MILLION.

IT'S A IT'S A PRETTY BIG NUMBER FOR SUCH A SMALL TOWN AS OURS.

SINCE THE PANDEMIC BEGAN, VACANCIES HAVE INCREASED BY JUST OVER ONE PERCENT.

AND WE EXPECT THEM TO INCREASE BY AN ADDITIONAL ONE PERCENT BEFORE THEY STABILIZE OVER 10 MILLION SQUARE FEET OF SPACE HAS BEEN PUT UP FOR SUBLEASE THROUGHOUT NORTH TEXAS SINCE THE PANDEMIC BEGAN, INCLUDING ADDERSON.

SO THAT NUMBER IS KIND OF ALL LUMPED TOGETHER.

REAL ESTATE EXPERTS ANTICIPATE RECOVERY TO BEGIN IN THE FIRST QUARTER OF TWENTY TWENTY TWO.

SO WE'VE GOT WORK TO DO.

MOVING ON TO THE SILVER LINING, THOUGH, EVEN IN SPITE OF EVERYTHING GOING ON, WE'VE HAD SEVERAL NEW COMPANIES RELOCATE TO ADDERSON.

A CHERRY COATING IS MOVING TO ADDISON FROM CARROLLTON AND RENOVATING THE OLD INWOOD SOCCER CENTER.

FOR THOSE OF YOU THAT ARE FAMILIAR WITH THAT, AN AMERICAN TRAILER WORLD IS RELOCATING THEIR CORPORATE HEADQUARTERS TO GREENHILL TOWER.

SO WHILE WE'VE ALL BEEN HIBERNATING IN OUR HOMES HOPING THAT THIS THING WILL END, BUSINESS HAS BEEN ON THE MOVE AND IT'S BEEN ON THE MOVE.

SO BUT VANDELAY HOSPITALITY GROUP HAS JUST ANNOUNCED THAT THEY'RE OPENING A NEW CONCEPT CALLED BRENTWOOD IN THE FORMER HOUSTON'S LOCATION, WHICH IS DIRECTLY, ALMOST DIRECTLY IN FRONT OF TOWN HALL, VERY, VERY NEARBY.

SO THAT'S EXCITING.

NOW, AS FAR AS ADDISONS CIRCLE SILVERLINE DEVELOPMENT GOES, SPEAKING OF SILVER LININGS, THERE ARE TWENTY NINE PARCEL'S.

YOU CAN SEE THE DEVELOPMENT AT THE BOTTOM OF THE SLIDE HERE.

TWENTY NINE PARCELS WITH 12 DIFFERENT PROPERTY OWNERS LOCATED ALONG THE FUTURE DARK SILVER LINE RAIL. AND THAT ALIGNMENT IS BETWEEN DALLAS PARKWAY AND ADDISON ROAD.

IF YOU'VE DRIVEN BY YOU'VE SEEN A LOT OF CONSTRUCTION GOING ON BECAUSE WE BROKE GROUND ON THE US CUSTOMS FACILITY IN TWENTY NINETEEN LATE TWENTY NINETEEN IN OCTOBER, AND THAT'S LOCATED MIDFIELD ON JIMMY DOOLITTLE DRIVE.

ADDISON AIRPORT OFFICERS WILL BE MOVING FROM THEIR CURRENT LOCATION, WHICH IS IN AN OFFICE BUILDING ADJACENT TO THE AIRPORT, TO THE CUSTOMS FACILITY.

THEY ANTICIPATE MOVING INTO THE CUSTOMS FACILITY BY THE END OF THIS MONTH, AS A MATTER OF FACT, AND I'M SURE THEY'RE EXCITED ABOUT THAT.

AND THEN THE CUSTOMS OFFICE IS SLATED TO OPEN LATER THIS SUMMER.

