SO I WANTED TO BRIEFLY FOLLOW UP ON THAT DISCUSSION AND ALSO GIVE THE COMMISSION, OF COURSE, IT'S A CHANCE TO ADDRESS THOSE CONCERNS AS WELL. SO, UH, ONE OF THE THINGS THAT CAME UP WAS THE LEVEL AND AMOUNT AND TIMING OF TRAFFIC ANALYSIS THAT WAS DONE FOR THIS PROJECT. SO SOME OF YOU MAY RECALL, UM, THAT WITH THE INITIAL ZONING, UH, FOR THIS PROJECT BACK IN 2016, THE TRAFFIC IMPACT ANALYSIS WAS CONDUCTED AND THE CITY, UH, STAFF REVIEWED THAT ANALYSIS AND ALSO, UH, HAD OUR CONSULTANT ENGINEERING, UM, UH, GROUP REVIEW THAT ANALYSIS AS WELL, TYPICALLY, UH, UH, TIA WILL BE PRESENTED, UH, IN CASES LIKE THIS APP AND WITH THE REZONING REQUEST, BUT YOU ALSO MAY SOMETIMES SEE THOSE PRESENTED LATER IN THE PROCESS, SUCH AS WHEN CIVIL ENGINEERING DESIGN OCCURS, THAT VERY DETAILED DESIGN, WHERE YOU NEED TO KNOW AND DEFINITIVELY DEFINED KEY THINGS SUCH AS SITE ACCESS AND OFFSITE IMPROVEMENTS NEEDED FOR TRANSPORTATION. SO WITH THAT ANALYSIS, TYPICALLY WHAT TRAFFIC ENGINEERS LOOK AT ARE, ARE KEY ELEMENTS LIKE SITE ACCESS, ROADWAY CAPACITY WITHIN THE PROJECT ROADWAY CAPACITY, UH, AT PERIMETER STREETS. AND THEN ALSO OF COURSE, SAFETY AND EFFICIENCY, UH, NEEDS THAT, UH, ADJACENT INTERSECTIONS. AND THEN ALSO AT TURN LANES IN AND OUT OF THE SITE. I THINK SOME OF THE THINGS THAT WE DISCUSSED IN THE WORK SESSION YESTERDAY ARE CERTAINLY RELEVANT TO THIS CASE, BUT MUCH OF THEM PROBABLY MORE RELATE AND NEED TO BE REFLECTED THROUGH ADDITIONAL MONITORING OF THIS AREA. UM, ONE OF THE THINGS THAT IS BEGINNING TO INFLUENCE THIS AREA AND WILL INFLUENCE IT IN THE FUTURE IS, IS THE ONGOING MIDWAY ROAD REVITALIZATION PROJECTS. SOME OF YOU WHO, WHO COMMUTE THROUGH THIS AREA, UH, MAY SEE THAT THERE IS WORK ONGOING AT BELTLINE AND MIDWAY. AND SOME OF THAT WORK IS BEGINNING TO IMPACT TRAFFIC PATTERNS ADJACENT TO ADDISON GROVE. OTHER CONSIDERATIONS FOR THIS AREA. I THINK A VERY IMPORTANT ONE IS, IS SITE ACCESS, UM, WHEN THIS WAS APPROVED AND, AND, UH, MADE IT THROUGH THE ZONING PROCESS. ONE OF THE IMPORTANT THINGS THAT, UH, THE TOWN REQUIRED AND WISHES TO MAINTAIN IS, UH, ENSURING THAT THIS SITE DOES NOT PROVIDE ACCESS TO THE BELTWAY ROAD. AND THAT IS ACCOMMODATED IN THE PDS ZONING AND EVERY ACTION THAT THE DEVELOPER HAS MOVED FORWARD WITH HAS BEEN CONSISTENT WITH MAINTAINING THAT RESTRICTED ACCESS OF NO PUBLIC VEHICULAR ACCESS WOULD BE ACCOMMODATED AT BELTWAY THAT'S, WHAT'S REFLECTED IN THESE PLANS, AND THAT'S, WHAT'S REQUIRED MOVING FORWARD BY THE ZONING THAT APPLIES TO THE SITE. ANOTHER THING THAT [00:20:01] WAS MENTIONED WAS, UH, PARKING WITHIN THIS SITE AND CIRCULATION WITH THIS WITHIN THIS SITE. UM, THIS IS A, A DIFFERENT FORM OF DEVELOPMENT THAN, THAN WHAT MAY OCCUR, UH, TYPICALLY AND ADDISON. UH, SO WITH THAT, UH, REQUEST, UH, THE APPLICANT HAS PROVIDED A SITE PLAN, A LANDSCAPE PLAN, PRELIMINARY UTILITY AND DRAINAGE PLANS AND BUILDING ELEVATIONS, UH, FOR YOUR REVIEW, UH, FOR COMPLIANCE WITH THE ADOPTED PLAN DEVELOPMENT CONCEPT PLAN AND