THE GREAT THING ABOUT HAVING AN ELITE CUSTOMS OFFICE LIKE THIS FOR OUR PATRONS AT THE ADDISON AIRPORT IS IT JUST REDUCES HASSLE FACTOR FOR THE PILOTS TO HAVE TO STOP DOWN AT THE BORDER WHERE THEY'RE JUST IT'S A MUCH NICER PLACE TO STOP.

PEOPLE THAT FLY AIRPLANES TEND TO LOVE THE ADDISON AIRPORT.

THE OTHER EXCITING THING AIRPORT RELATED IS OUR THIRD FBO, GALAXY AVIATION IS GOING TO BE MOVING IN AND YOU CAN SEE THE RENDERING AND YOU CAN ALSO SEE IT WHEN YOU DRIVE BY.

MOVING ON, LET'S MOVE NOW INTO AROUND TOWN AND RESIDENTIAL.

ADDISON GROVE TOWNHOMES IS WORKING ITS WAY THROUGH PHASE ONE.

AND AS YOU CAN SEE, PHASE TWO IS TOWNHOMES.

SO THERE'S THIRTY THREE TOWNHOME UNITS OCCUPIED OR UNDER CONSTRUCTION.

AND THEN DOWN IN PHASE TWO, THERE ARE 16 TOWNHOME UNITS AND 17 LIVE WORK UNITS AND ZONING COMPLIANCE REVIEW.

AND CAN YOU BELIEVE THAT ALAN ADDISON GROVE HAS 90 PERCENT OCCUPANCY THROUGH ALL OF THIS CRAZY PANDEMIC AND EVERYTHING GOING ON WITH THREE HUNDRED AND TWENTY ONE MULTIFAMILY UNITS OR BUSINESSES IN THE AREA REALLY APPRECIATE THAT DENSITY BECAUSE THOSE RESIDENTS THEN GO ACROSS THE STREET AND EAT AND AND SPEND THEIR TAX DOLLARS IN ADDISON.

WE KICKED OFF THE CONSTRUCTION A MONTH AGO ON THE INTERSECTION OF MIDWAY AND BELTLINE.

CONSTRUCTION AT THIS INTERSECTION IS ANTICIPATED TO TAKE ABOUT SIX MONTHS.

AND WE ARE ALSO IN THE PROCESS OF REMOVING THE MEDIAN FROM SPRING VALLEY, THE BELT LINE, SO THAT WE CAN BEGIN REPLACING THE WATER AND SEWER LINES.

WE KNOW THIS IS GOING TO BE A LONG PROJECT AND WE REALLY APPRECIATE YOUR PATIENCE.

CONSTRUCTION WILL BEGIN AT THE INTERSECTION OF MIDWAY ROAD AND BELTLINE ROAD, AND WE ANTICIPATE WORKING IN THIS INTERSECTION FOR APPROXIMATELY SIX MONTHS, DEPENDING ON ANY WEATHER AND UTILITY DELAYS.

WE HAVE ALREADY BEGUN SOME FIELD LOCATION OF UTILITIES AND INSTALLING COMPONENTS FOR TEMPORARY TRAFFIC SIGNALS.

VARIABLE MESSAGE BOARDS, WHICH ALLOW CHANGING THE MESSAGE AS NEEDED, WILL BE PLACED AROUND THE CONSTRUCTION AREA TO PROVIDE IMPORTANT UPDATES.

SO WE ENCOURAGE YOU TO PAY CLOSE ATTENTION TO THEM DURING INSTALLATION OF THE NEW UTILITY LINES.

THIS PROJECT EXTENDS BELISLE LINE, WHICH RUNS ON THE SOUTH SIDE OF VITRUVIAN PARK ACROSS BROOKHAVEN COLLEGE PROPERTY AND CONNECTS TO ALPHA ROAD AND FARMERS BRANCH.

THIS WILL PROVIDE A GREAT CONNECTION FOR THE PEOPLE WHO LIVE, WORK AND PLAY IN AT THE VITRUVIAN DEVELOPMENT.

THE SCOPE OF THIS WORK INCLUDES A NEW ROADWAY.

AS WELL AS A REGIONAL DETENTION POND, OUR ENGINEERS ARE ABOUT 60 PERCENT, COMPLETE WITH THE PROJECT DESIGN, AND WE ARE ON SCHEDULE TO HAVE TO DESIGN ONE HUNDRED PERCENT COMPLETED LATER THIS SUMMER.

ANOTHER PROJECT THAT IS CURRENTLY UNDERWAY IS THE VITRUVIAN IN A VITRUVIAN AREA IS THE CONSTRUCTION OF THE TRINITY. OUR AGREEMENT REQUIRES ADDERSON TO FACILITATE CONVEYANCE OF THE PROPERTY TO SERVE AS THE NEW WEB SITE, AND FOR US TO FOR US TO TAKE CARE OF THE CONSTRUCTION OF THE PAD FOR THE FOR THE WELL, FARMERS BRANCH HAS AGREED.

THEY ARE NOW INSTALLING THE WATER LINE TO THE NEW TO THE NEW PORTION OF THE CREEK.

IN NOVEMBER OF TWENTY NINETEEN, ADDERSON VOTERS APPROVED FIVE BOND PROPOSALS PROPOSITIONS PROPOSITION A WAS FOR THE RECONSTRUCTION OF KELLAR SPRINGS ROAD AND AIRPORT PARKWAY FROM THE NORTH DALLAS TOLLWAY TO ADDISON ROAD.

BOTH OF THESE PROJECTS INCLUDE THE INSTALLATION OF MASTER TRANSPORTATION ELEMENTS, INCLUDING EXPANDED SIDEWALKS, AS WELL AS UPSIDES IN UTILITIES.

CONSTRUCTION PLANS ARE ABOUT SIXTY FIVE PERCENT COMPLETE ON BOTH ROADS, AND WE ARE IN THE PROCESS OF PROCURING THE RIGHT AWAY NEEDED FOR THESE PROJECTS.

WE ANTICIPATE BIDDING THE KELLER SPRINGS PROJECT IN LATE SUMMER OF TWENTY TWENTY ONE.

ONCE COLOR SPRINGS ROAD HAS BEEN COMPLETED, WE WILL IMMEDIATELY BEGIN CONSTRUCTION ON THE AIRPORT PARKWAY.

MANY RESIDENTS DID NOT REALIZE THAT ANDERSON ACTUALLY HAS THREE DIFFERENT DISTRIBUTION FACILITIES FOR THEIR WATER SYSTEM.

TWO OF THEM ARE THE TRADITIONAL WATER TOWERS, LIKE THE ONE IN ADDISON CIRCLE.

BUT A THIRD IS A SIX MILLION GALLON GROUND STORAGE TANK LAKE LOCATED ON THE EAST SIDE OF TOWN ON ITS OWN CELESTIAL DRIVE.

THE ACTUAL PUMP STATION LOOKS LIKE A HOUSE OR BLENDS IN WITH THE NEIGHBORHOOD, WE WE'RE IN THE PROCESS OF REHABILITATING THIS TANK AND INSTALLING SOME SECURITY FENCING.

THE TOWN'S ONGOING COMMITMENT TO MAINTAINING OUR WATER INFRASTRUCTURE AND CREATING REDUNDANCIES ALLOWED US TO OPERATE DURING THE EXTENDED POWER OUTAGES AND THE FEBRUARY WINTER STORM.

NOT ONLY WAS THE TOWN ABLE TO PROVIDE WATER TO OUR COMMUNITY THROUGHOUT THIS WEEK LONG ORDEAL.

BUT UNLIKE MANY OF OUR NEIGHBORING CITIES, WE NEVER HAD TO ISSUE A BOIL NOTICE.

SPEAKING OF STORMS, I WANT TO TAKE ONE LAST QUICK MINUTE TO DISCUSS THE FIRE SPRINKLER SYSTEMS. THE FIRE CODE PREVIOUSLY PROHIBITED SHUTOFF CONTROL VALVES AND FIRE SPRINKLER SYSTEM DUE TO THE POSSIBILITY THAT THE SYSTEM WOULD ACCIDENTALLY BE SHUT OFF AND NOT BE IN OPERATION WHEN NEEDED.