DEVELOPMENT STANDARDS THAT APPLY TO THIS SITE. UH, SO A LITTLE BIT OF HISTORY ABOUT THIS SITE, UH, BEFORE WE MOVE INTO THE DEVELOPMENT PLAN. SO TRINITY CHRISTIAN ACADEMY WAS ESTABLISHED, UH, AT THIS SITE, UM, IN 1976. UH, SO WHEN IT WAS ESTABLISHED, UH, THIS AREA WAS ZONED, UH, RESIDENTIAL AND THE, UH, PRIVATE SCHOOL USE WAS PERMITTED BY A SPECIAL USE PERMIT IN JANUARY, 2016. UH, THE ACADEMY ELECTED TO MOVE FORWARD WITH THAT MASTER CONCEPT PLAN, UH, FOR, UM, UH, EXPANDING, UH, THEIR OPERATIONS AT THIS SITE, MONITORIZING, UH, THEIR FACILITIES, UH, AND PROVIDING FOR AN OVERALL MASTER PLAN TO GUIDE, UH, DEVELOPMENT AND REDEVELOPMENT ON THE CAMPUS. SO, UH, ROUGHLY, UH, THIS, UH, MASTER CONCEPT PLAN THAT WAS APPROVED BY THE TOWN IN 2016, UH, ACCOUNTS FOR THE ADDITION OF 250,000 SQUARE FEET OF NEW BUILDING AREA. AND THEN ALSO INCLUDES A PARKING STRUCTURE, WHICH YOU CAN SEE AT THE, UH, NORTHERN, UH, PORTION OF THE SITE. AND THEN IT ALSO ACCOUNTS FOR THE, UM, DEMOLITION AND REMOVAL OF 150,000 SQUARE FEET OF EXISTING FACILITIES ON THE SITE. UM, SO LAST MONTH, UH, WITH THIS APPLICATION, UH, TRINITY CHRISTIAN ACADEMY NOW PROPOSES THEIR FIRST PHASE OF IMPLEMENTATION FROM THE MASTER CONCEPT PLAN. UH, AT THAT TIME, THE APPLICANT PRESENTED THE STAFF THAT BASED ON THAT MASTER CONCEPT PLAN WITH THE NEW BUILDINGS AND, AND ACCESS IMPROVEMENTS THAT ARE TO BE MADE, UH, THERE IS NOT SUFFICIENT SPACE TO ACCOUNT FOR NEW TREE PLANTINGS WITHOUT ULTIMATELY IMPACTING THOSE AS THAT MASTER PLAN IS IMPLEMENTED. THE OTHER ISSUE THAT CAME UP DURING OUR WORK SESSION YESTERDAY, UH, RELATED TO, UH, TRAFFIC MANAGEMENT, BOTH ON AND OFF SITE, UM, AS YOU CAN SEE IN THIS SLIDE, THE APPLICANT HAS PROVIDED AN INTERIM TRAFFIC MANAGEMENT PLAN THAT ULTIMATELY WILL PROVIDE FOR IMPROVED CONDITIONS AS IT RELATES TO, UM, LOADING AND QUEUING IN THE VICINITY OF SOJOURN DRIVE. THE OTHER CONCERN THAT GOT BROUGHT UP, UH, RELATED TO PARKING ON, ON SOJOURN DRIVE. UM, SO FOR THOSE OF YOU WHO, UM, EVER COMMUTE AND TRAVERSE THAT CORRIDOR, UH, YOU'LL KNOW, QUITE A FEW, NO PARKING SIGNS, PARTICULARLY ON THE, THIS SIDE OF THAT CORRIDOR, BUT ALSO ON THE NORTH SIDE, A FULL JOURNEY IS A 34 FOOT WIDE COLLECTOR, UH, THEORETICALLY AND ACCOMMODATE TWO TRAVEL LANES AND ONE PARKING LANE, BUT IT IS NOT REALLY STRIPED FOR THAT, UH, FUNCTIONALITY. THE STRIPING IS STRAIGHT DOWN THE MIDDLE, UH, OR A FENDER LINE AND THERE'S NO PARKING STRIPE. UM, SO WHEN THERE IS ON STREET PARKING ON SOJOURN, THAT CAN BE A CHALLENGE. AND, AND, AND WHAT WE WOULD SUGGEST AS A DESIRABLE CONDITION FOR THIS INTERIM TRAFFIC MANAGEMENT PLAN IS, IS REALLY TO DISCOURAGE, UH, ANY ON-STREET PARKING ON SOLDIER AND DRIVE. AND SO WITH THAT, UH, THE PROPOSED PLAN DOES COMPLY WITH THE MASTER CONCEPT PLAN AND DEVELOPMENT STANDARDS, UH, WITH THE EXCEPTION OF NEEDED DIRECTION FOR THE PROPOSED TREE MITIGATION OPTION THAT, UH, THE APPLICANT PREVIOUSLY WORKED THROUGH WITH BOTH THE DEVELOPMENT SERVICES AND PARKS DEPARTMENT STAFF.