WITH THE ADOPTION OF THE UPDATED FIRE CODE, HOMEOWNERS ARE NOW ABLE TO INSTALL CONTROL VALVES ON THEIR FIRE SPRINKLER SYSTEMS. ADDISON, THE OUT OF THE FIRE DEPARTMENT CAN GIVE INSTRUCTIONS ON HOW TO MAINTAIN YOUR FIRE, YOUR FIRE PROTECTION SYSTEM AND HOW TO DRAIN THE SYSTEM WHEN ARCTIC TEMPERATURES ARE FORECAST.

SO THE NEIGHBORHOOD IS GOING TO MEET AND GET THROUGH AND DISCUSS WHAT THAT WILL BE.

AND I WOULD ENCOURAGE ANY OTHER NEIGHBORHOOD THAT HAS CONCERNS TO DO THE SAME THING TO REACH OUT.

IN APRIL 2019, WE INSTALLED LICENSE PLATE READERS KNOWN AS HELPERS AT KEY NEIGHBORHOOD ENTRY POINTS AROUND TOWN AND OPTICAL CAMERAS ALONG THE LINEAR WEDDING AND WHITE TRAILS AS PART OF A YEARLONG PILOT PROGRAM

TO TEST THESE NEW TECHNOLOGIES.

WHAT WE FOUND WAS THAT OUR PATROL OFFICERS AND DETECTIVES WERE USING THE TECHNOLOGY ON A DAILY BASIS, AND IT HAS CONTRIBUTED TO SOLVING MORE THAN TWO DOZEN CRIMES.

IT WAS ALERTING OFFICERS IN THE FIELD WHEN A CRIMINAL ENTERED OUR NEIGHBORHOODS, WHICH LED TO VALUABLE CONTACTS AND ARRESTS.

BUT IT ALSO PROVIDED VALUABLE FORENSIC EVIDENCE AFTER A CRIME DID OCCUR.

THE REAL TIME VIDEO FOOTAGE FROM THE OPTICAL CAMERAS IS ACCESSIBLE IN THE OFFICE OR IN A SQUAD CAR, WHICH HAS DRAMATICALLY IMPROVED OUR ABILITY TO RESPOND QUICKLY TO POTENTIAL CONFLICTS.

AFTER RECEIVING THE RESULTS OF THE PILOT PROGRAM, COUNCIL ASKED STAFF TO MAKE SOME RECOMMENDATIONS ABOUT THE CONTINUED EXPANSION OF THE PROGRAM USING THE CRIME HEAT MAPS, THE POLICE DEPARTMENT RECOMMENDED ADDING HELPERS TO THE ADDISON NORTH SINGLE FAMILY NEIGHBORHOOD ON WEST GROVE DRIVE AND LAKE FOREST DRIVE ON THE EAST SIDE OF TOWN.

THEY ALSO IDENTIFIED EDISON CIRCLE AND VITRUVIAN AS POTENTIAL NEXT AREAS FOR EXPANSION, AS WELL AS SEVERAL COMMERCIAL AREAS ALONG BELTLINE ROAD.

I AM PLEASED TO SHARE WITH YOU THAT STAFF IS IN THE PROCESS OF FINALIZING A CONTRACT WITH A VENDOR TO EXPAND THE PROGRAM TO ALL OF THE RECOMMENDED AREAS IN THIS FISCAL YEAR.

WE ARE ALSO IN THE PROCESS OF FINALIZING A CONTRACT FOR TWO HUNDRED AND SEVENTY EIGHT SECURITY CAMERAS THAT WILL BE INSTALLED IN ALL OF THE TOWN'S PARKS AND TRAILS, AS WELL AS A COMMUNITY GARDEN. WE ARE ALSO ADDING THEM TO ALL TOWN FACILITIES, INCLUDING PUMP STATIONS, ADDISON AIRPORT AND THE ECONOMIC DEVELOPMENT OFFICES.

WE ALREADY HAVE THEM AROUND ADDISON CIRCLE PARK, BUT WE'LL BE EXPANDING OUR MULTIFAMILY COVERAGE TO ADDISON GROVES AND VITRUVIAN, AS WELL AS OAKS NORTH.

JUST IMAGINE WHAT AN IMPACT THAT COVERAGE WILL HAVE FOR OUR POLICE DEPARTMENT'S EFFORTS IN ADDITION TO CAMERAS FOR PARKS AND FACILITIES.

ADDISON POLICE OFFICERS WERE BODY CAMERAS, AND OUR POLICE CARS ARE EQUIPPED WITH IN-CAR VIDEO CAMERAS.

WE REPLACE THESE CAMERAS EVERY FOUR YEARS SO WE CAN STAY CURRENT ON THE LATEST TECHNOLOGY.

A COMMITTEE OF REPRESENTATIVES FROM BOTH THE CITY AND THE POLICE DEPARTMENTS ARE INVOLVED IN MAKING THE SELECTION.

WE ARE ACTUALLY PILOT TESTING NEW IN-CAR CAMERAS NOW.

WE HAVE BUDGETED FOR THE CAMERA REPLACEMENTS THIS FISCAL YEAR AND HOPE TO SEE A CONTRACT LATER THIS SUMMER FOR COUNCIL CONSIDERATION.

YOU MAY RECALL THAT ONE OF THE ITEMS THAT THE VOTERS APPROVED AS A PART OF THE NOVEMBER TWENTY NINETEEN BOND PACKAGE WAS AN ADVANCED TRAFFIC MANAGEMENT SYSTEM IN ITS BASIC FORM.

THIS IS A SYSTEM THAT ALLOWS OUR FIRE TRUCKS AND AMBULANCES TO TRIGGER TRAFFIC LIGHTS AHEAD OF THEM TO CLEAR TRAFFIC DURING AN EMERGENCY.

UNLIKE THE OLD OUTDATED SYSTEM THAT REQUIRED A LINE OF SIGHT BETWEEN THE LIGHT AND THE EMERGENCY VEHICLE TO WORK, THIS SMART SYSTEM ACTUALLY ACTIVATES TRAFFIC LIGHTS ALONG THE ROUTE TO BEGIN CLEARING TRAFFIC BEFORE THE VEHICLE ARRIVES AT THE INTERSECTION, WHICH YOU MAY NOT KNOW ABOUT. THE NEW SYSTEM IS THAT THERE IS A CONSUMER COMPANION APP CALLED TRAVEL SAFELY THAT ALLOWS YOU TO RECEIVE ALERTS ABOUT HOW LONG THE LIGHT WILL BE GREEN.

AND WHEN YOU'RE IN A SCHOOL ZONE AND MUCH MORE, YOU CAN DOWNLOAD THE APP ON THE TOWN'S WEBSITE UNDER THE STREETS AND TRAFFIC SERVICES IN THE PUBLIC WORKS DEPARTMENT.

I HAVE IT AND I REALLY ENJOY THE FUNCTIONALITY OF IT.

ANOTHER NEW SOFTWARE THAT OUR FIRE DEPARTMENT IS USING IS CALLED FIRST DO.

IT INTERFACES WITH OUR DISPATCH SYSTEM SO OUR FIRST RESPONDERS CAN SEE ON AN APP ALL OF THE INFORMATION THE DISPATCHER HAS RECEIVED FROM THE CALLER.

IT ALSO ALLOWS US TO COLLECT CRITICAL INFORMATION RELATED TO BUILDINGS IN TOWN SO THAT WHEN WE RESPOND TO A CALL, THEY NOT ONLY HAVE THE LAYOUT OF THE BUILDING, BUT ALSO THE HISTORY.
